Regular Council Meeting
A
A
A
A
C
B
D
You
as
I
was
about
to
say
I
will
be
giving
a
preface
to
any
time,
I
make
a
report,
and
it's
important
that
I
add
this
preface
so
bear
with
me,
but
you're
going
to
hear
it
every
time.
D
I
am
here
as
your
representative
to
The
Summit
County
Board
of
Health,
to
give
you
updates
on
several
current
issues
in
health,
possibly
affecting
our
community.
My
comments
tonight
do
not
reflect
a
policy
of,
nor
is
this
visit
to
be
construed
as
a
representation
of
the
Summit
County
Board
of
Health.
Our
official
spokesperson
is
the
health
commissioner
Donna
skoda,
the
mild
weather
this
winter
may
make
for
a
robust,
mosquito
hatch
and
season
this
year,
be
mindful
that
they
are
wonderful,
little
disease
carriers.
D
If
there's
an
issue
contact
the
Mad,
Or
Mosquito,
Abatement
District
in
this
area,
for
your
assistance
in
with
Gatherings
and
or
any
other
issues
related
to
the
an
unbearable
situation
with
mosquitoes
number
two,
both
influenza
and
coveted
cases
seem
to
be
on
the
decline,
a
good
thing
this
time
of
year.
We
expect
that
from
influenza,
especially
since
the
season
started
a
few
months
earlier
than
normal
covet
is
a
bit
unpredictable.
However,
the
more
recent
coveted
viruses
have
not
been
as
virulent
I
would
hope
that
continues
to
be
the
path.
D
It
will
take,
however,
give
no
predictions
number
three
shigella
known
commonly
as
dysentery.
The
most
recent
warning
from
the
CDC
is
that
a
highly
resistant
bacterium
of
shigella
has
emerged.
It
is
becoming
a
serious
health
threat.
Shigella
spreads
through
contaminated
food
and
water
on
fomites,
which
are
surfaces
on
inanimate
object
and
through
sex,
and
this
is
also
very
prevalent
in
the
gay
community,
especially
with
the
men.
Men
versus
men.
D
Symptoms
of
the
disease
are
caused,
causes
of
diarrhea,
sometimes
bloody
and
may
be
prolonged,
accompanied
by
mucus
fever,
stomach
pain
and
The
Sensation.
That
one
must
have
a
bowel
movement
when
they
are
empty
city.
Council
you're.
Welcome
for
that
it
has
shown
resistance
to
all
of
the
front
line.
Antibiotics
currently
used,
and
so
that's
why
it
is
concerning
not
just
the
symptoms
and
the
disease,
but
the
fact
that
we
have
developed
a
very,
very
resistant
bacterium
and
it
also
imparts
its
resistance
to
other
bacterium
such
as
typical
of
shigella.
D
D
However,
I'll
just
say
it
this
way
they
drag
their
feet
so
long
in
the
approval
process
that
the
competent
makes
this
home
test
has
gone
out
of
business.
So
there
is
no
home
test
currently
on
the
market,
for
the
combination
to
make
it
simple
makes
me
kind
of
question
the
process,
but
the
company
it
makes
these
thought
it
would
have
been
approved
last
August,
and
it
was
just
approved
this
past
week,
number
five.
D
It
has
been
found
that
young
people
who
have
not
received
a
coveted
vaccination
or,
as
some
have
wanted
me
to
say,
a
SARS
cov19
vaccination
you're
welcome
Justin
vaccinations
are
more
at
risk
from
having
a
heart
attack
post
covet,
since
they
have
a
better
functioning
immune
system
than
older
adults.
D
The
majority
of
older
adults
have
been
vaccinated,
I
think
it's
somewhere
around
the
68
to
80
range
somewhere
in
that
range
right
now.
So
the
number
that
sticks
out
is
that
there's
an
almost
30
percent
increase
in
the
likelihood
for
adults
aged
25
to
44,
and
we
think
of
that
group
as
being
very
healthy.
D
That
age
group
is
much
more
likely
to
have
a
heart
attack
and
it's
because
they
have
better
immune
systems
and
they
respond
to
an
irritation
like
like
the
virus
more
strongly.
In
most
cases,
that's
good
in
the
case
of
covid.
It
can
be
a
very
bad
thing.
It
caused
blood
clots,
so
people
in
that
age
range,
if
they
haven't
been
vaccinated
I,
would
encourage
them
to,
but
if
they
know
that
they
have,
they
are
or
a
family
member
have
an
issue
with
blood
clots.
D
They
might
be
well
advised
to
check
with
their
family
doctor
immunologist
or
a
hematologist
before
they
get
a
vaccination,
but
this
is
a
very
important
thing.
This
is
what
we're
seeing
right
now
number
six.
We
are
upwind
from
East
Palestine
and
we
are
not
affected
by
the
flow
of
water
from
that
area.
I,
don't
know
how
many
times
I've
heard
that
question
and
I'm
hoping
that's,
been
answered
in
this
room
also,
but
we
have
little
to
worry
about
due
to
the
derailment.
D
D
Nearby
I
I
was
in
one
of
those
situations
in
Akron
years
ago
in
the
1980s,
and
we
were
the
only
ones
able
to
deal
with
the
problem
from
the
Red
Cross
and
it
is
it's
quite
a
a
zoo
to
try
to
take
care
of
what
happens
and
taking
care
of
people
that
had
to
be
moved
out
without
their
medicine
number
seven
Summit
County
Board
of
Health
has
had
a
reason,
a
year
and
a
half
ago
to
review
and
re-rewrite
our
bylaws,
and
this
isn't
a
big
deal
to
this
group,
but
I
just
want
to
express
something.
D
D
D
D
D
Lastly,
the
county
is
in
place
an
online
portal
that
was
announced
last
week
for
public
access
to
septic
system
and
private
Water
Systems
records.
It
does
work
well,
however,
residents
and
contractors
that
have
not
used.
It
must
realize
that
you
must
put
in
only
your
street
address.
That's
the
number
and
the
name
of
the
street,
not
Street,
not
Avenue,
not
Road,
not
called
the
sac,
not
anything
else.
D
If
you
put
something
else
in
there,
you
will
find
that
you
don't
live
there,
there's
no
such
address,
so
just
the
street
number
and
the
street
you
live
on
all
right.
These
records
have
been
updated
from
over
100
000
paper
and
microfilm
records
from
1959.
Until
present,
these
records
include
installation
permits,
construction,
details
and
maintenance
reports.
You
may
also
use
your
parcel
number.
If
you
know
it
and
it
is
available.
24
7.
there
is
a
link.
I
am
assuming
the
city.
Has
the
link
I'm
getting
a
Blank
Stare
here?
D
If
not,
I
can
get
it
over
to
you
and
anyone
could
use
that
link
or
they
can
go
to
summitcountypublichealth.org
and
it's
something
you
can
pull
from
the
web
very
very
easily.
If
anyone
asks
questions
about
just,
let
me
know
and
I'll
Point
them
in
the
right
direction,
and
that
concludes
this
portion
of
the
report.
It
does
anyone
have
a
question.
E
A
D
The
link
isn't
on
there,
but
I
will
email
it
to
you.
Okay,
the
other
thing
I'm
going
to
change
hats
here.
So
since
there's
no
questions
about
Summit,
County,
Public
Health,
because
nobody
really
understands
what
health
is
anyway,
it's
the
biggest
secret
that
most
health
districts
have
to
deal
with
because
nobody
really
understands
what
we
do,
but
we
basically
protect
the
public
whenever
we
can-
and
we
answer
questions
the
rest
of
time.
D
The
other
hat
is
from
Kiwanis
and
I.
Think
half
of
you
are
expecting
this,
but
May
4th
will
be
the
community
prayer
breakfast
when
get
on
your
calendars.
That
would
be
great.
I
will
be
bothering
you
later
to
buy
tickets,
but
tickets
don't
exist
yet
it's
kind
of
a
unique
year,
and
so
I
really
won't
go
into
this
further
in
the
future.
I'll
just
tell
you
now
we
have
a
unique
situation.
It's
going
to
be
a
Grace
Church,
which
is
normal,
but
the
lady
who
is
doing
this
program.
D
Has
it
a
weekly
radio,
broadcast
or
program
in
Ireland.
Her
album
home
was
voted.
The
top
Christian
album
in
the
British
Commonwealth
in
Europe
she's
not
well
known
in
the
United
States,
but
she
does
these
types
of
things
and
I
just
stumbled
into
a
relationship
with
her
husband
last
summer
and
she
is
coming
down
here
to
do
all
the
music
and
all
the
program
and
the
the
proceeds
from
this
will
benefit.
