Description
09-12-2022 Committee Work Session
B
A
A
This
is
planning
planning
and
economic
development.
This
is
me,
this
is
just
the
table.
The
ordinance
and
the
plot
was
approved
by
the
administration
voted
on
by
council
and
to
the
suggestion,
mr
markey,
that
we
want
to
just
go
ahead
and
table
this
ordinance,
since
it's
no
longer
needed.
A
Item
b,
rental
property
owner's
registration
that
falls
to
me.
This
is
just
for
general
discussion
amongst
us.
If
we
want
to
move
forward
with
a
rental
registration
program,
there
are
a
lot
of
communities
around
us
that
have
had
great
success
in
starting
to
straighten
things
up.
I
know
barbaran's
done
it
and
had
some
revisions.
A
City
of
north
canton
has
done
some
as
well,
but
I
certainly
want
to
open
up
the
floor
to
any
other
council
members
to
continue
the
discussion
whether
we
move
forward.
I
did
some
investigating.
There
are
378
registered
rental
units
in
the
city
of
norton
that
doesn't
count
any
big
big
buildings
like
the
redwood.
That's
going
in
here
in
columbia,
woods
any
of
those
so
I'll
open
this
up
for
discussion.
If
anybody
has
anything
that
they
want
to
add.
B
I'd
actually
compared
both
north
canton
and
barberton
canton
seems
to
be
higher
somewhat
than
barberton.
Barberton
is
somewhat
cheaper
and
they
actually
have
the
limit
of
rental
units.
Eight
in
barberton
nine
for
north
canton
barton
is
the
friendlier,
although
they
both
do
start
off
at
the
100
dollars
per
unit.
B
I
gotta
tell
you
I've
gotten
a
lot
of
calls
over
the
weekend.
Yeah.
B
B
I
I'm
all
for
making
sure
that
they
don't
have.
We
don't
have
slum
lords,
but
I'm
not
sure
if
this
is
the
way
we
ought
to
go
and
then
I'm
also,
I
haven't
had
a
chance
to
double
check
myself
yet,
but
I
am
hearing
that
there
are
some
cities
that
are
being
called
out
legally
on
this
type
of
a
thing
I
would
I
would
expect.
Maybe
mr
markey
could
have
some
answers
on
that.
C
I
had
a
question,
mr
vice
president,
or
just
just
a
general
statement.
I've
been
asked
recently
like
what
is
the
actual
intent
of
this.
This
permit
system
is.
Is
it
to
control
rundown
rentals,
or
is
this
just
to
kind
of
to
reel
in
maybe
landlords
that
are
not
the
best
landlords
of
maintaining
their
property?
C
A
You
know,
there's
some
rental
properties
over
by
me,
and
you
know
I.
I
know
that
the
the
landlords
don't
even
live
in
ohio,
they're,
collecting,
rent
and
they're,
not
making
sure
that
the
grass
is
mowed
or
the
house
is
painted,
and
things
like
that.
I've
had
a
lot
of
neighbors
call
and
complain,
and
I
know
they've
contacted
the
city
and
you
know
nothing's
really
been
done
about
it.
They
got
cars
parked
in
their
yard.
A
You
know
so
kind
of
kind
of
my
hope
is
that
if,
if
something
like
this
happens
and
it
may
it
may
not,
I
know
I've
had
some
people
that
own
rental
properties
call
me
they
don't
like
it.
I've
had
some
other
people
that
own
rental
properties,
but
once
they
see
what
we're
trying
to
do
understand
the
reasoning
for
it.
I've
had
people
that
own
houses
around
rental
properties
that
are
all
for
it,
because
they're
kind
of
they're
kind
of
stuck
in
limbo
by
the
the
houses
that
are
around
them,
that
just
aren't
maintained.
A
So
that's
that's
kind
of
the
intent
in
it.
You
know
if
we
generate
38
000,
just
off
the
rental
rentals
that
we
know
of
right
now,
there's
378
rental
properties
in
norton,
not
counting
the
the
apartments
and
stuff,
and
we
could
use
those
funds.
Mr
kernan
had
a
great
idea
if
you
want
to
share
what
your
idea
was
on
that.
