we've
got
quite
a
few,
extraordinarily
talented
individuals
that
are
behind
me
right
now.
As
soon
as
I
start
naming
off,
one
I'm
bound
to
miss
somebody,
but
I
do
want
to
reel
off
a
couple,
especially
those
that
are
going
to
be
speaking
with
you
here
shortly.

new
commissioner
of
the
office
of
community
safety,
Cedric
Alexander,
is
here
our
interim
Chief
Amelia
Huffman
is
here:
we've
got
a
number
of
inspectors
from
the
Minneapolis
Police
Department
from
inspector
Peterson

first
precinct
inspector
Gomez
from
the
third
precinct
inspector
Blackwell

the
fifth
Precinct.
We
have
Commander
case
as
well.
Who's
done
quite
a
bit
of
work
to
roll
out
this
plan
that
we
are
going
to
be
presenting
to
you
very
shortly.

office

neighborhood

number

McAfee,
who
is
just
over
the
way
and
I'm
going
to
go
and
reel
through
everybody
else
as
well
a
bit
later,
but
this
is
focused
on
what
is
the
Paramount
issue
in
our
city
right
now?

Safety
safety
is
not
a
priority
on
the
agenda.
It
is
the
priority.
It
is
the
thing
that
I
think
about
every
morning
when
I
wake
up
it's
the
last
thing
that
I
think
about
before
we
go
to
sleep
just
about
every
waking
moment
is
focused
on
safety.
In
some
respect.

It's
to
build
an
integrated
and
comprehensive
system
for
the
people
of
Minneapolis
that
can
provide
a
better
service
of
safety
to
our
residents.
Safety
is
a
reality
and
a
perception.
Clearly,
we
all
know
we
have
a
lot
of
work
to
do
the
last
couple
of
years,
we
in
the
City
of
Minneapolis
have
quite
acutely
seen
increases
in
crime
and
violent
crime,
and
the
partners
that
are
here
with
me
today
have
been
working
tirelessly.
They
have
been
working
tirelessly
to
do
everything
that
they
can
to
bring
all
of
these
different
entities
together.

The
office
of
human
Community
safety
is
charged
with
integrating
the
services
of
police,
fire,
Emergency,
Management
9-1-1
and
violence
prevention,
but
the
work
of
integration
is
not
limited
to
our
city
Enterprise
itself.
We
have
to
be
working
with
a
number
of
jurisdictions
all
around
us
from
the
Hennepin
County
Attorney's
Office
to
the
state
of
Minnesota.
All
that
have
a
specific
charge,
making
sure
that
someone
can
do
that
on
a
daily
basis
is
why
this
commissioner
position
was
so
necessary
and
I
can
tell
you
right
off
the
bat.

As
I
mentioned,
this
planet
goes
well
beyond
the
walls
of
City
Hall
we're
working
hand
in
hand
with
our
local
with
our
state
and
our
federal
partners
and
I
should
note.
We've
also
got
a
federal
Marshal
here
in
Eddie
Frizzell
and
we're
even
working
directly
with
the
private
sector
and
a
number
of
other
community
leaders,
including
our
U.S
attorney
this
plan.
It
is
Data
driven
it's
going
to
be
flexible,
so
we're
able
to
be
responsive
to
the
needs
that
are
happening
in
our
community
by
the
minute,
and
this
ex.

This
plan
also
expands
on
some
of
the
great
work
that
that
is
already
underway,
and
that
has
been
announced
at
previous
conferences
as
well.
What
has
been
exceedingly
clear
to
me
is
that
we
are
all
committed
to
making
sure
that
we
are
working
better
together
to
make
our
community
safe.

This
is
not
a
half-hearted
approach.
Every
person
that
you
see
up
here
is
all
in
on
this
plan,
and
it's
also
been
clear
to
me
over
the
last
several
years
that
there
is
one
big
areas
of
consensus,
which
is
that
coordinated
approach
and
this
common
goal
that
every
person
in
our
city
in
every
neighborhood
deserves
to
feel
safe.
We're
doing
that.
That
is
the
very
premise
that
this
office
of
community
of
safety
has
been
built
on.

certainly
appreciate
all
of

that
are
here
present
today,
our
media
friends,
for
the
opportunity
to
share
this.
This
message
we're
sharing
with
you,
which
we
certainly
feel
very
confident,
is
going
to
be
instrumental
in
well
received
throughout
our
community
operation.
Endeavor
carries
a
mission
to
improve
Public
Safety
in
the
City
of
Minneapolis
surrounding
communities
by
impacting
the
occurrence
of
criminal
activity.

