Committee Work Session
A
Probably
managed
good.

C
So
if
you
have
not
signed
up
for
communication
from
the
public
during
the
committee
as
a
whole,
if
the
subject
matter
we're
talking
on
you
have
an
interest
and
want
to
give
input
by
simply
raising
your
hand.
Someone
up
here
hopefully,
will
see
that
and
alert
me
and
we'll
give
you
an
opportunity
to
speak
on
that
subject
matter
that.
C
G
G
G
G
G
G
G
You
can't
get
70
percent
of
people
to
agree
on
anything
in
this
town,
but
they
sure
don't
support
the
department
he's
running
there's
no
way.
We
support
flock
surveillance
cameras
for
chief
D'alessandro
I'm,
asking
Council
to
stop
bringing
this
issue
to
the
floor
and
vote
no
on
flat
cameras
in
the
city.
Thank
you.
H
This
has
to
do
with
the
bond
issue
that
I've
talked
about
before
and
I
listened
to
the
meeting
last
week
and
it
was
brought
up
and
what
it's
hard
for
me
to
see,
but
I
think
it
was
Mr
Mark.
He
said.
There's
many
issues:
it
isn't
just
the
distance
from
the
riparian.
F
H
Question
to
Mr
Marky
is
I,
don't
know
why
I
wasn't
included
with
the
meeting.
Supposedly
they
had
a
meeting
at
the
pond.
It's
it's
affecting
my
property.
This
guy's
dumping
water
on
me
built
upon
right
on
the
property
line,
actually
a
little
over
he's
using
my
culvert
pipe
as
his
overflow,
which
isn't
big
enough
to
carry
that
much
water.
H
But
the
biggest
issue
is
and
I
emailed,
Mr
Markey
for
a
response
and
all
I
got
back
was
there's
many
ish.
There's
many
are
you're
you're.
You
need
to
be
patient,
so
the
problem
biggest
problem
is.
He
took
all
the
water
from
the
pond
and
piled
it
where
the
water
can't
run
off
to
the
road
like
it
used
to
like
seven
feet
of
dirt.
H
H
He
talks.
Real
nice
he's
a
Salesman,
so
he
sells
roofs.
So
both
officers
come
over
and
told
me
he
was
a
veteran.
You
know
that's
supposed
to
mean
some
I'm,
a
veteran
everybody
was
a
veteran
in
the
60s.
We
all
went
to
Vietnam,
so
this
guy's,
a
veteran
so
our
times
have
changed.
I
guess
he
can
do
whatever
he
wants
to
do.
You
know
but
I
my
question
his
wife
come
and
give
me
a
bunch
of
static.
I
don't
deserve
that
piece
of
land.
H
I
was
there
years
before
she
was
and
I
got
a
plot
plan.
Here
they
told
me:
I
moved
the
pins
who
would
move
the
pins?
You
know
this
guy's
driving
me
nuts
and
this
is
going
to
escalate.
The
biggest
problem
was
I
contacted
zoning
in
2021.
They
just
blew
me
off.
H
H
He
didn't
even
pull
a
permit,
so
I
don't
see
where
they
he
did
get
three
violations
sent
to
him
as
far
as
I
know,
and
he
was
told
to
fill
the
thing
in
that
ain't
even
gonna
help
me
completely
because
he,
unless
he
used
the
dirt
that
that
he
blocked
the
natural
grade.
You
know
so
I,
don't
know
what
my
next
recourse
is
I'm
trying
to
do
everything
by
the
law.
H
Both
officers
went
over
there
and
had
an
officer
there
Saturday
at
officer
there,
Sunday
I
put
the
cap
back
on.
He
took
it
off,
you
know
so
I
mean
it's
just
gonna
I
saw
a
masking
that
Norton
would
would
enforce
their
laws,
so
I
don't
have
to
take
anything
in
my
own
I,
don't
wanna
I'm,
trying
to
I've
been
in
Norton
52
years.
I've
never
had
a
parking
ticket
or
anything
I.
Don't
cause
trouble
I'm
here
talking
and
I.
H
Guess,
I'm
being
you
know,
I
ain't
lying,
it's
I
wouldn't
be
lying
with
a
camera
on
me.
So
so
anyhow,
that's
my
issue.
H
Miss
Miss
whipkey
has,
as
so
far
is
the
only
one
that's
put
any
effort
in
the
trying
to
help
me.
You
know
and
appreciate
that,
and
that's.
C
A
J
A
K
And
and
I
just
want
to
add
Mr
reball
I
I
did
come
out
and
check
out
the
issue
with
you
and
talk
to
you
about
it
and
was
working
on
it
with
the
previous
administrator
and
due
to
the
the
several
variables
in
that
instance.
It's
just
not
a
snap
of
the
fingers
to
get
it
done.
I
was
I
was
working
on
it.
K
H
So
yeah,
you
know
we're
I've
been
getting
lice
from
this
guy.
This
guy's
accusing
me
of
moving
pins
and
everything
else.
I
went
to
you.
I
went
to
zoning,
I
went
to
Summit,
County,
Soil
and
Water.
They
come
out
and
took
pictures.
They
said
well
I'm
with
we're
with
you,
but
we
can't
do
anything
about
it.
Zoning
has
to
take
the
lead.
We
will
assist
zoning
we'll
get
a
hold
of
zoning.
They
called
zoning,
they
called
me
back.
They
said
zoning
won't
respond
to
us.
What
can
we
do?
They
call
them
again.
B
K
H
Happen:
I
emailed
you
again,
I
should
have
a
something
for
you
this
afternoon.
I've,
never.
K
H
I
I
would
I
would
just
say:
Mr
de
Harper
contacted
me
about
your
property
before
Mrs
whipkey
contacted
me
about
your
property.
The
knows
the
violations
were
already
issued
by
our
engineer
before
you
contacted
Mr
Harper
we're
on
the
second
one.
Moving
on
to
the
third
one,
we'd
asked
Mr
Yoder
to
provide
a
survey
of
the
riparian
area,
so
we
can
determine
if
the
pond
was
actually
built
in
the
riparian.
So.
F
I
Pond,
if
it's
disturbing
more
in
an
acre
of
soil
or
if
it's
in
the
riparian,
the
city
has
to
permit
that
pond.
If
it's
less
than
an
acre
and
it's
not
in
the
riparian,
the
state
does
not
have
to
permit
that
Bond.
So
we
had
our
engineer
review
it
right.
We
were
on
site
looking
at
the
pond.
We
don't
believe
it's
in
the
riparian
and
it's
less
than
an
acre.
So
the
city
was
not
required
to
permit
that
pond.
I
H
B
I
H
I,
don't
believe
riparians
were
even
brought
into
the
picture.
Till
Summit
County
got
involved.
Some
accounting
used
that
word
riparian
I
mean
before
that
it
was,
it
was
no
permit
putting
it
on
the
property
line.
He's
changed
the
grade.
What
about
changing
the
grade?
Can
you
change
the
grade
and
and
put
water
on
on
your
neighbor?
H
G
H
H
This
doesn't
have
nothing
to
do
with
you.
Guys.
Do
I
got
to
sell
my
property
to
fight
this
guy.
You
know
I
mean
I'm
not
going
to
put
up
with
it
I'm
asking
Norton
to
do
your
job
now.
I
know
he's
important.
He's
he's
got
a
business
he's
running
a
business
out
of
the
barn
on
in
a
residential
area.
Semi
pulls
up
they
unload
stuff.
You
know
he
knows,
people
I
get
it.
You
know
he
covered
the
barn
in
metal.
