Starting
off
tonight's
committee,
the
whole
we
have
a
Lindsay
here
with
us
this
evening,
she's
going
to
be
giving
a
ohio
auditor
of
the
state
award
presentation
to
our
finance
department.
Ron.
Would
you
care
to
add
anything
there
well.
A
I
We'll
get
evening,
my
name
is
Lindsay.
I
am
here
on
behalf
of
the
great
auditor
Dave
Yost
and
I
like
to
start
off
by
saying
this.
Isn't
a
shakedown
I
feel
like
oftentimes
when
people
hear
that
I'm
from
the
auditor's
office
they
go
running
and
or
they
turn
off
their
ears.
But
this
is
a
very
very
honorable
occasion.
I
We
audit
about
a
little
over
6,000
government
entities
across
the
state
of
Ohio,
but
very
few
qualify
to
receive
an
award
from
our
office
for
a
clean
audit,
and
not
only
that,
but
but
then
very
few
actually
receive
it
and,
in
particular
the
award
that
you
are
receiving
this
evening.
Thank
you
to
your
finance,
director
and,
and
his
team
is
the
gold
standard.
It
is
the
highest
achievement
that
one
can
earn
from
our
office
less
than
5%
of
entities
even
qualify
for
this
award.
I
So
it's
a
real
feather
in
your
cap
and
and
I
just
want
to
read
a
couple
of
the
juicy
parts
from
the
letter
that
auditor
Rios
over
that
clean
and
accurate
record-keeping
are
the
foundation
for
good
government
and
the
taxpayers
can
take
pride
in
your
commitment
to
accountability.
The
clean
audit
report
means
that
your
financial
audit
did
not
contain
findings
for
recovery,
material,
citations,
material
weaknesses,
significant
deficiencies
or
any
questionable
costs
and
I.
Think
what's
important
to
note,
is
I.
Think
a
lot
of
everyday
citizens
likely
think
that
the
audit
process
is
pretty
cut-and-dry.
I
You
crunch
the
numbers,
you
hope
everything
reconciles
and
you
call
it
a
day,
but
the
fact
of
the
matter
is
is
that
it
really
takes
an
expert
at
the
helm
that
understands
compliance
and
that
can
work
well
with
the
finance
team
with
the
council.
Of
course,
all
working
together
in
concert.
It
really
requires
a
lot
of
hard
work
and
we
know
it's
not.
You
know
just
one
sole
effort,
but
a
combined
effort
from
you
all.
I
So
we
truly
appreciate
all
the
hard
work
that
you
all
do
every
day
and,
of
course,
your
fearless
leader
here
and
we
thank
you
for
being
excellent
stewards
of
taxpayer
dollars.
So
with
that
being
said,
I
would
love
to
present
the
auditor
award
with
distinction
to
your
fearless
leader,
your
finance
director.
H
H
We
work
very
closely
with
them
to
give
them
all
the
data.
In
the
detail
that
they
want-
and
we
hide
nothing
I
told
them
on
day-
one
I
said
I
am
very
transparent.
I
will
hide
nothing
even
if
I
make
a
huge
mistake.
I
will
not
hide
it
a
lot
of
times,
I
call
them
before
I
make
entries
to
say
you
know
how
do
I
do
this?
It's
uncharted
water
and
they
give
me
guidance
and
we
make
a
clean
entry
and
that's
oh
thank
you.
H
I
appreciate
it
and,
with
counsels,
indulgence,
I'm
going
to
leave
my
wife
as
in
the
hospital
she
had
knee
replacement,
surgery,
Thursday
and
not
doing
real.
Well,
so
I'm
gonna
go
back
to
the
hospital
I've
been
kind
of
living
there
for
the
last
four
days.
So
if
you've
tried
to
get
a
hold
of
me,
that's
where
I've
been
I
haven't
been
shirking
my
duties
so
well.
C
F
C
K
Jim
lino
five
zero
five,
eight
Grove
Avenue,
just
a
quick
note,
I
had
the
occasion
this
past
week
to
use
the
76,
both
east
and
west
off
of
the
Cleveland
Mason
Road
and
21
and
I'm
pretty
well
familiar
with
the
speed
Lama
is
about
55,
that's
about
what
you're
going
to
do.
But
if
I
wasn't
familiar
with
this
in
the
town,
how
would
I
know
when
I
come
off
of
a
ramp?
What
the
speed
limit
is
I
noticed
going
towards
wodsworth.
