From YouTube: Council Meeting 11 1 16
Description
City of Monroe Council Meeting November 1, 2016
A
C
You
Man
so
pull
over
fifteen
point.
Seven
B
kilowatt
in
the
month
cover
that
makes
the
bill
about
1.2
million.
To
me
a
some
items
of
interest,
don't
remember
a
week
or
so
ago,
I
sent
you
an
email
about
a
DDoS
attack
on
DNS
servers
and
basically,
what
that
is
is
a
denial
of
service
attack
on
the
servers
that
run
the
Internet
it
wiped
out
a
good
portion
of
northeast
for
several
hours
and
the
Department
Homeland
Security
is
expecting
that
happen
again.
That
happens.
They
will
correct.
It
will
take
time,
there's
really
nothing.
C
C
So
we'll
keep
you
posted
on
how
that
moves
forward.
The
drought
is
starting
to
affect
the
hydro
electric
output
at
the
Savannah
River,
which
is
the
cheapest
power
we
get
respectively,
get
out
there
in
case
it
does
continuing
to
drop.
Let's
continue,
let's
start
pretending
that
back
the
lights
are
powered
up
on
Charlotte
round
they're,
bright,
okay,
but
it
looks
good.
It
looks
safe
out
there.
C
People
can
see
what
it's
driving
you
to
see,
MTS,
which
will
allow
us
to
do
faster
in
practice,
as
we
speak
hope
to
have
that
in
service
sometime
first
part
of
December,
and
we
invert
install
our
first
a
long
shot
at
a
fiber
shot
to
a
customer.
That
is
us
a
way
to
shoot
five
or
long
distance
and
high-capacity
shut
this
a
little
over
a
mile
and
a
half
to
a
customer
that
he
paid
for
all
the
infrastructure
and
we're
starting
to
serve
him.
C
C
C
C
B
A
A
To
the
call
center
for
problems,
you
know
we
had
a
little
bit
of
a
spike
earlier
in
the
year.
We've
got
some
of
our
systems
sorted
out
overall,
so
we
had
less
than
7,000
calls
for
the
month
of
September
I'll,
move
ahead
and
go
into
the
financial
report.
This
is
for
the
month
of
September
period.
Ending
a
general
fund
checking
is
down,
we've
had
some
major
payments.
Also
we
did
dip
into
the
Stabilization
Fund,
just
at
the
end
of
September.
We're
hoping
not
to
do
that.
A
At
a
healthy
balance
of
two
point:
eight
five
million-
that's
about
six
hundred
thousand
dollars,
then
this
time
last
year
and
our
enterprise
funds
are
continuing
their
healthy
balances
as
well.
No
major
draw
dick,
although
we
have
some
major
CIP
projects
coming
online
soon,
so
we'll
be
drawing
down
some
of
those
capital
improvement
funds
as
well
real.
A
A
So
I
wanted
to
give
you
kind
of
a
snapshot
of
where
we
are
September
30th
this
year
versus
last
year,
a
little
bit
better
comparison,
our
expense
side,
we're
at
seventy
three
point:
four
nine
percent
should
be
75,
so
just
a
little
bit
under
budget
there,
but
overall
things
are
holding
steady
for
the
month
of
September.
October
board
should
look
a
little
bit
better,
as
some
of
our
revenues
came
in
a
little
bit
higher
than
estimated
such
as
the
engineer's
premium
tax,
which
is
one
of
our
major
sources
of
revenue.
D
G
G
During
a
month
September,
we
assisted
one
cannon
fire
and
rescue
twice.
That
is
the
best.
Six
times
we
conducted
148
hours
of
training
and
conducted
five
or
had
five
public
relations.
Events
pending
your
questions,
police
department
thanks,
sir
police
department
had
3458
college
service
and
one
September
and
1694
calls
to
the
PD
236
Municipal
Court
cases
would
conduct
a
six
hundred
and
twenty
hours
of
training
we
blog
fifty
three
part
one
crimes
and,
under
the
pitch
seven
part.
Two
crimes
arrested,
seven
threatened
all
four
juveniles
and
numerous.
E
F
Thank
You
mr.
mayor,
it's
highlighting
the
report
covering
them
on
September
on
the
admin
side
were
rented
out
community
buildings
four
times
a
plate.
Maintenance
division
completed
sixty
nine
units
of
work
throughout
various
departments
for
the
city.
Our
grounds
division
picked
up,
1400
pounds
of
litter,
a
streetside
has
recently
completed
2016
evany
project
list
and
they're
fixing
to
pick
back
up
and
complete
the
sidewalk
on
East
Church,
Street,
sign
of
Marcus
division
for
your
52
units,
work,
building,
maintenance,
division
to
put
your
61
work,
orders
throughout
facilities
of
the
sea
and
stuff.
No.
F
Favorite
time
of
year,
the
straits
of
Transportation
Department,
our
relief
truck,
is
about
to
be
up
and
running.
Our
goal
is
to
make
one
sweep
before
the
Thanksgiving
holidays.
Once
that
truck
starts,
running
it'll
probably
run
50
hours
a
week.
April
generally
is
what
that
how
that
works
so
get
them
out.
If
you
got
them,
got
them
in
the
yard
yet
and
we'll
start
getting
them
up
for
Thanksgiving.
A
You
mr.
mayor,
looking
over
numbers,
everything
stayed
fairly
consistent
from
July
August
to
September
treated,
81
million
gallons
of
water
sent
out
to
the
system
under
water.
Work.
Orders
were
down
slightly,
but
you
can
see
leaks
repaired
still
fairly
high
wastewater
treated,
50
million
gallons
I'd,
say
that's,
probably
the
last
month
that
actually
rained
in
Monroe
install
285
feet
of
sewer
pipe.
That
was
on
an
hour
to
finish
that
out
fall
under
natural
gas.
Everything
stayed
fairly
consistent.
