approach,
as
we've
mentioned
repeatedly,
is
one
of
course,
for
police
officers,
but
also
includes
mental
health,
responders
social
workers,
violence
Interrupters,
making
sure
that
the
interactions
that
people
have
on
the
ground
are
indicative
of
the
vision
that
we
all
want
to
see
for
Public
Safety,
now,
part
of
that
vision,
of
course
involves
the
city
infrastructure
itself.
It
involves
our
police
precincts.
It
involves
the
location
that
some
of
these
other
alternatives
to
policing
have
presently
been
operating
out
of
and
with
that
we've
been
also
simultaneously
exploring
where
the
new
third
precinct
should
be
located.

This
whole
discussion
goes
back
several
years,
but
the
bottom
line
is
through
a
great
idea
from
Council
president
Andrea
Jenkins.
We
now
have
have
a
third
option
that
we
can
look
into
it's
one
at
Century,
Plaza,
Century
Plaza
is
the
location
that
we
anticipate
the
first
precinct
going
into
and
by
adding
on
a
couple
floors
above,
we
can
also
co-locate
our
third
precinct
services.
A
This
does
a
number
of
things.
First,
it
provides
people
from
the
third
precinct
with
the
necessary
service
that
they
need
and
that
they
deserve.
Second,
it
provides
officers
with
the
right
infrastructure
and
the
right
resources
that
they
need
to
do
their
job
and
to
do
it
well,
and
finally,
it
gives
us
some
additional
time
as
an
interim
space
that
we
can
figure
out
what
are
the
next
steps
in
terms
of
the
infrastructure
to
provide
a
full-on,
comprehensive
and
integrated
approach
to
community
safety.

The
rollout,
as
was
mentioned
in
the
off
delay
report,
will
take
years
to
get
to
that
full
on
community
safety
vision,
and
we
want
to
make
sure
that
we
can
provide
service
and
safety
in
the
immediacy
to
residents
of
the
third
precinct
and
simultaneously
look
forward
to
that
big
Vision
in
terms
of
the
rollout
of
the
third
precinct
itself
and
looking
at
a
number
of
different
buildings.
I'll
take
you
back
several
years
back
in
I,
believe
November
or
December
of
2020.
We
were
exploring
a
different
location
for
where
the
third
precinct
would
go.
A
A
Once
that
option
was
off
the
table,
we
looked
at
around
29
other
sites
throughout
the
city,
those
29
sites
were
reduced
because
they
didn't
meet
one
or
many
criteria.
There
are
certain
criteria
that
you
need
to
have
in
order
to
have
a
police
precinct
or
a
community
Safety
Center
those
criteria.
Things
like
you
need
about
one
and
a
half
acres.
A
If
not
more,
you
need
to
have
access
to
thoroughfares
so
that
there's
a
quick
route
to
9-1-1
calls
from
around
the
city
we
needed
to
have
both
enough
space
and
it
also
needed
to
be
located
in
a
proper
place
that
worked
for
everybody.
So
we
wanted
to
get
a
whole
bunch
of
community
engagement
and
feedback
as
to
where,
ultimately,
we
could
go.
We
explored,
as
was
mentioned,
two
different
options
on
both
3000
and
2600
Minnehaha.

The
feedback
that
we
got
was
mixed.
We
got
certainly
some
support
for
get
another.
Precinct
up
as
quickly
and
as
inexpensively
as
possible,
we
got
other
feedback
that
says
we
don't
want
a
third
precinct
at
all
within
the
third
precinct
boundary
my
personal
position.
My
position
as
mayor
has
been
the
same:
I
believe
that
we
need
a
third
precinct
or
a
office
I'm.
Sorry,
a
community
safety
hub
in
the
third
precinct
itself,
so
that
people
can
get
the
necessary
service
they
need.
This
proposed
location
at
Century.
A
Plaza
is
just
a
few
blocks
outside
the
third
precinct
right
next
to
35W,
with
quick
access
to
the
entire
Precinct
itself.
It
gives
us
a
good
route
again
to
provide
officers
with
what
they
need
in
order
to
do
their
job
and
do
it
well,
and
it
also
gives
us
the
time
to
roll
out
this
further
and
more
expansive
Community
safety.