New
Destiny,
Treatment
Center.
D
So
not
some
Far
Away
place
right
here
in
our
backyard
and
New
Destiny
has
done
some
really
neat
things
recently
to
benefit
the
public,
so
some
health
things
that
are
going
to
put
in
a
clinic
that
others
can
access
Sony,
not
to
elaborate
a
whole
lot.
But
I
just
wanted
you
to
know.
This
is
a
very
unique
situation.
D
I,
never
thought
I
would
be
here
to
tell
anyone
that
we
have
an
international
recording
star
coming
to
Norton
Ohio,
and
that
is
May
4th
and
it
starts
at
7am
and
we'll
have
you
out
the
door
at
8
30
that
morning.
Thank
you
because
any
questions
just
filter
them
over
to
Carrie
and
she'll
get
them
to
me.
Thank
you.
Thank
you.
Mr
friend,.
B
Please
state
your
name
and
address
for
the
record
and
you
have
five
minutes.
Okay,
my.
G
For
over
50
years,
the
owner
Keith
has
been
in
business
and
he's
always
tried
his
very
best
to
do
the
right
thing
and
to
be
a
good
neighbor
to
help
out
to
lend
a
hand
to
whoever
needs
it.
Keith
has
grown
both
Barberton
tree
service
and
Mulch
Makers
into
the
companies
that
they
are
today.
Both
companies
have
grown
tremendously
over
the
last
five
years
to
the
point
where
now,
basically,
we
need
more
space.
G
Since
we
heard
Earthen
wood
was
moving
out
of
the
Barber
Road
Site
Keith
contacted
Mr,
belenovich
who's,
the
owner
of
that
property.
I
started
having
meetings
with
him
about
us
acquiring
that
site.
For
us
it
was
a
perfect
fit
because
obviously
they
were
already
doing
mulch
there.
We
would
just
have
to
move
in
and
continue
on
in
the
process.
G
For
us,
this
property,
The,
Barber,
Road
property,
solved
multiple
problems.
It
solved
for
the
mulch
side,
a
storage
solution,
as
we've
grown,
like
I,
said
tremendously
over
the
last
five
years.
We
simply
just
didn't.
Have
the
room
to
store
all
of
the
product,
the
Recycled
product
that
we
have?
It
also
solved
a
solution
for
the
amount
of
truck
traffic
on
Clark
Mill
Road,
which
we
know
has
been
a
complaint
from
the
city
and
also
some
residents.
So
it
helps
divert
some
of
that
traffic
to
Barbara
Road.
G
We
are
fully
compliant
with
all
EPA
storm
water,
air
and
pollution
guidelines
and
regulations.
The
EPA
regularly
visits
our
facilities
and,
time
and
time
again
they
praise
us
for
being
one
of
the
cleanest
recycled
facilities,
not
only
in
Summit
County
but
all
of
Ohio.
We
do
have
these
rigorous
guidelines
that
we
follow
for
every
pile
of
mulch.
That
leaves
our
facility
for
every
branch
that
gets
brought
in
to
our
facility.
It
has
to
be
documented
and
that's
turned
over
to
the
EPA.
G
With
that
being
said,
we
are
aware
of
one
load.
It
was
a
fine
shavings
load
that
was
dropped
on
the
Barber
Road
property.
We
did
notice
it
once
it
was
dropped
by
a
different
company
and
we
did
try
to
clean
it
up
as
quickly
as
possible.
We
are
aware
that
the
shavings
did
blow
around
to
some
of
our
neighbors
property
and
we
do
apologize
for
that,
but
we
did
try
and
clean
it
up
as
quickly
as
possible.
G
We
have
taken
steps
to
ensure
that
that
won't
happen.
Again.
We've
contacted
that
company.
We've
made
it
very
clear
that
any
deliveries
must
go
through
our
Clark
Mill
Side
of
the
business
that
you
know.
Obviously
they
have
to
check
in
with
the
office.
You
know
just
go
through
all
the
proper
channels,
we've
also
just
at
the
The
Barber
Road
property,
because
we
know
there's
been
a
lot
of
concerns
coming
from
Neighbors
down
there.
G
We've
set
up
wind
socks
in
order
for
us
when
we're
down
there
grinding
or
doing
any
heavy
activities
down
there,
that
we
can
monitor
the
wind
to
see
which
way
it's
blowing.
So
if
we
need
to
not
have
any
activity
down
there
for
the
day,
we
can
cancel
it.
G
Another
concern
that
we've
heard
is
how
big
the
stockpiles
are
on
the
site
for
over
20
years,
Keith
and
Mulch
Makers
has
been
at
the
Clark
Mill
location,
which
is
located
right
next
to
the
highway
and
right
next
to
the
racetrack,
and
not
once
has
there
ever
been
an
issue
from
the
racetrack
or
the
highway,
with
mulch
or
anything
blowing
around
from
the
big
stockpiles.
G
So
there's
we
don't
believe
there
should
be
any
problem
at
the
barber
Road
location
with
how
big
the
stockpiles
are,
because
we're
not
doing
anything
differently
than
what
we've
done
before
with
the
Barber
Road
location.
We
have
heard
slanderous
and
defamatory
statements
made
to
this
very
Council
about
things
that
we
are
doing
down
there
and
I
just
want
to
set
the
record
straight
on
a
couple
things.
G
G
Those
stockpiles
should
be
moving
here
shortly,
as
we
get
into
our
busy
season
and
they'll
be
cleaned
out
in
a
matter
of
two
to
three
months,
and
then
you
won't
see
the
big
giant
stockpiles
I'd
like
to
add
that
we've
tried
to
set
up
meetings
with
our
neighbors
on
the
Barber
Road
Site,
just
to
basically
say
exactly
what
I'm
telling
you
guys
things
that
we've
put
in
place,
precautions
that
we've
put
in
place
and
just
to
try
and
be
good
neighbors,
and
we
were
turned
down
on
that
meeting.
G
They
did
not
want
to
meet
with
us.
So
that's
why
I'm
here
tonight
to
put
it
on
record
exactly
what
we're
doing
and
that
we
want
to
try
and
be
good
neighbors
or
there's.
You
know
we're
not
trying
to
get
around
or
you
know,
cause
harm
to
any
business
or
neighbor
or
anything
We're.
Just
trying
to
do
our
business.
G
G
But,
of
course,
that's
not
the
route
that
we
would
like
to
go
for,
but
you
know
again,
I
just
wanted
to
kind
of
put
on
a
record
that
this
is
what
we're
doing
and
you
guys
at
any
time
are
more
than
welcome
to
call
me
email
me
I'll,
come
you
guys,
can
come
check
the
site
out,
we'll
show
you
what
you're
doing
I
mean
we're
an
open
door
for
whoever
wants
to
see
what's
going
on
we're
not
trying
to
hide
anything
we're
trying
to
be
good
neighbors,
and
so
that's
I,
believe
all
that
I
have.
B
H
Thank
you,
I'm
Lisa
Davenport
from
Barberton
Tree
Service,
3307,
Clark,
Mill,
Road,
Norton,
Ohio
I
am
just
following
up
with
what
Jake
Schnitz
just
stated
to
all
of
you.
I
work
actually
hand
in
hand
with
him
each
day
and
all
of
the
companies
I'm,
the
vice
president
of
Barber
industry
service
I've,
been
with
them
26
years,
20
of
which
of
the
26
years
we've
been
at
the
Clark
Mill
Road
property
in
Norton,
so
I
actually
was
part
of
moving
the
business
from
Barberton
to
Norton
I.
H
At
one
point,
I
believe
we
were
the
third,
possibly
largest
in-text
revenue
bringing
into
the
city
from
business
and
a
few
random
complaints
that
continued
to
come
in
from
residents
on
Clark
Mill
Road
have
actually
pushed
us
out.
So
for
those
of
you
that
may
not
realize
this
Barberton
tree
we
still
are
currently
in
Norton.
Have
we
will
be
moving?
We
are
building
a
building
in
Barberton
because
of
the
constant
pushback
that
we
got
from
some
residents
in
Norton
and
just
not
enough
space.
So
we
ended
up
having
to
buy
property.
H
We
still
love
the
44203.
We
still
plan
to
be
a
part
of
both
communities,
but
I
just
want
to
let
you
guys
know
a
little
bit
on
how
we
feel
that
with
not
necessarily
what
we
asked,
but
just
not
having
what
we
felt
a
lot
of
backup
in
the
sense
of
the
complaints
that
we're
coming
in
at
all
times,
I'm
at
my
office,
it's
very
rare
that
I
take
take
off,
maybe
for
a
funeral
or
possibly
an
illness,
but
I
am
almost
there
every
day.
