the

for

projects

engineering
is
progressing

care

lot

that
aspect

eastbound
on.

also
been
working
on
a
westbound
on
ramp
at
Charlotte
Rowell
Boulevard,
that's
kind
of
going
to
be
a
relief
valve,
so
to
speak
as
they
may
be.
Pavilion
development
comes
to
fruition,
we're
hoping
to
get
to
you
next
month,
a
letter
of
intent
on
funding.
Again,
an
agreement
between
city
county
state's
gonna
pick
up
the
lion's
share
of
the
cost
and
the
developer
is
going
to
participate
as
well,
so
I'll
be
getting
that
to
you
next
month.

also
been
working
on
getting
highway,

and
78
improvements
programmed.
This
is
gonna,
be
a
multi-phase
approach
over
several
years,
but
the
initial
idea
is
to
create
some
traffic
relief.
As
the
truck
connector
bypass
comes
online
in
a
few
years,
we're
gonna
get
ahead
of
the
game
and
create
some
additional
capacity
up
there
as
those
trucks
and
other
vehicles
exit
on
North,
Broad,
Street,
hopefully
soon
you'll
start
to
see
double
turn
lanes
and
start
at
Unisa.
Drive
I
know
they're
badly
needed.
Therefore,
that
stacking
has
been
let
by

dot.

don't
have
any
cost
in
this.
This
is
good.
We've
just
got
it
right
there
with
with
district
one
to
help
guide
the
process
in
the
need
and
also
signal
upgrades.
It
was
spring
and
Martin
Luther,
King,
Boulevard
that'll
be
let
shortly
as
well
we'll
see
the
state
pick
up
one
hundred
percent
of
that
tab
and
that
will
eventually
lead
into
kind
of
a
phase
2
project
with
them,
which
will
be
additional
through
lanes
on
whispering
the
duals.

the

Broad
the
streetscape,
we
just
finished
a
supplemental
agreement
for
additional
lighting
and
pavers
to
be
installed
at
the
end
of
the
year
here.
This
is
really
good,
because
this
is
an
additional
80/20
match,
just
like
we

the
the
whole
project,
so
we've
already
paid
for
the
lighting
they're
gonna
give
us
some
additional
reimbursement
on
this
so
happy
to
get
that
in
place.

with
the
pavers,
you
probably
saw
a
lot
of
the
trucks
and
other
vehicles
have
hit
some
of
these
islands
that
are
planted,
didn't
work
out
so
well

west
Spring
Street,
the
other
streetscape,
is
effectively
closed
out.
Now
we
will
likely,
with
all
the
balance
of
the
retaining
to
the
contractor,
due
to
the
liquidated
damages
of
project
delays,
but
we're
finalizing

paperwork
on
that
right,
now,
kind
of
glad
to
see
that
one
finally
come
to
a
close
and
just
some
other
things.
We've
been
working
on
we're
continuing
to
work
on
several
public-private
parking
lot
agreements.

essentially,
what
we're
trying
to
do
is
maximize
public
benefit
of
all
this
asphalt
that
we
have
in
town
without
trying
to
add
anything
else
to
inventory.
So
until
we
exhaust
those
options,
I
don't
think
to
pay
for
anymore
downtown
parking
until
we've
exhausted
all
options.
There's
negotiations
seem
to
be
coming
along
and
we'll
keep
you
posted.

far,
we've
completed
an
unbelievable
amount
of
projects
this
year.

would
classify
as
big
projects
somewhere
around
50,
pretty
big
substantial
projects
in
all
realms,
whether
it
be
utilities

streetscapes
repaving,
you
name,
it.
We've
done
a
lot
and
it's
it's
kind
of
brought
us
to
the
forefront
here
in
Monroe
to
being
the
best
small
town
in
America,
as
mayor
Howard
likes
to
opine
routinely.
So
I
want
to
thank
everybody
here

your
participation
throughout
the
year
it's
been
a
challenging
year.

area

last

redid
the
entire
cashier
area
looks

stretched

six
stations
to
five,
so
it
gets
everybody
more
room

friendly
and
it's

we're

up
quite
well

grant
application
this
past
week
and
they're,
estimating
the
cost
to
repay
for
each
stripe
at
1.2
million,
of
which
ours
is
a
small
percentage
and
then
add
to
that.

few
areas

report

Our
sign
of
marketing
division,
completed
77
units
work,
primarily
installing
eighteen,
new
signs
throughout
the
city,
fleet,
maintenance,
division,
completed

units
of
work,
doing
preventive
and
corrective
maintenance
throughout
the
fleet.
Currently,
our
street
crew
is
we've
put
out
about
40
tons
of
cold
patch.
We
found
some
good
mix
of
a
cope
action.

