Here
we'll
move
on
to
Communications
from
the
public
I
know.
Many
of
you
are
here
for
the
the
public
hearing.
If
you've
signed
up-
and
you
want
to
speak
at
the
public
hearing-
I
mean
you're.
You
are
certainly
welcome
to
speak
now,
but
if
you
would
rather
wait
till
the
public
hearing
when
I
call
your
name
just
let
me
know
and
we'll
put
that
to
the
public
hearing
otherwise
you're
more
than
welcome
to
speak.
So
first
up
is
Aaron
Burnett.

H
F
F
The
citizens
of
Norton
also
sent
a
message
in
May
by
65
percent
of
the
vote,
voting
no
to
the
police
Levy,
and
today's
Beacon
Journal
article,
if
correct
the
police
chief,
who
is
not
a
Norton
resident,
took
a
22-year
member
of
the
police
department
who
is
a
resident
and
accused
him
of
doing
something
he
did
not
do
suspended
him
without
pay
and
violated
his
rights.
Imagine
that
he
had
city
leaders
listen
to
the
concerns
of
officers
last
year
and
took
corrective
action.
F
F
All
of
these
newspaper
articles
regarding
the
police
department
and
the
police
chief
in
the
last
two
years?
This
is
embarrassing
to
our
city.
Embarrassing
I'd
not
come
in
here
to
give
any
of
you
a
hard
time.
I'm
not
here,
to
do
that,
but
I
want
to
know
how
many
more
newspaper
articles
are
going
to
be
written
before
we
not
you.
We
are
going
to
handle
the
problem.
F
F
Do
not
reward
that
conduct
with
a
new
car
every
time?
There's
a
problem
down
in
the
police
department.
It
seems
to
be
an
employee
who's,
driving
an
unmarked
vehicle
I'm
asking
you
to
table
resolution
84
2022
regarding
the
purchase
of
an
unmarked
Jeep,
Grand
Cherokee
for
the
police
department.
Thank
you.
C
F
I
I
me
and
my
wife
owned
that
property
and
the
property
is
zoned
on
three
sides
by
it's:
either
commercial
or
industrial,
or
some
other
zoning
and
I.
Don't
think
it's
his
own
residential
right
now,
I
believe,
but
there's
nobody
that
will
buy
it
for
a
residential
piece
of
property.
I!
Think
it's
really
a
commercial
piece
of
property.
It
should
be
rezoned,
that's
all
I
gotta
say
thank
you.
Thank.
C
D
J
David
ribaugh
3430
Reimer
Road
about
a
year
ago,
guy
bought
a
prop
some
property
Yoda
Roofing
next
to
my
property
and
build
a
pond
right
on
the
line
and
I
tried
to
contact
zoning
I've
called
them
five
or
six
times
and
finally
they
they
did
respond
and
say:
oh,
we
weren't
responding
to
you
because
we
were
thinking.
You
were
another
pond.
J
J
J
I
talked
to
Doug,
he
said
he'd
check
it
out.
Nothing.
Then
a
friend
of
mine
recommended
I
contact.
Charlotte
and
Charlotte.
Charlotte
has
been
trying
to
assist
me.
So
my
question
is:
if
we
got
these
laws,
how
come
they
aren't
enforced?
You
know
I
mean
they
changed.
The
whole
grade
took
all
the
dirt
pilot
to
the
South,
so
the
water
can't
there
is
no
natural
grade.
The
only
place
the
water
can
go
is
into
this
Pond
and
then
I
have
a
culvert
pipe.
J
So
I
can
drive
My
Tractor
Down,
that
side
of
the
Waterway
and
he
actually
built
the
pond
right
up
to
my
culvert
pipe.
So
the
water
goes
in
the
Culver
pipe
18
inch,
culvert
pipe.
It
can't
handle
it.
So
then
it
goes
into
my
waterway
and
it's
washing
that
out
eventually
it'll
be
out
to
rhyme
a
row.
So
I
just
wondered:
don't
we
have
any
zoning
like
I've
got
a
couple?
Zoning
permits,
seven
building
permits
electrical
permits
and
I've
been
in
the
city
over
50
years.
J
G
Gentleman
that
I
have
been
talking
about
for
at
least
the
last
two
or
three
weeks.
Here's
some
passing
some
papers
down,
showing
pictures
that
Mr
riboff
sent
me
earlier.
