B
Thank
you
good
morning.
My
name
is
lisa
bender
and
the
president
of
the
minneapolis
city
council.
I'm
going
to
call
to
order
this
regular
meeting
for
friday
july
23rd
before
we
proceed
I'll
note
that
we
have
remote
participation
by
council
members
and
city
staff
as
authorized
under
their
provisions
at
the
open
meeting
law.
Section
13b
0.021
due
to
the
declared
state
of
local
public
health
emergency,
we'll
be
recording
and
posting
this
meeting
to
the
city's
website
and
youtube
channel
as
a
means
of
increasing
public
access
and
transparency.
B
This
meeting
is
public
and
subject
to
the
open
meeting
law.
We
do
have
one
honorary
resolution
to
kick
off
our
meeting
before
we
call
the
role
and
dive
into
our
official
business,
and
this
is
a
bittersweet
moment
as
we
congratulate
and
bid
farewell
to
our
regular
regulatory
services,
director
kim
keller,
who's
taking
a
fantastic
new
job,
so
we're
so
excited
for
this
next
step
of
her
career
and,
of
course,
sad
to
see
her
leave
the
city,
and
I
will
turn
it
to
council
member
goodman.
Who
will
give
the
presentation
of
this
resolution.
C
Thank
you,
madam
president,
and
I
don't
think
you
could
have
said
it
better.
It
is
without
question
bittersweet,
especially
for
those
of
us
who
have
known
kim
throughout
her
entire
career
at
the
city,
and
so
I'm
trying
to
put
on
a
happy
face
for
kim.
As
I
read
this
resolution,
honoring
kim
keller,
for
her
vision
and
commitment
to
the
city
of
minneapolis,
whereas
over
the
15
years
that
kim
has
served
minneapolis.
C
A
large
suite
of
ordinances
seeking
to
support
the
renting
community,
a
department,
reorganization,
strategic
planning
for
the
city,
results,
minneapolis,
creating
of
a
career
pathway,
program
for
employees
and
the
public
service
building
design
and
whereas
in
supporting
the
enterprise
ecosystem.
Ms
keller
views
the
city
as
a
collective
entity
breaking
down
silos,
stepping
up
to
problem
solve
as
an
enterprise,
leader
and
mentoring
through
collaborative
conversations
and
seeing
the
success
of
others
is
central
to
her
own
success.
C
And
whereas
miss
keller
takes
a
person-centered
approach
to
leadership
and
utilizes,
her
exceptional
ability
to
successfully
champion
develop
and
invest
both
in
staff
and
in
people
throughout
the
city
and
be
an
advocate
for
women
in
all
positions
in
the
city,
including
as
a
co-founder
of
the
women
employee
resource
group.
Whereas
we
will
miss
miss
keller's.
Many
personal
passions,
including
her
excitement
about
the
enneagram
personality
test
in
true
type,
3,
achiever
fashion.
C
Her
love
of
telling
people
their
type
description,
as
well
as
her
prolific,
wordsmithing
and
ease
in
bonding
with
staff
on
a
ride-along
or
over
a
puzzle.
And
whereas
miss
keller
will
be
deeply
missed
by
the
city's
elected
officials.
Department,
heads
city
staff,
women,
employees,
resource
group,
reformed
council,
aids,
society
and
fellow
members
of
the
regulatory
services
department.
As
a
leader,
colleague,
compatriot
and
friend.
C
And,
madam
president,
I
just
want
to
say
I
mean
after
reading.
All
of
that
and
it's
hard.
You
know
to
not
be
emotional
about
it,
especially
when
we're
not
in
person
and
people
are
leaving.
But
I
have
known
kim's
and
she
worked
with
my
dear
friend
and
colleague,
councilmember
remington,
and
she
really
has
a
passion
for
the
city
that
is
unparalleled
and
it's
important
for
us
as
women
to
push
our
friends
and
compatriots
into
leadership
roles,
no
matter
where
those
leadership
roles
may
be,
and
our
loss
is
st
louis
park's
gain.
C
But
that
might
just
mean
miss
keller
will
come
back
and
be
our
city
coordinator
someday,
and
so
I
think
it's
important
for
us,
as
women
and
people
within
the
enterprise
to
recognize
these
significant
accomplishments
and
wish
her
well.
And
it's
okay
to
be
sad
and
upset
about
it,
but
in
a
way
we
should
really
be
valuing
the
fact
that
we're
promoting
we're,
seeing
a
promotion
of
and
moving
on
of,
someone
who
is
an
incredible
person
that
we've
been
really
lucky
to
have
over
the
past
15
years.
C
A
Thank
you,
madam
president.
I
just
wanted
to
just
say:
having
worked
with
ms
keller
for
the
majority
of
those
15
years
that
she's
been
here
with
the
city,
I
have
known
her
to
be
dedicated,
professional
and
committed
to
the
employee.
A
You
know
initially
working
with
council
member
remington
in
the
10th
ward
and
and
really
providing
tremendous
service
to
those
constituents
and
then
more
broadly,
you
know
leading
our
regulatory
services
department
and
serving
in
many
other
capacities
in
the
city.
I
just
really
appreciate
your
friendship.
Your
commitment
to
equity
and
yeah
st
louis
park
is
really
fortunate
to
have
you
to
come
in
and
and
help
to
to
manage
the
the
work
in
that
city.
D
D
Madam
president,
if
I
might
offer
a
brief
comment.
B
Yes,
thank
you
I'm
so
sorry,
my
internet
kicked
me
out
of
the
meeting,
so
I
am
back.
Thank
you,
mr
carl.
D
D
You
have
been,
as
the
council
has
expressed
through
its
resolution
and
