I,
haven't
been
here
for
a
while
and
so
I
brought
these
questions
up
at
least
six
weeks
ago,
and
so
I
was
hoping
since
the
questions
pertain
to
stuff
that's
on
tonight's
meeting
and
the
Planning
Commission
agenda
that
maybe
you
guys
could
give
me
the
answers.
Some
clarification
now
I
had
asked
before
regarding
the
city's
water
tower
how
the
city
was
going
to
access
it
and
at
that
point
no
one
seemed
to
know
and
that's
when
the
road
was
being
repaved.
G
But
since
you
guys
are
voting
to
cut
down
all
those
you
know,
trees
are
going
to
talk
about
it.
I
figure.
Well,
the
developer,
the
guy.
That's
you
know
doing
that
must
want
to
know
how
he's
going
to
get
back
there
too.
So
maybe
you
could
tell
me
that
and
speaking
of
trees
being
cut
down,
there
are
a
lot
of
trees
being
cut
down
around
the
city
of
Norton
right
now
and
it's
funny
some.
G
Been
commenting
asking
me,
what
are
they
doing
there
and
I'm
kind
of
the
same
thing
I
wanted
to
know
it's
a
little
concerning
to
me
months
ago
we
put
the
mud
request
for
a
moratorium
on
hold,
because
we
said
it
wasn't
necessary
to
actually
put
it
on
hold
to.
You
know,
revise
it
to
to
look
at
it
and
you
know
fix
any
poles
that
might
be
in
there.
G
So
I
was
wondering
if
you
could
tell
me
what
suggestions
the
Planning
Commission
has
made
to
council
regarding
fixing
some
of
the
issues
that
are
in
the
mud
districts.
You
know
there
are
at
least
three
big
properties
right
now
that
have
over
the
10
acre
requirements,
so
it's
kind
of
like
well.
If
someone's
going
to
request
MUD
district
rezoning,
it
would
be
nice
if
we
knew
what
that
was.
G
There's
also
a
request
from
the
property
on
Cleveland
Massillon
Road,
which
they're
changing
the
zoning,
which
I
was
wondering.
If
someone
could
just
tell
me
what
is
an
RC
zoning,
you
know,
I
looked
up
our
stuff
and
I
didn't
see,
and
it
says
it's
requesting
from
our
to
RC.
Can
anybody
tell
me
what
RC
zoning
is?
G
You
know
people
ask
me
and
I'm
like
no
I
really
don't
know
so
and
then
my
last
question
is
regarding
Brookside
greens.
Thank
you
very
much
Justin
for
telling
you
know
telling
us
about
the
HOA
plan.
You
know
that
there
is
a
document
there.
G
I
was
just
wondering
if
you
could
tell
me
when
that
document
actually
takes
effect
is
you
know,
is
the
document
since
in
the
document
itself
it
says
that
the
minute
the
residents
sign
an
agreement
with
Ryan
Holmes
that
they
have
to
pay
x
amount
of
money
that
goes
into
the
HOA
and
I.
Don't
know
if
that's
true
or
false,
that's
just
what
the
document
said.
So
I
wonder
is
that
document
in
effect
today,
so
as
of
to
as
of
whenever
those
people
signed
their
homes.
G
G
I
Yeah
there's
going
to
be
an
easement,
a
temporary
easement
that
will
be
a
permanent
easement.
That
would
be
a
drive
on
the
Redwood
property
so
for
us
to
access
to
cut
those
trees.
Okay,.
G
You
guys
said
at
the
last
meeting.
You
know
when,
when
you
voted
on
the
moratorium,
a
lot
of
you
felt
that
there
were
things
in
the
mud
that
you
didn't
like
and
so
that
you
wanted
to
have
discussions
on
it.
I
just
wondered:
did
any
of
that
happen?
Has
there
been
any
discussions
to
update
any
of
it?
I.
A
Can
tell
you
to
the
best
of
my
knowledge.
There
has
been
no
discussion
on
the
Planning
Commission,
we
haven't
heard
anything
back
and
it
hasn't
come
up,
I'm,
hoping
that
we
can
get
it
I'm,
going
to
remind
them
again
that
they're
supposed
to
be
working
on
it
now.
I
do
know
that
everybody
wanting
to
be
there
and
I
think
at
the
next
Planning
Commission
Mr
steimac
isn't
going
to
be
there
when
they
discuss
it.
But
no,
we
don't
know
anything
so.
I
G
I

A
C
J
Cody
Huff,
with
Fred
Martin
at
3195,
Barbara,
wrote
I'm
here
on
behalf
of
the
organization
to
talk
about
the
flock
camera
system
which
we're
talking
about
last
year.
In
2022,
Fred
Martin
has
had
nine
theft
occurrences
amounting
in
just
under
a
half
a
million
dollars
in
merchandise.
The
majority
of
those
vehicles
that
are
stolen
are
the
suspects,
arrive
to
our
location
in
stolen
vehicles
right
off
the
highway
at
Barber,
Road
ourself
and
our
organization
has
made
many
improvements
to
our
lot.
Each
individual
theft-
that's
happened.
J
Some
of
the
things
that
we've
done
is
we've
invested
in
a
a
Bluetooth
vehicle
location
system
to
help
monitor
vehicles
that
have
motion
after
hours
that
helps
us
alert
our
security
guards
that
we
have
hired
in
the
past
year.
Another
investment
to
let
him
know
of
motion,
that's
happened
on
vehicles
and
hope
to
preemptively
get
those
Vehicles
before
they
leave
the
lot
we
put
about
twenty
six
thousand
dollars
in
rocks
out
front
to
help
they
were
driving
over
the
curbs.
