11-07-2022 Committee Work Session

E
B
You
Mr
President.
We
on
Council
received
a
copy
of
the
2023
budget
a
couple
weeks
ago.
It's
in
the
packet
here
and
I
just
wanted
to.
Let's
open
it
for
questions,
discussion.
G
D
E
So
I
do
have
a
question
myself
on
the
budget
table
of
con
contents.
E
There
are
two
building
and
zoning
categories.
Just
wonder
if
you
could
explain
so.
H
The
one
the
one
is,
the
one
that's
gone
up,
the
242,
that's
actually
where
the
zoning
inspector
is
paid
out
of
and
as
I
indicated
in
the
cover
letter,
the
budget
contains
a
full-time
zoning
inspector
for
half
a
year.
So
that's
the
the
large
increase
and
then
the
other
one
is
for
the
zoning
board.
That's
where
board
members
are
paid
out
of,
and
that
also
includes
demo
expenses
and
that
went
down
for
this
next
year.
Okay,.
B
Okay:
well,
if
there's
no
further
discussion,
I'd
like
to
move
to
add
ordinance
number
92
2022
to
council's
next
agenda.
I
Thank
you,
Mr
President.
This
is
the
vehicle
purchase
regarding
that
legislation
that
we
had
a
first
reading
on
I
I
just
asked
that
we
added
tonight
because
there
seemed
to
be
some
questions
from
some
council
members
regarding
the
purchase,
so
I'm
good
with
it.
But
if
anybody
else
has
any
questions,
I
guess
now's
the
time.
C
Yeah
I
would
like
to
know
why
we're
going
with
the
with
the
Cruisers
from
forward,
as
opposed
to
going
with
the
the
Durangos
and
such
with
Fred
Martin,
seemed
to
sell,
there's
quite
a
bit
of
difference
in
the
price
there
we're
getting
a
twenty
thousand
dollars.
It
says
for
a
trade-in
on
one
and
we're
getting
11
and
a
half
on
a
trade
on
on
the
other.
Why
would
we
want
to
go
to
a
separate
company
when.
A
E
A
Yeah
and
the
reason
that
it
was
sent
out,
the
way
it
was
was
I
had
asked
Chief
Del
Sandra
for
an
Apple's
apples,
comparison.
So
no
trade-in,
so
you
can
see
what
the
cost
of
the
car
was.
Trade-In
value
would
stay
the
same.
Whatever
Direction
you
went,
and
so
you
could
actually
evaluate
the
cost
as
opposed
to
trying
to
do
it
with
the
trade-in.
C
G
Well,
I
think,
before
the
reason
that
we
went
with
the
Fords
is
because
Fred
Martin
couldn't
get
them.
You
know
I
feel
like
if
we're
going
to
spend
a
taxpayer
money
that
we
should
spend,
spend
it
and
somebody
that
invests
in
the
city
which
Fred
Martin
does
and
has
done
for
many
many
years.
So
that's
my
two
cents
on
it.
G
I
Me
my
understanding
and
the
reason
that
the
main
reason
that
I
supported
the
legislation
that
came
to
us
was
because
that's
what
the
police
department
asked
for
I
mean
I'm,
not
a
cop
I,
don't
know
which
cars
would
be
better.
My
understanding
was
the
ones
that
they
brought
to
us
were
a
little
roomier
I
think
they
were
three
thousand
dollars
cheaper
or
something
total
so
to
give
the
police.
What
they're,
asking
for
at
a
lower
cost
seemed.
C
There
isn't
any
write-off
on
it,
but
yet
on
the
proposals
that
Mr
Huff
himself
sent
me
and
he
said,
was
presented
to
the
city
as
such,
there
is
a
write-off
I
believe
it's
a
for
twenty
thousand
on
for
one
of
the
vehicles
and
then
in
11
and
a
half
for
the
other,
and
as
far
as
we
couldn't
get
them,
we
were
supposed
to
have
been
having
that
last
four
dip
in
it
was
we
ordered
it
because
we
could
get
it
there
yeah.
C
J
F
B
I
C
That's
not
the
impression
I
got
when
I
talked
to
it.
G
A
Foreign
I'll
just
restate
the
administration's
position.
Was
the
vehicles
there's
the
50
50
concept
down
in
the
police
department.
There
was
the
idea
of
the
a
little
bit
cheaper
coming
from
the
Ford
trying
to
be
a
good
Steward
taxpayer
dollars.
