Council
meeting,
thank
you
for
your
patience,
I
apologize
for
how
long
that
took.
Thank
you
for
waiting.
We
will
move
on
to
Communications
from
the
public
and
we
will
start
with
Aaron
Burnett.
Please
give
your
name
and
address
for
the
record,
and
you
have
five
minutes.
N
Thank
you
Mr
Tousley,
my
name
is
Aaron
Burnett
I
live
at
4009,
Greenwich,
Road
and
I
want
to
address
Council.
Regarding
a
resolution
up
for
its
first
reading
tonight,
resolution
104-2022
is
a
resolution
of
appreciation
for
the
service
of
Officer
John
karnuth,
as
a
patrolman
with
the
city
of
Norton
police
department.
N
I
want
to
thank
Council
for
taking
up
this
resolution
and
ask
that
we
waived
the
second
and
third
readings
tonight
and
adopt
the
resolution.
I
cannot
think
of
anybody
that
deserves
a
resolution
of
appreciation
for
their
service.
More
than
officer
karnith
officer
karnath
was
awarded
the
award
of
Valor
in
2019
for
his
actions
confronting
an
active
shooter
at
the
barber
Road
storage
facility
officer,
karnuth,
shot
and
wounded
the
suspect,
while
protecting
the
citizens
of
Norton
officer.
Karnath
is
a
very
well
liked
and
well-respected
patrolman
within
the
city
of
Norton
police
department
and
in
the
community.
N
P
Brian
Smith
3794
Easton,
Road
Norton,
the
first
thing,
I'm
kind
of
curious.
It's
been
about
30
days
since
I
asked
for
some
paperwork
on
how
much
has
been
spent
in
the
last
18
months
on
lawyers
fees,
I
haven't
heard
anybody
call
me
or
anything
so
I,
just
wonder
how
you
guys
are
doing
on
the
paper
trail
for
that
you.
P
Q
P
Q
P
Okay:
okay!
Well,
that's
that's
one.
One
part.
The
other
thing
I
want
to
see
on.
You
guys
are
voting
on
this
estimate
for
the
police
station
roof
and
it
seemed
like
you
guys
were
kind
of
on
the
fence.
What
what
part
of
the
roofs
they're
doing
and
stuff
but
I
just
want
to
re,
bring
your
memory
back
to
the
solar
panels
in
April
when
I
found
the
screws
out
and
then
they
were
put
back
in.
Are
they
eliminating
that
old
solar
panels?
P
Did
you
guys
kind
of
check
into
that
to
make
sure
they're
just
not
leaving
the
solar
panels?
You
know
it
seemed
like
nobody
knew
what
the
roof
was
going
to
be
done,
so
I
just
want
to
make
it
clear.
Are
they
going
to
put
sheet
metal
over
the
old
solar
panels?
Do
you
know
you
know
I
mean
you
you're
spending
money
for
a
roof,
but
are
they
do
they
know
them
or
old,
solar
panels
that
you
guys
don't
even
use?
No
more.
A
A
P
L
Thank
you,
Mr
President.
This
here
concerns
the
fence
that
we've
been
waiting
on
various
quotes
for
to
go
around
the
cemetery
by
the
Acme
behind
the
Acme
and
we
received
I
think
it
was
four
different
bids
on
fencing
there,
and
this
one
here
was
to
award
to
the
the
lowest
bid,
which
is
precision
fence
out
of
Wadsworth.
L
And
that's
for
not
to
exceed
31
735
dollars,
28
850
and
they
always
add
10
in
there
for
contingencies.
D
I
guess
the
only
comment
I
will
make
is
a
discussion
we
had
a
few
weeks
ago,
Mr
Harper
had
mentioned
moving
the
fence
in
four
feet:
that's
not
possible,
so
that's
not
part
of
it.
Just
just
kind
of
update
on
that
I
mean
the
fence
is
going
to
be
there.
It's
just
not
moved
in
four
feet.

R
D
Yes,
thank
you
letter
B
John,
karnuth,
Mr,
Lukens,.
