Hello,
my
name
is
Michael
Eisenhower.
My
address
is
132
Cleveland
Avenue,
Doylestown,
Ohio,
44230
I
just
wanted
to
let
you
guys
know
I'm
the
president
of
the
full-time
firefighters,
Union
and
we're
going
to
be
doing
a
fill.
The
boot
campaign
on
Friday
November
25th
from
11
A.M
to
2
p.m.
At
the
intersection
of
Greenwich
and
Cleveland
Massillon.
F
We
have
we've
only
done
this
once
in
the
last
couple
years,
especially
with
covid,
but
where
the
iff
has
been
partnered
with
the
MDA
since
about
1954
raising
funds
for
Research
into
ALS
Ms,
any
sort
of
neuro
muscular
disease.
So
it's
a
good
cause.
All
proceeds
go
to
the
MDA
for
research
and
funding.
So.
C
H
I
I
am
Matt
Brinley,
3441,
Rhapsody,
Lane,
New,
Franklin,
Ohio,
44216
and
I
am
also
here.
I'm
representing
l,
m
Tree,
Service
I
am
one
of
the
owners
and
I
just
wanted
to
introduce
myself
and
let
you
know
in
case
you
have
any
questions
on
the
ordinance
number
79-2022
for
the
rezoning
parcel
4607201.
I
G
C
C
Moving
on
to
consideration
of
minutes
are
the
regular
minutes
of
the
regular
council
meeting
of
October
24th.
Are
there
any
additions
or
Corrections
seeing
none?
Those
minutes
are
approved
as
submitted
the
minutes
of
the
special
council
meeting
of
October
31st
2022.
Are
there
any
additions
or
Corrections
there
being
none?
Those
minutes
are
approved,
as
submitted
in
the
minutes
of
the
committee
work
session
of
November
7th
will
be
deferred
until
our
next
council
meeting
on
November
28th
reports
from
officers
boards
and
commissions,
we'll
start
with
mayor
Zeta.
E
Thank
you,
Mr
President,
at
this
time,
I'll
just
hold
off
and
I've
got
some
public
service
announcements
later
on
in
the
meeting.
Thank
you
thank.
B
I
F
E
B
All
right,
then,
we'll
for
now
we'll
just
leave
it
first
and
maybe
our
next
council
meeting
we
can
go
ahead
and
wave.
F
E
B
I
just
know
it's
been
vacant
for
a
while
and
I
figured
we
might
be
in
need
of
having
it
filled
sooner
than
later.
So,
okay.
C
D
A
A
J
A
C
C
C
B
C
D
C
L
C
M
You
Mr
President
for
ordinance
number
91
2022
for
its
first
reading
and
ask
the
clerk
to
read
it.
Please.
M
M
B
And
this
was
covering
the
roof
down
for
City
Hall,
but
the
police
station
as
well.
There
was
some
leaks,
and
you
know
if
nobody
has
any
issues.
I
mean
it's
something
that
we
should
at
least
give
the
company
every
opportunity
to
get
it
fixed
before
snow
flies,
if
possible.
If
not,
then
you
know
they
can
plan
for
it
in
the
spring,
but
nobody
has
any
issue
with
it.
I'll
move
to
wave
the
second
and
third
readings.
F
C
D
C
G
C
C
J
D
C
Yes,
ordinance
number
84
2022
under
prior
legislation,
Mr
Kernan
thank.
L
D
J
I
would
still
like
to
stress
that
I
really
feel
that
we
ought
to
be
going
with
Fred
Martin
for
both
these
cars,
and
this
would
need
to
be
adjusted
for
the
trade-in
value.
J
I
mean
I
have
talked
some
of
the
officers
and
I'm
not
seeing
where
they
have
a
preference
for
that,
and
actually
I've
been
told.
There's
been
some
problems
with
the
Fords
and
outside
of
the
the
Ford's
actually
been
a
little
larger,
they're,
leaning
towards
your
Durangos.
It's
my
understanding
and
again
I'll
point
out.
This
is
a
Norton
business.
J
L
D
G
B
Know
I
was
thinking
about
that
and
I'm
totally
behind
Fred
Martin.
However,
given
the
fact
that
we've
had
cancellations
of
contracts,
the
last
two
contracts,
if
I'm
not
mistaken,
have
been
canceled
by
both
parties,
it
might
not
be
a
bad
idea
having
two
parties
involved.