J
J
You
know,
hopefully
with
the
flock
camera
system,
which
we're
doing
a
partial
donation
and
paying
for
the
service
for
for
two
years
and
hopefully
re-look
at
it
and
see
if
it's
something
that's
valuable
to
us
and
a
valuable
to
the
community
and
the
police
department,
when
somebody
pulls
off
the
highway
at
Barber
Road
and
we
can
automatically
read
their
plate
and
see
that
it's
a
stolen
vehicle,
because
that's
how
they're
always
arriving
you
know,
police
can
dispatch
at
that
time
and
not
just
for
us,
but
for
all
the
residents
of
the
community
to
get
those
people
before
anything.
J
Bad
happens
throughout
the
streets
of
Norton
and
Barberton.
Also,
would
you
know
byproduct
of
that,
so
it
would
benefit
both
communities.
We
also
have
many
improvements
that
we're
working
on
in
the
future.
You
know
line
of
sight
cameras,
we're
working
on
a
radar
system
to
see
motion
that
is
not
motion
detected
through
our
camera
company,
so
so
we're
continuously
trying
to
improve
our
situation,
to
make
it
better.
Every
every
year
to
hopefully
crack
down
on
this,
and
this
isn't
a
problem
that
just
hits
Barberton
and
Norton
areas.
J
This
is
a
theft
ring,
that's
all
over
Northeastern
Ohio.
So
you
know
we
don't
have
to
be
foolproof
in
Norton.
We
just
have
to
be
better
than
all
the
other
communities
out
there
that
don't
have
these
Technologies
to
help
thieves.
We
want
to
make
sure
that
when
they
get
off
Barber
Road
exit
that
they
know
that
they're
going
to
get
picked
up
by
the
police
and
hopefully
no
crimes
would
be
committed
because
they
would
realize
there's
other
areas
which
they're
not
being
tracked
by
these
cameras
and
not
even
pool
off
the
highway
to
commit
crimes.
J
C
K
K
You
know
I,
remember
not
too
long
ago
us
talking
about
how
we
can
help
Fred,
Martin
and-
and
you
know,
this
is
a
way
that
we
can
really
help
Fred
Martin,
as
everyone
knows,
when
we
talked
about
this
before
I
I
supported
this,
the
flock
cameras.
This
seems
to
be
a
little
less
omnipresent
for
those
people
who
are
concerned
about
this
being
throughout
the
city
in
different
places
in
the
city.
This
is
targeted
to
a
spot
where
we
have
a
problem.
K
K
It
might
help
out
one
of
our
one
of
our
businesses
in
the
city
who,
quite
frankly,
has
been
very
good
to
the
city
of
Norton
over
the
years
very
good
to
the
city
of
Norton
over
the
years
and
I
think
it's
a
way
that
we
can
help
them
out
so
Mr,
tursky
I,
don't
know
if
you
have
anything
to
add
or
if
any
other
council
members
have
anything
to
add.
K
C
Do
just
for
clarification.
This
is
four
cameras:
correct,
yes
and
two
at
each
ramp
at
76
and
Barbara
Chief
dalessandro.
If
you
don't
mind.
D
D
Not
not
on
the
exits
or
entrance
no,
so
the
first
set
of
cameras
will
be
on
the
south
end
I,
take
over
by
the
old
all
sides
Plaza
there
one
would
be
for
the
the
North
End
northbound
lane.
One
will
be
for
the
southbound
lane
and
then
on.
The
opposite
side
will
be
over
by
trusty
cars.
D
A
D
Like
Mr
Huff
said
we'll
we'll
reevaluate
we'll
we'll
look
and
see
what
these
cameras
have
done,
but
just
like
any
other
contract
like
your
cell
phone.
If,
if
we're
not
getting
any
product
out
of
it
or
it's
not
helping
at
all,
we
can
pack
them
up
and
send
them
back.
A
Is
this
cost
of
21
400?
That's
a
total
cost
for
the
four
cameras
on
installation
and
for
actually
the
service
itself.
C
So
this
question
it
may
be
to
you:
Chief
does
Sandra,
maybe
it's
Mr
Marky
the
way
the
ordinance
is
written
in
two
years.
Does
it
have
to
come
back
to
council.
I
I
Council
had
previously
voted
on
this,
so
even
though
there
wasn't
going
to
be
an
expense
or
funds,
we
want
to
make
sure
Council
had
the
opportunity
to
review
this,
because
we
didn't
want
to
put
the
cameras
in
without
Council
approval,
since
it's
already
been
voted
down
once
second,
because
it
contemplates
in
there
that
the
fees
we
paid
by
Fred
Martin
Motors
that
in
the
future
schedule,
will
be
expensive
over
ten
thousand
dollars.
This
will
have
to
come
back
to
council,
so
there
would
not
be
a
renewal.
I
I
And
so
the
chief
can
talk
about
that,
so
the
the
actual
service,
only
our
officers,
have
access
to
the
cameras
and
interface
with
the
service,
so
the
contract's
actually
with
the
city
of
Norton.
A
I
But
the
what
what
will
happen
Miss,
Keener
and
I
talked
about
this-
is
when
we
get
the
invoice
from
flock
we're
going
to
present
that
the
Fred,
Martin
and
they'll
pay
it.
So
we
won't
have
a
check
coming
from
the
city.
It'll
come
from
Fred
Martin,
but
we're
the
ones
that
actually
signed
the
agreement
because
we're
the
ones
that
interface
with
the
system
so.