H
If
anyone
calls
in
to
complain,
I
feel
the
exact
same
way
as
Jake.
As
long
as
I
am
at
that
office,
my
door
is
open.
Our
phones
have
been
the
same
for
52
years,
we've
been
in
business
52
years,
I
have
been
there
I
take
all
complaints.
I
will
take
them
to
my
personal
cell
phone,
that
is
on
24
hours
a
day.
So
if
someone
has
a
complaint,
we
would
like
to
take
those
instead
of
feeling
pressure
or
putting
pressure
on
the
city
or
on
Council
Members.
H
H
We
letter
our
trucks,
unlike
the
other
hundreds
or
thousands
of
trucks
that
go
on
Clark
Mill
Road
every
day,
along
with
a
lot
of
the
residents
from
the
developments
that
drive
on
Clark,
Mill,
Road
trash
trucks,
tow
trucks,
other
tree
services,
I
think
there's
three
on
Clark
Mill
Road,
but
because
our
our
trucks
are
labeled,
we
get
the
phone
calls.
So,
with
all
of
that
being
said,
I
watch
all
of
this
go
on
day
in
and
day
out,
and
it's
just
never
been
a
time
that
we
haven't
been
willing
to
address
anything
same
with.
H
What's
happening
at
Barber
Road,
we
tried
to
be
good
neighbors,
not
just
cramming
everything
in
on
Clark
Mill
Road.
We
then
purchased
property
right
around
the
corner
on
Norton
Avenue
to
stay
within
the
community.
We
also
then
went
on
to
purchase
the
property
down
on
Barber
Road
to
help
take
the
semis
off
of
Clark,
Mill
and
free
that
up,
since
you
guys
got
the
new
development
in
there
and
a
lot
of
other
activity
has
been
on
that
road.
It's
mainly
a
cut
through
Road
for
a
lot
of
people.
H
Again
we
try
to
involve
ourselves
in
everything
we
can
with
the
community
and
then
the
people
that
we
employ.
They
live
here
they
eat
here
they
buy
their
gas
here
they
shop
here.
These
are
real
employees
that
work
there
that
actually
provide
the
taxes.
We
pay
property
taxes
myself,
along
with
Mulch
Makers
and
I
certify
those
I'm
vice
president
of
the
company.
We
run
real
legit
payroll.
Unlike
a
lot
of
possible
companies
out
there,
we
actually
run
payroll,
so
the
tax
dollars
and
the
tax
revenue
comes
to
you.
H
Guys,
I
cut
your
checks,
so
we
want
the
city
to
know.
We
have
done
everything
on
our
part
to
try
to
be
a
good
business
and
good
residents
and
good
or
I'm.
Sorry,
good
neighbors
to
you
guys
we
could
with
the
zoning
we
could
actually
run
three
shifts
a
day.
We
don't
do
that
with
the
pressures
of
customers
and
a
very
nationally
known
customer
that
has
actually
pushed
us
to
try
to
do
so.
We
do
not
do
that.
H
We
try
again
to
consider
all
things
and
that
there
are
people
in
the
area
and
we
do
try
as
best
as
possible,
to
keep
all
noises
down
basically
for
52
years
as
long
as
the
tree
service
has
been
there
and
as
long
as
I
continue
to
be
around
again
for
each
of
you.
I
just
want
to
make
sure
that
you
know
that
I
am
here.
If
you
do
have
to
call
any
of
us,
you
will
get
us
first.
If
not,
then
we
deserve
the
the
complaint.
H
I
guess
anybody
that
we've
dealt
with
in
the
city
we
immediately
respond,
I've
told
them
just
come
to
my
office.
They
come
in
and
we're
happy
to
do
that
other
than
that.
I
just
want
to.
Thank
you
guys
very
much
for
your
consideration
and
your
time
tonight
and
I
appreciate
it.
Thank.
J
Robert
Stewart
3001,
Reese,
Street,
Norton,
Ohio
couple
things
I
want
to
address
tonight,
I'm
sure
through
all
the
news
and
everything
going
on
we've
seen
and
possibly
witnessed
if
you've
seen
the
videos
what
happened
in
Wadsworth.
This
is
coming
here,
he's
already
stated
he's
taking
it
to
the
to
the
neighboring
cities,
if
I'm
not
mistaken
during
election
time,
almost
each
and
every
one
of
you
run
on
a
Christian
platform
I'm
here
to
try
to
pull
that
out.
J
Let's
bring
that
Christian
platform
out
and
let's
get
some
legislation
on
the
books
that
can
stop
this
from
happening
here.
This
isn't
an
anti-gay
anti-lgbt
speech.
I'm
trying
to
give
this
is
to
protect
the
children.
We
hear
you
know
just
all
this
discussion
with
the
flock
cameras.
It's
if
we
can
save
one
kid.
You
know
they're
worth
their
time.
You
know
they're
waiting
gold.
This
is
the
same.
J
You
know
kind
of
situation.
We
need
legislation
on
the
books,
we
need
it
now
and
we
need
it
fast,
and
this
is
when
you
can
actually
use
the
emergency
language
to
get
it
passed,
and
it
would
actually
mean
what
it
says.
It's
going
to
mean
this
is
an
emergency
and
it
needs
to
be
dealt
with
before
it
comes
here.
I
was
there
personally
witnessed
things
that
had
happened.
J
Here
you
know
when
the
Nazis
marched
in
that
was
intimidating,
you
know
and
and
the
fear
and
the
kids
with
the
protesters.
You
know
walking
up
to
this
event.
That
was
horrible.
You
know,
and-
and
it
was
some
horrible
things
to
witness
children
don't
do
period.
Just
don't
need
to
be
involved
with
drag,
shows
it's
an
adult
entertainment.
You
know,
we've
got
a
couple,
you
know
adult
bars
and
have
them
there.
You
know
I
have
no
problem
with
that
kind
of
stuff.
I'd
probably
donate
to
it.
J
J
Secondly,
the
flock
cameras,
I
hate
to
say
it,
but
there's
a
lot
of
high
education
higher
education
on
this
panel,
a
lot
of
it,
but
there's
not
a
lot
of
common
sense.
Last
week
everybody
that
come
up
and
spoke
about
these
clock
cameras
that
had
issues
with
you
know
stuff
getting
stolen
things
like
that.
They
all
said
how
their
cameras
pretty
much
caught,
what
happened
and
that's
how
they
got
them.
J
This
isn't
a
two-year
plan,
I
think
Miss
whitkey
said
it
last
week.
You
know
they're
here
to
say
matter
of
fact:
I
think
them
are
the
cameras.
That's
up
already
there
and
I
argued
with
somebody
a
couple
weeks
ago.
No
no
they've
had
them
cameras,
there's
different
cameras.
There.
Now
somebody
mentioned
last
week
that
there's
a
radar
on
them
cameras
that
that
that
make
them
trigger
and
do
what
they
do
now.
There's
little
tiny
black
boxes
underneath
the
cameras
there
there's
writing
on
them
cameras,
it's
not
the
same
cameras
that
was
there.
J
A
few
months
ago,
most
of
the
majority
of
you
was
on
record
on
video,
stating
how
you
could
not
approve
this,
because
your
constituents
did
not
want
this.
Once
again,
your
constituents
do
not
want
these.
This
isn't
something
we
need.
This
is
something
we
want
if
Fred
Martin
wants
to
have
better
security
at
his
place,
these
cameras
ain't
gonna.
Much
do
him,
especially
if
we
have
you
know
the
access
to
the
database
like
was
stated
just
let
him
pay
for
it.
J
K
C
K
J
J
Really,
of
course,
you
see
this
shirt,
I
can't
really
say
much
more
than
what
Jake
and
and
and
Lisa
just
stated
up
here
other
than
what
I'm
finding
out
is.
There's
a
lot
there's
some
coaching
going
on
by
a
couple
council
members.
There
were
some
troops
rallied
and
that's
unacceptable.
It's
unacceptable
as
a
citizen
and
it's
unacceptable,
and
it
should
be
unacceptable
to
each
and
every
one
of
you
guys.
You
know
and
I
hope,
I
know
that
you
talked
to
Matt
the
next
couple
days
after
that
and
I
hope.
You.
J
You
know
refer
what
he
said
to
you,
because
I
know
what
he
said
to
you
right
and
I
hope
it
comes
out
and
I
hope
it
comes
out.
You
know
in
the
wash
on
how
and
what
this
coaching
is
going
on.
There's
no
reason
other
councilmen
should
be
going
over
into
your
ward
and
talking
to
the
people
about
City
stuff.
That's
your
job
period.