F
F
If
we
went
forward
on
a
proposal
like
this,
we
could
reinvest
whatever
money
is,
is
collected
through
the
fees
and
we
could
use
that
to
administer
the
program
and
then,
on
top
of
that,
we
could
use
that
money
to
help
with
enforcement
on
some
other
issues
that
we
would
have
in
the
city.
When
people
have
a
complaint
about
someone
who's,
not
keeping
their
property
up
right
now,
I
think
sometimes
we're
strained
to
be
able
to
deal
with
that
and
it's
possible.
We
could
use
those
funds
to
to
help
do
that.
You
know
we're.
C
F
The
very
beginning
of
this
discussion-
it's
not
like
you
know,
everybody
has
all
the
answers.
What
we're
doing
here
is
having
the
discussion
to
see
what
the
ideas
are
out
there,
but
I
know
akron
barberton
north
canton,
I'm
sure
there
are
others
that
do
this.
They
do
cap
it
at
a
certain
number
of
rental
properties
so
that
it
doesn't
become
onerous
on
the
owner,
and
I
think
that
that's
something
that
we
would
want
to
do,
but.
F
B
What
we
have
some
of
the
same
issues
with
some
of
these
businesses
such
I
mean
we're
looking
at
letting
in
a
lot
of
those
things
called
over
the
flexi
units
and
such
what's
going
to
who's
going
to
be
looking
over
them,
and
I
know
that
there's
been
issues
with
other
businesses
that
actually
we've
got
legislation
in
place
and
either
nothing's
been
done
or
hasn't
been
in
court.
So
what's
the
difference
between
this
and
the
other,
except
these
are
private
people,
and
you
know
a
lot
of
the
other
owners.
They're
not
from
here
didn't.
B
Look
like
the
ones
looking
to
put
over
near
norton
acres
was
from
this
area.
Redwood
isn't
definitely
in
town
yeah,.
A
A
G
A
And
I
I
just
want
to
add
to
that
and
say
I
did
have
somebody
ask
me
they
said
well.
A
Why
does
this
only
go
towards
randall's
like
there's
some
there's
some
houses
in
norton
that
need
some
attention
and
I'm
gonna
say
you
know
if
somebody
from
the
community
has
a
house
in
their
neighborhood
and
they've,
contacted
the
administration
and
went
through
the
processes
that
to
have
something
done
with
the
house,
and
nothing
has
gotten
done
get
with
your
council
per
people
because
we
don't
want
to
see
houses
continue
to
dilapidate
and
run
down,
and
maybe
it's
an
older
elderly
person
that
we
can.
We
can
help
out.
So
I
just
wanted
to
add
that
blessing.
C
G
Thank
you,
mr
president.
This
has
been
on
the
agenda
for
several
weeks
now
discussing
the
proposal
to
have
a
the
gold
star
family
memorial
in
the
center
of
town
and
williams
park
there
I'll
open
it
up
to
the
floor.
At
this
point.
C
Sure
I'll
add
a
couple
things
so
obviously,
if
anyone
has
not
heard
already,
we
do
have
a
special
meeting
planned
for
this
thursday.
Here
at
the
council
chambers
at
7
pm,
the
public
is
invited.
We
encourage
everyone
to
come
out.
It's
concerning
this,
this
proposal
for
this
monument.
C
I
will
also
say
I'm
not
going
to
go
too
deep
into
this
because
we,
like
you,
said
we
have
the
meeting
plan
for
thursday,
but
we
have
done
our
due
diligence
as
far
as
going
out
and
getting
other
bids
as
well.
We've
talked
to
two
other
monument
companies
as
well,
just
because
we
feel
like
that,
that's
the
right
thing
to
do.
You
know:
we've
listened
to
the
the
concerns
and
the
different
opinions
that
we've
had
like
hey.
We,
you
know
we
want
something
that
represents
the
whole
city.
C
We
would
like
to
see
you
know.
Maybe
we
could
check
with
other
companies.