That's
what
was
recommended,
but
again
we're
okay
with
whoever
Council
like.
L
E
M
E
M
M
C
I
I
know
that
Mr
Huff
has
already
ordered
the
vehicles
that
he'd
offered.
You
know
the
Durangos
anyway
that
that's
what
he
had
told
me
on
the
phone
I
don't
know
if
I
have
that
in
the
email
or
not
I,
don't
recall
correct
exactly
right
now,
but
he
told
me
they
had
already
ordered
them.
C
So
doesn't
sound
like
we're,
not
hearing
that
we're
not
going
to
come
in
yet
and,
like
I,
know,
you're
talking
when
you're
talking
it's
a
little
cheaper,
I
suppose
you're
talking
about
the
outfitting
of
by
the
time
you
take
off
the
trade-in
values,
they're
still
cheap
I
think
I
sent
an
email
out
to
that.
Where
I'd
done
the
math
and
I
don't
think
I
was
wrong.
E
E
A
I
was
just
point
out:
one
things
we
talked
about
is
there's
a
risk
that
either
order
can
be
canceled.
We
really
don't
have
control
over
that
right
now,
Fords
are
canceling
order.
Dodges
are
canceling
order.
It's
not
you
just
hope
what
you
get.
What
you
put
in
gets
comes
through,
so
just
for
that
perspective
as
well.
Don't.
C
We
also
have
a
standing
thing
that
we
give.
What
is
it
two
and
a
half
to
three?
Maybe
I
think
it's
two
and
a
half
percent
from
a
memory
that
our
local
businesses
are
giving
that
credited,
even
if
they're
over,
that
we
give
that
amount
to
them.
C
A
A
F
C
M
C
Yeah,
did
you
see
the
at
the
price
they
haven't
given
any
of
the
trade-in
value
off
and
I
haven't
even
heard
about
a
trade-in
of
ours
for
the
El
Dorado,
it
was
just
written
into
the
Fred
Martin
proposals
and
I
think
the
20
000
was
actually,
if
I
recall
correctly,
without
pulling
everything
out
here.
The
20
000
was
actually
on
the
Cherokee
and
not
on
one
of
the
Durangos.
C
Thank
you,
Mr
President.
We
have.
We
think
we
hung
on
to
that.
One
vehicle
that
had
started
off
I
believe
with
the
original
trade-in
value
for
probably
I,
think
it
was
at
least
14
and
a
half
we
hung
on
to
it.
We
lost
one
because
it
got
totaled
out,
so
we
lost
that
all
together
now
we're
down
to
11
and
a
half
on
the
trade-in.
We
would
have
gotten
more
for
before
if
we'd
have
sold
it
to
them.
C
C
C
A
Mr
Towson
I
just
wanted
I
did
pull
up
the
ordinance.
It's
two
percent
credit
up
to
ten
thousand
dollars.
So
that's
where
the
we're
getting
the
10
in
our
head.
But
it's
two
percent
is.
E
E
M
Thank
you
Mr
President,
so
this
is
ordinance
number
89-2022,
which
is
the
next
appointment
for
the
Civil
Service
Commission
looks
like
the
mayor.
Has
a
recommendation
in
mind:
Mr
Mayor.
Would
you
like
me
to
read
this
letter
recommendation
later
or
good
you're,
fine,
okay,
so
the
recommendation
later
or
I'm?
Sorry,
the
letter
from
the
mayor?
Dear
Council,
please
accept
this
letter
as
my
recommendation
to
confirm
Mr
Mark
holderbaum,
the
second
at
2868
South,
hametown,
Road
Ohio,
to
fill
the
vacant
seat
of
the
Civil
Service
Commission
board.
M
Please
find
his
letter
of
interest
attached.
Thank
you
for
the
consideration
of
this
matter.
Best
regards
Mayor,
Mike,
Zeta
and
then
on.
The
following
page
is
a
short
brief
letter
from
Mr
holderbaum,
to
whom
it
may
concern.
My
name
is
Mark
D
holderbaum,
II
I
have
lived
in
Norton
for
18
years
with
my
wife
and
son.
M
I
have
been
a
part
of
building
three
businesses
here
in
Norton
over
the
last
11
years,
11
A.M
Industries
in
2011
zugari
pets
in
2020
and
inter-maven
arms
in
2020,
in
2021,
I
joined
the
local
Kiwanis
and
assisted
in
events.
