Mayor Jacob Frey announces his nomination for the next City of Minneapolis Community Safety Commissioner. Interim Commissioner Lee Sheehy and all five Office of Community Safety department heads will be in attendance.

Good
morning,
everyone
I
will
try
to
keep
my
remarks
brief,
because
I
have
a
feeling
that
the
person
that
you
really
want
to
hear
from
is
standing
right.
Next
to
me.
Over
the
past
year,
we've
been
integrating
our
system
of
community
safety,
making
sure
that
we
have
a
unique
skill
set
that
responds
to
the
unique
circumstances
that
happen
on
the
street
undergoing
this
kind
of
changes
is
not
easy.
A
Appointing
an
interim
safety
commissioner
in
Lee
She,
who
has
done
an
incredible
job
both
with
the
management
of
OCS,
as
well
as
helping
with
this
recruitment
path
itself
and
we've
had
a
ton
of
conversations
that
have
been
necessary
to
ultimately
identify
this
nominee
that
we're
going
to
be
putting
forward
here
today
and
as
part
of
that
effort
to
receive
a
broad
and
informed
set
of
perspectives.
I
had
dozens
of
conversations
and
meetings
with
a
wide
array
of
people.
We
talked
with
youth
leaders,
we
talked
with
elected
officials
from
City,
County
and
state.

We
talked
extensively
with
our
cabinets,
specifically
those
incredible
leaders
that
are
standing
behind
me
in
the
office
of
community
safety.
We
talked
with
Business
Leaders,
philanthropic
leaders,
Minneapolis
Public,
School
leaders
and
then
faith
and
religious
leaders
as
well
input
that
we
got
was
surprisingly
uniform
people
wanted
to
see
someone
that
had
deep
managerial
experience,
specifically
in
a
complex
organization.

We
wanted
to
see
someone
that
had
a
broad
set
of
experience
in
safety,
not
specifically
in
policing
or
fire
or
violence
prevention,
but
someone
who
truly
saw
the
whole
chess
board
and
was
able
to
fill
in
some
of
the
gaps
that
we
presently
experience.
We
wanted
someone
that
could
offer
complementary
and
not
overlapping
skills
with
OCS
department.
Heads
I
also
heard
that
people
were
looking
for
someone
that
had
deep
ties
to
community.
A
Chief
just
chief
judge,
Barnett's
reputation
as
a
public
servant
committed
to
both
Justice
and
fairness,
is
very
well
earned.
He
brings
to
the
table
of
proven
track
record
and
the
managerial
experience
that
comes
when
you've
managed
about
63
judges.
That
comes
when
you've
worked
with
about
550
employees
that
work
for
the
Hennepin
County
Court
System,
and,
with
this
Broad
and
diverse
experience,
chief
judge
Barnett
has
worked
directly
with
both
victims
and
offenders
of
crime,
bringing
a
fully
informed
perspective
that
we
need
at
this
particular
moment.

Having
been
officially
incorporated
into
this
city's
new
form
of
government
structure
just
a
year
ago,
there's
been
some
very
significant
progress
that
has
been
made
in
integrating
our
core
Safety
Services
and
with
renowned
legal
expertise
which
undoubtedly
Chief
Barnett,
has
a
strong
managerial
pedigree,
which
talked
to
people
he's,
got
it
and
a
deep
working
relationships
across
the
county
and
indeed
the
entire
state
of
Minnesota.
This
is
the
right
person
for
this
job.
This
is
the
right
person
for
leading
the
OCS
Department
into
its
next
phase.

Judge
Barnett
is
a
rare
Talent
one
with
deep
Connections
in
the
state
of
Minnesota,
one
with
the
highest
degree
of
pedigree
legal,
Acumen
and
Community
Partnerships
that
we
all
want
to
see
I'm
honored

put
judge
Barnett

as
the
next
Commissioner

community
safety
and
now

also
honored

turn
it

our
next

nomination
of
the
next
Minneapolis
Community
safety.
Commissioner
I'm
deeply
grateful
for
the
trust
and
confidence
mayor
that
you
placed
in
me.
I
hope,
I
know
that
Public
Safety
is
a
top
priority
for
Minneapolis
the
residents
who
live
here
and
this
Administration
I'm
dedicated
to
implementing
effective
strategies
that
address
crime
prevention,
community,
policing
and
the
overall
safety
and
well-being
of
Minneapolis
residents
and
visitors.

