dwellings

development
known

france

project
was
approved
for
a
rezoning,

use,
permits,
cyclone
review
and
a
preliminary
plan.
An
administrative
height
increase
earlier
this
year
through
appeal,
so
that
was
final.
The
the
the
final
city
at
city,
council
action
was
on
january
27th
of
this
year.

that
was

concerns.

you
know
a
community
comments
about
injuriousness
and
you
know
detrimental
effects
of
the
of
the
proposal
have
been
you
know
well
documented,
and
the
plat
approving
the
final
plat
is
just
part
of
that.
So
and
then
I
regarding
number
two
also
the
requirement
that
it
would
not
or
if
it's
a
requirement,
but
it
not
adds
substantially
to
congestion
in
the
public
streets,
and
I
want
to
note
that
the
traffic.

Based
on
that
alone
is,
it
is
similar
to
points
that
I
made
regarding
misrepresentation
and
the
architect
architectural
renderings
that
were
submitted
where
they
all
understated
under
report,
underrepresented,
deleterious
impacts
of
the
proposed
of
the
branch
50
proposal,
and
so
this
was
a
pretty
stark,
misrepresentation
and,
and
additionally,
I've
also
provided
some
information
from
the
city
of
edina
and
our
50th
in
france.
Small
area
plan
that
that,
without
being
a
professional
in
the
field,
but
using
the
data
that
was
provided
in
that.

It
as
the
estimate
in
the
50th
and
france
small
area
plan,
which
is
kind
of
similar,
would
be
like
approximately
twice
what
srf
projected.
So
I,
basically,
what
it
does
is
raise
some
real
concerns
about
the
integrity
of
the
trip
generation
review
prepared
by
srf
for
france,
50
and,
and
I
think
that
that
needs
to
be
addressed
before
the
final
flight
is
approved.

If
there's
going
to
be
a
disruption
to
an
area
greater
than
one-half
acre
and
france,
50
is
0.74
acres
about
three-quarters
of
an
acre
and,
and
so.

And
and
chapter
54
has
you
know,
there's
there's
a
few
specifications
in
there
about
it
so
requiring
you
know
for
the
size
it's
effective
january,
1,
and
and
also
that,
no
person's,
let's
see
it
applies,
there's
exemptions
to
it,
but
the
only
way
that
it's
exempt
it
says
that
would
apply
here
would
be
land
disturbing
activities
that
have
received
all
necessary
approvals
from
the
city
before
the
effective
date
of
this
ordinance,
as
specified
in
section
54
to
10.

is
references
the
january
1
effective
date.
So
it
looks
to
me
like
the
stormwater.
It
needs
a
stormwater
management
plan
I
mean.
Obviously
france,
50
is
still
in
the
approval
process
and
whatever
permits
beyond
that
for
the
actual
land
disturbing
that
hasn't
even
occurred.
Yet
as
best
I
understand
and
then.

The
green
roof
system
and
the
rain
garden
on
the
north
side
of
the
project
it
looks
like
those
have
been
removed,
or
at
least
the
commitment
to
those
has
been
removed
because
planner
suther
reported
those
in
her
november
1
2021
report
to
the
planning
commission,
but
those
were
not
mentioned
in
her
findings
and
her
analysis
in
the
february
22
report
and
the
statements
regarding
what
is
going
to
be
required
or
are
vague,
and
it's
not
even
clear
that
there's
going
to
be
anything
regarding
storm
water
management
and
that
needs
to
be
resolved
too.

tell
that
there's
anything
based
on
based

planner
stutters
reports,

management
stormwater
program,

I
guess

issues.

management
orders
that
that
ordinance
is
applied
by
our
colleagues
in
public
works.
So,
as
the
staff
report
indicates,
they're
the
reviewing
authority
for
stormwater
management
and
that's
done
through
the
preliminary
development
review
application,
so
interpretation
and
application
of
chapter
54
would
would
fall
within
their
purview
permits
would
not
be
able
to
be
acquired
without
approval
of
pdr.
First,
so
essentially
it's
a
it's
a
sequential
review.

We
have
the
planning
commission,
reviews
and
city
council
where
applicable
and
then,
if
approved,
then
the
applicant
comes
back
through
the
pdr
process
to
finalize
that
and
and
implement
not
just
changes
made
by
or
conditions
of
approval
made
by
the
planning
commission,
but
any
additional
changes
that
are
required
from
our
colleagues
from
you
know:
minneapolis
park
and
rec
board
or
public
works,
or
primarily
the
two
that
we
would
see
at
pdr
and
then,
once
the
pdr
is
approved,
then
it
would
go
on
for
construction
permits,
there's
some
other
permitting
that
might
be
also
required
in
there,
but
at
a
high
level.

That's
that's
the
development
review
process.
I
believe
one
of
the
other
issues
identified
was
related
to
a
travel
demand
management
plan,
so
this
project
was
not
subject
to
a
travel
demand
management
plan,
so
the
applicant
actually
decided
to
produce
one
anyway,
and
so
that
was
included
in
the
public
record.
The
only
application
before
you
today
is
the
final
plat,
which
is
the
consolidation
of
the
parcels.
This
project
has
otherwise
been
approved
for
the
other
required
land
use
applications
to
allow
for
the
development.

Additionally,
I
would
add
that
the
city
of
minneapolis
does
not
have
a
minimum
off-street
parking
requirement
for
any
land
uses,
including
the
commercial
uses
proposed
at
the
ground
level,
nor
the
residential,
so
they
are
providing.

believe,
it's
a
total
of
98
parking
spaces
within
two
levels
of
below-grade
parking
and
91
bicycle
parking
spaces
that
meet
the
long-term
requirement,
including
a
bicycle
room
on
the
first
floor.
So
as
far
as
whether
or
not
congestion
of
the
public
streets
etc.
Again,
we're
evaluating
that
specifically
today,
as
it
relates
to
the
combining
of
seven
parcels
into
one.
Typically,
we
would
do
this
administratively,
but
because
of
the
planning
development
application
that
was
required
of
a
plat
is
also
required,
and
it's
two
phases
for
a
pla
preliminary
and
final.

see
those
done
concurrently,
but

applicant
made
a
decision
to
do
the

them
sequentially
instead
of
concurrently.