So
that's
exactly
what
we've
done
and
I'm
going
to
be
prepared
to
present
all
that
thursday
at
that
meeting
and
just
give
everyone
a
chance
to
come
in
express
you
know
whether
they
like
what
they're
seeing
what
you
know
which
which
monument
do
they
like.
Do
we
still
like
the
gold
star?
Do
we
like
another
version
that
a
local
provider
can
do
you
know
and
cost
and
things
of
that
nature?
So
we
can.
C
B
That's
where
the
city
money
actually
comes
from
are
the
taxpayers,
and
if
this
is
that
type
of
a
thing-
and
I
really
couldn't
tell
from
what
we
had
in
our
mailbox
tonight,
if
what
you're
looking
at
now
is
still
gold,
star,
stuff
or
broadening
out
in
a
different
area
or
yeah
or.
C
Whatnot
yeah,
that
was,
that
was
from
the
midwest
memorials.
We
we
went
and
spoke
to
them
last
week
and,
and
just
you
know,
asked
their
opinion
hey.
This
is
what
we're
looking
at.
What
could
we
get
for
something
similar
to
this,
and
that
was
part
of
what
they
some
similar
monuments
and
some
prices
on
that,
and
then
also
you
know
if
the
the
gold
star
family
monument,
like
a
little
bit
of
a
change
version
of
that
they
presented
that
to
us
as
well.
B
And-
and
I
got
to
say,
it's
been
a
while,
since
I've
been
down
to
the
clinton
veterans
memorial,
so
I
was
really
pleased
with
how
they've
expanded
that,
since
the
last
time
I
was
there
and
that
about
sums
it
up.
I
mean
I
don't
see
where
we
could
even
think
about
having
anything
that
would
be
able
to
touch
a
candle
on
that,
particularly
in
the
area
that
you're
talking
about
using.
B
But
I
would
strongly
suggest
that
before
coming
to
the
meeting
thursday-
and
that
is
going
to
be
a
special
council
meeting
in
itself-
it's
not
a
regular
meeting,
but
it
is
a
special
regular
meeting.
So
to
speak
with
just
that
on
there
just
to
clarify
for
everybody,
so
that
we'll
be
running
it
the
same
way
that
we
run
a
council
meeting.
So
all
those
no.
B
But
I
would
strongly
suggest
that
council
and
as
well
as
the
public,
if
you
can't
get
down
to
the
ohio
veterans
memorial
park,
it's
really
really
simple
and
it's
not
far
at
all,
but
it
is
absolutely
amazing
what
they
have
out
there.
You
can
also
take
a
look
at
it
at
www.ov.
B
B
I
have
an
issue
with
the
fact
that
last
may,
we
were
told
we
were
going
to
get
a
list
and
we
did
get
a
list
of
things
that
needed
fixed
at
the
police
department.
We
were
also
when
we
came
back
on
break
supposed
to
have
a
list
of
the
costs
for
that,
and
here
we
are
into
september
over
midway,
and
yet
we
get
an
idea
coming
which
not
that
I'm
against
a
memorial
just
a
specifically
gold
star
memorial,
I
would
be
against
and
the
way
it
was
handled.
B
I
would
really
like
to
see
the
list
of.
I
think
we
need
to
worry
about
fixing
our
police
department
before
something
down.
There
happens
to
where
we
can't
and
we've
not
gotten
that
list.
So
I
just
feel
that
we're
pushing
for
something
that
we
need
to
take
care
of
what
we
have
and
we
need
to
take
care
of
our
officers
here
before
something
happens,
and
we
start
thinking
about
a
memorial
project.
C
I
did
have
one
last
thing
to
add:
she
brought
up
about
the
veterans
park
down
in
clinton.
We.
E
C
Did
get
a
bid
from
summit
memorial
who
they
did
all
the
monuments,
all
of
them
down
there,
so
you
know
she
was
speaking
how
how
amazing
they
are.
That
is
going
to
be
part
of
what
we
are
going
to
be
able
to
present
next
week
there.
They
really
do
some
beautiful
work
there
as
well.
So
thanks
for
touching
on
that-
and
I
just
wanted
to
add
that
we
will
have
some
of
the
mind
you-
the
same
monument
maker
will
be
presenting
that
on
thursday
as
well.