D
L
So
I
have
a
question
on
here,
so
it
says
it's
ten
thousand
dollars
for
the
hardware
and
software
products,
what's
the
cost
of
the
annual
subscription,
because,
obviously,
if
the
cameras
are
up
there
and
they're
they're
for
two
years,
what's
the
subscription
cost
like
the
yearly
so.
I
I
think,
do
you
have
that
that
itemized
invoice
so
I
think
it's
2500
per
camera
per
year,
so
the
first
year
is
the
fourteen
hundred
dollar
install
and
then
a
ten
thousand
dollar
per
year
charge
and
that
shows
a
subtotal
year
11-4
and
then
the
annual
recurring
total
is
ten
thousand,
which
is
the
four
cameras
times
the
2500.
So
that
would
be
the
second
year
be
the
ten
thousand
for
the.
I
D
It
it's
within
seconds
so,
once
a
stolen
car
passes,
it
reads:
its
plate
will
automatically
send
an
MDT
notice
to
the
officer
in
their
Cruisers
and
it'll,
be
quickly.
I.
K
D
L
F
Is
the
are
the
cameras
of
such
Clarity,
where
you
would
actually
be
able
to
see
the
drivers?
No.
M
A
question
Chief
so
as
a
theft,
deterrent
I'm
just
curious
how
many
instances
of
theft
have
as
like
Fred
Martin
had
down
there
over
the
years.
I
know
it
seems
like
we
see
in
the
paper
just
about
every
week,
but
how.
D
J
The
in
the
last
12
months,
we've
had
nine
theft
occurrences
of
vehicles
directly.
We've
had
countless
catalytic
converter
thefts.
It
seems
like
those
happen,
every
few
weeks
and.
F
And
as
Mr
Kernan
said,
you
know,
Fred
Martins
been
extremely
gratuitous
to
the
city
over
the
years,
and
if
we
can
do
something
to
keep
the
crime
rate
down
here
within
the
city,
they're
putting
the
bill
for
it,
I
think
would
be
kind
of
foolish
not
to
do
what
we
can
to
I
mean
there's
a
number
of
car
places
down
there
and
yeah
they're.
They
seem
to
be
attractant
for
for
thieves,
they're,
easy
targets
for
the
most
part.
F
So
to
me
this
is
kind
of
a
a
no-brainer
for
a
nice
test
run
to
see
how
well
they
work.
Are
they
really
a
deterrent
or
they're?
Are
they
not?
So
the
citizens
are
out
nothing
financially
by
moving
forward
with
this
trial
and
seeing
how
well
it
works
or
doesn't
work,
and
then
we
re-evaluate
in
two
years.
N
L
You
know
I
like
the
the
privacy
of
not
having
cameras,
but
I
do
see
that
there's
cameras
on
everything,
your
your
iPhone,
your
alarm,
clock
your
car,
there's
cameras
everywhere.
That.
D
Well
then,
they
start
running
the
the
plates
through
the
Akron
system
and
it
shows
them
every
Chevy
Silverado
that
has
passed
by
and
they
look
for
the
the
bumper
sticker,
the
or
the
the
markings
on
the
vehicle.
L
My
opinion
of
this
is,
you
know:
Fred
Martin's,
obviously
the
largest
employer,
second
largest
employer.
We
have
in
the
city
they're
going
to
flip
the
bill.
It's
going
to
do
two
things:
it's
going
to
deter
theft,
it's
going
to
catch
thieves
and
it's
going
to
keep
the
public
safer.
So
you
know
like
I,
said:
I'm,
not
a
big
camera
guy,
but
I
think
it's
a
great
it's
a
great
way
to
experiment
with
something
that
we
could
see
if
it
fits
the
city
in
the
future.
H
H
So
I
had
to
I
want
to
go
back
to
the
the
renewal
term,
so
in
section
6.1
on
page
27,
it's
saying
that
it
will
automatically
renew
for
the
success
of
renewal
terms
the
grid
of
one
year
or
in
this
case
it'd
be
two
another.
Two
years
so
I
mean
I
know
it
would
have
so
we're
saying
it
would
have
to
come
back
to
Council
in
two
years
for
approval,
because
it'd
be
more
money
to
spend,
but
is
US
passing
this
ordinance
in
the
next
few
weeks.
Does
that
tie
us
into
automatically
renewal.
I
We
can
order
phone
terms,
so
we
can
add
to
the
order
form.
I
think
flock
understands
the
what
we're
doing
what
before
Council
brings
this
ordinance
for
a
vote,
we'll
have
a
thing
added
on
the
order
form
that
it
will
not
automatically
renew.
That's
that's
how
the
language
is
presented
there
and
well.
M
Then
it
does
take
the
into
that
paragraph
that
unless
either
party
gives
non-renewal
notice
at
least
30
days
prior
to
the
end
of
the
term,
yeah.
I
A
Then
the
question
is
going
to
come
up,
so
I
have
to
ask
it:
is
there
any
way
that
Fred
Martin
couldn't
get
since
they
put
all
this
money
out
already
in
surveillance
and
and
guards
and
everything
else
that
they
couldn't
get
a
plan
of
some
type?
That
would
be
putting
this
information
out
there
anyway,
that
it
doesn't
have
to
go
through
our
Police
Department
I'm.
A
J
D
B
D
So
so
we'll
sign
an
agreement
with
ncic
which
is
kind
of
what
we
use
for
leads.
They
have
your
information
on
the
license
plate
readers
we'll
get
that
information
from
flock
automatically
on
a
vehicle
when
we
request
it
just
like
we
would
with
our
regular.
You
know,
database
and.
