lights:
first
of
all,
they
need
to
consider
all
lines
energized,
a
normal
person,
even
myself
cannot
discern
between
an
electric
power
line
and
other
lines
that
can
be
on
the
ground,
so
certainly
avoid
all
those
areas,
but
eight
eight,
eight
lights,
with
two
S's
as
our
power
outage
or
any
concern
number,
and
that's
it's
in
number
form
there
on
that
card
on
the
left
of
your
folder.
So.
D
C
B
B
Mr.
kernan,
yes,
this
time,
I'd
like
to
invite
the
mayor,
mr.
Fowler,
mr.
Messner,
mr.
Markey,
and
just
remind
everybody
in
the
audience
we
are
streaming
live,
so
the
microphones
are
very
sensitive.
If
you
don't
want
your
conversations
picked
up,
you
might
want
to
take
your
conversations
out
into
the
hallway
there.
Mr.
H
Peel
off
before
we
adjourn
back
just
one
a
note
for
the
record
and
for
the
recording
that
the
beginning
of
the
council
meeting,
which
was
roll
call,
and
the
presentation
by
mrs.
mr.
bow,
was
not
included
on
the
recording.
So
there
was
no
business
being
conducted
during
that.
But
I
was
one
to
note
that
those
two
activities
occurred
off
the
recording
that
will
be
online.
Okay,
it'll.
B

F
H
So
so
the
original
ordinance
said
that
the
special
assessment
list
was
on
file
with
the
clerk
of
Council.
The
change
was
to
attach
the
assessment
list
as
an
exhibit
a
just
so
the
property
owners
and
the
amount
would
be
referenced
entirely
within
that
ordinance.
So
if
someone
to
pull
it
off
the
website,
they'd
be
able
to
you
see
there
see
the
names
in
the
amounts
so.
E
H
I
B
B
E
G
G
H
Know
ordinance
98
that
was
included
in
the
packet
miss
wicked
ass
last
week
for
an
update
on
the
assessment
amount
and
also
an
update.
There
was
some
agreement
updates
that
were
no
mr.
Kamura
notes
and
there
was
some
conforming
changes
need
to
be
made
in
the
actual
agreement
forms.
So
the
ordinance
that
you
have
to
now
amend
to
add
to
the
new
to
the
agenda
tonight
has
the
new
assessment
of
malfini
$700
and
it's
the
assessment
plus
the
in
the
bound
day
alone,
plus
the
administrative
fee.
So
that
is
now
a
corrected
amount.
E
H
E