My
name,
is
Andrea
Jenkins,
president
of
the
city
council,
and
you
know,
as
the
mayor
stated,
I
am
being
credited
with
this
idea.
I
was
I
was
up
one
night,
just
really
thinking
about
all
of
the
commentary
and
all
of
the
things
that
we
have
heard
about
the
third
precinct.

It
has
been
a
very
challenging
conversation
to
have
that
site
has
created
a
lot
of
trauma,
a
lot
of
consternation
for
a
lot
of
people,
and
yet
we
still
have
a
a
deep
concern
about
the
Public
Safety
in
the
area
in
the
community.
And
how
do
we
address
those
concerns?
And
you
know
we
were
talking
about
moving
the
first
precinct
into
this
large
building
Century
Plaza
and
it
sits
almost
right
on
the
border
of
the
third
precinct,
and
so
my
thought
was.

If
we
have
this
Earth's
Precinct
moving
into
this
building,
why
can't
we
really
co-locate
the
third
precinct
there?
B
While
we
work
with
Community
to
try
to
hear
and
understand
what
are
the
real
issues
and
concerns
about
the
current
site
about
alternative
sites
and
really
try
to
come
to
some
consensus
that
we
haven't
been
able
to
to
come
to
up
to
this
point
and
I
know
that
there
was
this
report
that
was
about
the
survey
that
was
out
there
and
even
though
those
surveys,
particularly
the
online
survey,
really
pointed
to
keeping
the
third
precinct
as
the
site.

The
consultant
a
doctor
of
tally
last
week
that
really
suggested
that
we
talk
about
these
Community
safety
centers,
and
this
could
be
a
model
for
how
we
began
to
approach
that,
and
so
I
see
this
as
a
positive
alternative
to
the
third
precinct.
It
gives
us
time
to
really
think
about
where,
in
fact,
that
Precinct
should
be,
or
even
if
we
should
have
precincts
right,
we've
been
hearing
conversation
about
is
this
model,
that
is
from
probably
the
early
1900s.

Is
this
the
model
that
we
want
to
continue
with
moving
forward
into
the
future?
And
so
I
look
forward
to
talking
with
our
community
members
about
what
are
some
of
those
Alternatives,
and
this
I
think
option
will
give
us
an
opportunity
to
do
that,
and
so
I
support
this
concept
and
look
forward
to
to
Bringing
these
entities
together
to
create
more
Public
Safety
in
our
community
and
I.

take
a
moment
to
talk
about
process,
the
council
relies
on
data,
and
this
is
why
we
heard
from
our
subject
matter
experts
first
on
what
we
need
to
locate
police
within
a
community,
and
then
we
Engage
The
Services
of
an
outside
consultant
to
engage
the
third
precinct
community
in
different
ways.
We
heard
from
those
that
are
organized
and
passionate,
but
we
also
heard
quieter
voices
whose
views
are
just
as
important,
but
not
as
easily
heard.
We
use
this
information
to
make
decisions.

000
of
our
residents
live
within
the
third
precinct.

The
current
report
indicates
that
more
time
is
needed
to
make
a
fully
considered
decision
and
figure
out.
What's
next,
the
job
of
determining
where
the
third
precinct
should
be
has
been
a
weighty
topic
in
the
past.
There's
been
a
lot
of
dissent
as
to
how
that
comes
about
or
who
makes
that
decision
today.
This
decision
must
be
driven
by
the
mayor
and
the
council
together,
coming
together
and
charting
A
New
Path
forward.
The
first
step
will
be
to
consider
any
action
brought
forward
by
a
council
member
as
a
path
forward.