That's
what
we're
doing
utility
cuts
with
now
and
they
spent
the
last
week
and
a
half
probably
going
through
Cydia
done
a
great
number
of
utility
cuts
throughout
the
city,
smoothing
up
some
of
those
transitions
from
existing
to
current
places
where
the
patches
were
made.
Our
leaf
truck
is
out
and
running.
They
ran
for
days
and
we're
still
on
the
Mundi
route.

There's
a
lot
of
Leafs
out
so
be
patient
with
those
that
trucks
running
and
it's
coming,
but
it's
coming
slow,
so
it'll
get
there
we'll
stay
on
the
route
and
progress
through
that
as
we
can.
The
biggest
thing
is
mr.
Larry
Bradley
alluded
to
earlier,
and
mr.
Probst
was
reporters.
A
week
ago.
The
red
light
at
McDaniel
and
Breedlove
went
out.
It's
the
oldest
system
in
the
city.
We've
got
some
prices
to
put
it
back,
as
is
under
$15,000,
but,
like
mr.
O
Bradley
stated
earlier,
we've
had
nothing
but
positive
comments
about
the
existing,
always
stop
there.
So
you
can
discuss
if
you
will
a
$15,000
repair
or
a
couple
hundred
dollars
to
make
the
four-way
stop
permanent.
A
few
signs
changed.
I
think
it
works
better
as
a
four-way
stop
for
various
reasons.
Mr.
Bradley
discussed,
controlled
speeds
for
stop
easier,
turns,
left
and
right,
so
I
wouldn't
do
whatever
whatever
y'all
decide
to
do.
There
just
makes
more
sense
to
me
to
leave
it
there
as
a
four-way
stop.

leave

red
light

know,
it's

that
light
does
put
some
strain

those
poles,

think

light
with

needed
and
would
lessen
the
strain
on
those
poles.

we
would
definitely
need
to
be
leaving

red
lights
flashing,

ways
until
it's
become
well
established.

traffic
calming
and
one
of
our
our
planning
sessions
and
kind
of
low-hanging.

for
affordability
and
good
impact

slow

two
streets:
East
Church
and
Davis
Street
kind
of
the
same
area
and
I
think
we
can
achieve
some
economies
of
scale
and
mobilization
of
construction
here.

kind

be
our
first
project
with
them,

our
call
engineers

you
guys
approved

few

back

of
want
to

bid

this

its
fully
designed
and
engineered,
would
come
back
to
you
for
final
approval
of
the
construction
bids.

replace
any
Church,

basically
they're
a
little
kind
of
like
what's

North
Broad,

medians

could

down

lane

bit
and
then
bring
it
back
out.
So
this
is
designed
to
fold
to
slow
cars
and
discourage
truck
traffic
on
each
Church
Street.

these

run
over,

going

destroy

was
the
best
alternative
we
all
kind
of
came
up
with.
As
far
as
design
we
had
looked
at
chicanes,
but
input
and
putting
in
a
full
chicane
we'd
have
to
eat
up
some
of
that
sidewalk
and
then
we'd

to
get
into
right
away
acquisition
and
so
on
so
forth
that
really
wasn't
cost
effective.
This
would
be
a
solution.
Then
we
looked
at
where
we
would
place
them
along
East,
Church
Street
for
the
least
amount
of
impact
to
those
homes
and
curb
cuts
where
we
would
place
Street
location.

to

and

social

The
traffic
controls
about
to
put
in
place,
but
the
area
of
the
work
zone

bid
phase
is

two

part

itself

the
low
bid
was

south

builders
incorporated

amount

million

to

million

within
a
bid
alternative,
two
hundred

for
trenching
and
labor,
laying
the
fiber
conduit
along
the
same
route.
If
you
remember,
we
talked
about
we're
gonna,
you

open
a
ditch,
let's
capitalize
on
it
with
telecom
as
well.

split
50/50
with
the
city
of
loganville,
as

tucked

behind

they're
gonna
pay,

percent
of
that

construction
cost

reviewed

them
yet
from
Loganville,
soon
always
good
there.
With
this,
this
contract
with
mid-south
builders
incorporated.

letting

matter
what

price

y'all
want
to
have
agreement

50%
of
the
cost,
but
the
logistics
of
that
per
the
agreement
is,
we
will
front
100%
of
the
costs
until
the
product
is
complete
and
then
at
project
completion.

will
final
bill
them
and
then
they
have
90
days
to
pay

50%.

far
as
how
we're
paying
for
it's
a
combination
of
city,
loganville,
utility
CIP,
which
we
talked
about
for
quite
a
while

potentially,

we
do
get
into
a
utility
bond,

can

clawback

the
time,
we're
actually
in
construction
and
paying
bills
and
capture
those
costs
via
the
bond.