A
D
K
So
I
think
I
think
to
be
clear.
I
just
want
to
this
system
does
not
take
a
picture.
It
takes
a
picture
of
every
vehicle,
but
it
doesn't
feed
all
of
that
information
to
anybody.
What
it
does
is
when
it
takes
a
picture,
and
it
recognizes
a
stolen
vehicle
because
of
the
license
plate.
It
dings
the
police-
yes,
so
that
they
know
that
vehicle
is
in
the
area
and
they
can
go
out.
It's
not
like.
Oh
look,
Charlotte
just
drove
down
the
road
we're
going
to
let
the
police.
D
F
Yeah
I
would
request
that
you
know
maybe
every
six
months
or
so
that
it's
Revisited
just
to
see
how's
it
working.
You
know,
I.
F
Then
something
the
flag.
You
know
three
months
prior
to
the
contract
being
up
hey.
We
need
to
look
at
this.
We
need
to
address
it
and
is
it
working?
Is
it
not?
Are
we
going
to
continue
with
the
service
and
go
forward
from
there,
but
I
I
think
it
needs
to
be
flagged
on
somebody's
calendar
just
like
we
would
any
other
contract.
M
Right
and
I'll
be
interested
to
see
how
it
works
as
well,
because
I
mean.
Obviously
we
have
a
company
that
has
served
us
well
like
we
said
that
is
losing
a
significant
amount
of
money.
I
thought
it
would
be
way
less
than
that
I
had
no
idea.
It
was
that
great
I
mean
that's,
that's
a
lot
of
employees.
That's
a
lot
of
area.
Improvement
new
I
mean
that's
a
whole
new
building.
So
truthfully.
M
Yeah,
it's
it's
sad
that
we're
in
a
state
of
society
where
we
have
to
deal
with
something
like
this,
but
we
criminals
are
creative
and
they
find
ways
to.
You
know,
come
on
to
your
lot
and
steal
stuff,
whether
it's
catalytic
converters
or
the
whole
car,
and
we
have
to
get
creative
as
well,
to
try
and
catch
them
so
or.
K
A
Is
there
any
data
and
database
that
that
actually
has
shows
how
effective
that
the
flock
cameras,
or
anything
similar
like
that
that
might
be
in
business?
So.
D
D
A
has
a
very
large
database
if
you
go
to
their
sis
their
website,
they
claim
it's
reduced
crime,
70
percent
in
some
areas,
I
think
they
they
reference,
like
maybe
Las,
Vegas
or
San
Diego
in
here.
F
A
A
Well,
I
I,
don't
really
care
what
flock
says.
I
was
wondering
if
there
was
a
database
that
outside
entity
like
Akron
Police
I
mean
you
read
the
papers
I've
not
actually
seen
too
much
given
credit,
because
flock
was
there
is
why
we
managed
to
right.
J
Charlotte,
just
from
our
experience,
the
city
of
Akron
has
done
a
great
job
to
flock
cameras
and
many
of
the
criminals.
Who've
stolen
cars
from
our
lot
have
been
tracked
to
houses
in
the
Akron
area,
based
off
of
their
license
plates
being
read
by
flock
cameras.
J
A
lot
of
times,
they'll
ditch
the
car
when
it's
too
late,
instead
of
catching
them
as
they're,
leaving
a
certain
place
or
they're
pulling
to
a
parking
deck
drop.
The
car
off,
but
many
times
have
we
gotten
leads
from
Akron
to
ourselves
or
to
the
state
of
Patrol
or
Norton
of
hey.
This
car
went
through
the
flock
system.
If
you
catch
up
to
them,
you
can
pull
them
over,
but
usually
by
that
time
it
happens.
It's
too
late
because
they're
already
out
of
range
of
a
flock
camera
somewhere.
J
J
A
B
K
E
C
M
You
Mr
President,
so
we're
discussing
the
possible
addition
to
council
rule
1-8
of
no
electronic
devices
during
the
committee
or
council
meeting
so
I'm
a
little
torn
on
this
one
I'm,
not
a
real
big
fan
of
maybe
unnecessary
rules
as
well.
M
M
I
did
reach
out
to
several
other
council
members
to
kind
of
get
their
opinion
on
this,
and
the
majority
of
what
I'm
hearing
is
that.
Maybe
it's
not
really
necessary
that
we're
kind
of
all
all
adults
here
and
we
can
be
told
like
hey
you
know,
have
you
know,
know
that
we
either
just
don't
have
the
cell
phones
out
and
not
make
it
at
issue.
I
know
it
was
brought
up
to
me
as
well
at
the
council
meeting
that
you
know.
M
Maybe
our
past
City
officials
that
we
had
were
kind
of
doing
this
from
time
to
time,
but
I
feel,
like
we've
moved
beyond
that.
We're
not
going
to
be
seeing
that
anymore.
So
yeah
I,
don't
know.
I'd
like
to
hear
other
council
members
opinion
as
well
like
I,
said:
I'm,
not
I,
think
I,
don't
think
that
we've
had
a
problem
with
that
here.
I,
don't
think
it's
something
that
usually,
when
you
have
a
role
it's
created
because
of
a
problem
or
a
real
need.
I
haven't
really
seen
seen
that.
F
F
Most
of
us
have
tablets
now
or
laptops,
or
something
that
it's
an
electronic
device.
So
and,
like
you
said
we're
adults
president
runs
the
meeting.
If
he
sees
somebody
in
the
audience
somebody
up
here
on
Council
the
administration
using
their
cell
phone,
he
can
ask
them
to
put
it
away
or
she
can
ask
them
to
put
it
away.