A
A
B
H
A
A
Basically,
it
fills
the
void
that
was
left
by
the
late
John
Reiner
with
air
devil
aviation
and
we're
fortunate
to
have
had
him
come
on
board
and
to
basically
pick
up
kind
of
where
everything
left
off
and
allow
us
to
basically
gain
some
steam
and
to
end
to
make
up
for
lost
time
that
we've
had
at
the
airport.
The
with
an
FBO
coming
on
coming
to
us
asking
for
the
approved
contract.
H
J
F
F
F
Sixty
the
program's
direct
program
is
intended
to
for
local
municipalities
to
improve
their
roadways,
and
in
doing
so
we
have
an
assessment
done
citywide
of
the
pavement
condition
index
of
our
streets,
our
roadways,
to
see
what
needs
what
it's
in
a
software
system.
It
basically
tells
you
what
needs
what
application
so
with
that
application
of
these
names,
though
these
strengths
and
areas
come
out.
The
first
one,
two
three
four
five
six
or
in
the
meadow
walk
subdivision
and
phase
two.
F
F
D
F
K
F
L
J
J
A
Take
that
one
okay,
this
is
for
approval
of
a
contract
with
Tekken
wood
engineers
for
it
not
to
exceed
price
of
fifty
seven
thousand
three
hundred
and
thirty
dollars.
This
covers
pre-acquisition
and
acquisition
of
right
away
along
Spring,
Street,
West,
Spring
Street
for
the
side
wall
project.
It's
gonna
go
roughly
from
in
front
of
children's
park
on
the
opposite
side
of
the
street.
All
the
way
up
to
the
intersections
at
MLK
chicken
wood
is
going
to
be
enlisting
I
guess
the
subcontractor
for
lack
of
a
better
term.
The
the
prime
group.
A
They
handled
the
LCI
north
broad
project
has
been
pretty
successful,
I
think
every
all
the
parties
involved
have
been
happy
with
their
services,
but
Tekken
wood.
We
will
be
paying
them
and
they
will
be
overseeing
that
process
for
us
right
away
and
just
a
side
note.
The
total
right-of-way
costs
we
estimate
at
about
sixty
thousand
dollars
for
that
strip,
down
West,
first
Street
and
no
gonna
do
what
we
have
an
estimate.
A
J
C
I
can
tell
you
you're
about
to
see
some
stuff
pretty
soon
I've
been
working
with
the
engineers
to
get
to
start
moving
some
power
line
poles
out
of
the
way,
some
that
are
interfering
with
the
project.
So
that's
that's,
starting,
hopefully,
in
the
next
three
weeks,
I've
got
I've
got
to
do
some
work
with
the
water
plants
and
stuff
like
to
move
some
of
those
bows
out
of
the
way
of
it.
That's
what
we
want
a
lot
quicker
than
expected.
J
J
B
A
We're
asking
for
approval
to
purchase
a
PCM
current
mapper,
which
gives
us
the
ability
on
the
natural
gas
to
actually
any
pipes
to
detect
the
actual
depth
of
the
line,
as
opposed
to
just
locate
where
it
is
from
a
physical
standpoint
and
on
the
natural
gas
side.
It
gives
us
the
ability
to
detect
the
coating,
that's
actually
on
the
steel
pipe,
which
is
something
that
we'll
have
to
have
to
remain
in
compliance
with
the
new
PSC
laws,
they're
coming
into
effect,
2017.
It's
currently,
we
outsource
it
pay
this
to
a
contractor.
K
J
A
And
it'll
it'll
digitally
man,
every
hairy
middle
yeah
as
its
stores,
everything
that
we
have
and
it
basically
will
interface
with
other
systems
so
that
we
can
view
everything
and
you're
basically
creating
a
digital
map
of
your
system.
So
it
benefits
us
quite
a
bit
shouldn't
it.
Shouldn't
I
have
a
plan.
Yes,.
I
I
H
K
A
A
A
It
is
a
CIP
project
for
2016
and
it
it
basically
continues
in
line
and
should
get.
That
should
be
the
last
three
buildings
that
we
need
to
replace
the
root
zone
at
the
wastewater
plants
which
allow
so
after
replace
the
request
is
456
thousand
nine
hundred
thirty
one
dollars.
They
worth
a
little
bit.
K
J
K
K
Is
in
bad
shape
and,
and
you
wonder
about
the
structure
under
it
well,
it
seems
that
the
basic
group
of
the
thing
is
concrete
and
everything
will
be
removed,
and
this
would
be
neat
altogether
going
back
up
and
it's
a
bachelor
point
really
and
these
buildings.
Even
if
there
is
some
expansion
or
remodel
of
the.
K
A
Yeah,
this
is
bringing
back
to
the
council,
the
requested
remodel
and
basically
the
set
up
of
the
council
chambers
here,
along
with
the
audio/video
equipment
that
is
in
dire
need
of
upgrade
and
replacement,
they
were
I'll.
Tell
you
the
couple
of
options
that
we've
got
and
I'll
take
any
questions
and
I'll
get
Ron
to
help
me
out
on
the
communication
side.
A
A
If
you
add
in
jakie
construction,
which
is
the
second
low
bid
which
brings
the
total
to
ninety
nine
thousand
three
hundred
ninety
dollars
or
up
to
fourteen
thousand
dollars
difference,
they
can
start
essentially
the
Wednesday
after
the
council
meeting,
provided
everything
is
a
pretty.
So
it's
counter
to
the
option
of
the
council
as
to
what
you
wish
to
do.
A
B
J
A
J
A
K
A
It's
a
it's
everything
that
price
included:
everything
it's
to
buy;
essentially,
the
chassis
channeled,
all
the
storage
equipment
from
Clark
Powell
for
the
twenty
five
thousand
381
I,
essentially
got
three
in
here
and
then
B&H
photo
to
provide
the
cameras,
monitors
switchers
for
additional
forty
three
thousand
two,
seventy
three
and
then
the
actual
construction
with
big
was
sixteen
nine.
Eighty
five.
So
it's
all
three
wrapped
up
into
one
we're.
