You
still

you

So
please,
please

Good

I
assume
that
we

we've
confirmed
that
I
know
that

tonight.
So
I
think
we
have
everyone
here.
Mr

B
I
would
like
to
provide
the
following
comment:
question
for
the
october
26
city
council
meeting
in
regard
to
the
proposed
barberton
golf
course:
development.
Please,
forward
to
the
correct
people.
If
I've
sent
this
to
the
incorrect
person.
The
main
concern
that
I
would
like
to
have
addressed
is
the
impact
of
traffic
flow
from
nash
heights.

3900
golf

drive
norton,
ohio,
sunshine,
thursday
october
29th,
12,
24
p.m,
to
whom
it
may
concern.
I
have
lived
at
3
900
golf
course
drive
since
the
summer
of
2019..
B
B
My
good
neighbors
on
golf
course
drive
are
simply
asking
who
is
responsible
for
the
repairs
and
we
are
not
getting
any
solid
answers.
This
is
unacceptable.
Can
someone
just
answer
two
very
simple
and
fundamental
questions,
one
who
is
responsible
for
the
road
to
be
fixed
two?
When
can
we
expect
it
to
be
repaired?
B
B
B
We
are
asking
major
deliberation
also
be
executed
for
the
residents
on
golf
course
drive.
These
developed
properties
have
been
on
the
books
for
well
over
half
a
century,
a
pay
into
the
city
tax
base
for
maintenance,
repair
and
improvements
in
our
duty,
as
it
should
be,
the
dollars
you
are
attempting
to
save
are
dollars.
You
have
because.
B
There
is
an
immediate
need
for
all
council
members
to
back
up
the
residence
on
golf
course
drive.
We
hope
this
development
turns
out
beautifully.
We
hope
that
council
will
back
us
up
so
that
golf
course
drive
water
issues
and
road
access
issues
are
repaired
and
beautifully
reflect
side
by
side
with
this
new
development.
B
If
this
is
not
agreed
upon,
this
could
negatively
reflect
on
future
developments
that
addison
norton
llc
may
be
involved
in
possibly
in
northern
or
surrounding
communities.
How
a
developer
treats
his
new
neighbors
speaks
louder
than
just
words.
We
would
like
to
his
involvement
in
making
all
sides
a
good
reflection
of
his
involvement
in
our
community
word.
Travels
fast
in
this
neck
of
the
woods
in
ohio
golf
course
drive
is
an
exception
to
the
definition
of
a
private
roadway
in
the
city.
The
road
was
created
as
access
to
a
business,
not.
B
B
We
can
personally
attest
to
the
dangers
of
pulling
out
of
our
driveway
on
a
motorcycle.
You
cannot
miss
the
potholes.
It
is
very
dangerous.
Last
summer
a
resident
could
not
pull
out
of
his
driveway
with
his
show
car
due
to
the
condition
of
the
road
due
to
water
damage
washing
away
the
road
council
member.
You
are
being
personally
invited
to
visit
our
road
for
your
inspection.
B
Thank
you,
mr
towsley,
for
taking
it
upon
yourself
to
visit
golf
course
drive.
Also
thank
you,
charlotte
weske,
for
backing
up
the
issue
that
the
city
has
a
long
way
to
go
to
make
things
right
before
a
final
approval,
water,
runoff
and
road
replacement
both
need
desperately
addressed.
If
the
water
rushing
down
the
road
is
not
addressed.
B
B
B
The
city
has
executed
the
water
tower
issues
down
to
the
details.
Please
execute
the
same,
for
the
word
maintain
for
the
golf
course
drive.
It
was
discussed
that
the
city
will
plow
the
agreement
says
the
developers
will
plow
but
doesn't
have
to.
It
then
states
that
the
city
can
elect
a
plow,
but
doesn't
have
to.
This
is
a
half
mile
road
who
is
going
to
plow
what
year
will
plowing
start
immediately
or
november
of
2022.
B
B
Lastly,
the
word
maintain
is
a
broad
spectrum
word
as
it
stands
right
now,
a
tree
could
start
growing
in
the
middle
of
the
road,
but
if
we
can
get
around
that
tree,
we
still
have
access.
Also
from
what
is
being
read,
the
water
issue
is
not
mentioned
at
all.
Is
the
developer
aware
of
this
issue
please
clearly
and
specifically,
to
find
the
word
maintained.

3846
golf
course
drive,
and
this
was
sent
on
thursday
october
29th
at
11
50
a.m,
city,
council,
members,
my
name
is
karen
brayman
and
I
reside
at
38.
46
golf
course
drives
the
past
14
years.
I
also
have
concerns
that
have
been
shared
with
this
council
regarding
golf
course
drive
and
the
proposed
plan
number
one.
Seven
weeks
ago
we
were
told
the
timeline
would
be
forthcoming
to
the
resident.
B
B
First
off,
the
density
was
not
five
homes
to
an
acre
and
you
have
a
standard
road
number.
Three.
The
road
is
an
issue
that
needs
address,
not
just
from
a
maintenance
point
of
view,
but
drainage
still
has
not
been
addressed
as
taxpayers
for
many
years.
Why
do
we
not
deserve
a
standard
road,
though
we
pay
our
taxes,
we
have
not
reaped
certain
city
benefits
and
have
not
received
a
fa,
a
tax
decrease.
B
This
is
an
opportunity
to
do
the
right
thing.
Number
four:
the
maintenance
contract
posted
is
as
vague
as
we
already
have,
and
two
inches
of
asphalt
will
not
begin
to
fill
the
three
four
and
six
inch
potholes
in
existence.
Please
be
more
detailed,
but
the
maintenance
will
be
by
whom
and
contact
information.
B
J
B
B
B
Frustrations,
respectively,
caring.
B
Okay,
I
have
a
email
from
friday
october
30th
at
1,
59
pm
from
heather
and
sam
harrison.
B
B
I
would
like
to
let
council
members
know
that
most
of
you
are
missing
the
point
when
it
comes
to
what
those
of
us
living
on
golf
course
drive
are
concerned
about
even
the
media
missed
the
point
as
well.
Some
of
you
think
the
only
complaint
we
have
is
that
a
development
is
being
built.
That
is
not
true.
B
What
we
care
about,
and
what
we
want
is
for
our
council
members
to
do
their
due
diligence
in
making
sure
all
documents,
easements
and
contracts
in
regards
to
golf
course
drive.
Be
clear,
precise
and
definitive
about
the
ownership
and
maintenance
of
our
road,
especially
when
it
comes
to
the
easement
agreement
that
states
that
nothing
will
be
done
to
the
road
until
november
2022.
B
Thank
you,
mr
tosley,
for
making
an
effort
to
better
understand
our
situation
firsthand
by
driving
up
and
down
our
street.
By
doing
that,
mr
taos,
it
was
able
to
see
that
there
are
many
issues
attached
to
our
road
that
need
to
be
addressed
other
than
just
simply
adding
asphalt.
I
would
like
to
encourage
the
rest
of
council
members
to
do
the
same
and
educate
yourself
about
what
a
unique
situation
we
have
and
the
effort
it
will
take
to
put
everything
in
the
proper
order.
B
If
the
road
is
not
properly
brought
up
to
city
code,
it
would
continually
need
repairs
which,
in
the
long
run,
will
cost
the
city
or
the
developer
more.
In
the
end,
whether
or
not
is
it
is
the
city
or
developer,
who
is
ultimately
responsible
for
our
road.
We
cannot
afford
to
assume
it's
going
to
be
taken
care
of.
Please
do
the
right
thing
and
have
either
the
city
or
the
developer,
bring
the
road
up
to
city
code
and
not
just
do
what
is
the
cheapest.
B
B
B
B
This
flow
of
water,
slash
erosion,
happens
every
time
it
rains
not
just
during
torrential
storms
and
continues
for
at
least
an
additional
day
after
the
storm.
The
residents
on
golf
course
drive
have
asked
norton
for
help
with
this
water
problem.
When
it
first
started.
The
mayor
council,
president
and
others
came
out
during
the
after
storms
to
look
at
the
torrential
river
and
damage
to
the
gravel
portion
of
golf
course
drive
and
to
residents
driveways
farther
down
the
paved
road.
B
They
saw
firsthand
the
amount
of
our
gravel
road
that
has
been
displaced
by
all
of
this
water
and
saw
the
resulting
lake
that
forms
on
the
10th
fairway.
