Regular Council Meeting

C
This
is
just
a
warranty
on
the
keyboard,
yeah
yeah.

G
Michael
Eisenhower
132
Cleveland
Avenue
Doylestown,
Ohio
44230,
the
Norton
professional
firefighter
full-time
fire
Union
Local
4219.
Would
you
like
to
extend
a
gratitude
that
everybody
that
stopped
by
the
intersection
a
couple
Fridays
ago
and
donated
money?
We
were
able
to
raise
twenty
nine
hundred
dollars
and
they.
B
G
It
three
hours
for
the
MDA,
so
that's
very
helpful.
They
do
a
lot
of
research
into
any
sort
of
neuromuscular
disorders,
especially
like
Ms,
and
things
like
that,
so
it
really
helped
them
out.
So
we
appreciate
that
next
thing
I
want
to
bring
up.
Is
the
Norton
city
services
fire
MPD
we're
going
to
be
doing
their
annual
chili
cook-off
Saturday
January
28th
from
12
to
3
at
the
community
center
we're
looking
for
people
who
want
to
enter
at
Chile
think
they
can
win.
G
F
F
D
B
I
have
some
sounds
almost
like
his
resume.
He
turned
in,
but
when
we're
talking
down
here
about
the
that
he
was
negotiating
playing
in
the
first
two
housing
subdivisions
constructed
since
Mount
Vernon.
What
happened
to
stonewick
and
what
is
that?
No
Brook
down
here
that
was
after
Mount
Vernon
was
and
the
capital
replacement
program
and
where
their
times,
where
we
saved
all
the
money.
Due
to
we
stopped
leasing.
B
B
The
best
thing
I
can
say
that
he
actually
did
was
the
industrial
park
and
anymore
after
a
lot
of
things
has
happened.
I
say
that
with
trepidation
and
wondering
just
where
the
shoe
is
going
to
full
fall
on
the
other
side
of
the
bed
on
that
one
anymore.
B
I
I've
been
on
the
council
before
and
been
around
the
city,
and
this
is
this
is
just
something
we
do
for
people
when
they've
served
the
city,
whether
you've
agreed
with
them
or
not.
We
don't
always
agree
with
each
other.
We
don't
always,
you
know,
take
the
same
side
on
things
we
don't
always
like
each
other,
particularly
but
every
time
one
of
these
resolutions
of
appreciation
have
come
up.
I
I
voted
for
it,
whether
I
agreed
with
the
person
liked
the
person
or
not,
because
it's
vindictive
and
Petty
not
to
do
so
and
so
I
don't
see
any
reason
other
than
vindictiveness
or
pettiness
not
to
support
this.
B
I
think
it's
a
little
bit
premature
with
what
it
is.
We've
got
looking
at
us
coming
up
and
I'm
sure
we
all
know
what
to
what
I'm
referring
without
having
to
State
it,
even
though
that
name
isn't
right
on
the
top
of
the
list,
there
are
1
through
10
John
does
to
be
named
and
I
expect
one
of
those
names
to
be
Robert
Fowlers
before
this
is
over
with.

Letter
c
Police
Department
renovations
that
is
going
to
have
to
be
removed
from
the
agenda
because
we
did
not
get
the
bids
in
that
we
were
expecting
to
have
in
this
evening,
so
that
will
have
to
be
delayed
at
least
for
a
week.
It
was
hopeful
that
we'd
have
those
in
so
we
could
get
moving
on
that
as
soon
as
possible.
B
This
is
where
we've
extended
the
water
line
up
on
on
Johnson
Road,
so
they're
looking
to
amend
section
1040.06
of
the
codified
ordinances
to
add
this
down
as
far
as
benefit
charges
go
for
the
specific
improvements
this
there.
This
contains
no
emergency
language
and
there's
no
waving
indicated
on
it.
This
is
the
deal
where,
if
you
want
to
put
water
in
that,
can
go
on
your
monthly
water
bill
or
you
can
pay
it
all
up
front.
B
Whatever
the
charge
happens
to
be
for
that
particular
project
for
this
project,
they're.
Looking
at
that,
starting
at
11
600
dollars
to
for
tapping
in
for
this
year,
you
wait
till
next
year.
Thereafter
it
starts
increasing
500
every
year
through
2033
to
a
maximum
of
Sixteen
thousand
six
hundred
dollars.
