And
now
call
to
order
the
regular
council
meeting
Monday
February
12
2018
time
is
7:01
before
we
stand
for
pledge
of
allegiance
in
a
moment
of
silent
prayer.
Many
of
you
may
have
already
heard
that
our
mayor's
father,
Tony
Zita,
passed
away
this
past
week.
So
I
would
just
ask
that
you
keep
the
family
and
your
thoughts
and
prayers.
This
time,
please
stand
for
a
pledge
of
allegiance
and
a
moment
of
silent
prayer.

A
A
Under
committee
of
the
whole
reports
from
standing
committees,
does
anybody
have
anything
I
have
a
couple
here,
one
we're
looking
to
add
an
ordinance
this
evening
to
tonight's
agenda.
Maybe
before
we
go
any
further,
there
was
a
glitch
when
we
were
updating
the
the
city
website
and
one
of
the
things
that
did
not
get
posted
out.
There
was
tonight's
agenda,
although
it
stipulates
you
know
what
time
the
meeting
was
and
everything
it
just
the
agenda
didn't
get
placed
out
there
and
because
of
that,
we
will
not
be
taking
or
voting
on
any
items
tonight.
A
H
You,
mr.
president,
this
is
a
as
I
explained
in
the
board
of
control.
This
is
a
analytical
module
that
we're
going
to
add
on
to
VIP
some
of
the
things
that
the
biggest
thing
that
we'll
do
is
to
help
us
forecast
in
various
areas
of
the
budget
out
of
several
years
in
advance.
One
of
the
biggest
things
that
will
do
is
allow
me
to
put
the
budget
together
in
a
much
quicker
way.
H
One
of
the
things
I
have
to
do
now
is
develop
personally
myself
on
Excel
is
all
of
the
spreadsheets
for
employee
salaries
benefits,
and
is
you
know
from
the
budget
there's
a
number
of
lines
that
have
to
be
all
computed.
This
software
will
actually
do
that.
I
can
put
all
of
our
employees
in
all
of
their
information
in
this
system
will
actually
compute.
All
of
that
with
a
simple
change
of
several
areas
of
numbers.
H
I
can
input
some
data
and
it
will
just
automatically
do
all
the
calculations
and
then
place
those
into
the
correct
budget
lines
at
the
end.
I
can
use
this
report
to
give
in
report
version
to
Council
at
the
end
of
the
year.
Once
council
approves
it's
just
simply
a
matter
of
moving
this
and
posting
it
up
to
the
VIP
budget,
whereas
right
now
we
basically
have
to
put
the
budget
in
line
by
line
by
line,
and
you
all
know
from
the
budgets
that
I've,
given
you,
the
various
Department,
have
numerous
lines
and
it
takes
days.
H
This
will
basically
do
it
in
just
a
few
minutes.
So
I
held
off
doing
this
last
year
because
we
brought
the
VIP
online.
It
was
an
upgrade
from
our
egg
of
this
year.
I
want
to
add
the
analytic
part
of
this.
It
will
also
be
used
by
Pam
and
amber
as
well.
So
it's
not
just
for
me.
It's
it's
for
their
use
as
well.
A
C
B
G
A
A
H
Is
simply
a
budgetary
item
we're
coming
down?
March
1st
our
payment
is
due.
The
first
payment
is
due
on
the
10-year
lease
for
our
energy
conservation
program,
the
lights
and
gas.
Everything
we
did
I,
don't
know
how
I
missed
it,
but
I
did
I
I
was
about
$20,000
short
in
budgeting,
for
that,
so
I
need
to
move
some
additional
funds
over
there.
So
I
can
make
that
payment
on
March
the
1st.

D
A
C
I
would
also
want
to
bring
forward
resolution
14
2018,
to
be
looking
to
add
to
the
agenda
tonight.
This
is
basically
where
we're
going
out
for
grant
money
to
be
able
to
put
in
water
line
in
three
separate
areas,
and
all
this
is
for
getting
the
money.
It's
not
creating
anything
at
this
time
and
water
lines
only
no
sewers.
This
would
be
a
long,
accurate
and
watch
worth
road
and
briefly,
at
Easton
and
I
believe
over
off
of
Eastern
Cleveland
Massillon
and
again,
nobody
has
nothing
to
do
with
sewers.
C
There
are
no
residents
are
going
to
be
required
to
do
this,
but
we
need
to
get
this
in
by
March
1st
in
order
Belle
to
get
the
monies.
I
did
have
a
question
on
this,
though,
where
we
were
talking
about
it,
states
in
here
will
provide
a
public
water
system.
Can
you
define
exact
water
system
for
the
public
sake,
a.
I
Public
water
system
is,
is
a
system
that
is
so
to
speak,
licensed
by
the
Ohio
EPA
to
distribute
water
to
residents
of
the
public.
There
are
certain
criteria.
