our
agenda
is
public
comment.
We
don't
have
anybody
present
today
for
public
comment
and
no
written
comments
came
in
I'd
also
like
to
acknowledge
that
mayor
fry,
the
additional
member
to
our
bet
board
is
present,
which
moves
us
to
new
business
item.
Five
on
the
agenda
is
receiving
the
bond
request
listed
in
the
transmittal
memo,
for
which
the
board
of
estimate
and
Taxation
will
consider
approving
the
issuance
of
bonds
at
a
future
meeting.

sure
this
is
I
know
that
this
is
a
routine
matter
that
comes
before
the
board
of
estimate
at
least
annually,
but
I
found
the
I
just
found
the
background
to
be
a
bit
confusing
sort
of
I
felt
like
I,
was
parsing
sentences
going
back
to
schedule
a
and
schedule
B
and
schedule
C
and
so
on.
I
just
want
to
make
sure
I
have
the
gist
of
it.
Correct
without
unnecessarily
prolonging
the
meeting
as
I
understand
it.

This
sells
some
additional
bonds
for
projects
that
I
assume
fell
a
little
short
for
a
variety
of
reasons.
One
could
hypothesize.
Maybe
the
engineer's
estimate
was
a
little
bit
optimistic.
Maybe
there
were
unforeseen
circumstances
that
drove
up
costs
or
whatever,
and
then
there
was
also
a
a
reality.
There's
an
addition
of
a
large
amount
of
bonding
to
the
authorized,
but
not
sold
list
which
we
have
done
in
the
past
and
then
there's
a
sort
of
a
third
category
of
reallocation
of
bond
proceeds
to
better
align.

the
I'll
emphasize
the
first
part.
It's
complicated.
There
are
a
lot
of
pieces
going
on
with
all
of
this
stuff.
So,
yes,
we
have
some
projects
where
bonds
have
been
issued
and
we're
reallocating.

mostly
the
last
part
of
what
you're
referring
to,
and
then
we
have
some
future
bonds
where
there
was
approval
at
the
city
level
and
there's
some
planting
changes
with
public
works
with
some
of
those
dollars
are
being
reallocated
so
you're,
seeing
that
here,
but
we
won't
come
and
bond
for
those
for
several
months.

of
the
reasons
that
you're
topping
up
a
handful
of
projects
here.

yes,
I.
Thank
you
for
a
heads
up
as
I
formulated
kind
of
the
best
way
to
summarize
kind
of
a
complicated
moving
around
of
money.
So,
as
we
are
looking
at
our
traffic
program
for
2023,
we
were
evaluating
our
sources
of
revenue
to
fully
fund
that
work
and
in
order
to
move
forward
with
the
14
intersections
and
a
few
other
projects,
we
looked
at
our
available
resources.
One
Source
is
the
one
that's
before
you.
The
bond
proceeds,
this
reallocation
schedule.

There
was,
as
you
noted,
a
number
of
other
items
that
we
moved
around
from
a
revenue
standpoint
from
22
projects
and
even
our
23
plan.
They
all
are
consistent
with
the
overall
type
of
work
that
those
different
programs
and
projects
do
from
a
traffic
signal
standpoint.
So
we're
just
moving
those
to
fully
fund
our
23
work.

it
struck
me
that
Apparently
one
of
the
areas
where
there
was
unspent
resources
was
the
concrete,
Street
repair
program
and
it
looks
that
there's
a
shift
of
a
substantial
amount
of
money
to
the
asphalt
resurfacing
program,
which
is
something
I'm
familiar
with.
My
own
streak
got
done
about
five
years
ago,
and
it's
certainly
worthwhile,
but
I
was
surprised
that
the
allocation
of
concrete
Street
rehab
mining
didn't
get
used
up.
Are
there
actors
that
contribute
to
that.

yes,
I
and
I-
do
want
to
note
so
I
think
there's
two
items
on
the
agenda
and
one
is
very
specifically
about
the
our
traffic
program.

this
is
the
first
item
more
generally
about
the
different
items
leader
on
yes,
so
concrete
streets
in
particular
was
something
that
is
kind
of
time
and
materials
estimate
in
as
we
got
into
areas
the
it
is
a
different
type
of
project
than
doing
an
asphalt
resurfacing
project
where
we
know
we're
going
to
Mill
that
entire
Street
and
put
down
new
Asphalt
in
concrete
rehab.
We
are
kind
of
evaluating
as
we're
in
the
field,
and
sometimes
those
quantities
come
in
low
and
then
we
will
reuse
reallocate
resources
to
other
needs.

fiscal

of
frequency
does
this
come
before
this
body.

did

allocation

had
already
been
bonded,
for
this
was
a
special
situation,
but
these

this
particular
resolution,
referred
to
projects
that
have
already
been
bonded
for
it,
so
we're
doing
what
we
did
in
December.
We
usually
do
this
once
a
year,
but
sometimes
some
things
come
up.
