misinformation
that's

thrown
around

what
it

wants

we're
proposing.
So
that's
really
what
this
is
about,

I
want
to
cover
four
or
five
different
topics
tonight.

super
streets
are
because,
ultimately,
that's
what
we
are
proposing
talk
about
what
norton
has
proposed,
because
we
have
talked
to
the
city
administrator
and
the
city
engineer
about
some
of
the
things
that
the
lord
wants
to
do,
and
then
we'll
talk
about
economic
development
and
what
we've
seen
at
other
locations
around
the
state
with
super
streets,
because
I
know
that
the
city
administrator
was
concerned
about
that.
Whenever
we
met
back
in
baby
brad,
I
believe
it
was
and
discussed
some
of
the
options.

think
we're
all
familiar
with
eastern
road.
It's
a
three-phase
signalized
intersection
with
21..
We
have
you
know,
northbound
southbound
go
and
then
we
have
a
northbound
and
southbound
left
turn
lanes

they
are
protected.
So
that's
phase
two
and
then
we
have
a
northbound
right
turn
lane
on
21
and
then
single
lane
approaches
on
the
road.
That
is
these
three!

how
the
light
the
signal
operates
so
and
what
we're
seeing
right
now
as
far
as
a
capacity
analysis
is
in
the
morning
the
peak
hours
we
are
at
level
the
service
app
and
that
that
is
the
worst
level
we
can
be
at

levels,
go
a
through

and
then
again,
southbound
on
21
in
the
pmp
hours,
much
the
same,
very
close
at
the
level
of
the
service
d,
so
the
inner
intersection
isn't
performing
very
well,
it's
very
poor.

looked
at
some
of
the
crash
data
over
the
last
well,
you
can
see
there
it's
from
2016
to
2019
and
we
had
42
crashes
overall.

crashes
and
13,
rear
angle
or
rear
end
seven
angle,
five
side
swipe
and
a
few
others
there,
as
you
can
see,
but
really
the
concern,
not
that
any
crash
is
not
a
concern
but
33
of
the
crashes
that
occur
out
there
re
involve
an
injury
accident,
and
that
requires
you
know,
medical
services
to
respond
fire
and
ems.

First
of
all,
because
it
would
have
been
the
first
one
in
as
far
as
we
know
the
first
one
united
states
for
a
divided
highway,
two-lane,
multi-lane
roundabout,
and
we
didn't
think
anybody
would
be
the
first
of
anything
when
it
comes
around
about.
So
we
and
it's
very
expensive,
very
complex
project.
By
the
way.
So
then
we
looked
at
an
unsignalized
restricted
crossing
u-turn.

Now
this
would
be
a
very
similar
if
not
the
same
setup,
as
is
norton
has
over
on
585
and
eastern
road
over
there,
but
in
this
particular
case,
there's
at
this
location
at
this
intersection,
there's
too
much
traffic
on
each
road.
So
we
need
to
signalize
it
and
that's
where
the
super
street
comes
in
and
I'll
get
to
that
in
a
second.

we
also
looked
at
an
alternative
of
adding
lanes,
particularly
in
northbound
lane,
on
on
21,
to
handle
some
capacity
as
well
as
a
right
turn
lane
on
eastern
road
and
I'll
get
into
that
a
little
bit
more.
And
then
we
look
at
a
super
street,
so
the
last
two
we
really
dug
into
and
did
an
analysis
on
and
here's
here's
the
first
one.
It's
additional
lane
option.
As
you
can
see,
I
don't
know
if
you
can
see
my
cursor
or
not,
but
anyway
you
can
see
all
of
the
dark.

What
we
found,
though,
was
after
we
looked
at
that
we
found
that
during
the
peak
hours,
traffic
is
running
at
about
1550
vehicles,
heading
northbound,
on
state
route,
21,
and
you
can
see
there
that
only
eight
percent
exit
to
worcester
road,
north
and
three
percent
exit
to
worcester
road
south,
so
you're
only
you're,
adding
a
lane,
a
capacity
lane
for
only
11
of
the
vehicles
and
we'll
talk
a
little
bit
more
about
that
in
the
presentation
later
on.
So
so
what
is
a
super
street?

I
think,
fortunately,
the
city
of
north,
I
believe,
is
pretty
familiar
with
what
narcotics,
because
again
you
have
one
of
585
and
eastern
road,
but
an
archive.
This
is
just
basically
in
our
cup
of
sickness,
it's
a
non-traditional,
signalized
intersection
and
it
provides
more
capacity
than
a
traditional
traffic
signal.