G
J
B
Nobody
has
anything
else,
consideration
of
minutes
any
Corrections
additions
or
alterations
of
the
regular
council
meeting
November
26
2018
hearing
none.
They
will
be
accepted
as
submitted
any
Corrections
additions
or
autorai
shion's
of
the
committee
work
session,
December
3rd
2018
hearing
none.
Those
will
also
be
accepted
as
submitted
reports
from
officers
boards
and
commissions,
starting
with
the
mayor,
Thank.
D
D
It
just
says
we
are
pleased
to
notify
you
that
your
comprehensive
annual
financial
report,
which
is
our
Kaffir
for
the
fiscal
year,
ended
2017,
qualifies
the
G
fo
a
certificate
of
achievement
for
excellence
in
financial
reporting.
The
certificate
of
achievement
is
the
highest
form
of
rec
Nishan
in
government,
accounting
and
financial
reporting,
and
its
attainment
represents
a
significant
accomplishment
by
the
government's
and
its
management.
So
we
received
it
once
again
for
last
year
for
that
ended
in
2017.
He
came
to
the
office
and
wanted
to
share
that
so
well.
B
A
While
we
are
working
diligently
to
procure
salt
from
other
locations
due
to
a
significant
shortage,
we're
trying
to
minimize
our
usage.
Unfortunately,
the
winner
has
not
been
good
to
us.
We've
had
ice
and,
unfortunately,
on
the
highway
on
21
585
we're
not
able
to
use
our
mixture
so
we're
not
able
to
essentially
extend
the
amount
of
salt
we
have.
We
are
doing
what
we
can
again
commend
Larry
for
all
his
work,
but
just
wanted
some
people
called.
We
had
several
calls
I
think
was
Friday
we're
doing
what
we
can
when
we
can.
That's.
A
Have
I
met
with
ODOT
today
on
their
best
practices,
we're
gonna
we're
gonna,
explore
some
ventures
with
ODOT
and
that
try
to
see
what
other
options
we
may
have,
but
you
know
we're
coming
in
January,
February
March
sometime
in
that
time,
you're
gonna
see
the
contract
for
2019.
We
are
going
to
bid
with
ODOT
ODOT
got
a
price
of
$64
per
ton,
so
you
know
I
know.
A
B
A
B
A
Secondly,
I've
had
two
discussions
now
with
representative
Jim
Renee
C's
office
and,
unfortunately
he's
not
going
to
be
an
office
at
the
end
of
the
year.
In
conversations
with
this
staff
within
the
last
two
weeks,
they
suggested
I
contact,
Anthony
Gonzalez's
office.
Fortunately,
in
the
next
couple
of
weeks
he'll
be
here
to
meet
with
us.
We
will
be
discussing
with
him
the
veterans
headstones
at
the
various
locations
throughout
the
city.
There
is
a
program
through
the
Veterans
Affairs
Office
that
the
they
actually
pay
for
the
new
headstones.
A
So
while
it's
a
lot
of
work,
I
think
it's
a
worthwhile
effort
for
us
to
put
in
the
effort
to
try
to
get
these
headstones
paid
for
by
the
government.
It
is
a
program
that
they
do
and
they
have
done
across
the
region.
So
I
just
wanted
to
give
you
heads
up,
but
it
is
something
I've
been
working
on,
not
as
fast
as
we
would
have
liked,
but
each
individual
headstone
will
need
an
application.
A
So
let's
say:
there's
20,
headstones
and
they're
all
veterans.
We
would
have
to
make
20
applications,
but
they're
gonna
we're
going
to
go
over
that
process
and
then,
lastly,
you
know
we
entered
into
a
contract
with
GPD
to
look
at
Worcester
Road.
In
my
conversations
with
the
engineer,
he
has
significant
concerns
with
the
water
drainage,
which
I
think
I'm
not
telling
anybody
who
travels
that
road
anything
new
his
concern
with
it
is
if
we
do
not
mitigate
that
storm
water
issue,
that
we're
gonna
be
right
back
into
the
same
situation.
A
A
So
unfortunately,
I'm
coming
to
you
to
tell
you
that
Westar
roads
kick
back
a
year,
but
I
really
think
it's
in
our
best
interest
to
make
sure
we
do
it
right
and
I
think
that's
what
council
has
asked
us
to
do
to
do
it
right
and
rather
than
just
throw
it
so
I
just
wanted,
because
I
know
we
said
we're
gonna
pave
it
next
year
and
we
were
moving
forward
in
that
regard.
But
we
decided
to
back
it
off
at
this
point.
Does.
A
A
A
But
but
I
looked
at
it
is,
if
it
meant
one
year
of
waiting
to
do
it
right
I'd,
rather
do
it
right
and
it
lasts
a
few
more
years,
the
most
to
waste
money.
So
you
know
I
just
want
to
let
people
know,
because
we
made
some
information.
We
were
moving
forward,
but
we
decided
to
back
that
off.
A
little
bit
can.
B
A
B
A
I
mean,
typically,
what
will
happen
is
if
they
get
an
area
of
concern,
they'll
call
and
say:
hey,
I
mean
just:
was
it
Wednesday,
Wednesday
or
Thursday?
Last
week
they
called
and
said:
hey
the
Northwest
northeast
side
of
the
city
got
hit
with
the
skiff
of
snow
got
more
snow
than
we
did
down
here.
So
if
you
were
down
here,
you
wouldn't
have
seen
it
so
that
they
do
communicate
with
the
service
department
on
a
regular
basis.

Business
just
got
one
item
and
it's
nothing
that
I'm
asking
for
action
on
mr.
Fowler
and
I
have
talked
last
week
after
the
meeting,
and
there
are
a
couple
things
that
are
unfinished
in
the
Nash
Heights
area
and
the
projects
just
really
nothing
other
than
mentioning
this,
that
our
residents
don't
think,
we've
skipped
them
and
to
reassure
them.
There
are
a
few
things,
odds
and
ends
that
are
going
to
be
caught
up.
I
believe
in
this
spring
is
what
I
heard
thank.
D
You
again
just
as
I
mentioned
earlier:
bza,
it
is
a
war
to
seat.
The
term
will
expire,
February
28th,
so
we
do
have
a
little
bit
of
time,
but
with
checking
to
find
out
whether
the
seat
was
going
to,
they
were
going
to
retain
the
seat
or
not.
We
were
told
that
probably
at
this
point
due
to
work
obligations-
probably
not
so
we'll-
probably
be
looking
to
advertise
and
fill
a
seat
or
to
seat
on
bza
after
the
first
of
the
year.