B
I'd
ask
before
how
many
residents
or
businesses
had
had
actually
gotten
onto
this
and
if
I
recall
correctly,
I,
don't
have
that
paperwork
with
me
that
I
think
there's
a
total
of
three
when
I'd
asked
two
were
businesses,
and
there
was
one
resident
I'd
ask
some
questions
before
on
this.
Like
what
happens?
B
If
someone
can't
not
pay
their
water
bill
would
be
Elevate,
I
mean
most
of
them
aren't
going
to
have
a
water
bill
anyway,
until
they
were
to
hook
up,
but
if
they
had
their
assessment
or
the
benefit
charge
in
this
case
is
we're
calling
it
put
onto
their
water
bill
monthly.
What
happens
if
they
couldn't
pay
the
elevated
cost?
B
B
It's
been
stated
that
they
could
do
it
I'd
like
to
know
if
it's
in
writing
I'd
like
to
really
have
that
specifically
told
to
us,
because
there
are
people
that
would
like
to
keep
their
well
water
if
we're
either
washing
their
car
or
perhaps
their
Garden
or
their
lawns,
or
something
and
I
know
that
they
have
to
have
a
meter.
But
this
needs
to
be
out
there
a
little
bit
more
publicly
for
those
that
would
like
to
Do
It
I
know.
F
A
I
have
one
this
is
the
one
that
you
said
there
was
was
or
was
not
emergency
language.
A
B
Mr
President
I'd
like
to
ask
again
to
get
that
information
for
concerning
the
wells
and
how
what's
going
to
happen
with
somebody's
water
bill.
If
they
do
this
and
then
they
find
out
that
they
can't
pay
the
Elevate
it
I
know
that
they
can
be
put
onto
their
their
taxes.
Then
it
would
go
switch
over
to
the
property
taxes.
But
what
happens
at
water
bill?
Could
they
have
their
water
bill
shut
off?
I
think
those
are
things
that
the
people
need
to
actually
know.
A
I
agree:
it
should
be
in
writing,
but
from
what
I
recall
with
the
wells,
it
has
to
be
its
own
separate
system.
It
can't
be
tied
into
the
the
general
water
system
within
the
house.
It
has
to
be
isolated
to
itself,
so
there's
no
cross-contamination
of
the
well
water
getting
in
with
the
city,
water.
C
Mr
President:
can
we,
since
we're
going
to
move
this
before
we
vote
on
it?
Can
we
have
that
language
changed
in
there,
so
it's
more
clear
for
the
residents.
I
F
Both
letter
e
and
letter
F
are
service
vehicles
for
the
service
department,
Ford,
pickup
trucks,
there's
two
pieces
of
legislation,
just
in
case
delivery
can't
be
accepted.
I
can't
make
delivery.
They
just
Administration
thought
it
better
to
put
it
in
two
different
forms
of
legislation:
forty
eight
thousand
five
hundred
dollars
for
each
one.
F
I
did
have
two
other
quotes,
only
one
of
them
got
the
agenda
and
that
was
for
I.
Don't
have
a
right
price.
It
was
fifty
two
thousand
dollars
52
695
52
695,
but
Ganley
has
53
695
yeah
Clark.
E
E
F
Has
an
email
and
for
Mr
Hess
that
they
would
today
give
a
trade-in
of
twenty
six
thousand
dollars
for
both
of
the
2017s.
F
However,
knowing
that
the
trade-in
won't
happen
until
probably
August
at
best
it,
it
may
be
a
little
lower
than
that
like
23
or
24
000.,
but
according
to
Mr
Hess,
we
paid
28
000
for
each
of
those
trucks.
So
that's
a
it's
a
pretty
good
trade
in
26
000
on
trucks
we
paid
28
000.
For
so
it's
a
little
bit
of
good
news.
There.
F
B
I
I
just
had
a
question:
Mr
President,
yes,
and
this
would
be
hold
for
both
of
them.
They
don't
they
don't
have
these
trucks
they
have
to
order
them.
Is
that
what
we're
saying
or
we're
just
holding
off
yeah.
F
B
H
E
D
I
F
E
F
E
F
E
D
C
Thank
you,
Mr
President
I
just
had
some
some
pictures
here
of
the
conditions.
The
fuel
pumps
I
know
that
we
have
200
000
allocated
to
correct
or
put
new
pumps
in
that
the
administration's
working
on
I
am
waiting
on
some
information
from
the
school
board.
Regarding
the
age
of
the
pumps
and
the
maintenance
that's
done
to
the
pumps,
so
we
can
make
sure
that
you
know
the
wear
and
tear
gets
handled.
I
feel
like
they've
been
neglected.
