A
Harpart,
thank
you
Mr
President.
This
is
just
to
continue
the
conversation
on
if
we
want
to
look
at
doing
a
rental
registration
program
here
in
the
city
of
Norton,
this
would
be
four
residential,
rentals
and
also
before
apartment
style.
Rentals.
A
My
my
take
on
this
is
I
know
we
have
some
Administration
Administration
changes
going
on
right
now
we
don't
know
what's
going
to
happen
and
what
that
looks
like
so
I'd
kind
of
like
to
just
keep
this
in
the
in
in
the
background
in
your
minds
and
see
what
maybe
this
the
new
administrator
would
have
input
on
until
they
got
here.
That's
just
my
my
opinion.
F
G
Well,
while
you're
doing
that,
I'd
kind
of
like
them
to
think
about
a
couple
things
and
going
over
it,
it
says
there's
going
to
be
a
maximum
of
10
rental
units
for
fifteen
hundred
dollars
a
year.
Does
that
mean
a
maximum
only
one
building
or
no,
how
matter
how
many
they
have
like
I've
got
20
of
them
scattered
around
the
city
singles,
so
that
would
they
would
still
be
paying
for
everyone
right,
yep.
A
G
And
then
on
Section
B
1492.04,
it
says
it's:
an
inspection
shall
be
conducted
by
the
owner
manager
designated
agent
or
contracted
to
a
city
of
Norton
registered
State
Certified
inspector.
G
G
C
Okay,
so
we
will
move
on
to
letter
B
then
and
got
rest
for
now
letter,
B
parks
and
Cemetery
board
proposal.
That's
Mr
Pilots!
He
is
not
here,
so
that
is
mine.
C
C
With
those
quotes,
it's
it's
my
belief
and
the
rest
of
council
can
chime
on
in
on
this.
If
they'd
like
that,
this
should
then
be
with
it's
a
good
start
for
the
administration,
but
it
should
be
moved
on
to
administration
at
that
point,
because
this
is
a
the
next
move,
is
an
administrative
function.
So
that's
my
thought.
If
anybody
else
has
any
other
thoughts,
yep.
G
D
G
C
And
we
can
request
that
and
also
for
phases,
two
and
three
in
there
I
guess
my
request
for
the
administration
is
to
to
maybe
budget
accordingly,
if
that's
possible.
F
F
With
this,
we
would
kick
it
back
to
Administration,
and
then
they
would
create
an
ordinance
for
the
funding.
Is
that
basically,
what
what's
going
to
happen
with
that
yeah.
C
They
can
take
the
information,
that's
been
provided,
they
can
I
mean
they're
the
administration
they
can
add
to
it.
They
can
take
away
from
it.
Make
suggestions
come
up
with
legislation.
C
A
and
fifteen
thousand
four
hundred,
so
they're
both
super
close,
so
I
guess
this
just
depends
who
the
administration
wants
to
go
with
right
about
510
feet
of
four
foot:
high
aluminum
fence.
G
C
C
And
I
I
know:
Miss
Gibson
really
preferred
the
Precision
fence,
but
we
will
move
it
to
Administration
and
give
them
our
thoughts.
G
A
C
C
This
was
a
plan
the
city
had
made
up
several
years
ago.
It
kind
of
got
interrupted
by
the
pandemic
and
The
Plan
gave
highlights
of
the
overall
parks
in
Norton,
and
then
it
also
gave
highlights
and
strengths
and
weaknesses
of
each
individual
Park
and
the
plan
went
over
results
of
surveys.
What
the
residents
wanted
what
the
planner's
thought
would
be
useful
in
each
part,
but
we've
never
officially
adopted
the
plan
and
I
think
that's
what
Mr
Lukens
was
hoping.
We
would
move
towards
so
yeah.
F
It's
Mr,
President,
I,
I,
wanted
to
add
yeah
and
the
more
I
started.
Reading
into
this
you
know
even
like
under
Williams
Park.