This
will
be
a
multi-jurisdictional
group
comprised
of
uniform
MPD
Patrol
officers,
playing
close
investigators,
state
and
federal
law
enforcement,
Partners,
analysts,
prosecutors,
violent
prevention
and
Outreach
Outreach
groups
and
private
businesses.
I
have
been
meeting
with
each
of
these
respected
partners,
and
I
can
clearly
tell
you.
Everyone
is
committed
to
this
approach.
Operation
Endeavor
is
the
culmination
of
the
charge.
I
was
given
as
the
community
safety
commissioner,
and
we
are
integrating
and
coordinating
all
of
our
safety
Services.

As
you
just
heard
outlined
by
the
mayor
through
operation,
Endeavor
we're
using
data
to
focus
on
resources
in
areas
where
criminal
activity
is
most
impacting,
the
safety
of
those
living
working
or
visiting
the
City
of
Minneapolis
beginning
with
downtown,
the
Ripple
effects
will
be
felt
city
wide,
and
let
me
reinforce
that
the
effects
of
what
we're
going
to
do
here
is
going
to
have
Citywide
impact
to
every
citizen
in
every
neighborhood.
In
this
community.

We
have
a
strategic
plan
that
will
use
data
analytics
to
guide
resource
deployment,
collaborate
with
local
state
and
federal
and
private
organizations
to
act
as
force
force,
multipliers,
integrate
police
and
civilian
assets
into
a
unified
plan
and
will
coordinate
investigations
with
Prosecuting
offices
to
win
to
an
investigative
success.
Therefore,
we're
going
to
have
from
the
District
Attorney's
office-
and
you
were
here
from
Mike
Freeman
here
momentarily-
we
would
have
embedded
in
this
operation.

This
means
that
our
office
of
violence,
prevention
and
the
violence
Interrupters
strategically-
and
this
means
flexing
our
investigative
units
in
MPD
to
cover
other
duties
when
needed
to
support
the
city,
we're
still
working
with
the
logistics
of
this
piece,
but
we
will
be
also
be
providing
regular
progress,
reports
and
important
updates
that
show
the
metrics
of
our
success
more
most
important.

Office

our
Hennepin
County

Office

embedded
prosecutors
over
the
summer
to
include
our
law
enforcement,
Partners,
Hampton,
County,
Sheriff's,
Office,
the
BCA
and
other
jurisdictions
that
have
helped
throughout
the
summer.
So
the
idea
was
to
take
that
momentum
and
move
it
forward
into
something
that
is
a
start
of
a
new
page
in
the
Playbook,
so
to
speak.
Part
of
that
is
really
Under.

The
Umbrella
of
the
office
of
community
safety,
that's
something
that
the
city
hasn't
had
before,
and
this
is
an
opportunity
to
harness
all
those
unique
capabilities
that
traditionally
weren't
working
in
the
same
silo.
So
as
part
of
this
plan,
we're
really
going
to
be
using
data.
That's
what
we
know
has
worked
over
this
past
summer.

hear
that
frequently
and
with
the
caveat
to
data
comes
flexibility,
so
we're
using
our
internal
resources
within
the
MPD
in
a
different
way,
we're
pulling
them
from
different
areas
of
our
of
our
department
to
use
them
in
a
city-wide
approach.

Specifically,
underneath
the
office
of
community
safety
is
the
office
of
violence
prevention,
so
we
were
working
hand
in
hand
with
them
during
the
course
of
our
daily
operations,
to
help
enhance
the
resources
that
they
have
and
help
improve.
Public
Safety
for
everybody,
who's
living
and
visiting
and
working
in
the
city
also
something
that
we're
going
to
be
doing
more
diligently
and
intentionally
is
to
partner
with
our
private
companies
and
the
Outreach
organizations
that
they
employ
on
a
day-to-day
basis.

