A
A
D
Thank
You.
Mr.
president,
in
1962
President
John
F
Kennedy
declared
May
15th
as
National
Police
week
a
week
for
Americans
to
pay
special
recognition
to
those
law
enforcement
officers
who
have
paid
the
ultimate
sacrifice
in
the
line
of
duty,
as
well
as
give
thanks
to
officers
who
continue
to
serve
protect
everyday
tonight.
I
brought
with
me
a
memorial
plaque
from
the
police
department
of
patrolman
Dallas
Jackson
of
the
Norton
Police
Department
patrolman
Jackson
died
after
suffering
a
heart
attack
while
answering
an
emergency
call
of
an
injured
child
on
October
25th
1973.
D
Even
though
this
incident
happened
well
over
40
years
ago.
It's
something
that
you
know
the
police
department
continues
to
memorialize
we
proudly
display
this
plaque.
His
name
is:
will
is
forever
etched
in
the
National
Peace
Officers
Memorial
Wall
in
Washington,
DC
and
I
know.
The
mayor
has
a
proclamation
for
police
week.
Do
you
want
to
do
that
now
or.
B
Yeah,
please
thank
you.
Yes,
whereas
the
Congress
and
the
President
of
the
United
States
have
designated
May
15th
as
Peace
Officers,
Memorial,
Day
and
the
week
in
which
it
falls
as
Police
week
and
whereas
the
International
Association
of
Chief
of
Police
has
declared
law
enforcement
officer
safety
and
wellness
a
top
priority.
And
the
IACP
Center
for
off.
B
Now,
therefore,
be
it
resolved
that
I
Mike
Zita,
mayor
of
the
city
of
Norton,
call
upon
the
citizens
of
Norton
and
upon
all
patriotic
civil
and
educational
organizations
to
observe
the
week
of
May
14th
2018
as
Police
week
with
appropriate
ceremonies,
in
which
all
of
our
people
join
in
commemorating
police
officers
past
and
present
who,
by
their
faithful
and
loyal
devotion
to
their
responsibilities,
have
rendered
a
dedicated
service
to
their
communities
and
in
doing
so,
have
established
for
themselves
and
an
enviable
and
enduring
reputation
for
preserving
the
rights
and
security
of
all
citizens.
In
witness.
B
B
D
Chief,
ok,
first
of
all,
I
want
to
thank
all
of
you
for
supporting
the
Norton
Police
Department
I
feel
very
fortunate
that
we
have
always
had
a
great
working
relationship
with
our
city
government
when
I
was
sworn
in
as
chief
in
the
fall
of
2014.
D
One
of
my
goals
was
to
promote
my
command
staff,
just
like
any
other
new
chief
sets
out
to
do
putting
the
right
people
in
the
right
roles
and
then
ultimately
promote
someone
to
the
second-in-command
position,
a
position
that
had
been
vacant
in
our
agency
since
2009
I
can
tell
you
that
we
have
had.
We
have
a
very
strong
young
and
hard-working
Police
Department
that
continues
to
work
to
make
our
residents
a
top
priority.
This
was
evident
the
night
of
October
3rd
2017.
D
Our
officers
responded
and
handled
a
situation
that
could
have
been
catastrophic
for
this
city.
Their
training
and
dedication
showed
that
night
and
I'm
very
proud
of
all
of
them.
I'm
here
tonight
to
announce
our
captain's
promotion.
Captain
Larry
Lane
Lane
began
his
law
enforcement
career
with
the
Norton
Police
Department
in
October
of
1998.
D
Like
all
of
us,
he
worked
varying
shifts
and
had
varying
duties.
At
one
point
he
was
our
department's
DARE
officer.
He
was
assigned
to
the
detective
bureau
and
also
was
a
member
of
the
u.s.
marshals.
Violent
Fugitive,
Task,
Force
and
rose
to
the
rank
of
sergeant
Larry,
has
received
numerous
commendations
and
has
been
recognized
for
his
through
investigative
skills.
D
Larry
is
known
for
his
calm,
demeanor
and
performed
extremely
well
in
the
OACP
captain's
assessment
center
Larry
has
attended
the
University
of
Akron
and
currently
attends
North
Central
State
University
working
on
his
criminal
justice
degree
at
this
time.
I'll
turn
it
over
to
the
mayor
for
this
swearing-in.
Thank.
B

