nice
to
be
with
you
leaders
in
Mountain
View
in
Mountain
View.
In
the
last
couple
of
years,
we've
had
several
hate
crimes,
including
a
chinese-american
man
who
was
spit
on
on
Castro
Street,
while
eating
his
lunch,
as
well
as
a
woman
wearing
a
hijab
that
was
riding
her
bicycle
and
was
chased
and
assaulted
by
someone.
So
the
really.
The
first
question
is:
what
is
a
hate
crime
as
opposed
to
a
hate
incident,
so
I'll
discuss
that
briefly?
C
Why
does
it
matter
that
we
prosecute
hate
crimes?
What
is
the
effect
of
Prosecuting
a
hate
crime,
and
why
does
that
matter
and
then,
finally,
what
can
we
do
to
to
reduce
the
incidences
of
hate
incidents
and
hate
crimes?
So
the
first
is:
what
is
a
hate
crime?
A
hate
crime
is
number
one:
an
underlying
crime
like
assault
battery
burglary
robbery,
vandalism,
in
addition
that
the
victim
was
targeted
because
of
the
victims
perceived
ethnicity,
religion,
sexual
orientation
or
gender.
C
So
it's
a
crime
and
the
motivation
for
the
crime
was
the
defendant's
perception
of
what
the
victim's
ethnic
identity
is
sexual
orientation,
religion
Etc.
So
it's
those
two
parts:
this
is
to
distinguish
a
hate
crime
from
a
hate
incident.
So
generally
speaking
in
the
law,
words
alone,
no
matter
how
hateful
and
awful
are
not
a
crime,
but
a
physical
action
with
a
motivation
based
on
a
bias
is
a
hate
crime.
C
So
the
an
example
that
illustrates
this
is
if
someone
yells
and
screams
well
I'll,
give
you
examples
from
what
happened
in
Mountain
View,
so
chinese-american
man
was
eating
lunch
on
Castro
Street
and
a
woman
approached
him
and
started
yelling
at
him
about
the
Kung
flu
and
the
coronavirus,
and
he
should
go
back
to
China
and
it's
terrible
what
you
know
the
Kung
Fu
has
done,
and
then
she
spit
on
him.
So
the
spitting
on
him
is
a
physical
act.
C
There
is
a
one
example
where
words
by
themselves
can
be
enough
for
a
hate
crime
and
it's
in
a
situation
where
one
person
threatens
another
and
the
threats
are
so
powerful
and
they
leave
a
reasonable
person.
Thinking
that
someone
is
about
to
assault
them.
So
an
example
of
this
is
an
incident
that
happened
a
couple
months
after
the
pandemic
began
in
our
country.
In
San
Jose.
C
And
so
that's
a
case
where
we
we
charge
that
as
threatening
a
criminal
action
threatening
to
hurt
someone
and
also
as
a
hate
crime.
So
one
thing
I
should
just
let
the
city
council
know
is
there's
a
manual
that
prosecutors
review
to
keep
up
on
laws
relating
to
hate
crimes
to
determine
when
and
how
they
should
be
prosecuted.
And
it's
a
manual
that's
published
to
prosecutors,
offices
all
over
the
state
and
it's
a
manual
that
was
written
by
my
office.
So
we
take
hate
crimes
very
seriously.

We
have
a
prosecutor
that
is
assigned
to
review
all
of
the
potential
hate
crime
cases
that
come
to
us
and
to
prosecute
those
and
I.
Think
that
raises
the
question
of.
Why
does
it
matter
right
it?
Why?
What
is
the
difference
between
punching
someone
and
yelling,
an
ethnic
slur
at
them
and
then
punching
them
well,
I
think.
The
way
to
think
about
this
is
that
a
hate
crime
is
really
a
crime
against
three.
It's
a
crime
against
that
individual.

Let's
say
the
the
chinese-american
man
that
was
just
eating
this
lunch
on
Castro
Street,
something
that
many
of
us
I'm
sure
have
done.
C
I've
done
I
live
not
far
from
Los
Altos
and
have
lunch
on
Castro
Street,
quite
often
so
it
it's
a
that
crime
of
yelling
and
and
then
spitting
on
that
man
is
a
crime
against
that
chinese-american
man
as
an
individual
number
one
number:
two:
it's
a
crime
against
Chinese,
Americans,
Asian,
Americans,
really
all
over
the
Bay
Area,
because
unfortunately,
hate
spreads
quickly
and
fear
spreads
quickly
and
when
one
chinese-american
person
is
attacked
on
Castro
Street
in
Mountain
View
soon
many
Asian
Americans,
all
over
the
Bay
Area
hear
about
it
and
are
concerned
about
it
and
are
fearful.
C
So
it's
a
crime
against
that
individual.
It's
a
crime
against
that
individual's
entire
ethnic
community
and
finally,
and
significantly,
it's
really
a
crime
against
all
of
us
as
Americans
who
are
entitled
to
fair
and
equal
treatment
under
the
law,
and
certainly
it's
a
crime
against
the
values
that
we
hold
in
this
community
of
pluralism,
intolerance
and
welcoming
people
who
are
here
from
from
other
countries
and
come
from
different
backgrounds.
So
that's
why
I
think
it's
so
important
to
prosecute
these
crimes.
I
think
before
I
say
what
we
can
do
about
them.