K
K
If
they're
there
I
don't
know,
maybe
I'm,
you
know
you
got
to
take
your
life
in
your
hands
coming
off
with
those
ramps,
so
I
might
be
where
all
my
attention
is,
but
this
morning
I'm
this
afternoon
and
I'm
sure
going
from
Cleveland
masculine
221,
there's
no
speed
limit
signs
and
no
sign
yet
I'm
sure
somebody
was
pointing
a
camera
at
me.
So
if
I
was
from
out
of
town
I
wouldn't
know
these
people
are
there
just
an
observance.
A
Guess
no
I
know
why?
Because
my
wife
was
complaining
too
and
I
looked
and
when
they
were
repaving,
they
took
the
55
mile
an
hour
signs
down
and
laid
them
down
to
repave
and
I
think
they
were
just
never
put
in
banged
up,
but
I
think
they're
going
to
now
that
they
finished
repaving
but
they're
on
the
ground.
I
did
see,
okay,
so
and
and.
C
Maslin,
there's
one
right
there
as
soon
as
you
get
on
the
one
ramp,
but
I
don't
know
about
coming
off
the
other
ramps,
but
let's
check
it
out
and
make
sure
that
it
gets
posted
properly,
all
right,
no
other
communications
from
the
public.
We
have
consideration
in
the
minutes
any
Corrections
additions
or
alteration
of
the
minutes
of
the
regular
council
meeting
of
August
27th
2018
hearing
none.
They
will
be
accepted
as
submitted
any
Corrections
additions
or
alterations
of
the
minutes
of
special
and
committee
work
session,
combined
for
September
4th
2018.
C
J
You,
mr.
president,
I
have
a
couple
of
them
this
evening
on
October
Wednesday,
October
3rd,
the
norton
police
department
will
be
hosting
coffee
with
a
cop
that
would
be
from
8:00
a.m.
to
10:00
a.m.
at
the
community.
Center
will
have
police
officers
on
hand
to
meet
with
and
discuss
any
issues
that
residents
or
anybody
else
may
have
at
that
point
in
time.
The
cider
festival
keep
in
mind.
Cider
fest
is
up
and
coming
October
5th
through
the
7th.
That's
a
Friday
Saturday
Sunday.
J
Here
at
Columbia,
Woods
Park
we've
got
a
number
of
events,
that'll
be
going
on,
so
we
have
them
heavily
advertised
on
websites
as
well
as
the
sign
here
at
the
Center
on
October
the
27th.
We
have
firemen's
pancake
breakfast,
that's
our
annual
pancake
breakfast.
We
have
at
the
fire
department
from
7:00
a.m.
until
noon.
J
Also
that
same
day
is
trick-or-treat
from
5:00
to
7:00
p.m.
through
throughout
the
city.
We're
asking
that
all
neighborhoods
follow
that
5:00
to
7:00
p.m.
time
line.
This
will
enable
our
safety
forces
to
be
out
in
the
areas
to
keep
an
eye
on
the
roads
and
keep
them
safe
for
all
the
little
trick-or-treaters.
So
hopefully
that
will
be
a
safe
and
fun
event
for
all.
So
at
this
time,
that's
or
yeah
at
this
time
it's
all
I
have
thank
you.
L
I'm
optimistic
that
the
culprit
on
rhymer
will
be
replaced
this
week
and
then
ultimately,
the
road
will
be
finished
resurfacing
once
that
culvert
is
replaced.
So
that
was
supposed
to
be
done
this
week,
I'm
optimistic,
but
not
with
the
weather,
but
so
in
the
next
few
weeks,
I
anticipate
rain,
Reimer
Road
to
be
buttoned
up.
M
Don't
have
anything
I
did
get
clarification
from
the
chief,
however,
talking
about
if
you're
going
westbound
on
76
entering
from
Cleveland
Massillon
roads
there'd
be
nowhere
for
there
to
be
photo
enforcement
between
Cleveland,
Mass
and
Road
and
21.
So
there
shouldn't
be
officers
that
are
shooting
that
way.
Just
even
if
there
isn't
a
sign
there.
There's
no
photo
enforcement
going
on
in
that
area.
So
just
want
to
clarify
that
okay.
D
G
C
C
E
E
C
G
N
What
really
frustrates
me
and
normally
I,
wouldn't
support.
This
is
the
fact
that
a
million
of
this
is
for
sewers,
that
we
don't
own
and
we
we
have
given
away
our
any
profit
that
we
ever
made
on
sewers
is
now
gone
so
that
that
would
help
me
justify
it.