It
involves
reporting,
testing
and
etc.
We
actually
are
part
of
the
Barberton
public
water
system,
because
they
do
all
our
reporting,
testing
etc.
We
do
not
have
our
own
public
water
system,
but
but
essentially
it's
it's
a
it's
a
classification
that
it's
a
licensure
that
the
city
of
Barberton
goes
through
certification,
meaning
they
test
the
water.
They
do
some
reporting
etc
to
the
IEP.
I
I
This
is
okay,
the
nine
public
water
systems
are
so
a
public
water
system
is
someone
that
serves
the
general
public.
For
example,
there
are
nine
public
water
systems
along
this
proposed
interconnect
and
when
it's
essentially
a
line
that
winter
connect,
Akron,
Barberton,
Norton
and
wodsworth
providing
emergency
water
service
should
an
emergency
happen.
The
nine
public
water
systems
include
the
Ohio
Department
of
Transportation,
located
at
76
and
21.
They
are
a
public
water
system
due
to
the
fact
that
they
serve
over
25
people.
There
are
several
other
public
water
systems
and
I
apologize.
I
B
You
question
about
that.
Yes,
mr.
Fowler,
when
I
was
working
with
the
Board
of
Health
and
the
Health
Advisory
Board
years
ago,
there
was
a
certain
distance
that
we
were
required
to
have
tie-ins
when
a
water
line
went
past
or
across
your
property.
Does
that
not
apply
to
this
I
just
want
to
make
sure
we're
going
into
this
heads
up
so.
I
The
reason
the
water
project
is
less
controversial
is
we
don't
have
to
require
tap
ins?
We
will
put
tap
ins
at
locations
and
we
will
offer
tap
in
services
to
anybody
who
wishes
to
connect,
but
it's
not
a
requirement
and
we
would
be
doing
a
disservice
if
we
didn't
put
those
connections
in
at
every
location
and
one
of
the
drivers
of
cost
so
to
speak,
are
putting
those
connections
at
every
location.
I
B
I
It
will
all
be
part
of
it.
The
reason
that
this
application
is
is
the
way
written.
The
way
it
is
Ohio.
Epa
gives
points
for
interconnectivity,
essentially,
there's
no
redundancy
in
bar
Burton's
water
system.
At
present
they
have,
they
have
limited
redundancy
on
the
east
side
with
Akron.
This
will
give
wodsworth
redundancy
it'll,
give
Akron
they're
done
and
see.
It'll
give
us
redundancy,
you
know,
give
Barberton
the
redundancy
it
needs
to
service
everyone,
so
it'll
be
a
large
enough
line.
Should
there
be
an
issue
at
Barberton
reservoir
that
they
could
be
supplied
with
this,
which?
I
G
C
C
F
F
E
A
One
signed
up
all
right
consideration
of
the
minutes
of
the
work
session
for
February
5th
2018,
any
Corrections
additions
or
alterations
to
these
hearing.
None
those
will
be
approved
as
submitted
consideration
of
minutes
from
the
special
meeting
of
February,
5th
2018
and
Corrections
additions
or
alterations
to
those
those
will
be
accepted
as
submitted
and
the
minutes
from
120
218
council
meeting
those
are
being
held
over
to
our
next
council.
I
Yes,
I
have
a
few
items:
I
just
wanted
to
bring
to
council's
attention
we're
working
at
the
administration
level
of
improving
our
communication
externally,
we're
looking
at
some
social
media,
etc.
So
we're
hoping
to
have
some
social
media
aspects
go
online.
We
did
bring
on
an
intern
from
Akron.
U
who's
a
major
is
communication,
so
we're
looking
to
improve
our
ability
to
transmit
what
we're
doing
so.
That
leads
me
to
the
next
statement.
I
We
will
be
sending
out
an
ash
Heights
sewer,
update
that
will
be
by
on
the
email
listserv.
We
were
in
an
email
transition,
as
you
all
know,
and
now
that
that
is
complete,
we'll
be,
will
be
sending
out
an
update
shortly.
The
national
sewer
project
is
on
schedule
to
be,
for
the
most
part
on
the
pipe
will
be
done
within
the
next
10
days,
provided
the
weather
is
cooperating.
I
I
I
You
know
list
information
as
to
where
to
to
acquire
the
those
packets
we've
been
just
working
on
those.
Now
that
we
have
the
intern
we've
been
kind
of
short-staffed.
Now
that
we
have
the
intern
that'll,
be
her
job
tomorrow
to
formulate
those
door
hangers
and
get
address
that
each
one
of
them
and
then
we'll
get
them
out
to
each
property
owner
that
has
not
I
pulled
a
permit
for
connection.
A
I
We
have
a
list
of
homeowners
who
don't
reside
at
that
place
of
residence,
so
we
will
have
to
will
one
put
the
door
hanger
on
because
we're
going
to
label
the
date
that
we
put
the
door
hanger
on.