Good

manager
of
interagency
Engagement
with
the
office
of
violence
prevention
when
it
comes
to
violence,
prevention
and
intervention
and
traditional
law
enforcement,
our
purpose
should
not
be
mutually
exclusive
and
ovp.
We
understand
Public
Safety
is
complex
and
it
is
a
matter
of
public
health.
A
This
includes
all
of
the
elements
that
make
up
safe
communities,
quality
schools,
safe
and
Supportive,
Housing
and
living
wage
jobs
that
really
Foster
those
types
of
safe
communities,
as
the
city
continues
to
reimagine,
Public
Safety
and
explore
innovative
ways
to
Foster
and
support
safe
communities.
This
is
where
we
step
in
the
ovp's.
A
Work
is
grounded
in
community
centered
service,
oriented
programs
and
Partnerships
that
are
designed
to
connect
people,
often
people
who
are
most
vulnerable
to
the
impacts
of
violence
to
essential
services
and
support
We
Are
One
Piece
of
a
comprehensive
Public
Safety
strategy
and
I
really
want
to
say
that
we
are
part
of
an
ecosystem
when
it
comes
to
Safety
in
the
ovp.
We
believe
that
everyone
can
play
a
role.
A
First
is
our
strategic
Outreach
initiative.
Many
people
in
the
community
know
as
our
violence
interrupters.
That
effort
is
led
by
a
program
manager,
etrophic
Burnett
in
our
office,
and
it
is
a
coordinated,
Public.
Health
driven
strategy
that
uses
teams
of
trained
community
members
who
work
to
de-escalate
conflicts
rely
on
their
relationships
and
community
and
reduce
the
potential
for
retaliation
to
support
safer
communities.
A
Our
violence,
interrupter
teams,
have
been
an
established
regular
presence
around
the
city
since
2021
and
I
want
to
reiterate
that
they
do
not
provide
law
enforcement
services
and
they
do
not
do
patrolling.
Rather,
they
do
canvassing
and
rely
on
building
those
authentic
relationships
that
they
have
within
communities
to
support
safety.

As
The
Interrupters
program
manager,
etovic
Burnett
will
bring
documented
needs
and
opportunities
back
to
our
leadership
team
in
ovp,
and
we
will
be
able
to
engage
additional
programs
and
initiatives
to
ensure
that
we
are
providing
the
best
support
to
community
members
in
need.
We
do
have
multiple
programs
that
work
behind
the
scenes
that
are
not
always
as
visible
as
our
Interrupters
who
are
in
community,
such
as
next
up
our
hospital-based
Intervention
Program,
and
that
has
a
presence
in
hospitals
in
north
south
and
Downtown
Minneapolis.

Our
Hospital
staff
work
diligently
with
individuals
who
have
been
victims
of
violent
crimes
during
their
Darkest
Hours,
to
provide
support
to
them
and
their
families.
We
want
to
ensure
that
people
and
their
families
are
receiving
the
necessary
support
and
resources
to
get
back
on
their
feet
and
move
toward
healing.

Thank

it

drummed

This
is
the
very
first
plan
that
is
being
rolled
out
by
this
new
office
of
community
safety,
and
it
is
an
integrated
one.
It's
one
we're
all
committed
to
and
with
that
I'll
open
it
to
any
questions
you
might
have
the
mayor.
Of
course
you
know
one
aspect
of
this
is
MVD
has
been
under
staff.
How
does
that
fit
into
this?
And
how
are
you
working
around
that
and
how's
the
recruiting
going?

What's
up
so
first
with
regard
to
recruiting,
that
is
a
major
initiative
that
is
being
undergone
right
now
we
will
be
rolling
out
with
a
campaign.
Money
has
been
allocated
to
the
tune
of
approximately
one
to
one
point:
two
million
dollars
to
bring
in
not
just
any
officer
but
those
that
are
Community
oriented
and
that
are
committed
to
the
kind
of
vision
that
we're
setting
up
through
our
commissioner
in
Chief.
Obviously,
we
have
a
ways
to
go
until
we're
at
the
numbers.
Where
that
we
need
that
won't
happen
overnight.

