Thank
you,
Mr
President.
This
is
ordinance,
I,
think
84..
This
is
for
an
unmarked
I,
believe
it's
the
unmarked
vehicle
from
Fred
Martin.
We
had
two
different
quotes
here.
One
was
for
a
2023
Jeep,
Grand
Cherokee
and
the
other
one
was
for
a
2023
Dodge
Durango
I,
assume
from
the
legislation
that
we
have
that
we
decided
to
go
with
the
Jeep
Grand
Cherokee,
which
would
be
a
total
cost
of
forty
three
thousand
two
hundred
and
five
dollars.
B
F
F
H
F
F
Yes,
letter
B
is
the
other
police
vehicle
we're
looking
at
today
and
that
would
be
the
marked
Cruiser
purchase,
and
this
would
be
an
agreement
with
Statewide
Ford,
which
is
a
state
approved,
purchase.
Any
questions
or
discussion.
A
One
of
the
issues
we
have
is
both
will
meet
our
need.
The
department
is
split
in
half
as
to
whether
it
should
be
a
Ford
or
a
Durango,
so
Mr,
Tousley
and
I
had
a
conversation,
apologize
I,
don't
remember
what
day
it
was
on
this
very
item.
The
Durango
would
be
less,
but
we
would
have
to
equip
it.
A
The
Ford
comes
equipped.
There
are
positives
to
both
in
the
mayor
and
I.
Had
this
conversation
today,
really
at
50
50
should
we
buy
five
Fords
and
five
Dodges.
A
My
only
concern
with
the
Fred
Martin
purchase
was
last
year.
I
believe
that
the
state
received
the
Dodge
was
the
state
bid
and
they
were
supplying
highway
patrol
cars
and
our
order
got
canceled,
but
we
also
had
that
issue
with
the
fort,
so
I
think
we're
open
to
whatever
Council
wants
to
do.
I,
don't
think
it's
a
matter
of
I
think
the
officers
50
50
want
either
or
we
just
would
like
to
order
a.
D
Vehicle
I'd
like
to
add
to
that
real
quick,
so
I,
just
got
passed
out
to
you
is
I,
spoke
to
Chief,
D'alessandro
Friday
and
what
you
just
received
was
the
cost
in
2020
to
equip
two
Cruisers.
It's
roughly
9322
each
that's
before
inflation.
That
was
just
the
last
time.
We
did
it.
So
that
gives
you
a
little
perspective.
D
Another
thing
he
had
told
me
at
least
those
that
were
more
interested
in
the
Ford,
is
that
it
had
more
room
for
both
the
passenger
and
the
driver.
So
if.
H
F
765
46
750
and
then,
if
you
add
the
9300
on
that,
that
takes
you
up
above
the
price
for
the
other
vehicle
that
the
that
is
in
the
legislation
the
Statewide
purchase,
which
is
set
at
53
965
and
is
already
equipped
so
I.
Think
that's,
probably
a
big
portion
of
why
that
one
was
chosen
along
with
it
being
there
being.
I
C
G
All
I
know
is
that
throughout
the
years
Fred
Martin
has
treated
this
city
very
well
as
far
as
their
vehicles
or
anything
and
I
do
believe
that
truck's
still
sitting
down
there
at
the
police
department.
Isn't
it
Mr
darpark.
E
G
F
F
B
D
H
Thank
you,
Mr
President.
This
is
annual
kind
of
a
maintenance
that
we
do
on
state
route
21.
H
and
the
ordinance
before
you
is
to
allow
Administration
to
enter
into
a
contract
with
van
curen's
service,
to
cut
down
the
trees
that
are
close
to
the
roadway
not
to
exceed
50
000.,
like
I
said
this
is
a
just
a
general
annual
maintenance
to
make
sure
that
the
trees
are
away
from
the
highway
there,
nothing's
falling
out
across
the
highway
and
so
forth,
and
creating
accidents.
C
Mr
pilot
I
wanted
to
add
to
that.
I
talked
to
Mr
Hess
today
about
a
skunk
issue
that
we
had
on
Easton
Road
and
he
asked
me
to
bring
before
Council
that
they're
going
to
start
last
year's
tree
program.