So
that
way,
if
one
gets
canceled,
maybe
the
other
one
goes
through.
G
B
B
And
this
is
online
if
anybody
to
view
it
I
can
go
to
the
city
of
Norton's
website
and
view
it.
There.
C
The
cover
sheet
on
the
online
has
been
waited
out
with
Miss
whipkey's
name
on
it,
but
I
don't
know
that
the
official
document
has
been
so.
My
request
would
be
that
that
cover
sheet
be
changed.
I
can't
support
it
until
that's
changed.
G
G
I
wasn't
here
for
this
meeting
for
the
public
meeting
just
for
the
record,
I
did
go
through
and
watch
the
meeting.
I
know
that
there
was
some
opposition
from
the
neighbors
that
didn't
want
this
behind
their
house.
I
know
that
there
had
been
an
easement
that
was
sent
to
council
for
us
to
look
at
this
saying
what
l
m
wants
to
do
back
there.
G
This
is
a
third
reading
in
a
vote.
Did
anybody
else
have
anything
they
want
to
chime
in
on
this.
J
Yeah
Mr,
just
into
Harper
I,
know
that
they
were
saying
that
they've
the
access
road
is
actually
going
to
come
up
further
on
Wooster
Road
585.
However,
it
is
you
want
to
look
at
it
to
where
it
would
not
be
coming
between
Mrs
Johnson's
two
properties,
but
isn't
it
still
going
to
be
coming
along
the
back
of
their
houses?.
G
The
L
M's
here
Mr
President,
if
you
want
to
I.
J
I
Yes,
we
would
have
to
cut
behind
Ms
Johnson's
house.
That
would
be
the
use
of
the
paper
streets
that
I've
requested
to
use
from
Norton
again
I
try
to
be
as
respectful
as
I.
Possibly
can
I
don't
want
to
cause
her
any
problem.
I
would
just
like
to
get
access
to
the
property
I,
don't
plan
on
cutting
all
the
trees
down
or
anything
like
that.
That
was
discussed
at
the
meeting.
That's
not
my
intention
whatsoever!
I
B
B
What
appears
to
be
that
it'll
be
allowed
going
behind
the
homes,
I'm
I
feel
more
confident
that
that
will
lessen
the
the
burden
of
or
the
impact
of
a
business
back
behind
their
homes.
So
for
that
reason,
because
of
the
easements
I'll
support,
it.
C
I
will
have
to
make
a
motion
to
suspend
the
rules
to
allow
public
comment
on
the
subject.
Not.
J
C
N
My
name
is
Dave
mushelek
3772,
Woodlawn,
Drive
Norton,
we
own
Lucas
Landscaping.
This
property
easement
would
be
running
right
between
us
and
it's
the
Machine
Shop.
It
runs
right
through
a
valley
which
is
a
drainage
ditch
that
goes
all
the
way
down
the
property
line
and
comes
into
a
25
foot,
Area
Wide,
which
butts
up
to
two
residential
lots
which
I
own
and
Mrs
Johnson's
property.
So
we
are
basically
going
to
be
surrounding
a
business
with
all
of
our
Residential
Properties
and
I.
N
Really
don't
want
to
look
out
of
backyard
and
see
something
right
in
the
middle
of
us,
I
mean
if
you
want
lot
numbers
or
anything
I.
Have
it
the
only
industrial
property
which
butts
up
against
the
one
to
be
purchased.
There
is
approximately
260
feet
of
our
property
line,
which
goes
up
against
it
and
that's
all
a
nursery.
So
there
is
nothing
around
here,
except
a
farm
and
a
home
and
home
lots
and
really
do
not
want
to
see
a
business
right
in
the
middle
of
our
homes
and
our
Lots
I
mean.
N
H
Street
Wadsworth
Ohio
44281
I'm
here
representing
Lynn
ianger,
he's
the
property
owner
and
we've
been
trying
to
sell
this
residential
for
a
number
of
years.
I
think
so
we
started
way
back
in
2010.
Maybe
and
we've
had
a
lot
of
interest.
A
lot
of
people
want
that,
but
it's
almost
landlocked
to
for
someone
to
build
residential
back
there,
and
then
they
there's
too
many
trees
to
cut
down,
and
it's
just
been
a
number
of
reasons
of
why
we
can't
sell
it
residential
now
and
he's
like
if
they
don't
want
us
to
make
it.
H
You
know
commercial
or
industrial,
that
he's
looked
into
putting
low-income
housing
there.