B
F
There's
I
haven't
seen
that
much
of
an
issue
like
you
said
the
former
some
people
from
the
former
Administration
you
know
seem
to
abuse
it,
maybe
a
little
bit
there.
But
again
it's
the
council
president's
position
to
facilitate
the
meeting
as
it
goes
along
control
the
room
and
that's
part
of
it.
B
A
M
Phone
basically
right
right
and
that's
why
I
was
going
to
say,
I
think
they're
they're
in
lies.
Part
of
the
problem
like
so
like
I
mean.
How
far
do
we
take
this
in,
like
because
I
mean
some
people
have
watches
that
you
can
get
text
messages
so
then
do
we,
you
know
no
watch
is
allowed,
I
mean,
like
Apple
watches.
You
can
get
a
message
or,
like
I,
understand
the
antenna.
What
you're
saying
I
just
it's
it
like.
M
How
far
do
you
take
that
then,
because
it
says
electronic
devices,
so
does
that
mean
the
laptops
have
to
go
because
I
know
some
of
us
like
to
get
digital
versions
of
the
agenda
and
then
it's
convenient
and
they
don't
want
a
paper
paper
version.
They
just
want
to
carry
the
digital
version
and
they
want
to
bring
it
in
here.
Sometimes
you
know
get
it.
You
have
an
email
from
a
constituent
and
it's
you
pull
it
up
during
the
meeting.
Oh
that's
right!
This
is
what
they
said.
M
A
Yeah
my
concern
isn't
with
somebody
sitting
up
here
and
actually
tapping
out
their
little
text
messages
going
out.
It's
what's
coming
in
right.
That's,
where
is
my
biggest
concern?
I
mean
anybody
could
see
if
you
were
sitting
over
here
typing
out
your
little
texts
off
to
somebody.
Any
of
us
could
see
that
and
say
something
about
it.
It's
what's
coming
in
that
you
wouldn't
actually
have
to
respond
to.
F
F
Not
have
the
meeting
if
we're
discussing
something
say
you
know:
hey
yeah
we've
had
this
issue
blah
blah
blah
to
add
a
little
more
information
to
what's
being
discussed,
I
mean
that's
our
job
is
to
to
service
the
residents,
so
we're
going
to
block
out
a
period
of
time.
Oh
you
can't
contact
me
why
I'm
up
here?
What's
the
difference
if
you're
five
minutes
after
the
meeting
or
five
minutes
before
the
meeting
to.
A
Yeah
I,
don't
think
I
agree
with
that,
because
it
could
be
somebody
having
a
question
could
be
somebody
just
giving
information
out
that
you,
the
rest
of
us,
wouldn't
have
it
wouldn't
be
a
question.
It
wouldn't
be
a
complaint.
It'd
just
be
passing
on
something
else
to
do
it
but
see
I'm
getting
getting
nowhere
with
it
anyway.
A
A
M
C
K
C
F
I
B
A
I
I
mean
it
the
way
it's
written,
it's
supposed
to
do
at
the
organizational
meeting
or
as
soon
as
thereafter
is
possible,
you're
supposed
to
review
and
vote
on
amendments
if
necessary.
So
you
don't
have
to
re-adop
the
rules
they
just
stand
as
they
are,
but
then
to
your
point,
Miss
lipke
you'd
have
the
higher
votes
threshold.
If
you
try
to
do
it
at
a
later
time,.
B
C
C
A
Thank
you,
Mr
President,
actually
we're
here
still
discussing
about
the
agreement
with
Barberton
on
the
benefit
fees.
That
was
the
my
big
issue
with
this
and
there
has
been
Fuller.
You
know
more
discussion
with
it
that
we
got
an
email
from
Mr
Markey
this
morning
that
an
update
on
the
water
sewer
benefit
charge,
collection,
agreement
with
the
city
of
Barberton,
and
he
and
Miss
Keener
had
been
discussing
the
agreement
with
Lisa
Miller.
That's
the
attorney
for
she's.
A
Finance
director
Barberton
has
indicated
it
does
not
want
to
be
in
a
position
to
order
shutoffs
of
service
for
Norton
customers
based
on
failure
to
pay
the
benefit
charge.
We
have
agreed
that
the
administrative
enforcement
mechanism
will
be
for
Barberton
to
certify
delinquent
benefit,
charge
amounts
to
Norton,
and
then
Norton
will
be
responsible
for
certifying
those
unpaid
amounts
to
The
Summit
County
fiscal
officer
for
collection
on
the
property
tax
bill,
which
is
the
way
I
was
understanding.
A
It
was
going
to
be
done
when
we
first
discussed
this,
and
so,
if
somebody
can
pay
their
water
charges
whatever
that
may
be
sewer
water
combined
whatever,
and
but
yet
they
can't
manage
to
pay
the
benefit
charge.
They're
not
going
to
have
their
water
cut
off,
which
is
what
I
was
striving
to
get
something
at.
Do
we
have
that
in
in
any
type
of.
I
H
I
A
A
A
That
yeah
I
believe
there
is
a
three
percent
Administration
administrative
fee,
I
didn't
bring
that
particular
codified
with
me.
A
C
I
Only
I
mean
really.
The
only
remedy
we
have
is
to
certify
the
unpaid
amounts
and
it
gets
put
on
the
property
tax
bill
and
then
that
then
it's
the
fiscal
officer's
responsibility
collected
so
that
just
that
just
takes
a
normal
course.
That's
out
of
our
hands.
We
certify
the
amount
they
they
collect.
Like.