For
those
who
haven't
seen
this
firsthand,
I
sent
you
pictures,
norton
representatives
said
they
could
not
help
us
and
that
we
should
approach
the
county.
B
B
The
water
causes
cracks
on
the
paved
road
and
creates
potholes
and
areas
where
it
sits,
and
it
also
undermines
the
drain
at
the
curve
of
the
lower
road
which
could
become
a
major
problem.
The
skinny,
the
city,
will
now
be
permitting
jaf
and
or
addison
norton
llc
to
build
homes
in
the
runoff
area
of
these
springs.
B
B
Where
will
all
of
this
water
flow?
The
city
negotiated
in
this
deal
to
have
golf
course
drive
paved.
We
are
grateful,
but
what
good
will
pavement
road
do
if
the
city
does
not
negotiate
with
the
developer
to
fix
the
drainage
problem?
First,
the
east
portion
of
the
road
in
front
of
our
home
has
eroded
away
in
the
big
picture.
This
has
helped
the
paved
portion
of
the
road.
A
large
amount
of
the
water
doesn't
end
up
on
the
paid
portion
on
the
paid
part.
B
B
These
homes
will
be
sitting
50
feet
closer
to
us
than
they
will
be
on
shell
heart.
What
these
mounds
will
also
serve
to
curb
the
water
currently
making
its
way
to
the
10th
fairway
if
the
city
does
not
require
the
developer,
to
fix
the
drainage
issue
first,
at
the
north
end
of
the
golf
course
drive,
which
it
has
the
power
to
do,
and
the
developer
builds
these
mounds
because
they
are
required
by
the
city
in
the
development
agreement.
B
Building
in
the
springs
area
has
also
created
a
health
issue
for
residents
on
golf
course
drive
when
it
rains
pools
of
standing
water
remain
everywhere.
This
has
created
a
very
dangerous
situation
for
us,
because
this
displaced
water
promotes
an
increased
mosquito
habitation
with
mosquitoes
that
carry
very
dangerous
viruses.
B
B
B
The
developer
will
certainly
profit
from
this,
and
so
will
joe
flog.
The
city
will
be
raking
in
extra
tax
dollars
from
the
tiff.
The
tiff
requires
that
you
put
money
into
the
development
area.
Golf
course
drive
is
part
of
this
area.
Why
can't
fixing
the
drainage
issue
on
our
road
be
paid
with
some
of
that
money
or
some
of
their
profits?
B
B
You
can
make
this
right
for
us
and
the
hoa
you
can
stipulate
that
the
developer
has
to
include
a
safe
turnaround
area
for
us.
You
can
stipulate
that
the
developer
has
to
fix
a
drainage
issue
at
the
top
of
the
road
to
prevent
drainage
issues
that
will
destroy
the
road
after
he
paves
it.
He
will
have
heavy
equipment
up
here
and
is
putting
in
drain
pipes
just
over
the
hill
from
us.
He
can
follow
the
water
when
he
builds
those
homes
in
front
of
us
or
best
choice.
B
You
can
stipulate
that
he
has
to
update
the
road
to
current
city
and
or
county
requirements.
Then
the
privacy
mounds
will
only
serve
to
protect
our
view
and
not
flood
our
road,
and
we
want
the
mounds
there
to
protect
our
view
when
the
city
builds
its
water
tower.
You
can
mandate
that
the
water
is
redirected
to
the
drainage
ditches
on
21
instead
of
towards
our
home
on
golf
course
drive.
B
B
B
B
B
From
the
public,
yes,
there
is
this
one
was
received
today
from
craig
guapon
and
melissa
light
3816,
shellheart
road,
norton,
ohio,
44203.
B
B
We
are
also
highly
disappointed
that
in
meeting
with
us,
he
seemed
opposed
to
many
parts
of
this
development,
but
is
now
supportive.
Turning
his
back
on
his
ward
residence
dan
said
he
doesn't
think
it
will
have
a
negative
effect.
We
strongly
disagree
and
keep
it
with
the
five-minute
rule.
We
ask
this
attachment,
be
added
to
the
public
record,
but
not
read
during
the
meeting.
We
feel
facts
brought
to
light
are
important.
We
urge
each
member
of
council
to
go
over
those
carefully.
B
We
have
two
adult
children
who
have
purchased
homes
within
the
last
two
years
and
know
all
too
well.
The
tight
housing
market
challenges,
frustration
and
disappointment.
We
do
not
doubt
the
need
or
value
of
a
development.
We
do,
however,
strongly
disagree
with
the
density,
the
aesthetics
and
the
impact
of
development
like
this
will
have
on
nash
heights
and
the
city
of
northern
we've
watched
the
planning
meetings,
the
october
19th
committee
work
session
and
the
october
26
city
council
meeting.
B
B
B
B
We
are
highly
disappointed
to
hear
city
officials
repeatedly
using
the
terms,
I
think,
assume,
feel
believe
my
understanding
likely
and
other
non-fact-based
opinions.
While
discussing
this
important
issue.
The
planning
commit
commission
voted
without
a
clear
statement
of
what
they
were
voting
on.
Our
two
biggest
concerns
are
how
the
increased
traffic
through.
B
B
H
B
We
would
also
like
to
address
specific
comments
made
by
members
of
council,
mr
towsley
and
ms
whitpey.
Thank
you
for
your
continued
support
of
the
president
of
the
residence
of
nash
heights
and
golf
course
drive.
Please
know
we
appreciate
you,
especially
since
you
are
not
our
ward
council
representative,
mr
gainer,
you
are
fully
supportive
of
this
development.
B
Being
the
sponsoring
member,
but
often
said
you
don't
have
the
answers.
You
spoke
before
the
october
26th
meeting
with
ms
mccumber,
stating
that
janice
had
asked
you
questions
that
you
really
couldn't
explain
to
her,
and
I
really
can't
tell
her
anything.
Your
support
of
the
development
seems
uneducated
at
best,
mr
mcloan.
Yes,
we
understand.
Most
developments
have
been
met
with
resistance.
B
B
One

B
Three
gather
all
facts
do
not
make
assumptions
when
voting
for
this
development
make

the

melissa,
and
there
are,
as
I
mentioned,
several
pages
to
and
without
correspondence.
I
want
to
say
six
or
seven
that
reflect
their
responses
to
mr
karen's
answers
to
the
questions.
B
Okay,
mr
karen,
I
also
received
your
responses
to
wes
failure.
Would
you
like
me
to
put
those
with
the
record
as
well.
K
Sorry,
it's
muted!
Yes,
that's
fine!
Okay,
pretty
much!
I
sent
my
original
letter
out
to
you
and
then
to
all
the
council
members
and
felt
that
those
were
the
best
and
I
waited
two
months
before
sending
it,
because
I
needed
to
research
my
answers
before
I
gave
them
and
I
think
at
the
time
that
was
probably
the
best
thing
I
could
do
instead
of
a
quick
knee-jerk
reaction.
K
He
is
a
resident
of
nash
and
he
lives
on
higgins,
drive
that
his
local
address
was
not
mentioned
in
his
letter,
but
he
is
a
a
nash
heights
resident
and
to
clarify.
Also,
I
was
over
in
the
golf
course
drive
area
several
times
this
past
year
march
and
during
the
summer
during
the
reigns
and
took
a
number
of
pictures
and
discussed
it
with
administration.
K
So
that
is
really
probably
where
we
need
to
head
later,
but
we
have
a
lot
to
do
between
now
and
then
just
the
fact
that
people
didn't
see
me
out
there,
it
doesn't
mean
I
wasn't
there
and
that
I
wasn't
conversing
with
and
interacting
with
residents.
As
you
all
know,
in
your
own
words,
most
of
the
people
don't
see
you
when
you
travel
those
streets
and
do
your
research.
A
A
A
Anything
else
before
we
move
on
letter,
a
electric
aggregation
should
have
been
mr
p,
lots
who
is
second
on
utilities,
carrie
gainer,
mr
gainer.
C
I
did
I
did
read
over
this
and
from
the
best
I
can
understand
it's
it's
going
to
be
a
.047
rate
and
and
other
than
that,
there's
really
no
change
in
any
of
the
of
the
aggregation
at
all
other
than
the
rate
has
went
to
that.
That
figure
of
point
zero,
four,
seven
or
four.
Is
it
four
or
eight
dennis
I
forget
it's.
It's.
F
I
talked
to
robert
it's
0.0491.