Like
that's
his
next,
that's
what's
his
on
his
next
agenda.
If
we
can't
get
it
and
I
know,
this
is
just
a
smaller
tree
service
going
in
there,
they're
young
they're,
just
starting
off
I,
don't
know
what
it's
to
come,
but
right
now,
they're
just
one
a
little
spot,
so
they
can
dump
some
trees
and
it's
not
I
mean
there's
eight
Acres
there
it's
going
to
be
hidden,
you
know
and
and
be
able
to
use
their
tree
service
back
there.
So.
K
Judy
Johnson
5291,
Lister,
Road
West
I
also
would
like
you
considering
the
drainage
that
comes
off
of
21
onto
our
properties.
Our
properties
are
all
have
tile
filled
and
the
ditch
that
they're
talking
about
that
he's
going
to
be
coming
on
is
that
going
to
back
up
that
water
into
our
properties,
because
that
goes
down
into
the
bridge
that
you
just
replaced
that
that
fell
in
that
water
comes
down.
K
If
you
look
at
the
water
tables
or
the
water
Maps
you'll
see
exactly
where
the
water
drains
out
back
behind
my
property
into
that,
so
I
mean
if
things
are
going
to
be
built
there
or
whatever,
is
it
going
to
back
up
water
under
our
properties?
I
don't
know,
but
it's
something
to
think
about.
Thank
you.
C
However,
we
do
send
out
notices
to
the
neighbors
to
come
to
the
Herring
and
the
neighbors
came
out
in
force
and,
as
their
representative
I
I
will
not
be
supporting
it
just
to
represent
their
voices.
So
anybody
else.
J
Yes,
Mr
President
I
feel
the
same
way
and
frankly,
I.
Don't
appreciate
the
idea
that
we're
almost
being
threatened
that
we're
going
to
put
low
income
housing
in
if
we
don't
go
along
with
the
plans
they
have
here
and
it
was
Mr
musselac
or
something
like
that.
You'd
even
spoken
about
buying
some
of
that
property
yourself.
So
maybe
another
deal
could
be
made
for
that.
But
I
agree
and
I
also
think
there'd
be
a
dream
issue
there
and
I
mean
it
quite.
J
It
cost
us
quite
a
bit
if
I
recall
correctly,
correcting
that
little
Culvert
along
585,
but
but
that's
going
to
come
into
play,
no
matter
what
they
want
to
put
back
there
outside
of
leaving
it,
but
I'll
not
be
supporting
it
either.
G
B
C
C
M
M
M
L
J
I
did
have
some
problems
with
it,
but
this
this
isn't
for
the
budget
correct
now.
This
is
for
the
Appropriations
we're
doing
correct.
Yeah
I'd
just
like
to
be
confirmed
that
the
issue
we
had,
where
the
bills
weren't
getting
paid
to
Farmington.
If
there's
something
put
in
there
to
make
sure
that
that
doesn't
happen
again,
whether
we
get
the
invite
invoice
or
not.
A
So
we
I
talked
to
Lisa,
Miller
and
I'm
sure
miss
Keener
will
work
with
Jeremy
over
at
the
city
of
Barberton,
make
sure
we
get
the
invoices
Timely.
F
J
M
You
Mr
President
for
ordinance
number
82
2022
for
its
third
reading
and
ask
the
clerk
to
read
it.
Please.
M
This
is
a
little
over
ten
thousand
dollars
that
we'd
be
transferring
into
the
new
opioid
settlement
fund
that
we
created
at
this
time,
I'd
like
to
make
a
motion
to
adopt
ordinance
number
82,
2022.
C
C
C
E
Thank
you,
I
would
just
like
to
introduce
our
new
city
administrator,
providing
the
confirmation
gets
confirmed
this
evening,
we've
been
working
since
Robert
Fowler
said
he
was
leaving
into
hiring
bringing
on
a
new
city
administrator
I.
Think
we've
done
a
fine
job
in
doing
that.
E
I
have
this
with
this
evening
with
us
is
Bill
and
he
is
going
to
assume
the
responsibility
of
the
city
administrator's
role
con,
providing
he
gets
confirmed
this
evening.
So
at
this
time,
I'm
going
to
introduce
bill
tursky.
B
Would
you
like
to
say.