other
comments,
a
strong
leader,
a
colleague
to
all
of
us
at
the
department
head
level
and
a
friend
to
the
department
heads
to
our
leadership
teams
and
to
employees
throughout
the
enterprise,
including
at
the
front
lines
and
you've
known
what
it's
like
to
rise
up
through
the
ranks
yourself
and
will
now
be
becoming
the
top
staff
person,
the
ceo
at
st
louis
park,
and
so
we
all
on
behalf
of
the
administration,
wanted
to
wish
you
our
very
best.
D
We
know
we'll
be
in
touch
in
the
future
and
we
know
you'll
do
great
and
we
look
forward
to
monitoring
your
success
in
your
new
endeavors
in
our
neighboring
city,
st
louis
park.
So
best
to
you,
kim
on
behalf
of
all
of
your
colleagues
here
at
the
city.
E
E
You
know
one
of
the
things
that
motivated
me
to
run
for
office
in
the
first
place
was
working
with
tenants
as
a
community
organizer
and
seeing
terrible
conditions
in
their
homes
and
having
them
say.
E
Please
don't
tell
the
city
that
our
approach
to
inspections
in
the
past
left
people,
not
feeling
trustful
of
of
our
city
and
the
renter's
first
work,
and
this
significant
cultural
change
that
has
happened
in
the
regulatory
services
department
doesn't
happen
without
incredible
staff
across
the
whole
department,
but
certainly
does
not
happen
without
leadership,
and
I
think
your
leadership
is
evident
in
a
real
and
meaningful
and
sustaining
long-term
change.
E
B
I'll
close
this
off
before
turning
it
over
to
you
director,
also
very
emotional.
This.
B
B
You
sat
and
had
coffee
and
helped
me
figure
out
how
to
balance
passions
of
this
ward.
This
wonderful
part
of
the
city
that
you
served
as
a
policy
aide
two
council
members
before
me
in
quick
succession.
We
had
had
so
much
turnover
in
this
board
and
it's
a
place
where
people
have
so
many
different
perspectives,
so
much
different
life
experience
and
where
neighborhood
meetings
are
often
reminiscent
of
a
bar
fight.
Frankly,
but
where
people
love
each
other
and
come
together
and
do
our
best,
you
know
to
keep
to
make
decisions,
keep
going
forward.
B
It's
a
colorful
part
of
the
city
and
your
experience
serving
this
ward
and
your
generosity
and
sharing
that
with
me
helped
me
hit
the
ground
running
as
a
ward,
10
council.
Member
again,
you
know
the
fourth
and
fourth
terms
with
so
much
turnover.
B
You've
helped
me,
like,
I
said,
learn
how
to
balance
motherhood
with
leadership
and
there's
not
too
many
of
us
who
are
raising
babies
and
also
trying
to
to
lead
and
to
dig
into
our
careers
and
the
way
that
you've
balanced.
That
and
just
you
know,
being
one
of
the
women
that
I
could
talk
to
about
all
the
ins
and
outs
of
that
balancing
act
has
been
deeply
meaning
meaningful
to
me
personally
and
then
we've
gotten
to
hear
so
much
about
your
professional
successes
and
of
all
the
people.
B
B
You
always
have
your
smartsheet
with
all
the
tabs
and
all
the
different
things
to
track,
and
it's
just
such
an
incredible
balance
that
it's
rare
to
see
someone
with
so
much
ability
to
both
see
the
big
picture
and
all
the
details
and
how
to
get
there.
So
I
have
just
the
highest
regard
for
your
professional
capacity
and
capabilities.
B
B
I'm
excited
to
see
what
you
do
there
and
where
your
career
takes
you,
and
I
know
that,
as
you
have
done
at
the
city,
you
know
that
your
generosity
and
mentoring,
people
and
really
creating
just
such
a
loving
and
compassionate
work
environment
will
follow
you
there
and
I'm
sure
that
a
lot
of
folks
from
minneapolis
will
stay
in
touch
and
continue
to
benefit
from
your
mentorship
and
support.
So
thank
you
for
all
that
you
have
done
for
our
city.
F
I
was
young
and
naive
and
idealistic.
My
plan
was
to
infiltrate
the
city
learn
all
that.
I
could
and
then
go
back
to
the
nonprofit
work
that
I
loved
and
that
I
knew
it's
15
years
later,
so
we
can
see
that
that
plan
changed
and
instead
I
was
very
quickly
completely
taken
with
the
depth
of
passion,
commitment
and
creativity.
F
Here
in
the
city,
I
saw
the
impact
and
legacy
of
public
service
and
how
the
decisions
that
we
make
on
a
monday
can
affect
people
on
tuesday,
I'm
still
humbled
every
day
and
inspired
every
day
by
our
ability
to
have
such
an
impact.
I'm
still
idealistic
about
all
the
good
that
we
can
do
and
as
tough
as
things
can
be,
I
see
important
positive
change
happening
whenever
we
invest
in
people
and
invite
them
to
lead
from
where
they're
at.
F
F
Thank
you,
mayor
frye,
council,
president
bender
council.
Vice
president
jenkins,
councilman
goodman,
my
forever
chair
and
this
entire
body
for
encouraging
me
to
be
an
authentic
leader
and
supporting
me
when
I
showed
up
as
one
thank
you,
especially
for
the
times
when
we
didn't
see
eye
to
eye.
But
you
still
supported
me.
F
F
B
Thank
you
director.
I
know
that
we
will
be
keeping
in
touch
and
again,
I'm
so
glad
that
you're
there,
with
with
staff
around
you,
as
customer
goodman,
said
it's
just
not
the
same
to
do
these
remotely
like
this
so
but
I
can
feel
the
the
love
and
the
positive
energy
coming
through
our
screens.