He
can
go
with
you.
You
know
he
might
have
friends
in
the
area,
something
like
that.
That's
fine!
He
has
no
business
over
there
in
your
war
of
doing
anything.
J
You
know
and
talking
to
people
about
City
business.
That's
your
job!
You
know,
I
know
you
guys
are
buddies
and
you
know
and
and
have
a
work
relationship
outside
of
of
this.
You
know
with
your
organization,
it's
it's!
It's
it's
appalling
to
me
that
this
is
going
on
and
it's
it's
angered
me
more
than
the
people
coming
down
here
and
and
complaining
about
the
company
I
work
for
because
I
know
what
the
company
does.
Everything
they
just
said
is
100.
True,
there's
a
lot.
J
J
Workers
down
to
the
garage
do
because
they're
the
ones
that
come
pick
it
up
and
put
it
around
the
city.
You
know
it
it's
for
some
reason.
There
seems
to
be
this
powwow
Gathering
to
all
of
a
sudden
go
after
Mulch
Makers
and
when
they're
not
doing
anything
wrong.
You
know
a
little
dust
might
have
flown
in
the
air,
but
that's
okay.
J
J
You
know
that
what
he
had
described
that
got
dumped
there
that
did
blow
around,
but
it
wasn't
nothing
like
it
was
described
in
nothing
like
it
was
portrayed
on
either
side
either
gone
to
Mclean
property
or
the
property
across
the
street,
and
and-
and
it
was
ironic
that
there
was
a
few
key
words-
a
few
key
words
that
each
one
of
the
people
said
that
kind
of
wait
a
minute.
This
isn't
right.
You've
got
three
people:
four
people,
none
of
them
live
close
to
each
other,
but
they
all
had
almost
exactly
the
same
verbiage.
J
To
talk
about
that
tells
me
one
thing:
they've
been
coached
and
they've
been
they've,
been
you
know,
equestrian,
even
with
talking
with
the
gentleman
today.
You
know,
all
he
could
say
is
I
can't
tell
you
who,
but
I
got
sucked
into
the
politics.
What's
that
tell
you?
What's
that,
tell
you
that's
bad
and,
and
each
the
rest
of
you
guys,
grab
these
youngins
and
and
take
them
in
the
back
and
have
a
good
talking
to
them,
because
this
can't
go
on
like
this.
J
No
more
I
said
it
was
you
guys,
got
elected
I'm
watching
you
I'm
watching
hard.
You
know
I'm
watching
each
and
every
one
of
you
and
I'm
going
to
call
it
out
when
I
see
it
and
you
know
I
have
it,
you
know.
I
will
continue
to
do
it,
but
but
you
know
please
do
better.
Do
the
citizens
better.
You
know,
I
I,
believe
that
it
can
be
done
that
way
and
it
doesn't
have
to
be
done.
The
way
it's
being
done.
Thank
you.
Thank.
F
J
C
J
Gentleman,
you
know
he
don't
he
don't
I
tried
to
get
him
to
come
tonight.
I
said
you
need
to
come
and
say
what
what
you
said
to
Jamie
tonight.
You
have
to
do
it
yourself.
I
said.
If
you
can't
make
it
here,
I
said
you
type
out
a
letter
and
you
send
it
in
to
Carrie,
and
you
ask
her
to
read
it
before
the
council
and
make
sure
it
gets
put
into
the
minutes,
because
I
believe
the
citizens
I
can't
sit
here
and
speak
for
him
right.
J
To
do
with
it
me
and
Keith
Made
Up,
you
know,
and
it's
all
good
and
he
realized
you
know
the
mistakes
he
made
you
know
and
and
how
the
mistakes
was
made
and
where
the
mistake
started.
You
know,
there's
a
couple
names
that
keep
popping
up
with
a
lot
of
controversy.
You
know
and
and
and
and
it
it's
not
looking
good,
it's
not
looking
good
and
it
it
needs
curved.
Thank
you.
Mr.
M
Stewart
I
just
want
to
go
on
the
record.
Mr
Stewart
was
talking
about
me.
Going
down
to
Barberton
tree
outside
of
my
ward.
I
did
communicate
with
Mr
luken's
Lisa
and
Keith
called
me
and
asked
me
to
come
meet
with
them.
So.
J
M
J
But
I'm
not
talking
about
you
talking
with
them,
you
know
it's
it's
it's
the
other
coaching
and
everything
like
that.
Why
they
called
you
to
deal
with
City
problems.
I,
don't
know
because
they
know
Jamie's
the
ward
representative.
Maybe
they
feel
comfortable
with
them,
because
you
do
business
with
them
through
your
other
business.
You
know
which
personally
I
don't
think
them
should
ever
mix,
but
sometimes
they
do
down
there
with
whatever
that's
how
you
run
your
business,
I
mean,
but
that's
that's
up
to
you,
but
no
I
wasn't
you
know
I'm,
not.
B
J
D
K
Julie
Miller
3281
Barber
Road,
a
few
questions
were
brought
up
last
week
regarding
and
I'll
try
to
make
make
these
10
or
so
cities.
Brief
questions
were
brought
up
about
statistics
regarding
the
flat
camera
systems
and
in
a
very
cursory
search.
K
I
found
10
cities
right
off
the
bat,
so
I
just
thought:
I'd
bring
in
a
few
things
because
there
seemed
to
be
a
lot
of
questions
about
privacy
and
biases
that
might
occur
affecting
people,
but
so
long
story
short
for
the
people
who
don't
know
and
haven't
looked
they
they
look
at
the
license
plates
but
not
faces
or
anything
else
and
again.
I
know.
You
all
know
this,
but
I'm
speaking
for
other
persons.
K
They
are
able
to
access
information
from
other
departments
and
there's
a
there's,
a
hot
list,
for
instance
with
Amber
Alerts
that
alert
all
of
them
all
of
this.
The
cities
involved.
There
are
over
130
cities
already
within
the
state
of
Ohio
using
these
systems.
So
even
if
we
don't
drive
through
them
in
Norton
the
next
city
we
drive
into
they're
very
likely
to
be
there.
70
percent
of
crimes
are
committed
involved
using
a
vehicle.
That's
that's
pretty
large,
considering
how
many
vehicles
we
have
daily,
that
is,
from
Rhode
Island.
K
This
one
is
from
Knoxville
Tennessee
in
less
than
a
year
they
made
just
in
the
cursory
glance
here.
120
arrests
seized
a
million
dollars
in
stolen
property,
recovered
97
vehicles
got
hundreds
of
firearms
off
the
streets
located
a
missing
person,
another
one
Lawrenceville
Georgia,
which
is
where
my
family
lives.
K
So
so
one
of
the
biggest
concerns
in
Gwinnett
County
was
that
people
were
going
to
have
a
bias
against
them.
There's
there's
a
very
large
African-American
population.
There
they
were
very
concerned.
So
one
of
the
things
that
happens
is
it
is,
it
might
take
a
picture
of
a
human,
but
it
doesn't
access
the
human's
face.
It
doesn't
use
that
kind
of
ID,
another
Bloomington
Indiana.
K
There
were
lots
of
questions
answered
and
they
actually
did
the
company
that
that
does
these
camera
systems.
They
did
three
hours
worth
of
interviews
with
cities,
citizens
and
councils.
They
were
covered
ad
nauseam,
so
people
wouldn't
understand
what
was
happening.
I
know
that
hasn't
been
done
here.
Necessarily
they
could
again
could,
in
theory,
take
a
photo
of
a
person.
It's
not
searchable,
so
one
of
the
big
things
I
heard
was
that
law
enforcement
would
have
access
to
people's
information,
just
as
it
is
against
the
law
to
access
personal
information
without
cause.
K
This,
in
addition,
would
not
be
accessible
without
cause
by
law
enforcement.
This
information,
so
you
know
people
couldn't
have
a
personal
Vendetta
and
go
and
search
and
find
someone's
information
and
use
it
against
them.
K
So
again,
Akron
Akron
is
has
done
tons
already
again,
not
looking
at
personal
information,
Willoughby
Hills.
They
had
a
lot
of
information
so
response
times.
This
is
this
is
a
big
one
for
us,
because
we've
had
so
many
things
happen
at
our
property
response
times
literally
happen
in
one
minute.
When
these
cameras
register
a
license
plate
that
is
flagged.
One
minute
police
officers
would
know
there
was
a
problem.
I
actually
had
to
chase
down
a
semi
one
time
and
fond
of
myself,
because
police
hadn't
got
there
in
time.
K
Obviously,
for
obvious
reasons
again,
Northeast
Ohio
130
law
enforcement
agencies
are
already
using
this.
