corner

of

being

concerns
are
that
we
know

plan
for
for
brookside.

to

this
plan

property

heard

it's
got
something

redwood
and
apartments
and

citizen

living

understand

want
to
put
that

on
the
brookside

anything

go

there
and

our
concern

could
lose
control

developments

development
where

say

be

control

spoke

regard

I
think
a
lot
of
us
in
the
area,
at
least
on
golf
course
drive.
I
don't
know
about
shell
heart,
but
there's
an
anxiety
that
exists.
I
won't
say
it's
an
excitement,
it's
an
anxiety
because
we've
looked
at
the
process,
that's
happened
so
far,
at
least
from
our
perspective.

Typically,

would
expect
someone
who
would
be
interested
in
purchasing
properties
such
as
the
golf
course
would
approach
the
planning
commission
to
see
what
could
be
done,
how
they
could
done
be
done
if
rezoning
needed
to
be
effective
or
whatever
would
take
place.

this
case,
we've
been
informed
that
it
came
from
the
city
and
I
won't.

don't
know
what
to
say
other
than
just
the
city
in
quotes
came
to
the
planning
commission
with
a
proposal
to
do
this
and
to
change
it
to
mud,
not
sure
why
and-
and
I
think
that's
a
lot
of-
why
would
the
consternation
we
have
as
citizens
right
because
it
seems
like
something's
going
on
and
we
don't
have
a
clue.
Understandably,
in
a
business
transaction,
there
are
things
that
have
to
be
done
in
closed
doors,
and
I
think
most
people
understand
that.

I
think
it's
gotten
to
the
point
where
we're
changing
you
folks
are
attempting
to
make
a
major
change.
Major
zoning
change
in
this
area,
and
that's
what
concerns
us
just
because
of
what
could
happen
if
whomever
purchases
the
property
decides
to
change
their
mind.
The
zoning
is
already
done
so
you
know
I
mean
we
could
have
an
amazon
depot
and
you
know
in
a
residential
neighborhood
is
what
it
amounts
to,
or
you
know
a
walmart
or
a
menards.
Not
those
are
necessarily
bad,
but
you
know
in
the
middle
of
a
residential
neighborhood.

other
thing
I
wanted
to
mention
is
that
at
a
meeting
in
the
planning
commission,
when
this
was
being
discussed,
it
was
to
my
surprise
and
the
others
in
the
audience
that
the
planning
commission
members,
or
at
least
some
of
them
weren't
even
aware.
The
golf
course
drive
is
a
private
drive
and
because
it
is,
the
city
has
no
responsibility
with
it
and
hasn't
for
ever.
As
far
as
I
know,
even
the
school
bus
stops
at
the
end
of
the
street.

People
have
to
take
their
kids
down,
so
there's
no
maintenance
requirement
on
the
city
or
anything
else.
It's
always
been
part
of
the
deed,
with
the
golf
course
that
the
golf
course
maintains
that
road
in
an
acceptable
condition
for
the
residents
that
who
have
a
I
forget
what
the
term
is.
You
know
we
have
unlimited
use
of
the
road
as
long
you
know
forever
in
perpetuity.
Is
that
the
word
I
think
anyway,
so
we're
concerned
about,
what's
going
to
happen
with
a
new
owner
of
this
thing?

isn't
a
golf
course,
so
they
won't
need
access
to
a
golf
course.
So
we're
wondering
because
of
the
fact
that
the
planning
commission
didn't
know
that
it
was
a
private
road.
If
that's
been
taken
into
consideration
by
you
folks

regard
to
a
new
owner,
you
know,
what's
going
to
happen
to
that
road,
you
know
there
are
I'm
guessing
15
to
16
homes
on
that
road.

so
it's
not
just
one
or
two
people
that
are
upset,
because
it's
in
my
backyard,

sure

aware
of
that

address

issue
with
whatever
is
going

think

even

about
these

the
fact
that
there's
a
tremendous
water
problem
on
that
street
that
comes
down
from
north
of
the
street,
the
northwest
end
of
the
golf
course
and
don't
know
how
that's

affected
by
the
development,

it's
affecting

the
private
drive
that
we
live
on.

mean
there
have
been
huge
ruts
in
it.
We
have
pictures.

don't
know
if
anybody
had
a
chance
or
an
opportunity
to
see
those,
but
we've
been
lucky
lately
we
have
a
young
gentleman
that
moved
into
the
neighborhood
and
he's
got
himself
a
tractor
with
some
interesting
attachments,
so
he's
been
going
up
and
trying
to
make
the
road
a
little
more
compatible
for
us,
although
joe
flogg
did
put
some
asphalt
down
just
recently,
which
is
what
a
difference
it's
made,
I
mean,
but
anyway,
those
are
significant
items
that
we're
concerned
about
at
least
those
of
us
on
golf
course
drive.

haven't
spoken
to
the
folks
on
shellhort
or
any
of
the
surrounding
areas,
but
it's
just
we're

hoping

whatever
plans
are
in
the
making.

would

least
take
some
of
these
concerns

heart

are
citizens
of
norton.

do
pay
taxes,

vote
for
people,

all
the
other

except
the
street.

states

golf
course

maintain

order

that
to
be
sold

excuse

a
legal
problem
because
you're
going
to
have
how
many
different
deeds.

how
is
that
going
to
be
divided
up
to
support
golf
course?
Drive
we've
been
very
lenient
with
joe
because
he
hasn't
maintained
that
road
for
crap
for
years,
and
the
reason
that
we've
been
leaning
is
because
golf
courses
are
tough
right
now,
they're,
not
making
any
money,
but
he
make
he's
supposed
to
maintain
that
road.

paving
starts
about
another
thousand
feet,
that's

part
of
golf
course
drive

far
as
the
maintenance
of
that
he

not
done
anything.

last
time
that's
been
graveled
was
approximately

years

put

graveled
it
myself.

just
because
it's
you

coming
in
for
a
zoning
change.

a
thing
as
conditional
zoning,
but
you've
got
to
remember
the
deed
restrictions.

not
let
that
go

absolute
answer
and
getting
a
deed
restriction.

fact

since
the
inception
of
the
land,
and
the
golf
course
will
be
very
difficult
to
break
in
court.

status
of

indicated
that
that
was
being
looked
at

legal

status

is
and
why
it's
not
being
introduced

legislation

owned

parks

the

documentation

signed
everything
on
march

want

know
why

what
the
status
of
that

based

additional
conversations

had
about
the
development
of
that
area
and,
what's
taking
so
long
for
for
that
to
occur
because,
obviously

have
an
interest

following

monitoring,
what's
going
on
back
there.

third

the

property

mess

they
left

they
tied

sewer

owns
that
land
that
backs

norton
is

purchased
that
they
put

in

of

within

citizens

academy

12-week
program

have

department
functions
in