So
the
trend
over
the
last
couple
years
has
gone
up,
and
this
is
something
that
we've
seen
not
only
in
our
County
but
nationally
this
year.
Up
to
this
point,
there's
been
about
10
or
11
hate
crimes
in
our
County,
so
I'm
I'm,
optimistic
I'm
hopeful
that
things
are
starting
to
calm
down
a
bit
in
terms
of
the
the
victims
of
hate
crimes
in
our
in
our
County,
we're
in
a
very
diverse
County.

As
all
of
you
know,
35
Asian,
a
third
white
25
Latino,
three
percent
African-American
40
of
the
people
who
live
in
our
County
were
not
born
in
the
United
States,
a
very,
very
diverse
County
and
the
victims.
The
demographics
of
the
victims
of
our
hate
crimes
reflect
that,
certainly
in
20
and
2021,
we
saw
an
increase
in
hate
crimes
against
Asian
Americans.
We
certainly
saw
that
in
terms
of
the
perpetrators
of
hate
crimes,
the
perpetrators
are
also
diverse,
they're
they're
white
they're,
black
they're
Hispanic,
they're
Asian.

One
thing
to
know
is
that
when
we
charge
a
hate
crime
enhancement,
not
only
are,
does
it
reflect
the
seriousness
of
the
crime
and
increase
the
potential
accountability
that
the
individual
will
face
in
terms
of
jail
or
prison,
but
it
also
specifically
directs
the
judge,
as
a
part
of
sentencing,
to
consider
strongly
having
the
perpetrator
attend
classes
about
the
group
that
he
victimized
and
their
contributions
to
this
country
and
to
do
community
service
for
a
group
that
that
serves
the
ethnicity
of
the
people
that
he
victimized
and
I
think
the
reasoning
behind
that
is
something
that
we
all
understand,
which
is.
C
We
really
want
today's
perpetrator
of
a
hate
crime
to
be
tomorrow's
upstander.
You
know
we
want
to
try
to
change
people's
hearts
and
minds
and
change
the
views
that
someone
who
targets
someone
of
a
different
ethnicity
for
a
violent
act
in
the
future
to
be
different,
and
that
leads
me
to
the
things
that
we
can
do
to
try
to
prevent
hate
crimes.
Number
one
call
the
police:
if
you
see
a
hate
crime
or
you
see
an
incident
that
appears
to
be
a
hate
crime,
please
call
the
police.
C
Really
just
the
physical
presence
of
standing
next
to
that
victim
tends
to
have
a
de-escalating
effect
on
a
perpetrator,
so
we
we
also
encourage
that,
in
addition,
as
as
many
of
you
know,
there's
been
many
many
rallies
against
all
forms
of
hate
in
our
County
over
the
last
couple
of
years
and
I
participated
in
many
and
I
know
that
you
have
as
well
one
thing
that
I
would
just
highlight
that
we
did
in
the
district
attorney's
office
really
around
March
of
2020,
when
I
began
to
hear
more
reports
of
hate
crimes
targeting
Asian
Americans
as
a
result
of
the
coronavirus
is
we
we
put
a
public
service
announcement
out
it's
57
seconds
long.
C
It
was
replayed
many
many
times
on
local
media
and
it's
something
that
we
show
at
Community
meetings.
And
it's
it's
this.
It's
a
very
simple
message
about
not
about
we're
having.
No,
we
have
no
tolerance
for
people
that
attack
others
for
their
ethnicity
or
how
they
look,
and
it's
with
a
group
of
prosecutors
from
my
office
who
represent
you,
know
every
background
and
ethnicity
and
gender,
and
so
it's
something
that
we
do
to
try
to
signal
all
to
victims
potential
victims.
We
want
you
to
report
these
crimes.
C
We
don't
because
these
crimes
are
very
underreported.
Victims
often
feel
like
either.
What's
the
big
deal
or
a
sense
of
Shame,
they
stood
out,
they
just
want
to
blend
in
with
everyone
else,
so
one
is
for.
Nobody
will
do
anything
about
this.
So
part
of
the
message
of
our
PSA
and
a
lot
of
our
public
Outreach
is
we
want
to
encourage
victims
to
report.
We
want
to
discourage
individuals
from
committing
these
crimes
because
we
take
them
very
seriously.
C