I
am
interested
in
assisting
the
city
of
Norton
with
the
Civil
Service
committee.
M
M
So
I
guess
did
anyone
have
any
questions
or
comments?
Maybe
mayor
could
could
answer
those.
F
E
F
E
As
as
you
saw
looking
through
your
budget,
the
city
is
took
in
a
lot
more
Revenue
this
year
and
they've.
The
Administration
has
made
the
decision
to
put
a
big
chunk
of
that
increased
Revenue
into
more
roads.
E
The
road
program
has
been
bid
out
and
they're
looking
to
put
almost
two
million
dollars
into
roads,
the
lowest
and
best
bid
with
Turin
asphalt
at
one
million,
seven
hundred
and
fifty
eight
thousand
four
thirty
five
plus
175
843
contingency
for
a
total
of
one
million
nine
hundred
thirty
four
thousand
two.
Seventy
eight
I
believe
there's
33
roads
in
the
program
and
they'd
like
to
get
it
bit
out
as
soon
as
they
can
it's.
This
has
been
success
successful
in
the
past.
As
far
as
getting
lower
prices,
I
mean
get
a
contract.
A
So
the
bidding
is
complete,
so
this
is
really
for
the
award
of
the
contract,
so
the
ordinance
that
you
guys
had
before
you
has
the
bid
Tab
and
the
the
dollar
amount
for
that
award
and
the
contractor.
And
then
you
can
see
what
everyone
else
bid.
Those
were
done
on
Thursday
Wednesday,
Thursday
Wednesday
of
last
week.
I
think
is
when
the
bids
were
open
by
the
city
engineer.
E
C
Mr
President
just
point
out:
there
are
13
alternate
roads
on
that
as
well,
and
I've
been
being
asked
again
about
the
Brentwood
roads,
Driftwood
and
cherry
wood,
I've
gotten
two
updates
from
Mr
Mark
Kate
Marky.
One
is
late
as
today
that
they're
looking
to
go
through
the
county.
Have
we
heard
anything
from
them
since
you
sent
me
out
to.
A
C
And
then
that
way,
we'd
be
to
and
I
don't
quite
understand
what
that
exactly
means
when
they're
looking
to
do
that
cost
assessment,
basically
again
and
they're
going
to
lower
the
cost
then
or
they'll.
A
Allow
yeah
I
think
it's
a
revision
of
the
scope,
so,
basically
from
the
time
it
was
initially
put
in
the
plans
and
specifications
to
put
in
for
the
grant
we're
changing
the
scope
a
little
bit
because
the
cost
of
concrete's
so
high,
so
it
so
you
don't
lose
the
benefit
of
the
grant.
You
got
to
have
that
committee,
which
is
the
local
committee,
the
integrating
committee
for
Ohio
Public,
Works
commission,
actually
sign
off
and
approve
that
scope
change.
So.
C
C
A
C
So
hence
why
there
isn't
anything
stated
about
doing
on
Driftwood
cherry
wood,
yet
not
going
to
forget
you.
Thank
you.
F
E
B
You
Mr
President.
This
is
for
ordinance
number
91
2022.
There
are
various
appropriation
amendments
listed
starting
on
page
107.,
continue
on
to
page
108,
I
guess
before
we
open
it
up
to
any
questions.
I
don't
know
if
Chief
Schultz
had
anything
specific
you
wanted
to
discuss,
or
was
that
more
just
open
for
questions.
C
The
first
item
up
here,
the
increase
in
Appropriations
for
the
administrative
interns
wages.
We
have
an
intern
now,
yes,.
H
D
F
M
Concerning
the
fire
and
EMS
fund,
the
105
assistant
chief
is
here:
the
department
is
down
15
part-time
employees.
That
is
it's
just
amazing
to
me.
I,
don't
know,
if
is
he
allowed
to
enter
or
it
just
it
seems
like.
Is
that
part
of
just
the
the
the
lack
of
finding
good
applicants
or
is
it?
Do
you
think
it's
a
pay
issue,
or
is
it.
K
M
K
It's
just
it's
just
there's!
No
one
out
there
that
wants
to
do
this.
Job
wow
are
the
majority
all
of
our
part-time
people.
We
currently
have,
but
three
I
believe
are
full-time
firemen
elsewhere.
K
Well,
there's
a
shortage
of
full-time
firemen,
also
right
so
when
they
are
signed
up
to
come
into
work
for
us
now,
they're
being
mandated
to
work
overtime
at
their
full-time
job
or
they're
offered
the
overtime
which
that's
their
primary
employer.