They
just
started
it
today
on
21
and
they
could
continue
they're
going
to
cut
for
three
weeks
based
off
the
previous
contract.
They
could
continue
cutting
and
not
leave
and
save
the
city
about
six
to
eight
thousand
dollars
by
staying.
C
If
we
could
get
this
approved
and
passed
before,
they
picked
up
their
equipment
and
left
necessarily
on
paper,
wouldn't
save
the
city
any
money,
because
it
would
still
be
a
fifty
thousand
dollar
awarded
contract,
but
they
would
cut
more
trees
down.
So
it
would
add
value
six
to
eight
thousand
dollars
more
down
the
road.
So
I
just
wanted
to
share
that
with
you.
A
A
Hopefully
they
can
get
a
lot
of
progress
done.
With
this
we
figured
it
was
a
six
to
eight
year
process.
Okay,
deals.
E
H
So
keep
that
in
mind
this
moves
on
tonight
to
council's
next
regular
agenda
that
we'd
be
trying
to
probably
pass
this
or
wait
the
second
and
third
readings
on
this.
So
any
other
questions
on
it.
E
D
H
Yes,
Ms
whipkey,
yes,
and
just
a
reminder
for
the
public
when
we
say
emergency
language.
What
that
entails
is
that,
if
an
ordin
or
when
an
ordinance
passes,
it
goes
into
effect
as
soon
as
the
mayor
signs
it
versus
waiting
30
days,
it's
only
only
difference
there
for
the
meaning
of
emergency
language
with.
H
Thank
you,
Mr
President,
the
park
master
plan,
that's
been
downloaded
to
the
Norton
website.
This
was
generated
2019
or
2020
for
our
Master
Park
plan,
just
details,
kind
of
what
they
see
for
the
layout
of
the
all
the
parks
here
in
the
city.
H
If
you
haven't
had
a
chance
to
look
it
over,
you
know
please
do
and
I
will
open
it
up
to
any
members
of
council
who
wants
to
add
anything
to
that
yeah.
D
I
would
just
request
that
what's
been
put
on,
the
website
has
Miss
wifey's
name
white
out
it
out
on
it,
but
the
plan
we
adopt
has
to
be
without
her
name
on
it
at
her
request.
So
we
need
to
make
sure
I
don't
know
if
that
needs
to
be
added
in
there
or
we
just
need
to
make
sure
that
that's
what
we
adopt
and
then
I
just
like
to
comment
that
adopting
the
master
plan
doesn't
obligate
us
that
we
have
to
do
everything
in
the
master
plan.
G
Thank
you,
Mr
President
from
the
main
part
after
two
years
of
complaining
at
least,
and
what
I
well,
why
would
we
even
need
to
adopt
it
in
order
I
mean
we,
we
don't
have
to
use
it.
Why
are
we
making
it
such
a?
It
seems
like
it's
more
permanent
by
adopting
it,
as
opposed
to
just
saying
we
recognize
it
and
we
have
it
like
we
do
for
our
financials
every
month,
which
is
the
relevancy
of
actually
making
this
an
ordinance
that
we're
saying
we're
adopting
it.
G
But
we
don't
adopt
to
the
financials
every
week
or
every
every
month
and
that's
pretty
much
that
I
I
just
think
that
recognizing
would
be
suffice
as
opposed
to
actually
making
an
ordinance
and
saying
that
we're
accepting
this
but
I
mean
I've,
looked
at
it
several
times,
since
we
first
got
it
and
I'm
not
really
seeing
what
it
keeps
being
stated
like,
there's
something
actually
materialistic
there
and
I'm
I'm,
not
seeing
it
I
just
see
some
ideas
thrown
out
there
that
basically
our
citizens
came
up
with
there's
no
finances
involved
there
whatsoever.
I.
G
Just
don't
see
the
point
in
making
an
actual
ordinance
for
this,
as
opposed
to
just
saying
we
acknowledge
we
have
it.
So
if
there's
an
advantage
to
it,
then
somebody
please
explain
that
to
me
I
know.