that
we're
not
drawing
down

growth,
a
study
was
done
back
in
2008,
with
wait,
a
minute
singleton
our
long
term
utility
engineers
to
prepare
raw
water
line
system
for
the
City
of
Monroe.
Whatever
reason
back,

market
economy.
We
decided
not
to
proceed,
given
that
the
time
has
expired
with
Georgia
EPD.
We
have
to
resubmit
this
design
back
through
the
wringer.

we
had

pretty
busy
month
for
the
month
of
October,
total
calls
for
service
was
1728
officers
conducted
three
thousand
and
165
area
checks
in
the
city.
Our
part,
one
part:
two
crimes
are
up:
you're
gonna
see
that
go
up
this
time
of
year,
as
we
do
every
year
as
we
go
through
the
holidays,
but
I
still.
You
know
here
today
compared
to
light
year
we're
still
down
in
both
of
those
part
one
and
for
two
crimes.

We
had
a
standoff,
for
you,
know
several
hours
out
there,
but
we
were
able
to
work
collectively
together
with
our
EMS
and
with
Walter
Kenney
Sheriff's
Office
and
Georgia
State
Patrol,
and
able
to
bring
that
situation
to
a
resolve
without
any
harm
to
any
citizens,
to
the
suspect
and
we
were
actually
able
to
recover
a
weapon
from
the
room
and
there
as
well,
so
that
that
ended
very
calmly.
It
could
be.
Second,
is
that
we
had
was
the
incident
of
the
armed
robbery
at
the
Kentucky
Fried
Chicken
and
officers
work
swiftly
on.

was
able
to
make
an
arrest
on
that
as
well,
so
to
have
two
major
events
to
be
able
to
resolve
them
pretty
swiftly,
as
we
did
I'm
very
proud
of
how
our
officers
handled
those
situations
and
that's
pretty
much.

have,

guys
see
the
rest

like
a
remote-control
car
that
has
a
camera
on
it
and
it's
pretty

neat

room

vehicle
inside.
So
we
could
check
the
bathroom
areas
and
limit
everything
to
the
the
bed
itself
and
actually
fire
brought
out
their
thermal
system.

TAS
out

DEA
Drug
Task
Force
mr.
strike
force
unit.
They
work
together
with

FBI
ATF,
US,
Marshals
and
part

They
will
send
her
to
the
DEA
task,
force,
training
and
she'll
be
going
to
training
down
in
Charleston
South
Carolina.

is

no
cost
to
the
city
whatsoever.
They'll

This
year
we
had
ten
new
businesses
acquire
a
business
license.
We
had
nine
Network
closed.
A
couple
of
those
closings
were
just
change
of
ownership,
so
their
ongoing
major
projects.
At
this
time
we
have
still
silver
queen
under
construction.

The
Main
Street
apartment,
complex,
is
eventually
gonna
get
above
ground
they've
been
moving
that
dirt
for
a
while
they're
being
punished
by
a
drill
sergeant,
but
anyways
they've
got
some
concrete,
going
in
place
now
and
they're
getting
they're
getting
ready
to
get
above
ground
with
that
project,
and
you
may
have
noticed
the
Spring
Street
dentist's
office
being
built
by
the
auto
parts
store.
That's
that's
almost
complete
and
it
looks,
looks
really
good.
It's
a
complement
to
that
corridor
to
the
city
marshal
segment.

We
had
47
signs
removed
from
the
roadway,
they
wrote,
212
repair,
cleanup
notices
and
those
will
probably
be
going
up
significantly
since
we
have
to
now,
but
that's
that's
still
quite
a
bit.
They
investigated
seven
tampering
cases
and
wrote
ten
citations
on
those
and
historic
preservation
issued
three
COAS.

Childers
Park

we'll

Hall
and

south
and
ending

mill

big
meeting
Monday
night
with
all
the
entries
standing-room-only
in
here
and
everybody's
ready
to
go,
we'll
be
staging
all
on
Midland
old,
Springs
Avenue
and
everything
will
funnel
through
Williams
Street
back
on
the
broad
to
do
the
parade.
So
it's
a
full
parade.

We
did
have
to
cut
off
entries
and
we've
been
turning
people
away
for
the
last
two
weeks,
so
it
should
be
a
great
one.

usual
and
the
other
thing
that
I

in
the

updated
retail
marketing
brochure

site
prepares

us
and
the
numbers
are
all
trending
upwards
as
far
as
population
and
median
household
income.

growth

area

again,
these
numbers

a
little
different
than
the

that
they
can
provide

typical

minute
drive

are
