Description
09-26-2022 Regular Council Meeting
D
D
F
D
G
Brian
Smith
37
94,
Easton,
Road
Norton,
just
a
little
follow-up,
see
what
you
guys
found
out
about
the
community.
Center's
new
windows
I
see
they're
caught
now.
But,
oh
you!
Well
you
you
weren't
here
during
that
session,
so
maybe
Doug
can
yep.
H
I
can
answer
that
for
you,
Mr
Smith,
actually
I
brought
down
a
30-year
experienced
union
carpenter,
that's
a
good
friend
of
mine
and
he
did
go
back
over
the
shims
that
were
sticking
out
past.
The
flanges
on
the
windows
were
rounded
off
properly
that
they
were
temporarily
put
in
when,
when
you
saw
them,
yeah.
G
H
H
G
G
G
Was
that
that
estimate
I
see
you
guys
vinyl
sided
the
Domer
Eve
there
I
brought
that
up
about
six
months
ago.
It
needed
painted
I,
see
it
cited
now
was
that
included
with
the
windows,
or
that
was
done.
That
was
done
a
while
ago,
okay,
yeah,
okay,.
D
All
right,
thank
you,
welcome,
thank
you.
Mr
Smith,
Pete
Gonzalez,
please
state
your
name
and
address
for
the
record,
and
you
have
five
minutes.
My.
D
D
Yeah
I
was
gonna.
Do
that
right
after
the
news?
Are
there
any
additions
or
Corrections
and
those
minutes
are
submitted.
D
D
So
I
see
what
you
were
saying.
Kerry
is
first
the
committee
of
the
whole
we're
going
to
go
back
to
the
committee
hall,
because
I
believe
Mr
Lukens
would
like
to
make
a
motion.
F
So,
as
far
as
the
the
ordinance
for
our
gold
star
families
Memorial,
we
we're
at
this
at
a
point
where
we
feel
like
it
would
be
in
best
interest
of
everyone
that
we're
going
to
table
that
ordinance.
D
F
Oh
I'm,
sorry
I
jumped
ahead,
that's
okay!
So
we
would
like
to
make
a
motion
that
we
would
adopt
the
mou
for
the
temporary
part-time
EMTs
and
what
was
the
ordinance
number
Mr
Vice
President?
Did
we
have
an
ordinance.
D
Number
for
that
this
is
not
an
ordinance.
This
is
just
an
mou
right.
J
So
Mr
Lucas
yeah,
the
the
Council
needs
to
give
a
Voice
vote,
which
is
by
motion
for
the
memory
of
understanding
what
the
part-time,
firefighters
and
EMTs
and
that
will
allow
Administration
to
complete
the
agreement,
which
will
then
come
back.
Okay,.
D
A
No
I
asked
it
was
the
motion
to
accept
it.
Oh
I
see
thank.
D
K
D
I'm
gonna
do
just
the
introduction
introduction
of
new
legislation
just
to
let
the
clock
run
just
a
little
longer,
so
we'll
move
into
introduction
of
new
legislation.
Ordinance
number
78
2022
for
its
first
reading,
that
is
mine,
I,
do
offer
ordinance
number
78
22
22
for
its
first
reading
and
ask
the
clerk
to
read
it.
Please.
D
D
L
I
just
have
one
item
and
I
apologize:
I,
don't
have
the
exact
thing,
but
Council
approved
the
purchase
of
a
police
cruiser
on
about
June,
and
since
that
was
approved,
the
vendor
has
indicated
their
inability
to
fulfill
that
purchase.
L
So
I
think
from
the
administrative
standpoint
we
weren't
going
to
order
the
we're
not
going
to
order
another
car,
because
now
the
price
is
increased
significantly
and
I
know.
There
was
some
commitment
upon
ourselves
that
we
weren't
going
to
wear
one
more
than
what
we
had
discussed
in
the
capital
plan
and
therefore
the
question
really
is.
We
can
do
one
of
three
things:
we're
not
ordering
it,
but
Council
can
ask
Justin
Mr
Markey
to
draft
an
ordinance
to
rescind
that
authorization.
L
D
L
To
be
clear,
so
the
reason
I
bring
this
up
now,
we'll
prepare
that
ordinance
to
resend.
That's
fine.
We
anticipate
preparing
another
ordinance
to
purchase
two
next
year,
which
is
why
I
wanted
to
have
that
discussion
now,
because
you
had
my
commitment
that
we
would
only
buy
one
but
because
we
didn't
place
that
order,
so
I'll
probably
try
to
do
both
at
the
same
time.
If
that's
okay,
right.