Is
that
in
here?
A
Okay,
moving
on
before
we
move
on.
G
G
Doing
that
or
not
doing
that
the
money,
the
money
doesn't
switch
from
one
to
take
care
of
another
and
vice
versa.
You
know
to
show
our
respect
and
admiration
for
service
people
for
the
gold
star.
Families
you
know,
has
nothing
to
do
with
taking
care
of
the
police
station.
The
police
station
should,
on
its
own,
being
be
taken
care
of,
but
the
gold
star
families
and
the
memorial
there's
nothing
wrong
with
showing
our
respect
as
a
city.
G
It's
got
to
start
somewhere.
So
if
it's
the
gold
star
monument
along
with
you
know,
we
can
start
to
look
at
making
sure
that
each
branch
is
represented
independently,
but
we
can
also
represent
each
of
the
branches
on
the
monument
itself
correct,
but
we
can
start,
we
can
start
to
build.
We
can
start
to
plan
and
just
like
you
were
saying
about
down
in
clinton,
you
know
it's
it's
morphed
in
some
to
something
larger
and
we
can
do
the
same
thing
within
norton
here,
smaller.
C
B
C
C
I
don't
think
that
we
have
lost.
You
know,
thank
god.
I
don't
think
we've
lost
any
soldiers
during
the
war
on
terrorism,
so
that
goes
back
at
least
what
20
years
there
and
then
it's
an
issue
of
okay,
probably
going
back
to.
I
don't
I'm
almost
certain.
We
didn't
lose
anybody
during
desert
storm
and
then
you're
going
back
to
vietnam.
So
now
you're
already
talking
she's
40
45
years
ago
50
years
ago.
So
that's
it's.
C
It
becomes
an
issue
of
trying
to
figure
out
and-
and
really
I
mean
it's-
I'm
not
going
to
say
it's
a
moot
point,
but
it
it's
something
that
I'm
sure
that
we
have
someone
in
this
area
that
is
connected
to
a
gold
star
family.
Somehow,
whether
or
not
it
was
specifically
their
son
or
daughter.
Maybe
it
was
her
cousin.
Maybe
it
was
a
brother,
maybe
you
know.
Maybe
it
was
a
second
cousin
third
cousin
somebody
they
knew
from
school.
E
B
C
To
me,
it's
just
a
matter
of
being
patriotic
and
you
know
and
supporting
those
who
have
you
know
given,
given
all
really
you
know
to
us
and
it
it's
not
to
me
it's
difficult
to
just
narrow
it
down
and
say
well,
if
we
don't
have
one
in
the
city,
then
well,
then
it's
not
worth
pursuing
or
it's
not
it's
not.
You
know
needed
or
wanted.
C
C
B
And
I'm
stated
to
perform,
I
stated
again
there's
an
awful
lot
of
veterans
out
there
that
didn't
come
back
whole
from
different
wars,
not
just
this
one
and
and
hurt
in
so
many
ways
and
they
all
or
even
the
ones
that
came
back
and
have
no
problems
whatsoever.
They
all
should
be
recognized.
Sure,
isn't
it.
C
A
A
So
he
went
to
midwest
and
summit
and
got
local
bids
for
not
a
gold
star
memorial
for
a
veterans,
memorial
right
for
all
service
branches,
and
I
also
want
to
include
police
and
fire
the
people
that
we've
lost
in
the
city
into
that
the
all
these
people
that
serve
deserve
recognition.
That's
why
we're
having
this
special
meeting.
So,
let's,
let's
have
that
special
meeting
and
dig
in
and
come
up
with
a
plan
that
works
for
all
the
veterans,
all
the
police
and
all
the
fire
instead
of.
C
Beating
a
dead
horse
right
and
thank
you,
mr
vice
president,
just
rest
assured.
We've
we've
listened
to
the
the
different
concerns
and
opinions
and
we've
acted
accordingly
and
that's
where
I'm
looking
I'm
very
much
looking
forward
to
the
meeting
on
thursday.
So
we
can
have
an
official
dialect
and
get
all
this
out,
and
let
everyone
see
what
we're
considering.