So
we
have
confirmation
that
that
each
individual
residence
has
received
service
but
will
also
make
notification
to
the
property
owner
that
it's
time
to
connect.
I
H
A
B
Thank
You,
mr.
president-
and
this
is
a
little
bit
more
abbreviated
than
in
the
past,
but
I
felt
since
I'm
on
this
side
of
that
railing.
That
I,
you
have
pretty
good
access
to
me
so
not
to
bore
you
with
the
extra
details,
but
influenza
is
probably
the
number
one
issue
flu
season
has
proven
to
be
worse
than
anticipated.
Due
to
a
mutation
in
the
prevalent
influenza,
a
virus
is
a
little
bit
of
a
confusion.
That's
been
occurred
and
I
probably
even
repeated
this
myself.
B
Therefore,
the
vaccine
match
was
only
about
30
percent
effective.
However,
the
influenza
B
virus,
which
is
more
serious,
comes
later
traditionally,
which
is
true,
and
it
has
proven
to
be
closer
to
a
fifty
to
sixty
percent
match
this
year.
The
10
percent
efficacy
reported
in
the
news
was
from
an
early
estimate
based
on
an
Australian
reporting
system,
so
it's
proven
to
be
more
effective
in
the
US.
So
if
anyone
has
not
vaccinated
against
this
year's
strains,
it
now
would
be
a
good
time
to
do
so.
Two
months
ago
would
have
been
better
seasonal.
B
Seasonal
influenza
is
around
with
us
until
about
the
first
week
of
May.
The
vaccine
takes
about
two
weeks
to
impart
full
immunity,
so
the
vaccine
is
not
in
short
supply
Ohio.
Is
it
still
in
the
widespread
category
of
this
year,
surveillance
and
so
are
all
other
states
and
us,
except
for
Hawaii
the
health
commissioner
Selma
County
Board
of
Health
did
our
annual
review
of
the
health
commissioner
Donna
Skoda.
The
board
has
extender
contract
for
a
five
year
contract
and
this
year's
pay
increase
was
3%.
B
Donna
has
done
an
exemplary
job
in
the
helm
in
the
past
couple
years,
having
taken
over
for
Jane
Nixon,
who
was
who
you
mostly
have
met
and
assuming
control
over
the
entire
combined
Health
District
of
Summit,
County
and
I,
believe
that
coincides
with
her
anticipated
departure
date
when
she's
going
to
retire
at
the
age
of
65.
So
if
anybody's
interested
you
have
five
years
to
plan
the
opiate
crisis
in
2016,
dusty
opiate
overdose
were
around
300
level
for
the
year
last
year
in
2017,
that
statistic
dropped
to
about
a
hundred
and
fifty.
B
There
are
several
possible
reasons
for
this
decrease
the
use
and
availability
of
naloxone
to
save
lives.
The
syringe
take-back
program
has
reached
many
users
have
sought,
help
from
the
addiction
counselors
who
hand
out
the
syringes
and
multiple
programs
and
facilities
aimed
at
giving
help
have
come
to
a
greater
presence
and
and
impact
in
Summit
County.
Our
hope
is
that
this
statistic
continues
to
decrease
and
that's
all
for
my
report.
A
B
B
Are
four
strains
in
the
typical
vaccine?
The
older
vaccine
only
had
three.
This
one
also
includes
a
h1n1
and
is
a
good
match,
but
I
had
a
little
boy.
I'll
just
share
briefly,
there's
a
little
boy
with
a
heart
condition
that
had
an
A
virus
in
December
and
he
was
very
fragile
and
was
fortunate
to
have
access
to
Tamiflu.
He
landed
my
doorstep
about
a
week
and
a
half
ago
and
I
was
able
to
stay
and
take
care
of
him.
B
I
found
all
this
out
because
I
didn't
know
the
family
and
they
were
panicking
because
they
couldn't
find
anyone
had
the
liquid
and
he
had
the
B
virus
that
time.
So
he
had
both
a
and
he
had
to
be
and
had
he
not
gotten
quick
treatment,
he
might
have
passed
away.
So,
yes,
it
is
very
important,
and
especially
for
the
young
ones
and
the
old
ones
whose
immune
systems
may
not
be
that
capable
and
may
have
other
coexisting
diseases.
Thank
you.
A
E
E
E
A
A
E
G
G
You,
mr.
president,
before
I
have
this
one
read
I
just
like
to
add.
Last
week
this
council
took
a
kind
of
an
informal
vote
named
mr.
Gaynor
to
the
Mosquito
District
Board,
and
it
was
determined
since
then
that
we
really
should
do
a
resolution.
So
that's
what
this
is
about.
So
I
will
offer
resolution
number
11
2018
for
its
first
reading
and
ask
the
clerk
to
read
it.
Please
a.