C
If
you
look
at
them
and
I
would
say,
that's
half
the
city's
fault
in
half
the
school
board's
fault.
If
you
don't
take
care
of
the
stuff,
then
it
looks
like
this
and
so
we're
working
on
it.
That's
all
I
can
say
for
now.
C
C
H
H
C
H
C
C
D
I
had
a
question:
Mr
President.
Yes,
so
I
want
to
understand
this
correctly.
These
pumps,
All
City
Vehicles,
do
fill
up
at
these
pumps,
though
correct,
and
it
seems
like
it
benefits
the
city
to
have
these
pumps
available
for
the
for
the
the
police,
and
so
it
does
benefit
the
city
to
have
these.
It's
not
like
it's
a
burden
to
the
city
right.
F
D
Was
curious,
I
mean
it
I,
don't
know
if
that's
an
outdated
system,
you
know
with
getting
pumps
and
getting
fuel
delivered
like
that,
if
it's
just
easier
to
get
like
a
fleet
card
these
days
and
go
and
do
it,
you
know
outside
of
the
buses
I
understand
the
buses.
Can't
necessarily
do
that.
But
you
know
I
know
that
Fleet
cards
and
things
are
a
big
way
of
doing
it.
Now,
where
the
police
just
pull
into
the
gas
and
get
gas
right
there
and
there's
no
maintenance,
there's
no
upkeep
and
no.
C
Think
Mr
Lucas
kind
of
answered
that
question
is
as
much
equipment
as
we
have.
You
know:
tractors
and
bulldozers
and
or
you
know,
Excavating
equipment.
It
would
probably
be
a
big
pain
in
the
butt
for
them
to
go,
pull
in
somewhere
and
and
deal
with
all
that.
But
I
like
what
you're
saying
the
direction
you're
going.
F
Anybody
else
under
fuel
pumps,
okay,
moving
on
to
consideration
of
the
minutes.
The
minutes
of
the
committee
work
session
of
November
7th
2022.
Are
there
any
additions
or
Corrections
seeing
none?
Those
minutes
are
approved
as
submitted
the
minutes
of
the
special
council
meeting
of
November
7th
2022.
Are
there
any
additions
or
Corrections?
F
F
F
H
You
I
just
would
like
to
start
off
with
I
know.
There
was
some
discussion
under
the
police
Renovations
earlier
this
morning.
The
engineer
was
here
with
a
number
of
companies:
I
guess
my
understanding
was.
There
was
no
bids
due
to
the
fact
that
I
guess
they
got
together
and
decided.
They
wanted
to
do
a
walk
through
to
see
exactly
what
they
were
dealing
with
once
they
came
in
downstairs,
so
they
wanted
to
see
what
they
had.
H
So
that
was
done
today
and
then
now
the
bids
will
be
put
together
this
week
and
then
hopefully
opened
next
Monday
and
be
available
ready
to
do
for
you
guys
the
next
Monday
night.
So
that
was
the
delay
on
that.
It
really
wasn't.
The
city's
delay
I
think
they
wanted
to
kind
of
just
get
a
a
good
idea
as
to
what
they
were
dealing
with.
H
Also
one
of
the
things
that
was
brought
up
was
the
fact
that
they're
going
to
any
of
the
renovations
that
will
be
done
will
be
done,
probably
in
phases
due
to
the
fact
that
nothing
can
get
shut
down.
It
will
be
operating
as
Renovations
are
being
done.
So
therefore
it
may
take
a
little
longer,
hence
it
may
cost
a
little
bit
more
once
it's
as
they're
doing
it,
but
just
so
you
know
that
that's
some
of
the
things
I
heard
today.
Thank.
F
H
Also
I
would
just
like
to
thank
everybody
that
participated
in
the
Christmas
in
the
Park
over
the
weekend.
Norton
Women's
Club
once
again
did
a
fabulous
job.
It
was
probably
one
of
the
best
years
that
we
that
we
had
other
than
the
fact
it
was
a
little
cold,
but
we
had
a
host
of
different
play:
people
groups,
organizations
between
the
school,
the
city,
the
you
know,
the
band
The
Choir
The,
everybody
was
out
there
and
anybody
that
came
out,
I
think
really
enjoyed
themselves
and
I.
H
Just
would
like
to
thank
everybody
for
doing
that
and
just
to
let
everybody
know
that
the
decorations
will
be
open
and
available
to
see
until
January
3rd.
So
you
can
also
go
on
radio
stations.