I
wish
it
was
a
little
lesser,
but
after
doing
some
research,
that's
about
what
you're
going
to
get
right
now
and
what's
good
about
it
right
now
is
there's
no
termination
fee.
If
someone
wants
to
get
out
of
it
so
right
now,
it's
a
decent
rate
and
for
the
residents
right
now,
if
they
later
on
in
the
four-year
period,
they're
welcome
to
get
out
with
no
fee
attached
for
the
termination.
F
L
L
E
D
D
Okay,
there
was
a
57
103
collateral
payment
that
energy
harbor
gave
to
us
and
we
have
to
repay
it
back,
and
that
was
in
case
that
they
didn't
perform
as
they
were
supposed
to
perform
for
lack
of
a
better
way
of
putting
it.
So
we
has
that
been
addressed
in
the
budget,
because
now
we
have
to
pay
it
back
to
him.
A
L
A
A
D
A
C
F
A
D
C
A
Thank
you,
letter
b,
columbia,
woods
trail.
This
falls
to
me
ordinance
number
101
2020.
This
is
to
enter
into
the
con
contract
to
construct
the
walking
paths
around
columbia.
Woods
lockhart
was
the
lowest
bidder.
I
think,
as
I
looked
through
here,
we
did
have
all
of
the
bids
were
supplied
to
us.
They
were
lost
by
about
twelve
thousand
dollars.
A
This
is
opwc
money,
correct,
pam
or
robert.
A
Correct
correct
and
once
we
enter
into
this,
are
they
looking
then
next
spring
robert?
Is
that
when
they're
going
to
start
this
or
are
they
going
to
start
it
now.
A
L
D
L
Yes,
they
did
the
water
line
on
cleveland
water
and
sewer
lines
up.
Cleveland
last
maybe
have
been
two
years
ago
now,
the
ones
we
just
assessed.
N
Wondering
I
don't
recall
what
is
norton
shared
in
this
255
thousand
dollars.
L
L
N
A
follow-up
question:
if
I
can
real
quick
with
all
of
this
with
covet,
I
think
it
kind
of
got
thrown
to
the
side.
N
A
L
Mr
cousy,
they
stopped
the
because
part
of
it
was
some
public
participation.
We
still
have
some
public
participation
portions
of
that
to
finish,
and
once
we
finish
that
they'll
produce
our
study,
but
we
held
back
because
can't
get
people
together.
We
discussed
maybe
having
a
virtual,
which
they
had
not
done,
and
I
got
a
little
squeamish
on
that,
because
I'd
rather
do
something
that
we
could
proven
or
that
has
been
proven,
but
we
are
still
proceeding
with
the
with
the
master
plan,
and
this
was
part
of
that
discussion.
L
A
G
A
A
C
C
K
Thank
you,
mr
president.
Yes
I
spoke
to
mr
hess
about
this
last
night
and
this
is
a
planned
move
so
as
we're
trying
to
keep
our
fleet
in
good
running
order.
K
K
So
it
is
well
served
us
and
it's
in
not
the
best
shape
and
moving
forward.
This
was
a
planned
expense,
and
mr
house
didn't
add
it
to
this
until
he
saw
where
his
budget
was
and
it
will
be
for
the
2021
budget,
so
the
funds
should
be
there,
and
this
is
a
replacement
and
I'll
be
getting
rid
of
truck
number
four.
K
That
hearing
none,
I
would
like
to
move
that
that's
102
2020
to
be
put
on
council's
next
agenda.
K
A
All
right,
moving
on
to
ordinance
letter
or
onto
item
letter
d,
mr
karen.
K
Yes,
thank
you,
mr
president.
This
push
camera
again.
I
needed
to
find
out
a
little
bit
more
about
this,
so
this
is
for
the
drainage
pipes
and
any
other
underground
work
that
we
do
currently
we're
we're
borrowing
the
same
device
from
barberton
and
I'm
not
sure
if
they
have
one
or
more,
but
we
have
to
wait
for
them.
We
have
to
borrow
it.
It
would
get
work
done
more
efficiently
more
quickly.
K
If
we
had
one
of
our
own.
The
good
news
is
we're
not
talking
a
hundred
thousand
dollars.
This
one
is
in
the
12
000
range,
but
just
so
you
know
this
is
so
it
it
will
weave
through
pipes
that
have
blockage
broken
pipes,
it's
so
that
they
can
determine
the
location
and
it
will
pinpoint
where
they
do
a
dig,
and
it
will
make
the
digging
time
much
more
efficient,
shorter
get
problem
solved
a
lot
faster.
A
K
L
L
We
want
to
have
boc
off
council
meetings
so
that,
because
we'll
live
stream
the
boc
meeting
and
to
to
avoid
any
issues
with
live
stream,
we'll
bring
them
off
council
meetings
so
we'll
be
having
a
voc
to
approve
it.
On
wednesday.
C
Yes,
I
had
a
couple
questions.
I
think
dan
answered
one
of
them.
You
say
mr
fowler,
we're
borrowing
a
camera
when
we
need
it.
We're
not
running
one.
L
Correct
we
we
have
to
make
sure
it's
available
from
barberton
and
again
they
have
to
have
people
available
to
run
it
because
we're
not
trained
to
use
their
camera
and
they
don't
want
us
using
their
camera.
So
I
understand
that
too.
So
we
have
to
wait
for
them
to
be
available
and
it
has
to
be
available
in
order
for
us
to
be
able
to.
C
I'm
sorry
the
other
thing
was,
I
seen
the
size
of
the.
I
think
they
call
it
the
roller
slide
or
whatever,
but
it
was
in
millimeters
can
do
you
know
the
the
size
like
height
and
and
width
of
this
thing,
what
size
pipe
it
will
fit
into.
K
A
There's
a
motion,
a
second
to
add
ordinance,
103
2020
to
the
next
agenda
for
first
reading,
any
for
further
discussion,
clear
call
the
role.
A
D
D
A
D
That's
what
we're
looking
at
it
does
contain
emergency
language.
Can
we
go
the
three
do?
Is
it
okay
to
go
to
three
readings
on
this
and
then
the
other
ques?
I
would
like
to
ask
a
question:
we're
looking
to
go
with
engineering
associates,
also
on
both
of
them
as
being
the
one
to
observe
and
take
care
of.
This.
Is
that
because
edg
was
already
been
involved.
L
D
D
Thank
you,
mr
president,
same
explanation
goes
with
this
proposed
ordinance,
except
it's
for
a
hundred
000
not
to
exceed
with
engineering
associates,
and
this
would
be
for
the
261
waterline
south
loop
project.
This
is
for
them
to
observe
and
make
sure
the
performance
of
the
construction
is
all
correct.
N
L
So
the
the
proposed
project
is
over
a
year
in
duration,
one
there's
a
pump
station,
that's
involved!
So
there's
some
electrical
observation.
So
it's
a
pretty
long,
lengthy
project,
we're
hoping
that.
L
If
it
all
works
out,
it
may
not
work
out,
but
that
we
can
have
one
inspector
do
both
projects
and
it'll
save
us
some
money.
L
E
A
A
C
Yes,
this
is
the
agreement
we
have
for
the
barberton
building
department,
officials
to
inspect
and
issue
permits
and
such
for
things
that
are
being
built
in
the
city.
I
do
have
a
couple
of
questions
on
it.
C
L
No,
it's
actually
reinstating
the
10.
The
10
percent
expired
in
may
so
from
may
to
today
we
have
not
been
getting
this
10
percent,
so
this
would
reinstate
that
10
payment.
C
C
I
don't
know
I
I
I
don't
see.
I
don't
see
the
wording
to
me
to
to
maybe
it's
just
in
not
clear
in
my
mind,
but
it
states
that,
after
the
effective
date
of
this
agreement
and
in
consideration
thereof,
it
shall
allow
barberton
to
retain
all
permit
and
inspection
fees
authorized
by
the
state
building
codes
in
the
barberton
building
code
for
such
purposes
when
it
says
retain.
That
means.
Keep
to
me.
L
C
I
I
did
see
that,
but
when
I.
L
A
So
jack,
I
think
it
it
it's
it's
a
bit
confusing
because
it's
legalese
obviously,
but
if
you,
if
you
look
at
the
very
first
portion,
it
says,
accept
as
otherwise
provided
below,
which
would
take
in
that
10
percent
that
we
get
back.