I
want
them
back,
you
guys
can
get
another
copy
from
Carrie
I.
Think
Carrie's
got
him
now,
but
I
was
kind
of
running
out
of
time.
As
I'd
stated,
I
was
going
to
talk
to
Soil
and
Water.
G
I
have
talked
soil
in
water,
they've
stated
that
they
believe
he's
not
only
in
the
riparian
setback,
but
now
they've
become
an
issue
that
the
pond
is
larger
than
it
ought
to
be.
Mr
Harper,
unfortunately,
isn't
here,
but
he
was
told
by
the
administration
or
zoning
or
somebody
it
would
be
filled
in.
There
was
a
mistake
to
begin
with
that
they
thought
it
was
upon.
That
was
further
down
the
road
that
may
or
may
not
be
permitted.
G
G
We
did
nothing
about
they're,
encroaching
on
his
property.
They
trespass
on
his
property.
They
put
water
on
across
his
line
and
put
water
into
the
stream
running
through
his
yard,
and
they
were
supposed
to
fill
it
in
well.
What's
up,
there
was
a
hoop
house,
hoop
house,
not
a
hoop
house,
but
a
Hoop
Building
put
in
for
the
people
to
be
able
to
do
landscaping
or
grow
vegetables
and
sell
them
down
on
Rush
I
think
this
was
2019..
G
They
put
the
building
up,
they
got
a
grant
to
do
it.
They
had
already
done
two
years
worth
of
work
on
it.
Yet
when
the
neighbors
came
forth,
the
BC
they
were
supposed
to
take
it
down
now,
I
pulled
GIS
maps
up
on
that
particular
property
and
back
in
2017
or
whatever
year
it
was
the
building
was
there.
They
also
crossed
a
property
line,
but
in
the
latest
2021
GIS
pictures
there
is
no
building
there.
We
made
them
take
that
down
and
they
had
to
move
it.
G
This
needs
to
be
it's
just
another,
one
of
the
instances
that
someone
else
gets
then
Alby
seems
it's
our
older
residences
residents
that
that
come
up
and
that
have
the
harder
time
to
speak
up
for
themselves
or
to
get
in
here
or
don't
know
where
to
turn
just
like
the
ones
down
on
shellhart,
where
we
had
the
company
come
in
and
put
in
the
water
line
and
they
cut
trees
down
that
and
then
had
the
nerve
to
say.
Oh
well,
we
didn't
need
to
cut
them.
G
Trees
down,
I
didn't
give
them
a
paltry
fourteen
hundred
dollars
for
four
young
trees,
trees
that
should
have
been
paid
at
least
five
times
the
amount
of
five
thousand
dollars
on
from
what
I've
looked
up
so
far,
because
they
were
adults,
and
we
did
nothing
for
that.
That's
not
our
problem
because
we
had
a
contract,
but
we
need
something
more
to
stand
up
for
these
people
and
to
be
able
to
help
them
out
and
protect
their
rights.
G
G
C
Okay,
great
Judy,
Johnson
I'm
here
for
them
and
Jennifer
yeah.
Okay,
so
that'll
end
the
communications
of
the
public
and
we
will
probably
move
right
into
the
public
hearing.
Then
we'll
get
back
to
the
rest
of
the
agenda
later.
C
I
know
we
had
one
earlier
you're
more
than
welcome
to
again,
if
you'd
like
it's
up
to
you,
okay
for
a
second
time,
is
there
anyone
who
would
like
to
speak
for
a
set
of
ordinance
and
for
a
third
and
final
time
is
there
anyone
who
would
like
to
speak
for
the
said
ordinance
now?
Is
there
anyone
who
wishes
to
speak
against
the
said
ordinance,
please
step
forward
and
give
your
name
and
address
for
the
record.
L
L
Our
peace
and
quiet
of
our
neighborhood
could
potentially
harm
the
health
and
well-being,
along
with
lowering
our
property
values.
A
big
issue
is
how
are
they
going
to
get
back
there?
My
address
is
Worcester
Road
I
maintain
the
driveway
from
Worcester
Road
to
my
house.
It
is
not
a
two-lane
driveway,
nor
is
it
a
dedicated
Road
from
the
city
of
Norton.
L
L
There
will
be
utility
lines
that
need
to
be
taken
care
of
with
the
trees
being
taken
down
it'll.
