Communications
from
the
public,
joe
casey,
please
step
forward.
You
have
five.
J
J
J
All
right,
well,
last
week
at
the
meeting
I
got
two
text
messages
from
two
people
that
were
here.
First
message
was,
and
I
quote
the
old
man
in
blue:
does
he
have
a
gun
on
his
waist?
My
response
was
no,
probably
just
a
holster
second
text
message
immediately
right
after
that
was
the
man
in
blue.
Does
he
have
a
gun
in
his
waist?
My
response
was
no,
probably
just
a
holster.
J
Their
response
was,
should
I
stand
up
and
say
something
I
said:
no
I'll
handle
it
after
the
meeting.
Well
after
reading
the
herald
or
the
bar,
I'm
sorry
the
barberton
post
this
week
I
saw
an
article
in
there
and
the
article
said-
and
I
quote
joe
casey
asked
me
every
time
he
sees
me
here.
If
I'm
carrying
a
gun,
I'm
sick
of
it,
gaynor
said
he
is
tired
of
being
harassed,
sir,
I'm
not
harassing
you.

All
right
all
right,
all
right,
we
are
not
going
to
listen,
stop.
We
are
not
going
to
sit
here
and
cart
back
and
forth
to
each
other.
This
is
time
for
public
comment.
If
we
have
comments
great,
but
we
are
not
going
to
sit
here
and
use
this
as
an
opportunity
to
complain
back
and
forth
to
each
other,
do
you
have
anything
else
to
say?
Mr
casey,
do
you,
mr
gaynor,
okay,
moving
on?
Thank
you,
tanya
vanderveen,.
E
This
is
a
regular
council
meeting,
so
you
need
to
speak
now.
Okay,
very.
M
Tony
vanderveen
3004
union
street
norton.
I
guess
I
just
want
to
have
some
additional
understanding.
As
I
as
I
learn
about
the
local
politics
here
in
norton,
I
had
a
lot
of
questions
at
all
the
planning
council
meetings.
As
everyone
is
aware,
I
spoke
again
last
week
mr
markey
explained
regarding
emergencies.
You've
provided
some
explanations
regarding
emergencies,
and
so
the
ordinance
number
49
2019
still
states
that
it
is
being
declared
an
emergency,
and
I'm
trying
to
understand
why
I
understand
from
mr
markey's
explanation
that
zoning
per
the
city
charter
has
to
go.
K
E
K
K
So
it's
fine
so
yeah
that
that
the
agenda
needs
to
be
corrected.
M
E
Because
it's
a
rezoning,
okay,
and
so
we
can't
for
rezoning
you
because
of
the
way
the
law
is
stated.
It
has
to
go
the
three
readings
so
that
people
have
an
opportunity
to
give
input
and
it
has
to
it
can't
have
emergency
language
and
go
into
effect
right
away.
Otherwise
there
would
not
be
an
opportunity
for
for
review
referendum.
E
E
E
M
Okay,
very
good
with
regards
to
ordinance
number
49.
M
I
respectfully
ask
that:
well,
let
me
ask
this
as
part
of
council
and
the
the
rezoning
of
property.
Do
you
or
do
you
not
have
the
ability
to
add
language
to
your
existing
ordinance
as
it's
written,
for
example?
If
I
said,
I
would
like
you
to
add
language
that
you're
rezoning
this
to
industrial,
but
with
the
word
with.
K
We
can
change
the
legislation,
the
the
use
of
the
property,
the
zoning
code
set
by
ordinance.
We
can
amend
the
actual
zoning
code
itself,
which
governs
how
an
i1
property
would
be
used,
but
we
can't
add
different
stipulations
within
the
zoning
code
without
changing
the
overall
i1.
M
K
K
That
being
said,
I
think,
to
your
point,
is
once
we
once
we
own
the
property,
we
can
add
the
sort
of
conditions
you're,
probably
interested
in
to
the
property.
Just
you
can't
do
it
through
this
ordinance,
in
particular,.
M
Who
does
that?