They
need
to
accept
it
because
it
it's
their
primary
income,
so
we
wind
up
short
staffed
quite
a
bit
and
I
I,
just
calculated
it
real
quick.
M
K
K
Exactly
and
and
our
our
overtime
I
can
tell
you
is
double
right
now
of
what
it
was
last
year,
which
means
now
we're
hammering
on
the
full-time
guys
to
work
more
and
more
and
more,
but
then
that's
going
to
burn
them
out.
Okay,
so
I
I,
don't
know
if
I
could
come
up
with
a
solution.
I
would
be
laying
on
the
beach
a
millionaire
somewhere
right
now,
but
right
where
everybody's,
the
Departments
that
surround
us,
who
normally
have
40
50
part-time
people
on
their
rosters,
are
down
to
like
20.
L
Could
I
believe
another
thing?
Another
issue
is
that
once
the
paramedics
go
to
school,
it's
an
inner,
it's
an
introduction
to
nursing
so
rather
than
get
out
of
school,
then
they
become.
They
go
the
nurse
route
which
then
there's
less
Medics.
Here
you
know
and
not
just
Norton,
just
out
there
in
the
field
but
and
and
we
all
know
what
I
mean
nurses
are
making
good
money
right
now,
yeah.
K
Yeah
and
there's
so
many
full-time
positions
open
that
you
have.
They
offer
these
programs
through
the
high
school.
So
you
come
out
of
high
school
with
your
professional
firefighter
card
in
your
EMT
card,
you
go
to
school
for
a
year
and
a
half
you
become
a
paramedic,
so
you're
19,
20
years
old,
and
these
kids
are
coming
out
of
these
schools
walking
into
full-time
jobs
at
some
departments
starting
out
at
65
70
000
a
year.
Well,
they
don't
need
a
part-time
job,
because
a
year
and
a
half
ago
they
were
working
at
Arby's.
K
M
K
K
Is
it's
across
the
U.S
there's
actually
there's
a
Facebook
page
called
Ohio
firefighter
jobs?
If
you
go
to
that,
it
is
just
listing.
After
listing
after
listing
of
jobs,
the
Departments
from
other
states
are
posting
ads
on
this
page.
To
do
lateral
transfers
come
work
for
us.
We'll
pay
you
this
much.
We'll
give
you
all
this
vacation
time,
the
Carolinas
Florida
everybody
it's
just.
It's
Nationwide,
unfortunately,
I
think
the
pandemic
really
put
the
fear
of
God
into.
J
J
K
K
K
B
K
C
Three
items
actually
on
the
okay
for
like
appendix
a
or
whatever,
that
didn't
show
up
on
the
written
list.
It's
on
this
back
list
back
here
that
other
one
and
not
you
kind
of
you
kind
of
sandwiched
in
between
the
three
that
are
not
included
on
the
typed
up
list
and
the
bigger
print
here.
H
K
C
C
C
I've
never
seen
it
written
up
like
an
inappropriations
that
it's
occurring
to
me,
but
that
would
be
normal,
then
okay
and
then
the
3480
for
the
law
of
directors
and
prosecutors.
Wages
is
got
anything
to
do
with
the
Barberton
thing.
H
K
A
So
we
didn't
get
invoices.
What
I
understand
is
other
communities,
they
work
with,
don't
get
invoices
don't
require
them,
but
we've
asked
for
invoices
so
because
the
invoice
wasn't
sent
there
was
no
bill
processed
and
paid
so
they're
asking
for.
It
was
just
now
noticed
and
they're
asking
for
us
to
make
it
whole,
but.
A
C
H
C
C
H
If
you
look
in
the
revenue
port,
look
on
I'm,
not
sure
what
page
it
would
be,
the
most
recent
Revenue
Port.
If
you
go
to
the
Tiff
fund,
fun
fund,
4.95
you'll,
see
a
breakdown
of
each
individual
Tiff
and
how
much
revenues
we
brought
into
date.
B
All
right
so
we'll
I'll
make
a
motion
to
add
ordinance,
number
91
2022
to
next
council's
agenda.
E
J
Thank
you,
Mr
President.
We
received
a
recommendation
from
our
Engineering
Group
GPD
for
the
city
hall
replacement
of
the
roof,
and
they
are
proposing
that
we
award
that
contract
with
moisture
guard.