I
personally
find
Great
Value
in
the
idea
of
co-locating
wraparound
services
for
Public
Safety,
and
would
love
to
pursue
that
path
forward
in
the
existing
location
of
the
third
precinct.
But
this
is
a
long-term
solution
and
this
is
what
we
mean
by
a
multi-prong
Public
Safety
approach.
Yes,
it
includes
MPD
but
could
also
include
other
types
of
complementary
Public
Safety
functions,
I'll.
Let
commissioner
Alexander

and
say
a
few
words.

As
we
continue
to
move
forward.
This
is
a
clear
opportunity
for
Minneapolis
to
be
a
leader
and
be
able
to
implement
how
we
provide
Community
Safety
Services
to
the
public.
Community
safety
in
the
21st
century
requires
a
comprehensive
collaborative
approach
that
includes
not
only
law
enforcement,
but
also
individuals
who
provide
mental
health
in
a
broad
array
of
Social
Services
and
also
including
violence,
prevention
and
others.
I
believe
that
a
comprehensive
model
of
Public
Safety
is
critically
important
in
our
transformation
efforts.

As
we
move
forward
into
the
future,
we
must
begin
to
think
about
how
we
can
use
and
plan
for
facilities
that
support
the
future
Community
safety.
We
must
have
facilities
that
can
house
City
personnel,
Mental,
Health
and
Social
Services
professionals,
as
well
as
jurisdictional
and
external
community
Partners,
who
work
directly
with
individuals
and
neighborhoods
to
keep
people
safe,
hugely
important,
I
strongly
advocate
for
us
moving
forward
with
urgency
to
provide
infrastructure
and
Facilities
that
appropriately
support
our
current
personnel
in
their
ability
to
serve
the
community
to
the
best
of
their
abilities.

also

thank

and
with
that
I'll
open
it
to
questions.

we
are
providing
another
option.
There
are
two
options
that
still
exist,
and
you
know
those
as
three
thousand
and
twenty
six
hundred
many.
Those
again
were
the
options
that
we
were
able.
We
were
we
narrowed
down
two
following
an
exploration
of
approximately
29
different
sites.
If
we
had
six
options,
we
would
be
providing
six
options.

Most
of
those
sites
again
didn't
turn
out
to
be
optional
because
they
either
weren't
the
right
size
they
weren't
properly
located,
they
didn't
have
enough
parking
or
the
owner
themselves
had
zero
interest,
and
so
these
are
the
three
options.
Council
president
has
proposed
the
additional
third
one
and
I've
said
all
along
and
I
continue
to
say:
we
need
a
third
precinct
to
end
or
a
a
community
safety
Hub
within
the
third
precinct
I
think
that's
important
for
the
residents
that
they
get
the
necessary
service
that
they
deserve.

In
the
engagement,
we've
done,
of
course,
is
helpful
and
at
the
same
time
is
inconclusive.
If
you
look
at
the
numbers
themselves,
of
course,
there
are
a
number
of
people.
That
said
yes
immediately,
we
need
a
new
third
precinct
right
now
at
the
old
location.
That's
the
least
expensive
option,
therefore
move
forward.

Now
in
the
survey
itself,
some
of
those
the
people
that
selected
That,
Old
Third
Precinct
option
truly
didn't
want
a
third
precinct
anywhere
in
the
third
precinct.
If
you
read
the
commentary
itself
or
if
you
joined
one
of
the
community
safety
listening
sessions
that
were
held
and
so
I
mean
council
president
can
probably
answer
more
extent
if
you
like,
but
the
direction
that
we're
going
now
is
to
provide
yet
another
option.

council
is
able
to
consider
to
ultimately
get
to
a
decision
which
I
think
is
what
the
residents
of
the
third
precinct
deserve,
and
it
gives
us
in
the
interim
more
time
to
plan
out
what
a
community
safety,
Hub
or
Community
Safety
Center
could
look
like
that's
something
that
deserves
some
more
exploration.
We
got
the
report
from
Antonio
aftali
just
the
other
day,
and
a
component
of
that
could
be
could
be
revising
the
infrastructure
itself
to
allow
for
an
integrated
approach
within
these
buildings.