I
Thank
you
Mr
President,
so
this
is
a
resolution
of
appreciation
for
our
our
outgoing
officer,
patrolman
John
karnuth
he's
been
with
us
since
the
August
2nd
of
2014,
and
also
he
was
awarded
the
award
of
Valor
on
November
11
2019,
the
highest
honor
of
police
officer
in
the
Norton
police
department
can
receive,
based
on
his
heroic
actions,
confronting
an
active
shooter
at
the
bar
bridge.
Barber
Road
storage
facility
I
think
councilman,
Dr
Harper
had
some
things
he
wanted
to
add
with
this
as
well
correct.
Oh.
M
I
Absolutely-
and
you
know
it's
something
that
we're
going
to
look
at
in
the
future.
Maybe
we
can
do
more
of
these
kinds
of
actions,
especially
for
you
know,
an
officer
that
you
know
put
their
life
on
the
line
in
service
of
our
community
just
seems
like
the
right
thing
to
do.
L
And
I
would
just
like
to
thank
Mr
Burnett
for
coming
forward,
offering
his
support
for
it.
I
A
I
definitely
agree:
I
think
it
is
something
that
we
need
to
be
looking
at
extendedness
to
more
of
our
officers,
even
though
it
hasn't
been
something
we've
done
in
the
past.
The
only
thing
I
could
find
is
that
one
was
done
for
chief
heaty
back
in
2014
other
than
that
I
haven't
really
seen
any,
but
I
think
something
we
should
be
considering
and
I'll
be
supporting
this
resolution,
if
even
not
that
he's
not
deserving
of
it,
but
for
no
other
reason
and
to
show
support
for
the
police
officers
in
general.
I
L
D
R
R
D
D
Yes
and
before
we
move
on
to
consideration
of
minutes
as
I'm
sure
everybody's
aware
of
our
administrator
Mr
Fowler
his
last
day
was
last
week.
So
as
the
charter
States,
the
mayor
now
becomes
the
administrator
until
our
new
administrator
comes
in
in
mid-January,
so
just
kind
of
a
point
of
information
for
the
public.
D
In
that
time,
where
the
mayor
is
the
acting
administrator,
it
is
the
intention
of
counsel
that
the
the
mayor
will
go
forego
his
mayor's
pay
and
he
will
be
given
20
hours
a
week
as
the
administrator,
so
it'll
be
half
of
the
administrator
pay
and
that
legislation
will
be
coming
before
Council
in
the
new
year
and
it
will
be.
There
won't
be
any
pay
to
the
mayor
until
that
legislation's
passed.
Anybody
else
on
that
before
I
move
forward.
A
D
B
Thank
you,
Mr
President
I've
got
two
things.
First
of
all
shop
with
the
cop
was
this
past
weekend
and
I
would
just
like
to
thank
Norton
safety
forces
for
being
out
on
Saturday
morning
and
taking
care
of
that
event.
B
It
was
a
great
event
from
what
I've
heard
and
I
was
there
for
a
short
time
in
the
morning,
and
but
it
lasted
most
of
the
morning
to
about
noon
or
maybe
a
little
later,
but
I
just
want
to
thank
them
for
taking
taking
time
out
to
be
with
some
of
our
kids
and
making
it
a
great
event.
B
Also
they
did
the
food
canned
food
drive
at
the
Acme
on
Saturday
and
Sunday
both
days
from
12
until
5
and
I
want
to
thank
them
for
taking
the
time
and
being
out
there
and
helping
take
care
of
our
community.
I
also
would
like
to
announce
that
the
I
know
we
talked
over
the
last
couple
of
weeks
this
morning.
Our
the
bids
were
open
for
the
police
department
Renovations.
B
It
ended
up
one
one
bitter
for
one
company
set
a
bid
in
and
the
bid
came
back
at
292
300
and
it
was
Kavanaugh
building
is
who
submitted
the
bid
for
the
renovations
as
of
this
morning.
B
I
guess
we
guess.
We
need
to
keep
in
mind,
though,
that
those
were
more
Cosmetics
than
any
extensive
work.