C
J
D
C
That
I
would
throw
out
there
that
y'all
could
use
technical
correction.
You
like
that
we've
got
four
cameras.
Now
we're
only
utilize
that
I
think
one
of
them
out,
because
the
way
to
switch
control
gears
broken
each
cameras
around
little
over
a
drag,
I
could
drop
a
camera
and
save
a
grand,
but
I
just
went
to
swear
so
much
under
budget.
When
we
had
asked
for.
C
We've
had
by
changing
the
electronics,
which
is
the
device
that
actually
schedules
and
manages
getting
stuff
on
the
system.
All
that
equipment
is
rather
is
bought
in
whatever
it's
build,
a
bottle
one.
So
it's
a
little
longer
to
it's
been
around
a
while
we've
been
patching
it
together
for
a
while
Victor
I'll
fix
counters.
No,
these
are
these.
J
J
J
C
C
Mr.
littles
already
been
on
me
about
that
and
we're
gonna
we're
going
to
address
those
the
best
way
we
can.
The
problem
with
this
room
is
the
walls
we
did
these
these
little
square
brackets,
to
try
to
break
that
and
they
built
the
building.
They
didn't
do
that
much
good
job
that
good
of
a
job
we've
got
some
options
that
we're
going
to
try,
but
the
first
options
are
cut.
C
These
lines
of
stickers
off,
have
the
ability
to
cut
those
up,
because
that's
what
gives
us
the
feedback
when
you're,
always
speaking
on
somebody's
that
the
pedestal
or
the
podium
speaking
when
you
talk
all
that
feedback
drowns
right
back
in
that
thanks,
I
think
if
we
we're
going
to
try
the
cheap
way
first
cut
these
off
and
see
if
that
works,
if
not
I,
think
mr.
lucetti
put
some
speakers
along
the
wall
or
hang
them
back
at
the
crown.
K
C
C
C
D
M
Will
come
together,
they're
gonna
be
staying
open,
late,
every
Thursday
through
November
all
the
way
up,
so
Christmas
we're
having
a
lot
more
traffic
and
they
evenings,
and
so
we're
trying
to
capitalize
on
that
and
extend
hours
so
that
begins
this
Thursday.
It's
also
an
art
walk
will
be
live
music
downtown.
We
also
have
new
sculptures
going
out
with
Scott
Munroe.
This
is
the
second
round
of
18
miles.
Installations
of
local
sculptures,
so
you'll
see
those
in
the
same
recruit
spots
as
last
time,
but
we
have
seven
sculptures
this
time
instead
of
four.
M
M
On
Friday
for
the
City
Hall,
lots
of
teams
coming
to
pick
up
traction
get
stuff
out
of
there
right
away
is
in
a
neighborhood,
so
we'll
dispersed
from
you,
90mm
dispersed
all
over
the
city,
come
back
and
we'll
weigh
our
tickets
that
you
collected
the
most
trash
they'll,
be
our
big
winners
for
the
day.
So
a
lot
reports
on
totals
with
bad.
This
is
like
one
of
the
efforts
of
the
housing
team
also
wanted
to
give
you
an
update
that
the
chip
grant
is
under
way.
M
M
Do
future
funding
that's
good
as
well,
so
that's
our
up
chef
grant.
The
last
thing
will
take
a
little
bit
longer
but
I'm
all
you
have
a
booklet
in
front
of
you,
and
this
is
a
design
portfolio
that
was
put
together
for
us
and
I
want
to
read
the
inside
page
and
I
have
a
digital
presentation
too,
so
that
everyone
else
can
see
he
looks
put
together.
We
don't
want
to
read
this
to
you
first.
M
This
is
part
of
the
Georgia
downtown
Renaissance
Fellows
program,
and
it
puts
together
resources
from
a
number
of
organizations,
the
Georgia
Municipal
Association,
the
door,
the
city's
foundation
of
the
Carl
Vinson
Institute
of
government
and
the
University
of
Georgia
College
of
environment
and
design.
So
with
GMA
and
Georgia
cities
foundation
chose
Monroe.
We
were
one
of
three
cities
that
were
chosen
to
take
part
in
2016
Georgia,
downtown,
Renaissance,
Fellows
Program.
M
It
says
here
that
partner
cities
are
selected
based
on
the
criteria,
a
strong
local
leadership,
community
commitment
and
physical
readiness
tax
on
projects
we're
very
proud
of
what
was
put
together
and
what
the
student
did
she's
an
undergrad
at
UGA.
She
came
to
Monroe.
She
met
with
me:
Leanne
wood
walked
around
the
city
and
she
took
her
own
projects
from
our
downtown
master
plan
and
kind
of
flush
those
out
further.
So
let
me
get
the
presentation
here
and
then
you
can
flip
through
in
the
booklet.
M
M
These
are
the
four
that
she
chose
to
kind
of
look
at
more
intense
one
was
the
place
of
arrival
and
signage
at
the
seventy
eight
and
eleven
intersection
with
the
bridge.
The
other
was
taking
two
parcels
and
designing
some
mixed-use
infill
development
on
those
parcels.
Another
was
a
Midland
Avenue
Avenue
retrofit,
which
takes
Midland
Avenue,
continues
the
concept
already
present
in
the
downtown
master
plan
of
the
pedestrian
trail
and
the
rail
court.
The
work
extends
it
all
the
way
along
Midland
and
then
the
last
was
a
town,
Green
Park.
M
M
About
so
an
interesting
thing
she
proposed
this
is
the
signage
coming
in
on
highway
78.
What
she
proposed
was
this
process
of
reverse
graffiti,
so
it's
you,
basically
pressure
wash
the
dirt
off
to
create
signage
or
an
image
or
art
a
very
inexpensive,
a
creative
temporary
way
to
make
that
bridge
a
little
more
interesting
and
kind
of
give
you
a
sense
that
you
have
arrived
somewhere.
M
And
its
partner
with
businesses
that
we
can
update
that
signage
and
she
also
even
just
a
simple
process
of
regaining
the
media,
new
flowers.