B
L
If,
if
a
resident
doesn't
pay
their
water
bill,
they
get
charged
those
percentages
if
they
don't
pay
attaches
to
the
property
tax
bill,
correct
what
happens
if
it's
a
rental
it
attaches
to
the.
C
C
M
You
Mr
President,
so
this
is
ordinance
number
zero,
four,
twenty
twenty
three
ordinance
approving
the
editing
and
inclusion
of
certain
ordinances.
So
basically,
this
is
just
acknowledging
the
ordinances
over
the
last
year
kind
of
just
more
of
a
formality.
N
A
Because
I
was
going
to
say,
I
I
noticed
that
at
least
well,
which
one
was
it
some
of
them
are
already
in
for
this
year
on
up
on
the
website
as
far
as
being
in
our
codified
already
but
I.
Don't
think
it
was
changes
that
we
had
made.
I
C
A
Right,
it
was
a
state
ones
that
I
was
mostly
interested
in
seeing
this,
how
I
don't
get
to
see
them
and
I
don't
have
any
voice
in
them,
then
I
kind
of
Wonder,
just
where
these
popping
out
now
I
know
I've
asked
before,
but
I
like
to
ask
again:
it's
just
I
didn't
see
what
the
change
was
since
they're
already
in
our
books,
I
think
the
one
on
here
is
or
what
it
it's
for
basically
cough
syrup.
The
the
long
named
thing.
A
Where
is
that
one
at
the
sale
of
dextromethorphan
and
that's
cough
syrup
and
I,
think
they
lowered
the
age
to
like
18
before
they
had
to
do
it,
and
we've
already
got
that
on
our
on
our
books.
Already
there
was
another
question
it
had
nothing
to
do
with
this
got
one
that
seems
to
be
here,
but
it's
not
in
the
state
and
I
have
to
double
check
that
one
yet.
But
it's
just
ahead
of
that
that
Dex
math
the.
M
K
Thank
you,
Mr
President.
This
is
an
ordinance
to
purchase
new
turnout
gear
for
the
fire
department.
There
was
one
quote
that
was
received
for
the
equipment
that
was
requested
by
the
chief.
It
looks
like
it's
seven.
The
quantity
is
seven
sets
of
gear,
the
amount
being
26
215
dollars
again.
This
is,
as
I've
said
in
the
past,
with
these
types
of
purchases,
these
are
the
things
that
we
need
to
keep
our
safety
forces
safe.
K
So
there's
not
much
reason
to
to
have
much
question
about
this,
but
if
there
are
any,
please
ask.
K
N
L
K
K
A
K
F
It's
crazy.
It
depends
on
what
the
ratings
of
the
turnout
gear
are.
There
are
certain
chemicals
that
the
soup
probably
protect
against
in
certain
chemicals
that
they
would
not
I.
Don't
know
you
see
the
actual
specs
on
it.
A
K
H
You
Mr
President.
This
is
ordinance
number
seven
2023.
This
would
be
transfers
that
have
been
budgeted
for
2023
on
page
41.
There's
a
list
of
these
totaling,
just
over
3.3
million
included
in
that
number
is
891
745
dollars
that
was
originally
authorized
in
2022.
That
was
part
of
you
can
see
in
the
memo
on
page
37,
part
of
ordinance,
Number,
96
2022.
H
A
Questions
actually
the
only
one
The
public's
going
to
see
or
even
ask
for
that
matter
is
the
I
think
the
550
000
to
the
to
find
the
service
department
operations,
but
I'm
curious?
Why
we
pass
this
as
an
emergency
last
year,
Why
didn't
it
get
get
done
last
year
that
it
wasn't
transferred,
it
didn't
have
to
be
done.
A
A
H
Anything
else,
I'd
I'll,
make
a
motion
to
add
ordinance,
number
seven
2023
to
next
agenda.
F
You
Mr
President.
This
here
is
concerning
the
property
owned
by
the
city
adjacent
to
State,
Route
21.
Excuse
me
where
the
proposed
water
tower
would
be
built,
removing
the
trees,
cutting
them
down.
F
My
only
real
question
with
this
is
and
I'm
not
familiar
with
the
trees
on
that
parcel,
but
are
there
any
trees
worth
logging
and
have
they
reached
out
to
anybody
given
the
price
of
lumber
lately,
whether
or
not
the
city
could
actually
make
money
off
these
trees
and
having
the
property
logged
prior
to
cutting
down
whatever
trees
are
left.
O
O
N
O
31St
yeah
there's
a
season
March
31st
through
October
31st
van
Kirin,
was
going
to
be
the
only
way
that
we
would
get
those
trees
down
in
time
in
order
to
start
the
actual
Water
Tower
project
prior
to
probably
The
Good
Old
Winter,
maybe
early
next
year,
I
know
Barberton
tree
put
in
a
quote
of
just
the
hair
under
twenty
thousand
dollars.
The
only
thing
with
barbed
in
trees
quote
is
that
they
will
have
to
well.
O
This
is
going
to
cause
them
to
have
to
take
out
the
stumps
and
do
the
grinding
as
they
go,
whereas
van
Karen
would
be
able
to
go
in
with
their
machine
cut,
the
logs
stack
them
not
grind
the
stumps
and
then
come
back
at
a
later
Point.
Once
a
Road's
already
been
built
by
the
contractor,
that's
doing
the
water
tower
and
that
road
will
be
built
for
them.
They'll
grind
the
stumps
and
it'll
be
a
part
of
that
project.
From
there
on
out.