A
Thank
you
moving
on
parks
in
cemetery,
mr
pilot.
G
Thank
you,
mr
vice
president.
This
here
has
to
do
with
kind
of
a
monument
there
at
the
the
parks
and
cemetery.
Again,
it's
it's
been
discussed
to
make
sure
that
the
names
of
the
individuals
vary
there.
G
You
know
what
years
that
they
lived
things
like
that
we
had
discussed
the
possibility
of
replacing
the
headstones,
but
then
we
got
into
the
headstones
are
actually
individuals
property.
So
we
can't
go
ahead
and
replace
those,
but
this
is
something
that
we
can
do
by
putting
up
the
memorial
looking
for
miss
gibson,
she's.
G
Here
she
had
went
through
and
and
had
prices
and
stuff
bid
or
quoted
for
a
type
of
granite
monument
slab
with
the
individual's
names
and
stuff.
Like
that.
B
G
B
B
G
D
G
C
Mr
vice
president,
I
had
a
comment
in
phase
one
here,
they're
talking
about
the
decorative
fencing
I
mean
even
that
it
just
makes
sense
to
me.
Like
I
mean
these,
these
have
been
vandalized.
That's
that's
a
fact.
Right
in
the
past,
they've
been
vandalized
and
pushed
over.
I
think
a
fence.
D
C
B
Needed
it,
it
could
have
stood
some
work,
but
it
still
looks
a
lot
better
than
what
it
does.
C
Now,
but
it's
a
start,
it
would
be
a
start
right.
At
least
we
could,
you
know,
tighten
it
up
a
little
bit
and
then
maybe
keep
some
of
the
riff
raff
out
of
there.
I.
A
Don't
think
I
don't
think
many
people
really
realize
that
cemetery
was
there,
because
the
fence
was
just
enough
to
break
up
from
seeing
the
stones
that
were
laying
all
over
the
place
and
the
road's
closer
to
it
now.
So
you
know,
if
we
can
do
something,
that's
legally
and
we
can,
we
can
do
it
and
do
it
right.
Then
I
I
agree
to
get
it
cleaned
up.
G
If
I'm
not
mistaken
the
fence,
there
was
some
storms
that
we
had
a
few
years
back
and
took
out
a
big
section
of
the
fence
by
a
tree
falling
on
the
fence
and
they
ended
up
removing
the
whole
thing
at
that
point
in
time,.
E
B
A
Right
anything
else:
no,
sir!
Okay.
Moving
on
e,
this
falls
to
me,
mr
towsey's.
Not
here
this
is
for
odot.
They
have
requested
that
the
city
passed
and
attached
consent
legislation
to
enroll
in
the
odot
bridge
inspection
program.
Odot
pays
a
hundred
percent
of
this
cost
of
the
program
and
I'd
like
to
make
a
motion
to
move
this
to
next
week's
agenda
for
a
first
reading.
A
second.
A
C
C
The
agreement
is
effective
january
1st
2022
through
december
31st,
2024
and
yeah,
so
I've
kind
of
reached
out
and
tried
to
get
some
differing
opinions
on
this,
and
it
seems
like
the
the
emts
are
happy
with
this.
This
is
for
the
part-time
emts
as
well
and
they're
content
with
this
with
this
contract,
and
I
would
like
to
move
this
to
our
next
agenda.
A
Thank
you,
carrie
gee.
This
falls
to
me.
This
is
kda
and
kaido
reporting.
This
is
just
a
discussion
that
miss
whipkey
asked
us
to
add.
B
And
mr
markey
is
still
out
of
the
room,
yeah
I'll
reiterate.
I
would
like
to
see
the
written
report
saying
that
kyoto
has
actually
met
any
of
the
requirements
that
kda
was
supposed
to
have
met
and
never
did
for
those
of
you
that
are
new.
I
asked
and
asked
and
asked
about
the
reports
on
these
on
the
cra
abatements
for
many
years.
B
This
all
came
started
in
2017.,
never
got
anything
until
just
a
couple
years
ago,
and
then
the
report
was
never
really
never
really
looked
official.