H
No
permit
that
I've
seen
he
pretty
much
can
do
it
he's
going
back
there
shooting
deer
with
the
rifle.
That's
why
I
put
the
cameras
up?
That's,
okay!
You
know
I
called
Division
of
Wildlife.
You
know
what
they
said
due
to
covet
we're
not
answering
the
phone
so
so
I.
A
History,
by
the
way,
I'm
understanding
what
Mr
Markey
is
telling
you
that
the
pond
wasn't
big
enough
to
have
to
have
a
permit
and
now
they're
saying
it's
not
in
the
period
I
had
also
talked
Soil
and
Water.
They
told
me
the
same
thing
that
they
had
been
contact
that
tried
to
contact
the
city
and
city
had
not
gotten
back
with
them
that
the
city
needed
to
do
it.
My
question:
how
deep
is
that
pond
I.
I
A
I've
got
the
one
that
they
sent
me
this
year
and
and
the
one
that
they
got
back
and
they
heard
back
from
him
once
but
and
I
should
have
brought
it
so
I
could
show
it
to
you.
Obviously,
but
the
thing
of
it
is
is
I'll,
send
it
to
you
anyway,
that
I
believe
we
have
legislation
codified.
That
states,
if
you're
going
to
dig
something
that's
more
than
three
foot
that
it
would
have
to
be,
have
a
permit
for
it.
A
So,
even
if
it's
not
an
acre,
that
would
have
been
it
and
then
my
other
question
would
be
Soil
and
Water
seem
to
think
that
was
in
a
riparian
from
what
they
sent
to
me
and
if
I
know
a
while
back,
we
changed
our
codified
once
again
that
doing
that
had
to
do
with
the
riparians
and
the
flood
planes
that
the
engineer
itself
give
him
more
ability
to
be
able
to
say
what
was
a
bother
and
what
wasn't
I
believe
that
was
might
have
been
ordinance,
90
of
2019.
I.
A
Don't
have
it
right,
I
didn't
have
the
chance
to
copy
that
one
out
and
bring
it
with
me.
So
I'm
interested-
if
that
has
something
to
do
with
what
is
being
stated
here
and
again,
who,
where
was
anybody
out
there
looking
at
what
they
were
doing
with
the
dirt
and
trading
the
grade
of
that
there
hadn't
been
a
building?
H
In
Bender
put
part
of
it
in
I,
put
part
of
it
and
we
already
signed
the
papers.
It
was
always
already.
My
land
I
mean
he.
He
owned
that
piece
of
land
that
Yoder
had
he
had
cows
in
the
farm
there
was
a
low
spot
there.
There
was
actually
water
land
where
the
house
is
that
the
water
come
all
the
way
from
them
with,
and
he
decides
to
build
a
house
at
the
lowest
part
of
the
property
and
and
he's
telling
the
officers
that
that
he
built
upon
seven
months
before
the
house.
H
H
Of
it
in
I,
put
part
of
it
in
we
talked
about
it
and
so
I
could
drive
My
Tractor
Down,
that
side
of
the
creek
he
said.
Well,
it's
a
retention.
Pond
I've,
never
seen
a
retention
Pond
that
had
an
overflow
I've,
never
seen
a
retention
Pond
that
had
a
fish
in
it
and
I
never
seen
a
pretension
pond
with
a
with
a
pump
little
boat
and
a
and
an
aerator
that
shoots
water
up
in
the
air
and
lights
up
at
night
retention.
H
H
H
H
A
H
F
H
A
You
know,
unfortunately,
I,
don't
think
that
the
city
did
what
they
should
have
done.
This
should
have
been
handled
last
year.
Shouldn't
have
been
coming
in
now.
Something
should
have
been
done.
He
put
his
pond
there,
where
it
does
empty
into
that
Culvert,
a
culvert
that
was
just
meant
to
drain
the
water
that
would
have
been
on
the
top
Lane
on
the
ground
that
him
and
the
previous
owner
had
put
in
in
order
to
keep
them
from
having
all
the
mud
there
to
access
it.
A
A
Yeah
I'm,
sorry,
but
every
time
I
turn
around
we're
dealing
with
some
kind
of
a
developer.
The
people
get
kicked,
the
residents
get
kicked
and
the
developers
get
sucked
up
to
every
time
and
then
they
get
told
well,
you
have
to
take
it
here.
You
have
to
take
it
there
and
then
because
he
tries
to
protect
his
property.
A
That
is
eroding
I've
got
pictures
of
that
I
mean
you've,
got
pictures
of
me
and
Mr
reball
over
there
at
the
looking
at
the
creek
when
he
was
putting
in
the
cap
and
stuff,
the
man
was
standing
up
there
with
his
wife
taking
little
movies
and
things
the
water.
That's
come
past
that
it's
roaded
now
past
the
the
pipe.
A
That's
actually
in
there
a
lot
like
Mr
Ramirez,
face
where
it
went
around
the
pipes,
because
there
was
too
much
water
and
it's
eroding
out
the
top
of
his
roadway
there
to
get
back
to
his
property
to
work
on
it.
And
yet
we
tell
him
too
bad
you're
on
your
own
you're,
probably
the
one
wrong!
Now
I
don't
get
it
and
yeah
and
that's
why
I
call
it
a
piece
of
crap
because
I
know
a
lot
more
of
the
story
than
you
do.
I
didn't
just
read
this
tonight.
A
A
I
understand
yeah,
but
that's
where
part
of
the
problem
came
from
too
and
again.
If
there
was
a
meeting
down
there
between
Administration
and
the
Yoder
residents
and
whoever
engineer,
why
wasn't
Mr
ribaugh
involved
in
it?
If
that's
the
case,
I,
don't
know,
I
didn't
get
I
just
briefly
got
to
scan
this
over
just
before
I
came
because
I
didn't
catch
it
until
the
very
last
minute
enough
to
not
like
part
of
what
I'm
reading.
A
C
A
D
Brian
Smith
3794,
Easton,
Road
I
I,
really
came
to
talk
about
the
block
cameras
because,
like
but
Aaron
I
I
I'm
not
gonna
make
a
better
speech
than
Aaron
did.
D
But
you
know
you
guys
voted
on
it
once
already
and
it
you
voted
it
down
and
now
you
keep
calling
it
for
the
police
one
time
it
was
on
there
as
police.
Now
for
the
public.
You
guys
are
flash
coating,
what
you
what
it
actually
is,
and
even
if
Fred
Martin's
going
to
pay
the
bill
it
he
he
can
get
his
own
security
cameras
and
if
they're
going
to
be
on
the
exit
ramps,
a
crook
is
going
to
take
the
plates
off.
D
D
D
B
D
C
D
D
F
D
Water
bill,
you
see
what
I've
eaten
previous
administration
Administration
here
now
you
guys
aren't
thinking
you
let
this
development
come
in
and
you
didn't
read.
You
saw
oh
tax
dollars
tax
dollars,
but
what
you
didn't
think
ahead
is
look.
Now
we
got
to
put
a
tower
in
who's,
going
to
pay
for
it,
the
residents,
but
yet
they
keep
getting
tax
breaks.
They
got
a
tax
break.
How
can
you
give
somebody
a
tax.
B
D
D
B
K
Thank
you
Mr
President.
This
is
PC
resolution
r1-2023.
This
is
for
3837
South
Cleveland
Massillon
Road,
the
Frank
Roble
property.
This
is
19.94
acres
and
they're.
Looking
to
change
this
from
an
R3
District
to
a
C1
District,
it's
most
of
that.
All
the
way
down
down
there
is,
as
these
properties
are
changing,
hands
is
already
changing
to
a
C1
district
with
the
frontage
down
Cleveland
Massillon
Road,
so
I
just
wanted
to
make
that
aware.