Thank
you
very
much
for
the
presentation
serving
enough
to
to
hear
the
the
trends.
Increasing
I
did
have
a
quick
question.
I,
don't
know
if
it's
as
simple
to
quantify,
but
as
as
significant
as
the
statistics
are
for
hate
crimes
and
hate
incidences.
We
also
have
a
significant
increase
in
hate
speech
and
hate
rhetoric.
To
what
extent
does
the
District
Attorney's
Office
monitor
that
and
then
are
there
things
that
we
should
do
when
we
encounter
that.
C
Well,
in
terms
of
of
prosecution
were
constrained
by
by
the
law,
which
only
allows
us
to
to
prosecute
criminal
acts
in
terms
of
gathering
information.
One
thing
that
would
be
helpful
is
while
we
track
all
of
the
police
reports
that
are
sent
to
us
to
review
for
filing
a
hate
crime,
we're
not
capturing
all
of
the
hate
crimes
or
hate
speech.
That's
going
on,
because
the
police
are
only
going
to
bring
to
the
DA's
office
a
crime
that
they
think
they
have
solved.

So
a
good
example
of
that
is
all
over
this
County
there
have
been
Jewish
synagogues
and
Jewish
institutions
that
have
been
vandalized.
Those
are
not
reflected
in
the
statistics,
because
the
perpetrator
or
perpetrators
have
not
been
found
so
that
it
would
be
helpful
if
there
was
a
way
a
way
to
capture
that,
in
terms
of
of
hateful
speech
and
hateful
rhetoric,
you
know
sometimes
sometimes
I'm,
always
a
dad
I'm,
sometimes
the
D.A.

But
Speech
is
a
harder
thing
to
to
control
and
but
but
your
concern
is
well
taken
there
because
hate
speech,
if
not
checked
or
called
out
or
can
lead
to
to
hate
crimes
and
to
violence.
Sadly,.

we
stood
together
at
many
Asian
sentiment,
rallies
and
you
spoke
out,

one
silver
lining

that

that
our
aapi
community
has
risen
up
and
spoken
out
for
the
loudest,
I'm,
saying
and
historically,
and
it's
always
been
very
much
appreciated
to
have
allies
like
you
with
us,

approved
the
request
and
the
study
Grant
was
awarded
said
it
was
completed
in
November
2017
and
presented
to
The
Republic
the
interested
agencies
and
Friends
proposed
at
that
time
to
take
on
the
responsibility
of
removal
of
one
of
the
barriers
located
at
the
privately
owned
deep
Cliff
Golf
Course
in
Cupertino
in
March
2018.
The
city
again
voted
to
contribute
nine
thousand
nine
hundred
dollars
to
the
friends
to
towards
the
local
sheriff
for
valley
water
grant
for
176
thousand
dollar
project
to
remove
this
barrier.

This
was
a
learning
experience
for
the
friends
getting
approvals
for
all
the
regular
from
all
the
Regulatory
Agencies
was
much
more
complicated
and
expensive
than
expected.
We
only
received
final
approval
in
July
2021
too
late
to
begin
construction
during
the
narrow
window
will
allowed
for
valley,
water
or
construction
near
the
creek.
However,
in
two
in
July
2022,
we
were
able
to
award
a
contract
to
affirm
with
an
excellent
track
record,
instructing
projects
within
stream
beds.

Deconstruction
began
in
September
and
finished
in
in
October
2026
2022
a
little
over
two
weeks
ago.
This
culminated
over
six
years
of
effort.
Thank

for
your
support
of
this
type.
These
type
projects
we
hope
the
success
of
this
project
lead
to
collaboration
efforts
to
remove
the
other
barriers
along
the
creek.
We
also
look
forward

mounting
you
extending
the
trail
South
to
Remington
Avenue
in

high
school
starting
next
year.

memo

issued

Advisory
body,
so
unless
I'm
misreading
it,
it
appears
that
City
intends
to
compel
most
of
the
advisory
body
meetings
to
have
public
participation
in
person
only
starting
in
February.
This
is
because
only
council
chambers
is
set
up
to
accommodate
hybrid
meetings
with
public
involvement.
The
various
conference
rooms
are
not
I,
don't
consider
this
acceptable.

the
pandemic,
we've
seen
improved
public
engagement
with
access
to
city
meetings
currently
easier
to
manage
than
before
the
pandemic

for
one
do
not
want
to
see
public
participation,
we
have
gained
drop
off
due
to
this
change.

that
the
city
not
make
the
switch
over
until
they've
upgraded
the
conference
rooms
to
accommodate
hybrid
meetings.

plans

21.6
million
dollars

bonds

a

interest

4.83

dollars

percent
of
the
outstanding
principal
amount
of
the
2011
bonds.