Corporation
they've
had
experience
with
them
in
the
past
and
feel
that
they
offer
not
only
the
best
price
but
knowledge
and
service
of
for
the
project.
J
This
was
for
a
bid
of
76
900
with
a
contingency
of
10
percent
7690..
So
the
ordinance
is
not
to
exceed
84.
590.
E
Mr
plot
I
just
like
to
add
that
speaking
with
the
administration,
they
did
send
it
out
to
be
bid
by
multiple
companies,
but
they
only
got
response
from
one.
Unfortunately,
but
it
did
come
under
the
engineer's
estimate.
L
M
All
right
a
question,
Mr
President,
so
I
would
imagine
with
the
name
like
moisture
guard
the
you
know
waterproofing
that
roof
is
going
to
be
a
big
part
of
that
I
wonder.
Would
they
have
some
kind
of
a
warranty
on
on
the
service?
So
we
don't
have
the
rain
issues
like
we've
had
before
like
if
they
do
spring
a
leak
up
there
again,
since
we
we
know
it
that
happened
before
I,
wonder
if
that's
an
option,
do
they
come
back
out?
And
you
know
if
the
spring
Elite
that
they
would
have.
C
A
M
M
It
would
make
sense,
I
mean,
especially
since
it
was
already
leaking.
You
know
what
I
mean:
we've
seen
the
the
buckets
and
stuff
in
there
when
they
had
the
open
houses
and
all
that
it
seemed
like
it
was
coming
in
pretty
good
I'd
hate
to
pay
80
000,
and
then
you
know
it
starts
leaking
a
couple
months
later
again
or
whatever.
G
M
F
G
There,
the
city
hall,
roof
replacement
project.
Now
it
says
City
Hall
and
it
says
Norton
police
department,
so
they
just
kind
of
consider
them
both
the
same
thing.
Yeah.
A
M
A
A
whole
spec
from
when
they
that
the
engineer
put
together
and
then
which
I
didn't
understand
any
of
it,
but
I
can
I
thought
afford
it
at
the
council,
but
I
can
definitely.
A
Let
me
forget
hold
on.
Let
me
I'll
forward.
I
have
the
email
I'll
forward
that
to
all
councils.
You
can
see
the
what
the
process
is.
There's
a
whole
thing
of
yeah,
remove
all
existing
roof
and
material
insulation
to
the
metal,
deck
properly
disposed
and
there's
a
whole
island
to
read
all
of
it,
but
there's
a
whole
bunch
of
very
long.
E
E
F
G
J
For
the
question,
yeah
I
would
think
that
we'd
want
to
put
emergency
and
maybe
even
wave
some
readings
if,
if
nobody
has
any
major
concerns
or
has
concerns
with
it
just
so,
if
there
is
any
possibility
of
getting
it
done
before,
snowfall
Falls
we'd
be
able
to
do
that.
But
I
don't
know
what
they're
scheduling
there
would
be
any
opening
to
allow
for
something
like
that.
M
A
Yeah
Mr
Lukens
I
generation
for
this
email
at
all
Council,
so
you
have
it
as
well,
but
from
what's
what
Mr
slaga
sent
me,
there's
a
15-year
manufacturer's
warranty
on
the
roof.
So
all.
C
A
Yeah
that
there's
Miss
whipkey
there's
he
has
five
Mr
slick,
had
listed
out
the
five
steps
they're
going
to
do,
and
it's
pretty
specific
in
there
again
there's
a
lot
of
like
long
words
and
technical
things.
J
All
right
in
this
ordinance,
just
for
everybody's
information,
already
has
emergency
a
language
attached
to
it.
I
believe.
J
But
if
it
doesn't
well,
it's
declared
to
be
an
emergency
necessary,
so
yeah.
J
D
E
D
E
C
Mr
President
kind
of
along
the
line
since
we're
talking
about
roofs
and
everything
else.
As
I
said,
Mr
Marquette
sent
me
an
email
earlier
today
and
one
of
the
police
station
improvements
has
on
it
upgrade
to
light
fixtures
to
LED.
C
A
C
C
Okay,
I
want
to
thank
the
service
department.
I
was
down,
we'd,
had
a
I'd,
got
an
email
about
the
fencing
down
at
Columbia,
Woods
Park
being
damaged
and
was
in
some
children
being
endangered
getting
through
there
and
getting
to
the
lake
and
I
went
down
it
looked
like
it
was
repaired.
