We
received
a
an
email
earlier
this
week
about
a
voicemail
that
was
just
going
to
staff.
Wasn't
it
or
did
we
each
have
to
set
up
something.
F
My
under
my
understanding,
that
was
for
those
staff,
this
office
personnel
that
have
voicemails.
B
B
E
E
D
Good,
what's
sure,
what's
up
with
charlotte.
D
D
Everyone
ready,
then
yep
all
right,
I'd
like
to
call
to
order
the
norton
city
council,
regular
meeting
tonight,
monday
march.
Eighth,
it's
seven
o'clock.
Please
stand
for
pledge
of
allegiance
a
moment
of
silence,
reflection.
C
B
A
E
D
Here,
carrie
no
communication
from
the
public
tonight.
D
D
Okay,
consideration
of
minutes,
the
minutes
of
the
regular
council
meeting
february
22nd
2021?
D
Are
there
any
additions
or
corrections?
The
minutes
are
approved
as
submitted
reports
from
officers
boards
and
commissions
start
with
the
mayor.
G
Thank
you,
mr
glum.
Mr
mcglone,
I
just
want
to
announce
that
if
there
are
any
residents
out
there
that
that
are
behind
with
rent
mortgage
or
utility
in
payments
due
to
the
fact
of
covid
county
has
come
out
with
a
program
and
basically
I'm
just
pulling
it
up
on
my
phone,
but
bethany
mckinney's
came
out
when
he
started
talking
about
it,
and
I
told
her
I
would
mention
it
this
evening.
G
It's
summit
county
cares,
will
begin
accepting
applications
for
rent
mortgage
and
utility
assistance,
starting
today
for
those
affected
by
the
covet
19
pandemic
summit.
County
cares
is
a
partnership
of
local
government
and
community
organizations
says
you
may
apply
for
assistance
with
past
due
balances
for
the
following
household
expenses,
its
rent
or
mortgage
for
your
primary
residence,
electric
gas
and
or
water
or
sewer
qualification
criteria,
resident
of
summit
county,
a
member
of
the
household
that
has
been
financially
impacted
by
covid19
and
a
gross
income
at
or
below
80
percent
of
the
area.
G
Median
income
guideline
and
it's
a
priority-
will
be
given
to
households
that
are
below
30
of
the
ami,
which
is
the
area
median
income,
households
with
pregnant
women,
households
with
occupants
over
the
age
of
62
and
households
with
a
court
eviction
notice,
the
program
is
designated,
is
not
designated
to
be.
A
first
come
first
serve
program,
so
whether
you've
filed
already
or
not
it
that
does
not
apply.
The
application
process
will
take
about
10
to
15
minutes.
Residents
may
apply
for
help
for
rent
or
mortgage
and
or
help
with
your
their
utilities.
G
D
Thank
you,
mr
mayor,
mr
fowler.
I
Good
evening,
everyone
I
just
wanted
to
make
you
aware
of
something
that's
going
on
in
columbus.
There's
a
house
bill
that
I
don't
think
we
know
the
impact
of
us
financially
as
of
yet
it
will
essentially
eliminate
the
withholding
for
employers
for
those
working
at
home.
I
I
Oml
is
asking
for
various
legislative
entities
to
contact
their
respective
legislative
officials
and
voice
concern
with
that
bill.
I
believe
that
was
just
introduced
march
would
have
been
maybe
last
week
so.
I
I
will
send
around
some
information
on
the
house
bill
once
I
receive
some
more
information,
one
I
want
to
let
everybody
know
about
the
worcester
road.
Storm
sewer
is
going
to
be
wrapping
up
here
soon.
Water
line
should
start
next
week,
so
hopefully,
all
that
work
will
be
done.
So
we
can
start
the
paving
process
we'll
have
a
contract.
I
Coming
for
the
engineering
observation
of
that,
because
edie
I'm
sorry
because
gpd
designed
it,
we
had
to
bid
I'm
sorry,
we
other
request
proposals
and
then
we'll
award
a
bid
to
a
contractor
ctl
who
will
oversee
the
construction.
I
should
have
that
coming
from
odot,
hopefully,
before
your
april
meeting,
the
walking
paths
are
being
installed.
I
If
you
haven't
seen
it's
somewhat
of
a
muddy
mess,
but
they're
making
good
progress
should
have
a
lot
of
the
path,
at
least
around
the
baseball
fields
done
here
in
the
near
future,
you're
going
to
see
a
couple
pieces
of
the
legislation
for
monday
eastern
road
design,
we're
looking
to
try
to
acquire
grant
funding
for
that
next
year,
we've
discussed
that
we
passed
the
legislation
to
go
for
the
pwc
money.