This
evening
we
are
looking
to
update
our
construction
and
demolition
debris
ordinance
in
2008.
The
city
adopted
its
current
construction
and
demolition
debris
ordinance,
which
requires
50
landfill
diversion
for
all
projects
of
at
least
5
000
square
feet
which
matched
the
state's
waste
production
goals.
At
the
time,
however,
California's
Statewide
construction
debris
requirements
increased
starting
in
2017
to
a
minimum
65
percent
diversion
rate
as
part
of
the
California
Green
Building
Code
for
all
new
construction,
as
well
as
certain
additions
and
alterations.

The
covered
project
types
do
not
align
with
those
regulated
by
the
city's
existing
ordinance.
Therefore,
the
following
ordinance
amendments
are
proposed.
We
would
like
to
align
the
covered
project
types
in
our
city,
ordinance
with
Cal
green
debris,
diversion
requirements.
We
would
like
to
extend
the
65
percent
debris,
diversion
rate
to
demolition
only
projects.

kind
of
update
of
our
disposal
ordinance
is
just
an
important
part
of
our
whole
sustainability
program,
which
is
you
know,
a
very
comprehensive
one
and,
and
so
I'm
I'm
glad
to
see
this
and
I
also

heard

years

friends
who
wanted
to
recycle
when
they
were
remodeling
their
homes
that
that
it
was.
You
know
it
was
difficult.
So
it's

good
now

we
have
a

routine

guidelines,
sections

didn't

actually
really
excited
about
this
I
think
that
demolition
debris
is
a
huge
part
of
our
landfill,
and
so
it's
great
that
it's
great
that
we're
doing
this
and
then
particularly
I
was
particularly
excited
by
the
line.
That
said,
we
would
would
allow
for
simplified
documentation
to
demonstrate
construction
and
demolition
debris,
diversion
compliance,
because
simplified

plan
is
consistent
with
the
East
wisman
mixed

intensity
office
General
plan
land

designations,
as
well
as
the
East
Woodson
precise
plan,

two

development
standards

Central
Park,

aspects
of
their
project

District
parking,
for

does

plan

for
the
precise
plan
on
the
applicants
proposing

implement

plan
in
four

phases

ultimately
at

the
project
must
always
maintain
compliance
with
the
precise
plan
and
other
City
requirements

residential

mixed-use

the
sites

at
roughly
being
provided
about
four
years
earlier
than
required

city
code

The
applicants
required
to
pay
13
per
square
foot
of
affected
building
area
for
constructed
mitigation
features

as
a
vapor
barrier
that
are
required
for
the
residential
sites
in
this
contaminated
area.

would
be
paid
to
the
city
at
time
of
land
conveyance,
and
the
city
in
turn,
would
provide
these
funds
to
the
affordable
housing
developers
to
defray
the
costs
associated
with
this
mitigation
to
evaluate
this
alternative
mitigation,

city
hired
a
consultant
team
cycle,
Consulting
and
strategic
economics.
We
worked
on
identifying
quantitative
and
qualitative
criteria
and
evaluating
this
proposal
confirming
compliance
with
the
land
delivery
requirements.
Looking
at
the
development
potential,
as
well
as
the
funding
needs
to
deliver
these
units
based
on
the
local
Mountain,
View,
Trends
and
Outreach,
with
affordable
housing
developers
regarding
feasibility.

Key
results
from
the
city's
evaluation
are
listed
here
on
your
screen.
It's
important
to
note
that
the
evaluation
that
was
conducted
by
staff
and
the
consultant
team
was
based
on
a
family,
affordable
housing
mix,
which
is
about
50,
two
and
three
bedrooms,
and
this
felt
like
an
appropriate
type
to
consider
as
it's
a
common
type
that
qualifies
for
tax
credits,
and
it
would
seem
to
be
an
appropriate
type
for
this
location.