You
know,
one
of
the
recommendations
was
a
Veterans
Memorial
Plaza
over
there,
and
you
know,
and
we've
been
discussing,
that
for
a
while
and
then
just
all
the
different
parks
that,
with
the
surveys
that
they've
done,
it's
just
a
lot
of
information
here.
I
wasn't
even
really
aware
of,
and
it'll
probably
be
helpful
too.
You
know
with
the
new
city
administrator
coming
in
that
they
could.
F
G
C
F
G
See
that
so
that
needs
to
be
corrected.
This
has
this
will
be
the
first
time
it
was
even
ever
presented
to
the
public,
even
though
there
were
several
meetings
for
it.
C
Miss
Wilkie,
do
you
do
you
know
I
looked
through
it
and
I
couldn't
find
I
found
your
name
in
the
in
the
acknowledgments?
Is
it
anywhere
else
in
that
document
that
you
know
of
yeah.
G
They
were
supposed
to
have
a
working
committee
and
a
committee
be
putting
input
in,
but
those
never
got
formed
so
out
of
desperation
when
he
came
to
the
parks
meeting
the
three
of
us
who
were
sitting
there
in
the
audience.
That's
all
there
was
was
me
and
Mr
Gainer
and
Mr
Mullins,
and
it
was
supposed
to
be
a
meeting
for
the
committee
they
had
set
up.
So
he
just
decided
that
we
were
designated
committee,
even
though
I'm
no
I'm
not
on
a
committee
I'm
just
here
to
listen
and
see
what
they
got
to
say
so.
G
Yeah
I
definitely
want
that
taken
out
of
there.
I
did
I
didn't
even
respond
and
not
because
I
don't
care,
but
because
I
felt
it
was
up
to
the
people
to
decide
what
they
wanted
for
the
parts,
their
choices,
so
I
didn't
even
do
the
survey,
even
though
I
was
at
all
the
meetings
until
this
last
one
they
had.
It
finished.
F
F
G
F
I
G
I
G
G
C
F
C
Right
well,
I
know
like
one
of
the
top
priorities
on
the
plan
was
paths,
and
many
of
those
paths
have
already
been
done
around
Columbia
woods,
so
they
have,
though
it
was
not
made
public.
They
have
referenced
it.
A
This
is,
this
is
piece
of
property
located
at
Worcester,
Road
and
21.
North
and
I
was
part
of
the
meeting,
but
I
was
online.
Listening
to
it.
It's
basically
one
of
the
only
red,
Residential
Properties
left
left
over
there
and
Miss
whipkey
can
probably
help
fill
me
in
on
this
too.
They
they
kept
discussing
these
paper
roads
I
guess,
were
they
originally
roads
that
they
were
going
to
put
streets
in
there
and.
A
G
Well,
I
might,
since
there's
nobody
here
to
answer
anything
I'm
kind
of
wondering
what
other
properties
would
be
affected
by
the
road
they're
wanting
to
access,
because
as
I
understand
it,
it's
not
it's
going
to
be
further
down
rooster
road
going
towards
Barberton
and
not
closer
to
585,
which
would
have
been
a
really
bad
idea
just
to
do
the
access
there,
but
there
it
goes
behind
other
businesses
and
Residential
Properties,
so
I'm
kind
of
wanting
to
see
because
they
need
that
in
order
to
have
an
access
and
that's
about
the
only
access
they're
going
to
be
able
to
have
that
would
be
even
logical
or
safe
from
the
looks
of
it.
G
So
I
would
be
interested
in
how
that's
going
to
affect
those
properties
as
well.
If
we're
going
to
give
you
know
just
divvy
it
up
between
everybody
and
keep
it
a
road
or
name
it
a
street
or
how
that's
going
to
go.
I'm
planning
drilly
didn't
seem
to
know
either,
and
that
has
to
come
to
us
for
approval
anyway,
the
type
of
business
that
they're
looking
at
as
a
another
Tree
Business
where
they
go.
A
Yeah
I
I
heard
that
too,
like
I
think
what
your
concern
is
in
mine
is
too
I
believe
that
the
road
that
kind
of
follows
along
the
ramp
there,
that
road
is
really
beat
up.
