resolution
forward
today
in
support
of
starbucks
workers
here
in
minneapolis,
as
I've
had
conversations
with
many
of
our
council
members,
we
brought
this
resolution
and
announced
our
intentions
to
bring
this
resolution
forward
in
conjunction
with
another
resolution,
that's
going
to
be
moving
through
our
intergovernmental
relations
committee
tomorrow,
which
will
articulate
support
for
our
teachers
and
esps.

So,
basically,
you
know
having
resolutions
that
support
workers,
especially
here
in
minneapolis,
where
you
know
we
have
a
history
and
tradition
of
labor
organizing.
That
is
pretty
much
favorable
to
a
lot
of
working-class
people.
We
also
have
a
history
as
a
city
of
of
embodying
union-friendly
values
and
principles.
So
I'm
really
really
excited
that
I
can
bring
this
forward.

also
want
to
give
you
know
a
particular
appreciation
to
council
president
andrea
jenkins,
as
well
as
council
member
aisha
choctai,
who
joined
me
about
two
weeks
ago,
where
we
held
a
press
conference
with
both
starbucks
workers
and
our
esps
and
teachers,
where
we
again
announced
our
intentions
to
bring
this
resolution
or
these
resolutions
forward,
and
really,
you
know,
make
the
public
case
of
why,
as
council
members
as
a
city,
we
support
workers
being
able
to
organize
around
their
labor,
especially
for
better
conditions
such
as
higher
wages
and
workplace
conditions,
and
to
have
a
voice
in
how
their
workplace
is
structured.

with
that,
I
have
sent
my
resolutions
to
the
clerk.
I
know
that
they
have
a
draft
of
the
most
finalized
copy
that
we
have
worked
with
several
of
our
council
members
in
bringing
in
their
suggestions.

know
they

that
resolution
with
all
of
our
pogo
committee
members,

well
as
our
full
council,
for

all
to

able

and

course
we
welcome

city
council
believes
that
this
unionization
drive

workers,

all
workers

minneapolis.

don't
know
enough
about
the
specifics
with
this
case
to
really
feel
like.

can
weigh
in
on
that
personally
at
this
time
also
say
that
you
know
we
are
getting,
and
I
understand
last
minute
changes.

by

quick
kind
of
cursory
glance

end

but
I
also
think
it's
appropriate

have
more

that
we
forward
this
one

recommendation

we

very
much
aware
last
week
that
there

confusion

where
the
starbucks
resolution
was
going

go.

think
you
know
we
had
the
intentions
of
seeing
that
resolution
come
through
pogo,
very
early
and
as
of
last
thursday,
we
were
informed.

Actually
you
know
that
they
will
have
to
go
through
separate
channels,
so
I
just
want
to
note
that
there
was
some
complications
on
the
back
end
around
where
these
resolutions,
of
course,
we
wanted
to
see
them
come
jointly
together.

There
was
decisions
made
or
recommendations
by
the
clerks
that
they
should
actually
move
separately,
and
that
also
created,
I
think,
a
shorter
timeline
for
us
to
present
this
information
before
you
know
all
of
our
council
members,
so
that
they
can
of
course
be
able
to
review
and
provide
suggestions,
and
you
know
we're
more
than
happy
for
it
to
move
without
recommendation
again.
We're
still
excited
to
work
with
our
council
members
to
also
you
know,
bring
forward
additional
suggestions,
especially
before

recognizing.

stance

those
procedural
mishaps

to

resolution

want
to
take
this
time
to
say
that
I
see
you
and
I
support
you.

in
this
case
of
the
starbucks
workers
who
are
choosing
to

have
the
opportunity
to,
unionize
and
in
all
situations,
likewise,
where
workers
have
an
opportunity
to
unionize
it's
imperative
that
we
support
their
efforts
so
as
outlined
in
this
resolution,
I
support
the
workers
at
starbucks
in
minneapolis,
who
are
organizing
to
form
a
union,
and
I
urge
starbucks
to
do
the
same
and
agree
to
non-interference
and
fair
election
principles
to
enable
workers
to
choose
whether
or
not
to
unionize,
without
fear
of
reprisal.

articulating
your
support
behind
our
workers,
who
are
organizing
with
starbucks
love
the
heart
emojis
as
well,
but
in
regards
to
item
26,
you
know
I
just
want
to
make
it.
You
know
very
clear
for
the
public
record
that
I
am
a
strong
proponent
of
the
creation
of
the
department
of
public
safety
and
it's
extremely
clear
that
working-class
people
in
minneapolis
are
hungry
for
effective
well-resourced
and
comprehensive
public
safety
system.
D
It's
also
clear
that
the
minneapolis
police
department
has
institutionalized
mechanisms
to
avoid
accountability
and
a
number
of
extremely
significant
structural
issues
that
are
preventing
them
from
effectively
serving
us.
These
impacts,
or
this
impacts
working
class
people,
especially
black
and
brown
residents,
who
continue
to
be
collateral
damage.