While
staff
use
this
analysis
to
help
confirm
compliance
and
Aid
Council.
In
considering
this
proposal,
it
should
be
should
not
be
taken
as
a
decision
to
the
type
of
affordable
housing
that
could
be
located
here
and,
in
fact,
staff
provided
additional
examples
of
what
could
be
accommodated
on
these
sites
in
the
staff
report.
Council
does
not
need
to
decide
today
on
the
affordable
housing
type
or
funding
allocation
for
these
sites,
as
those
decisions
can
be
made
at
a
later
date
if
the
master
plan
is
approved
and
the
land
is
available
to
the
city.

Overall,
the
evaluation
concluded
that
the
proposal
does
comply
with
the
alternative
mitigation
requirements.
There
is
sufficient
land
to
accommodate
more
than
15
affordable
units,
and
the
proposal
overall
is
greater
than
the
on-site
inclusionary
units.

This
assessment
also
highlights
that
this
approach
requires
significant
external
funding
and
likely
local
city
funding
that
wouldn't
otherwise
be
required
with
an
inclusionary
proposal,
in
addition
to
the
residential
components
of
the
project,
the
applicant's
building
about
50
net
new
office
square
footage
on
site.
This
means
they
are
requesting
about
a
third
of
the
2
million
square
foot,
precise
plan
development
reserve
for
new
office
in
East,
wisman
Additionally.
The
master
plan
includes
about
622
000
square
feet
of
bonus.

be
designed

doing
so,
the
applicant

requesting

Parkland
credit

percent
for
this
2.87
acre
area
to
count
towards
their
Parkland
obligations.

conceptual
design

series

recreational
elements.
Ultimately,
the
final
design
for
this
space
will
come
with
the
subsequent
permits
submitted
to
the
city
that
include
the
detailed
site

building
designs

staff
has
reviewed
the
proposal
and
finds
it
is
compliant
with
the
city's
requirements.

While
no
tree
removal
permits
are
under
consideration
tonight
as
part
of
the
master
plan,
it
is
anticipated
that
trees
will
need
to
be
removed
in
order
to
realize
the
vision
for
this
new
neighborhood,
so
City
staff
and
the
applicant
have
reviewed
over
a
thousand
trees
located
on
the
site.
The
applicant
is
estimated
approximately
700
trees
may
need
to
be
removed
and
they
are
proposing
to
plant
about
900
new
trees
in
accordance
with
the
city's
tree,
replanting
requirements
that
are
noted
here
on
the
screen.

The
master
plan
includes
a
tree
framework
which
is
located
in
the
implementation
plan,
for
which
some
of
the
criteria
are
outlined
here
on
the
screen.
With
each
phase
of
development,
the
applicant
is
required
to
submit
zoning
permits,
which
will
include
site-specific
tree
evaluations
in
accordance
with
this
framework
and
the
evaluation
criteria
and
the
implementation
plan,
as
well
as
standard
City
criteria.

In
addition
to
the
master
plan
development,
the
applicant
team
is
also
requesting
a
vesting
tentative
map.
This
map
is
proposing
to
create
18,
New
Lots,
a
1900
residential
condominium,
lots
and
140
vertical
subdivision
lots
for
commercial
and
private
District
utility
system,
in
addition
to
the
master
plan
and
the
map,
the
applicants
also
requesting
a
development
agreement
based
on
the
feedback
from
the
council
study
session
last
year,
the
city
and
the
applicant
have
structured
the
development
agreement
with
performance
milestones
in
kind
of
two
ways.

The
da
term
is
broken
into
two
parts.
The
initial
12-year
term
requires
that
the
applicant
deliver
on
certain
Milestones
to
qualify
for
the
eight-year
extension.
These
requirements
include
to
construct
all
the
way
to
occupancy
phase.
One
residential
market
rate
units
up
to
185
units
deliver
on
about
50
percent
of
the
small
business
program,
provide
the
dedicated
Parcels
to
the
city
and
pay
all
cash
payments
proposed.
Additionally,
during
this
term,
impact
fees
associated
with
the
project
will
be
Frozen
with
an
annual
escalator
applied
that
is
similar
to
what
is
done
at
the
city
budget.