F
C
Good
morning,
madam
president,
members
of
the
council,
we
are
having
13
items
in
the
business
inspections,
housing
and
zoning
committee
up
for
approval
this
morning.
Item
number
one
is
a
land
sale
at
snelling
yards
item
number
two
is
the
smelling
yard,
senior
housing
tax,
increment
financing,
plan
items?
Three
and
four:
are
the
ordinance
changes
with
regard
to
congregate,
living
facilities?
We
refer
to
this
as
the
sro
single
room,
occupancy
ordinances
item.
Five
is
a
variance
appeal.
This
is
granting
the
appeal
for
elliot
fisher
at

3415,
second
and
a
half
street
northeast
item
number.
C
Six

a

That's
also
granting

the
minneapolis

well
as
the
transit
oriented
development
account
item.
11
is
a
contract
for
hennepin
county
for
emergency
rental
system.
B
Seeing
none,
I
will
just
thank
the
authors
for
their
incredible
work
on
the
legalization
of
single
room,
occupancy
hotels,
it's
a
really
big
deal
and
one
of
the
things
that
was
envisioned
in
the
minneapolis
2040
plan
now
becoming
codified
into
ordinance.
It's
been
decades
since
the
city
allowed
these
uses,
and
this
is
an
incremental
change
that
includes
a
provision
for
them
to
be
operated
by
nonprofits
part
of
our
strategy
to
address
homelessness
and
housing
and
security
and
partnership
with
hennepin
county
and
so
many
others.