You
know,
as
a
result
of
this,
the
council
will
actually
hear
more
about
you
know,
recommendations
to
improve
mpd
tomorrow
during
cal
when
we
get
a
presentation
on
the
after
action
review
of
the
civil
unrest
and
we'll
likely
we'll
hear
about
the
significant
proposals
of
recommendations.
That's
going
to
come
down
the
line
by
the
mini
minnesota
department
of
human
rights,
as
well
as
the
the
department
of
justice
with
their
federal
investigation.
D
So
I
imagine
that
these
recommendations
will
require
extensive
time
and
resources
to
plan
and
implement,
and
history
has
shown
that,
despite
previous
recommendations
from
outside
agencies
for
various
reasons,
implementation
has
proved
to
be
extremely
ineffective
within
mpd.
I
believe
we
all
can
agree
that
there
are.
There
needs
to
be
substantial
changes
to
mpd
on
numerous
levels,
and
I
want
to
also
be
clear
that
we
cannot
wait
on
mpd
to
begin
the
creation
of
the
department
of
public
safety.

We
need
to
create
the
department
of
public
safety
that
integrates
the
amazing
public
safety
work,
work,
that's
being
done
across
the
entreprise,
through
departments
like
fire,
public
health
regulatory
services,
so
that
we
can
actually
start
serving
residents
and
begin
to
re-earn
the
public's
trust,
and
we
recognize
that
there's
going
to
have
to
be
a
lot
of
work
that
mpd
does
in
order
to
resolve
these
systemic
dysfunctions
that
continue
to
break
public
trust
before
we
can
integrate
them
into
a
unified
department
of
public
safety.

There's
going
to
be
significant
changes
to
the
government
structure
based
on
question,
one
we're
going
to
hear
about
that
in
the
coming
weeks,
but
that
I
want
to
make
clear
for
this
item
is
separate
is
a
separate
process
from
creating
the
department
of
public
safety.
We
cannot
wait
for
the
government
structure
to
be
resolved
in
order
to
begin
the
urgent
work
of
creating
a
new
department
of
public
safety.
I
do
not
see
those
dynamics
being
reflective
in
this
current
staff
directive.
That's
being
presented
to
us
today.

I
believe
the
director
needs
to
be
more
explicit
about
the
fact
that
the
department
of
public
safety
needs
to
be
initiated
regardless
of
the
government
structures.
It
needs
to
be
moved
ahead
as
an
entity
without
mpd
for
now.
Earlier
this
week
we
voted
to
delay
mpd's
contract
to
march
22nd.

I'm
glad
that
we
all
did
this
and
took
the
time
that
we
need
to
make
sure
that
you
know
we're
legislating
intentionally
to
best
serve
our
residents
and
for
those
reasons,
I'm
also
motioning
today
to
delay
a
vote
on
this
item
until
our
next
pogo
meeting,
where
I
will
bring
language
that,
I
believe,
adds
the
necessary
focus
and
detail
for
this
referral
to
be
effective,
and
I'm
super
excited
to
work
on
this
referral
with
councilmember
payne
and,
of
course,

you
know,
we've
done
with
a
number,
even
just
the
resolutions
like
bringing
our
other
council
members
into
the
process.

collective
bargaining
agreement
with
the
minneapolis
police
federation.
The
contract
is
for
terms
from
2020
through
2022,
so
this
contract
is
partially
retroactive.

item
was
came
to
the
council's
attention
fairly
late.
I
believe
it
was
approved
by
the
federation
late
on
the
25th
and
and
it
has
been
despite
staff's
best
efforts.
I
think
it's
been
difficult
to
get
council
members
fully
briefed.
It's
been.

It's
been
difficult
to
get
all
questions
answered,
and
I
know
that
council
members
are
hearing
from
their
constituents
and
wanting
to
get
that
feedback
make
sense
of
the
item
to
their
constituents
and
it's
the
first
time
that
we've
had
an
agreement
like
this
come
before
the
council
and
in
almost
five
years.
I
know
that
in
my
time
on
the
council,
I've
I've
never
voted
on
a
on
a
on
this
bargaining
agreement
in
particular,
and
so
it's
a
long
time
coming.
I
want
to
make
sure
that
the
public
is
properly
noticed.

there's
transparency
in