In
the
past,
I
was
told
we
were
having
a
plan
so
that
we
could
be
more
eligible
to
be
able
to
get
the
cdbg
funds
and
stuff,
but
we've
been
getting
quite
a
bit
of
cdbg
money
for
the
last
couple
years
and
this
was
never
adopted.
H
We
spent
money
to
have
it
done
and
just
like
when
we
had
the
master
plan
for
the
city
and
when
we
spent
money
to
have
it
done,
we
adopted
that
as
a
general
plan
for
the
direction
of
the
city
doesn't
mean
that
everything
will
be
implemented.
No,
but
at
least
it
sets
some
guidelines
and
gets
some
ideas
and
you
kind
of
morphs
into
wherever
it
may
go
at
that
point,
but
at
least
this
has
a
baseline
for
people
to
look
at
and
kind
of
see.
What's
going
on,
I.
B
I
agree,
I
just
think
it's
a
nice
starting
point
for
a
dialogue
with
any
of
the
future
projects
with
any
of
the
parks.
You
know
lots
of
recommendations
in
there
for
the
different
Parks.
Obviously-
and
it's
just
a
to
me-
it's
just
a
good
starting
point
for
any
kind
of
a
dialogue
yeah.
We
understand
we
don't
have
to
have
to
adopt
any
of
those,
but
we
did
pay
for
it
and
it
seems
like
it's
underutilized
if
we
don't
at
least
adopt
it.
We've.
C
C
Think
it
shows
it
shows
that
we're
more
serious
about
doing
something
than
just
going
off
of
the
guideline.
It
shows
that
we've
adopted
the
legislation
to
protect
the
parks
and
share
a
place
for
the
kids
to
be
able
to
go
out
and
enjoy
families
be
able
to
be
outside
and
do
stuff.
So
you
know
we
can
we
can
tune
in
a
little
bit
if
we
need
to
but
I
think
it's
a
good
thing
anytime.
You
get
a
kid
outside
away
from
their
video
games
and
stuff.
H
Any
other
questions
comments
like
I
said:
look
it
over
any
questions
or
ideas
or
changes
or
well.
I
guess
I,
don't
know
about
the
change
piece,
but
we
can
add
whatever
into
the
ordinance
this
time.
I
will
make
a
motion
to
add
this
to
council's
next
agenda.
D
Will
The
Quirk?
Please
call
the
roll
Mr.
E
D
G
G
I
do
believe
that's
today
by
Alan
Ashworth,
where
I'm
quoted
as
saying
if
he
was
to
change
his
mind
tomorrow,
I
have
stated
many
times:
I
was
going
to
resign,
not
even
close,
not
even
close
either
they
would
be
serving
ice
water
in
Hades
or
it
would
freeze
over
before
I
had
to
resign,
because
the
current
city,
administrative
officer
remained
actually
I
told
him
that
I
was
going
to
resign
once
and
that
had
to
do
with
the
Brookside
down
there.
G
But
whether
or
not
Mr
Fowler
remains
or
goes
that
would
have
no
impact
on
me.
Resigning
anywhere
Also
regarding
PC
resolution
r10,
which
we
have
up
coming
up
for
79
2022
for
the
the
property
down
off
of
585
Wooster
Road
I,
believe
that
some
owners
were
asking
now
of
other
properties
along
that.
What
the
impact
for
that
street
would
be
so
I'd
like
to
have
those
answers
as
soon
as
possible,
I've
been
going
through.
G
G
What
had
been
out
there
I've
also
been
in
contact
with
Summit,
Soil
and
Water.
They
said
that
they
would
support
the
city.
They
were
supposed
to
get
some
more
answers
back
from
the
city
of
which
there
has
been
no
response
and
I
do
have
that
email
from
them
today
that
they
believe
that
this
has
encroached
upon
the
riparian
and
more
and
they
think
it's
larger
than
what
it
should
have
been.
Unfortunately,
the
ballpark
lands
in
Norton's
ballpark
were
the
ones
that
have
to
proceed
with
doing
anything
and
I.
G
Think
Mr,
D
harp
heart
would
back
me
up
on
the
fact
that
he
understood
that
pond
was
supposed
to
be
filled
in
it
and
it
never
was,
if
anything
had
just
grown
bigger
and
the
resident
affected
right.