I
K
I
would
like
to
know
what,
where
we're
standing
with
Fred
Martin
as
far
as
ordering
from
them
again,
since
we
always
got
treated
quite
well
by
them
and
could
turn
our
Vehicles
back
into
them
to
whatever
they've
always
worked.
Well
with
us.
It
almost
seems
like
they're
leaning
towards
working
more
with
Barberton
now
than
what
they
are
with
us
from
some
of
the
things
that
I've
seen
for
them
promoting
things
and
making
commitments
to
helping
them
out
in
some
way.
So
I'd
like
to
know
where
we're
standing
with
them
didn't.
F
Didn't
Fred
Martin
donate
vehicles
in
the
past
as
well.
L
M
Also
went
and
had
and
met
with
him,
had
a
discussion,
so
just
so
keep
it
trans.
We
had
a
discussion
with
him
about
that.
We
were
going
to
look
elsewhere.
I
was
with
the
police
chief
when
we
went
and
met
with
him-
and
he
said
he,
you
know
he
perfectly
understood.
He
said
I
would
do
I'd.
Do
the
same
thing.
I
had
to
do
what
you
got
to.
M
You
can't
get
you
I,
can't
get
you
the
you
know
a
car
well.
H
D
K
D
D
So
we
will
temporarily
adjourn
the
council
meeting
and
then
we
will
open
the
public
hearing
and
now
declare
the
public
hearing
convene
for
ordinance
number
74,
2022
ordinance.
Number
74
2022
is
an
ordinance
rezoning
property
described
as
permanent
parcel
number
46-08377
from
a
B1
District
to
a
C1
District
for
the
clerk.
Please
certified
that
the
public
hearing
was
advertised
in
the
Post
newspaper.
E
D
Thank
you
before
we
go
into
public
participation.
Just
for
the
Public's
understanding.
The
procedure
is
three
times
I
will
ask
for
who
wishes
to
speak
in
favor
and
then
three
times
against,
so
just
to
understand
what
we're
doing
up
here.
So
with
that
I
ask.
Is
there
anyone
who
wishes
to
speak
in
favor
of
the
said
ordinance
and
for
a
second
time
is
there
anyone
who
wishes
to
speak
for
the
Senate
ordinance
and
for
a
third
and
final
time
is
there
anyone
who
wishes
to
speak
for
the
said
ordinance?
D
K
Sure,
if
this
is
where
this
would
fit
in
yet,
but
have
have,
we
received
any
information
as
far
as
the
access
roads,
because
I
would
be
speaking
against
it.
If
we
don't
have
that
information
as
yet
or
if
it's
going
to
be
coming
in
off
of
the
residentials.
B
It
I'm
just
giving
you
the
opportunity.
Yes
yeah.
My
understanding
is,
we
were
talking
about
the
rezone
here.
D
B
B
Access
is
one
item
like
on
any
project
that
we'll
have
to
address,
but
as
of
right
now
the
conceptual
plan
shows
two
points
of
access.
I
hope,
that's
the
way
it
works
out,
but
I.
You
know.
We
really
won't
know
that
until
we
get
into
the
details
of
Designing
the
site
itself
and
working
with
ODOT
and
any.
D
I
I
I
K
And
then
did
we
ever
find
like
I
said
the
one
gentleman
was
there
that
night,
the
Planning
Commission
and
he
was
saying
that
it
was
supposed
to
revert
back
to
residential
if
the
hospital
property
didn't
move
forward.
So
have
we
heard
any
more
about
that?
Has
that
been
looked
into
and
if
so,
why
didn't?
It
revert
back.
J
I
F
Mr
Vice
President
I,
don't
know
if,
if
maybe
in
the
regular
council
meeting,
is
a
better
time
for
just
general
questions,
but
on
to
his
statement
on
the
on
the
conceptual
plan,
it
appears
to
me,
as
on
the
east
and
west
boundaries
of
this,
this
project
that
it's
a
roundabout
on
both
ends,
and
it
appears
as
though
the
only
entrance
at
least
the
way
I'm
reading.
This
is
on
Fair
Oaks,
so
I
don't
know
if
that's
what's
actually
in
the
conceptual
plan
or
not,
because
I
would
be
I.
F
F
So
that
would
be
the
only
entrance
off
of
Fair
Oaks
and
and
that's
that's.
My
constituents
have
voiced
their
concern
over
that
and
me
as
well.
So
that's
kind
of
what
I
thought
we
were
going
to
have
an
entrance
off
76,
but
I
don't
see
it
in
here.
D
E
D
J
H
H
H
This
is
40
81
and
40
91
South
Cleveland,
Massillon
Road.