Is
that
something
that
we
would
that
I
would
have
to
do,
or
is
that
a
request
that
I
make
to
city
council
to
the
planning
commission?
I.
G
K
We
can't
we
can't
if
we're
going
to
rezone,
we
can't
rezone
with
other
conditions.
The
court
wouldn't
apply,
wouldn't
allow
that
to
happen,
but
once
we
own
it,
we
can
impose
our
own
conditions
on
ourselves
right.
You
can
record
covenants
on
the
property.
You
can
do
all
sorts
of
things.
You
could
have
deed
restrictions,
there's
all
sorts
of
ways
to
encumber
property
and
restrict
how
it's
used
once
you
own
it,
but
we
can't
do
that
while
we
don't
own
it
and
we
can't
do
it
through
the
zoning
change
itself.
M
K
M
E
I
think
what
would
happen
yeah.
I
think
what
would
happen
is
when,
when
that
property
is
rezoned,
if
the
city
owns
it
and
then
if
we
go
to
transfer
that
to
someone
else
to
put
something
there,
then
as
part
of
that
process,
then
we
impose
the
kind
of
things
I
think
that
you're
looking
for,
which
would
be
the
buffers
and
and
the
things
to
block
noise
and
and
things
of
that
nature,
that
would
be
part
of
that
process
either
could
be
by
deed
restriction.
It
could
be
by
through
the
planning
process.
There's.
K
A
what
we
call
a
plot
that
gets
recorded
and
that
subdivides
the
property
you
could
put
those
restrictions
on
the
plot.
I
mean
there's,
there's
a
number
of
ways
to
do
it
and
any
any
sale
of
property
in
the
future
would
have
to
come
back
before
this
council.
So
it's
not
like
it'd
be
done.
It's
not
like
it
would
be
done
without
coming
back
before
council
anyways.
But
that's
understanding
your
point.
That's
that's
the
time
in
the
process.
That
would
have
to
be
fault
at
that
time.
M
So
my
my
I
wish
to
say
to
council
that
part
of
my
questioning
about
these
these
items,
as
I
try
to
understand
them,
is
the
the
five
parcels
in
question.
The
parcel
that
is
directly
behind
my
home
was
already
rezoned.
I
won
when
this
process
started
with
the
planning
commission.
That
was
another
error
that
had
been
made.
I
actually
found
that
that
and
in
conversations
with
other
residents
and
talking
to
city
council
members
that
was
drawn
to
their
attention,
so
the
the
the
five
parcels
are
not
continuous
they're
broken
up.
M
There's,
there's
three
here
and
there's
two
down
here
near
eastern,
so
my
concern
is:
is
that
being
landlocked
with
that?
First
property-
017026,
I
believe,
is
the
number
being
landlocked-
would
allow
for
many
things
for
somebody
to
come
in
and
buy
that
property.
M
So
I'm
concerned
about
that,
because
on
union
street
kda
is
immediately
to
my
right
and
a
massive
eyesore,
not
so
bad
in
the
summertime.
When
the
trees
are
completely
in
bloom,
you
can
see
it.
It's
still
an
eyesore,
but
because
the
city
of
norton
allowed
kda
to
buy
that
property
build
his
building.
He
does
not
have
concrete
road,
he
has
a
dirt
road,
so
I'm
concerned
about,
since
these
parcels
are
not
continuous,
it
doesn't
seem.
E
M
Right
in
okay,
it
doesn't
seem
reasonable
to
me
that,
because
these
five
parcels
are
not
continuous,
that
it
doesn't
seem
logical
that
you'll
be
trying
to
use
all
five
parcels
as
an
industrial
area.
To
like
make
one
road
in
and
have
you
know
a
big
circle
somewhere
with
buildings
off
to
the
side.
It
seems
to
me
that
the
two
parcels
down
by
eastern
road
are
going
to
be
something
and
then
something
is
going
to
be,
or
some
things
are
going
to
be
in
the
top
three
parcels.