It
will
eliminate
our
privacy
that
we
have
two
lanes
will
have
to
be
put
in
in
order
to
keep
our
properties
safe
for
emergency
vehicles
to
get
back
to
our
houses
in
case
there's
a
broken
down
vehicle
or
trucks
maintenance,
whatever
blocking
the
road,
it
will
be
also
a
safety
issue.
L
Turning
in
and
out
of
a
blister
of
that
road
to
Worcester,
Road
I
have
a
terrible
time
crossing
over
four
lanes
right
now.
Getting
out
of
my
property
most
important
and
above
all,
the
safety
of
my
kids
and
my
grandkids
I,
have
four
and
a
half
acres
that
I
bought,
so
they
could
play
ride
their
bikes
that
I
didn't
have
to
worry
about.
L
L
C
M
My
name
is
Jennifer
Lees
and
I'm
at
5271,
Wooster,
Road,
West
I
have
the
property
that
actually
butts
up
against
and
crosses
the
private
driveway
and
the
lot
that
my
house
is
on
it's
a
private
road.
Technically
my
driveway,
the
city
has
always
said
it's
not
going
to
pave
it.
It's
not
going
to
plow
it
because
it's
a
private
road.
My
mailbox
is
across
the
street.
M
It's
a
single
lane
road.
We
maintain
the
road
Judy
and
us
we
maintain
the
road
there's
children
at
play.
There's
my
dog
there's
power
lines
and
cable
lines
that
are
hanging.
Low
I
have
a
hard
time
with
my
trash
men
coming
up
my
road,
they've
busted,
my
pear
tree
and
I
had
to
take
it
down
because
they
they
killed
it
they,
when
they
back
up
that
road,
because
it
is
a
single
Lane
Road
their
tires
cut
down
my
Hillside,
which
used
to
be
a
ditch
and
it's
not
anymore.
M
They
cut
off
the
front
of
my
yard
because
they
obviously
can't
drive
up
that
road
promise
to
fix
it.
I've
made
several
calls:
they
never
fix.
It.
M
I
put
up
a
speed
limit
sign
on
that
road,
because
it's
just
gravel
and
dirt
and
very
dusty.
Not
only
does
it
cover
my
cars
in
dust,
but
I
have
asthma,
it
also
creates
just
with
them
flying
up
and
down
that
road.
There
you
know
they
they
don't
even
obey
it.
I
have
cameras
up
that
I
could
show
you
footage
of
FedEx
and
UPS
just
flying
up
and
down
there.
It's
a
single
Lane
residential
driveway.
It's
not
a
road,
but
it's
not
meant
for
big
trucks.
M
M
It's
bad
enough
when
it's
just
regular
dust
and
leaves-
and
things
like
that,
but
with
the
added
back
and
forth
with
that
I
I
it'll,
just
be
worse,
who's
going
to
repair
the
road
when
they're
running
up
and
down
it,
because
it's
going
to
cause
additional
potholes
I
mean
we.
M
We
take
care
of
it
ourselves,
but
because
it's
ours
and
then
the
noise
pollution,
if
they
have
to
take
out
those
trees
and
they
have
cars
and
trucks
and
things
going
in
between
our
houses
and
whatever
it's
just
going
to
cause
a
lot
more
noise.
The
trees
coming
down
is
going
to
cause
a
lot
more
wind
to
come
through.
We
already
have
bad
enough
wind
that
comes
through,
and
if
more
trees
have
to
come
down,
it's
just
going
to
be
worse.
K
K
I've
been
looking
at
this
property
all
my
life,
because
it's
been
surrounded
by
the
nursery
and
the
whole
thing
with
this
property
is
I,
always
wondered.
What
was
the
access
there's
Hickman
allotment
to
the
best
of
my
knowledge
was
set
up
in
the
40s
or
something
like
that
40s
or
50s
before
State
Route
21
went
in
this
was
all
drawn
up.
One
State
Route
21
went
in
it.
There
was
nothing
dedicated.
K
If
you
look
at
the
public
records
of
Judy's
Deeds
on
her
property,
the
only
one
that
has
a
right
away
or
easement
to
her
property
is
the
state
of
Ohio,
and
that
is
for
the
ramp
for
route
21
and
585
and
Ohio
Edison
are
the
only
two
with
easements.