Signs
are
posted
and
listen
to
some
holiday
music,
while
you're
driving
through
the
park,
if
you'd
like
so
that's.
H
F
B
K
B
F
F
F
J
E
C
J
You
Mr
President
for
ordinance,
Number
96
2022
for
its
second
reading
and
ask
the
clerk
to
read
it.
Please.
J
J
J
F
Anybody
have
any
opposition
to
voting.
Is.
J
F
F
B
B
F
J
You
Mr
President
for
ordinance
number
92
2022
for
its
third
reading
and
ask
the
clerk
to
read
it.
Please,
the.
J
This
is
a
third
reading
only
same
same
thing.
It
sounds
like
this.
Whipkey
might
have
some
comments
on
this
one.
B
B
How
many
other
little
things
are
there
in
the
budget?
That's
like
that
makes
me
wonder
how
money
can
get
spent
when
we're
under
the
thought
that
it's
going
to
come
back
to
us
to
say
yeah
go
ahead
and
do
it
as
a
because
I've
been
many
times,
we've
been
told
it's
going
to
come
back
to
you
before
it
gets
spent
so
that
you
get
to
have
an
another
go
at
it
in
case
you're,
not
comfortable
with
it.
J
F
B
In
that
case,
I
had
asked
for
an
update
on
Nick's
on
the
Wolf
Creek
and
I
did
receive
an
email
from
Mr,
Markey
and
Mr
slaga,
saying
that
they
have
removed
all
material
within
the
floodplain
and
restored
the
slope
to
previous
grades
as
required.
They
also
removed
all
material
within
ordinary
high
water
mark
As
required
by
the
Army
Corps,
and
have
had
ongoing
correspondence
with
the
corps
and
had
a
final
approval
meeting
with
Army
Corps
on
November
8th.
B
That
sounds
fine
and
dandy.
But
how
do
you
suddenly
go
from
this
amount
of
area?
And
then
you
have
more
area
I'm
still
like
trying
to
answer
like
when
I
the
picture
I
passed
out
last
week,
where
they
now
have
four
trash
bins
where
there
used
to
be
only
fit
two
and
I
believe
I
will
be
getting
in
touch
with
Army
Corps
and
asking
for
their
reports
as
well.
B
Just
for
your
information,
I,
don't
Mr
Marky,
isn't
here
so
I
guess
we
don't
have
any
updates
on
the
golf
course
the
paving
or
what
they're
doing
about
the
water
over
there.
However,
I
did
miss
speak
last
week
when
I
said
it
was
a
total
of
2300

I
guess
we
probably
won't
know
anything
more
about
Landscaping
mounting
stuff.
The
assessments
I've
already
went
over
that
I'll
be
coming
back
on
that
I'm
still
doing
some
work
on
that
Rhymer
wrote,
update.
We
probably
haven't
heard
anymore.
I
have
heard
that
there
has
been
ever
some
activity
out
there
this
past
weekend.
B
What
it
was
for,
I,
don't
know,
but
they
were
waiting
to
a
letter
had
been
sent
for
The
public's
information
for
them
to
fill
in
that
pond
that
they
were
not
going
to
be
given
the
chance
to
get
a
variance
on
that
after
the
fact.
B
The
Brentwood
Road
work
for
Driftwood
and
cherry
wood
did
get
an
email
stating
mistress
from
Mr
Fowler
sent
an
email
bringing
the
projects
up
to
date,
and
it
was
approved
by
the
opwc,
where
they
okayed
the
modified.
The
many
modifications
on
it,
they'll
pay
for
it.
Since
prices
went
up,
bid
was
published
in
November
30th
paper
and
a
bid
opening
will
be
December
22nd
and
then
after
that
will
be
coming
before
us
for
those
people
out
there.
B
F
H
It's
December,
the
10th,
the
Norton
police
department,
fire
department
and
so
forth
will
be
taking
a
group
of
kids
out
to
do
some
shopping,
so
that
will
be
going
from
I,
believe
Grace
Church
out
to
one
of
the
one
of
the
stores
and
then
come
back.
Then
I
think
they're
going
to
do
some
wrapping
and
stuff
so,
but
I
do
have
raffle
tickets
and
the
raffle
tickets
to
sell
for
a
dollar
a
piece
and
there's
three
different
prizes.
H
The
first
prize
is
a
50-inch
Smart.
Tv
second
prize
is
100.
Cash
third
prize
is
fifty
dollars.
Cash
and,
like
I,
said
basically
any
money
raised
will
help
ensure
that
additional
kids
get
to
go
shop.