It
was
only
on
kda,
his
actually
signed
signature
on
file.
This
is
something
that
should
have
been
presented
to
the
state.
It's
my
understanding
was
was
not
presented
to
the
state
for
several
years,
and
I
think
maybe
this
might
have
been
the
first
time
it
got
there.
B
I'm
99
sure
this
is
the
first
turk
meeting
that
there's
ever
been
for
any
of
these
properties,
and
we
were
supposed
to
end
up
like
with
25
employees
there
when
it
was
kda
that
never
took
place,
they
had
four.
I
think
they're
still
saying
that
they
have
two,
which
would
be
mr,
mrs
klosner,
who
is
actually
the
beginning
of
the
kda.
B
Well,
I
get
given
companies
abatements
to
get
them
in
here,
but
the
thing
of
it
was
was
they
were
supposed
to
bring
employment
and
at
least
we
got
something
out
of
the
income
tax
from
the
people
working
here,
and
that
so
far
has
not
happened
in
five
years,
and
I
don't
not
so
sure
that
it
is
now.
So
I
don't
understand
why
we
keep
giving
these
people
50
abatement.
B
Getting
a
more
peace,
more
profitable,
piece
of
property,
that's
worth
more
and
more,
and
the
city
actually
gets
little
to
nothing
out
of
it.
Well,
they
keep
on
and
then
now
they're
building
more.
But
what
good
does
it
do?
If
we're
not
going
to
see
anything
out
of
it?
Oh
now,
on
the
next
one,
I
don't
think
we
will,
because
we
went
ahead
and
we
put
the
tiffs
on
those
and
they
can't
collect.
B
I
think
we
need
to
be
looking
at
this
again.
I
think
we
got
had.
I
don't
know
that
they
ever
did
have
a
contract
with
the
government
to
make
anything,
that's
what
they
told
us,
but
they
told
us
a
lot.
C
C
B
Yeah
they
shouldn't
be
getting
a
50
property
abatement.
If
they
didn't
meet
the
criteria
of
why
they
got
it
yeah
they
were
supposed
to
improve
the
property,
which
is
what
the
abatement
is
based
on
right
is.
The
improvement
to
the
property
is.
D
C
C
Yeah,
but
I
think
we
did
also
mr
de
harper
had
pointed
out
where
they
invested
almost
double
what
they
initially
said.
They
were
going
to
invest,
correct.
C
A
E
A
B
C
Back
to
invest
in
this
for
me
personally,
I
know
it's
been
brought
up
and
I
I
mean
I've
probably
lost
track
how
many
times
you've
brought
up
kda.
So
it's
like
okay.
What
are
we
doing
here
like?
Are
we?
Is
there
something
that
council
as
a
whole
needs
to
be
looking
at
or
is
there
something
that
we
are
neglecting
here,
or
is
this
just
something
that
we
need
to
move
beyond?
I
guess
is
where
I'm
at
and
if
it's
the
abatement,
okay,
you
know
we
need
to.
We
need
to
look
at
this
and
determine
okay.
C
B
B
I
know
that
kyoto
is
because
I
would
assume,
since
it's
still
kda's
property
or
whoever
it
is,
that
loaned
them
the
money
to
do
so,
but
under
their
name
that
property
is
still
carrying.
The
abatement
sees
nothing
different
on
that,
so
that
wouldn't
actually
be
kyoto's
problem.
A
D
B
Yeah
they
looked
at
it
and
they
said
I
just
told
you
what
they
said:
okay,
that
they
think
kyoto
is
doing
it.
Well,
how
do
we
know
they
are
if
we're
not
seeing
the
proof
right?
Okay,
the
housing
council
and
the
turk
for
us
are
basically
the
same
two
people,
I
don't
think
you're.
Are
you
still
on
the
housing
council,
mr
kearney
yeah,
so
the
housing
council,
I
think,
is
maybe
three
people
but
which
it
would
be.