That
would
be
a
way
to
make
the
corridor
more
inviting
the
mixed-use
FL.
This
is
the
first
parcel.
This
is
privately
owned
right
across
from
City
Hall
at
Highland,
Broad,
Street
and
right
now
the
allows
the
city
to
use
it
as
public
parking,
but
it's
actually
two
parcels
there.
So
if
she
proposes
that
if
there
are
a
way
to
do
a
partnership,
it's
just
an
aerial
map
on
this
parcel.
M
M
M
M
The
city
owns
most
of
the
block
was
we
also
the
portion
at
the
other
end
of
the
block?
Third
water
tower
is,
and
so,
if
she
proposed
was
if
the
city
was
able
to
acquire
all
of
the
parcel,
you
can
do
a
parking
garage
screened
by
retail
and
mixed-use,
and
this
is
their
interview
as
she
put
together
for
this
and
again
that's
Lawson.
D
M
Done
some
inexpensive
upgrades
Valley
with
starting
a
partner
with
art
Gill
to
get
a
mural
going
and
stringing
lights
in
the
alleyway.
But
when
you
walk
into
the
alley
and
currently,
cars
do
use
this
deity
and
has
requested
I
believe
that
we
stopped
the
traffic
exiting
onto
Broad.
Street
actually
goes
across.
M
Make
it
more
limited,
no
car
access
green
it
and
make
it
kind
of
a
public
space
where
people
would
go
and
like
another
pocket
park
that
we
got
downtown
when
you
get.
This
is
what's
currently
there
when
you
walk
into
the
alley
in
this
courtyard,
the
buildings
on
the
right,
which
you
can't
see
are
inactive
at
this
point.
There's
storage
and
they
don't
have
any
retail
activity
or
commercial
activity
in
them.
M
But
this
is
what
she
proposes,
that
it
could
be
another
courtyard
space
and
possibly
activate
those
buildings
to
become
something
that
contributes
to
downtown
and
commercially
for
Midland
Avenue.
The
idea
here
is
to
make
this
a
pedestrian
focused
corridor
rather
than
streets.
Only
and
then
you
have
Broad
Street
and
in
Madison
Avenue.
That
would
be
you
primarily
car
traffic,
but
had
this
for
bikes
and
pedestrian
and
some
cars
based
on
the
occurring.
M
A
road
diet
and
slim
that
down
so
that
it's
more
open
for
pedestrians,
each.
She
did
each
section
of
Midland,
because
it's
each
little
section
has
a
different
make
up
with
the
present
conditions.
So
the
first
is
the
rail
corridor,
and
this
is
the
view
from
Davis
Street.
What
she's
proposing
is
a
path
alongside
the
roadway,
and
this
shows
the
10-foot
path
with
about
a
five
foot
buffer
and
it
would
be
open
for
cycling
and
walking.
M
This
is
on
the
other
side
of
Davis
tree.
This
is
currently
privately
owned
and
it's
a
gravel
parking
area
which
is
proposing
is
to
extend
the
trail
will
also
provide
more
areas
for
bike
racks
and
parking
for
people
to
park.
In
kind
of
this
would
be
a
trailhead
for
the
trail.
Here's
the
aerial
view
we
can
see
all
the
additional
parking
that
could
be
added
shared
lanes
would
be
what
would
happen
on
the
rest
of
Midland
Midland
Avenue.
M
So
you
would
have
cars
that
travel,
but
it
would
be
a
shared
lane
with
Viking
as
well,
and
because
there
would
be
smaller
lanes
and
wider
sidewalks
it
flip.
It
lends
itself
to
the
slower
traffic
and
that
you
need
to
give
some
more
quick.
You
would
tend
to
avoid
this
way.
Suza,
the
current
conditions
on
Midland-
that's
feeders,
Buster's,
behind
the
courthouse-
and
this
is
what
we're
proposing
so
smaller
lanes
for
bike
traffic-
would
have
just
as
much
right
away
as
the
cars,
greenery
and
sidewalks.
M
M
With
no
activity
for
quite
some
time,
there's
the
aerial
view
and
developing
all
the
green
space
into
account
garbage
to
put
lots
of
different
concepts
into
this,
including
from
this
angle,
an
entryway
bike.
Bike
rides
kind
of
a
fountain
feature
at
the
other
end,
but
this
is
the
current
view
proposed
an
amphitheater
or
a
splash
pad
another
pathway
that
cuts
through
from
the
parking
all
the
way
to
Madison.
M
On
the
other
side,
he
or
she
proposed
an
outside
terraced
garden
area
that
could
be
written
areas
for
events,
and
then
this
is
the
view
looking
towards
Church
Street.
She
proposed
an
infill
building
could
go
on
that
end
where
it
was
on
a
church
street
and
back
onto
the
green
kind
of
framing
the
green
space.
M
The
big
total
there
for
the
town
ring
and
then
she's
facing
out
on
other
communities
and
spinach
errs
splashpad
would
be
about
two
hundred
fifty
thousand
dollars
of
this.
So
that's
a
big
portion
of
it
and
the
recipe
the
grass
save
the
benches.
All
the
things
that
it
takes
to
do.
The
gutter
streetscaping
around
this
age
of
trees.
M
It's
College
of
Environmental
Design
and
that's
the
main
presentation.
I
want
you
to
take
the
books
and
be
able
to
look
through
it
and
just
have
this
on
the
radar.
We
would
like
to
our
eighty-eight
more.
It's
already
reviewed
it.
We've
been
just
trying
to
share
this
around
it
just
get
people's
reaction
and
obviously
it's
very
cross
positive,
but
these
projects
are
large
projects
and
would
take
a
lot
of
funding
and
some
planning
over
time.
So
one
and
all
museum
is
moving
happy
to
get
your
feedback
over
the
next
few
weeks.
M
J
J
M
Would
be
able
to
apply
for
LCI
grants
again,
which
is
the
same
thing
that
funded
is
funding
the
north
brought
project.