This
means
no
New.
Impact
fees
could
be
applied
during
this
12-year
term.
If
the
applicant
delivers
on
the
required
milestones
in
the
12-year
term,
then
the
applicant
can
request
the
eight-year
extension
during
the
extended
term.
New
or
modified
impact
fees
can
be
applied
to
the
net
new
office
square
footage
that's
yet
to
be
constructed
in
the
project,
but
would
not
be
applied
to
residential
development,
and
the
11
million
would
be
credited
against
the
New
Impact
fees.

lastly,
the

two-year
maximum
extension
that
the
applicant
can
request
throughout
the
term
of
The
Da,
based
on
situations
that
are
really
out
of
the
control
of
any
of
us,
such
as
severe
weather,
storms,

would

for

to

cumulative
two-year

prior
ears,
which

this
case
is
related
to
air
quality.

that

development
project
is
proposed,
the
city
would
assess
the
project
against
bacmed's
project
level,
air
quality
thresholds.
In
this
case,
based
on
the
assessment,

project

result

significant
unavoidable
impacts.

impacts
were
adequately
disclosed

discussed

air
quality
impacts

tied

scale

this

vision

transformation
of
what
today
is
a
largely
Suburban,
Office
Park,
that's
predominantly
covered
by
surface
parking
and
really
envisions
a
transformation
into
a
bikeable
walkable
pedestrian-oriented
neighborhood
our
proposal
again
just
a
thank
you
to
staff
for
including
us
in
that
process,
as
you
all
developed
the
precise
plan
to
make
sure
that
you
all
had
our
input
so
that
when
we
put
together
and
submitted
the
master
plan,
we
could
do
it
in
a
way
that
complied
and
allowed
us
to
achieve
our
business
objectives,
while
fulfilling
all
of
the
guiding
policy
principles
and
objectives
that
are
the
city
was
after
so
the
proposal
that's
before
you
tonight
not
only
complies
with
the
precise
plan.

Again,
Lindsay
really
did
a
great
job
of
summarizing
the
development,
so
it's
it's
1900
homes,
20
of
which
are
affordable
up
to
1.3
million
square
feet
of
office,
about
half
of
which
is
existing
office
to
be
torn
down
and
redeveloped.
And
then
the
balance
is
from
the
development,
Reserve,
12
acres
of
parks
and
open
space,
which
includes
the
pathways
and
and
connective
tissue
between
the
buildings.
In
addition
to
the
10
10
acres
of
Park
that
we
will
be
getting
credit
through
both
through
the
Parkland
dedication,
as
well
as
the
Popa.

All
of
the
development
is
centered
around
the
middle
field.
Vta
Light
Rail
station,
with
all
the
uses
within
a
10
minute,
walk
and
something
that
Lindsay
did
mention
lead
Platinum.
So
all
of
the
buildings
will
be
certified,
lead
Platinum,
but
we're
also
seeking
certification
at
the
master
plan
level
through
leads
for
neighborhood
development.
So
just
another
great
attribute,
I
think
calling
card
for
the
project,
because
it's
really
the
elements
that
the
city
was
looking
for
in
the
plan
that
allow
us
to
achieve
a
number
of
those
credits
in
terms
of
phasing.

the
first
phase
shown
here
in
in
the
burgundy
is
delivering
almost
two-thirds
of
the
total
homes,
both
market
rate
and
affordable.
So
it's
around
800
up
to
850
homes
in
R1
and
R2,
I'm,
not
sure

and
then
the
two
land
dedication
Parcels
that
Lindsay
mentioned.

would
see

look
across
this
master
plan,
it
really
is
an
opportunity,
great
opportunity

increase
the
tree
canopy
by
more
than
2X,
and
then,
when
you
take
into
account
that
the
the
land

city

get,

Parklands

get
to
almost
three
times
the
canopy.
That's
there
today.

has
currently

Gilroy
we're
in

process

planting

1400

trees
that
will
be

healthy
and
resilient

community

requirement

around

two

projects

VTA
site
that

competitive
process
to
select
a
developer
partner
and
then

adjacent

owned

charities

the
next
part

our

efforts

these

land
dedication
sites

to

and

trying
to
place
them

in

timeline-

framework

the

really
pleased

staff

applicant
have
been
able
to
address

wide
range
of

issues,

particularly
supportive

phasing
plan

Market
rate
housing
units
and
two
for
a
dedication

concern
over
all

community

of

node

community

Pyramid
Park,

three
acre
Park

just
opened

past
summer,
not
the
no,
the
central
focus
and
there's
an
existing
pedestrian
and
bike
trail
along

west
side
of
the
light
rail
tracks
that
runs
from
Pyramid
Park
up
the
Middle
Field
and
then
you
know
directly
across
Middlefield
is
the
future
Alice
Park.

going
to
be

Pyramid
Park
has
proved
to
be
spectacularly
popular
since
it
opened.