A
B
Seeing
none-
I
will
just
briefly
comment
on
the
last
item
and
congratulate
the
folks
who
put
in
so
much
time
and
effort
to
collect
signatures
to
put
the
public
safety
eminent
on
the
charter.
B
This
completes
our
work
on
this
item,
and
so
this
will
be
on
the
ballot
in
november
and,
having
seen
a
few
of
these,
come
through
just
a
very
few
in
my
time
in
office.
I
know
it
takes
an
incredible
amount
of
work
for
folks
to
gather
the
signatures
and
bring
it
forward
and
design
the
amendment
so
just
wanted
to
pause
and
just
recognize
all
the
work
that
went
into
that
coming
forward.
B
D
B
H
Thank
you.
Madam
president.
The
public
health
and
safety
committee
is
bringing
forward
three
items
for
approval
today.
Item
number
one
is
confirming
mural
appointments
and
reappointments
to
the
minneapolis
advisory
committee
on
people
with
disabilities.
Item
number
two
is
accepting
a
grant
from
the
u.s
department
of
health
and
human
services
for
advancing
health
literacy
item
and
item
number.
Three
is
accepting
additional
grants
grant
funds
from
the
women's
foundation
of
minnesota
for
expenses
related
to
the
testing
of
sex
assault
exam
kits
with
that,
I
will
move
approval
of
all
three
items.
B
Councilmember
cunningham
has
moved
the
committee
report.
I
will
just
note
which
I
meant
to
do
at
the
beginning,
that
we
have
no.
We
are
no
longer
receiving
the
mayoral
reports
on
the
state
of
emergency
related
to
the
local
public
health
emergency,
but
the
public
health
and
safety
committee
is
receiving
regular
reports
on
both
public
safety
and
the