I
know
that
Mr
Han
is
here
and
he
Mr
Han.
M
B
K
Well,
so
Mr
Han
is
looking
to
develop
this
almost
20
acres,
breaking
off
six
acres
in
the
front
on
Cleveland,
Massillon,
Road
and
housing,
his
his
company
bringing
jobs
to
Norton,
having
a
corporate
headquarters
and
doing
some
other
things
with
that
six
acres.
I,
don't
know
if
Council
has
anything
that
they'd
like
to
add
to
this.
If
they
do
I'd
I'd
like
to
like
to
hear.
N
Mr
Harper
are
we
discussing
both
the
Lots
up
front
and
the
housing
in
the
back
at
this
time
or.
K
Discuss
is
the
back
okay,
all
right,
Mr,
Lukens,
I
know
this
is
in
your
ward
in
general,
with
with
both
of
these
things,
how
how
has
this
been
received
from
your
constituents.
N
Yeah
so
I
wanted
to
add
that
thank
you,
so
I've
got
a
couple
different
calls,
mostly
in
support
of
it.
I've
had
several
residents
reach
out
and
say
that
they
think
this
is
a
good
thing
for
the
city
that
we
don't
have
anything
like
this
currently
and
they
think
it
would
be
a
bonus
to
the
city.
N
The
majority
I
had
a
couple
that
were
negative
as
well,
but
the
majority
of
the
people
constituents
in
that
area,
I
think
the
opinion
from
everyone
would
probably
be
the
same,
that
they
would
rather
nothing
be
there.
You
know,
but
I
don't
know.
If
that's
really,
you
know
a
fair
assessment
to
the
property
owners
as
well.
They
want
to
sell
their
land
and
have
it
whatever
they
choose.
A
K
Just
yeah,
it's
it's
everything,
so
basically
they're
splitting
at
19
acres
to
a
six
acre
parcel
and
then
the
rest
is
going
to
be
where
the
the
next
item
I
talk
about
is
yes,.
A
K
A
The
other
13
is
the
cluster
for
all
the
condo
type
things
yep.
K
O
Originally,
if
I
can
yeah
originally
Cleveland
Massillon
Road,
as
we
looked
at
that
whole
Corridor
there,
we
thought
that
that
would
be
beneficial
for
residents
to
have
commercial
businesses
down
that
main
Corridor
rather
than
you
know,
spread
throughout
the
entire
city.
There's
easy
access
on
and
off
the
expressway.
O
You
know
I'm
I'm,
fine,
with
the
the
front,
half
being
commercial
because,
like
I
said,
that
was
the
original
intent
and
we
wanted
to
try
to
rezone
most
of
those
properties.
So
the
property
owners
would
be
able
to
get
a
a
good
value
out
of
their
homes
if
they
choose
to
to
sell
off
to
somebody,
that's
going
to
build
the
business
so
that
piece
I
have
no
issue
with.
K
I
The
the
Mr
Hunt
could
probably
answer,
but
my
understanding
is,
the
property
is
currently
still
at
the
robo
family,
so
the
lock
split
hasn't
occurred.
Yet
what
is
part
of
the
purchase
contract
is
to
get
is
the
rezoning
of
the
property.
So
if
this
was
to
go
forward
and
the
property
would
then
close,
then
the
lot
split
would
occur.
Mr,
Hansen,
okay,
so,
and
that
that
lot
split
when
that
happens
would
be
an
administrative
approval.
Right
has
not
happened
yet.
A
There's
a
rumor
going
around
I
love
my
rumors
anyway,
and
that
house
has
to
be
torn
down
at
the
previous
owner
or
something
it
said.
If
nobody
else
could
live
there
once
he
passed,
it
had
to
be
torn
down.
Anybody
know
about
that.
A
That's
more
for
the
Public's
information
and
anything
else.
So
you
know
that
that
house
can't
stay.
Somebody
would
have
to
buy
it
and
build
another
home
there
in
order
for
you
to
remain
a
residence.
K
That's
a
that's
kind
of
kind
of
cool
that
you
brought
that
up.
Miss
whiskey,
Miss
whippy,
because
I
knew
Mr,
Robel
very
well.
Mr,
Towson
and
I
were
talking
about
that
today
and
he
was
a
great
guy
in
a
in
a
a
great
local,
Citizen
and
I
know
he's
missed
by
a
lot
of
people,
but
I
just
wanted
to
kind
of
add
that
that
I
know
Mr
Robel
would
be
happy
to
have
something
go
in
this
property.
That's
beautiful
and
utilized
for
the
community.
K
So
I
just
wanted
to
throw
that
out
there
with
that,
I'd
like
to
move
to
add
ordinance
16-2023
to
council's
next
agenda
for
a
first
reading.
A
Isn't
that
supposed
to
be
two
little
fast
food?
Restaurants?
That's
what
we
were
looking
it's,
what
we
were
getting
told
about
being
up
on
the
front
ones.
P
A
K
P
K
There
that's
what
Mr
Lukens
is
saying.
The
general
opinion
is
obviously
everybody
out
here
has
their
opinion
on
what
what
they
want,
but
that's
not
up
to
us.
That's
that's
up
to
splitting
the
Lots
tonight.
So
that's
all!
That's
all
we're
talking
about
yeah.
A
G
C
E
P
E
A
K
Yes,
Mr
President,
so
there
will
be
a
public
hearing
on
March
27th
at
7
15.
There
are
about
in
council
chambers
just
just
for
your
record.
If
any
of
the
residents
would
like
to
come
in
in
voice
opinion
or
concerns
about
the
potential
things
that
can
go
into
that
six
acres.
If
it
passes.
K
You
Mr
President.
This
is
PC
resolution
r1-2023.
This
is
to
change
3837
South
Cleveland,
Massillon
Road,
and
that
is
from
an
R3
to
an
R
Dash
PC
R3,
which
is
a
planned
cluster
residence
District
overlay.
What
this
would
basically
be
according
to
the
rough
drawings
that
we
have
and
I
can
I'll
hold
this
up.
K
This
is
kind
of
just
a
concept
of
what
they're
looking
to
do
back
there,
Mr
Hahn
a
55
and
older
community,
some
some
pretty
nice
looking
places
back
in
there,
I'll
hold
it
up,
so
you
can
see
it
man
and
and
that's
the
the
concept
of
what
they're
looking
to
put
back
in
there.
So
this
is
again
just
for
the
rezoning
of
that
property
to
be
able
to
change
and
put
cluster
homes
in
there.
So
anybody
have
anything
to.
N
Answer
yeah
yeah
I
had
some
Mr
Harper,
especially
since
this
is
in
my
my
ward,
so
I
was
taking
notes
when
Mr
Hall
was
here
last
time
at
the
planning
meeting.
Some
of
the
notes
that
I
had
obviously
was
55
and
older
community,
the
snow,
plowing
and
the
mowing
maintenance
of
the
property
would
be
included
in
the
HOA
correct.
C
N
M
E
N
Rest
yeah,
yeah
and
then
some
of
the
other
notes
I
had
was
so
30
total
units
which
is
still
leaving
I,
believe
we
had
said
60
of
that
total
space
on
the
back
13
acres
to
still
be
wooded,
which
I
think
was
a
big
draw
for
a
lot
of
the
residents
that
were
here
for
the
last
meeting.
N
F
N
One
of
my
constituents
brought
it
to
me
the
best
way.
They
said
that
Hey
listen,
you
know.