So
what
we're
saying
is,
is
we
agreed
to
allow
them
to
keep
the
fees
except
as
provided
below,
which
means
they
have
to
remit?
The
ten
percent.
A
C
C
I
I
don't
understand
the
purpose
of
section
seven.
That
was
my
first
question.
Why
did
we
need
section
seven
if
we
were
going
to
retain
the
ten
if
we
were
going
to
receive
ten
percent?
Why
didn't
we
just
leave
the
agreement
as
it
was
instead
of
having
somebody
write,
something
in
there?
That's
going
to
confuse
everyone,
including
me.
A
C
Okay,
and
if
it's,
if
that's
the
way,
it
is
that's
the
way
it
is,
and
I
don't
have
any
problem
with
it.
I
just
hope:
there's
not
a
legally
used
problem
in
the
future
with
somebody
reading
this
thing
the
wrong
way.
That's
all!
Okay!
That's
that's
really
all
I
had
on
that
at
all.
So
I
make
a
motion.
If
nobody
else
has
anything
I'll
make
a
motion
to
move
it
to
the
next
agenda.
A
D
A
D
F
C
A
They
were
kind
of
saying
the
same
thing
I
was
saying
about
the
the
other
thing,
which
was
until
we
see
the
proof
or
we
got
a
piece
of
paper
in
our
hands.
We
got
you.
C
Okay
and
I'm
that
that's
my
I'm
sorry,
I
hate
to
go
back
to
it,
but
I
do
have
another
question.
I
missed
it.
What
exactly
did
we
receive
as
a
10
payment
last
year,
total
for
the
for
the
one
year.
C
So
my
another
just
a
statement
we
might
want
to
look
at
the
10
amount
that
we
received
and
see
sort
of
look
at
another
route,
maybe
in
the
future,
depending
on
the
amount
of
the
ten
percent.
C
C
G
A
C
K
Thank
you,
mr
president.
Yes,
this
looks
like
it
is
just
allowing
the
state
to
go
in
and
mark
the
highway
for
safety
reasons
so
lining
and
reflectors.
I
believe
that's
really
all
it
entails,
but
they
need
our
permission
to
go.
Do
the
work
on
the
roads
in
our
area,
I
didn't
see
anything
more
than
than
that
was
there.
Mr
fowler.
L
Hey
the
in
order
for
us,
we
have
to
make
the
agreement
that
we're
going
to
maintain
them,
so
we
have
to
give
them
permission
to
put
them
in.
So
that's
what
that
would.
N
A
L
Yeah,
it's
no
cost
for
us
to
put
it
in,
but
we're
obligated
to
maintain
it,
but
the
statute
requires
us
to
maintain
state
routes.
So
it's
nothing
that's
out
of
our
responsibility,
so
there
would
be
no
reason
to
cons,
not
consent,
and
this
can
go
three
reads:
there's
no
hurry!
She
just
needed
that
back
by
february.
N
Real
quick,
if
I
could
ask
because
we're
talking
about
585,
I
just
wonder
if
mr
fowler
can
give
us
an
update
on
that
intersection,
as
the
original
plan
was
to
be
done
in
august
and
it's
a
little
past
august.
So
it's
november.
L
L
They're
waiting
for
first
energy
to
run
the
lights,
they
cannot
open
the
intersection
or
the
turns
until
the
lights
are
up
and
operational,
so
they're
not
willing
to
open
that
intersection
until
those
lights
are
up
and
operational,
so
the
hold
up
is
first
energy,
but
I
thought,
as
of
last
week
that
may
have
been
remedied.
A
N
D
Thank
you,
mr
president.
Basically
this
is
just
setting
it
up
so
that
once
we've
reviewed
and
the
budget
is
for
us
to
approve
it.
Would
that
be
correct,
mr
keenan,
so
it's
nothing
going
to
happen
with
this
and
talk
to
we
get
through
the
budget
and
then
we
if
we
go
on
and
approve
it.
If
there's
no
questions
on
that,
I'm
motioned
to
have
ordinance
108
2020
to
council's
next
agenda
november,
9th
for
first
reading.
A
And
I
will
second
that
is
there
any
further
discussion
or
questions
and
again
we're
going
to
be
discussing
the
budget
over
the
next
couple
work
sessions
and
that
discussion
will
hopefully
catch
up
to
the
third
reading
and
we'll
be
ready
to
go
so.
A
Yes,
letter
j
asks
me
service
agreement.
Mr
middleton.
F
Thank
you,
mr
president.
This
is
something
we've
been
all
talking
about
last
couple
weeks
on
the
af
service
agreement
and
it's
time
to
put
it
on
the
agenda
and
I'd
like
to
put
it
on
the
agenda
for
next
week's
agenda
for
the
first
reading.
We
will
go
three
readings
on.
A
All
right,
yeah,
there's
a
motion,
a
second
to
add
ordinance,
number
109
2020
to
the
next
agenda
for
first
reading.
Any
further
discussion
call
the
roll
please.
A
F
Ask
me
clerical
agreement
same
as,
like
the
other
one,
I'd
like
to
move
110
20
20
for
its
first
reading
next
week
on
the
agenda.
A
The
motion,
a
second
to
add
ordinance,
number
110
2020
to
the
next
agenda
for
first
reading.
Is
there
any
further
discussion.
D
Yes,
mr
president,
just
to
summarize
this
there's
not
any
raises
involved
in
this.
Is
that
correct
and
what
we
did.
I
guess
we
changed
it.
We
added
veterans
day
and
took
away
columbus
day
for
a
holiday.
So
basically
it's
the
same
thing
and
they've
all
been.
G
D
D
D
Thank
you,
mr
president.
I'm
talking
about
the
budget.
What
are
we
going
to
be
going
over
for
tonight
is
just
a
couple
of
things
correct.
Yes,.
A
General
fund,
I
think
miss
keener's,
prepared
to
discuss
that.
M
N
N
Unless
I'm
reading
this
wrong
general
fund,
it
says
revenue,
maybe.
N
F
Yeah
I
got
a
couple
on
the
road
program
fund.
I
noticed
we're
only
putting
662
943
in
there.
I
always
thought
we
were
gonna
get
a
million
in
there.
Is
there
any
reason
why
I
thought
we
had
a
pretty
good
carryover?
I
was
curious.
M
So
we're
transferring
out
of
the
general
fund
into
the
road
program
fund,
but
that
was
a
decision
that
administration
made
that
we
just
stick
to
the
650
000
every
year.
E
J
I'd
like
to
put
one
you
know
a
million
dollars
in
their
two
every
year.
It's
just,
I
think,
with
with
with
it
being
a
covered
year,
not
really
knowing
where
we
are
as
far
as
income,
tax
and
so
forth.
Coming
in,
I
think
we're
just
trying
to
be
a
little
more
careful
going
into
next
year.
This
time
around
but
like
I
said,
I
know
that
we
there
was
some
talk
early
on
that
we
tried
to
go
about
a
million
dollars
on.
J
I
don't
know
that
in
a
rebound
and
we
we're
doing
better
than
we
thought
we
were
going
to
do.
That
might
be
something
we
could
take
a
look
at
at
you
know
the
first
quarter
all
right,
but
for
right
now
I
think
that's
it's!
It's
we're
being
on
the
safe
side,
right,
pam,
yes,
I'd,
say
we're
being
on
the
safe
side,
we're
staying,
we're
sticking
with
50.,
okay,.
F
Well,
I
have
one
other
question
on
the
expenses
that
sounds
good,
then
on
200.com
stayed
compensated
absences
for
27th
bay
notice,
we're
not
putting
nothing
in
there.
This
year
I
mean
I
thought
our
thought
was
on
severance
payout
and
27th
pay.
We
put
a
little
bit
in
there
every
year,
so
we
don't
get
in
trouble
later
on.
If
someone
retires
or
we
get
that
27th
date
coming.
I
notice
they're
all
zeros
this
year.
F
M
Yes,
it's
something
we'll
look
at.
I
was
thinking
for
next,
not
next
year,
but
22,
just
because
I'm
concerned
about
the
general
fund.
A
Okay,
thank
you.
I
assume
I
assume
some
of
these
difficult
decisions
shall,
I
say,
are
being
driven
by
hogan.
M
C
Okay,
just
one
quick
question
there
back
to
the
road
funding
since
we
did
lower
the
road
funding
more
than
anticipated
is
the
list
of
roads
to
be
completed.
The
same
mr
fowler.