M
M
So
I
guess
I'm
trying
to
figure
out
how
best
and
I
guess
I'm
looking
for
your
guidance
and
advice
on
how
best
to
handle
that,
because
if
you
turn
around
and
sell
that
property
to
someone
else
to
come
in
and
build,
then
they
will.
They
could
be
just
like
kda.
M
E
I
know
that
we've,
I
know
we've
spoken,
and
I
know
that
I
think
I've
got
a
good
grasp
on
what
your
concerns
are
as
far
as
the
buffering
and
the
and
the
dirt
roads
and
and
what
happens
back
there,
and
I
guess
what
I
would
say
is,
I
think,
we're
all
aware
of
that.
E
But
I
also
think
that
when
it
comes
time,
if
we
end
up
buying
this
property
and
that
passes-
and
it
comes
time
to
do
that-
that
during
that
planning
process,
then
would
be
the
time
to
approach
again
to
make
sure
that
those
things
don't
happen.
I
personally
would
would
prefer
to
see
real
roads
and
not
dirt
roads
and
buffering
and
as
opposed
to
not
so
that's
just
where
I
stand
on
it
and.
M
I
appreciate
you,
I
appreciate
very
much
you
stating
that
to
me
and
we
did
have
a
conversation
and
you
voiced
the
very
same
thing.
So
I
appreciate
the
fact
that
you
are
making
an
attempt
to
look
out
for
my
best
interest,
but
at
the
end
of
the
day,
I'm
well
aware
of
the
fact
that
money
talks,
so
you
guys
are
going
to
purchase
this
property
from
metro
parks.
L
K
I
mean
council
could
whether
it's
the
sale
or
not
the
rezoning
horns.
I
I
don't
want
to
touch
the
rezoning
ordinance,
but
council
could
have
a
motion,
a
resolution,
an
ordinance
for
you
know
anything
council
wants
to
do
so.
If
council
wants
to
take
an
action
to
say
here's
what
we're
going
to
do
and
here's
our
intentions
for
moving
forward,
I
mean
that's
within
council's
purview,
just
not
within
the
zoning
ordinance.
Okay,.
K
E
I
think
the
answer
to
your
question
is:
is
we
we
can't
do
it
in
this
particular
ordinance
in
49
right,
but
we
can
do
it
pretty
much
anywhere
else
along
the
way?
Okay.
Now,
whether
or
not
we
think
that
it
that
I
mean,
I
don't
think
it's
appropriate
in
in
ordinance
50
either,
where
I
think
it's
appropriate.
E
E
M
I'm
sure
I
seem
silly.
M
A
Yeah
yeah,
okay:
it
would
go
before
the
planning
commission
things
like
that.
So,
okay,.
H
All
right,
okay,
I
have
a
question
now
off
streaming
off
this.
Just
because
we're
getting
not
not
to
you
just
because
we're
getting
five
parcels
doesn't
mean
that's
what
it
would
end
up
like
it
doesn't
there's
nothing
that
says
that
we
have
to
sell
this
parcel
by
that
parcel.
We
could
consolidate
them
all,
just
like
many
people
do
with
their
properties
and
then
sell
it
off.
M
E
N
Michael
stack,
3004
union
street,
I'm
not
going
to
be
beat
it
dead
horse,
but
again
200
feet,
20,
foot,
high
earth
and
bomb
barrier
100
feet
from
there.
I
mean
he
just
said.
I
think
we,
I
guess
indeed
I
guess
we
got
to
put
a
deed
restriction
on.
It
is
the
best
way
to
go
about
it
after
we
purchased
this
property.
Would
that
sound
like
probably
the
best
way
to
go?
I.
E
G
President,
this
is
something
the
company
authorizes
us
to
do:
to
compile
our
codified
ordinances
and
make
changes
that
we
authorized
during
the
2018
year
it.
This
is
standard
and
we
do
this
every
year.
So
I
would
like
to
get
add,
ornanzo
55
2019
to
tonight's
agenda,
being
that
it's
something
that's
standard
every
year
and
we
need
to
get
these
ordinances
updated.