Unless
Norton
has
it
recorded
somewhere
that
there
is
easements
for
the
Rosemont
Road,
which
I
have
never
seen
or
never
been
presented.
K
To
me,
the
only
other
thing
I
know
against
it
that
goes
to
this
is
the
city
of
Barberton
has
a
right-of-way
which
cuts
through
this,
which
pretty
much
runs
down
a
ditch,
we're
a
farm,
we're
a
tree
farm,
we're
expanding
we're
we're.
You
know,
planting
more
trees.
Every
year
we
love
our
view
out
the
back
window.
I
live
right.
There
I
mean
we
look
right
at
it,
and
I
I
told
my
wife
Marsh.
You
should
have
bought
this.
She
goes.
What
do
you
mean
like?
K
Well,
they
can
cut
down
all
those
trees
in
our
backyard.
She
goes
no,
no!
No!
No
so
yeah
I'm,
I'm,
totally
against
it
being
Zone
industrial.
The
property
on
the
other
side
of
us
is
zoned
industrial,
I'm.
Sure
they're
going
to
be
doing
something
with
that
where
the
marathon
pipeline
runs
through
there,
the
property
to
do
the
east
of
us
there,
but
done
I'm
against
it.
K
C
G
I've
asked
I
think
this
should
probably
be
the
third
time
now
about
the
other
properties
that
would
be
affected
by
allowing
access
to
that
road.
Be
it
that
we're
going
to
make
it
into
a
road
or
we're
going
to
allow
them
to
make
it
into
road
or
whatever
the
vacating
I
know.
You
guys
have
discussed
it
earlier
and
maybe
you're
going
to
come
back
up.
G
But
my
big
issue
with
it
are
the
other
people
that
are
being
affected
by
this
and
as
I
I,
just
don't
I
I
get
the
idea,
but
I
think
there's
more
damages
here
than
as
opposed
to
let
somebody
buy
it
for
a
residential,
I'm
sure
they'd
be
able
to
get
an
access
in
there.
That
was
the
case
through
the
same
drives
that
the
others
are
have
access
to
their
properties,
but
for
putting
a
business
in
I'm,
not
in
favor
of
that.
C
There's
been
discussion
of
I,
think
in
front
of
the
Planning
Commission
of
vacating
the
streets
and
that's
just
not
possible,
because
that
would
that
would
landlock
those
lots
back
there
and
I
believe
that's
against
the
law.
So.
C
Not
even
an
option
at
the
easement
is
but
I
I
agree
with
you.
I
had
the
occasion
to
go
out
and
see
the
property,
and
it's
very
well
maintained.
Very
peaceful
right
in
the
center
of
the
paper
street
is
I,
don't
know:
20
15,
20,
very
large
pine
trees.
That
would,
as
it
was
spoken
as
a
wind
barrier
and
a
privacy
barrier
that
would
have
to
come
down
for
that.
So
I
believe
the
residents
have
a
very
solid
points.
They're
making.
G
But
there's
also
been
issues
I
believe
with
the
the
drainage
out.
There
is
a
net
where
we
had
to
replace
the
big
Culvert
going
across
585
that
that
could
have
an
impact
on
that
as
well.
If
we
were
to
start
allowing
the
trees
to
get
cut
down
or
whatever
to
be
putting
it
in
there,
they
do
soak
up
a
lot
and
the
vacating
don't
I
just
like
to
point
out
anybody.
That's
adjacent
to
that
road
would
have
the
ability
to
have
a
piece
of
vacating
of
the
street
on
either
side
of
it.
G
If
it
was
to
be
vacated,
it
wouldn't
just
be
this
one
company
or
desired
the
ones
that
want
to
buy
that
property.
All
the
way
in
you
would
be
entitled
to
have
your
half
of
the
road
so
to
speak,
or
in
some
of
your
cases,
both
because
I
know
some
Mrs,
Johnson
I
believe
it
is
I.
Think
you
straddle
one
of
a
road
so
whoever's
straddling
the
road
you
would
actually
be
entitled
to
both
sides
for
if
it
was
to
be
vacated.
You
just
couldn't
say
that.
K
When
I,
when
I
asked
before,
does,
is
there
something
in
the
city
of
Norton
that
actually
dedicated
those
streets,
because
it's
not
recorded
in
any
deed
I
mean
just
because
it
was
an
original
plat
back
from
way
back
in
the
day,
is
there
actually
an
easement
across
her
property
for
Roma
stamp?