Obviously
we
would
we
prefer
that
nothing
would
be
back
there
and
just
have
it
woods,
but
if
we
did
have
to
have
something
that
we
would
prefer
something
along
the
lines
of
this
as
Mr
Harper
said
the
if
any
of
the
plans
that
we've
been
submitted
so
far,
this
is
the
least
obtrusive
I
mean
this.
Is
my
neighborhood
as
well
so
I
mean
I?
N
Have
a
interest
in
you
know
in
it
being
a
nice
property
as
well.
So
60
of
that
total
space
was
at
about
cracked
on
that
back
13
acres,
I
think
is.
N
So
almost
half
three
acres
of
woods
to
be
left
I
think
was
what
we
had
said
and
another
bonus,
the
last
project
that
we
were
looking
at
the
properties
we're
not
going
to
have
the
50-foot
offset
from
the
back
property
line.
These
will
have
that
as
well
and
I
think
that
was
a
plus
to
a
lot
of
the
residents
down
there
as
well.
N
So,
like
I,
said
this,
it's
certainly
the
best
plans
that
we've
seen
for
this
property
yet
and
I'm
getting
feedback
that
this
is
something
that
is
needed,
that
people
in
our
city
would
like
to
see,
and
it
would
would
be
give
value
to
our
city
so
yeah
as
of
right
now.
I
think
that
it's
it's
easy
for
me
to
support
this
I
haven't
really
been
given.
N
Hardly
any
reason
to
not
support
it,
but
we're
still
open
to
hearing
from
the
constituents
and
rest
of
council.
I
C
Units
per
acre-
so
that's
that's
saying
if
this
development
should
not
take
place,
Mr
Han,
unfortunately
backs
out
goes
out
of
business.
Whatever
future
development
will
be
limited
to
two
and
a
half
units
per
acre
and
I
think
that
protects
because
I
know
a
lot
of
residents
are
very
concerned
about
the
the
cluster
housing
language
and
I.
Think
this
kind
of
neutralizes
that
language
in.
B
K
K
And,
and
also
just
to
add
to
this,
access
to
those
cluster
homes
would
be
through
senwood,
so
it
wouldn't
come
directly
off
of
Cleveland
Massillon
Road,
which
would
basically
the
the
pond
would
have
like
a
a
residence
kind
of
side
in
a
commercial
kind
of
side.
So
it's
a
kind
of
a
nice
breakup
there
on
how
that
lays
out.
So
access
would
be
through
senwood.
N
A
Yeah
I
know
it
had
been
mentioned
in
the
planning
about
an
SPD
and
I
had
looked
at
that
kind
of,
and
I
was
wondering
why
weren't
we
considering
something
like
an
SPD
and
no
offense
towards
you,
but
you
were
you
know
you
guys
are
saying
you're
going
to
put
all
these
trees
there
and
leave
trees
and
there's
going
to
be
a
tree
line,
so
it'd
be
kind
of
your
own
little
selves
there
and
the
rest
of
neighborhoods
would
feel
more
comfortable
without
looking
upon
this.
I
Yeah
so
miss
whipkey,
the
the
RPC
is
it.
It
really
is
like
an
overlay
or
an
SPD
like
you're
talking
about
so
one
of
the
things
that's
in
that
ordinance
is
we
highlight
the
fact
that
no
there's
no
permitted
use
for
cluster
homes
in
this
district
and
they
have
to
follow
an
application
process
for
a
site
plan
with
a
number
of
requirements
that
would
still
bring
that
bring
Mr
Hahn
back
before
playing
commission
and
council
with
the
detail
you're
talking
about
so
we're
gonna,
we're
gonna
see
the
plans.
I
If
you
determine,
if
Council
decides
rezone,
he
determines
to
move
forward.
We
will
see
those
plans
come
back
before
us.
I
Of
stuff
there's
a
whole
list,
it's
all
in
12,
7207
D
has
all
the
requirements
for
what
has
to
be
in
that
application.
O
O
In
that
application
that
protects
that
open
space,
where
down
the
road,
somebody
can't
come
off
of
what
is
that
Brookfield
over
to
the
open
space
there
by
that
land
and
build
something
yeah.
I
A
I
A
Process
yeah
I
understand
this
is
just
rezoning,
but
once
again
I'm
dense
here.
If
we,
if
we
want
the
trees
there
and
they
don't
put
it
out,
then
we
just
say
no
and
here's.
That's
it
we're
done.
We
don't
have
to
go,
get
drug
off
the
court.
We
don't
have
to
go
through
all
these
fights
and
stuff
I
just
like
to
make
sure
that
this
is
they're
held
to
that
yeah.
I
A
But
the
last
landscamping
plan
we
had
with
over
here
with
Brookside
that
was
that
was
left
up
to
the
administrator
Administration.
We
said
what
we'd
wanted,
but
when
the
end
came,
if
I
recall
correctly
and
I'm
pretty
sure
I
do
that
the
administrator
was
going
to
handle
the
landscaping
and
give
it
the
final
okay,
yeah.
I
A
Okay,
pardon
me:
if
I'm,
not,
you
know,
jump
on
that's.
K
It
at
this
time,
I'd
like
to
move
to
add
ordinance
number
17-2023
to
council's
next
agenda.
C
A
O
And
before
we
move
on
question
for
Mr
Markey,
with
the
proposed
development
there,
20
years
I
mean
I've
been
fighting
roads
through
the
city.
You
know
making
sure
that
they're
being
put
in
correctly
with
these
private
roads.
O
What
regulations
are
in
place
to
ensure
that
the
correct
base
is
put
in
things
like
that?
So
if
down
the
road,
they
decide
that
they
want
to
turn
this
over
to
the
city
or
something
or
even
the
residents
that
would
be
living
there,
that
they're
going
to
have
decent
roads
where
they're
not
going
to
be
crumbling.
Yeah.
I
We'll
have
an
engineer,
review
of
the
of
the
site
plan
and
the
construction
plans
themselves.
The
HOA
is
going
to
be
responsible
for
those
private
drives
and
I
understand
your
point.
The
reason
we
I
think
we
were
talking
about
private
drives
is
allowed
to
have
the
50-foot
setback
for
the
neighbors
right.
B
I
D
O
B
C
So
this
is
a
proposal
under
GPD
to
do
those
inspections
for
a
total
of
ninety
seven
thousand
eight
hundred
and
seventy
seven
dollars.
R
D
B
C
C
I
think
that's
seconded
by
I'm.
Sorry,
that's
correct!.
J
E
C
C
B
I
I
think
Mr
tursky
at
the
end,
we'll
just
want
to
talk
about
a
future
hour
at
the
end,
a
few
projects
and
then
sort
of
timing,
not
just
this
project
but
then
a
couple
other.
R
I
T
D
B
C
Did
move
on
okay,
moving
on
to
letter
b,
Eastern
Congo
road
construction
management
inspection?
This
again
is
mine,
and
this
is
same
thing
with
the
cherry
wood
Driftwood.
It's
just
Eastern
Road
and
Congo
Road,
another
one,
that's
been
even
longer
coming
again.
This
would
be
with
GPD,
and
this
one
is
the
service
inspection
service
would
be
162
110
dollars.
B
R
Bit
of
I
don't
know
about
this.
The
project
out
on
Eastern
is
being
split
up
into
two
phases.
This
Administration
Services
is
for
phase
one.
So
phase
one
is
going
to
be
what
addresses
Congo
Road
the
Culver
Bridge,
whatever
you
want
to
call
it
to
fix
that
to
widen
the
road
phase.
Two
is
going
to
be
for
the
resurfacing.
That's
amat's
money,
that's
Federal
money.