There
were
not
a
lot
of
dollars
allocated
for
that
last
year
for
all
the
Atlanta
Regional
Commission
and
we
didn't
mind,
did
not
get
that
one.
So
I
know
that
that's
one
round
I'm
sure
that's
a
topic
Jeremiah
sure
there
are
other
options
when
it
comes
to
streets,
but
I,
don't
know
it
doesn't
depend
on
weed
and
failing
infrastructure.
So
I
think
there
are
things
out
there.
D
M
M
Tried
to
figure
out
who
actually
oversees
those
and
it
sounds
like
the
city
kind
of
maintains
them
we're
still.
We
need
I,
think
rotary
built
them
years
ago,
so
we're
going
to
make
sure
that
they
would
be
fine
with
us,
adding
to
it
there.
It's
for
signs
they're
on
actually
only
three
nouns
there's
one
on
83
coming
in
from
Eunice
there's
two
on
eleven.
L
J
They
enjoyed
the
anyways
I'm,
a
particular
diving,
the
bridge
upon
Colella
and
the
science
leading
up
the
FE,
but
she
took
their
percentage
graduate
size
and
in
particular
what
recommended
here
is
for
descending
for
saying
no
I
think
we
need
to
be
looking
at
how
we
incorporate
that
for
everything
that
should
not
be
a
long
range
right.
Well,.
L
B
A
I
haven't
posted
to
the
very
first,
yet
that's
jay-z
development,
but
something
that
could
be
considered
on
this
to
possibly
allow
it
as
long
as
playing
summer
signing
are
allowed
up
to
hundred
and
square
feet
as
a
sign.
So
if
they
were
to
widen
it
and
lower
it,
they
actually
get
more
square
footage
and
they'd
be
able
to
accommodate
the
signers
that
they
want
without
having
the
cars
block
the
lower
signs,
they
could
get
wider
instead
of
high.
A
A
A
Sir
sighs,
the
way
street
sign
is
an
existing
non-conforming
sign
that
would
be
allowed
to
normally
remain,
except
for
the
fact
that
the
zoning
ordinance
and
then
rewrite
of
the
sign
portion
anticipated
getting
rid
of
these
types
of
science,
which
is
a
pile-on
sign
internally
eliminated
plastic,
face
type
sign
when
opportunity
arose,
and
that
was
that
point
where
this
I
need
to
be
read.
Based
for.
A
The
first
sign
we
spoke
about
is
the
one
you're
asking
about
they're
both
on
lane
street,
but
want
one
of
them
applies
to
a
building.
That
only
has
the
North
Broad
Street
address.
That's
the
middle
one
that
you're
talking
about
with
all
the
different
parts
and
then
the
other
one
is
a
pylon
sign
that
was
last
forward
to
having
so.
A
D
A
Has
been
developing
piece
by
piece
over
about
four
year
period,
the
entire
four
year
period
I've
been
trying
to
get
them
to
remove
the
sign,
because
it
was
unpermitted
and
non-conforming
in
Italy.
At
this
point,
as
our
little
program
of
getting
rid
of
signs
that
are
no
longer
performing
I
sent
them
a
letter
back
earlier
in
the
year
asking
them
to
remove
it
at
which
time
they
asked
me
for
more
time,
because
they're
going
on
some
cross-country
trip
again
continue
to.
B
A
A
What
we're
trying
to
do
is
make
it
to
where
we
can
do
internal
postings
for
any
jobs
that
come
available
kind
of
gives
city
employees
something
to
aim
for
if
they
feel
they
have
the
qualifications
and
if
they
think
we
have
those
qualifications,
we
can
fill
it
internally
and
they
battle
fill
their
position
with
an
internal
posting
or
an
outside
posting,
if
not
filled
that,
because
that
posting
will
then
roll
into
an
outside
posting
if
we
don't
find
any
qualified
internal
cables.
This
is
a
fairly
common
practice
and
a
lot
of
governments.
B
I've
known
for
second
reading
improper
maintenance,
section
18,
252,
ordinance
amendment
item
five
will
be
the
second
reading
of
the
new
subsection
42
Mandy
a
ordinance
amendment
item
six
will
be
the
second
reading
of
the
fences
and
miscellaneous
provisions.
Section
62,
nine
ordinance.
Amendment
item
seven:
only
the
second
reading
of
the
offenses
in
the
miscellaneous
provisions,
section
62,
ten
ordinance
amendment
I,
remember:
eight-
will
be
the
resolutions
of
recreational
trail
grant
application,
which
circuits
I
mentioned
while
ago
item
number
nine
will
be
the
resolution
of
the
general
obligation
bond
refunding
anybody
won't
say
anything.
D
A
Hundred
thousand
dollars,
but
the
market
has
a
little
bit
of
movement
here
lately,
but
overall
it's
a
good
deal
for
us.
You
know
it's
saved.
You
know
close
to
thirty
thousand
dollars
first
year,
twenty
some
one
thousand
the
next
couple
years.
So
it's
a
good
deal
for
regardless
this
resolution
just
finishes
that
piece
for
the
general.
A
B
A
A
They
were
one
of
the
lower
bidders.
We
had
another
low
bidder
that
had
a
floating
rate.
We
didn't
really
feel
comfortable
with
this
loading
area
and
they
are
also
not
real
happy
with
waiting
around
for
council
approval,
they
kind
of
wanted
to
write
them,
so
we've
decided
to
go
with
Hancock
Whitney
banking.
A
This
term
sheet
just
lays
out
our
rate
two
point:
one
nine
percent,
which
again
substantial
savings
force,
will
be
doing
semiannual
payments
and
just
a
few
other
minor
things
that
week,
we
tidied
up
as
far
as
our
reporting
requirements
with
them,
so
I
went
ahead
and
song
that
started
in
well
that's
Friday
afternoon,
and
all
we
need
from
you
is
just
approval
of
that
action
to
be
spread.
Five
minutes.