go
out
there

summer
evening,
literally

out
there,

wonderful
for

to
have

San
Antonio

way

meta
has
literally
just
evacuated
those
offices
after

short
period

time,

indicates
a
major
instability
regarding
any
long-term
planning
that
has
been
occurring
here
and
when
I'm
really
greatly
concerned
about
is
the
fact
that
Google
slash
alphabet
and,
amongst
all
a
lot
of
the
other
tech
companies
are
about
to
actually
undergo
a
major
cost
cutting
effort,
and
it's
going
to
wind
up
with
a
lot
of
people
literally
losing
their
jobs.

been
recent
reports
about
how
much
Twitter
has
done
this
already
and
so
I'm
greatly
concerned
that
this
project
will
go
forward.
It
will
be
completed
like
San
Antonio,
but
then,
unfortunately,
since
San
Antonio
is
now

relying
on

work
and
not
on
any
long-term
reliable
office.

a
feeling.
This
situation
could
wind
up,
unfortunately,
be

mean
another
San
Antonio
project
and
that
could
wind
up
being
very
detrimental
to
the
city
of
Mountain.

environment

were

how

council,
went
forward
with
the
East.
Wasn't
precise
plan
particular
hear
the
the
jobs
housing
linkage
there.
So
I
just
wanted
to
acknowledge
how
exciting
it
is.

the

and
our
community

their
active
participation

lived
in
the
area
for
many
years
now
in

Wizard

wisman

think
that's
what
makes
it
doubly
exciting

the
community
meeting

held

storyboards
and
people
were
able
to

acknowledge

talked

lot
about
wanting

flexibility,

think

us
thought
we'd

navigate

pandemic

and

are
navigating

uncertain

our
Workforce
and
it's
wonderful
to
see
an
employer
actively
doubling
down
in
in
our
community.
So
some
comments
and
some
things
that
I'd
like
to
think
about
are
when
it
comes
to
the
active
uses
for
the
Civic
and
Community
spaces.

really
like
us

be
thinking
about
and
hopefully
be
able
to
do
some
studies
in
terms
of
bringing
city
services
outside
of
just
the
core
of
downtown

Think
if
we're
looking
at
40,
acre
Parcels
here
in
North,
Bay,
Shore
and
kind
of
creating
more
nodes
in
in
our
city,
we
really
need
to
think
about
expanding
city
services
besides
just
in
downtown.
So
that
would
be
something
that
I'm
hoping
we
can
look
at
with
the
active
uses
for
civic
and
Community.

working
closely
with
our
small
business
community,

particular,
working
with
our
Economic
Development
department
and
part
of
it

the
city

working
on
many
different
plans.

think
reinvent
the
wheel,
happy

Google

working
on
this
in
other

say
worldwide
cities,
but
it'll
be
the
first
kind
of
bringing
it
into
the
bay
area.

love

umbrella

be
nice

wide

we're
talking
about
open

The
only
thing
that
I'd
like

highlight
and
I've
talked

staff

little
bit
about
this
is
the
location
of
Gateway
Park.
There

a
slip
lane
at
Ferguson
and
mod
so
as
a
pedestrian
or
when
I'm
running
I
love
kind
of
being
in
this
area
at
light
industrial,
because
there
aren't
a
lot
of
vehicles,
so
it
makes
it
nice
to
to
run
and
connect
to
Stevens
Creek
Trail.

However,
I
could
see
potential
conflicts
and,
of
course,
right
now,
any
tribe
to
any
type
of
traffic
study
is
going
to
show
that
there's
no
conflict
but
the
it's
not
a
three-way,
stop
at
what
is
it
mod
and
I
see
the
the
intersection,
but
there
there's
it's,
not
a
three-way
stop,
and
so
I
I
know
that
that's
going
to
be
put
in,
but
the
but
the
slip
lane
turn
from
Wanda
Ferguson,
where
the
park
would
be
is
something
that
I'd
love
to
see
kind
of
more
infrastructure
and
a
crosswalk
there,
and
that
kind
of
goes
into
connectivity.

different
Parcels
out

area

trail
that
goes
right

VTA
tracks

looking

connecting

about
making
sure

there's
connectivity

bicyclists
pedestrians
can

Miramar
development

timeline
on
that,

so

of
the
concerns

tandem

close
to

need
to

worrying

the
potential
residents

live

worried
about
that.

to
point
out
that
you
know
we
should
really
do
all
studio
and
one
bedroom
units,
so
we
meet
our
Arena
numbers,
but
on
the
other
hand,
that's
not
the
right
thing
to
do
for
the
community,
because
we
know
there's
demand
for
larger
units,
but
it
just
highlights
one
of
the
major
flaws
of
Rena
because
it's
incentivizing
us
to
do
something
other
than
meet
the
community
needs.

project
has
some
similarities

Middlefield
I
do
think
it
is
a
bit
different,
but
it's
still
uncomfortable
doing
statements
of
overriding
considerations,

I
appreciate
the
input
from
council
member

need
to
keep
an
eye
on
what
buckmed
and
others
are
doing
and
incorporate
that
into
the
plans
even
before
it
becomes
state
law
because
it
is
affecting
or
it's
addressing
the
health
of
the
community.