O
J
Middle
of
January,
and
then
when
you
was
when
we
were
an
executive
session,
you
were
talking
how
you're
going
to
be
transparent,
you're
going
to
be
giving
and
how
you
handled
things
down
in
Minerva
and
I,
told
you
I'd,
be
calling
you
out
and
selling
tell
the
people
as
well
I
feel
when
we
hired
on
Mrs
Carr.
She
did
that
and
it's
like
making
a
commitment
to
the
residents
as
well
and
I.
Think
that
benefited
all
of
us
yeah.
O
I
do
yeah
yeah
no
I
I
I.
As
we
spoke
in
executive
session,
I
I'm,
extremely
transparent.
You
know
if
I
don't
know
something,
I'll
be
the
first
to
admit
it,
but
also
be
the
first
to
find
out
what
the
answer
is.
C
M
Just
want
to
say
that
I
have
talked
to
several
residents,
both
my
ward
other
Wards
I've
spoken
to
actually
have
her
talked
to
somebody
from
Minerva.
So
outside
of
this,
this
panel
just
had
many
conversations
and
I
just
wanted
to
make
sure
that
it
was
known
that
my
vote
is
based
on
those
conversations
tonight
and
not
my
own
personal
I.
Don't
want
to
talk
about
what
I'm,
personally
thinking.
So,
let's
make
that
known.
J
J
Foreign
I'm,
not
really
comfortable
with
your
amount
of
experience,
I
think
it's
going
to
be
a
little
bit
more
than
what
you
think
it
is
particularly
knowing
how
Norton
could
be
and
I
would
have
been
more
comfortable
if
we'd
started
you
out
on
a
preliminary
type
or
a
probationary
type
period.
We've
been
known
to
do
that
before
so.
With
that
I'll
be
saying
no.
B
Roll
I'm
excited
about
Mr
tursky's
coming
to
the
city.
If
he
is
confirmed
this
evening,
I
think
that
he
is
going
to
help
change
the
culture,
the
atmosphere
down
here
at
City
Hall,
it's
been
pretty
contentious
lately
and
I
think
that
he
is
going
to
be
much
more
open
with
the
public
much
more
forthcoming
with
counsel,
as
well
as
the
public
and
I
think
that
you'll
actually
get
your
calls
returned
when
you
make
calls
or
inquiries
so
I'm
excited
about
it.
G
I
just
want
to
say:
I
have
some
some
business
associates
that
are
in
Minerva
and
some
friends
that
live
in
Minerva
I
made
a
bunch
of
phone
calls
to
investigate
and
do
my
diligence
for
the
residents
in
Norton
and
all
the
comments
that
I
got
about.
Mr
chairsky
were
very,
very
positive.
G
Key
things
like
great
communication,
great
team
leader
I,
know,
there's
other
names
that
are
tied
to
Mr,
Mr
turski
and
that
that
matters.
But
when
you
talk
to
business,
associates
and
people-
and
they
give
you
good
personal
references,
then
that's
something
that
I
can
that
I
can
get
behind.
So
I'm
excited
for
Mr
tursky
to
be
here.
You
know-
and
this
is
an
appointed
position
by
the
mayor
with
Council
approval.
G
So
you
know
there's
a
big
thing
coming
up,
it's
called
an
election
and
this
is
going
to
heavily
ride
on
this
Administration
with
this
decision
that
they
made
and
I
think
we're
all
praying
and
looking
forward
that
this
is
a.
This
is
a
good
decision.
J
J
C
I
guess
I
might
as
well
throw
my
two
cents
in
here.
The
section
4.02
of
the
charter
under
qualification
says
the
administrative
officer
shall
be
chosen
solely
on
the
basis
of
Executive
Administrative
and
Engineering
qualifications,
with
special
reference
to
actual
experience
and
or
knowledge
of
accepted
practice
with
respect
to
the
duties
of
the
office
as
Heron
set
forth
from
what
I've
seen
from
Mr
tursky
and
his
resume
and
everything
else,
he
fits
that
description.
C
B
L
G
C
G
There's
been
a
continuous
issue
on
Easton
Road,
with
The
Neighbor
Next
to
Mr
Greg
Mr
Greg
has
sent
emails
and
pictures
along
with
some
other
residents
and
gentlemen's
operating
a
trailer
repair
facility
at
his
house
and
selling
the
trailers
on
Facebook,
Marketplace
I.
Don't
know
how
you
all
would
feel
if
this
was
going
on
next
to
your
house,
but
the
the
gentleman
is
spraying
trailers
and
the
overspray
is
going
on
all
the
neighbors
houses.