D
B
I
Ordinary
council
won't
say
anything
else
unless
this
is
utility
bond
refinancing
that
you
had
previously
proved
going
forward
with
the
steeple
and
we've
got
this
in
order
and
ready
to
go.
You'll
have
to
bear
with
me.
It
will
take
them
on
that
I'll
be
as
quick
as
possible,
but
let
me
give
you
just
a
five
second
version
of
what
the
time
frame
is
moving
forward.
I
Tonight
we
first
reading
at
the
bottom
the
coordinates
for
the
refinery
funding,
the
bonds,
the
2003
and
2006,
as
well
as
one
people
on
who
will
do
second
reading
next
Tuesday
will
adopt
it
them
then,
as
you'll
probably
know,
we
have
to
file
validation
papers
in
Walt
hemisphere,
quarter,
validate
the
bond
refunding
who
file
those
on
November.
The
10th
will
then
advertise
tributing
on
the
16th
and
the
23rd
of
November,
and
then
we
will
have
a
validation
hearing
on
November
30th
at
9:30
a.m.
all
County
Superior,
Court
and
Bob.
I
Council
is
tentatively
set
of
closing
for
the
refunding
refinancing
on
December,
the
8th.
So
that's
the
time
frame,
so
this
will
get
refunded
before
the
end
of
the
calendar
year
and,
of
course
it
keeps
the
principal
reduction
payments
the
same
as
it
says
they
already
been.
So
with
that
I'll
give
you
this
bursaries
and
it
will
take
me
just
a
moment
at
Bob.
I
Three-Month
remedies
for
the
others
are
set
bonds
and
for
other
purposes,
whereas
George
owns
and
operates
provides
water
and
sewer
system,
gas
distribution
system,
electrical
species,
Mr
McKay
television
system
and
whereas
the
city
has
previously
issued
its
combined
utility
revenue,
refunding
bonds,
Series
2003
and
combined
utility
revenue,
refunding
bonds,
Series
2006
and
has
incurred
alone
from
the
George
environmentally
Hansen
Authority.
And
whereas
the
city
proposes
issuing
its
combined
utility
revenue,
refunding
bonds
series
2016
in
the
principle,
amount
of
16
million,
seven
hundred.
I
Seventy
thousand
dollars
for
the
purpose
of
refunding
the
series,
2003
bonds
and
the
series
2006
bonds
and
refinancing
the
Gees
alum,
and
preparing
the
costs
of
the
issue
of
the
twenty
six
series
2016
bomb.
And
whereas
the
tour
series
2016
Bob,
will
be
secured
by
personally
on
the
net
revenues
of
the
utility
system.
And
whereas
the
city
proposes
to
provide
for
the
issuance
from
time
to
time
and
under
certain
circumstances
is
inscribed
here.
In
of
additional
bonds.
I
Ranking
has
to
lean
on
the
net
revenues
on
a
parity
with
the
lien
there
securing
the
series
2016
bomb
and
whereas
the
city
proposes
authorize
the
execution
delivery
performance
of
an
escrow
deposit
agreement
dated
as
of
December
1
2016
by
between
the
city
and
the
Bank
of
New
York
Mellon,
Trust
Company,
as
escrow
agent
related
to
the
refunding
of
the
refunding
bonds
and
whereas
a
seer
City
proposes
to
adopt
a
policy
with
respect
to
its
tax-exempt
debt.
Now,
therefore,
be
it
or
day
about
the
City
Council.
I
Five
effective
calls
are
prevalent,
part
of
a
forward
custody
and
application
of
proceeds
and
constructions
under
Section.
One
closing
fund
application.
The
series
2016
bond
proceeds
section
two
constructions
section:
three:
investment
of
construction
fund
monies
are
the
five
revenues

B
Thank
you
very
much
item
breeze,
Erina
work,
airport
concert,
I
think
the
airport
comedian
stuff
is
brought.
Some
attention
to
have
might
be
having
time
served
out.
Therefore,
we've
got
a
person
that
would
like
to
kind
of
do
that,
so,
instead
of
just
going
back
and
forth
on
the
phone,
just
inviting
them
to
come,
give
them
about
15
minutes
to
present
their.
P
P
You
know
we
years
ago
we
brought
up
Christmas
lights.
We
brought
up
Friday
night
concerts
and
you
know
I
want
to
thank
you
for
organizing
a
Airport
for
me,
because
we
got
a
resource
at
the
airport
right
now
that
we're
not
utilizing
100%.
You
know,
we've
got
a
great
opportunity
and
I
started
looking
at
it
being
on
the
airport
committee
about
a
year
ago
about
bringing
money
into
the
city.
You
know
we
need
money
for
the
airport
and
just
have
an
idea
and
trying
to
figure
out
how
to
pull
it
off.
P
I
contacted
Goldberg
production
which
is
used
to
doing
this
kind
of
thing.
This
operation
they've
done
it
all
over
the
United
States,
and
so
we
looked
at
it
with
the
airport
committee,
air
or
committees
budget
on
it
they
voted
yes
to
move
forward
with
it
and
I
wanted
to
cancel
to
here
and
so
cheery
I'll.
Let
you
take
over
the.
O
Some
of
you
may
not
know,
gota
Productions
is
about
20
in
that
manner
castle.
Some
of
you
guys
know
us
some
of
you
know
it.
We've
been
in
the
entertainment
business
for
a
very
long
time
and
we
they
help
so
many
people
we
have
across
the
country.
We
have
recommendation
letters
that
we've
actually
presented
to
several
the
councilmembers
here
and
read,
hang
on
just
a
second
up.
They
be
still
working
on
the
slide
of
time.
O
Also,
we
were
approached
yes
about
a
year
ago
and
I
was
going
to
show
you
the
timeline,
but
the
slides
aren't
working
well.
I
have
a
timeline
that
also
sent
to
the
city
attorney
along
with
the
lady
announced
the
program
in
when
mr.
Jimmy
came
to
us.
He
said
Jerry
I
got
an
idea.
Do
you
think
it'll
work
that
so
hard?