They
also
have
access
to
all
the
other
cameras
in
community,
so
say:
Norton
gets
a
hit
on
a
license
plate.
All
those
other
communities
are
connected,
so
if
someone's
a
career
criminal
Norton
will
know
immediately,
let's
see,
there's
just
a
few
other
things
here
and
all
try
to
keep
it
as
brief
as
humanly
possible.
K
So
yes,
they
can
put
in
parameters
is
another
one.
If
there
are
parameters
of
a
vehicle-
and
there
are
very
specific
things
about
a
vehicle,
for
instance
the
last
one
that
stole
all
of
my
personal
property,
we
gave
very
specific
things
and
the
thing
that
caught
them
was
the
rust
on
their
vehicle.
That's
something
these
cameras
can
look
for
and
are
interconnected
to
identify
these
vehicles,
so
I
could
go
on
and
on
and
on.
K
F
K
This
is
actually
from
Duck
Duck
Go,
it's
not
from
Google,
so
it's
not
a
big
search
engine
and
literally
I
think
I
found
four
of
them
before
we
left
the
meeting
last
week
when
the
the
young
lady
who
lives
on
Clark,
Mill
Road,
was
asking
questions.
B
N
Hello,
I'm
Kathy,
Souls,
201,
hillbish,
Avenue,
Akron
and
I
am
here
tonight
regarding
Summit
County,
Animal
Control
and
our
group
save
our
Strays
has
been
trying
to
get
some
issues
resolved
at
Summit,
County,
Animal
Control,
since
the
pandemic
and
and
everything
opened
in
the
state
in
2021.
Just
to
give
you
a
real,
quick
history,
our
group
has
volunteers
that
were
inside
during
the
pandemic
when
it
closed
and
then
another
part
of
our
group
were
the
original
group
that,
in
the
90s,
worked
on
getting
North
Street
closed.
N
They
gave
in
a
little
bit
and
they
gave
hours
from
10
to
3
and
they
still
won't
let
the
volunteers
in
last
count
of
the
dogs
that
I
know
from
Craig
Stanley,
there's
83
dogs,
I,
don't
know
how
many
cats
and
there's
never
more
than
five
pounds,
Keepers
and
they're
down
some.
So
these
animals
are
sitting
24
7..
N
They
leave
at
four
o'clock
in
the
afternoon
so
they're
alone,
until
7
A.M
the
next
day
they
are
not
getting
exercised,
they
are
not
getting
socialized
and
they
pretty
much
I'm
sure
are
spending
much
time
in
their
own
excrement.
If
you
just
do
the
math
and
what
they
can
do
so
we've
been
trying
to
get
them
to
open
up
and
to
let
the
volunteers
come
in,
and
Eileen
Shapiro,
who
is
the
head
of
it,
has
stood
by
Craig
Stanley
and
has
not
allowed
it.
N
So
our
group
sought
legal
advice
and
we
have
a
petition
that
we
want
signed,
and
you
may
say
well
what
does
Norton
have
to
do
with
this?
Well,
if
your
dog
ends
up
in
Summit
County,
because
it
got
out
you're
not
allowed
to
go
in
the
facility,
you've
got
to
rely
on
this
overworked
person
to
go.
Look
if
there's
83
dogs
that
day
in
83k,
just
to
see
if
your
dog's
there
and
what
are
the
odds
that
you're
going
to
get
your
dog
out
of
there.
N
If
you
want
to
save
one
of
these
poor
souls,
you
can't
go
there
and
go
look
at
the
dogs
in
the
cage
and
see
which
one
looks
the
saddest
or
looks
at
you
and
picks
you.
You
pick
a
picture
off
of
the
window
in
front
of
the
building
and
you
can
only
pick
three.
So
you
hope
you
pick
three
of
the
good
ones.
N
To
try
to
take
these
dogs
in
because
the
police
can't
ride
around
with
these
dogs
until
they
open
the
next
day.
So
our
tax
dollars
are
paying
for
a
service
that
we're
not
getting
that.
We
are
putting
the
burden
on
some
of
the
rescues
to
foot
the
bill
to
go,
get
the
dogs
if
they
need
to,
because
sometimes
they
go
get
the
dogs
and
to
house
the
dogs
overnight.
N
So
what
I'm
asking
from
you
folks
is,
if
you
have
any
like
specific
questions
to
Facebook
me,
my
name
is
Kathy
c-a-t-h-y.
The
last
name
is
Souls
S,
as
in
Sam,
o
l
e
s.
So
what
I'm
asking
you
folks
to
do
tonight
is,
if
you
have
any
questions,
please
reach
out
to
me,
but
I'm
also
asking
you
to
stand
with
us.
This
petition
will
go
to
the
ballot
if
we
get
enough
signatures
and
what
it
will
do.
N
Is
it
it's
there's
a
few
things
that
it's
going
to
do
it's
going
to
address
maintaining
public
hours,
it's
also
going
to
because
of
the
conditions
and
it's
a
long
story,
but
I
took
lots
of
pictures
of
outside,
of
how
it
looked
during
the
pandemic
and
and
brought
it
to
council,
took
it
and
presented
it
and
told
them.
You
look
at
the
pictures.
If
this
is
what
it
looks
like
on
the
outside.
N
What's
going
on
on
the
inside,
nobody
from
the
public
has
been
able
to
get
in
there
and
see
what's
going
on
with
these
animals
with
this
handful
of
crew,
so
we
want
them
to
undergo
comprehensive
shelter,
management
and
Animal
Care
evaluation.
This
will
be
as
part
of
the
it
will
be
on
the
ballot.
Therefore,
they
will
have
to
do
this
every
year.
This
isn't
going
to
be
something
that
they
can
just
say
we're
not
doing.
N
Also
it
will
address
maintaining
public
hours
most
folks
work
and
cannot
make
it
from
ten
to
three
to
either
pick
up
your
dog
or
adopt
a
dog
and
that's
why
we're
seeing
so
many
dogs
and
they
give
the
dogs
away
it's
ten
dollar
dogs,
basically
because
they
charge
you
18
for
the
license
and
they
keep
having
these
sales
because
you
can't
get
the
public
in
there
under
those
restrictions
of
those
small
hours
and
three
dogs
to
pick
from,
and
if
you
don't
pick
the
right
dog,
then
you
got
to
come
back
another
day.
N
So
if
you
folks
would
stand
behind
us
sign
our
petition
I
understand,
if
you
want
to
email
me
first
and
ask
questions,
that's
fine
for
everybody
in
the
room!
You
are
a
member
of
Summit
County,
you
are
paying
taxes
for
this
facility.
I
would
ask
that
you
would
sign
the
petition
I.
Have
it
with
me
tonight
if
you
would
like
to
sign
it
and
I.
Just
thank
you
for
your
time
and
appreciate
you
listening.
N
N
Send
you
a
copy
and
anybody
else
that
wants
a
copy,
just
let
me
know
but
yeah.
It
is
the
proposal
and
everything
that's
on
it.
So
it's
really
important.
You
know,
especially
like
I
said
your
dog
could
end
up
down
there
and,
and
they
don't
have
enough
people
there
to
take
care
of
them.
We
as
volunteers,
we
walk
the
dogs,
we
clean
cages.
N
Originally
it
was
covet
now
they
say
that
oh
the
dogs
are
are
more
calmer.
That
then
that's
what
they're
saying
now,
but
we
offered.
If
that's
what
you're
saying,
then
why
don't
we
let
volunteers
walk
people
through
you
know
and
handle
it
that
way.
I
say
the
dogs
are
calmly
because
they're
they're
not
they're
what
what's
I'm
trying
to.
N
My
yeah
I
mean
at
this
point
they
give
up
when
you
think
24
hours
20,
we
asked
for
a
radio
in
there.
No,
we
asked
for
cameras
in
there.
No
it's
Union
and
there
might
be
the
employees
might
have
an
issue
with
the
cameras
in
there
I
mean
we've
asked
for
all
kinds
of
things
in
lieu
of
us
being
able
to
get
in
there
and
it's
been
a
no.
So
that's
why
we
we
fundraised,
we
got
an
attorney.
We
want
this
to
go
on
the
ballot.
N
A
This
letter
was
received
from
Mr
Tom
Patrick
on
Eastern
Road
in
Norton
Ohio
members
of
council.
In
regards
to
the
camera
system,
you
will
be
voting
upon
this
evening.
Consider
the
following
upon
questioning
by
Charlotte
whipkey
Fred
Martin
stated
that
stolen
cars
and
property
were
recovered,
making
earlier
claims
possibly
exaggerated,
while
the
other
couple
again
upon
a
question
by
Charlotte
Wiki
stated
that
after
cameras
were
installed
on
their
property
problem
ceased.