G
This
has
been
an
issue
since
the
first
of
the
year
and
nothing's
gotten
done
with
it.
It's
getting
frustrating
for
me.
I
know:
I've
talked
to
Mr
Markey
I've
talked
to
some
other
council
members
and
I'm
calling
for
something
to
finally
get
done
with
this
and
I
know
it's
a
a
long
drawn
out
issue,
but
we
really
got
to
get
something
done
here
before
the
snow
starts
flying
so
I
just
want
to
put
that
on
the
record.
J
A
J
J
Oh
okay,
Reimer
bro.
Did
we
hear
any
more
updates
on
that?
A
Yeah
well,
as
my
last
email,
the
council
said
there
was
Mr.
Slag
I
had
reviewed
the
or
was
reviewing
the
survey
and
he
was
going
to
get
a
letter
out
to
the
resident.
So
I'll
follow
up
with
that
and
get
update
the
council.
So
you
have
that
information.
A
J
So
so,
since
you
were
in
between
I
think
we're
in
between
having
an
administrator
or
not,
but
I
thought
that
you
had
some
con
consultations
with
Mr
Fowler
is
he's
going
to
be
coming
and
handling
eight
days
well,
I'm,
seeing
this
through
or
anything
or
we
just
left
to
deal
with
it
on
our
own
now
are.
J
J
J
Not
sure
if
I'm
comfortable
with
that
but
God
I
guess
we've
not
heard
back
from
the
county
on
Brentwood
Road
Driftwood.
So.
A
They
have
I
did
not
get
a
chance.
I
got
an
email
earlier.
I
didn't
get
a
chance
to
get
the
council
before
the
meeting,
but
there's
a
meeting
scheduled
tomorrow
for
the
integrating
committee
and
I'll
get
you
the
time.
I
mean.
Look
it
up
real,
quick,
so
I,
don't
tell
you
the
wrong
time.
Mr
slake
is
going
to
attend
that
on
behalf
of
the
city,
let
me
get
that
for
you
and.
J
A
You
were
awesome
yeah,
so
we,
the
city,
there's
no
sewer
fee
because
the
inside
the
development,
because
the
that
was
put
in
by
the
developer
and
the
city
has
repealed
its
Tappan
fee.
When
we
did
our
deal
with
Barberton,
there's
no
separate
tap
like
there
is
for
a
water.
J
J
Okay,
I'd
asked
about
the
cost
for
the
police
officer,
arbitration
cases
and
Mr
Markey
did
Supply
those
the
little
difficult
to
decipher
at
best,
but
then
the
Ohio
patrolman's,
benevolent
Association
put
a
cost
out
out
there
publicly
that
it
was
seventy
thousand
dollars
in
legal
fees.
Basically,
but
I
I
didn't
do
a
good
job
of
asking.
J
What
I
should
have
said
is
I,
wanted
the
total
cost,
not
just
legal
fees,
because
I'm
thinking
that
there
would
have
been
some
feasts
tied
up
with
having
two
officers
off
the
payroll,
we
would
have
been
covering
like
an
overtime
or
something.
So
that's
what
I'd
really
like
to
have
is
the
total
cost
is
what
this
might
have
cost
us.
A
J
A
A
C
J
M
Have
not
the
only
the
last
I
heard
was
Mr
Fowler
had
passed
a
an
intern
with
digging
into
it
and
looking
around
at
area
communities
that
are
doing
the
same
program.
J
E
E
We're
asking
that
trees
are
displays,
get
set
up
between
November
27th
and
December
1st.
The
actual
Christmas
in
the
Park
itself
was
is
on
December
the
3rd
and
then
anything
that
needs
removed,
tree
removal
and
displays
we're
asking
that
we
wait
till
after
January
and
then
January
2nd
through
January
7th.
We
we
can
remove
anything
that
needs
removed
at
that
time.
E
She's
out
there.
Also,
this
is
a
Norton
Women's
Club
is
is
behind.
This
is
putting
it
together.
They've
also
have
the
signage
for
new
displays
must
be
printed,
so
we
need
to
know
as
soon
as
possible.
If
you
wish
to
participate
in
Christmas
in
the
Park
in
2022
anyway.
It
says
displays
must
be
in
place
by
Thursday
December
1st
at
noon.
So
we
can
do
a
test
Lighting
on
Thursday
afternoon
before
the
event
on
Saturday.
So.