So,
basically,
at
the
end
of
the
day,
the
department
itself
will
still
remain
intact
of
the
walls
and
so
forth.
It's,
just
some
of
the
the
updates
will
be
done
to
the
building
itself,
not
necessarily
to
it.
Didn't
it's
not
going
to
provide
them
any
more
room
than
they
have
right
now,
it's
just
kind
of
cleaning
it
up
and
refreshing
what
they
have
so
just
putting
it
out.
There
was.
A
B
To
the
let's
say,
looking
at
the
I
know,
the
bid
came
back
this
afternoon
and
I
mean
looking
at
it.
I
mean
I'm,
not
I'm,
not
an
engineer,
so
I'm
not
gonna
I
can't
say
that
it's
going
to
be
more
structurally
sound,
but
I
think
there's
some
some
work.
That's
going
to
be
done
to
that
as
well,
but
most
of
it
will
be
cosmetic.
A
Okay,
we
can
get
those
details:
okay,
Mr
President.
Yes,
if
everybody
else
has
done,
I
did
kind
of
let
you
slide
by
before
you
went
into
consideration.
I
just
had
a
comment
I'd
like
to
make,
because
I
can't
help
but
notice
these
things
and
I
don't
catch
them
all
the
time,
but
the
border
control
I,
don't
think,
there's
been
a
board
of
control
meeting
for
collect
some
time.
A
A
Think
that
would
just
be
something
that
would
like
I
think
it
would
help
try
to
mend
some
of
the
differences
from
that
we've
been
under
here
lately.
L
B
L
I
I
I'd
also
like
to
waive
the
second
make
a
motion
to
waive
the
second
and
third
reading
and
vote
on
this
tonight.
D
D
I
E
R
F
F
D
R
G
R
R
F
I
R
F
A
Thank
you,
Mr
President,
have
we
received
any
of
the
questions,
the
answers
to
the
questions
that
I'd
asked
before
as
far
as
what
happens,
if
somebody,
if
they
can't
pay
their
water
bill
with
the
elevated
costs,
what's
the
policy
in
place,
will
there
water
be
shut
off?
What's
the
policy
for
keeping
the
well
available
for
use
and
get
those
in
writing
and
also
are
there
any
other
costs
that
goes
with
this?
That's
just
not
showing
up
now
like
is:
is
there
an
interest
charge
on
it?
A
Is
there
an
administrative
charge,
either
through
Barberton
and
possibly
or
Norton,
for
the
fact
I'd,
sorry,
Barberton,
but
I,
just
don't
see
you
guys
offering
this
service
or
collecting
the
money
and
giving
it
back
to
us
with
no
administrative
fee
and
I
feel
that
those
are
I
understand
they're.
Somebody
that
wants
this
on
and
I
can
sympathize
with
them,
letting
do
that,
but
we
really
need
these
answers
and
the
only
way
we're
going
to
get
them,
because
this
is
not
just
involving
Johnson
wrote.
A
This
is
this
one's
going
to
be
involving
your
sewer
or
water
things,
and
we
need
those
answers
to
both
telling
people
some
of
it
would
have
to
be
implemented
even
into
the
code
to
make
sure
that
it
was
enveloping
all
of
them.
So
I
think
this
was
asked
to
be
reworded
or
have
this
legislation
added
if
I
would
call
correctly.
Q
Yeah
I
mean
the
policy
for
Barberton
for
connections
of
water,
it's
in
their
codified
ordinances,
and
so
they
have
that
policies
in
writing.
I
could
send
you
the
codified
ordinance.
If
you
want
to
see
it,
it's
just
in
their
water
utility
section
which
is
very
similar
to
ours.
The
the
cost
I
mean
this
is
being
done
as
a
as
a
convenience
to
the
residents.
E
Q
Typically,
if
you
want
to
tie
in
you'd,
have
to
pay
up
front
so
as
a
as
a
way
to
encourage
tie-ins
we're
offering
the
city
is
offering
a
service
where
you
could
spread
out
over
time.