We
also
receive
the
results
just
earlier
today
that
I
want
to
kind
of
advise
Counsel
on
tonight.
That
will
be
coming
out
next.
A
R
And
I'll
I'll
just
go
ahead
and
repeat
that
for
Miss
whitkey,
the
so
the
the
Easter
road
is
split
up
into
two
phases:
phase
one
is
the
the
widening
and
the
fix
of
Coco
Road
Culvert,
and
this
is
what
this
Inspection
Services
is
for
with
GPD.
They
will
be
doing
the
inspection
on
that
phase.
Two
of
the
project
is
the
resurfacing,
which
is
the
amats
money
that
bid
opening
occurred.
Last
Friday
we
had
the
results.
R
There
will
be
an
ordinance
to
come
down
to
award
that
phase
two
that
happens
after
phase
one
and
the
reason
I
mentioned.
That
is,
we
have
to
get
the
road
widened,
Congo
road
fixed
before
we
can
do
the
complete
resurfacing
of
that.
So
that's
why,
when
we,
when
we
talk
about
this
I'll,
make
sure
to
point
out
that
there's
a
difference
between
phase
one
and
phase
two,
this
is
Phase
One.
This
is
the
Reconstruction.
R
This
is
their
GPD,
we'll
be
doing
the
monitoring
on
this
and
then
next
week
we
will
be
bringing
the
award
of
phase
two
Construction
based.
One
Construction
has
not
happened
yet,
but
I
can
get
into
that
next
week
of
what
state
that's
the
whole
issue
with
the
meaning
of
gas.
They
have
a
gas
line
that
needs
to
be
moved,
we're
working
with
them
as
much
as
we
can
to
get
that
expedited.
So
a
little
confusing
I
know,
but.
N
R
R
What
we've
got
back
we're
trying
to
get
them
to
expedite
that,
if
they're
unable
to
expedite
that,
we
will
look
to
other
options
to
get
part
of
the
project
done
possibly
get.
You
know,
Congo,
Road,
open
and
then
work
on
the
rest,
whatever
we
can
do,
but
that's
in
the
engineers
hands
they're
working
with
Dominion
right
now
to
try
to
they.
R
Is
bananas
so
we're
working
on
that?
Okay.
O
I
Mean
the
the
the
bridge
the
bridge
is
in
the
Norton
Corporation
limits.
So
it's
it's
going
to
be
the
city
of
Norton's
Culvert,
Fox
Culvert
going
forward
so.
I
And
just
just
to
refreshing,
not
to
rehash
the
old,
the
old
wounds
of
come
the
road,
but
the
issue
we
had
there
was
that
was
the
Summit
County
Bridge
was
a
span
over
10
feet.
Summit
County
had
the
opinion
that
it
was
less
than
10
feet
of
the
engineers
office.
Did
they
had
not
maintained
it?
New
Franklin
had
dumped
a
bunch
of
asphalt
on
to
try
to
save
the
bridge,
which
potentially
helped
lead
to
its
failure.
So
there
was
a
lot
of.
B
I
Going
on
at
the
time,
and
after
as
is
getting
close
to
failure
survey
was
done
to
determine
that
the
bridge
was
actually
in
the
city
of
Norton,
not
in
the
city
of
New
Franklin.
So.
N
G
K
R
Is
correct
and
that
is
being
incorporated
into
the
project.
So
the
original
estimates
of
what
the
project
is
going
to
cost
is
going
up
about
three
hundred
thousand
dollars,
because
that's
how
much,
how
many
inches
over
and.
C
C
But
not
really
pertinent
to
this.
Just
just
a
question:
I
will
make
a
motion
to
add
this
as
ordinance
number
1920.
23
to
council's
next
agenda,
and
this
will
have
emergency
language
with
intentions
of
waiving
readings.
I'll.
Second,
there's
a
motion
and
a
second
on
the
floor.
Is
there
any
further
discussion?
C
B
J
C
The
only
comment
I
have
on
this
I
am
very
torn
on
this.
If,
because
my
original
non-support
of
this
was
public
privacy
and
as
though
I
appreciate
Fred
Martin
coming
forward
and
appreciate
their
situation,
I
don't
take
that
lightly.
The
the
Privacy
part
is
not
different
than
what
it
used
to
be.
C
J
Yeah
and
I've
said
this
before
there's
cameras
everywhere
now,
if
you
drive
through
Cargo
Falls,
apparently
there's
going
to
be
flat
cameras
because
they've
bought
flock
cameras,
akron's
got
them,
many
communities
have
them,
and
it's
always
I
think
you
have
to
weigh
you
know
the
pluses
and
the
minuses
I.
You
know
I
look
at
this
as
another
tool
for
the
police
department
to
use
to
try
to
help
keep
the
community
safe.
J
F
My
name
is
Julie
Miller,
we
own
two
Parcels
at
3281,
Barbara
Road.
We
we
already
are
a
magnet
for
Crime
we've
been
in
the
Barber
Road
Corridor.
Our
business
is
there
for
13
years
now
and
I
have
a
list
here.
I
sat
back
there
and
I
made
a
list
of
all
the
thefts
that
we've
undergone
so
we're
our
very
small
businesses
we're
at
about
a
hundred
thousand
dollars.
We've
already
put
one
person
in
prison,
he
just
got
out.
He
owes
us
restitution,
we
haven't
seen
anything.
Yet.
F
F
Oh
gosh,
15
months
ago,
now,
ten
thousand
dollars
in
damage
to
our
business
vehicles
that
were,
unfortunately
parked
outside.
We
think
the
same
people
returned
this
Thanksgiving.
They
came
on
three
different
occasions.
Fortunately,
the
third
night
we
had
new
cameras
put
up
and
we
caught
them.
We
caught
all
three
of
them.
They
all
went
to
court.
We
have
not
heard
yet
what
the
punishment
has
been
was
a
woman
and
two
men.
F
They
stole
a
ridiculous
amount
of
property
from
us.
We
haven't
even
gotten
it
all
through
to
insurance.
Yet
upon
those
three
thefts,
the
Norton
police
we
saw
on
cameras,
came
to
our
building
nightly
and
patrolled
our
building
nightly
to
make
sure
they
didn't
return
so
yeah
after
that.
So
yes,
on
that
same
on
that
same
weekend,
criminals
came
to
Fred
Martin's
property
and
stole
half
a
million
dollars
in
vehicles
over
two
nights.
F
On
that
same
weekend,
perfect
is
a
perfect
power
wash
or
perfect
pressure
wash
had
I
believe
most
of
their
vehicles
had
the
catalytic
converters
stolen
from
their
vehicles
same
weekend.
So
during
all
these
thefts
everyone,
we
all
almost
all
have
cameras.
We
all
work
together.
Everybody
works
together,
it's
Fred
Martin
that
got
the
information
on
their
cameras.
He
does
have
really
good
cameras
and
he
caught
the
man
his
face
it.
You
know
the
car
everything
anybody
can
can
fake
a
car
or
cover
their
license
plate.
F
They
got
the
man's
face,
that's
where
we
caught
him
McLean
caught
him
on
camera
as
well,
but
it
wasn't
as
as
good
a
quality.
So
all
these
things
added
up
together,
have
affected.
All
of
us.
I
brought
a
letter
from
another
business
owner
tonight
who
couldn't
be
here,
he's
he's
been
affected,
I
know:
Barbara,
Rhodes
storage
has
been
affected
people
camp
out
and
are
climbing
their
fences
and
checking
out
their
properties
at
night
too.
F
So
cameras
do
catch
these
people
and
they've
caught
them
for
us
and
they've
caught
them
from
many
other
businesses
along
the
road
and
helped
us
so
I
also
I'm
huge
on
privacy.