I'd
like
to
suspend
the
second
and
third
readings
tonight,
also
I'll.
Second,
that.
E
Right,
there's
a
motion
in
a
second
to
add
ordinance,
number
55
2019
to
tonight's
agenda.
Suspending
second
and
third:
is
there
any
further
discussion,
clear
call
the
role
please.
E
F
L
G
It's
still
on
my
subject
here
last
week
on
the
ordinance
of
54
2019.
I
I
misspoke
on
on
the
police
officers
raises
for
part-timers.
It
is
not
retroactive
and
I
just
wanted
to
fix
that.
It.
E
G
O
E
D
O
E
E
I
would
move
to
add
ordinance
number
56
2019
to
tonight's
agenda
for
first
reading.
Only
a
second
all
right
is
there.
You
want
to
go
ahead,
mr
fowler,
I.
O
Do
want
to
explain
the
situation.
I
hope
that
we
can
move
this
along.
It's
not
often
that
I
ever
come
before
you
and
say
please
or
urgently
encourage
us
to
move
this
along
this
individual.
His
home
was
declared
uninhabitable.
Last
year
we
had
worked
with
the
individual
to
get
him
into
subsidized
housing.
During
that
time,
the
land
bank
was
supposed
to
be
taking
action.
We
had
filed
forms
at
the
land
bank
in
november
for
them
to
proceed
with
taking
it
over
demolishing
etc.
O
O
O
His
fault
he's
done
everything
in
the
world
that
we
have
asked,
but
we
we
need
to
step
up
and-
and
you
know
mr
mark
and
I
have
discussed
going
to
the
landing
getting
the
funds
once
we
get
the
property.
But
I'm
asking
you
to
proceed
so
we
can
start
the
clo,
essentially
closing
the
property
becoming
part
of
the
city's
ownership,
and
then
we
can
start
the
process
because
I
would
like
to
get
it
out
of
his
name.
For
the
sake
of,
I
don't
want
him
to
lose
his
housing
because
he's
done
nothing
wrong.
K
We
tell
work
is
in
process,
but
we
would
not
finalize
okay.
E
E
A
L
L
Just
add
that
I
think
it's
a
a
good
move.
I
think
it's
good
for
the
neighborhood,
because
it's
been
a
bloated
house
for
a.
J
E
There
is
emergency
language
in
it,
so
I
believe
that
there
was
a
motion.
Did
I
make
the
motion
already
yeah
and
there's
a
second
to
add
it
to
tonight's
agenda
waving?
Second
and
third,
with
emergency
language
with
the
clear
caller
rule,
please.

there
any
additions,
deletions
or
corrections
to
those,
and
they
will
be
accepted
as
submitted
reports
from
officers
boards

Miss
mayor,
zita,
thank.
D
You,
as
I
tried
to
announce
over
the
weekend
on
facebook,
just
to
try
to
let
residents
know
the
2019
road
program
was
started
today.
They
started
just
doing
some
milling,
trying
to
get
ready
for
some
paving
work
that
will
start
probably
tomorrow,
weather
permitting
I'll.
Let
mr
fowler,
though,
go
in
a
little
more
detail
with
that
and.
H
D
O
Yes,
I
just
want
to
say
I
got
like
nine
things,
but
so
please
ask
for
your
patience,
but
I
want
to
first
say
thank
you
that
gentleman
on
union
street
has
really
gone
through
a
lot
and-
and
I've
never
been
in
this
situation.
So
I
can't
tell
you,
but
when
you
get
that
call
that
says
you're
going
to
lose
your
housing,
I
can
understand
why
someone
would
be
concerned.
So
I
just
want
to
say
thank
you
for.
A
B
O
For
for
helping
us
help
him
and
they
are
going
to
hold
off.
O
A
I
submitted
a
letter
to
mha
saying
the
title
work
had
started.
There
was
a
mishap
at
the
land
bank,
we're
going
to
proceed
with
taking
it
and
hopeful
by.
I
said
by
the
end
of
may
that
everything
would
be
in
line
and
everything
would
be
go.