In
there
no
paper
streets.
N
It's
just
I
mean
this
is
the
paper
yeah
I'd
have
to
look
at
typically,
when
a
Platz
filed
the
streets
that
are
indicated
on
the
Platte
are
public
right-of-ways
and
what
we
call
paper
street.
So
it's
never
been
improved.
It's
a
paper
street.
So
it's
there.
It's
a
it's
a
right-of-way,
but
it's
not
ever
been
used
for
anything,
but.
N
K
N
If
it's
on
the
plat
then
sort
of
yeah,
then
the
subdivision
plays
what
what
creates
the
right-of-way
for
roads.
But
again
it
doesn't
look
at
it.
I,
don't.
K
G
Excuse
me,
I
actually
did
go
through
our
ordinances,
and
that
is
not
a
dedicated
Street
it
just
like
I
said
it's
a
paper
street
right
and
there's
been
times
in
the
past.
That
people
lived
along
a
paper
street
that
we
have
allowed
them
to
take
over
because
it
wasn't
going
to
be
used,
or
maybe
they
owned
both
sides
of
the
property,
but
to
just
put
an
easement
through
for
one
individual,
that's
going
to
affect
others.
G
C
C
I'm
going
to
make
a
motion
to
enter
into
executive
session,
I
moved
to
temporarily
adjourn
the
council
meeting
to
enter
into
executive
session
to
consider
the
appointment,
employment,
dismissal,
discipline,
promotion,
demotion
or
compensation
of
a
Public,
Employee
or
official,
as
defined
in
Ohio
Revised
Code,
subsection,
121.g1
and
section
3.
O
E
C
P
P
P
A
P
I
asked
I
was
talking
to
a
young
gay
Harpers
and
he
said
there.
It
is
so
I
thought.
Well,
this
guy
puts
up
some
kind
of
lighting.
I
mean
I'm
going
to
go
down
here
and
talk
to
me
by
myself.
A
P
P
A
Q
P
P
P
That's
the
the
sounds
of
silver
I've
been
hearing
that
for
what
about
72
years.
P
P
That's
what
it
turned
out
so
back
when
I
was
it
was
when
I
was
39.
That
I
had
my
house
raised
myself.
P

P
P
P
Exactly
my
friend
of
mine,
he
moved
down
to
Florida
and
he
gave
us
and
some
of
those
had
those
big
names.
I
want
to
put
them
on
top
of
a.
P
P
A
A
P
P
A
A
P
P
P
P
P
They
would
do
their
work,
unfortunately
against
them
to
one
of
my
blueberry
bushes
was
down
to
there
one
time
they
ate
it.
So
I
went
out,
I
went
to
Dayton,
Facebook
and
I
was
trying
to
think
they
just
didn't,
bother
and
didn't
care.
You
know
it
was
literal
and
that
they
didn't
have
any
secure
world.
So
I
feel
like
it
was
later
and
did
trying
to
figure
out
what
I
do
to
keep
that
honor
to
learn
and
then
all
of
a
sudden
damn
they
said.

E
D
D
P
D
D
P
L
L
R
I
I
P
C
R
Palat,
thank
you
Mr
President.
Actually,
I
was
just
gonna
turn
this
over
to
the
administration
they're.
Not
here,
I
can
basically
it's
just
the
cover.
The
quote
that
we
received
I
can
take
it.
If
you
want.
C
So
so
Mr
Mr
gilkerson
at
Precision
fencing
he
had
contacted
Neva
Gibson
that
basically
he
was
impressed
with
her
and
he
wanted
to
donate
500
off
the
price
of
their
own
labor
of
that,
and
at
this
point
it
is
an
administrative
function,
so
we
will
just
forward
this
on
to
the
administration.
This
new
quote
and
and
appreciate
Mrs
Gibson
for
her
hard
work.
R
Yeah
and
taking
nothing
away
from
that,
do
we
know
if
the
Administration
has
looked
at
anything?
Have
they
went
out
for
any
type
of
quotes
or
bids
or
any
discussions
with
the
schools
or.
G
Well,
the
only
thing
that
I'd
like
to
know
I
mean
as
far
as
I'm
concerned
I
would
be
good
with
the
14-9
outside
of
the
fact
that
the
Custom
Fencing,
which
they've
now
beat
their
price
but
I,
think
that
also
had
a
eight
foot
gate.