I'm,
not
a
fan
of
things
like
this,
but
when
it
affects
these
businesses
to
the
detriment
of
not
only
loss
of
property
but
fear,
I
I
do
feel
they're
necessary,
at
least
within
our
Corridor,
and
something
my
husband
brought
up.
My
husband's
not
as
outspoken
as
I
am
something
he
brought
up.
F
That
is
very
relevant,
is
during
the
day
we
are
a
very
high
traffic
Corridor,
there's
thousands
of
cars
all
day,
long
that
go
past
at
night.
Everybody
knows,
there's
nothing!
There!
Everybody
went
home,
so
it's
even
worse
when
we're
flooded,
because
then
the
roads
close
and
they
know
nobody's
there.
So
all
these
thieves
know
that
and
they
have
easy
on
easy
off
at
the
highway.
So
so
we
do
feel
very
strongly
that
these
cameras
would
help
Barbara
road
again,
not
a
fan
of
cameras,
but
for
for
our
sakes
we
feel
they
would
be
helpful.
C
N
Letter
in
the
supporter,
I
just
want
to
acknowledge
that
yeah
yeah
I
just
wanted
to
add
I'm
kind
of
in
the
same
boat,
as
you
know,
Mr
tahar,
Park
and
some
in
Mr
Tousley,
where
I
mean
I'm,
not
in
love
with
these,
but
on
the
same
hand
I
can
I
can
see
where
this
is
a
delicate
subject,
and
it's
something
that
if
we
were
going
to
try
it
I
think
a
situation
like
this
is.
Is
you
know
ideal
to
where
we're
not
necessarily
like
fleecing
the
whole
city?
N
We
can
try
this,
it's
not
costing
us
any
money.
We
have
businesses
that
are
losing
money
and
that
are
coming
to
us
saying:
hey.
We
need
help.
We,
you
know
we're
being
told
it's
a
high
crime
area
down
there
on
Barber,
Road
I,
think
it's
it's
an
opportunity
that
if
we
don't
like
it
or
we
do
see
some
kind
of
fraud
or
abuse,
then
then
we
don't.
N
You
know
this
I
would
say
that
it's
certainly
for
me
is
not
a
guarantee
that,
at
the
end
of
this
two-year
period,
that
the
whole
city
is
going
to
flock
cameras,
because
that's
not
my
opinion.
At
all,
but
I
do
think
that
this
is
an
opportunity,
especially
we're
not
paying
for
it,
and
it's
an
opportunity
to
to
see
you
know
do.
Maybe
we
do
catch
a
a
serious
criminal
in
our
city
and
we
we
realize
that
wow
this
this
worked.
N
You
know
this
stopped
crime,
or
this
captured
someone
or
like
we
talked
about
before
you
know
a
Amber
Alert
or
something
to
that.
We
we
catch
a
a
kid,
that's
been
kidnapped
or
something
to
that
effect.
I
think
it's
worth
a
shot.
I
think
it's
worth
taking
a
look
at
and
at
least
giving
a
shot
and
if
we
don't
like
the
results
or
we
feel
like-
or
there
is
a
case
of
abuse
or
some
kind
of
fraud,
then
then
we're.
C
N
K
I
just
want
to
add
I
know
a
lot
of
us
didn't
support,
flock
cameras
because
of
the
astronomical
amount
of
money
that
was
spent
from
taxpayers.
I
think
that
you
can
hear
a
lot
of
us
are
not
fans
on
having
cameras.
K
I
do
want
to
add
that
there
are
a
lot
of
people
that
drive
down
that
road
like
she
just
spoke.
Also,
our
largest
employers
for
the
city
are
all
on
that
Corridor.
Every
single
one
of
them
and
I
would
I
would
not
support
this
at
all.
If
it
was
taxpayer
spent
money
to
put
in
a
numerous
different
locations
I'm
in
favor
of
this,
simply
because
Fred
Martin's
going
to
pay
for
it.
U
K
Businesses
a
chance
to
safeguard
themselves
with
having
some
new
technology
that
we
don't
have
and
I
I
frankly,
I
feel
like
Norton's
kind
of
a
bullseye
right
now,
we're
surrounded
by
everybody
that
has
this
New
Age
Technology
and
we're
not
evolving
as
the
city's
growing
so
I
think
it's
a
great
chance
to
try
it.
If
we
can
save
one
kid
or
a
business
owner,
an
expense
that
they
shouldn't
have
to
incur
then
I'm
then
I'm
for
it.
O
This
helps
deter
criminals
from
coming
here
and
destroying
property
or
stealing
property
within
the
city,
and
it's
not
going
to
cost
the
taxpayers
anything
Dollar
Wise.
You
know
where
the
cameras
are
at.
Obviously
the
criminals
will
as
well,
but
if
it
acts
as
a
deterrent
to
keep
them
out
sooner
or
later.
O
If
there's
enough
crime
enough
theft,
you
know
your
home
insurance
and
everything
else
is
going
to
start
to
go
up
and
like
they
mentioned
you
know,
I
mean
these
are
some
of
the
larger
employees
Employers
in
the
city
and
as
a
city,
we
have
to
try
to
help
deter
crime
for
them
as
well.
I
mean
I,
understand
the
whole
privacy
thing,
but
when
you
stop
and
you
think
about
it,
you
have
red
light
cameras
everywhere.
Nowadays
you
have
cameras
in
school
zones.
O
You
have
cameras
on
businesses,
people
have
all
the
cameras
on
their
homes,
the
ring
doorbells,
those
are
all
showing
the
street
and
everything
that
passes
by
so
again
if
it
can
deter
criminals
from
coming
and
doing
damage
to
our
residents.
To
our
citizens
to
our
businesses,
I
think
we
have
to
at
least
give
it
a
shot
to
see
what
happens.
O
I
would
like
to
see
maybe
some
guidelines
or
rules
laid
out
specifically
what
happens
if
somebody
decides
to
abuse
the
power
that
they
have
or
what
they're
looking
at,
or
anything
like
that
I'd
like
to
see
that
spelled
out
a
little
better
within
the
city,
but
other
than
that
I
would
be
in
favor
of
bringing
these
into
the
city.
At
this
point
for
Barbara
Road
Mr.
I
Pilot
just
want
to
mention
that
we're
working
with
the
police
chief
right
now
to
develop
a
policy
on
the
acceptable
use
of
the
technology.
It's
because
it's
ultimately
accessing
the
traffic
database
right,
the
right,
National
traffic
databases.
You
know
the
same
penalties
go
along
with
unlawfully
using
an
NDT
or
any
of
the
other
devices
that
you
would
have
to
do.
A
license
plate.
O
If
there
would
be
any
violation,
I
would
sincerely
hope
that
the
punishment
would
be
extreme.
N
Mr
pilot
I
remember
also
last
year
when
we
discussed
this
I
believe
in
the
contract.
It
even
said
that
they
could
suspend
the
access
to
the
program
if
there
was
cases
of
fraud.
I
remember
seeing
that
in
the
contract
he.
I
K
A
You
well
I,
don't
agree
with
my
fellow
Council
people
here.
I
understand
safety
issue.
A
I
myself
am
not
willing
to
give
up
every
right
and
every
everything
that
we've
fought
for
through
the
years
in
the
name
of
safety.
That's
why
we
have
a
police
force,
I've
been
watching
the
police
reports.
I
haven't
really
seen
where
Fred
Martin
is
actually
lost.
Maybe
they
had
another
car
taken
off
of
their
use
lot.