G
B
B
A
Okay,
we
will
move
on
with
committee
of
the
whole
acknowledgement
of
councils
receipt
of
the
April
2018
budget
reports.
They
are
so
acknowledged
letter
B
signs,
ordinance,
63,
2018
Falls
to
the
Planning
Committee,
which
is
my
committee.
This
is
a
portion
of
the
settlement
regarding
the
Cleveland
Massillon
Road.
An
ACME
case
albrecht
case
in
the
probate
court
needs
to
be
added
to
tonight's
agenda
and
waived
as
part
of
that
settlement.
Any
discussion
regarding
that
I.
I
F
A
A
A
F
A
G
My
name
is
Tony
la
fraise,
oh
I
live
at
35
15
little
Boulevard
and
I
was
here
just
to
share
some
details
to
say
that
for
the
little
boulevard
petition
that
I
apologize
for
not
being
here
in
the
past
during
all
of
the
council
meetings
in
regards
to
the
project
in
years
past,
it
was
tough,
being
a
business
owner
and
having
to
travel
a
lot.
It
was
hard
for
me
to
fit
that
into
my
schedule.
G
But
the
point
is
we're
here
now
and
we
were
successful
in
getting
a
hundred
percent
participation
with
everyone
on
our
street
to
get
the
petition
presented
to
the
consult
and
I
think.
The
cool
thing
about
this
is
that
the
future
is
bright
for
a
proactive
economic
investment
into
little
boulevard,
because
the
thing
about
it
is
that
a
yes
vote
increases
the
property
value
of
every
parcel,
every
home,
on
Little
Boulevard
and
within
the
city
of
Norton,
and
that's
economic
growth.
G
Because
with
a
yes
vote,
it
increases
the
value
of
our
properties,
which
increases
the
the
real
estate
taxes
that
we
pay
to
the
city
and
to
all
of
the
things
that
we
believe
in
here.
In
the
city
with
the
schools,
the
fire
department,
the
police
department
and
the
general
fund,
those
funds
will
increase
with
with
a
positive
vote,
so
I
just
wanted
to
share
those
details
tonight.
A
That's
it
for
communications
from
the
public
consideration
of
minutes
of
the
regular
council
meeting
of
April
23rd
2018.
Are
there
any
additions
or
Corrections
hearing
none
they'll
be
accepted
as
submitted
consideration
of
the
minutes
of
committee
work
session
of
May
7th
2018?
Are
there
any
additions
or
Corrections
hearing
them,
they'll
be
accepted
or
they'll
be
accepted
as
submitted
consideration
of
the
minutes
of
the
special
council
meeting
of
May
7th
2018?
Are
there
any
additions
or
Corrections
they'll
be
accepted
as
submitted
and
minutes
of
the
special
council
meeting
of
May

Resolution
authorizing
cooperative
agreement
with
the
city
of
Barberton
to
participate
in
a
higher
Public
Works
Commission
application
to
fund
a
portion
of
the
cost
of
the
Fraser
Park
package.
Plant
elimination
project
in
the
city
of
Norton
and
committed
committing
to
provide
funding
for
the
local
share
and
declaring
an
emergency
and.
A
H
President
I
just
like
to
clarify
for
the
public:
this
is
nothing
new,
it's
nothing
that
we
pulled
out
of
the
airs
for
$50,000
per
number
56
and
57.
This
was
agreed
to
in
our
memorandum
of
understanding
when
we
made
sewer
agreement
with
Barberton,
and
it
was
just
a
way
in
order
to
make
sure
that
these
package
plants
did
get
eliminated
and
it
will
not
cost
us
any
more
than
at
$50,000
a
piece.

L
L
This
is
a
settlement
agreement
that
the
city
will
pay
10%
of
that
amount.
The
city's
portions
$80,000
there
were
significant
discussions
regarding
some
of
the
requirements
of
the
settlement.
We
did
get
a
guarantee
on
some
baseball
fields
will
not
eliminate
the
baseball
fields
for
10
years.
The
city
does
have
access
to
some
signage,
some
use
of
their
signs.
L
One
of
the
concerns
that
we
had
administrative
Lee
is
where
we
to
take
this
action
all
the
way
to
court
and
lose,
and
they
would
get
their
appraised
value.
It
could
have
potentially
eliminated
phase
three.
So
we
took
the
what
we
consider
the
conservative
approach
to
settle
the
agreement
to
bring
to
Council
to
make
sure
that
all
three
phases
of
the
project
are
completed.
This
next
construction
season.