I
There's
some
other
state
money
that
we're
trying
to
acquire
and
designing
that
will
put
us
in
a
pretty
good
position
to
acquire
some
grant
funding
we'll
be
asking
you
to
consider
partnering
with
the
kiwanis
club
to
pay
for
the
roof.
We
did
pay
for.
The
trust
says
now
we're
going
to
pay
for
the
company
to
pay
for
the
to
build
the
roof,
we're
going
to
split
that
cost.
I
We
we
thought
it
would
be
wise
to
change
the
other
door,
so
it
matches
one
for
safety
purposes
and
and
two
to
give
us
some
matching
decor,
so
we'll
be
sending
that
change
order.
It's
a
minor,
I
think
it's
2
500,
but
again
it
provides
some
safety
and
security.
I
think,
is
necessary
with
how
the
layout
is
now
and
some
gfi.
So
I
have
a
small
change
order
coming
to
council
in
the
next.
It's
probably
monday.
G
C
Your
off
robert,
let
me
ask
a
question:
dennis
it's
all
right,
yes
yeah!
I
did
see
the
door
at
city.
Hall
looks
nice,
the
one
that
it's
already
in
looks
really
good
and
carrie.
I'm
pretty
sure
will
be
much
happier
with
it.
It's
insulated
and
a
steel
door,
and
if
she
happens
to
get
near
it,
she
won't
burn
up.
Also
robert,
you
said:
stoplights,
I'm
sorry
on
barbara
road.
Are
you
meaning
we're
going
to
put
a
new
one?
I
mean
another
one
at
the
other
exit
and
entrance
so
that.
I
So
that
light
is
a
temporary
light
installed
by
oda
by
the
city.
That
is
only
because
of
the
detour
once
the
detour
is
done.
They'll.
Take
that
signal
the
signal
away.
The
signal
we'd
be
installing
would
be
a
clark
mill
summit,
barber
right
there
by
arl
and
then
one
at
worcester
road,
I'm
sorry
woods,
goodness
gracious,
wadsworth,
road
and
barber,
so
those
two
signals
would
be
upgraded
and
they
would
have
the
emergency
preemption
and
everything
that
the
signals
as
part
of
the
cleveland
maslin
road
project
have
now
remember.
I
C
The
reason
I
asked
about
that
is
I've.
Had
I
don't
know,
half
a
dozen
people
complain
about
both
entrances
and
exits,
how
it's
difficult
to
get
on
and
off,
and
sometimes
it
is.
I
just
wondered
if
there's
been.
E
I
The
road
was
under
76
was
under
construction,
so
a
lot
of
people
were
avoiding
it
and
if
you
go
down
there
any
time
of
day,
it's
not
easy
to
get
out
or
into
any
of
those
businesses
and
we've
had
the
mayor,
and
I
have
had
several
businesses
reach
out
to
us
when
they
put
that
light
in
asking
for
that
additional
light,
and
it's
something
that
we've
asked
mats
to
consider:
okay,
thanks.
F
Now,
a
question
on
that
yeah,
of
course,.
D
D
Okay,
mrs
keener
is
not
here
tonight,
introduction
new
legislation.
We
have
none
tonight,
introduction
of
prior
legislation,
orders
31
2021,
mr
kernan.
E
H
C
H
Exempting
such
improvements
from
ad
valorem,
real
property
taxation
requiring
the
owner
of
the
improvements
to
make
service
payments
in
lieu
of
ad
valorem
rural
property
taxes
and
establishing
a
municipal
improvement
tax,
increment,
equivalent
fund
for
the
deposit
of
the
service
payments
in
lieu
of
ad
valorem
property
taxes.
All
pursuant
to
section
5709.40,
5709.42
and
5709.43
of
the
revised
code
and
declaring
an
emergency.
C
Thank
you
carrier.
I'd
also
like
to
add
to
this.
This
is
the
tif
for
the
petted
auto,
wash
on
grant
on
cran
krantz
drive
and
really
this
is
this
will
be
the
improvements
to
that.
Just
the
improvements
himself
will
be
tax
exempt
for
30
years
on
it,
except
that
they
will
be
paying
the
school
share
as
usual
for
that
and
that
amount
will
be
determined,
but
it's
all
been
taken
care
of
really
that's
the
second
reading.