I
talked
to
a
gentleman
down
there
and
he
told
me
that
yeah
they'd
been
down
there
and
replaced
several
posts.
So
thank
you
very
much
for
the
city
attending
to
that
and
I'm
taking.
C
It
would
be
our
service
department
that
did
that
they
were
like
Johnny
on
spot
for
that
I'm
still
waiting
on
some
zoning
reports,
I
did
talk
to
Mr
blahman
concerning
2021
April,
June,
September,
2022,
January,
February,
May
and
July
that
might
be
falling
to
Mrs.
Campbell
I
did
get
an
update
on
the
Lima
Road
requesting
in
the
pond.
C
Down
there
at
is
still
being
looked
at,
we're
waiting
on
a
response
from
the
engineer
now
Road
and
people
with
issues
with
Lockhart
that
they
had
agreed
to
whatever
it
is
that
they
had
agreed
to
basically
for
them.
I
still
have
I
think
we
need
to
be
looking
at
our
contracts
in
the
future
when
we're
dealing
with
residents
and
damage
is
done
to
their
yard
that
to
cover
them
in
some
way.
C
So
they're
not
inadvertently,
like
I,
said
fourteen
hundred
dollars
for
four
trees
and
I
understand,
but
like
I've
got
it
in
email,
Lockhart
said
they
didn't
have
to
cut
those
trees
down.
It
was
a
mistake,
so
that's
to
me
that's
a
little
bit
more
and
I
think
it's
taken
advantage
of
it
of
that
elderly
gentleman.
So
we
need
to
do
something
more
with
some
of
our
stuff.
I
mean
we
give
a
lot
of
money
to
Lockhart,
to
doing
roads
and
I
think
they're
up
for
some
more
again.
C
J
C
Before
or
they're
reimbursed
what
their
loss
was,
fourteen
hundred
dollars
is
a
joke.
He
would
have
should
have
got
more
than
that
per
tree
from
everything
that
I
have
looked
at,
but
yet
he
got
stuck
with
this
and
I
think
he
settled,
for
it
he's
not
happy,
but
he
didn't
want
to
keep
on
fighting
for
nothing.
He
shouldn't
have
to
fight.
We
should
have
their
backs
covered
on
any
of
that.
C
Mary
talked
about
the
Brentwood
driftwood
I've
gotten
some
information
about
the
assessment.
Tie-In
fees
for
Brookside
I
want
to
look
at
that.
A
little
bit
more
I'll
come
up
with
some
more
questions.
Remember
all
the
times,
I
come
in
here,
begging,
you
guys
to
get
rid
of
kda's
abatement.
C
C
According
to
this
KDA
is
locked
coyote
out
where
they
couldn't
get
to
work
and
they
have
some
of
their
equipment's
been
missing.
That
they've
taken
out
of
there
and
it's
going
to
court
I
think
maybe
we
need
to
rethink
the
fact
that
we're
given
an
abatement
to
a
company
that
can't
even
keep
up
with
the
people
they're
making
the
deals
with
and
we're
basing
an
abatement
on
people
that
should
be
working
and
I
know
you're,
just
saying
that's
just
a
part
of
it,
they
improve
the
property.
C
C
C
So
I'd
like
to
see
that
come
back
out
and
I
think
it
needs
to
be
presented
to
the
state
that
they
they
should
not
be
getting
an
abatement.
Why
would
we
be
back
in
this
company
up
as
long
as
we
do
it?
They
can
keep
on
going
and
getting
these
anywhere
while
we
actually
take
them
out
of
that
program.
E
C
Okay,
all
right:
well,
what
my
thing
is:
I'm,
not
jumping
up
and
down
wild
about
this
appointment.
C
I
will
continue
to
say
no
I've
been
looking
at
all
the
Minerva
minutes
and
some
of
the
things
going
on
there
do
we
have
a
base
salary
for
an
administrative
officer
specifically,
or
is
it
just
where
we've
given
ordinances,
where
we've
given
the
raises
to
the
one
we
have
in
place,
whichever
whoever
we
happen
to
have
in
place
seems
to
me
we
did
that
as
we
went,
there's
nothing
saying
that
somebody
new
coming
in
gets
a
specific
amount
given
to
them.
They
don't
come
in
starting
at
that
rate,
that.
A
That's
correct
a
lot
of
communities,
they'll,
give
wage
classifications
and
wage
and
job
descriptions,
so
they'll
actually
pass
ranges
for
jobs.