G
So
I
would
be
wondering
if
the
Precision
it
would
also
now,
if
that,
what
kind
of
a
gate,
because
there's
not
even
anything,
mentioned
about
a
gate,
and
if
we
had
those
information
I,
don't
know
why
we
just
couldn't
tell
the
administration
make
it.
So
it's
not
like
we
haven't
discussed
this
for
right
years.
It's
not
like
we
haven't
had
enough
of
the
public
input
into
it
as
well
as
councils,
but
the
only
thing
would
stop
me
from
saying
that
is
due
to
the
gate.
C
C
C
C
C
O
G
O
So
my
suggestion
was
going
to
be,
since
this
is
a
regular
council
meeting.
Maybe
we
could
read
these
for
the
first
time,
just
have
a
first
reading
and
then
discuss
them
in
more
detail
again
at
the
next
work
session,
and
we
can
take
that
up
and
talk
about
some
questions
that
I'm
sure
that
we're
going
to
have
on
the
next
ordinance
as
well.
Yeah.
C
O
Need
to
have
a
special,
you
know
special
correct,
so
if
we
can
maybe
add
84
and
85
for
further
discussion
on
the
next
work
session,.
O
G
O
R
B
R
Exactly
and
it's
not
that
we're
trying
to
push
it
through
or
rush
it
through
or
anything,
but
we
do.
We've
we've
had
contracts
that
the
the
companies
have
canceled
with
us
said.
We
don't
want
your
order.
We
can't
fill
it
so
we're
going
to
avoid
this
contract
with
you
and
and
they
walk
away
from
it.
So
we
go
without
a
cruiser.
For
that
reason,
so
man.
C
G
R
And
some
of
the
questions
that
were
brought
up
earlier
regarding
the
cruiser
and
things
like
that,
you
know
years
ago
we
put
in
to
effect
continuous
rotation
of
the
police
vehicles.
We
want
to
make
sure
that
the
officers
have
reliable,
Vehicles
ones
that
don't
have
160
000
miles
on
it
or
whatever
the
case
may
be.
We
want
to
make
sure
that
you
know
when
they're
responding
to
something
you
don't
have
to,
or
they
don't
have
to
wonder,
or
we
don't
have
to
wonder
as
residents
are
they
going
to
make
it
here.
R
O
R
E
R
R
So
this
was
to
take
care
of
some
basically
tree
cleanup
on
Route
21
to
make
sure
the
trees
aren't
pulling
out
into
the
roadway.
So
it's
something
that
we
do
or
we've
been
trying
to
do
annually
so
I
don't
see
a
reason
to
to
delay
it
and
they
can
kind
of
continue
on
with
what
they're
doing
there
cutting
down
the
trees.
O
B
C
R
R
For
the
next
sounds
like
a
no-brainer
to
me,
yeah,
so
with
all
that
being
said,
I
moved
to
wave
the
second
and
third
readings
on
ordinance,
86
2022.
A
second.
C
C
B
E
C
C
R
R
As
we
discussed
last
week
there,
this
is
out
on
the
website.
If
anybody
wants
to
take
a
look
at
it
and
as
far
as
I'm
concerned
it,
it
will
go.
The
three
reads:
it's
just
kind
of
a
a
formality
or
a
legislative
side,
piece
of
it
adopting
it
and
putting
it
into
place.
E
G
I
introduced
reintroduced
ordinance,
79
2022
and
asked
clerk
to
read
it.
Please
an.
G
N
G
B
Only
maybe
give
it
one
more
week:
it
might
be
some
more
citizens,
that'll
come
in
and
speak
forward
or
against
it.
Give
them
give
them
a
little
more
weight.
I
think
we've.
Q
Q
Thank
you,
Mr
President
for
ordinance
number
82
2022
for
its
second
reading
and
ask
the
clerk
to
read
it.
Please.
H
Thank
you,
Mr
President
I
just
would
like
to
announce
that
as
of
late
last
week,
we
officially
got
a
resignation
from
Peggy
Dobbins
and
that's
from
the
Civil
Service
Commission,
and
we've
got
a
candidate
that
I'd
like
to
bring
to
city
council,
probably
next
next
week,
we're
working
to
get
that
finalized
and
we'll
bring
It
Forward
shortly.