Only
I
just
wanted
to
make
sure
everybody
knew
what
that
was
for.
C
This
is
another
example
of
the
improvements
that
will
be.
The
improvements
themselves
will
be
exempt
for
30
years
for
taxes,
and
it
is
under
the
tif
program
and,
as
usual,
it
will
be
paid
to
the
schools
when
necessary.
H
An
ordinance
authorizing
real
property
tax
exemptions
with
respect
to
certain
real
property
within
the
city
of
norton
community
reinvestment
areas
for
the
purpose
of
encouraging
economic
development
within
that
area,
authorizing
the
administrative
officer
to
execute
and
deliver
a
community
reinvestment
area.
Tax
abatement
agreement
with
pettit
ottawa
incorporated
and
thomas
j
pettit
and
sharon
l
pettit
and
declaring
an
emergency.
C
Thank
you
carrie.
This
is
a
a
cra
community,
reinvestment
area
we're
establishing
there.
This
is
also
for
the
petted
auto
wash
company.
Let
me
just
briefly
go
over
on
if
anybody
care
cares
to
go
along
on
page,
just
a
second
look
through
it
here.
A
C
C
On
page
42,
if
anybody's
following
this
is
just
to
let
the
public
know
the
the
benefits
of
of
doing
what
we're
doing
with
this
cra,
it's
for
eight
acres
of
vacant
land
and
we've
sold
it
to
them
for
160
grand
the
owners
when
they
do
make.
The
improvements
will
be
the
description
of
the
improvements
as
listed
here
is
they
estimate
three
million
dollars
for
the
construction
of
the
building
machinery
and
equipment,
200,
000
furniture
and
fixtures
50
000
inventory
alone
would
be
125
000
and
the
total
project
investment.
G
C
Also
expected
to
end
in
2021
be
completed,
they
are
agreeing
to
retain
15
or
I'm
sorry.
20
full-time
permanent
employees
had
a
payroll
of
729,
000
and
they're
by
2024.
They
estimate
they'll
have
15
new
permanent
full-time
positions.
C
F
F
It'll
go
with
the
year
that
it
was
implemented,
which
I
believe
was
2018
the
newer
versions
out,
but
we
would
prefer
to
have
the
inspector
certified
on
the
newer
version
before
we
change
to
that.
So,
for
now,
we'll
put
this
one
in
place.
E
C
C
B
G
Mr
glimmer,
yes,
mr
mcglone
I'd
have
a
couple
of
them.
I
just
want.
I
know
a
couple
of
weeks
ago.
We
were
talking
and
at
one
of
the
meetings,
and
we
were
looking
to
send
letters
in
regards
to
our
law
enforcement
agency,
the
police
department,
namely
not
at
that
time
they
were
not
included
in
the
inoculations
for
the
covid
vaccine.
I
know
that
since
then
they
have
been
brought
into
the
picture
as
well
as
mortuaries,
and
I
think
it
was
nursery
schools
as
of
today.
G
I
know
that
the
number
has
dropped
or
has
been
reduced
to.
I
think
it's
50
years
and
older
now
can
get,
is
able
to
get
the
vaccine.
So
if
anybody's
interested
and
would
like
to
get
on
a
list
somewhere
now
would
be
an
opportunity
to
do
so.
I
think
it's
starting
on
the
11th,
which
is
thursday
so
anytime
after
thursday,
50
and
older,
will
be
able
to
get
the
vaccine
if
you're
interested.
E
D
Thank
you,
mayor.
Okay,
at
this,
someone
have
something:
okay,
I'd
like
to
move
in
to
end
the
executive
session
to
discuss
preparing
for
conducting
and
reviewing
negotiations
or
bargaining
sessions
with
public
employees
concerning
their
compensation
or
other
terms
and
conditions
of
their
employment
in
accordance
with
orc
one.
Two
one
point:
two,
two
g,
four
and
section
three
point:
one
two:
four
of
the
norton
city
charter.
D
Okay,
thank
you
I'd
like
to
invite
mayor
zita
mr
fowler,
mr
markey,
and
there
will
be
no
other
legislation.
Action
taken
tonight,
resulting
from
this
executive
session
discussion
and
council
will
return
to
the
regular
consummating
just
to
adjourn.
H
B
B
A
H
I
I
I
I
A
D
D
C
D
D
Either:
okay
with
there
no
is
there
any
other
further
business
to
come
before
console?
If
not,
I
commissioned
to
adjourn
to
tonight's
regular
consul
meeting
march
8.
