Avenue
the
site

zoned
R6,
which
is
residential.
It's
in
the
Downtown
parking
overlay
and
then
also
in
the
Transit
30
overlay
District.

are
two
Parcels
involved
with
this
site:
one
is
the
1025
Portland,
which
includes
a
four-story
existing
building
and
then
the
other
side
is
1011,
and
that
has
a
surface
parking
lot
on
it.

The
existing
building
contains
a
community
residential
facility
with
59
beds.
The
applicant,
who
is
RS
Eden,
is
proposing
to
convert
10
of
those
existing
59
beds
to
a
Board
and
Care
home
use
to
allow
a
clinically
monitored
withdrawal
Management
program,
specifically
for
those
10
beds,
because
the
zoning
code
does
not
contain
a
specific
use
for
that.
This
type
of
program,
the
zoning
administrator,
did
a
substantially
similar
use
determination
in
September
of
22..

At
that
time,
the
use
was
considered
to
be
a
hospital,
as
you
all
may
recall,
from
some
of
our
previous
meetings,
so
the
applicant
submit
a
land
use
applications
to
rezone
the
parcels
conditional
use
permit
for
Hospital
variances
related
to
that
use.
However,
that
project
was
continued
to
the
January,
9th
and
January
23rd
Planning
Commission
meetings
to
gather
additional
information.

existing
Park
here
parking
area
is
subject
to
landscaping
and
screening
requirements.
In
section
530,
170
of
the
zoning
code,
the
applicant
is
proposing
to
add
landscaping
and
fun
scene
to
Bringing
to
bring
the
parking
area
into
closer
compliance
with
the
applicable
standards.

staff
recommendation
is
recommending
approval
of
the
application
with
conditions.
Two
conditions
of
approval
related
to
screening
of
the
parking
and
trash
enclosures
staff
recommends
that
the
Board
and
Care
home
you
shall
be
limited
to
a
maximum

10
beds
in
the
expansion
of
the
use
would
require
conditional
use
per
Amendment
and
another
public
hearing
staff
has
received
multiple
letters
of
support
for
this
application,

support

Avenue,
which
is
in
the
Grant
Park
Condos
across
the
street,
from
the
property
in
question,
so
I
oppose
the
proposed
permit.
This
outcome
can
only
be
achieved
by
several
legal
contortions
and
novel
interpretations.
First,
Eden
house
must
already
operate
with
a
conditional
use
permit
because
its
stated
activities
don't
fit
within
the
R6
designation.
According
to
the
definition
in
the
Minneapolis
zoning
ordinance.

Nothing
in
the
staff
report
indicates
that
the
city
would
be
interested
in
denying
further
petitions
for
exemptions,
we're
concerned
about
lack
of
transparency
from
RS
Eden
regarding
their
long-term
plan.
You
know,
neighbors
didn't
know
about
this.
The
Planning
Commission
Now
did
the
city
council
know
we're
looking
for
RS
Eden
to
publicly
publicly
commit
to
an
open
and
collaborative
effort.

cped
analysis
is
a
piece
of
advocacy.
A
real
analysis
should
start
from
a
point
of
viewpoint,
neutrality
and
study,
possible
impacts
from
all
sides.
It
should
study
and
document
the
Minneapolis
2040
goals
that
are
not
upheld
by
a
proposal
such
as
this,
rather
than
focusing
solely
on
the
planks
of
that
plan
that
are
upheld.
This
is
what
citizens
expect
from
this
commission
to
hold
applicants
to
that
high
standard
and
that's
what
I'm
asking

project
over

last
several

appreciate
the

number
of
different
residents
that
have
come
to
speak
both
in
favor

against
this
proposed
project.

that
we
are
in
a
crisis
when
it
comes
to
the
availability
of
these
types
of
beds
across
the
Twin,
Cities
and

think
that

commend
organizations

are
trying