L
So
when
we
we
look
at
that
600
number
or
650
000,
just
remember
that
all
of
barbara
road,
which
is
pretty
healthy
project,
is
also
included
on
that.
L
Send
out
that
list
to
you
all,
because
we
would
like
to
bid
in
december
probably
get
the
bids
out
november
december.
So
if
anybody
has
feedback,
I
would
welcome
it.
A
Okay,
ms
keener,
do
you
have
anything
else
you
wanted
to
point
out
or.
M
Just
a
couple
things
you
notice
in
the
health
insurance
it
does
reflect
it
going
down
in
the
general
fund
or
health
insurance
is
actually
the
same.
In
previous
years,
both
the
employee
and
employer
share
was
budgeted
so
that
just
reflects
employer
share
now
same
with
vision.
M
You
see
vision
going
up
no
change
for
vision
coverage
that
was
previously
budgeted
for
professional
services.
So
that's
now
broken
out
and
budgeted
for
in
the
vision,
insurance
line.
Item
page.
M
I
we
have
not
got
the
cost
from
swisscom,
so
that
may
be
a
little
bit
higher,
which
we'll
have
to
invest
in
2021
that
does
get
come
in
higher
and
then.
Lastly,
on
page,
seven
under
leases
you'll
see
sixty
three
thousand
three
hundred
five
dollars.
There
was
previously
no
budget
for
that.
That
was
for
the
2017
energy
conservation
lease
that
was
previously
budgeted
under
maintenance.
So
I've
moved
that
out
and
reported
it
in
lease.
A
C
C
There
were
some
comments
in
some
of
the
letters
and
I
won't
go
into
all
of
them,
but
I
have
unlike
what
some
of
the
people
that
wrote
the
letters
think
I
have
been
on
golf
course
drive
many
many
many
times
in
the
past
six
months,
several
and
I've
even
taken
an
engineer
with
me
to
look
it
over
to
get
his
opinion
on
certain
things
concerning
drainage
and
problems.
That's
been
had
during
the
past
and
such
and
and
just
contrary
to
what
they
think.
C
That's
not
my
ward,
no
and-
and
I
did
because
it
was
delegated
to
me
here
on
this
council
deal-
I
I
did
look
it
over
extensively
and
and
I
have
all
kinds
of
ideas
but
myself.
I
can't
change
things
that
are
being
done,
so
I
would
suggest
that
anybody
has
any
questions
about
contracting
or
financing
or
residents
concerns
that
might
possibly
be
answered.
I
would
suggest
that
they
do
it,
because
I
have
nothing
else
to
say
on
it.
K
Like
to
say
something
about
that,
I've
been
looking
at
this
for
quite
a
long
time
one,
and
we
really
didn't
have
a
venue
to
bring
forward
to
council
until
this
came
to
us,
because
we
were
waiting
to
find
a
a
final
form,
or
at
least
the
project
being
approved
by
planning
commission.
K
So
we
sort
of
had
to
wait
on
the
sidelines
as
we
watched
there.
I
think,
is
a
very
valid
concern
about
the
road
just
putting
some
topping
on
the
road
and
now,
as
far
as
four
to
six
inch
potholes
and
two
inches
not
being
sufficient.
Those
would
be
filled
before
topping
so
that's
kind
of
a
misstatement
earlier,
but
just
understand
that
the
erosion
that's
been
occurring
and
the
runoff
from
the
north
has
caused
a
lot
of
problems
and
it's
going
to
continue
to
be
a
problem.
K
K
I
feel
that
I
I
like
dennis
cliff's
way
of
maintaining
his
I'm
not
going
to
say
control
but
directing
his
city
of
westlake
and
that
he
directs
a
lot
of
where
things
go.
City
council
is
behind
him
and
they
get
a
lot
of
things
done
and
that's
why
westlake
has
developed
as
nicely
and
as
well
as
it
has,
and
they've
got
a
lot
of
development
taking
a
page
out
of
his
book.
I
think
we
could
probably
negotiate
something
better.
That's
a
half
mile
road.
So
it's
a
lot
of
expense.
K
K
That's
an
expensive
project,
but
the
whole
thing
is
pretty
expensive.
While
you've
got
land
moving
equipment
there
and
you're
put
already
putting
in
other
streets,
I'm
wondering
if
that
would
certainly
be
a
lot
less
expensive
for
them
to
do
than
for
us
to
go
in
later
and
have
to
do
something
with
that
road.
K
Looking
at
the
resident's
plight.
This
has
been
this
way
for
a
long
time
and
it's
not
been
able
to
be
mitigated
by
the
current
owner
and
I
think
it's
an
opportunity
for
them
to
see
this
property
go
to
a
new
owner.
This
good,
that's
all
good,
but
the
problem
still
is
once
it
changes,
hands
and
they're
the
owners,
the
the
development
companies,
the
owners
and
we
are
just
scraping,
snow
and
ice
off
of
it.
K
I
think
the
the
residents
are
still
going
to
feel
like
they
didn't
have
much
two
years
down
the
road
when
the
road
crumbles.
Again,
I
don't
see
them
stabilizing
it
with
two
two
inches
of
asphalt
over
the
long
haul
and
I'm
just
wondering
if
there's
a
way
to
do
this,
that
would
help
the
residents
and
make
this
a
more
beneficial
property
for
the
city,
make
it
easier
for
us
to
maintain
in
the
future.
K
I'm
I'm
looking
for
ideas-
and
you
know
I'm
kind
of
tossing
this
out
to
the
general
counsel.
But
these
are
my
feelings
and
I'm
thinking
that
I
would
be
less
interested
in
voting
for
the
entire
project.
If
this
set
of
residents,
concerns
and
needs
are,
is
completely
ignored.
Now
the
setback
the
mounting,
I
think,
that's
a
good
start,
but
still
we
haven't
fixed
the
drainage
problem
and
I
think
there's
there's
opportunity
to
put
a
retention
pond
or
or
do
something
more
than
than
I
saw
in
the
pictures
and
drawings.
K
A
The
developer,
when
putting
in
this
development
is
required
to
come
up
with
a
water
control
plan.
He
is
required
to
do
that
and
he's
required
to
install
that
so
far
from
the
water
problem
getting
worse.
A
A
The
next
best
option
is
that
we
fix
the
road
that
exists
which
the
current
owner
mr
flog,
was
required
to
do
this.
For
years
he
brought
out
his
tractor
now
and
then
and
moved
gravel
around
I
get
I
get
what
some
of
the
residents
are
saying
that
they
didn't
feel
that
you
know
he
really
had
the
money
to
fix
it,
but
that's
that's
really,
not
the
city's.
A
That's
a
private
property
problem
that
that's
that's,
a
disagreement
between
a
property
owner
and
people
who
have
easements
who
need
to
enforce
that,
and-
and
you
know,
maybe
they
should
maybe
they
shouldn't.
Have.
I
don't
know
I
I
mean
I
look.
I've
been
out
there
myself.
I
walked
up
and
down
the
road
with
one
of
the
with
one
of
the
residents
with
two
of
the
residents
out
there.
Why.
J
A
It's
a
mess,
it's
a
mess,
but
it
seems
to
me
the
only
reasonable
thing:
that's
going
to
happen
to
try
and
fix
that
mess
is
to
fill
in
the
potholes.
A
Put
the
asphalt
in
and
then
maintain
what
we
have
there
as
an
easement
look
you've
I,
what
are
there?
Eight
nine
ten
houses
right,
so
there's
not
going
to
be
a
lot
of
traffic
from
the
houses
themselves.
We
are
going
to
have
trash
trucks.
There
are
going
to
be
the
trucks
that
they're
talking
about,
but
it
certainly
is
going
to
be
better
than
what's
there
now
I,
it
can't
be
worse.
It's
a
mess
right
now.
C
Mr
fowler,
if
you're
still,
there
does
golf
course
drive
end
at
the
curve
where
it
turns
towards
the
clubhouse
legally,
I'm
saying:
does
it
end
there
and
the
two
houses
that
are
past
that
do
they
own
that
driveway
independent
of
golf
course
drive
or
is
that
part
of
golf
course
drive
clear
to
the
end
to
the
last
house.
C
L
Some
of
those
homes
there
is
a
gate
correct
where
that
gate
is
as
the
termination
of
the
property.
That's
considered
part
of
the
golf
course
okay
and
that's
strictly
by
gis.
I
don't
know
that
answer.