My
plan
is
that
I
will
work
to
build
a
culture
of
trust
where
every
resident
feels
respected
and
heard
the
journey
towards
every
citizen
of
Minneapolis
feeling,
safe
and
protect
and
protected
is
challenging.
There's
no
quick
fix.
The
work
ahead
of
us
will
require
improved
collaborations
and
Partnerships.

opportunity
here

be
an
example
for
the
rest
of
the
country
and
finding
a
way
to
reimagine,
Public,
Safety
and
I
want

be
a
part
of
that
again.

express
my

I
think
it's
important
that
we
all
work
together

that
we
can
build
a
brighter
and
safer

you
know

Mayors
asked
me
the
same
question
I've
had
that
question
asked
a
lot
about.
Why
do
I
want
this
job
I
think
it
would
be
comfortable
to
continue
as
a
judge
in
Hennepin
County.
It's
something
that
I
know
something
I've
been
doing
for
the
last
17
years,
but
here
I
see
this
is
an
opportunity
that
has
a
commitment
behind
it
where
it's
just
not
talk
anymore
in
Minneapolis,
it's
about
action
and
moving
things
forward,
and
this
reform
and
reimagining
Public
Safety.
A
First
I
want
to
add
on
to
the
judge's
previous
answer
there,
which
is:
it
is
no
small
Endeavor
to
step
up
into
a
role
like
this
at
this
particular
time.
The
eyes
of
the
world
continue
to
be
on
Minneapolis,
for
a
number
of
different
reasons
and
in
other
areas
where
you
can
make
a
mistake
and
correct
it
in
Minneapolis.
You
all
do
your
job
and
you
cover
it
probably
the
next
day,
if
not
the
next
hour
and
setting
up
an
office
of
community
safety.
Integrating
these
approaches
is
not
one
that
is
without
flaws.
A
In
doing
so,
it's
tough.
This
work
is
hard,
and
so,
when
you
get
someone
of
this
pedigree
and
caliber
that
says
to
the
world,
I've
got
this
I'm
willing
to
step
up
and
quote
I'm
all
in
in
doing
this
work,
it's
meaningful
for
not
just
our
city
Enterprise,
but
it
should
be
meaningful
for
everyone
in
this
city.

The
call
to
do
this
work
around
public
service
is
to
make
people's
lives
better.
Undoubtedly,
he's
already
been
making
people's
lives
better
as
the
Chief
Justice
of
Hennepin
County
courts,
but
this
has
taken
another
another
step,
perhaps
dramatically
outside
of
that
comfort
zone,
to
improve
the
lives
of
the
people
in
the
city
and
I
think
that
that
should
be
noted.
It
should
be
understood,
and
certainly
we're
thankful
and
gracious
for
your
willingness
to
do
so.

We
we
wanted
a
lot
of
the
focus
to
be
on
management
of
these
respective
departments
and
when
I
talk
about
management,
it's
not
management
of
you
know
telling
the
firefighters
which
direction
to
point
the
hose
it's
management
and
coordination
of
these
different
entities.
Now
that
was
clearly
part
of
the
job
description
before,
but
there
have
been
a
number
of
different
things
that
we've
added
in
to
make
sure
that
some
of
the
administrative
pieces
were
handled
that
the
implementation
of
programmatic
changes
were
also
included
in
them.

Some
of
them
have
come
to
life
in
this
last
year,
and
you
know
this
happens,
I
think
with
every
single
job
that
you
create.
You
create
the
job
you
set
up
the
expectations
and
then
you
more
fully
understand
what
you
want
in
it,
and
so
you
change
the
job
description
around
I.
Don't
think
anybody
should
be
surprised
about
that.
That's
just
good
governance
and
good
business,
and
so
yes,
we
have
that
we'll
get
you
the
specifics.
Well,.

I
can
so
first,
this
is
the
person
that
is
coordinating
these
five
entities
just
to
go
through
them
it.
This
is
9-1-1
Emergency,
Management,
police,
fire
and
violence
prevention.
That
report
up
to
the
commissioner
of
the
office
of
community
safety.
It's
manage
managing
the
approach,
it's
integrating
it.
A
It's
making
sure
that
the
right
hand
is
talking
to
the
left
hand
and
all
of
the
other
hands,
and
it's
also
talking
not
just
internally
to
our
city
staff,
coordinating
the
city
work,
but
making
sure
that
we're
building
out
Partnerships
as
much
as
possible
with
the
community
and
with
some
of
these
other
partners
that
that
are
involved
in
safety
work
safety
work
includes
other
police
departments.
Importantly,
it
also
includes
social
workers
over
at
Hennepin
County.
It
includes
the
judicial
system,
which
he's
got
deep
experience
in
one
of
the
big
reasons.

Why
I
think
that
and
I
know
that
he's
the
right
person
for
this
job
is
again
he's.
Had
this
overarching
vantage
point
that
few
other
people
could
possibly
have
given
his
role
he's
seeing
what
happens
when
things
break
down
he's,
also
seen
what
happens
when
things
go
right
to
have
a
person
that
has
been
of
that
mindset
with
that
kind
of
comprehensive,
Vision
I
think
will
help
a
whole
lot.

thoughts

Why
you
know,
judge
Barnett
may
be
right,
guy
right
time,
being
local
might
be
helpful
to
have
that
position

successful.
Moving
forward,
yeah.

to
be
clear,
obviously
Dr
Cedric
Alexander
was
a
national
candidate.
I
am
forever
grateful
for
his
willingness
to
step
up,
at
the
very
beginning,
to
run
a
department
that
didn't
exist
yet
and
at
the
same
time,
there's
a
next
phase
here
and
what
we
heard
from
a
lot
of
different
Community,
Partners
and-
and
there
was
not
quite
a
unanimity,
but
very
close.
That
said,
we
really
want
someone
with
relationships
from
the
get-go.