Of
course,
we're
always
open
to
more
engagement
and,
at
the
same
time,
we
do
need
to
make
operational
decisions
as
a
city.
You
know
as
part
of
the
process.
There
generally
is
a
some
form
of
hearing
or
Outreach,
or
public
engagement
and
I'm
sure
we'll
hear
a
lot
from
our
residents
over
the
next
several
days
as
to
what
they
do
or
do
not
want.
We,
of
course
welcome
that
feedback
and,
at
the
same
time,
you
need
to
make
a
decision.

building
in
and
of
itself
is
not
going
to
regain
trust.
There
is
all
sorts
of
work
that
happens
well
beyond
the
infrastructure
of
a
precinct
location
that
we
need
to
be
working
on.
That's
the
work
that
is
already
underway
through
reform.
That's
the
safety
Beyond
policing
that
we're
pushing
right
now
through
mental
health
responders.
That's
a
potential
consent
decree
that
we
will
likely
be
entering
in
the
very
near
future.
That
will
provide
the
necessary
reform
that
we
believe
could
generate
the
public
trust,
and
so
does
a
building
accomplish
it.

No,
of
course
not,
and
in
the
mid
and
long
term
we
can
be
looking
at
a
building
that
provides
a
variety
of
different
services
that
is
embedded
within
the
community
itself
and
that
people
have
a
comfort
in
entering
handing
in
a
police
report
interacting
with
staff.
That's
the
end
goal
of
what
we
ultimately
want
to
see.
What
we
could
see
is
it
a
ways
off?
Yes,
there's
still
a
lot
of
additional
work
to
be
done,
and
a
lot
of
trust
can
be
generated
in
the
meantime.

we
do
things
right.

recently,
just
recently,
actually,
within
the
last
few
days,
we've
had
an
opportunity
office
of
community
safety
have
had
an
opportunity
to
speak
to
the
third
precinct
officers
in
majority
of
them.
Many
of
them
are,
of
course,
are
in
support
to
moving
to
this
New
Century
Plaza
location,
considering
the
fact
way
they
have
been
located
has
been
somewhat
of
a
challenge
for
them
in
terms
of
the
facility
itself.

Now
we're
not
you
know
we're
looking
at
this
being
a
year
from
now
they're
not
going
to
move
into
this
in
a
matter
of
a
month.
You
know
we're
looking
at
next
year.
So
as
we
plan
towards
the
future,
this
first
precinct
will
also
Encompass
temporarily
the
third
precinct,
and
they
still
will
have
the
identity
as
being
first
precinct
third
precinct.

the
officers
who
have
been
around
for
a
long
time,
new
officers
who
are
coming
on
to
the
department
every
day
they
acknowledge
the
fact
that
they
look
forward
to
look
to
move
into
the
new
Centric
Plaza.
So
we
did
not
take
that
for
granted
whatsoever,
but
we
know
that
it
has
been
a
long
time
that
they've
been
away
from
the
station.

That,
of
course,
was
torched
three
years
ago,
but
in
that
as
well
too
I
believe
many
of
them
have
come
to
terms
with
the
fact
it's
time
to
move
forward,
and
it
is
time
for
us
to
move
forward
and
they're
looking
forward
to
moving
into
a
facility
that
will
provide
them
many
of
the
modern
amenities
that
they
will
look
to
in
any
new
building
Jay.
So
that
was
a
great
question,
but.