G
N
That
that's
correct,
he's
he's
hired
under
the
charter
process
appointed
by
mayor,
confirmed
and
then
the
charter,
the
cop
fight
ordinances,
in
the
ordinance
that
hired
him
control
his
terms
of
employment.
G
Thank
you
and
then
just
for
everybody
else's
for
the
Public's
sake.
Actually,
at
the
end,
unless
Mr
Cosley
wants
to
do
it
or
something,
but
at
the
border
control
meeting
that
they
had
last
week,
I'm
always
asking
about
the
repairs
to
the
police
department
and
they
do
are
actually
moving
forward
with
some.
G
If
you'd
like
to
pick
that
up,
but
that's
what
they'd
stated
at
the
border
control
it
was
approved
to
spend
like
I,
think
almost
10
000,
but
just
under
10
000
on
some
of
the
plumbing
and
things
down
at
the
border,
but
down
at
the
police
department
to
correct
some
of
the
issues
it's
got
going.
Hopefully
we'll
see
some
more
coming
forward
soon.
Yeah.
C
I
believe
the
there's
more
before
the
engineering
he's
working
on
legislation.
I
don't
have
a
timeline
on
that.
Yet,
hopefully
the
next
work
session.
N
Gpd
had
the
list
Administration
gave
the
list
the
GPD
they
had
to
prepare
bidable
specs
right,
so
they
have
the
list
of
improvements
that
are
to
be
done.
There's
bidable
specs
that
actually
have
to
be
built
by
the
architect,
so
they
can
go
out
and
bid
the
improvements
and
that's
where
the
process
is
currently.
G
G
H
G
G
H
You
I
do
have
one
the
Norton
fire
and
EMS
2022
annual
pancake
breakfast.
It's
a
dine
in
and
carry
out
this
year,
it'll
be
Saturday.
This
on
October
29th
from
7
A.M
to
11
A.M
at
the
main
fire
station.
H
You
can
call
330-825-3086
for
a
carryout
or
stop
in
and
have
breakfast,
but
will
be.
Their
donations
will
be
welcome
and,
like
I
said,
it's
products
are
all
courtesy
of
of
the
Acme
Norton
Acme.
H
Trick
or
treat
is
that
evening.
Thank
you
very
much
as
that
evening,
from
five
until
seven
p.m.
Here
in
the
city,
we
ask
that
everybody
tries
to
do
5
to
7
P.M.
Our
safety
forces
will
be
out
on
the
streets
just
making
sure
that
it's
safe
and
everybody
has
a
great
time.
Thank
you.
G
Mr
President
I
did
miss
a
major
one,
I,
don't
know
how
I
managed
to
do
that
if
I
may
sure.
Thank
you,
okay.
Well,
we've
heard
earlier
about
the
officer
being
on
the
front
page
barbs
and
Harold
I
as
I
understand
it
there's
also
right
up
in
the
beacon
and
what
did
it
cost
us
to
go
to
this
arbitration
I
mean
I've,
never
heard
any
types
of
money,
certainly
to
God.
It
wasn't
for
free.
G
Nobody
represents
us
for
nothing
and
I,
don't
ever
remember,
Council
being
approached
approving
to
pay
a
separate
attorney
or
our
own
attorneys
or
anything,
but
it
had
to
have
been
over
ten
thousand
dollars
with
this
going
on
from
last
year.
So
I'd
really
like
to
know
what
those
total
amounts
was
that
this
would
have
cost
us
or
what
it
may
cost
cost
us
in
the
forwarding.
How
come
we
never
heard
anything
about
the
money
happen
to
be
spent
on
it?
Normally
we're.
You
know,
kept
better
informed
on
something.
G
N
Sure
we'll
get
you
the
breakdown
of
costs
for
the
attorneys
fees
for
the
arbitration,
and
that
will
not
be
a
problem.
It's
it's
under
Legal
Services,
which
gets
budgeted
by
Council.
It's
part
of
my
contract
that
gets
ruled
sort
of
year
to
year,
and
that's
why
it's
not
separately.
It's
not
separate
legal
counsel,
which
is
why
you
didn't
get
a
contract.
First.
G
Was
it
stated
that
they
had
a
separate
attorney
company
for
lack
of
better
way
of
putting
it
that
did
the
investigation
for
us?
There.