I
would
say
I
as
a
member
of
the
a
luck
airport,
land
use.

plan
says

think

going

be
very
keen
to
see

uses

filled
in

available

amenity

part

city

will
need
to
look
at
spreading
out
our
city
services,

library

expectation
right
now
is
that
child
care
will
be
an
amenity
that's
available

and
that

not
just
be
for
Google

alphabet
employees,

that
it
will
be
for
all
of
the
the
community.

think
that
this
raises
a
wonderful
opportunity
for
us
to
go
out
and
work
to
make
those
affordable
housing
deals
on

the
land
that
will
be
provided
and
I
think
that
Mountain
View
can
really
be
a
leader
in
resolving
some
of
the
dysfunctions
between
the
state
agencies
through
legislation.
So
I
look
forward
to
working
on
that
and
very
pleased
to
see
this
project
get
to
this
step.

really
setting
a
new
Pace
in
terms
of
working
with
organized
labor,
and
that
is
where
we
need
to
be
as
a
community,
no
matter
how
much
affordable
housing
we
do
or
other
kinds
of
supports.
Like
subsidized
child
care,

will
never
ever
catch
up
if
people
are
getting
low
wages.

I
think
that
having
high
quality
construction
and
living
wages
is
is
absolutely
critical
to
our
community,

I'm
very
glad

hear

all
the
apprentices,
as
well
as
the
the
leadership
who
turned
out
tonight
and
also
in
terms
of
Google
and
lend
lease
they're
working
with
the
labor

in
good

for
doing
the
significant
amount
of
work
associated

preparing
this
master
plan

plan
that
helps
us
implement
the
East
wisman
precise
plan.

very
exciting

know
we're
all
looking
forward
to
seeing
it
fully
implemented,
but
as
I
think
it
was
councilmember
mat
who
said
it'll
take
a
lot
of
time.
It'll
be
it'll,
take
a
tremendous
amount
of
effort.

this
is
the
easy
part
saying
yes
executing.
It
is
an
entirely
different
thing.

couple
of
the
things
I
I'd
like
to
emphasize
council
member
kame,
both
very
eloquently
about
the
need
for
civic
spaces,
serving
probably

fastest
growing
area
of
our
city,

so

completely
agree
that,

extent
we're
able
to
utilize
this
space,
the
active
uses
that
are
being
proposed,
you
know
to
some
extent
the
public
lands
that
is
going
to
be
made
available
with
the
dedication
to
achieve
some
of
those
goals.

think
we
ought
to
do
everything
we
can
to
make
space
for
a
library
branch,
or
you
know
whatever
additional
Public
Services
may
be
necessary
to
help
serve
the
community
that
will
be
living
here.
So
I'd
love
to
strategize
over
time
how
we
might
be
able
to
achieve
that.
We
just
haven't
really
had
that
conversation
to
any
significant
degrees
to
council.

then
several
members
of

council

talked

child
care
and
I
wanted
to

the
maker
of

majority
of
the
council
would
support
what
assistant
city
manager

had

flexibility
to
make
possible

child
care
facility
or
use
of
knowing
that
we're
going
to
need
some
private,
open
space,
I
believe
in
compliance
with
state
law,
so
I
see
your
hand
up

we've
had

little
bit
of
chance
to
confer
and
look
at
the
requirements
of
a
Popa,
and
we
have
two
options:
we're
not
exactly
sure
what
a
daycare
will
require,
because
it
all
depends
on

type
of
daycare
and
the
state
licensing
requirements.
One
option
may
allow
the
the
the
open
area
to
be
shared
by
members
of
the
public,
where
the
daycare
toddlers
or
kids
can
can
use
a
Tot
Lot,
for
example
right.

So
in
that
case
we
can
set
up
a
framework
that
says
they're
allowed
to
share
and
they
don't
have
to
provide
their
own
separate
space.
But
if
the
requirements
say
it
has
to
be
fenced
off
and
exclusively
for
this
use,
then
basically
we
will
say:
okay
we'll
allow
that.
But
then
the
applicant
will
just
have
to
pay
that
amount
of
credit
in
Parkland
fees,
because
now
it's
no
longer
qualifies
as
a
Popa.
So
it
gives
a
couple
of
options.

did

space

interest