It's
almost
like
a
dirt
road,
if
I'm
correct,
where
they
want
to
put
the
the
paper.
Street
comes
off
of
that
road,
so
I'm
just
kind
of
wondering
too.
A
If
that
Road's
going
to
be
able
to
sustain
any
kind
of
commercial
traffic
going
back
in
that
area,
because
I
was
over
that
way
this
spring
and
that
that's
a
pretty
mushy
wet
almost
unpaved
road,
so
I'm
wondering
what
that
would
look
like
and
how
that
would
affect
the
residents
along
that
stretch
there
so
yeah.
G
That
that
area,
where
we
put
the
Culvert
in
it,
might
be
where
they're
looking
to
access
that
I
mean
on
when
I
looked
it
up
on
the
gis
map.
They
keep
saying
I,
think
Rob's
scant
is
the
road
they
keep
referring
to
and
they
were
calling
it
hametown
in
Barberton
or
and
I've
got
Rosemont,
so
I'm,
not
not
I
mean
they
had
the
Burton
own,
several
pits
of
it.
G
A
Well,
we'll
make
a
motion
I
like
to
make
a
motion
to
add
this
to
next
week's
agenda
for
first
reading.
H
C
C
E
You
Mr
President.
This
is
resolution
for
us
to
accept
the
tax
levies
that
are
placed
and
certify
them
to
The,
Summit
County
fiscal
officer.
There's
a
nice
table
detailed
on
page
95.,
I,
don't
know
if
there's
any
more
discussion
on
that.
E
Every
year,
yeah
so
yeah
make
a
motion
to
add
resolution.
80,
20
22
to
next
agenda.
C
E
You
Mr
President.
This
is
for
ordinance,
81
2022.
This
would
be
an
ordinance
to
authorize
some
amendments
to
our
annual
Appropriations
and
certificate
of
estimated
resources.
There's
a
listing
here
on
page
97
as
well
as
page
101,
is
more
of
a
listing,
if
you're
the
larger
ones,
just
to
bring
them
out
the
626
000
in
ARP
fund
129.
That's
just
something:
that's
not
going
to
be
expensed
in
2022,
so
we're
gonna
move
that
and
it
will
be
expensed
in
2023,
there's
180
000
roughly
for
the
water
supply.
This
is
apparently
Barbed.
C
E
You
Mr
President.
This
is
an
ordinance
to
transfer
opioid
settlement
funds.
We've
discussed
this
last
week
that
have
been
deposited
into
the
general
fund.
At
the
time
we
talked
there
was
4,
000
believed
Miss
Keener
looked
into
this
and
there
was
actually
two
settlements
for
just
over
ten
thousand
dollars.
So
this
would
be
to
move
the
the
10
000,
both
settlements
over
to
this
new
fund
that
we're
looking
to
establish.
I
C
G
B
Money
basically,
what
this
is
doing-
we're
not
going
to
be
expending
those
funds
this
year,
so
those
Appropriations
will
lapse
or
we're
decreasing
them.
So
they'll
be
a
part
of
the
fun
balance
and
carry
over
to
next
year.
So
next
year
will
be
a
1.2
million
dollars,
they'll
be
able
to
be
appropriated,
which
is
part
of
the
2023
budget
that
you'll
be
seeing
in
the
next
couple
weeks.
B
C
There's
a
motion
and
a
second
on
the
floor
for
ordinance
82
2022
to
next
week.
Is
there
any
further
discussion?
Will
the
clerk
please
call
the
roll.
C
I
We
had
appropriated
funds
to
buy
a
police
vehicle
that
didn't
happen
right
away.
It
came
in
more
expensive
than
we
expected.
We
talked
about
it
last
week,
I
think
we're
going
to
hold
off
on
this
year
and
the
next
year
we'll
be
receiving
another
request
in
the
budget.
So
we
just
cleaned
things
up.
We
wanted
to
repeal
ordinance
58.,
so
that
would
just
be
off
the
books
there.
G
Anybody
else
first
well
they're,
not
here
but
I'll,
repeat
it
just
so
they
can
hear
it
again,
I'm
sure
they're,
all
listening
somewhere.