C
Okay,
okay,
because
I
did
notice
that
the
from
the
gate
down
from
the
gate
down
there
is
a
an
extreme
amount
of
water
that
runs
in
both
tire
tire
treads
or
whatever
you
call
them
the
ditch.
C
Where
the
tires
are
made
from
cars,
they
do
completely
fill
up
with
water
when
it's
raining
anyways
at
all
out
there
and
that
water
then
runs
right
on
down
to
the
curve
and
instead
of
running
to
the
left
over
to
the
pond
that
everybody's
talking
about
that
water
overflows,
the
pond
of
course,
and
goes
to
the
right,
because
that's
the
lower
side
of
the
road
and
it
does
flood
some
of
the
properties
on
the
right
hand,
side
of
the
road
there's,
there's
all
kinds
of
corrections
to
be
made
there.
Everybody
knows
that.
C
There's
there's
you
know
ten
different
ways
to
correct
it,
and-
and
the
major
concern
of
course,
is
the
payment
of
those
ways.
I
was
told
joe
said:
1.1
I
was
told
1.2
million
and
that
the
cost
of
the
asphalt
alone
would
be
approximately
200
000
and
and
so
of
course,
you
can't
make
any
kind
of
a
deal
that
would
that
would
generate
an
assessment
on
the
residents
because
you're
talking,
40
or
50
000
per
resident,
if
you
assess
them
for
bringing
that
road
up
to
city
standards.
C
So
that's
an
a
no
deal
there
at
all.
It's
not
possible
and
the
the
fact
that
they're
going
to
build
a
mound.
I
don't,
I
haven't,
seen
their
plans
for
the
mound,
but
the
fact
that
they're
going
to
build
a
mound
there
somewhere
on
the
east
side
of
that
road.
I
would
think
that
it
would
be
inexpensive
compared
to
other
things
to
incorporate
into
that
mound
area.
A
a
ditch
line,
that's
much
better
than
what's
there.
Now
some
of
the
pipes
are
not
not
properly
installed,
they're,
not
big
enough.
C
They
are
put
in
the
wrong
place.
The
the
landscape
around
them
was
not
done
properly.
C
C
There's
been
some
suggestions
about,
maybe
installing
a
pipe
that
would
go
instead
of
downhill
to
the
greenwich
road
area
that
that
pipe
should
be
put
in
and
run
through
down
to
hudson
run.
But
those
are
all
suggestions.
You
know
and
there's
there's,
like
I
said,
10
or
15
different
ways
to
correct
the
problem.
There's
a
lot
of
people
that
can
correct
the
problem,
but
can
we
make
sure
that
the
funding
is
there?
C
And
but
I
think
the
easiest
way
would
be
to
look
at
something
concerning
the
mound,
construction
and
see,
if
maybe
there
could
be
a
ditch
line.
Put
in.
You
know,
in
conjunction
with
the
mound,
since
there's
going
to
be
no
entrance
to
the
new
project
from
golf
course
drive
that
ditch
wouldn't
have
to
have
driveways
or
anything.
It
would
be.
C
I
forget
now
house,
north
or
yeah
north
of
the
gate,
if,
if
he
put
in
a
driveway
there
and
it's
flooding
his
neighbors
that
person
there
as
far
as
I'm
concerned,
if
he's
allowing
water
to
run
down
his
driveway
and
flood
his
immediate
neighborhood,
then
he
needs
to
correct
that
on
his
own
piece
of
property.
C
He
needs
to
to
whatever
is
necessary
to
keep
the
water
from
running
from
his
property
onto
the
other
property,
because
that's
not
the
natural
flow
of
the
water
that
that
driveway
was
put
in
there
and
it's
not
like
it
running
downhill.
It's
running
down
a
a
human-made,
driveway
and-
and
I
noticed
when
I
was
there-
the
amount
of
water
that
was
running.
H
C
That
driveway
and
that's
where
a
great
amount
of
the
water
that
they're
being
flooded
with
is
coming
from.
So
that's
that's
really
all
I
can
say
about
it.
We
don't
have
the
money
to
do.
We
don't
have
the
money
to
put
in
a
million
two
or
a
million
one
or
whatever
it
is
to
bring
that
street
up
to
to
city
standards
and
to
maintain
it
that'd
be
wonderful.
If
we
could
there's
about
eight
or
nine
hundred
thousand
dollars
there,
that's
gonna
have
to
be
come
up
with
some
place.
C
A
A
You
know
the
the
in
negotiating
this
whole
thing:
the
the
idea
for
doing
the
having
the
pavement
put
on
and
the
city
taking
over
an
easement
to
continue
to
maintain
that
road
was
an
effort
to
try
to
address
a
problem.
That's
been
over
there
for
a
long
time,
and
this
seemed
like
a
good
time
and
a
good
way
to
address
that
problem.
A
I'm
quite
sure
if
the
builder,
if
the
developer
would
have
said,
we'll
put
in
a
full
road
there
and
we'll
dedicate
it
to
the
city,
I'm
quite
sure
we
would
have
said.
Okay,
that's
fine,
but
that's
simply
is
cost
prohibitive.
A
It
it
plain
and
simple:
it's
cost
prohibitive.
So
the
next
best
option
to
help
the
folks
over
there
is
to
fix.
What's
there
pave
it,
have
the
city
maintain
it
as
an
easement
that
at
least
it
seems
like
a
good
option
to
me.
I
you
know
otherwise
you
know
I
don't
know,
I
mean
it's
a
mess
now,
there's!
No
doubt
it's
a
mess.
Now.
D
I
think
the
problem
here
with
with
this
the
main
thing
is:
is
this
agreement
says
it
doesn't
say
that
anybody
shall
do
it.
It
says
they
may
or
may
not.
So
anybody
could
get
lackadaisical
that,
obviously
the
developer
doesn't
want
to
do
it.
They
want
to
shove
it
over
on
to
the
city,
but
regardless
of
what
it
say,
it
does
not
say
that
it
will
be
done.
D
It
states
that
it
it
might,
and
that's
just
not
good
enough
for
these
people
and
I'm
sorry,
I'm
not
I'm
not
that
sympathetic
to
either
mr
quad
nor
the
developer
they're,
taking
this
on
they're
both
going
to
be
getting
quite
a
bit
more
out
of
it
than
any
of
the
residents
around
again
we're
taking
on
some
overwhelming
things.
People
down
in
nice
heights
had
had
even
talked
about
putting
sidewalks
in.
D
Why
we
didn't
do
it
when
we
put
the
sewers
in
now,
they
still
have
yeah
their
roads
are
redone
they're
nice,
but
they
don't
have
any
sidewalks
there
and
we're
going
to
put
all
this
traffic
onto
them,
and
the
people
over
on
golf
course
drive
irregardless
as
to
why
it
wasn't
maintained
before
we
have
a
a
new
player
in
town.
Now
that
wants
to
repo
the
benefits
of
that
140
acres
of
prime
land
that
could
be
sold,
I
think
quite
easily
to
a
lot
of
people.
D
D
D
If
I
understand
that
problem
correctly,
the
water
issues
they
have
over
there,
I
think
we
need
to
hold
out
and
say
that
they
need
to
do
more
than
than
just
this,
and
we
need
to
have
more
stating
that
it
will
be
maintained,
not
it
may
or
may
not
by
this
one
or
that
one
good
intentions
aside,
if
it's
not
written
in
there,
that
doesn't
mean
anything.
Just
like
the
discussion
we
had
earlier
about
mr
gainer's
questions
on
the
barberton
development.
D
It
said
that
they
would
retain
the
money,
and
that
is
confusing.
We
need
to
remove
the
confusion
out
of
that
and
I'm
still
not
hurt
anything
addressing
the
the
turnaround
that
the
people
are
wanting
to
put
things
down
there.
But
these
questions
need
answered
by
these
people
or
at
least
what
it
is
that
we
know
now,
because,
frankly,
I
don't
have
a
lot
of
answers
for
him.
N
K
N
N
I
don't
want
to
speak
for
mr
fowler,
but
I
talked
to
him
last
week
and
he
seemed
optimistic
that
we
might
be
able
to
get
a
turnaround
and
or
cul-de-sac
at
the
end
of
golf
course
drive
and
I
know,
city
crews
were
out
there
measuring
the
road,
the
length
of
the
road
and
the
width
and
from
I'm
just
going
by
memory,
but
the
width
of
the
road
goes
anywhere
from
26
feet
down
to
10
feet.