But,
as
you
can
see,
there
kind
of
on
the
right
hand,
side
there
21
south
is
still
southbound
is
still
allowed
to
make
the
left-hand
turn
and
21
northbound
is
still
allowed
to
make
the
turn
now
here
is
the
north
lake
and
it
obviously
looks
a
lot
different
because
I'm
going
to
go
back
and
explain
this.
So
the
distance
between
the
u-turn
to
the
very
left
edge
of
the
page
and
the
intersection
is
anywhere
from
800
to
1000
feet.

The
issue
is,
as
we
run
into
the
ramps,
the
existing
ramps
for
21
and
585
interchange
that
u-turn,
that
we
would
normally
construct
on
the
north
side
would
interfere
with
this.
We
would
have
the
u-turn
and
the
bump
out
for
the
u-turn
and
tractor
trailers
would
go
into
or
across
the
ramp
lane
there.
So
you
know,
there's
there's.

No
doubt
this
is
a
less
desirable
situation
than
a
regular
r-cut
situation,
but
in
this
particular
case
it's
there's
much
it's
much
more
complex
because
of
the
rams
and
it's
much
more
efficient
to
use
them
efficient
from
the
construction
aspect.
Let
me
clarify
that
is
that
we
already
have
the
existing
infrastructure.
It
may
not
be
exactly
what
we
want,
but
we
can
tell
you-
and
you
can
see
there,
that
the
eastern
road
westbound
traffic,
that's
what
we're
dealing
with

of
the
vehicles
coming
down.

why
why
a
super
street
as
opposed
to
a
conventional
intersection-
and
this
right
here,
tells
us
a
lot
there's
less
chance
of
severe
angle
crashes,
simply
because
there's
fewer
conflict
points
on
a
regular
interconventional
intersection
of
this
type.
We
would
have
32
total
conflict
points
when
you
push
people
out
as
far
as
the
traffic
out
away
from
the
intersection
and
make
the
configuration
of
super
street,
you
end
up
reducing
those
conflict
points
or
potential
for
conflict
by
over
50.

As
you
can
see,
it's
down
to
14,
so
bottom
line
is:
when
you
talk
about
our
cuts
in
general,
they
reduce
injury
and
fatal
crashes
by
54,
and
this
was
done.
The
federal
highway
administration
did
study
on
this
and
that's
what
they
found,
and
that
was
clear
back
in
2014.,
there's,
probably
more
data.
On
that
I
apologize.
I
don't
have
that
right
now,
but
at
any
rate
we
know
that
we
cut.
You
know,
at
least
by
fifty
percent
of
reduction
in
injury.

sit
down

city
administrator
and
the
city
engineer,

we
talked

a
proposal
that
they
had.
The
city
had

the
city's

this
part

this
configuration.

Essentially,
we
spent
a
lot
of
money
just
to
get
a
bad
road,
we're
not
trying
to
do
that,
preventing
they're,
preventing
us
from
doing
that,
so
but
anyway,
the
northbound
lane
and
eastern
road
lanes
in
20
years.

think
that's
the
horizon
would
operate
at
a
level
of
service
seat
in
both
the
am
and
am
npm
peak
hours
at
a
cost
of
2.6
million
dollars
a
super
street
and
talk
about
that
a
little
bit.
We
know
the
configuration
is
a
little
bit
different,
no
doubt
about
it.

is
a
big
change,
because
eastern
road
cannot
cross
21
directly.
You
would
have
to
go
to
an
r
cut,
but
overall
the
overall
scheme
works
much
better,
it's
more
efficient
than
the
northbound
lanes
in
in
eastern
eastern
road
lanes.
So
and
obviously
it's
different
now,
I
do
want
to
point
out
that
the
north,
you
turn
clear
at
the
right.
Some
of
those
travel
times
are
much
longer.
There's
no
doubt,
and
what
I
mean
by
that
is,
it
may

time

partners

hamilton
county
have
experienced

few
years
back
and

owe
that
in
partnership
with
some
of
the
communities
down
in
hamilton,
county
took
a
long
stretch
of
stay
route
4
and
turned
it
into
a
super
street,

you

see
there
on
the
left
that
hamilton
road
somewhat
of
a
configuration.

there
is
a
signal
that
runs
entirely
perpendicular
across
that
inner
intersection,
and
we
don't
intend
to
do
that.
They
they
may
go
down
down
their
district
found
some
things
out.
They
wouldn't
do
that
again,
but
I
put
this
on
here
just
to
show
you
what
the
island
will
kind
of
look
like
in
the
middle
of
the
intersection,
and
you
can
see
that
everybody
has
to
make
a
right
hand,
turns
coming
off
the
side
street
from
left
to
right
and
that
is
mason
run
and
then,
on
the
right
hand,