I'm
still
would
like
to
see
the
amounts
for
the
repairs
on
the
police
department.
I,
think
that'd
be
a
good
place
in
Houston
of
that
cares,
act,
money
taking
care
of
that
and
then
I've
asked
several
times
about.
Oh
did
we
ever
get
the
information
on
the
rentals
Mr
J
harpart
from
the
administration
nope.
A
G
Well,
it'd
be
nice
if,
while
you're
talking
to
them,
be
nice,
if
they'd
get
that
writing
for
us
and
then
of
course
we're
still
without
a
civil
service
service
third
board
member
and
then
I've
asked
about
the
assessment
for
the
property
on
Easton.
Maybe
you
could
help
out
with
that
Mrs
Keener.
There
was
a
property
on
Easton
that
that
hooked
up
to
sewer
here.
That
was
not
in
the
Nash
Heights
thing
and
I'm
just
wondering
about
the
assessment
on
it.
If
that
was
paid
and
what
they
did
pay.
G
I,
don't
have
the
address
here,
I'll
get
it
for
you
and
send
it
to
you,
and
we've
heard
any
more
about
the
landscaping
for
Brookside
I
know
they
had
the
issues
with
the
gas
line
and
stuff
and
I
think
there's
a
little
bit
more
issues
than
even
what
we
had
been
made
aware
from
what
I'm
hearing
and
Driftwood
and
cherry
wood
never
got
an
explanation
for
that
now.
G
I
have
a
newly
there's,
a
property
on
33.99
Reimer
road
that
resident
next
door
to
it
had
contacted
me
and
I
would
like
to
see
all
the
paperwork
on
that
because
I
understand
it,
a
pond
has
been
put
in
there
and
there
was
no
permit
issue
for
that
pond.
It's
actually
encroaching
upon
his
neighbor's
neighborhood
or
his
property.
There's
some
other
issues
over
there
and
the
pop
Pond
was
supposed
to
have
been
filled
in
and
it
it's
not
filled
full
of
water.
Now
it's
nothing's
been
done
on
it.
G
So
I
want
all
that
information
too
and
how
come
this
could
even
happen.
I've
been
told,
I
haven't
gotten
the
paperwork
on
that
yet
either,
but
the
soil
and
water
was
out
there
and
they
said
this
is
a
city
issue,
but
they
would
back
up
the
resident
because
there
was
no.
That
should
not
be
happening.
What
did
happen,
but
yet
it
has.
A
And
Miss
whipkey,
just
for
the
record
too
I
was
back
and
forth
with
the
administration
on
that
33.99
Rhema
Road
deal
was
kind
of
told
the
same
thing
you're
told
that
that
pond
was
done
without
a
permit
the
water's
draining
on
the
next
door.
Neighbor's
property
was
told
that
he
was
supposed
to
fill
the
pond
in
then
grass
was
planted
around
the
pond
and
nothing
was
ever
done
so
I'm
kind
of
in
the
same
boat.
You
are
on
that.
G
Well,
I
want
the
paperwork
and
I
want
an
explanation
and
I
went
to
stinking
Pond
filled
in
it's
about
in
our
time
that
I
I
understand
it's
one
of
our
elderly
residents,
but
they've
been
here
a
long
time.
Somebody
knew
shouldn't
be
allowed
to
move
into
the
neighborhood
and
basically
encroach
upon
them
and
put
their
water
on
them
and
even
get
in
get
into
their
Culvert
to
divert
their
water
without
even
asking
him.
G
Oh
and
what
about
the
new
park
drive
down
there,
I
don't
see
where
anything's
been
done.
I
mean
we're
into
October.
Now
this
time
last
year
they
were
saying:
couldn't
do
it
because
concrete
and
the
way
the
weather
would
you
know
the
time
of
year
now
we're
here
again
and
it's
still
not
fixed
so
and
I
know
what
was
it
paren,
but
we
have
to
do
that
work
so
I'd
like
to
know
when
they're
going
to
be.