Oh,
so
when
he
did
June,
that's
a
big
undertaking.
You
know
for
somebody
to
do
and
I
says
we
can
handle
it
because
we
have
shows
like
that.
D
O
O
O
O
D
O
O
That's
just
it
takes
to
some
of
the
shows
that
we
do
every
time
some
of
the
clients
that
Jimmy
has
the
recommendation.
Letters
a
little
Roman
he's
got.
Some
we've
been
with
some
of
these
guys
for
six,
some
up
for
19
years
and
they've
allowed
us
to
become
a
company
that
can
help
people
and
a
couple
of
bottom-line
things
that
we.
O
When
we
were
approached
about
this
event
for
the
airport,
we
immediately
started
the
timeline
and
from
July
up
until
the
concert
time
for
next
year,
which
would
be
either
September
first
weekend
or
the
second
weekend
in
September
was
what
was
proposed
and,
of
course,
yeah
they're,
looking
towards
the
Georgia
Tech
football
games
to
make
sure
out
of
location.
But
if
concept
concert
was
on
a
Friday
night
and
of
course
said
it
would
be
the
football
game.
But
mr.
O
O
O
O
O
Most
of
it
is
Nancy
here,
Judy
X
and
would
handle
the
security
with
these
of
the
police
in
several
security
issues,
the
traffic
and
as
far
as
ticketing
Judy,
would
take
care
that
John
Jeff
would
actually
take
care
of
our
logistics
when
it
comes
to
making
sure
everything's
in
its
proper
place.
Rick
would
have
to
take
care
of
most
of
the
states
president
stuff
and
then
when
that's
well
office
would
be
here
to
make
sure
that
all
react
and
there
would
be
4x
with
this.
O
Did
you
decide
to
do
this
with
3
opening
acts
and
then
the
main
act?
As
far
as
the
trash
didn't
clean
up?
There
is
a
company
that
sponsors
things
that
we
do,
which
is
a
trash
company
that
for
us
we
have
a
cleaning
company
that
actually
is
with
us.
Also
a
partner
this
mark
barricades,
the
barricades
would
tell
with
the
state
what
I
tried
to
do
when
mr.
Richardson
Mitch
addicting.
You
would
take
all
the
pressure
off.
O
N
N
Is
but
you
can
do
it
as
a
community
and,
as
I
said,
and
just
invite
the
public
with
no
tickets,
you
can
do
tickets
there.
There
are
so
many
options
that
you
can
make
this
work.
If
you
really
want
this
to
do
you
have
the
economic
impact
of
bringing
people
that
never
been
to
Monroe
before
make
your
city
as
shining
star,
because
the.
N
And
I
wouldn't
even
expect
outside
of
Georgia,
but
it's
if
you
it's
in
your
hands,
we're
here
to
support
you
or
you
do
it
whatever
we
can
to
make
this
happen
for
you,
as
we
did
said,
we
do
have
the
resources
to
pull
this
off
and
we've
done
successfully
in
other
parts
of
the
state
as
well
as
nationwide.
You
have
event
so
I
just
want
you
to
take
that
into
consideration.
N
B
O
O
To
say
yes,
we
would
definitely
like
to
come
around
Jordan,
which
we've
already
contacted
up
and
talked
to
them,
and
then
they
come
back
to
us
once
we
make
an
offer,
if
you
want
to
do
that
or
great
sanctuary
will
come
to
Monroe
for
this,
that
hasn't
happened
yet
hasn't
been
approved
that
you
want
to
do
this
first,
we
are
not
bringing
this
to
you
as
a
promoter,
we're
bringing
it
to
you
to
say
this
can
happen.
We
can
make
this
happen
for
you.
O
O
Your
ticket
sales,
which
I've
drawn
up
a
draft
with
the
ticket
sales,
we
anticipate
plus
the
investors
that
we
have
investing
in
this
plus
the
sponsors
that
we
have
invested
in
this
I'm
out
of
pocket.
We
think
just
25
grand
and
that's
not
necessary
all
coming
from
you,
but
it
comes
with
us.
Also
that's
how
much
we
wanted
to
happens
because
we're
going
to
partner
up
with
you
and
say
yeah
we'll
cover
some
of
the
cost
of
that.
N
D
D
O
Me
just
give
you
a
couple
of
breakdowns
that
we
have
for
financials
for
300
VIPs.
We
had
200
be
happy
stole
100
silver,
the
beer
gardens.
We
have
some
of
those
this
as
far
as
ticket
prices,
from
ten
to
fifteen
to
twenty
thousand
people
and
then,
as
far
as
the
shuttle
buses,
the
security,
which
is
our
nineteen.
D
L
N
E
O
O
K
O
When
you
say
guarantee
for
that,
200
ppm
only
10%
of
whatever
the
Vans
going
to
charge
and
that's
if
the
band
charges
250,000
we
do
10%
of
that,
but
I
think
you
first
have
to
decide.
This
is
what
you
want
to
do.
Then
we
go
back
to
the
payments.
A
the
devs
want
this
to
come
to
the
city
in
multiple
years.
N
D
H
O
D
J
O
O
And
you
know
for
us,
we
were
approached
to
kind
of
pull
this
up.
We
didn't
have
any
idea.
There
was
even
thought
about.
Then
we
said
yeah
we're
gonna
pull
this
off
for
you
to
turn
a
bunch
of
money.
So
it's
nothing
we're
proposing
to
you
to
say
we
want
to
bring
this
band
here.
Make
things
happen?
We
can
get
the
Vans
here
per
your
request
of
savings.
Your
this.
This
seems
to
be
something
we'd
like
to
do
yep.
We
could
do
that
so.
E
B
A
For
money,
I
guess
here
in
the
possible
revenues
of
8,000,
I,
guess
from
a
city
and
an
airport
perspective.
It
concerns
me
greatly
that
you
know
they're
they're
added
insurance
requirements
that
we've
got
to
look
at
for
the
actual
facility
itself.