B
Mr
gainer
and
mr
mark
speck,
and
then
mr
kernan,
and
then
there
was
mr
fowler,
was
a
part
of
that
mr
fowler
was
the
guy
that
was
supposed
to
be
going
off
to
the
places
and
checking
out
and
seeing
how
many
employees
they
had
is
that
if
they
were
actually
doing
it
but
like
I
said
it's,
it
wasn't
until
this
past
year
that
any
paperwork
was
approved
and
I
do
believe
the
city
it
was
either
the
city
or
kda
themselves
got
fined
for
like
at
least
three
years
of
not
turning
into
paperwork,
and
I
think
it
was
a
city
that
ended
up
paying
that
bill.
B
B
A
B
I
think
that's
on
the
new
parcels
that
they
went
before
last
december
in
front
of
the
bca
and
there
weren't
enough
members
there
when
they
were
going
and
divvied
up
and
divvied
up
some
of
the
parcels,
and
I
believe
that
new
building
is
actually
on
one
of
the
parcels
that
they
made
that
they
automatically
got
because
nobody
came
in
and
had
the
hearing
on
saying
whether
they
could
so
they
got
it
by
default.
But
we
passed
a
tiff
on
that.
B
B
B
Were
supposed
to
be
having
they're
supposed
to
do
like
and
increase
it
at
least
a
million
dollars,
and
then
they
add
it
on
after
that,
and
he
was
supposed
to
have
it
at
least
25
employees.
Several
years
back.
F
C
F
C
F
F
Right
and
and
the
improvement
of
the
property
would
certainly
increase
taxes
through
property
taxes,
the
million
dollars,
so
we
would
get
that
so
I
mean
I
I
get
what
you're
saying
charlotte,
but
to
to
indicate
that
it
had
to
be
this
many
jobs
and
this
much
wages.
It
was
like
a
bright
line
is
not
the
case.
A
Off
of
those,
there
was
a
number
on
that
how
many
employees
that
they
had-
I
mean.
B
Well,
I'm
talking
about
even
then
that's
what
maybe
they're
looking
to
have,
but
I'm
not
having
that
reflected
on
anybody
that
sees
the
goings
and
comings
that
that's
even
there
and
I'd
like
to
see
it
up
here.
This
is
what
you're
basing
on
then
show
it.
So
it
shouldn't
be
an
issue
or
they
could.
They
should
be
able
to
pull
up.
G
G
You
know
I
mean
they
are
even
if
they
didn't
reach
the
the
goals
set
forth,
I
mean
they
are
making
efforts,
whether
it's
good
efforts
or
bad
efforts,
I
mean
they
are
moving
forward,
they're
increasing
their
their
property
size
and
value,
and
hopefully
trying
to
attract
new
business.
Just
like
we
did
as
a
city
for
for
eons.
You
know
trying
to
attract
business,
it's
not
always
easy,
but
if
they're
building
on
and
adding
additions
to
it
and
stuff,
I
mean
they're
they're,
making
an
effort
to
live
up
to
their
side
of
it.
I'd.
B
A
A
Please
take
note
of
that.
We
would
love
any
local
veterans
law
enforcement,
anybody
that
has
an
opinion
or
concern
with
with
what
it's
going
to
be
and
location.
Whatever
your
concern
is.
This
is
why
we're
having
this
special
meeting,
because
we
want
to
hear
from
you
anybody
else
have
any
non-agenda
items.
B
Yes,
mr
vice
president,
are
we
going
to
be
having
our
executive
session
soon
on
the
barber
road
construction?
Or
you
know,
the
new
park
drive
getting
fixed
here
and
who's
going
to
be
footing
that
bill?
Besides
us,
we
were
told
we
could
get
an
executive
session
and
and
get
more
information
on
that
and
hasn't
been.
C
B
B
B
And
this
would
be
for
finance,
cider
ridge
actually
paid
monies
on
the
sewers
the
sewers
going
in.
They
had
a
typos
of
one
a
lot,
but
they
did
pay
I'd
like
to
know
for
we
passed
an
ordinance
to
said
they
would
I'd
like
to
know
if
they
have
paid
and
how
much
and
what's
happening
with
brookside
and
brookside
greens,
and
why
nothing's
happened
with
that.
Yet,
after
all,
we
did
give
them
tiff
money
for
10
years
and
cider
ridge
did
not
get
that.