Norton
does
not
has
not
done
it.
Historically,
it's
just
been
given
the
salaries
one
at
a
time.
Basically
so
with.
C
That
said,
Council
was
never
consulted
as
to
whether
we
wanted
I
mean
you
get.
You
brought
us,
you
give
us
an
ordinance.
You
brought
us
a
man,
and
you
said
this
is
what
this
is.
What
I
told
him
we're
going
to
give
him?
Nobody
asked
us
up
the
bat
if
we
were
willing
to
pay
him.
90
000
plus
pay
for
his
purse.
On
top
of
it,
which
that's
going
to
come
up.
That's
10
and
those
are
matched
right.
A
H
C
C
I
don't
think
he's
got
I,
don't
think
he
has
experience
for
it.
He
was
three
years
down
there.
He
went
in
with
nothing
and
I
know
that
some
of
us
think
he
has
potential
I,
don't
think
that
the
residence
dollars
should
be
going
to
pay
somebody
for
them
to
reach
their
potential
and
move
on.
C
Is
the
area
Norton's
over
20
miles
square
miles
and
we
have
I'm
just
going
to
take
11
to
13
000,
looking
at
the
build
outs
and
what's
been
going
on
and
we
have
all
our
own,
our
own
fire
department,
their
fire
department
is
shared
a
lot
less
employees
down
there
and
as
far
as
I'm
kind
of
curious
as
a
what's,
the
nine
thousand
dollar
deferred
compensation
from
Minerva
I
know
he
gets
Oprah's
down
there
now,
but
that's
a
big
raise
and
I
also
know
that
they
paid
him
twenty
five
hundred
dollars
as
a
moving
from
when
he
came
from
Lorraine
down
there
as
I
spent
a
lot
of
time
going
through
the
Minerva
minutes.
C
I'd
also
asked
about
how
well
he
knew
Mr
Fowler,
and
he
had
said
that
all
he
did
was
ever.
You
know
sign
a
paper
from
him
from
up
in
Lorraine,
but
they're
both
on
the
Ohio
city,
county
management
organization,
thing
Mr
Fowler
happens
to
be
the
president
of
that
this
year
the
president
makes
the
appointments
of
the
Committees
and
Mr
Turks
tursky
is
actually
on
the
Committees,
which
means
that
Mr
Fowler
would
have
been
appointing
him.
C
He
stood
up
to
the
other
applicants
because
I
don't
know
that
he
is
any
better
I
haven't
I
mean
I'd
I'd
ask
if
we'd
had
any
problems,
everybody
already
knows
or
many
people
does
I'm,
not
the
only
one.
That's
been
looking
all
this
up
all
as
much
as
they
could.
The
police
chief
down
there
was
suspended
for
liking,
something
on
Facebook.
Well,
isn't
that
the
same
thing
that
Mr
Fowler
did
on
his
Facebook
page
back
in
2021,
but
it
costs
the
chief
down
there
suspension
and
I
I'm
sorry
he's
not
here.
C
I
would
like
to
ask
him
if
they
ever
did
buy
any
of
the
Fred
Martin
cars,
because
back
in
2019,
just
November,
12th
I
believe
it
was.
He
had
actually
brought
to
the
floor
and
the
council
down
there
to
purchase
vehicles
from
Fred,
Martin
I,
don't
know
where
they'd
gotten
the
idea
of
purchasing
anything
from
Fred
Martin,
except
I,
can
think
of
one
source
too
much
money.
Not
enough
experience.
C
E
On
to
that,
I
think
it's
just
my
responsibility
to
correct
the
record
from
last
week
that
this
is
a
shotgun
marriage,
as
it's
been
said
that
this
has
never
come
through
special
meetings.
E
I
did
look
up
the
meetings
from
the
last
several
administrators
and
with
Mr
Fowler.
He
was
introduced
at
a
special
meeting
on
a
Wednesday
July
26th.
He
was
interviewed
by
Council
ordinance.
68
2017
was
right
into
the
record
that
day
the
very
next
Wednesday
October,
2nd
2017..
He
was
introduced
to
the
public
and
he
was
six
nothing
on
the
waiver,
six,
nothing
on
adoption.
E
He
met
the
public
one.
He
was
hired
one
week
after
Council
had
interviewed
him
before
that
earlier.
That
summer
was
Mr,
Ken
Caldwell
and
he
came
on
an
interim
basis.