N
Another
concern
I
have
is
even
if
we
can
do
that
in
a
scenario
where
the
property
would
sell.
Let's
say
next
month,
there's
a
couple
potholes
down
there.
Right
now
by
the
end
of
winter,
are
going
to
quadruple
in
size.
There
needs
to
be
a
plan
put
in
place,
who's
going
to
patch
those
and
someone's
got
to
be
held
responsible,
because
literally,
if,
if
we
go
two
years
between
the
start
of
our
agreement
and
the
sale
of
property,
that
road
will
be
impassable
totally
so
that
that's
something
that
needs
to
be
taken
care
of.
That's.
A
A
N
I
understand
but
the
city
this
the
city
holds
a
position
where
they
can
have
some
influence
in
that
situation,
and
I
guess
I
would
request
that
if,
if
that's
possible,
we
would
do
that.
Another
concern.
N
N
I'd
like
to
see
assurances
that
nash
heights
is
not
going
to
have
the
traffic,
whether
that's
putting
up
barriers,
so
traffic
can't
get
through
there
or
something
because
you're,
it
really
will
ruin
very
peaceful,
quiet
neighborhoods
if
there's
just
an
inflow
of
traffic
going
through
those
neighborhoods,
and
if,
if
there's
something
the
city
can
do
to
remedy
that,
then
I
I
think
it's
incumbent
on
us
to
do
such
a
thing.
N
D
You
know,
unfortunately,
council
was
not
in
on
any
negotiations
as
to
what
was
going
to
happen
with
that
property
over
there.
It
comes
to
us
after
the
fact,
and
after
the
developers
have
approached
the
city
and
the
property
owner
and
they're,
reaching
all
their
agreements,
and
then
here
we
come
along
as
well
as
residents,
and
it's
like
well.
This
is
what
we're
offering
I'm
sorry
to
offer.
It's
not
good
enough.
D
D
They
shouldn't
have
to
keep
asking
the
same
thing
week
after
week
and
we
read
their
letters,
but
I'm
not
really
hearing
any
responses
or
any
answers
to
those
things
outside
of
what
council
is
surmising
and
all
we
have
to
work
with
is
basically
the
same
thing
that
they
already
know
too.
The
documentation
in
front
of
us
I'd
like
to
hear
that
the
administration
is
actually
going
back
and
saying
no.
This
is
what
we
want.
D
D
It's
not
like
somebody's,
not
going
to
get
on
it
and
take
over
it
that
this
just
kind
of
come
up,
and
now
it's
like.
Let's
hurry
up
and
get
this
this
taken
care
of
outside
of
being
required
to
have
so
x
amount
of
readings
for
each
onslaught.
But
if
we
don't
get
this
straight
now
within
the
next
couple
of
weeks
council's
not
going
to
have
any
way
of
being
able
to
pressure
anything
and
happening
or
we're
going
to
court,
this
is
it
folks.
We
need
to
say
this
is
what
we
need
to
have.
K
The
developer
also,
I'm
sure,
has
done
what
they
consider
their
due
diligence,
but
they
don't
live
here,
they're,
not
the
ones
that
are
going
to
still
be
here
when
all
of
this
road
and
all
the
houses,
apartments
and
dwellings
are
all
in
place.
They're
going
to
pick
up
and
leave
at
some
point
in
time,
then
there
will
be
a
homeowners
association
and
there's
going
to
be
some
standards
that
they
everyone's
going
to
have
to
meet.
K
But
as
far
as
the
the
road
golf
course
drive,
I
don't
I
don't
know
how
that's
going
to
be
affected
by
a
homeowner's
association
when
it's
set
aside
outside
of
project,
so
to
speak,
how
they're
going
to
have
any
influence
or
maintain
that
and
I'd
kind
of
like
to
see
a
little
bit
more
explained
about
that
part
of
it.
K
I
think
if
this
project
didn't
happen,
then
the
residents
on
golf
course
drive
are
going
to
be
in
worse
shape
as
the
years
go
by
and
no
resolution,
it's
just
you
know,
that's
where
they're
headed
right
now
we
have
the
opportunity
to
make
things
better
and
I
think
we
should
stick
to
our
guns
a
little
bit
more
and
and
ask
the
developer.
What
more
can
you
do
to
make
this
better.
G
K
K
Sycamore
sycamore
ridge
or
whatever
it
was
over
in
akron
as
the
same
thing,
they're
going
through
the
same
type
of
development
that
we're
looking
at.
K
A
If,
if
we
cannot
come
to
some
agreement
here
regarding
this
development
and
it
falls
through
and
someone
else
wants
to
buy
it,
we
re-zone
it
to
an
our
residential
district,
some
type
of
residential
district.
A
We
lose
tiff
financing
because
it's
no
longer
a
mixed
use
district
because
there
would
be
no
business
portion
of
it.
So
the
only
way
that
we
maintain
the
ability
to
negotiate
these
things
and
get
the
the
things
that
we
have
gotten,
which
is
mounting,
which
would
not
be
required
in
a
residential
district,
which
is
fixing
call
golf
course
drive
to
the
manor
that
we've
negotiated
to
this
point,
which
would
not
happen
if
it's
rezoned
to
a
residential,
because
I
can
tell
you
developer
at
that
point
is
going
to
say
not
doing
it.
A
We
retained
that
ability
just
for
this
purpose
to
try
to
get
these
types
of
things
where
we're
putting
in
we
require
sidewalks
on
both
sides
of
the
road
we
require
them
to
to
fix
golf
course
drive,
maybe
not
up
to
the
to
a
dedicated
standard,
but
to
fix
it.
We
require
the
mounding
so
that
the
residents
on
golf
course
and
on
shell
heart
are
buffered
from
from
some
of
that
building
and
and
some
of
the
the
view
that
goes
away
if
the
mud
goes
away.
C
Sorry
back
to
the
mounting
and
the
water
and
everything
you
know,
I
I
forget
the
gentleman's
name-
that's
developing
this,
but
that
made
the
presentation
to
us
originally
just
a
suggestion
that
that
he
knows
how
he's
going
to
do
that
mound
and-
and
in
my
mind,
I
I
can't
see
everybody's
that
lives
over.
C
There
is
concerned
like
the
neighbor
across
the
street,
and
everything
is
concerned
by
the
way,
my
son-in-law,
my
daughter,
lives
across
the
street
and
they're
tickled
to
death
with
the
project
by
the
way,
but
anyway
the
neighborhood
lives
across
the
street's
concerned
about
more
water
being
generated.
Well,
yeah
I
expect
there'll
be
some
more
water,
but
that
mounting
system
by
itself
is
going
to
divert
some
of
the
water
from
the
whole
project.
E
C
Going
to
have
to
be,
if
you'll
look
at
the
plans,
it
does
show
retention
ponds
more
than
what's
there
now.
It
shows
an
additional,
I
think
three
or
four
retention
ponds
to
collect
the
water
from
this
project
and
and
since
there
is
going
to
be
a
mound,
it's
sort
of
like
a
moat,
the
project
itself,
the
water
from
the
project
itself
is
going
to
be
contained,
most
of
it
at
least
the
way.
C
I
see
the
project,
the
development
plans
within
the
project
itself
and
it
will
run
downhill
to
grand
greenwich
road
and-
and
I
do
see
where
the
city
has
an
obligation
which
is
not
a
very
expensive
proposition
to
correct
the
the
catch
basin
at
the
foot
of
the
hill
on
the
east
side
of
golf
course
drive.
C
So
that
does
slow
down
the
water,
but
it
and
it
then
it
runs
in
the
opposite
direction,
west
to
to
hudson
run,
which
makes
sense,
but
but
the
the
water
that
comes
down
that
street.
In
my
mind
is
not
going
to
be
the
same
amount
of
water,
that's
coming
down
that
street
now
at
least
not
coming
from
the
project,
because
there's
going
to
be
a
mound
in
between
that
street
and
the
and
the
project.
C
So
I
I'm
just
assuming-
and
you
know
how
that
works-
that
most
of
the
water
is
going
to
be
contained
within
the
project
itself,
that's
generated
by
the
project
itself.
C
So
I
I
would
suggest
that,
maybe
also
in
the
easement
agreement
that
was
written
up.
I
don't
have
it
in
front
of
me.
I
wish
I'd
have
thought
to
bring
it
here,
but
the
easement
agreement
does
have
almost
specific
language
to
say
who
is
responsible
for
plowing
the
snow
and
maintaining
the
everyday
maintenance
of
that
street
and
then
in
return.