If
we've
had
that,
but
I
can't
justify
that.
So
that's
a
frustration
and
then
and
then
a
half
a
million's
for.
F
N
Road,
so
about
half
of
this,
if
I
I'm
reading
this
right
that
we're
gonna
pay
about
$450,000
in
interest
over
these
10
years-
and
that's
just
a
shame
to
me,
but
at
the
same
time
I
understand,
we've
already
paid
settlements
for
land
taking
and
stuff
like
that,
so
we're
it
kind
of
at
a
point
of
no
return.
So
for
that
reason,
I
will
be
supporting
it,
but
I
just
wanted
the
public
to
understand
why
I'm
supporting
it
and
if
we
weren't
in
a
pinch
I,
don't
believe
I
would
be.
But
thank
you
and.

Have
our
people,
yeah
and
I
think
at
this
point,
what
we're
going
to
do
if
I
may
I,
don't
guess,
is
as
good
as
time
as
any
I
believe
what
I'm
gonna
do
I'm
we're
going
to
put
Robert
on
mr.
Fowler
will
be
on
as
the
administrative
person.
However,
if
it's
far
as
the
appointment
goes,
however,
if
there's
anybody
out
there
that
would
like
to
come
forward
step
forward
and
want
to
assume
that
role
I've
already
had
discussion
with
him.

or
any
other
abatements
or
exemptions
in
the
future,
that's
a
review
that
annually
to
make
sure
that
the
companies
are
living
up
to
their
promises.
So
the
income
tax,
Review
Board
now
has
enough
people
for
quorum
and
they
do
business
because
I've
joined
that
one
again.
Anyone
wants
it
feel
free
tax
incentive
review
council.
That's
the
last
see
we
proposed
with
Robert
so
that
we
have
that
filled
and
fully
I.
Think
there's
enough
to
do
business,
but
we
want
to
have
it
fully
filled.
C
C
O
Was
looking
again
at
the
c1
district
and
that
the
business
corridor
there
and
I
had
a
question
I
we've
got
it
down
we're
gonna
stop
at
Trotter
as
all
the
rest
going
into
Barbican.
Is
that
already
zoned
for
business
or
I
mean
why
we're
so
close
and
there's
just
a
couple
of
houses
there?
Why
would
we
stop
I.
O
L
It's
up
for
one
more
read:
I
will
send
you
another
update.
I
just
got
one
more
Planning
Commission
members
submission
today,
I
will
resend
what
I
put
in
for
his
recommendations.
Today.
He
had
some
concerns:
I'll
resend,
that
out
tomorrow
they
are
slated
to
have
one
more
meeting
on
it,
but
I
actually
will
probably
ask
you
to
go
another
meeting.
So
I'll
have
one
tomorrow
and
then
the
first
meeting
in
October.
So
just.
J
O
C
B
Mr.
president,
I
guess
maybe
more
of
a
question
than
anything
I
spoken
to
mr.
Fowler
earlier
about
some
of
the
islands
that
were
in
the
drives
through
Nash
Heights
that
were
taken
out
and
I,
think
I
understand
the
reasoning
and
it
seems
like
it
makes
sense.
If
folks
weren't
aware
there
were
some
triangles
that
were
removed
and
I
think
it's
for
the
benefit
of
the
snowplows.
One
of
the
residents
complained
this
past
week
and
sounds
like
some
neighbors
expected
them
to
come
back,
but
there
was
some
signage
and
I'm
gonna.
Give
this
to
you,
mr.
B
Fowler,
when
we're
done
I'm
wondering
if
it's
possible
the
signage
in
NASH
high,
some
of
the
signs
street
signs
are
on
order
if
they're
still
being
made
or
if
that
was
an
oversight.
There
was
couple
locations
that
there's
no
street
sign
and
I'll
give
those
to
you
here
in
a
little
bit.
The
other
is
on
Oh,
sir,
where
we
had
that
blocked
off
for
a
long
time
during
construction.
There
are
still
two
signs
that
indicate
two
people
driving
through
that
there.
B
O
B
To
get
thinking
we're
gonna
be
having
another
medication
take
back
Dan.
It
looks
like
it's
landing
right
on
top
of
trick-or-treat,
and
probably
all
the
signage
will
be
buried
in
people
campaigning,
but
I
believe
it's
going
to
be
October
27th
of
Saturday
and
from
10:00
until
one
will
be
the
next
take
back
day,
I'm
trying
to
confirm
that
with
the
chief
right
now
and
we're.