They
were
since
the
November
take
when
they'd
lost
them
all.
They
were
talking
about
putting
on
some
cameras.
A
A
Right
so
yeah,
obviously
what
they
have
done
privately
has
worked.
It's
not
because
we're
threatening
to
put
up
cameras
and
all
of
a
sudden
everybody
said:
oh,
don't
go
to
Norton,
because
they're
going
to
get
flock
cameras,
I
can't
do
I,
see
it
Gordon
Way
in
two
years,
no.
D
P
C
P
3281
Barber
Road,
the
people
that
we've
got,
none
of
them
have
been
Norton
residents,
none,
nor
have
we
had
any
residents
that
you
know
had
any
problems
like
what
we've
had
the
biggest
issue
that
we're
facing
is
you're,
trying
to
not
only
catch
someone
that
does
this,
but
just
try
to
deter
it
is
the
main
thing
and
I
think
just
having
the
presence
of
them
is
is
the
best
deterrent
that
we've
seen
since
we
put
ours
out
because
we
have
had
you
know.
Occasionally,
our
area
in
the
back
is
not
lit.
P
A
P
P
No
privacy
issues
wherever
violated.
You
know
I'm
I'm,
the
biggest
one
I
deliver
for
my
wife.
Sometimes
you
might
see
me
come
to
your
door.
I
get
a
you
know.
I
ring
the
bell
a
lot
of
times.
It's
a
written
camera.
You
know,
so
we
all
face
it
every
day.
I
understand
it's.
It's
a
tough
thing.
We
do
self-checkout
we're
we're.
Looking.
F
P
Libertarian
I'm
all
about
everybody's
rights,
but
we
also
have
to
protect
our
own
and
in
the
city
of
Norton's
very
vulnerable,
especially
on
Barber
Road,
because
at
night
it's
it's
unguarded
and
like
a
residential
area,
these
homes,
you
have
neighbors,
we're
all
you
know
eyes
and
ears,
but
when
you're
in
a
business
district
nobody's
there,
so
you
have
to
have
something
there
in
place
to
see
what's
going
on,
and
this
is
another
tool
to
do
that.
P
We're
not
we're
not
going
to
happen,
I
agree
there
too,
and
that
and
they
are
addressing
the
safeguards
with
with
the
policy
of
the
police
department,
to
try
and
you
know,
to
keep
it
the
Privacy
at
maximum
for
everybody.
I
understand
that
too,
especially
and,
like
I
said
we
didn't
identify
anybody
with
a
plate
or
any
specific
information.
We
just
saw
the
side
of
their
vehicle
and
that's
how
they
were
identified.
A
And
again,
I'll
point
out
that
these
flock
cameras.
They
learn
as
they
go
they're,
not
stopping
it.
Hearing
that
they're
learning
as
they
go
I'm
just
not
in
favor,
like
I,
said
I
can't
in
good
conscience,
say
yes,
I,
understand
the
reasoning
behind
some
people
saying
that
they
would
like
them
or
the
business
or
the
police
even
but
or
because
the
next
people
have
them
down
the
road,
so
they're
going
to
catch
people,
but
I
I
can't
go
along
with
it.
U
How
well
have
they
worked
in
the
other
cities
as
catching
what
you
say,
you
say
you
want
the
cameras,
but
how
well,
since
the
other
cities
have
them
ripman
I
see
them
every
day,
Doylestown
I
see
them.
How
are
they
working
there
have?
What
is
their
statistics
on
working
at
all
like?
How
do
you
know
you
want
to
say
they
work,
but
what
is
your
numbers
behind
that?
Are
they
getting
more
people?
Are
they
getting
more
crime?
U
A
N
K
K
I
know
I'll
just
speak
real,
quick
that
I
know
that
Norton
detectives
have
solved
cases
by
pulling
flocked
data
from
Akron.
I
L
So
back
in
in
November,
we
entered
into
an
mou
with
block
safety
to
have
access
to
the
cameras
and
Akron
Jackson
Township
Brecksville
the
corridor
of
Northeast
Ohio.
So
our
detectives
do
have
access
to
some
of
the
database.
I
can
tell
you
on
December
15th.
L
We
took
a
police
report
of
theft
and
vandalism
to
a
vehicle.
It
was
utilized
with
it
with
a
local
business
that
business
had
a
surveillance
camera.
We
were
able
to
identify
the
vehicle
as
a
Chevy
Silverado,
with
the
distinct
light
bar
across
the
tailgate.
L
They
were
able
to
search
the
flock
camera
for
the
making
color
of
that
vehicle
and,
ultimately
located
a
vehicle
matching
that
description
before
the
incident
occurred
in
our
city
flock,
captured
the
vehicle
being
driven
with
factory
tires
prior
to
the
incident.
Excuse
me
following
the
incident
flock
again
captured
the
vehicle
this
time,
with
the
newer
tires
that
match
the
the
tires
that
were
stolen
from
the
business,
so
we
were
able
to
to
recover
the
tires
some
of
the
items
and
a
felony
arrest
was
made
back
in
March.
L
We
investigated
a
shoplifting
incident
at
a
local
pharmacy.
Their
surveillance
captured
the
suspect's
vehicle.
They
did
a
flock
search
on
the
the
make
color
and
distinguished
luggage
rack
on
the
roof.
They
spoke
to
the
owner
of
the
vehicle.
They
identified
the
suspect
and
they
were
able
to
charge
them
on
February
6,
2023
Norton
police
were
made
aware
of
an
individual
targeting
local
grocery
stores
and
conducting
large
thefts
of
meat
and
seafood
that
were
taken
out
of
the
stores.
L
Norton
police
obtained
a
still
image
of
the
suspect
vehicle
utilized
flock
cameras.
They
searched
the
flock
database
for
the
make
and
color
of
the
suspect
vehicle,
knowing
the
date
and
time
of
the
most
recent
thefts
police
located
a
vehicle
matching.
The
description
of
the
pictures
suspect
vehicle
near
the
store
following
the
theft.
This
information
allowed
police
to
locate
the
suspect
vehicle
at
an
Akron
residence
and
ultimately,
felony
charges
were
filed
on
the
suspect.
These
are
just
three
incidences
since
November
that
they
discussed
with
me.
L
I
have
worked
with
some
of
the
other
agencies
that
have
flock
I've,
come
up
with
some
guidelines,
they're
in
a
draft
form
right
now,
I'll
forward
them
off
to
Mr
Markey
for
him
to
review,
but
we're
you
know
this
isn't
the
first
piece
of
of
equipment
or
tool
that
we're
going
to
use.
So
you
know
we
will
make
sure
that
you
know
it
gets
used
in
the
right
manner.
J
It
sounds
to
me
like
you're,
able
to
use
the
private
cameras
of
the
businesses
in
conjunction
with
the
flock
system,
so
you've
got
the
the
private
owner
and.
B
L
O
C
S
Cody
Huff
3195
Barber,
Road,
Fred
Martin.
What
you
were
talking
about,
the
cars
being
stolen
is
I
know.
The
majority
of
our
vehicles
that
have
been
recovered
have
been
recovered.
With
the
help
of
flock
cameras.
S
You
know
working
with
the
different
police
departments
in
the
area
and
the
state
highway
patrol
we've
found
the
majority
of
the
cars
that
we've
been
missing
for
the
past
few
months.
They're
currently
in
our
body
shops
getting
repaired
with
tons
and
tons
of
damage
on
these
vehicles.
Swapped
out
tires
rims,
it's
costing
us
hundreds
of
thousands
of
dollars,
like
the
other
businesses
are,
are,
are
facing.