To
this
extent,
look
we've
always
had
Partnerships
on
a
multi-jurisdictional
level,
we're
looking
to
take
it
to
the
next
level
in
in
working
with
a
number
of
these
different
entities,
and
one
prime
example
is
with
our
Hennepin
County
Attorney's
Office,
rather
than
wait
for
a
case
to
come
up.
We
are
embedding
County
attorneys
in
the
process
from
the
get-go,
so
that
they're
able
to
strategically
work
with
law
enforcement
with
violence
prevention
to
get
a
better
result.
At
the
end
of
the
day,.

As
well
I'll,
let
Commander
case
here,
speak
and
or
the
commissioner
speak
to
some
of
the
allocation
of
resources
and
how
they're
best
deployed.

Or
go
back
to
Dad,
and
this
is
data-
is
going
to
be
the
grounding
principle
of
everything
that
we
do
so
you're
going
to
see
a
flex
of
that
Force
maybe
come
from
an
overnight
shift
and
be
part
of
a
city-wide
react
force.
That
really
is
designed
to
be
flexible
in
nature.
So
you'll
hear
those
two
things:
often
data
and
flexibility.
So
the
idea
is
to
go
where
the
emerging
trend
is
using,
that
data
and
so
I,
don't
think
it's
necessarily
pulling
from
the
night
side
or
the
evening
side
to
the
day
side.

From
the
investigation
units
is
that
what
I
said
so
like
like
homicide
and
burglary,
did
I
understand
that
all
resources
within
the
department
are
going
to
be
used
in
support
of
operation
Endeavor.
So
that's
going
to
change
day
to
day,
we
may
use
resources
from
investigations.
We
may
use
resources
from
areas
that
we
don't
traditionally
have
used
them
for
from
the
training
division
to
help
do
what
needs
to
be
done.

Day-To-Day
is
going
to
look
different,
but
there
are
some
things
that
will
definitely
be
new
to
downtown,
or
at
least
new,
with
some
intention
footbeats
for
one
bike
patrols,
we've
seen
those
before
downtown,
but
we
may
not
have
seen
them
consistently,
and
so
that's
what
this
plan
is
really
about
is
using
those
types
of
police
tactics
in
a
more
consistent,
intentional
way.
So
for
people
coming
into
work,
they
may
see
foot
Beach
when
they
haven't
traditionally
seen
foot
Beats,
I
started.

I
wouldn't
say
we're
starting
downtown
I.
Think
operation
Endeavor
is
really
a
new
page
in
deploying
resources.
Downtown
is
certainly
an
area
that
we're
we're
focusing
on,
but
we're
not
forgetting
the
rest
of
the
City
downtown
has
seen
an
increase
in
in
gun
related
crime.
So
it
would
make
sense
if
we
follow
the
data
that
some
of
the
resources
that
we're
going
to
be
allocating
go
there
and
when
the
data
changes
and
tells
us
something
different.
That's
the
idea
behind
flexibility.
We
go
to
those
different
spaces.

It
will
only
be
for
a
brief
period
of
time,
as
we
exercise
as
much
flexibility
as
we
can
in
order
to
follow
the
analytics
of
where
the
crime
is
going
to
be
or
where
we
predict
may
happen
to
be,
but
understanding
that
even
in
the
shortages
that
we
have
our
partners,
you
see
behind
me
from
Hennepin
County
from
the
feds
from
the
state.
They
will
also
play
a
certain
roles
in
which
they
can
help
assist
us
in
identifying
and
tracking
and
tracking
criminals
as
well
too.

So
this
this
is
a
full
court
press,
not
just
with
MPD,
but
all
the
partners
that
you
see
standing
behind
me
and
others
that
are
not
here
today.
So
I
think
it's
important
to
recognize
and
remember
that
this
is
a
first
for
this
community
and
in
this
verse
we
knew
we
had
to
do
something
different,
and
this
is
that
different.
So
we're
going
to
learn
a
lot
as
we
move
along
the
process.

We're
going
to
report
out
to
the
public
on
a
frequent
basis
into
terms
of
what
those
successes
are
we're
going
to
adjust
accordingly
and
make
sure
that
when
we
approach
this
city-wide
effort-
and
it
is
a
city-wide
effort-
we're
just
not
going
to
be
in
one
particular
place,
but
this
entire
city
is
going
to
see
us
present
we're
going
to
be
in
South
Minneapolis
in
North,
Minneapolis
and
downtown.
In
all
points
in
between.