A
The
rest
of
council
would
do
well
learning
to
ask
follow-up
questions
like
these
in
the
public
forum.
So
what
is
going
on
here
as
before
the
cameras
were
brought
up
by
the
administration
with
Fred
Martin
and
others,
assuming
proxies
or
political
favors,
creating
a
toe
hold
of
support
because
of
the
prior
defeat
of
the
very
same
system.
The
safety
forces
leadership
seems
envious
of
anything
surrounding
communities
have
or
utilized.
A
A
A
Thus,
this
Administration
found
an
end
for
this
system
that
was
just
turned
down
by
Council
three
months
ago.
Nothing
has
changed
and
the
reasons
it
was
turned
down,
then
are
the
same
ones
now
in
two
years
or
less,
the
city
will
be
stuck
with
the
increasing
costs
and
expansion
of
the
system,
which
will
be
continually
pushed
by
this
Administration
unnecessarily,
so
at
least
until
November
revisit
then
table
the
vote
regards
Tom
Patrick
thank.
B
F
I
had
a
question:
I
was
going
through
that
and
under
the
ARP
find
that
that
would
be
like
the
covid
money,
correct
and
there's
a
there's
amount
of
what
1
million
255
953
is
that
all
is
that
our
total
now
there's
nothing
else
coming
correct
and
we
haven't
designated
to
spend
any
of
that
as
of
yet
thank
you.
B
C
B
The
intention
on
this,
so
we
can
get
busy
on
it
right
away
with
to
be
to
add
it
to
next
the
next
council
meeting
and
waiving
readings.
Does
anybody
else
have
anything
on
this
I.
F
Had
a
couple
questions,
this
road
I
haven't
been
down
there
for
a
bit.
This
hasn't
been
torn
up
whatsoever.
Yet,
are
we
going
to
dig
this
all
up
to
repave
it?
Are
we
just
going
to
pave?
What's
there.
O
Thank
you,
the
dda's
project,
so
this
is
actually
the
phase
two,
which
is
the
resurfacing
phase.
One
is
going
to
address
the
widening
and
the
Reconstruction
of
that
road.
So
that's
why
I
keep
referring
to
two
phases.
Phase
two
is
the
resurfacing,
which
is
this
phase.
One
is
dealing
with
the
widening
and
also
the
kungle
Culvert
and
the
Culvert
on
Eastern
phase.
F
I
O
Are
waiting
for
Dominion
to
expedite
their
gas
line
moving?
They
have
to
move
the
gas
line
for
us
to
do
the
project
so
we're
waiting
on
those
two
things.
The.
F
Maybe
the
widening
would
be
that
some
of
the
damage
that
could
be
done
to
people's
yards
and
such
I
just
want
to
make
sure
these
people
are
protected
better
than
they
have
been
in
the
past
and
if
the
drives
aren't
up
to
par,
if
they're
bodily
bottoming
out
when
they
get
the
road
fixed
and
they
weren't
before,
there's,
obviously
a
problem
that
should
be
handled,
correct
and
I
still
think
there's
a
couple
areas
over
there.
That
does
which
I'll
come
to
you
with
you
on
that
later.
E
F
B
B
F
I
Thank
you,
Mr
President,
as
we
talked
about
I,
believe
it
was
last
week
or
two
weeks
ago.
March
is
still
developmental
disability
awareness
month
and
one
of
the
things
that
we're
looking
at
instituting
and
and
getting
into
the
system
is
the
Norton
safety
department,
residential
history,
the
Ada
form
and
I
would
just
like
to
read
just
the
top
paragraph
of
what
what's
being
sent
out.
I
If
you
choose
to
respond,
the
information
will
be
submitted
into
the
Norton
emergency
dispatch,
which
is
a
cad
system
for
use
by
the
Norton
dispatch
team.
The
purpose
of
this
form
is
to
ensure
that
dispatchers
and
emergency
response
Personnel
are
aware
in
advance
of
any
information.
You
feel
that
they
would
need
to
to
know
about
the
people
with
disabilities
in
your
household.
In
the
event
of
an
actual
emergency,
responding
to
this
questionnaire
is
completely
voluntary.
You
may
choose
to
respond
on
behalf
of
all
your
household
members
or
only
certain
household
members.
I
If
you
choose
to
respond,
please
be
sure
to
provide
your
signature
on
the
last
page.
The
signature
gives
us
permission
that
we
need
to
process
this
information.
Without
it,
the
information
cannot
be
processed.
If
you
choose
not
to
complete
the
form,
the
timeliness
or
quality
of
Emergency
Response
will
not
be
affected.
This
form
simply
provides
our
safety
forces
with
an
advantage
before
they
arrive
on
scene.
I
We
also
ask
that
if
you
move
or
the
situation
in
your
home
changes
to
please
contact
us
so
that
we
can
make
necessary
adjustments
to
the
alert
system.
So,
like
you
said,
we're,
we've
got
copies
here
at
City,
Hall
I
believe
it's
also
going
to
be,
if
it's
not
already
on
the
website,
but
any
Resident
that
that
would
like
to
pick
up
a
copy
and
fill
it
out.
I
It
can
drop
it
off
at
the
police
department
or
the
Dispatch
Center,
and
then,
like
I,
said
this
information
then
can
be
put
into
the
system
to
use
if,
if
an
emergency
is
called
out
to
a
specific
address
that
where
someone
would
require
some
extra
some
extra
help,
so
that's
all
I
have
at
this
time
and
I'm,
hoping
that
we
as
a
as
a
city
will
utilize
this
and
put
it
into
effect.
Thank
you.
Thank.
O
O
Things
tonight,
the
first
being
that
Dominion
is
planning
additional
work
out
on
Oak
Street.
The
project
is
expected
to
start
March
20th.
The
pre-construction
is
this
week,
so
I
will
have
an
update
out
for
Council
and
we'll
get
it
out
to
the
residents
as
well.
The
residents
in
the
area
should
be
notified
by
Dominion
or
Miller
I
believe
it's
going
to
be
Miller
Pipeline
doing
their
work.
So
just
a
note
of
that,
we
also
received
notification
that
from
our
electric
aggregator,
that
our
current
supplier,
who
is
energy
Harbor,
was
bought
by
Vista.
O
Corp
I
spoke
with
the
aggregator
to
ask.
If
we
should
anticipate
any
changes
on
the
residents
should
anticipate
any
changes.
This
is
the
response.
We
do
not
anticipate
any
changes
for
the
residents.
If
anything
does
come
of
the
acquisition
that
the
residents
would
notice
say
a
name
change
for
from
energy
Harbor,
for
example.
We
would
let
you
know
as
soon
as
possible,
so
there
should
be
no
impact
to
your
bills
or
anything.
If
there
is
they'll.
Let
us
know
people
let
the
public
know.
O
O
The
boom
that
everyone
is
still
talking
about
that
is
still
under
investigation
by
the
police
department.
I
do
want
to
make
a
note
that
firing
of
any
kind
of
gun
and
explosives
is
not
permitted
within
the
city.
So
please
take
note
of
that,
as
the
police
is
under
their
investigation,
both
point
and
Frazier
the
intersection
that
was
brought
up
by
councilman
de
harpart.
We
are
working
on
getting
some
kind
of
estimate,
we'll
bring
that
before
Council
to
take
a
look
at
that
also
met
with
the
schools.
O
We
know
that
the
there's
been
a
lot
of
talks
about
the
condition
of
the
fuel
pumps.
We
are
working
on
a
plan
with
them,
but
we
have
guaranteed
that
they
do
have
a
backup
in
case
the
pumps
are
to
fail,
and
the
city
also
does
have
a
backup
in
case
the
bumps
are
to
fail.
Their
backup
is
with
the
city
of
Barberton
and
our
backup
is.
O
We
will
use
one
of
the
local
enter
to
an
agreement
with
one
of
the
local
providers,
and
last
but
not
least,
I
will
send
this
report
out
the
council
tomorrow,
the
Maize
Valley
Consulting
we're
able
to
take
a
look
at
the
leaking
that
was
going
on
at
the
going
on
at
the
police
department.
It
is
not
a
leak
in
the
roof.
There
are
two
separate
leaks.
One
is
a
issue
with
the
mortar
joints
that
are
behind
the
wall
of
the
mail
room
and
the
other
one
is
dealing
with
the
ventilation
unit
that
comes
out.
O
If
you
look
outside,
as
it
goes
drops
down
to
the
police
department,
there
is
a
vent
that
is
ground
level.
Water
is
getting
in
through
there.