Next
to
that
property
says
when
they
walked
around
the
clock
around
the
pond,
they're
trespassing
on
his
property
as
well,
and
if
they
had
actually
put
some
of
their
runoff
into
the
stream
that
runs
through
his
property.
So
we
need
to
get
something
done
about
I
asked
where's
the
permits
I
understand.
G
There
are
no
permits,
I
pulled
everything
from
Barberton
and
there's
nothing
from
Barberton
says
anything
about
any
type
of
a
Waterway
or
pond,
and
and
so
going
back
through.
All
this
was
that
it
came
across
an
interesting
email
from
last
year
about
this
time.
I
think
it
was
regarding
I
think
it
was
39
54
shell
heart,
where
we
had
one
of
our
residents
was
complaining.
I
was
having
trouble
with
sewer
line
and
they
thought
it
had
to
do
with
the
water
line
of
which
basically
Norton.
G
As
far
as
I
know,
nothing
has
been
done.
I
will
be
in
contact
with
that
Resident
just
to
find
out
due
to
the
fact.
I
also
have
the
other
two
residents
over
on
shellhart,
the
one
that
had
the
trees
cut
down.
It
shouldn't
have
been
cut
down,
and
then
they
received
a
paltry
fourteen
hundred
dollars
worth
of
trees
to
replace
four
adult
trees
and
City
wouldn't
intervene
upon
their
behalf,
we're
the
ones
that
make
the
contracts
with
these
companies.
G
We
should
be
backing
up
our
residents
and
making
sure
when
they
come
in
here
they
do
the
work
they're
supposed
to
do
and
in
a
manner
that
they
are
not
damaging
our
residents.
Some
of
us
may
feel
that
the
businesses
are
more
deserving
of
our
attention
and
give
it
you
wouldn't
have
most
of
these
businesses
here.
If
it
wasn't
for
the
backbone
of
this
city,
which
are
the
residents
and
that's
who
we
were
elected
to
represent
the
seven
of
us,
we
need
to
be
doing
more
for
them.
G
Things
should
be
taken
care
of
and
I
I'm
kind
of
upset
when
I
have
I'm
being
told
that
we
should
be
considering
giving
a
company
leniency,
even
though
they
got
no
permit
to
do
the
work
and
they
damaged
a
road
that
we
just
put
in
and
then
we
should
even
consider
giving
them
any
kind
of
a
break
on
repairing
that
street.
But
yet,
when
we
have
our
own
residents
come
forth
that
they're
not
being
taken
care
of
or
represented
by
us,
we
turn
a
blind
ear
and
Blind
Eye
towards
them.
G
G
Those
are
all
things
need
taken
care
of
as
soon
as
possible.
Where's
the
amounts
for
the
repairs
on
the
police
department
still
don't
have
those
and
again
Winter's
on
its
way.
This
week
is
being
a
nice
reminder
for
that.
I
think
they're,
even
calling
for
possible
snow
tonight,
Civil
Service,
the
third
board
member.
No
appointments
is
Peggy,
Dobson
I
believe
her
name
is
from
the
best
of
my
information.
She
hasn't
been
present
since
November
of
2021.
G
So
now
you
have
a
heads
up
as
to
what's
coming
down
the
pike
on
a
response
of
mine
I'd
like
to
know
if
we've
heard
anymore
about
the
landscaping
for
Brookside,
since
Friedman
Addison
have
moved
forward
with
making
sure
that
they're
allowed
to
go
forward,
we're
building
their
houses,
the
tie-in
fees
regarding
Brookside.
It
was
supposed
to
have
been
in
discussion
and
we've
never
heard
any
more
of
seems
only
fair
to
another
long-term

Okay,
tie-ins
for
Brookside
I,
think
that's
about
gonna
cover
it,
except
for
how
soon
we
can
get
on
getting
new
part,
fixed,
I,
think,
probably
just
down
there.
A
couple
days
back
and
I
didn't
see
where
they
had
done
anything
late
last
week
it
was
when
I
was
there
and
I
didn't
see
anything
going
on
that'll.
Take
care
of
me
for
now.
Thank
you.