Right
now,
we've
got
a
per
occurrence
of
five
million
dollars
and
a
total
of
aggregator
10
million
and
speaking
with
Bob
Seville
today,
I
think
the
the
added
cost
they
couldn't
actually
quote
us
a
price
on
what
it
would
be
for
this
couple
of
day
event
or
week
event
until
they
actually
saw
a
plan.
A
You
know,
runways
lights,
the
few
business
owners
that
we
have
out
there
to
close
the
airport
I
think
it
would
hurt
them,
and
then,
on
top
of
that,
you
know,
you're
looking
at
you
know,
you've
got
to
have
their
buy-in
100%
for
the
FAA
approved
and
then
then
their
preparation
costs
and
I
actually
I'd.
Ask
mark,
counts
from
boards
Wagner
summer
canon
to
come
tonight
and
discuss
the
guidelines
that
we've
gotta
meet
just
for
the
FAA
to
even
consider
closing
the
airport,
so
I
think
there's
some
additional
costs.
Q
I'm,
not
here
in
favor
or
against
this
at
all,
they're
all
sitting
there
for
sure
sure
a
airport
consultant
just
to
give
you
the
energy
requirements
that
would
be
necessary
in
order
to
get
this
information
through
the
40d
or
to
this
type.
What
cloture
does
happen
doesn't
happen.
A
lot
for
event
like
this,
but
the
the
first
thing
has
to
happen
that
you
get
make
a
formal
request
through
the
Georgia
Department
of
Transportation.
The
second
thing
is,
you
have
to
put
together
a
safety
and
security
plan
for
the
event
itself.
Q
Thirdly,
they
have
put
together
an
Operations
plan.
We
have
to
have
event
an
event
plan
as
well
as
sketches,
where
all
the
parking,
what
the
areas
that
would
be
permitted
open
space
to
be
used
and
not
use
to
have
documentation
that
the
airport
would
be
receiving
the
financial
benefit,
probably
from
the
event
and
where
this
money
would
be
going
in
the
future.
How
would
have
many
be
spent
magnitude
to
the?
Q
Of
course
you
got
your
insurance,
your
liability
information
as
well
as
mentally,
if
any
form
70
50
60.
So
there
is
the
prep
involved
in
getting
out
of
this
information
together.
You
know
I've
seen
figures
from
ten
to
fifteen
thousand,
just
to
get
this
type
of
information
to
be
submitted
for
approval
or
denial.
So
you
know
that
here's
we.
O
Q
I
Q
Q
For
an
example
down
in
Jacqueline
Jordan,
they
handle
to
call
the
grip,
the
shrimp
and
grits
festival.
They
closed.
The
airport
I
think
some
like
three
days,
but
they
only
use
that
Air
Force
apart
so
they're
very
restricted
on
where
people
wander
from
the
circle.
They
have
bear
cage
leader
moment
and
all
you
know.
What's
the
park,
all
there
they're
pretty
much
escorted
to
the
showing
muscles
to
take
you
to
the
actual
events
I've
taken
to
this
event,
it's
same,
but
it's
a
three-day
three-day
clutter.
I
O
O
O
O
A
O
Will
actually
take
here
with
our
staff
all
the
monies
that
come
in
through
the
tickets,
the
ticket
partner
that
we
have,
which
does
major
festivals
across
the
nation?
We
just
met
with
international
tour
and
what
has
been
requested
to
see
if
we
can
do
something
like
that,
but
they
handled
everything
when
it
comes
to
the
finances
for
the
tickets
and
everything
so.
A
H
O
But
the
coolest
part
about
I
think
the
moving
rights
of
what
we're
thinking
I'm,
going
to
share
something
with
you.
That
is
always
a
possibility,
happens
everywhere.
Sometimes
when
there's
a
band
who
has
members
of
a
certain
place
where
the
band
goes,
the
money?
Actually
they
say
you
know
we'd
like
to
give
this
money,
because.
O
N
A
N
O
Read
this
letter
for
you,
this
is
a
letter,
maybe
replica
it
says
here:
hello,
Lane,
it
lands
actually
God
we're
working
with
it.
Actually
is
the
guidance
on
the
tool
that
the
vanity
says
to
us.
I
just
want
to
take
a
few
minutes,
and
thank
you
so
much
for
taking
time
out
of
your
busy
schedule
to
talk
to
us
in
that
field,
which
mr.
Vieau
this
runs
our.
P
O
O
O
Labor
Day
weekend
every
year
on
Friday
night,
and
then
we
want
fans
to
stay
in
this
person's
home
town
and
the
surrounding
cities
for
a
Georgia
football
on
Saturday
somewhat
of
a
music
football
weekend.
We
can't
of
course
enjoy
other
day
suggestion
from
and
it
will
be
greatly
appreciated.
We
know
this
would
be
an
awesome
experience
for
family
and
a
lot
of
local
fans.
We
have
sponsors
considered
for
expenses,
but
cannot
approach
finances
until
the
date
is
approved
after
expenses.
O
I
N
D
A
N
H
I
guess:
oh
the
letters
great
that
lyrics
from
us
I
just
thought
there
should
be
a
letter
from
them
saying
that
you
know
we
are
interested
in
coming
them
in
a
row
and
then
we
can
stay
up
here.
Till
ten
o'clock
talking.
O
O
Well
rested
for
a
different
price
right
for
a
home
county
yeah
and
the
first
question
thing
because
I
already
mention
that
I
said
well
Jerry
do
they
know
that
they
it
would
make
a
lot
of
money
less
coming
in
there
Steve
that's
yeah!
We
just
have
to
go
back
to
the
council,
see
what
they
think.
Let's
but.
N
B
P
O
L
O
Think
first
thing
you
need
to
do
is
decide.
You
want
this
to
happen,
except
was
wanting
to
happen.
Get
this
family
and
the
band
knows
the
day,
but
I
think
the
letter
from
the
city
and
then
have
to
be
that
that's
one
that
I
draft
these
issue,
as
we've
already
talked
to,
and
you
know,
and
the
heart
feeling
in
that.