O
If
Barberton
tree
were
to
go
in,
we
would
have
to
have
a
storm
water
prevention,
storm
water
pollution
prevention
plan
done
so
fences
we'd
be
really
pushing
that
deadline
in
March
31st.
To
be
honest,
we
wouldn't
hit
it,
so
we
presented
an
option
to
council
that
would
allow
us
to
expedite
the
project
to
get
them
out
there
sooner.
O
F
H
F
G
I
live
on
Golf,
Course
Drive,
so
I
just
had
a
couple
questions:
if
you're
going
to
cut
down
the
trees
up
there
and
just
let
them
sit,
how
is
that
going
to
affect
like
the
runoff
and
stuff?
One
of
the
concerns
that
we
had
as
residents
on
Golf
Course
Drive
was
that
there
were
those
Springs
up
there.
So
there
was
also
the
issue
and
I
I.
G
Don't
I
can't
prove
it,
but
when
the
I
don't
know
who
it
is
the
county
when
they
took
the
roadway
and
changed
the
ramp
from
21
to
76.,
it
seemed
as
if
we
took
a
hit
of
a
lot
more
water
coming
down
through
our
properties.
So
I
understand
you
know,
I
watch
them
take
all
the
trees
down
from
Brookside.
I
know
how
they
were
able
to
do
that
and
leave
them
stacked
there.
O
B
G
You
know
and
the
other
reason
we're
concerned
about
up
there
is
you
know
we
we've
taken
a
hit
with
the
mosquitoes
a
lot
so
like.
If
we
come
to
council,
you
know
and
you're
talking
about
the
Mosquito
Abatement
District.
You
know
the
people
at
my
end
of
Golf,
Course,
Drive,
just
love
them,
because
you
know
we
took
a
hit
a
couple
of
times
with
some
really
nasty
bugs
up
there,
but
so
any
amount
of
extra
water
that
comes
our
way
is
kind
of
like
we're.
H
G
You
know
we
do
talk
to
them
a
lot.
Those
people
are
I
can
tell
you
you
know
for
anybody
that
wants
to
work
with
them.
They
are
just
the
nicest
people,
the
most
caring
people
they
go
out
of
their
way
to.
They
have
gone
out
of
their
way
since
the
development
was
built
and
trying
to
get
rid
of
all
like
or
or
not
get
rid
of
the
water,
but
to
alleviate.
N
M
So
I
just
want
to
a
couple
questions.
Real
quick,
make
sure
I
understand
this
so
Barbed
and
tree
at
the
quote
of
19
995,
so
basically
20
000.
We
we
cannot
use
well,
we
sh,
it
would
be.
We
have
to
add
a
Stone
Drive.
Is
that
what
so?
What
is
different
about
vancurin
that
we
don't
have
to
have
the
the
Stone
Drive?
So.
E
O
The
Swift
like,
along
with
the
Swip
they're,
also
going
to
have
to
do
the
silk
fencing
to
prevent
water
runoff.
The
van
curen
is
actually
which
road
are
they
doing.
The
one.
M
L
M
Through
okay
well
I,
just
on
the
on
the
quote
here
also
it
says
for
Barbara
tree
that
they
could.
You
know
under
that
first
little
paragraph,
it
says
they
flush
cut
stumps.
They
grind
the
stumps,
also
but
I'm
just
wondering
if
that's
issue
they
could
just
flush,
cut
them
and
leave
them.
Or
is
that
not
an
option
for
that
point
in
time
or
when.
E
O
My
apologies
and
the
engineer
out
there
they
were
instructed
that
the
stumps
had
to
remain,
as
is
so.
This
is
what
they
gave
us
is
the
varieties
in
the
bush,
I
mean
yeah,
it's
our
backs
are
against
the
law
on.
M
O
H
O
L
This
potential
ordinance
here-
and
there
was
only
one
quote
attached
to
it,
so
I
did
my
homework
and
I
called
I
called
down
to
Barberton
tree
I,
told
you
guys
I
called
down
to
Barberton
tree
and
asked
them
if
they
were
included
in
the
bid,
because
they're,
a
local
business
and
I
think
they
should
have
an
opportunity
and
they
said
that
they
were
included
in
the
bid
and
I
kind
of
started
going
over
the
project
and
Mr
Hess
wasn't
there
during
that
process.
It
was
whatever
the
engineer
running.
L
He
was
there
and
he
didn't
divulge
a
lot
of
the
information
that
we've
talked
to.
So
when
Barbara
and
tree
bid
this
they
didn't
bid.
It
like
these
guys
did,
because
they
weren't
told
some
things.
Okay,
so
I
think
that
to
be
fair
to
Barbara
and
tree
being
a
local
business
that
we
should
maybe
reach
back
out
to
them
walk
back
over
the
project.
Maybe
you
know
fast
this
week,
so
we
could
still
move
on
it
and
and
go
back
to
them
and
see
if
they
can
really
do
it
or
not.
L
So
I
I
think
that
we
should
always
give
a
a
local
business
of
the
best
opportunity.
That's
why
I
reached
out
to
him
so
I
I
think
that
we
should
have
a
meeting
with
Barbara
and
tree
one
more
time
give
them
an
opportunity
to
have
a
fair
evaluation
of
what
it
looks
like
and
support
local
jobs.
So
that's
my
opinion.
A
Should
we
did
we
actually
bid
these,
or
these
are
just
proposals?
Proposals
just
quote:
should
I
okay
I
just
wanted
to
make
sure
and
then
take
it
that
this
would
be
exhibit
a
on
the
part
that
was
given
to
us
today,
because
there
is
no
exhibit
a
in
the
packet.