S
The
majority
of
the
people
that
come
to
Barber
Road
that
steal
our
stuff
are
coming
in
stolen
plates.
They
they've
left
cars
at
tommasos
with
stolen
plates,
and
the
benefit
of
the
system
is
that
if
you
come
off
Barber
Road
with
a
stolen
plate,
the
police
are
dispatched.
Currently,
we've
been
working
in
a
reactive
manner.
We
we
look
at
cameras,
we
we
try
and
piece
together
stuff.
We
post
it
on
Facebook
all
the
video
that
we
have.
We
get
it
out
to
everybody.
We
try
and
find
the
car.
S
So
we
try
and
find
the
people
that
committed
the
crime,
but
most
the
time
those
people
are
long
gone
they've
gone
to
some
other
place
where
they're
hiding
and
you
can't
get
to
them.
You
know
we
talk
a
lot
about
privacy,
but
every
person
in
here
has
a
camera.
They
have
a
camera
on
their
house,
they
have
a
camera
on
their
business.
They
probably
have
a
camera
on
their
phone
right.
This
second,
you
know
they're
posting
videos
to
Facebook
Instagram,
all
different
social
media
types.
S
So
we're
talking
about
having
privacy
there's
no
privacy,
not
one
person
in
here
isn't
on
a
social
media
site.
With
the
exception
of
a
few.
You
know
we're
trying
to
be
proactive
in
getting
people
to
stop
stealing
stuff
from
Barber
Road,
and
you
know
this
is
just
a
small
effort
of
what
we've
done.
You
know
we've
spent
tons
of
money
on
cameras
on
Landscaping
features,
so
they
can't
drive
off
the
lot
to
you
know
we're
probably
going
to
spend
sixty
thousand
dollars
on
a
new
fence
next
month.
S
T
Judith
Lee
3227
Creekside
Drive
in
Norton.
My
question
is:
is
this
only
limited
to
businesses?
What
about
the
homes
in
the
area
if
somebody's
home
should
be
broken
into,
would
that
block
camera?
Would
they
take
the
time
to
look
to
see
if
they
can
find
anything
on
those
flat
cameras
to
to
help
those
residents
as
well.
L
L
T
S
Our
cars
are
insured
a
lot
of
the
time,
depending
on
the
amount
of
damage
we
don't
turn
it
into
Insurance.
Our
rates
are
going
through
the
roof,
we're
we're
probably
going
to
get
dropped
by
our
current
insurance
company,
because
so
much
of
this
has
been
happening.
S
They
do
pay
for
vehicles
if
they're
stolen,
if
they're
recovered,
they
do
not
pay
for
the
whole
car.
At
that
point,
that
would
be
on
us,
but
at
you
know,
over
the
next
few
years
it's
going
to
cost
more
than
cars.
It's
going
to
cost.
You
know
just
insurance
premiums
alone
and
deductibles.
You
know
more
than
a
house
more
than
multiple
houses.
If
this
keeps,
if
it's
still
on
Pace
of
what
we're
doing
right
now,
but
yes,
ultimately,
insurance
does
pay
for
it,
but
ultimately
we
pay
for
insurance.
J
And
I'm
thinking
out
loud
but
I'm
wondering
if
this
system
was
in
place
there
if
insurance
companies
would
take
that
into
consideration.
When
they're
setting
rates
for
businesses
there
on
Barber,
Road
I,
don't
know
I
know,
insurance
rates
are
lower
if
you've
got
a
fire
hydrant
next
to
your
house,
as
opposed
to
not.
B
C
N
I
had
a
quick
question:
Mr
President
about
these
explosions,
we've
been
hearing
I,
guess
it
was
a
city
of
Barberton
said
that
they
had
some
information
that
was
going
to
be
released
soon.
Have
we
heard
anything
about
that.
N
Know
it
was
I
think
it
was
on
the
Barberton
police
Facebook
page
I
thought
I
seen
it.
They
were
supposed
to
release
some
information
that
they
had.
They
had
figured
out
what
it
was
and
they
were
gonna.
It
was
gonna,
be
released,
so
I.
P
P
K
And
I
I
think
Mr
Lucas,
since
you
brought
that
up
too
I.
Think
man,
if
somebody's
gonna,
let
these
we'll
call
them
bombs,
go
off
or
whatever
you
want
to
call
them.
If
they're
going
to
let
them
off.
It's
not
like
it's
a
other
than
the.
What
14
days
we're
allowed
to
let
explosions
off
I
think
that
there
needs
to
be
some
harsher
legislation
if,
if
somebody's
going
to
do
these
acts,
just
my
opinion,
I
know
I've
had
some
elderly
people
reach
out
to
me,
scared
to
death
over
it.
K
N
A
R
B
P
N
R
Of
course,
Sharon
Center
I
believe
it
is
yeah
because
they
were
previously
TGC
engineering
but
yeah
Han
and
Brookside.
A
Yeah
and
back
to
the
pond
thing
they
were
used
on
that
as
well.
That's
why
I
was
sitting
there,
who
is
it
that
they
keep
popping
up
everywhere?
V
Tim
Murray
3312,
Barber
Road
I
have
22
semis
there
and
lots
of
refrigerated
trailers
and
probably
about
60
employees.
Cars,
personal
cars
there
on
four
acres
I'm
in
favor
of
the
cameras
by
the
way
I've
probably
been
on
Barber
Road
longer
than
anyone.
A
N
V
I
V
F
Doesn't
already
know
yes,
we
we
have
a
problem
too
we're
directly
across
the
street,
so
I'm
washing
my
cars
twice
a
day
right.
B
F
All
of
our
lawn
areas
are
filled
with
what
seem
to
be
wood
chips,
so
at
the
larger
rate
there
in
our
lot
and
then
the
small
is
also
literally
covering
our
parking
lot
now
so
the
smell
the
noise,
the
debris,
the
traffic,
the
uncovered
loads
I-
think
that's
it
for
now,
so
so
yeah
mulch
is
a
problem
for
us
as
well.
V
The
Mulch
goes
to
Scots,
so
the
mulch
has
to
be
the
color
Scots
wanted.
So
if
you
look
back
by
the
pump
you'll
see
totes
they're
called
they
have
dye
in
those
totes
and
they're,
going
to
die
that
mulch,
the
color,
Scots
and
Orville
wanted
and
that
die
on
that
mulch
is
going
to
get
on
those
white
trucks
and
those
white
cars.
K
I
had
two
items:
Mr
President
sure,
please
I've
had
a
couple
residents
call
me
and
I
I
told
Mr
tursky
already
about
Frazier
Road
in
Oak
Point.
The
concrete
road
conditions
are
very
poor.
They're
they're
crumbling
they've
been
hot
patched.
You
can
go
down
there
when
it's
when
it's
raining
and
water
is
actually
coming
up
under
the
road
and
Resident
asked
me
if
I
would
bring
that
up
on
Council
floor
tonight
to
the
rest
of
council
to
see
if
we
could
get
that
road.
Fixed
and
I
know.
Mr
tursky's
already
aware.
L
K
K
The
last
thing
I
have
for
today
is
I've
got
some
calls
from
residents
about
ditch
conditions
where
the
the
gas
lines
were
were
put
in.
Thanks
to
the
administration,
we
had
a
resident
who's
whose
culvert
pipe
was
blocked.
We
had
the
big
rain
coming
and
they
made
it
happen
to
get
a
residence
pipe
unblocked
from
the
construction
dirt.
So
water
could
flow
down
the
road,
but
I've.
Had
several
residents
ask
me
about
their
grass,
like
our
yard's
a
mud
hole
I,
it's
not
the
Final
Phase.