So
I
have
asked
the
engineer
to
work
on
getting
estimates
for
a
fix,
and
we
will
bring
that
to
answer,
but
I
will
send
this
report
tomorrow.
First
thing,
so
that's
all
I
have
for
tonight.
B
F
Back
to
the
Ada
thing
that
the
mayor
was
talking
about,
Mr
dehar
Park
had
asked
if
that
was
if
HIPAA
was
involved
in
that
and
Mr
Market
said
he
had
confirmed.
That
did
we
get
that
done
if
that
is
answerable
to
the
HIPAA.
F
B
B
This
is
a
project
that
really
been
a
couple
years
into
making
last.
K
B
B
C
E
E
B
A
B
L
Yes,
Mr
President
I
would
just
like
to
you
know,
offer
some
advice
to
Residents.
If
you're
having
work
done
on
your
street,
whatever
go
out
before
it
happens,
take
some
photos,
you
know
not
to
be
a
jerk
about
it
or
anything,
but
just
so
you
have
some
type
of
backup
saying
this
was
the
condition
of
my
property
prior
to
you
doing
work
here.
So
that
way
you
can
get
it
put
back
the
way
it
should
be
good.
B
B
O
B
C
B
B
B
B
Q
F
Mr
President
yeah
I
did
want
to
come
back.
I
had
a
couple
things
I
wanted
to
ask,
but
we
kind
of
moved
right
along
in
between
the
waving
there
sure
where
we
go.
How
did
this
get
from
property
to
service
just
out
of
curiosity,
it
started
off
on
their
property
and
then
it
switched
over
to
service.
So
I
was
kind
of
wondering
how
that
had
happened.
My
main
thing
is
who's.
This
I've
been
getting
ass
and
I'm.
Just
for
clarification
for
my
own.
Is
this
going
to
belong
to
Barberton?
I
M
F
P
F
B
F
F
B
A
B
C
Q
F
F
B
Thank
you.
Moving
on
to
ordinance
number
16
2023
Mr
de
harpart.
M
A
M
F
You
and
Mr
President.
Yes,
thank
you.
Okay,
there's,
no
emergency
language
because
we're
going
to
have
the
public
hearing
when
was
that
public
hearing
schedule
for
wants
to
get.
F
F
I
think
a
lot
of
the
people
down
there.
That's
going
to
be
in
that
residential
area
could
so
I'm
every
time
I
get
the
opportunity
I'll
be
putting
that
plug
in
let's
get
that
writing
get
it
written
in
stone.
So
if
this
happens
to
go
through,
if
that's
the
way
it
is,
I
would
really
like
to
have
that
consideration
out.
There
I'm
sure
it'd
make
everybody
else
feel
better,
since
it
is
something
that
could
be
made
available.
B
B
M
B
B
E
A
B
F
Thank
you
been
a
lot
of
people
down
there
waiting
for
this
and
asking
questions
for
it
seems
like
forever
so
glad
to
see
it
finally
moving
forward.
Please
nothing
happened
to
where
it
doesn't.
L
O
O
L
As
as
most
of
us
know
that
you
know
the
roads
in
Norton
when
they
were
originally
put
in
I,
don't
think
there
was
a
lot
of
oversight
on
overseeing
the
projects
and
and
making
sure
that
the
the
bases
were
done
properly
and
that's
why
I
always
push
for
the
the
core
samples.
So
we
understand
what
the
base
is
and
whether
or
not
it's
going
to
hold
up.
R
F
F
A
B
B
A
B
So
with
that,
I
like
to
make
a
motion
to
waive
the
readings
on
ordinance
number
19
2023.
Oh
second,
there's
a
motion
in
a
second
on
waving
the
readings.
Is
there
any
further
discussion
on
waving
the
readings?
Will
the
court
please
call
the
roll.
B
C
B
C
B
B
Q
B
F
From
what
I
gathered
from
last
week,
there
hasn't
been
any
issues
since
everybody
up
to
their
game
down
on
Barber,
Road
I,
don't
care
if
they're
everywhere,
everybody
else
in
the
other
cities
want
to
go
jumping
off
the
bridge
into
the
water.
That's
fine,
I'm,
not
jumping
with
them.
Somebody
has
to
say
how
much
are
you
willing
to
give
up
for
your
privacy
or
non-privacy?
It
has
to
cease
someplace,
or
at
least
someone
has
to
try
to
there's.
F
There's
no
regulation
for
this.
It's
been
stated:
there's
still
not
there's
nobody
overseeing
this.
We
have
a
company
telling
us.
Oh,
this
is
what
we're
going
to
do.
We're
not
going
to
give
this
stuff
to
anybody.
Just
trust
us.
You
know
what
there's
a
whole
bunch
of
people
that
trusted
a
couple
banks
out
in
California
and
they
were
regulated
I,
don't
think
they're,
feeling
that
same
way,
I
think
our
police
do
a
great
job.
Would
I
like
to
give
them
a
tool,
yeah
I'm,
always
for
helping
our
police
and
our
fire
department.
F
F
B
B
M
Lot
of
went
to
a
lot
of
local
businesses
and
asked
a
lot
of
local
businesses
and
just
about
every
local
business,
one
of
the
flock
cameras
as
a
local
business
owner
I
like
the
flight
cameras,
but
a
lot
of
the
local
residents.
They
don't
want
the
fly
cameras,
so
my
job
as
a
councilman
is
to
work
for
the
people
and
the
vast
majority
of
the
people
that
I've
talked
to
that.
Are
citizens
don't
want
it.
B
C
B
Side
you
land
on
this,
you
feel
strongly
and
I
I
do
appreciate
that
that
makes
it
a
little
more
difficult
for
us,
but
I
really
appreciate
the
input
we've
we've
been
given
and
I
understand
that
one
side
is
going
to
be
extremely
disappointed
because
they
do
believe
so
strongly
and
and
how
they
feel
but
I
at
this
evening.
I
will
not
be
supporting
this
as
well.
Q
E
B
E
Isa
Mr
President,
so
I
I
did
receive
another
complaint
from
what
my
constituents
on
on
Barry
Road
about
the
speeding
going
down
there
I
think
between
like
Romig
Road,
and
you
know
the
Summit
Road
area.
I
thinkis
is
the
third
or
fourth
complaint
I've
had
from
this
constituent
over
there
that
they're
just
speeding
down
through
there
so
I,
don't
know.
If
that's
something
we
can
turn
over
to
the
police
or
possibly,
if
we
have
an
extra
speed
radar
sign,
maybe
we
could
put
down
there.
E
It's
just
a
long
kind
of
a
sloping,
Hill
coming
down,
Berry
Road
there
and
it
seems
like
I,
can't
verify
the
speeding
myself
because
I
I
haven't
seen
it.
But
from
from
what
my
constituents
are
telling
me
that
that's
a
lot
of
a
lot
of
speeding
going
down
through
there
and
they're
concerned
about
the
safety.
So
I
wanted
to
see
if
it
is
an
option
to
maybe
have
a
even
a
temporary
sign
down
there
to
help
figure
out
what's
going
on.
If
it's
an
issue
or
not.
E
Back
towards
I
forget
which
road
that
is
back
the.
E
Yeah
and
and
there's
a
decent
amount
of
I
guess
work
trucks
that
are
coming
through
there
as
well,
so
I'd
like
to
see
something.
This
is
like
the
fourth
call
I've
got
from
the
same
constituent
that
they're
still
having
problems.
So
thank
you.
F
Okay,
thank
you,
I,
don't
know
if
anybody
else
noticed
the
the
email
that
came
out
from
the
municipal
League,
considering
concerning
the
railroad
safety
a
few
years
back,
this
Council
had
actually
taken
up
a
resolution
and
passed
it
on
to
the
feds,
stating
that
we
were
wanting
to
keep
the
second
con
the
conductors
there
and
stuff
and
I
believe
four
of
us
went
along
with
it
and
three
of
us
did
it,
but
we
sent
it
in
anyway,
and
this
is
all
for
reflecting
back
to
Palestine
and
we
have
a
railroad
that
runs
through
here.
F
This
could
happen
here.
They
need
to
be
held
accountable
for
their
safety.
I
would
really
like
this
to
be
looked
into
and
see
if
we
can't
get
the
resolution
or
sign
up
for
the
petition
and
if
Mr
Markey
could
give
us
an
idea
on
this
and
maybe
get
something
going
on
it,
I
mean,
if
nobody's
paid
any
attention
been
an
awful
lot
of
railroads.
F
P
F
And
they
they've
aren't
they
had
a
sample
resolution
and
stuff
on
there
too.