There
yeah,
you
know,
there's
always
going
to
be
when
you
have
have
had
such
a
traumatic
event,
is
what
you
had
in
2020.
Well,
a
great
deal
of
emotions,
people
histories
and
their
careers
and
memories
are
tied
to
having
been
in
that
building.
But
here
again
you
hear
a
community
that
is
trying
to
move
forward
you're,
hearing
officers
that
are
trying
to
move
forward,
so
you're
always
going
to
have
that
everybody
is
going
to
be
somewhat
in
different
places.

know
that
from
the
data,
of
course,
that
we
have
received
but
I
think
as
we
continue
to
have
these
conversations,
and
the
mayor
has
been
very
clear
about
that.
Having
these
conversations
making
sure
that
community
and
officers
feedback
play
into
the
calculus
of
all
of
this,
that
we're
doing
I
think
it's
going
to
be
hugely
important
for
all
of
us
to
reach
some
consensus
of
of
where
we
need
to
go
to
next
and
I.

let
our
deputy
chief
speak
to
the
the
presence
of
all
the
response
times
themselves,
but
I
will
say
one.
The
proposed
location
at
Century
Plaza
for
co-location
is
right
on
the
border.
Just
a
few
blocks
away
two,
it's
right
next
to
35W,
which
of
course
stretches
our
whole
city,
and
so
there's
a
there's.
A
The
potential
to
get
from
point
A
to
point
B
fast
in
that
matter,
and
third,
as
our
commissioner
and
Deputy
Chiefs,
can
point
out
it's
not
as
if
they
get
the
call
from
dispatch
and
they're
just
sitting
at
the
precinct
itself,
they're
likely
driving
around
in
the
precinct,
hopefully
closer
to
where
the
call
is
and
so
and
again
they
can
feel
free
to
correct
me
if
I'm
wrong.
One
of
the
primary
reasons
to
have
a
third
precinct
in
the
vicinity
is
to
provide
service
to
constituents
that
goes
beyond
simple
dispatch
time.

It's
to
have
people
be
able
to
engage
with
the
officers
as
their
or
right
after
they've
organized
themselves.
It's
making
sure
that
they
can
drop
off
a
police
report
or
come
by
and
ask
a
question
in
the
mid
and
long
term.
A
If
we're
talking
about
a
truly
comprehensive
model
for
Community
safety,
if
we're
talking
about
true
community
policing,
we
want
people
to
be
very
comfortable
walking
right
up
to
the
precinct
door,
open
it
up
talking
to
officers
talking
to
the
person
at
the
front
desk,
getting
the
kind
of
services
in
a
One-Stop
shop
that
we
know
we
can
able
to
that.
We
can
provide
with
respect
to
community
safety.
That's
what
the
midi
law
mid
and
long
term
goal
would
look
like.
Clearly
we
got
a
lot
of
work
in
order
to
get
there.

So
your
question
was:
how
does
it
move
the
needle?
This
is?
The
new
facility
would
be
closer
to
the
third
precinct.
It's
within
four
blocks.
We
don't
believe
that
response
time
is
going
to
be
impacted
differently
from
that
facility
versus,
if
we
were
at
say
like
in
snowing
where
it
was
currently
so.
This
does
move
the
needle
in
that
we're
closer
to
the
precinct
being
close
to
35W
is.

To
be
incredibly
convenient
to
get
to
the
furthest
parts
of
the
precinct,
so
it
should.
It
should
be
a
better
response
time
than
what
we
currently
have.

The
timeline
for
this
alternative
location
currently
we're
working
with
the
first
for
the
to
relocate
the
first
precinct
staff.
Third
precinct
staff.
If
the
council
and
mayor
decided
to
move
in
that
direction,
would
likely
be
relocated
a
little
over
a
year
from
now,
so
probably
in
the
winter.

So
tomorrow,
I
will
be
presenting
a
legislative
director
to
allow
our
staff
to
really
explore
this
option.
To
help
us
come
up
with
some
numbers
make
sure
that
we
are
kind
of
understanding
response
times
Etc.
So
that
is
the
the
process
that
will
be
going
down
and
then
we'll
get
that
information
back,
probably
sometime
in
the
fall
early
fall,
September
and
and
then
we'll
be
moving
forward
from
there.