Barberton's
agreed
to
do
that
and
collect
those
installments
on
behalf
of
the
city.
You
know
under
that
Barberton
policy.
If
you're
unable
to
pay
your
water
bill
shut
off,
is
a
possibility.
Q
I
mean
that's,
that's
just
how
the
written
policy
Works
we're
not
looking
I,
don't
think
it's
the
intention
of
the
city
to
do
that,
to
anybody
understand
that
it's
expensive,
but
the
other
alternative
is
to
pay
it
all
up
front,
which
is
not
a
great
alternative,
and
maybe
you
would
prevent
connections
and
tie-ins
or
not
connect.
What's
that
or
not
connect
or
just
not
connect
well.
E
A
Put
into
place
there's
a
lot
of
people
stressed
out,
but
hey
if
you
have
two
people
working
and
suddenly
one
of
them
isn't.
That
is
a
big
impact
and
I
understand
they
want
their
water
bill
and
they
would
have
a
policy
shut
off.
However,
if
the
people
were
sending
in
a
partial,
build
was
actually
covering
actual
water
bill
or
whatever
the
case
may
be,
and
they
didn't
have
the
assessment
money.
H
A
A
Q
Q
Q
A
Q
A
N
O
L
It
would
have
to
be
a
stand-alone
system
is
what
Summit
County
had
told
me
a
number
of
years
ago
when
Summit
County
controlled
the
water?
In
my
my
neighborhood,
and
we
are
looking
at
going
with
city
water,
and
they
just
said
it
had
to
be
a
complete,
separate
system.
No
way
could
it
be
tied
into
the
regular
City.
O
O
O
A
It's
it's
not
like
you're,
all
in
up
front
and
and
down
in
town
now
these
water
lines
are
out
there,
and
you
know
the
outskirts,
of
course,
to
where
they
have
acreages
and
stuff.
They
don't
want
to
be
I
would
wager
that
some
of
those
people
don't
want
to
be
putting
City
water
on
to
what
they're,
growing
or
onto
their
lawns
or
stuff
with
extended
things,
I
think
something
well
worth
looking
into
and
then
again
I'm.
The
question
is
far
as
any
interest
being
charged
or
an
administrative
fee.
A
Q
Q
A
A
Q
Q
D
Before
we
move
on
from
ordinance
100,
it
does
not
have
emergency
language
on
it
and
whenever
we
come
around
to
passing
this,
it
would
help
the
business
out
greatly.
If
we
didn't
wait
another
30
days
so
I
would
like
to
make
a
motion
to
add
emergency
language
to
the
legislation.
D
F
And
anybody
else,
we'll
click,
please
call
the
roll
Mr.
I
I
R
E
D
Called
me
that
that's
actually
what
pushed
this
forward,
they
called
me
in
I
think
in
early
November
and
said
we
got
to
get
our
water
tested
every
month,
I
think
the
EPA
orders
and
yeah.
We
would
just
like
to
stop
doing
this
at
some
point,
so
what's
going
on
with
the
water,
so
that's
what
got
this
put
into
motion
so
they
are
waiting
for
it.
I
don't
know
that
they're
in
a
desperate
hurry,
I
told
her
I
would
return
a
call
in
the
middle
of
December.
Q
Mr
Tousley
just
so
now,
I'm
reading
the
ordinance
again.
So
if
you
look
at
the
end
of
paragraph
B
of
that
section,
last
sentence
subsequent
installments:
this
is,
after
you
put
the
water
bill
on
the
that's.
Why
I
actually
put
the
amount
on
the
water
bill?
Shall
we
do
with
the
payment
of
the
monthly
water
bill?
Installment
shall
include
equal
payment
as
a
principal
amount.
The
benefit
charge
plus
interest
accrued
there
on
the
rate
of
interest
paid
by
the
city
for
the
financing
of
the
Improvement.
Q
So
when
there's
a
when
there's
a
promissory
note,
the
resident
signs
saying
I
promise
to
pay
these
payments
that
are
owed
the
interest
rate
that's
charged
is
the
amount
that
was
Char.