This
is
just
a
reclassification
from
a
B1
to
a
C1,
and
this
is
the
second
reading.
Only.
K
Mr
massager
Mr
Harper.
What
exactly
are
we
doing
this
because
it
looks
like
this?
Is
the
administration
doing
it?
So,
what's
the
anticipation
as
opposed
to
the
property
owners,
it's.
H
H
K
Then
Mr
President,
yes,
I've,
already
asked
I'd
like
to
see
that
coyote
report
showing
the
allotted
employees
and
and
if
they
are
actually
reading
that
criteria.
As
far
as
that,
and
also
the
complaint
that
was
coming
on
in
from
the
coyote
company
itself
is
presented
down
the
administration.
What
was
that
last
week?
I
believe
it
was
last
Monday
or
Tuesday
and
I
still
haven't
received
any
of
that.
F
Yeah
I
had
some
comments,
Mr
vice
president
for
President,
okay,
as
I
was
saying
earlier,
you
know
we
had
our
special
meeting.
Last
week
we
had
a
decent
turnout
and
we've
been
getting.
F
You
know
some
advice
and
critiques
on
what
people
would
like
to
see
what
they
think
would
be
a
good
fit
for
the
city
with
with
this
kind
of
a
monument
and
we're
gonna
table
this
legislation
at
this
point
and
kind
of
I
think
we're
gonna
not
necessarily
restart
the
whole
process
over,
but
we're
at
a
point
where
I
think
we
can.
We
have
a
lot
of
interest.
F
You
know
we
have
people
come
to
the
special
meeting
that-
and
it
was
also
online
and
I've,
been
getting
different
reports
on
what
people
would
like
to
see
and
what
they
think
would
work
best
for
our
city,
and
it
may
set
this
back
a
little
bit,
but
I
think
it's
going
to
be
best
overall,
if
we,
if
we
table
this
for
a
couple
weeks
and
come
back
more
organized
and
maybe
have
some
input
from
The
Parks,
Commission
and
move
forward
after
that,.
A
D
I
think
also
the
part
of
the
point.
Is
we
don't
I
can't
speak
for
all
of
counsel,
but
I
don't
want
to
see
this
stall
I
want
this
to
keep
moving
I,
think
there's
momentum,
building,
Mr
Wilkins
has
done
a
lot
of
work,
and
so
I
just
I
just
want
to
stress
that
this
is
not
the
end
of
the
discussion.
It's
just
looking
at
other
Alternatives
right.
F
And
Mr
President
president,
if
I
could
add
sure
we're
going
off
what
we
we
know,
what
what
the
constituents
have
been
saying
like
what
we've
been
hearing
at
the
different
meetings.
Like
all
the
advice-
and
you
know,
opinions
that
we've
been
given
we're
going
off
of
that
so
I
think
it's
a
good
thing
and
I
think
in
the
long
run,
we'll
have
we're
all
going
to
be
able
to
meet
in
the
middle
on
this
and
hopefully
make
this
a
reality
for
our
city.
D
D
K
K
I
K
Yes,
Mr
President
nice
would
be
I
just
wanted
to
confirm
again.
This
isn't
going
to
be
turning
any
license
plate
numbers
in
or
anything.
This
is
just
just
same
as
we
have
on
the
little
motivated
thing
that
we
take
motorized
when
we
take
out
different
places.
Just
going
to
flash
up
warning
as
being
over
the
speed
limit.
K
D
Anything
else
will
the
clerk.
Please
call
the
roll
Mr.
E
C
C
You
Mr
President
for
ordinance
number
72
2022
for
its
third
reading
and
ask
the
clerk
to
read
it.
Please
an.
C
K
Maybe
they
they
had
dark.
Just
asked
this
question,
but
I'm
going
to
ask
it
again:
just
so,
have
it
right
I
know:
we've
set
up
other
funds
for
taking
in
the
opioid
money
before?
Is
this
the
same
funders?
These
are
all
separate.
Aren't
they.
A
K
A
J
K
K
D
D
D
C
K
F
Do
Mr
President,
so
I
would
like
to
have
the
the
parks
master
plan
that
we
we
you
know
we
paid
for
for
this
service
and
as
right
now
it
has
not
been
adopted.
I
would
like
to
have
this
added
back
to
our
agenda
and
start
to
review
this
again,
I
think
there's
some
really
good
ideas
in
here
on
direction
of
the
city.
F
I
did
have
one
other
thing.
This
is
just
a
general
question.
If
any
of
my
other
council
members
are
dealing
with
noise
nuisances,
much
like
you
guys
get
much
calls
on
that.