facilitating
that

sharing
through
the

any
discussion
on

that
councilman
cunningham
has
moved
in
the

We
did

that
were
forwarded
and
moved
forward
through
committee.
Madam
president,
I
move
all
items
as
submitted.
F
F
A
B
A
No
thank
you.
Madam
president.
I
just
wanted
to
just
comment
that
I'm
I'm
really
grateful
for
councilmember
osman's
amendments
to
help
my
colleagues
bring
forward
this
truck
parking
ordinance.
We
we
have
to
really
begin
to
to
move
our
regional
partners
and
and
the
industry
to
come
up
with
some
solutions
for
the
small
business
owners
in
our
community
to
be
able
to
park
their
their
vehicles,
and
so
this
is
a
step
in
that
direction,
and
I
just
want
to
make
that
comment.
Thank
you
very
much.
H
Thank
you,
madam
president.
I
just
wanted
to
also
add
that
I'm
so
grateful
for
everyone's
support
for
this
ordinance.
It
is
a
few
years
in
the
making.
At
this
point
there
has
been
a
lot
of
work
that
has
gone
into
that.
So
thank
you
to
council
members,
osman
and
gordon
for
their
additions,
so
that
we
can
get
this
over
the
finish
line.
That's
all.
Thank
you.
So
much.
B
Seeing
them
that
completes
the
work
of
the
transportation
and
public
works
committee,
all
items
passed
and
are
adopted
that
completes
the
work
of
the
committees.
The
next
order
of
business
is
the
notice
of
ordnance
introductions.
We
have
note
we
have
two
notices
this
morning,
both
amending
the
zoning
code.
The
first
is
from
council
member
reich
to
revise
minimum
window
requirements
for
energy
efficient,
single
two
and
three
family
dwellings,
and
the
second
is
from
council
member
cunningham
to
add
regulations
for
amphitheaters
any
comments
or
questions
from
council
members
on
these
notices.
B
The
next
item
on
the
agenda
is
the
introduction
and
referral
calendar.
We
have
one
item
today
that
was
noticed
at
the
last
meeting,
that
is
a
motion
by
council
member
goodman
to
introduce
give
first
reading
and
refer
to
the
transportation
and
public
works
committee,
an
ordinance
to
renew
the
downtown
business
improvement,
special
service
district
for
an
additional
five-year
period,
any
comments
or
questions
from
council
members
on
the
introduction
and
referral
this
morning.
F
C
H
D
D
Try
and
unmute
your
on
the
screen
trying
to
unmute
your
song,
okay,
so,
oh,
I
can't
hear.
D
D
Adam
president,
I'm
going
to
suggest
that
this
is
a
administrative
matter,
primarily
so,
if
the
vice
president
might
be
able
to
just
finish
this
out
I'll,
go
ahead
and
say
that
the
introduction
calendar
was
approved
12-0
and
we
can
move
on
to
the
formal
motion
to
approve
the
resolution
we
already
presented
this
morning,
which
was
an
honorary
resolution
presented
to
departing
regulatory
services.
Director
kim
keller,.
A
I'm
happy
to
move
that
forward.
Is
there
any
discussion.
A
Scene
and
then
we'll
move
to
the
resolution
on
the
agenda
that
was
introduced
by
councilmember.
G
Yes,
thank
you,
mr
clerk
and
madam
vice
president,
and
I
I
really
appreciate
this
coming
up
today
at
our
committee
meeting
and
and
privileged
and
and
honored
to
bring
this
forward.
So
like
many
people
across
our
city,
I
was
really
just
shocked
and
so
sad
when
I
heard
that
jason
sowers
has
had
passed
away
on
july
5th,
just
at
it
at
such
a
young
age.
Taken
way
too
soon,
at
40
years
old,
he
leaves
behind
a
young
son.
G
Jason
was
instrumental
in
getting
micro,
breweries,
legalized
in
minneapolis,
as
well
as
tap
rooms
for
breweries
and
also
live
entertainment,
and
he
opened
up
the
first
brewery
with
a
taproom
in
the
city,
harriet
brewing
and
really
created
just
a
remarkable
space
with
that,
where
he
brought
in
musicians
and
and
artists
and
really
you
know,
even
did
festivals
out
of
the
space
and
was
just
such
a
staple
of
that
intersection
of
lake
in
minnehaha,
which
is
really
downtown,
downtown,
greater
longfellow
area
and
it
it
took
a
lot
of
courage
and
it
took
a
lot
of
vision.
G
To
do
that.
I
mean
at
the
time
that
he
opened
up
harriet.
There
weren't
really
other
examples
of
success
with
this
type
of
model,
let
alone
what
he
did,
which
was
to
turn
it
not
just
into
a
brewery,
but
essentially
a
music
venue
and
art,
an
art
gallery
and
really
brought
people
together
and
throughout
the
years
he
mentored.
So
many
people
in
the
brewing
industry
and
in
the
home,
brewing
industry
and
reading
the
tributes
to
him.
You
really
see
how
he
changed
the
path
of
so
many
lives
of
folks.
G
That
then
went
on
to,
for
instance,
open
their
own
breweries
or
their
own
small
businesses
or
discover
their
passions
as
well,
and
so
it
is,
it
is
a
legacy
he
leaves
behind.
That
will
be
lasting
in
our
city,
and
we
are
so
grateful
for
his
many
contributions
and
the
time
that
we
had
with
him
and
our
condolences
are
with
the
family,
and
we
wish
you
are
able
to
find
peace
in
this
moment.
Thank
you.
D
B
A
B
F
F
B
B
B
D
Thank
you,
madam
president,
just
for
public
notice
as
a
reminder.
Another
venue
for
us
getting
the
message
out
candidate
filing
for
this
year's
municipal
election
begins
next
tuesday
july
27,
starting
at
8
a.m,
and
we
have
moved
that
location.
D
So
on
tuesday.
Next
week
we
start
candidate
filing
early
voting,
for
this
year's
election
starts
on
friday
september
17th
and
then
the
election
is
just
103
days
away
on
november,
2nd
so
we're
gearing
up
to
get
into
election
season
and
want
to
make
sure
that
our
candidates
and
our
voters
are
aware
of
these
next
upcoming
events
within
the
election
calendar.
So
thank
you.
A
Thank
you,
madam
president.
I
would
just
want
to
just
remind
people
you
know
we're
going
to
have
some
heat
advisories
this
weekend.
Please
check
on
your
elderly
neighbors.