So
I'll
just
send
you
the
whole
thing:
okay,
I
had
been
asked
about
the
water
access
down
at
the
Williams
peace
Memorial
Park.
This
was
for
the
the
adopt
a
spot
people
from
what
I've
been
able
to
figure
out
from
Mr
Hess,
there's
not
water,
available
at
either
one
of
them
for
anybody
out
there.
O
That
is
something
we're
working
to
get
scheduled.
We
were
trying
to
determine
the
makeup
of
that
and
I
think
we're
at
that
point.
So
I'm
meeting
with
Jason
Dodson
tomorrow,
actually
about
that.
What.
F
P
C
F
Okay,
okay
I
think
we
all
know
there
was
a
violation
from
Soil
and
Water
that
was
put
on
cider
Ridge.
How
did
that
come
about?
How
did
The,
Soil
and
Water
actually
do?
That
violation?
Is
that
because
it's
a
big
development,
that's
how
they
got
involved
in
that
or
did
the
city
requested.
O
F
F
Yeah
but
I'm
just
wondering
well,
I'll
just
skip
straight
to
it.
How
come
they
could
have
a
violation
entered
on
cider
Ridge
through
a
complaint,
but
yet
when
we
have
a
complaint
by
a
citizen,
they
say
that
the
city
has
to
act
on
on
it
in
order
to
get
anything
done
as
far
as
violation
is
take
goes
along
with
that.
That's
confusing
to
me
is
that
how
here
they
are,
they've
got
third
violation,
they're
supposed
to
be
fixed
and
it
did
look
a
mess.
Thank
you
for
the
pictures.
F
F
And
I
know
I
was
told
this
is
a
civil
matter,
and
I
should
probably
keep
my
mouth
shut,
but
oh
well,
but
that
particular
codified,
no
soil,
minerals
or
similar
materials
shall
be
removed
from
any
lot,
except
that
which
is
purely
incidental
to
the
construction
of
a
structure.
F
H
F
That's
the
pond
when
it
was
just
becoming
a
pond,
and
that
is
well
well
over
one
foot,
I'd
probably
say
it's
probably
close
to
10
foot
deep
and
there
should
have
been
a
permit
if
they
didn't
need
it
because
of
the
repairing
which
I
still
don't
understand,
because
a
month
ago,
two
months
ago,
it
was
in
a
riparian
and
then
out
of
the
blue.
All
of
a
sudden.
It's
not
in
a
riparian
and
I'd.
Also
ask
the
question
back
then:
does
that
have
anything
to
do
with
the
ordinance,
the
codified?
F
We
had
changed,
giving
our
engineer
more
power
to
decide
when
something
was
going
to
be
interfering
within
a
riparian
and
just
skip
over
us,
and
maybe
that's
why
the
Soil
and
Water
didn't
want
to
get
through,
because
oh
and
the
paperwork
that
you
all
gave
me
last
week
that
little
correspondence,
that's
the
same
correspondence
that
I've
been
talking
about
having
since
last
year
that
they
stated
they
believed
it
wizard
in
the
wood,
Perry
and
and
asked
count
or
the
administration
to
do
something
and
they
were
but
city
was
supposed
to
get
back
with
them
and
never
did
so.
F
I
still
have
questions
on
that,
regardless
of
the
email
that
was
sent
out,
regardless
of
the
the
letter
that
Mr
ribaugh
received
from
the
attorney
of
Mr
Yoder,
basically
more
or
less
threatening
him.
So
I'd
really
like
answers
to
these
questions,
because
as
far
as
I'm
concerned,
this
hasn't
a
civil
matter.
This
is
the
matter
to
where
this
city
did
not
do
what
it
should
have
done.
F
Whether
riparian
or
not?
There
was
a
lot
of
dirt
moved
around
and
it
put
water
where
it
shouldn't
have
been
and
that
messed
with
the
water
flow
as
much
or
more
than
anything
that
Mr
Bender
I,
think
that
was
his
name
and
Mr.
Reball
ever
did
to
try
and
contain
the
water
a
little
bit
not
have
such
a
big
mess,
but
I
definitely
want
answers
to
the
questions.
I,
just
asked
and
explanations
for
those
codified.
F
F
Okay,
I
had
asked
about
a
meeting
with
the
developer.
Clearing
the
trees
on
261
did
receive
a
phone
call
from
the
developer
there
and
they
wanted
to
squish
all
the
rumors
going
around
and
basically
told
me
he's
going
to
be
having
something
come
before
the
Planning
Commission
tomorrow,
April
11th,
oh.
M
F
April
11th
and
that
he's
looking
to
rezone
that
area
from
Wadsworth
to
Rhema
to
i1,
so
we'll
just
have
to
wait
and
see
how
that
comes
along.
But
since
you've
all
heard
me
ask
the
questions
and
he
wanted
to
kill
any
rumors
I
just
killed
him.
F
Okay,
I
had
asked
also
I'm
sorry
guys,
but
I
couldn't
do
this
last
week.
I
wasn't
as
well
able
I'd
inquired
about
the
speeding
tickets
amounts
and
the
chief
did
get
back
with
me,
and
the
result
was
that
he
had
received
an
answer
from
Diana
Stevenson
Clerk
of
Courts
for
the
Barberton
Municipal
Court.
When
a
traffic
citation
is
written
under
our
NCO,
the
fine
amount
is
given
back
to
us.
Not
court
costs,
just
the
fine
amount.
F
I,
don't
know
exactly
what
that
price
is
yet
I'll,
try
and
find
out
tomorrow.
Fines
from
seat
belts
go
to
the
state
as
well
as
OVI
and
drug
charges.
However,
we
see
we
receive
a
portion
of
that
money
per
Ohio,
Revised
Code
and
he
gave
me
a
bunch
of
other
information
on
the
revenue
coming
from
the
clerk
and
coming
from
the
various
tickets
from
County
and
state
and
whatever
didn't
quite
understand
all
that,
but
I
would
ask
about
the
tickets,
so
it's
obviously
more
than
a
dollar
or
two
that
we'd
get
back.
F
But
since
you
guys
had
to
listen
to
me
now
you
get
to
hear
that
hey
I
think
we
got
through
it.
That's
it
I'm
done.
Thank
you
very
much.
Thank
you.
F
I
just
want
to
let
everybody
know:
Historical
Society
is
having
a
meeting,
Thursday
I,
believe
it's
six
o'clock,
I
hope
I
wrote
it
down
here.
Someone
this
Thursday
and
it'd
probably
be
very
interesting
for
the
people,
a
lot
of
people
I'm
planning
on
going
because
it
couldn't
be
on
Limestone
minds
and
they're
going
to
go
through
the
history
of
that.
F
Do
we
have
the
time
down
there
Carrie
do
you?
Have
it
available?
I
thought
I'd
written
it
down.
It's.
A
F
I
B
I
E
Also
I
just
wanted
to
add
that
this
week's
parks
and
Cemetery
meeting
on
Wednesday
will
also
be
starting
the
dialogue
again
on
a
possible
veterans
Monument
for
the
city.
So
that's
this
Wednesday
I
believe
it's
at
six
o'clock,
yep
six
o'clock,
yep
the
parks
and
Cemetery
meeting
for
anyone
who's
interested.
Thank.
B
I
Thank
you.
If
everybody's
done
I'll
just
do
mine
all
right,
I
just
want
to
announce
again
that
green
updates,
Community
Norton
trash
pickup
day
scheduled
for
Saturday
April
22nd
from
nine
until
noon,
we've
got
some
pre-re
pre-registration
is
suggested
and
appreciated,
but
you
can
still
come
that
day
if
even
if
you're
not
registered,
they
said
we'll
start
off
that
morning,
at
nine
and
like
so
we'll
pick
up
trash
and
so
forth.
I
do
have
Acme
is
committed
to
provide
breakfast
the
donuts
and
juice
and
coffee
and
we're
still
working
on
a
lunch
afterwards.
I
So,
but
we
have
some
people
coming
in
names
and
so
forth.
Groups
coming
in
we'll
continue
to
advertise
and
hope
that
we
get
a
good
turnout.
Thank
you.
I
The
other
only
other
thing
I
have
is
the
upcoming
events,
the
it's
the
Columbia
Woods
summer
nights,
we've
got
movie
nights
and
concert
nights
and
we've
got
about
approximately
four
of
each
I
will
have
those
posted
we'll
have
those
on
the
city
website
as
well
and
we'll
have
postings
here
throughout
City,
Hall
and
I
know
a
couple
of
the
councilmen
and
so
forth
have
gone
out
and
I've
been
I've,
been
working
on
it
as
well
trying
to
get
information
and
flyers
brought
out
and
put
out
throughout
the
city.