It
also
gives
the
city
just
for
an
example.
C
If
that
homeowners
association
did
not
come
out
quick
enough
to
plow
the
street
on
a
monday
morning
when
the
trash
cup
trucks
were
coming
and
the
residents
called
the
city
and
said
you
know
he
hasn't
plowed
the
street,
like
he
was
supposed
to
that
agreement,
easement
agreement,
the
way
I
read
it
gives
us
the
right
as
a
city
to
take
our
trucks
onto
that
easement
and
plow
the
streets.
If
we
choose
to
it,
doesn't
force
us
to
do
it,
but
it
as
a
courtesy
to
the
residents.
C
I
could
see
the
city
truck,
making
a
pass
up
through
there,
so
the
bus
could
get
up
to
pick
up
their
children
or
whatever
or
the
trash
truck
or
whatever,
but
but
as
far
as
anything
outside
of
that
agreement,
of
course,
it's
not
going
to
be
legal
or
binding,
but
I
think
if
everybody
will
read
that
agreement,
I
think
I
mentioned
this
to
scott
the
last
time
we
discussed
this
and
suggested
that
everybody
read
that
easement
agreement.
C
It
does
pretty
much
cover
that
that
problem
of
everybody
saying
that
it's
not
a
guaranteed
thing.
No,
it's
nothing's
guaranteed,
but
it
does
address.
Who
is
responsible
for
maintaining
that
road
in
the
normal
wear
and
tear
of
it?
And-
and
there
was
some
discussion
about
washouts
and
things
and
that's
been
discussed
and
I'm
sure
it's
still
being
discussed,
so
I
I
I
would
hesitate
to
demand
too
much
of
a
of
a
developer
or
any
developer
this
one
or
any
other
one.
C
It's
just
not
going
to
happen
and
and
to
say
that
there's
a
lot
of
developers
out
there
that
will
jump
at
the
chance
to
develop
this.
I
don't
believe,
that's
the
truth.
I
don't
think
there's
that
many
developers
that
are
interested
in
developing
that
piece
of
property-
that's
just
my
opinion
and
as
far
as
the
density
and
such
I
think,
charlotte
has
requested
figures
and
got
them.
C
That
shows
that
places
like
cedar
ridge
and
other
developments
are
very
very
close
to
the
density
of
this
one,
even
though
it
doesn't
seem
as
though,
but
but
I
the
figures
that
I
seen
you
received
showed
that
that
moves.
It
wasn't
enormously
smaller
than
the
other
developments
I
was
up
today
to
cedar
ridge
and
and
those
houses
are
extremely
close
together.
I'm
just
I
didn't
take
my
tape
measure,
but
it
looks
like
there
may
be
12
feet
apart
instead
of
10.,
so.
G
C
So
yeah
exactly,
I
knew
something
along
those
lines
I
didn't
want
to
quote
the
figures.
You
have
them
in
front
of
you
so
they're
very
so
similar
actually
to
to
the
project
that's
already
being
developed
and
we
agreed
to
and
and
here's
another
one
and
with
the
benefit
that
comes
to
the
city
from
this
project.
I
think
we
need
to
work
out
these
problems
and
and
quit
scaring
the
developers
out
of
town.
I
I.
C
I
can't
believe
that
we
would
not
continue
work
out
something
to
to
a
reasonable
something
that
would-
and
I
believe
what
I
was
talking
about
when,
when
the
developer
builds
that
mound,
it
might
be
reasonable
to
ask
him.
C
Is
it
possible
to
do
something
about
the
ditch
line
on
the
west
side
of
your
mound,
because
he's
got
it
he's
got
to
do
something
with
the
water
that
runs
down
off
of
the
top
of
the
mound
anyway,
if
it's
four
foot
high
two
foot
high
or
whatever,
so
I
would
suggest
that
if
it
was
discussed
with
him,
I'm
pretty
sure
just
common
sensible
that
he
might
be
willing
to
discuss
something
like
that
to
take
care
of
the
water
problem.
But
I
I
can't
see
a
lot
of
water
coming
out
of
that
project.
C
N
Everything
everything
mr
gainer
is
saying,
may
well
be
exactly
right
on
what
the
residents
are
asking
us,
and
I'm
in
agreement
with
them
is
whether
that's
in
writing
or
have
the
developer.
Show
us
show
me
how
what
you're
doing
is
going
to
stop
this
from
happening,
but
put
some
minds
at
ease
instead
of
just
well.
I
think
this
might
happen.
N
N
Obviously
we
need
to
keep
having
discussions
between
the
administration
and
the
developer,
but
maybe
the
developer
could
come
and
and
give
us
a
demonstration
how
x
amount
of
retention
ponds
are
going
to
keep
water
and
show
us
how
it's
going
to
happen.
I
I
think
at
least
something
along.
Those
lines
would
show
residents
that
were
were
aiming
in
their
their
best
interests.
D
C
C
So
what
the
somebody
that
knows,
what
the
hell
they're
doing-
and
hopefully
this
builder
does-
would
incorporate
a
ditch
line
on
the
west
side
of
that
mound.
That
would
collect
all
that
water,
or
at
least
the
majority
of
it,
and
and
funnel
it
down
to
greenwich
road
or
if
the
engineers
and
their
wisdom
decided
to
run
a
pipe
underneath
the
ground
to
hudson
run
instead
of
down
to
greenwich.
C
It's
all
going
to
end
up
in
in
hudson
run
no
matter
how
you
look
at
it.
There's
only
one
major
tributary
there
there's
a
small
one
east
of
hudson
run,
but
the
main
tributary
that's
going
to
catch
all
this
water
is
hudson,
run
and
it's
going
to
go
to
lake
dorothy
and
it's
water
down
runs
downhill
and
that's
the
only
way
it's
going
to
go,
but
now
to
keep
it
out
of
these
people's
roads
and
houses
and
stuff.
C
A
Mr
markey's
just
now
joining
us
all
right.
Just
did
I
hear
someone
all
right
next
work
session,
we'll
definitely
be
talking
about
the
budget
again
and
I'm
sure
this
topic
will
come
up
again.
A
O
O
I
believe
it
was
60
days
for
the
preliminary
plat,
so
I
can
go
back
and
track
those
days
and
just
make
sure
we're
giving
the
right
information.
N
O
So,
mr
towsley,
I
do
know
that
the
schedule
that
was
laid
out,
which
included
the
three
readings,
met
the
60-day
timeline,
but
I
will
I'll
go
back
through
and
dig
out
that
email
and
make
sure
that
we're
on
track,
and
we
know
what
the
deadlines
are.
Okay,.
N
N
A
C
Joe,
if
I
could
just
as
a
suggestion
to
the
the
questions
that
were
brought
up
here
tonight
by
the
letters
and
by
individual
council
members,
I
I
would
suggest
that
that
most
of
them
are
not
giant
killers.
C
The
the
problems
were
not
giant
killers
and
I
believe,
if
the
mayor
and
mr
markey
and
mr
fowler,
or
to
maybe
talk
to
the
builders
and
discuss
what
our
problems
were
and
what
the
letters
say,
I'm
sure
that
they
can
work
out
something
I
I
I
that's
not
insurmountable.
C
Everything
we
talked
about
is
not
the
end
of
the
world.
We're
not
going
to
spend
a
million
dollars
to
build
that
street.
That's
for
sure
it's
just
not
in
the
in
our
budget
or
the
builder's
budget
or
anybody
else's,
but
the
smaller
things
like
the
water,
drainage
and
stuff.
Those
are
all
things
that
could
be
taken
care
of.
It's
it's
not
a
great
big
deal.
I
don't
think.
A
E
A
There's
more
assurance
that
things
are
going
to
be
taken,
care
of
and
are
going
to
get
done
and
they're
going
to
get
done
appropriately.
So
those
are
those
are
language,
type
things
which
I'm
sure
could
be
tweaked,
and
then
you
know
drainage
and
things
of
that
nature,
I
think,
are
things
that
we
can
discuss.
The
turnaround
at
the
end
of
the
street
at
the
end
of
golf
course
drive
and
things
like
that.
So.
O
C
Fast
justin,
I
think
hearing
it
from
the
horse's
mouth
would
be
just
as
easy.
If
you
look
at
this
recording,
I
think
we
pretty
well
covered
everything
and
it
was
recorded.