It
seems
like
I've
been
getting
quite
a
bit
of
that
lately.
Whether
it's
for
businesses,
in
particular,
mostly
typically,
is
what
it
is,
and
just
curious,
am
I
kind
of
the
only
ones
dealing
with
that
lately
or
is
there
others
that
are
dealing
with
it.
H
I've
gotten
a
few
calls
Mr
Lukens
on
on
car
audio,
specifically
going.
B
J
F
Well
and
I
I
did
reach
out
to
the
police
chief
about
this
and
just
asked
him.
You
know
the
the
proper
procedures,
because
we
do
have
the
the
noise
ordinance
64813.
That
really
covers
all
of
this
on
how
to
deal
with
the
noise
nuisance.
What
A
noise
nuisance
is
all
the
different
enforcement
and
Etc
and
I
was
just
curious
if
anybody
else
been
dealing
with
it.
Maybe
it's
just
me
lately,
but
I
was
surprised.
F
If
it
really
is
a
noise
issue-
and
you
know,
the
the
police
have
to
be
called
for
a
come
out
and
investigate
a
noise
nuisance
and
that's
the
proper
procedure
to
go
about
really
the
only
official
way
to
go
about
it.
So
I
just
wanted
to
share
that
with
everyone
else.
K
Mr
President
again
I'd
like
to
see
them,
we
were
told
we
were
going
to
have
the
mounts
for
the
repairs
on
the
police
department.
When
we
came
back
from
break,
we
still
haven't
received
those
I'd
like
to
have
that
brought
up.
That's
a
we
need
to
start
get
started
on
that
see
what
we
can
do
for
the
police
department
to
repair
anything
before
the
weather
starts.
Turning
on
us
completely
and
I
know
that
Mr
D
Harper
had
requested
the
information
from
the
county
on
the
Reynolds
in
Norton.
K
I
had
actually
sent
him
an
an
email
or
talked
to
him.
I
think
it
was
an
email
where
I
told
him.
I
wanted
to
have
my
voice
added
to
that
question
as
well.
So
that's
what
I'm
stating
since
he
said
he
did
not
have
that
information.
It
was
given
to
him
by
the
administration.
They
had
got
it
from
the
county.
K
Do
we
have
any
idea
when
anything's
going
to
be
started
on
that
it
was
this
time.
Last
year
we
were
told
that
couldn't
be
done
because
of
the
seasonal
things
going
on.
As
far
as
I
know,
that
hasn't
been
started.
Yet
we
have
any
idea
when
who
was
that
that
got
that
started
with
the
p
I
believe
was
supposed
to
be
fixed,
taking
care.
K
K
Or
the
thoughts
of
the
rumors
going
around
about
leasing
that
and
then
I've
heard
another
rumor
about
maybe
using
the
service
garage
for
something
else
to
do
with
the
schools
and
I
did
get
the
information.
Thank
you
very
much.

My

Brookside.
K
Not
have
things
been
said
more
about
that
since
we
got
that
was
first
brought
up
or
it's
been
at
least
over
a
year,
I
believe
since
I
started,
asking
on
that
and
nothing's
happened
so
far.
I
think
that's
about
enough
for
tonight.
D

F
One
one
last:
well:
it's
not
a
public
service.
I
guess
it
was
just
non-gen
item
it's
too
late
for
that
it's
fine!
Maybe
someone
else
can
remember
what
was
the
event
that
we
had
down
here
in
Columbia
Woods,
it's
probably
been
a
solid
10
years
ago
we
had
youth,
rides
and
things
down
here.
Does
anyone
remember
that
Mr
Mayor?
Do
you
remember
it.
F
Little
Carnival
type
thing
anyone,
maybe
even
10
15
years
ago,
I
just
remember:
we
came
when
our
kids
were
young,
quite
a
bit
younger.
It
was
down
here,
there
was
rides
and
you
only
did
like
one
year
yeah,
and
it
was
really
it
was
a
great
time
and
it
was
like
wow
like
it
was
almost
like
a
mini
Fair.
Does
anybody
Mr,
Kern
or
anybody
remember
that.
A
This
was
something
bigger
than
that.
This
is
the
one
they
had
different
like
carnival
rides
down
here
they
were
just
smaller.
A
A
The
carnivals
are
booked
up
so
far
in
advance
and
everybody
had
that
close
to
that
same
time,
period
booked
up
well
in
advance
so
but
I
think
it
I
think
it'd
be
great.
To
read
this.
F
A
The
cemetery
stolen
the
agenda.
