the

death
of

floyd
and
today

discuss
those
issues
and
the
changes

this
making

we

city

resident

team
does
work
to
improve
city
services
for
residents
and
really
enhance
that
quality
of
life.

issues

address
inequalities

how
services
are
delivered
to
residents
in
minneapolis.

alternative
to
police
response.
Work
is
really
based
on
the
idea
that
police
do
not
need
to
and
shouldn't
respond
to
all
types
of
the
many
different
things
that
they
were
different
types
of
incidents
that
they
currently
respond
to,
and
so,
with
this
in
mind,
we're
working
to
create
and
then
integrate
additional
service
options
into
the
existing
public
safety
system
to
address
certain
non-violent
issues
that
have
been
traditionally
handled
by
police.

will
help
ensure
that
minneapolis
community
members
are
really
receiving
support.
That
best
fits
their
needs,
and
it
will
also
help
free
up
officer
time
to
respond
to
emerging
issues
that
are
most
directly
aligned
with
their
training
and
their
skill
set.

the
programs
and
services
that
we're
piloting
are
informed
by
looking
at
a
lot
of
data
from
the
city
data
from
our
community
partners,
national
statistics,
research
about
what
is
working
or
not
working
in
other
places,
along
with
us
having
ongoing
conversation
with
those
other
programs
with
mental
health
experts,
911
staff
officers
and
other
we've
also
worked
with
our
minneapolis
community,
through
surveys
and
interactive
workshops,
to
help
co-create
these
programs
and
we
needed
to
really
understand
how
these
issues
impact
people
and
then
explore
ideas
that
communities
said
they
wanted,
which
has
led
us
to
the
pilots
that
we'll
be
talking
about
today.

fifth
project
is
to
ensure
that
all
emergency
calls
related
to
non-violent
and
non-emergency
theft
and
property
damage
will
be
transferred
to
3-1-1
instead
of
being
handled
by
9-1-1.
It

important

note
that
minneapolis
police
will
still
receive
the
completed
reports.

started
taking
those

theft
and
property
damage
reports
from
minneapolis
residents
last
month.
So
that's

implementation
began

this

instead

9-1-1
dispatching
minneapolis
police
officers
out
to
handle.

taking
the
overnight
parking
violations
in
the
next
month

two

contact.

complaint

your

and
property

report

quickest

to
do

process

crisis
in
minneapolis,
you
still
call
9-1-1
like
everyone

used

doing,

those
teams
will
be
dispatched
to
eligible
calls.
So
things
like
no
firearms,
they're
non-violent
they'll
be
dispatched
by
911.

important
note
is
that
it
is
possible
that
not
every
mental
health
crisis
call
will
receive
the
mobile
behavioral
health
crisis
team,
so
calls
again
that
involve
a
firearm
or
a
violent
will
still
receive
a
police
and
or
ems
response.
Also,
while
we're
figuring,
while
the
pilot
is
figuring
out
how
many
vans
we
need,
there
may
be
times
where
there
are
more
calls
than
available
teams,
but
we
will
be
sure
to
get
those
teams
out
to
as
many
calls
as
you
can
see.

It
relates
to
the
vendor,
who
is
the
vendor,
who
might
provide
these
services
or
the
city
did
any
ma
any?
Did
the
city
make
any
kind
of
communication
with
outsiders
who
can
provide
these
services,
how
it
should
be
performed.

Yes,
that's
a
great
question,
so
we
for
the
city
itself
will
not
be
the
ones
responding.
These
will
be
employees
of
a
group
called
canopy
mental
health
and
consulting,
and
that's
who
we
selected
to
provide
the
services.

And
it
was
important
to
choose
a
community
based
organization
rather
than
creating
everything
from
francis
and
the
city,
because
we
want
residents
to
really
be
comfortable
receiving
services
and
we
wanted
to
be
more
integrated
within
the
within
the
community.

And
canopy
was
established
in
january
of
2020
with
the
vision
of
centering,
the
experiences
and
mental
health
needs
of
black
indigenous
and
people
of
color,
as
well
as
other,
historically
underrepresented
communities.
Canopy
is
a
majority
black
owned
business
and
they
are
really
committed
to
providing
person-centered,
high-quality
mental
health
services
to
diverse
communities
in
the
twin
cities.

So
canopy
first
started
offering
telehealth
sessions
so
that
people
could
stay
safe
in
their
homes,
while
still
getting
high
quality
mental
health
care
and,
in
response
to
just
an
overwhelming,
need
they've
grown
from
just
before
mental
health
providers.
They
started
with
to
a
group
of
now
20
diverse
mental
health
professionals.

And
just
a
little
bit
more
information
about
them.
Canopy's
ownership
team
has
experience
working
with
diverse
age
groups
and
communities
across
many
different
disciplinary
settings,
and
so
this
includes
crisis
stabilization.
They
work
and
have
worked
in
public
schools,
they've
done
mental
health
organization
management
worked
in
outpatient
clinics,
case
management
as
well
as
community-based
rehabilitation
services.

And
so
the
establishment
of
this
new
mobile
crisis
response
program
is
based
on
the
idea
that
high
quality
community
crisis
response
services
should
be
culturally
responsive
and
provided
by
team
members
who
are
from
a
diverse
set
of
racial
and
cultural
identities
and
like
really
high
quality,
exceptional
crisis
response
services
are
provided
by
those
responders
who
are
well
trained,
supported
by
their
team
and
are
also
fairly
fairly
paid
for
the
challenging
and
complex
work
that
they
do
and
the
mobile
crisis
response
program
is
also
committed
to
serving
our
diverse
community
and
will
continuously
affirm
the
safety,
dignity
and
interconnectedness
of
all
people.

regarding
the
mobile
behavioral
health
crisis
response
team,
that
gina
was
talking
about
that
program.
We
are
not
just
piloting
if
this
program
should
exist,
we
are
piloting
exactly
how
it
should
exist
within
the
city.
What
I
mean
by
that
is
that,
by
finding
out
exactly
where
this
works,
we're
able
to
be
really
flexible
to
incorporate
our
learning
into
the
program
and
actually
improve
as
we
go
and
continue
to
grow
the
program
where
it's
necessary
within
the
city
of
minneapolis,
for
the
people
it
most
is
serving.