It's
a
hard
thing
to
come
in
from
the
outside,
especially
in
a
city
like
Minneapolis,
I.
Think
oftentimes.
You
know,
people
think
that
the
the
politics
here
are
are
pretty
soft
and
gentle,
when
in
fact,
you
get
here
and
they're
tough
I
think
it
so
to
have
somebody
that
has
those
relationships
in
place
from
the
get-go
that
has
developed
out
Community
Trust
from
the
very
beginning
we
feel
was
important,
not
just
in
and
of
itself,
but
also
to
keep
people
safe.

Judge
Barnett,
the
last
time
I
saw
he
was
actually
out
of
juvenile
court
proceeding.
I
know,
there's
been
a
lot
of
tensions.
You
know
across
the
street
between
how
juvenile
crimes
being
prosecuted
may
be
some
of
the
law
enforcement
Partners
feeling
we
need
to
be
a
little
bit
more
Stern
or
fierce
when
it
comes
to
sentencing
juveniles.
Broad
question
but
but
as
you
take
a
look
at
that
subject
matter,
do
you
have
some
some
thoughts
you
could
share
with
the
community
on
on?

Well,
Paul,
one
thing
I
can
say
at
this
point
is
just
to
talk
about
some
of
the
things
that
we've
done
already
in
re
in
response
to
some
of
the
juvenile
crime,
especially
the
carjacking.
You
know
that
we've
changed
how
we've
we
deal
with
those
juveniles
that,
if
it's
a
carjacking
or
car
theft,
that
we
change
the
criteria
at
the
Detention
Center,
so
that
folks
will
remain
in
custody
that
now,
instead
of
that
person
just
randomly
being
assigned
to
a
calendar,
they
assigned
to
a
judge.

was
a
former
police
chief
you're
coming
at
it
as
a
prosecutor
and
actually
like
one-time
public
defender
before
your
time
as
a
judge

I'm
curious

you

not
having
that
sort
of
Beat
cop
experience
and
coming
into
this
job
and
how
that
shapes.
Your
approach
to
the
role.

Well,
I
just
would
be
clear
that
I
think
that
the
five
department
has
behind
me
are
the
experts
in
that
area,
and
so
my
plan
is
to
learn
from
them
and
to
get
their
advice
in
their
opinion.
I
know
from
my
experience
as
chief
judge
I
didn't
know
everything
in
that
I
had
to
rely
on
the
talent
around
me
and
that's
what
I'll
do
here.

he's
been
very
helpful
to
us
and
to
me
personally
in
particular,
along
the
way
trying
to
figure
out
in
some
ways
the
Enigma
of
different
layers
of
bureaucracy
and
different
government
agencies
that
are
resp
that
have
a
stake
in
some
of
the
problems
that
we
face
and,
as
the
chief
judge
already
referenced,
he
was
key
to
helping
us
trying
to
figure
out.
You
know
how
to
have
greater
levels
of
accountability,
particularly
over
juveniles
and
and
kind
of
the
explosion
of
small
group
of
juveniles,
repeatedly
being
involved
with
auto
theft
and
escalating
crimes.

I
mean
I'm,
very
thankful
for
all
the
help
the
chief
judge
has
given
us,
and
it
is
already
you
know,
producing
results
for
the
city.

to
have

I'm
thankful
that
it's
someone
that
we

someone
who's
already

helpful
to
us,
because
certainly
we
have
a
whole
lot
of
work
to
do
going
forward.

volume

crime
where
they
are
looking
for
really,
if
they're
looking
for
true
leadership
to
lead
them
to
the
next
level,
to
to
peace
and
Tranquility
in
their
neighborhoods?

there

message

community

working
with
them
and
step
in
step
to
make
sure
that
there
are
changes.

one
of
the
things
that
the
mayor
and
I
talked
a
lot
about
when
it
comes
to
community
is
just
that
piece
about
accountability
and
transparency,
and
that's
going
to
be
so
important
for
us
going
forward.
We
have
a
lot
of
work
to
do
in
that
area.
We
know,
and
I
talked
about
it
a
little
bit
earlier
about
the
pain
for
the
community,
so
this
is
hard
work.

one
of

first
biggest
pressing
issues
facing
the
police
department.
Right
now
is
Staffing.
Numbers
of
cops
are
at
historic
lows
and
Recruitment
and
Retention
is
a
big
deal.
How
do
you
plan
to
approach
that.

That's
how
I
plan
to
approach
it.
You
know
the
the
Staffing
shortages
and
recruitment
is
an
issue
across
the
country.
We've
we
see
it
in
in
the
courts.
You
know
right
after
be
achieved
the
pandemic
hit,
and
then
we
had
this
Mass
Exodus
of
employees
and
things.
So
we
we
too
have
seen
that
and
I
think
the
most
important
thing
for
me
to
do
is
to
really
understand
what
Chief
O'hare
has
done.

know
and
where
is
it
that
I
can
help
and
improve
or
enhance
the
recruitment?
The
retention
you
know
all
those
things
so
until
we
really
sit
down
and
talk
I'll
have
until
then
I'll,
hopefully
have
a
better
answer
for
you.

that's
that's

thoughts
now.