The
city
is
paying
for
the
Improvement,
essentially
so.
Q
Q
Q
D
And
just
for
public
clarification,
you're
not
required
to
tie
into
water-
and
you
are
you,
you
have
the
option
of
taking
the
payments
over
the
extended
period
or
paying
it
up
front.
So
I
know
that
gets
I.
Get
calls
on
that,
all
the
time
that
people
think
they're
going
to
be
forced
into
water,
and
that's
not
the
case.

This
is
the
same
thing
as
ordinance
number
101,
just
a
second
truck
swapped
for
a
second
truck
I'd
like
to
make
a
motion
to
waive
the
third
reading.
Second,.

Mr

for
ordinance,
Number
96

for
its
third

and
ask
the
clerk
to
read
it.
Please

You
Mr

for
ordinance
number
92
2022
for
its
fourth
reading
and
ask
the
clerk
to
read
it.
Please.
R
A
Just
have
one
question
and
Mr
President
I
believe
the
200
000
for
the
basically
the
fuel
tanks,
the
gas
tanks.
That's
included
in
your
highlights-
am
I
mistaken
on
that.
Wasn't
that
part
of
it.
A
A
A
A
A
F
I
I
did
have
one
thing:
Mr
President,
yes,
leave
your
call
again
on
resident
over
on
Clark
Mill
down
by
Mulch
Makers
that
I
guess
the
I
got
the
call
right
before
it
got
dark
and
I
didn't
get
a
chance
to
get
over
there
before
the
meeting,
but
road
is
really
muddy.
They're
leaving
thick
tracks
of
mud
outside
of
the
the
business
again,
you
know,
I
know
we've
been
discussing
this
for
seems
like
quite
a
while,
but
that's
the
reports
I'm
getting
again,
that
the
road
is
a
super
muddy
mess
again.
I
O
I
I
M
And
I'll
add
to
that
Justin.
A
couple
weeks
ago,
I
asked
you
if
we
checked
to
see
if
they
put
a
road
through
from
one
parcel
to
another
parcel
through
that
swamp,
that's
back
there
between
Barber
Road
and
Clark
Mill.
We
can
dig
into
that
because
I
think
what
they're
doing
is
driving
all
the
way
through
there.
Okay.
O
I
D
M
A
I
B
A
A
Well,
as
a
people
all
know,
Mr
Fowler
is
no
longer
on
payroll.
That
was
my
first
question.
Mark
a
question
came
up
to
me.
There
was
something
about
a
capital
replacement
program
for
not
Leasing
and
so
we'd
get
the
cash.
The
value
of
the
trading
and
Equipment.
Okay.
I
understand
that,
and
but
looking
back
on
this,
the
only
passenger
vehicle
that
we
have
released
was
the
deer
vehicle.
A
What
happens
when
hookers
doesn't
do
the
towing
and
another
company
has
to
come
out
and
we
have
to
pay
them
to
do
the
towing.
Is
there
a
record
on
that,
but
we
would
be
paying
the
company
that's
actually
doing
the
towing,
as
opposed
to
going
through
hookers
whatsoever,
we'd
be
paying
that
like
a
big
semi
or
something
they
don't
have
the
ability
or
they
can't
get
there
within
their
a
reasonable
amount
of
time.
I!
Think
it's
like
20
minutes.
Q
I'll
have
to
get
an
email
update
to
council
just
discussing
that
issue,
but
I
have
talked
to
Mr
slig
about
that.
But
I
want
to
summarize
it
in
an
email,
yeah.
A
A
A
Okay,
so
that
would
just
about
take
care
of
me.
Thank
you
very
much.
F
D
Yeah
and
unless
something
pressing
that
we
don't
know
about
comes
up,
this
will
be
the
council's
last
meeting
of
the
year.
The
next
regular
council
meeting
will
be
Monday,
January,
9th
2023
Echo
the
bear
Merry
Christmas
and
Happy
New
Year
to
everybody.
D
Anybody
else
have
anything
I'll
make
a
motion
to
adjourn
the
meeting.
I'll.