H
H
Mr.
president,
daisuki
I'd
just
like
to
make
it
clear
to
the
public
once
again,
even
though
the
total
cost
this
is
$8,000,
ODOT
is
picking
up,
90%
Norton's
share
will
be
80%,
of
which
that
I
believe
of
the
eight
hundred
thousand
186,000
has
already
been
paid
out,
so
that
what
would
that
eighteen,
six
of
18,000,
will
be
coming
off
of
the
80
that
we're
going
to
have
to
be
putting
out.
Yet.

Ordinance
to
clearing
the
necessity
of
and
determining
to
proceed
with,
the
improvement
of
little

between
shell
Hart

nor
to
the
cul-de-sac
by
paving
grading,
constructing
and
installing

and
sanitary

altogether,
with
necessary,

F
F
F
H
There
are
just
so
many
things:
I
have
people
in
Cleveland,
Massillon,
Road,
calling
me
and
asking
me
why
they're
not
getting
assessed
for
the
sewer
lines
put
in
front
of
their
house.
There's
people
over
here
in
the
Nash
Heights
project
that
has
a
sewer
line
and
a
lateral
in
front
of
their
home.
That
had
been
told
that
you
will
pay
more
and
you
will
not
be
assessed.
We
have
worked
on
this
project
forever
and
ever
2015.
H
A
lot
of
the
majority
of
people
on
little
Boulevard
said
no
or
be
used
to
answer
and
the
last
reports
we
had
it
wasn't,
which
is
why
we
did
not
put
the
sewer
line
in
so
they
got
a
petition.
It's
commendable
that
they
have
come
up
with
a
petition
that
had
a
hundred
percent
participation,
but
we've
had
petitions
put
in
the
forest
before
and
any
time
a
petition
has
come
before
us.
H
H
I
cannot
support
putting
a
sewer
line
down
there
at
particularly
when
the
petition
was
brought
forth
and
the
people
literally
told
us
what
they
would
pay.
That
is
up
to
the
council
to
decide
how
the
payments
are
received.
I
will
be
voting
no
on
this
tonight.
What
I
will
say
is
I'm,
hoping
that
if
you
decide
you
want
it,
then
you
pay
a
hundred
percent
participation.
I
couldn't
even
get
an
answer
is
exactly
what
it
was
going
to
cost
us
to
bring
the
equipment
back
to
have
it
done.
H
I
Too
agree
with
everything,
Charlotte's
say
and
I'm
I
was
thinking.
Maybe
it
would
be
a
good
idea
with
the
61
53,
but
when
that
extra
10,000
came
about
I
started
thinking,
this
might
not
be
right
for
area
I
mean
we've
always
done.
Petitions
hundred
percent,
funded
and
I
just
think
this
was
gonna
open
up
a
can
of
worms
with
other
people
and
how
many
times
would
we
have
to
bring
another
crew
a
trucks
in
and
pay
another
10
grand
and
I
didn't
want
to
see
that
happen.
J
As
Dennis
said,
I
was
sort
of
in
favor
of
when
it
was
only
going
to
be
60.
Some
hundred
dollars
for
the
city
to
pay,
but
with
the
addition
of
the
$10,000
I,
always
understood
that
it
jumped
from
11
5
to
13
5
to
cover
that
$2,000
per
property.
But
now
we're
told
it's
another
$10,000
on
top
of
that,
so
I
absolutely
am
not
in
favor
of
and
unless
the
residents
agree
to
2-foot
the
extra
$10,000.
Also
the.
K
Only
thing
I
might
add
to
all
of
that
is-
and
it's
minor
for
me
to
do
on
top
of
everything
else
that
was
said
that
I
would
mostly
agree
with
is
gnash
heights
as
waiting
for
the
roads
and
I
think
this
could
delay
that,
or
potentially
were
throwing
sewers
in
as
fast
as
we
can
that
that
concerns
me
a
little
bit.
You
know
that
if
we're
gonna
do
it,
let's
do
it
appropriately.
So
that
is
another
concern.
I
have
any.
A
A
H
A
A
F
K
A
F
H
F
A
J
H
G
L
The
aluminum
rod
iron
look
okay.
Now
we
didn't
order
the
entire
fence
because
of
the
cost
it's
actually
seven
days
to
order,
so
that
we've
ordered
it
and
it'll
be
installed
within
three
weeks
after
the
order.
So
there's
a
good
chance
to
beat
at
the
end
of
the
month.
It
just
won't
be
before
Memorial
Day.
So.

Many
topics

such
as
a

analysis
of
an

lockdown,
inform
counter
and

These
are

of
the