I'm
hopeful
that
maybe
we
can
expedite
that
and
get
it
by
the
end
of
this
month.
We
wanted
to
let
you
know.
We
have
submitted
a
reimbursement
for
the
county
from
to
the
county
for
permissive
tax,
so
every
license
plate,
that's
registered
in
the
city.
O
We've
submitted
a
200,
approximately
200,
it's
like
199,
something
so
approximately
200
000
reimbursement
that
what
I'm
going
to
do
is
come
back
to
you
and
ask
you
to
re-allocate
that
money
back
into
the
road
program
for
2019
for
us
to
put
into
johnson.
I
know
we
kind
of
talked
about
that,
but
I
got
the
actual
number
along
with
the
increase
in
gas
tax.
I
think
we
could.
O
But
you
know
it's,
it's
really
not
it's
money
that
our
people
have
paid
to
the
county,
but
it's
it's
something
that
we
could
permissive
tax
can
be
used
on
johnson.
So
it's
something
I
highly
recommend
and
it
gets
us
a
dent
into
johnson
this
year,
our
annual
road
project,
as
the
mayor
star,
stated,
started
today,
they'll
be
grinding
for
the
next
couple
days
on
the
unimproved
streets.
That
means
any
street
that
doesn't
have
curbs,
sidewalks,
gutters,
etc.
O
Hayne
town
should
be
started
tomorrow,
as
my
hope
weather
permitting.
All
this
is
weather
permitting
and
they'll
start
paving
helmik
in
that
neighborhood
that
they
started
grinding
today,
you
may,
hopefully
you
got
an
email
from
me
on
friday
with
a
letter
attached.
We
we
hand
delivered
those
to
every
resident,
we're
trying
to
stay
ahead
of
the
paving
company
by
one
day,
so
they
know
who's.
You
know
that
they're
going
to
be
on
that
street.
So
if
you
happen
to
get
a
call,
yes,
they
came
from
our
office.
O
Well,
that'll
bring
the
entrance
the
sidewalk,
but
it
won't
have.
We
don't
have
the
doors
yet
right
next
step
is
you
know
we
talked
about
the
doors
and
and
trying
to
be
a
little
more
friendly
to
those
with
disabilities.
That's
a
subsequent
step.
The
first
is
to
get
some
of
these
sidewalks
in
repair,
so
that
will
start
tomorrow
on
border
control.
Tonight
was
an
engineering
observation
or
contract
for
inspection
of
the
paving.
O
So
I
understand
that
that's
a
lot
of
money
to
ask
for
you
all
to
allocate,
but
I'm
I'm
certain
that
it'll
be
well
worth
the
amount
we
spend
and
that'll
be
a
not
to
exceed.
My
guess
is
I'm
hopeful
that
comes
in
about
half
that,
but
that's
they
said
30
days
of
construction
based
on
the
30
days
of
construction
10
hour
days,
that's
the
number
we
came
to
so
I
just
wanted
to
let
you
kind
of
explain
that
you
may
have
seen
cleveland
maslin
road.
O
The
sign
is
telling
you
that
it's
going
to
be
closed
at
night
from
9
00
pm
to
7.
00
am,
I
believe,
is
the
hours
of
closure
and
that's
going
to
start
on
april
24th,
which
I
believe
is
wednesday.
It'll
be
closed
for
three
days.
That's
to
get
the
sewer
line
across
the
street,
so
there'll
be
detours
that
are
already
posted
again,
that's
weather
permitting.
O
But
you
know
we
had
an
issue
today
where,
like
sweet
henry's,
there
were
some
people
that
thought
it
was
closed.
There
will
always
mean
we
will
always
maintain
access
to
the
businesses
if
a
resident
or
someone
has
a
concern.
They
can
ask
the
person
who's
directing
traffic.
Apparently
that
was
you
know
what
they
told
them.
There
was
a
water
line
or
something
over
the
road,
and
there
was
some
concern
that
it
was
closed,
but
we'll
always
maintain
access
to
our
our
businesses
and
and
your
residents.