E
It
was
an
executive
session.
We
came
out
of
executive
session
ordinance,
55
2017.
was
read,
had
a
meeting
on
Thursday.
The
next
day
where
he
was
vote
was
taken.
Readings
were
passed.
Seven
to
nothing
both
ways:
Valerie
wax
Car
February
3rd
2014,
ordinance,
10
2014..
There
was
an
executive
session
right
after
that
executive
session,
ordinance
10
was
read,
The
Waiting
wavings
were
waves,
six
to
nothing
that
was
adopted
six
to
nothing
at
the
very
same
day.
E
E
We
don't
have
to
do
it
that
way,
but
we
have
an
opening
and
we're
trying
to
fill
an
opening,
and
some
of
this
is
stirring
up
in
the
public
that
something
nefarious
is
happening.
It's
just
not
it's
not
we're
doing
it.
The
way
it's
always
been
done
and
by
the
way
those
minutes
I
got
those
were
approved
by
president
of
council
Charlotte
whitkey.
E
I
To
call
this
a
shotgun
wedding
is
ridiculous:
I
mean
there
have
been
a
number
of
applications.
There
were
a
number
of
people
that
were
interviewed.
I
I
What
this
is
plain
and
simple
as
an
attempt
to
cut
this
guy
off
at
the
knees
before
we
get
started.
That's
what
this
is
and
I'm
not
going
to.
Let
that
happen.
C
C
Nor
does
it
what
he
does
have
compares
to
that
and
I
understand.
Well,
there's
three
counties
down
there:
well
we're
actually
two
counties,
but
it's
just
the
difference
in
it,
and
some
of
the
discrepancies
like
I
said
I,
don't
want
to
make
another
mistake
like
I've
made
before
now.
It
won't
be
me
putting
him
in
there
this
time
I'm
having
no
part
of
that.
I
I
I
C
L
And
information
that
was
given
in
the
executive
session,
if
I
may
interject
here
and
information
was
given
back
in
executive
sessions,
should
have
remained
an
executive
session
and
before
we
made
it
public,
it
was
already
brought
out
by
somebody.
Somebody
leaked
it
out
and
I'm
not
going
to
point
fingers
not
going
to
accuse
anybody
it
just
somehow
it
got
from
the
executive
session
out
to
the
public
and
the
whole.
The
whole
reason
for
executive
session
is
what
goes
on
back
there
and
behind
closed
doors
until
it's
time
there's
a
process
that
needs
followed.
J
J
I
In
answer
to
your
question,
we
were
given
information
regarding
the
other
candidates
who
applied
I,
don't
feel
like.
We
should
release
that
you
know
in
deference
to
them,
but
we
were
getting
that
information
an
executive
session.
But,
more
importantly,
this
is
the
candidate
that
the
mayor
has
chosen
pursuant
to
the
count
to
the
Charter
and
yeah.
We
all
have
the
right
to
vote,
Yes
or
No
to
confirm
and
as
Charlotte
decides
to
vote.
No,
that's
her
business
but
seemed
qualified
to
me
seems.
J
Been
performed,
you
know
just
like
City
Council
Members,
the
mayor,
whoever
you're
never
going
to.
Please
everybody.
When
you
look
at
the
results
achieved
by
individuals
yeah,
they
may
shine
in
one
area
and
have
deficits
in
others
and
those
obviously
get
weighed
out,
and
you
know
those
individuals
whoever
there
they
answer
to
whether
it
be
the
mayor,
whether
it
be
the
head
of
a
department
they
have
to
answer
to
those
individuals
as
well.
J
You
know
you're
not
going
to
have
someone
that
is
going
to
appease
everybody
all
the
time
and
it's
just
not
gonna
happen.
My
only
concern
with
this
gentleman
is
lack
of
experience.
J
I
E
Okay,
we'll
move
on
to
topics
for
next
work
session.
I
have
the
cemetery
fencing
I
just
got
that
information
today
from
Mr
Hess,
so
we'll
be
discussing
that
he's
picked
up
a
little
bit
more
pricing,
including
some
commercial
pricing,
for
our
comparisons.
So
we'll
be
talking
about
that
anybody
else.
M
E
For
the
Public's
knowledge
we'll
be
having
a
special
section
meeting
that
we'll
be
going
into
momentarily
afterwards,
so
all
in
favor,
aye
aye.
The
meeting
is
adjourned.