We
need
to
do
legally
step
by
step
in
order
to
go
after
those
in
this
community
that
have
created
for
far
too
long
a
violence
that
we
can
no
longer
just
continue
to
do
the
same
thing
doing
so.
As
you
heard
from
the
mayor,
the
whole
idea
around
the
office
of
community
safety
were
to
bring
these
five
platforms
together.

They
have
been
brought
together,
you're,
going
to
see
the
incredible
work
of
office
of
violence
prevention
in
terms
of
the
work
that
they
do
from
the
position
that
they're
in
you're
going
to
see
our
U.S
Marshal's
office,
our
FBI
office,
our
DEA,
our
ATF,
our
state
you're,
going
to
see
everyone
play
a
significant
role
in
helping
us
over
a
prolonged
period
of
time.
This
is
not
a
one-day
operation
or
a
two-day
operation.

We're
going
to
continue
on
with
this
process
until
we
find
resolve
and
then
we're
going
to
stand
back
up
again
and
we're
going
to
have
to
have
community
members
like
Reverend,
McAfee
and
others
who
are
reputable
in
this
community
who
are
important
to
us
in
this
whole
piece,
because
his
work
and
the
work
of
others
in
and
around
this
community
is
hugely
important.
So
this
is
an
MPD
LED
effort,
but
this
is
not
totally
an
MPD
effort.

No,
no,
no,
it
won't
be
a
designated
Command
force
in
the
sense
that
you're
thinking
about
our
relationships
that
we
have
built
previously
in
the
relationships
that
we
have
now
for
our
own
respective
offices.
There
will
be
detailed
persons
when
deemed
appropriate
from
each
one
of
these
agencies.
That
will
help
at
that
particular
moment
right.
So
it
is
all
of
us
who
are
part
of
this
operation
that
we're
talking
about
here
today,
but
the
important
piece
in
all
of
this.
This
is
not
a
flash
in
the
pan.

This
is
going
to
be
ongoing,
but
of
course,
at
MPD.
We
know
that,
ultimately,
in
in
we
have
to
continue
with
this
effort
of
trying
to
confront
those
who
are
creating
this
habit
for
us
in
this
community.
Look
if
I
can
say
anything
to
the
public.
It's
important
that
we
understand
this
myself
and
those
that
are
standing
behind
me
support
of
our
mayor.

We
also
need
the
support
of
every
citizen
in
this
community
as
well,
because
that's
the
only
way
we're
going
to
defeat
this
issue,
that's
in
front
of
us,
so
we're
going
to
take
the
leadership
myself
and
everyone
you
see.
Standing
behind
me
are
leaders
in
their
own
respective
space.
We
all
are
leaders,
but
we're
only
going
to
be
as
effective
as
the
people
in
the
community
who
also
close
ranks
with
us
and
make
it
and
make
it
possible
that
we
all
of
us,
do
our
part
in
making
this
community
safe
and
that's
the
goal
here.

There
is
no
end
goal.
This
is
going
to
be
an
ongoing
operation
that
will
adjust
itself
based
on
science,
not
on
anecdotal
information,
but
on
the
science,
and
we
will
follow
the
science
and
then
we
will
also
use
our
intuition
and
our
experience
in
our
training
in
order
to
guide
us
to
the
success
of
where
we
want
to
go,
and
this
community
is
going
to
be
successful
in
fighting
crime.

They
have
their
limitations,
but
they
understand
and
now
understand
for
me
the
importance
of
the
roles
that
they
will
play
and
they
will
play
they

am
confident
that
they
will
do
what
they
have
the
authority
and
power
to
do
up
to
whatever
their
limitations
may
have
to
be.

let
me
mention
to
you
and
everyone
here,
and
everyone
that's
going
to
be
watching
and
listening

this

that
in
talking
with
our
judges
in
this
community
in
this
County
they're
well
aware
of
this
operation
and
they're,
also
well
aware
of
the
challenges
that
we're
up
against
and
I
asked
them
to
do
their
part
and
they
will
do
their
part.
So
we
all
have
some
responsibility
in
this,
including
those
of
us.

are
in
the