E
We
have
no
public
hearings,
introduction
of
new
legislation,
ordinance
49
2019,
mr
gainer.
L
Mr
president,
yes,
mr
tiles,
just
a
quick
question
for
the
clerk:
do
we
have
a
hearing
schedule
for
that
and
a
date.
L
I
An
ordinance
approving
the
editing
and
inclusion
of
certain
ordinances
are
parts
of
the
various
component
codes
of
the
codified
ordinances,
approving
adopting
and
enacting
new
matter
in
the
updated
and
revised
codified
ordinances,
repealing
ordinances
and
resolutions
in
conflict.
Here
there
with
and
declaring
an
emergency.
I.
E

Motion
in
a

to
suspend
reading
second
third
readings:
is
there
any
discussion
regarding
suspension,
yeah.
G
L
E
F
E
C
Just
one
thing:
yeah
we're
reading
that
as
michael
g
petrakovic
and
it's
actually
michael.
H
E
I
know
it's
on
the
on
the
ordinary
on
the
agenda.
I
think
it
says
junior
but
okay
and
any
discussion
regarding
suspension,
call
clear
call
the
role
please.

Reading
only
thank
you
public
service
announcements,
mayor
zeta,
thank.
D
You
I
just
have
a
couple
of
them
just
want
to
again
once
again
announced
green
up
day.
It's
a
community
work
day
on
saturday
april
27th
this
saturday
from
8
30
a.m,
to
1
o'clock,
we're
going
to
start
the
day
off
at
approximately
8
30
at
community
center.
D
But
I
just
want
to
announce,
though,
that
we
are
currently
seeking
donations
from
businesses,
so
that
our
hope
is
not
to
use
any
city
money
for
for
the
breakfast
and
lunches.
So
our
hope
is
to
is
to
go
that
route
and
hope
at
this
point,
hoping
that
will
turn
out
work
out
for
us.
Excuse
me:
we
also
have
a
home
depot
they'll
be
doing
a
a
thing
here
in
the
afternoon.
K
D
I'm
sorry
it
at
the
community
center
as
well
for
kids
up
to
12
years
old,
so
home
depot
will
be
here
as
well.
We
have
the
prescription
drug
take
back
program.
It
will
be
on
saturday
the
27th
as
well
at
and
that's
from
10
a.m
to
1
p.m.
Over
at
the
medicine
shop
and,
like
I
said
dan
will
be
on
on
hand
to
take
back
any
medicine,
we'll
have
a
police
officer
probably
on
hand
as
well.
So
that's
I
think,
required.
D
F
Yes,
that
will
be
part
of
it.
That's
it's
never
really
changed.
We
just
sometimes
forget
to
announce
it.
D
D
And
I
also
just
want
to
announce,
though,
that
we're
still
looking
for
interested
people
in
becoming
caretakers
for
the
adopt-a-spot
program,
we're
still
looking
for
caretakers.
If
you're
interested
to
please
sign
up
prior
to
april
24th,
we
can
talk
to
call
city
hall.
Talk
to
shannon
she'll
be
happy
to
get
you
set
up
if
you're
interested.
F
F
F
F
Next,
the
library
it
will
start
at
7
00
a.m
and
promptly
end
at
7,
00,
8,
30
and
our
featured
speaker
this
year
is
judge,
linda
teodocio,
who
will
be
speaking
on
keeping
faith
for
the
trials
of
life,
and
I
do
know
mayor
that
we
have
at
least
three
mayors
coming
with
their
full
contingencies.
So
great.
D
C
Almost
two
weeks
ago,
I
went
to
his
sir
or
his
showing
here
last
saturday
and
he's
by
the
way
a
brother
to
one
of
our
employees
here
in
the
city,
and
he
was
a
really
nice
person
been
in
norton
for
all
his
life.
I
will
say,
and
he
built
and
maintained
and
ran
the
loyal
oak
drive-through
for
several
years
him
and
his
wife
and
family
so
offer
our
condolences
to
him.
His
wife
and
everyone.