I
C
So
a
question
I
have
regardless
who
we
would
go
with
and
I
think
I
think
we
approached
Barberton
three
again
as
in
order
for
this
to
be
done
by
March
31st.
When
do
they
need
a
signed
agreement,
so
we
know
what
we're
dealing
with
from
council's
standpoint.
I.
Think
I,
guess
that
question
obviously
we're
going
to
have
if
we
do
it
by
March
30th
we're
going
to
have
the
wave
Radiance.
But
you
know
I'd
like
to
know
exactly
what
we're
up
against
and.
L
If
we
don't
get
it
done
by
March,
the
council
doesn't
approve
it.
It
would
get
pushed
back
till
November
because
of
the
of
the
bat
situation
in
the
timber
thing.
Mr
pilot
brought
up
I
think
that's
a
great
idea.
I
know
that
Timber
companies
are
really
really
backed
up,
because
a
lot
of
people
have
decided
to
sell
timber
because
prices
are
so
high.
So
I
don't
think
in
in
this
scenario
that
we
would
have
enough
time.
You
know
to
sell
the
trees
to.
H
F
I
know:
I
I
have
a
good
friend
that
owns
quite
a
bit
of
acreage,
but
he
made
very
nice
sum
off
of
having
his
property
logged,
to
say
the
least.
So
bigger
is
worth
checking
out
if
nothing
else,
if
they
cut
them
down.
What
lengths
does
the
lumber
company
want
the
lengths
cut
to
and
whoever
we
go
with?
Maybe
we
make
sure
that
the
trees
are
cut
to
that
specific
length.
A
O
L
O
N
A
I
L
And
so,
if
we
did
go
with
the
vein
Karen,
they
wouldn't
be
able
to
even
have
access
to
that
property
until
the
easement
was
written,
correct
or
is
redwoods.
C
F
Lot
nope
I
was
going
to
suggest
the
same
thing
you
know,
reach
out
to
Barberton
tree,
make
sure
we're
comparing
Apples
to
Apples,
give
them
that
ability
to
re-quote
if
they
so
choose
Define
the
exact
timelines
that
we
need
to
meet
from
a
council
perspective
of
having
a
passed
and
then
any
other
questions
that
were
proposed
here
this
this
evening
have
those
answers
for
committee
of
the
whole
next
week.
C
K
President,
if
I
may
just
wanted
to
report,
we
had
talked
it
was
the
last
meeting
in
the
meeting
before
about
the
the
speed
limit
signs
and
the
installation
of
those
electronic
signs
talking
with
Administration,
the
administrator
and
and
mayor
working
with
the
chief
of
police.
They
are
looking
at
historical
data
traffic
patterns
accidents
in
order
to
choose
the
the
sites
for
all
of
those
signs
to
go
up.
K
So
once
that's
done,
they'll
be
installing
the
rest
of
those
signs,
the
portable
trailer
that
we
usually
use
a
little
more
thoughtful
about
that
during
the
winter
because
of
snow,
plowing,
possible
accidents
and
things
of
that
nature,
but
as
weather
gets
a
little
bit
better,
we'll
be
seeing
that
trailer
a
little
more
in
the
spots
that
we
get
get
reports
from,
so
that
we
can
keep
an
eye
on
that
as
well.
So
I
just
wanted
to
let
everybody
know
that
the
that
that
is
being
worked
on
and
that's
all
I
have.
Thank
you.
L
I
had
one
thing:
I've
gotten
a
ton
of
phone
calls
on
the
property
that
was
clear,
cut
up
on
261
there
by
the
diagonal
from
the
Duke
up
there.
Some
people
lived
across
the
street
from
where
the
construction
equipment
was
going
in
and
out
asked.
You
know
they
know
something's
going
to
go
in
there.
L
It's
just
a
matter
of
time,
whether
it's
a
business
or
houses
or
whatever,
but
they
asked
if,
when
a
roadway
is
to
be
established
to
access
that
property,
if
the
city
would
consider
making
sure
the
traffic
that
goes
in
and
out
would
come
where
the
headlights
would
point
at
the
businesses
that
are
there.
Instead
of
being
pointed
in
the
windows
of
the
resident's
houses
and
I
just
wanted
to
bring
that
up
on
Council
floor,
because
I
think
that
that's
a
a
good
way
to
look
out
for
our
residents.
M
All
right,
something
as
well:
Mr
President
I'm,
getting
a
lot
of
questions
about
the
Mount
Vernon
rezoning
that
it
we're
possibly
looking
at
is
that
at
the
Planning
Commission
meeting,
where
we're
gonna
is
that
February
22nd,
6
p.m,
I
believe
correct.
M
14Th,
okay,
February,
14th
I
just
wanted
to
get
that
out
as
well
I
plan
on
being
there
for
that,
but,
as
usual
I'm
getting
a
lot
of
questions,
you
know
a
lot
of
you
know
curiosity
wondering
what's
going
on
what
are
they
looking
at?
So
the
interest
is
developing
so
I
plan
to
be
there
at
that
meeting
and
anyone
else
who
is
interested
as
well.
A
Okay
and
then
did
we
hear
from
an
attorney
today.
I
I
I've
not
heard
from
the
attorney
today,
I
do
I,
do
have
a
complaint,
as
we
talked
about
drafted
so
I'll
be
reaching
out
to
them
tomorrow
and
letting
them
know
we're
proceeding
with
that.
A
A
L
E
K
M
K
Out
to
to
them
tomorrow
by
email
and
see
what,
if
there's
anything
else,
we
need
to
do
okay
and
then.
O
It
was
coming
from
somewhere
else,
so
we're
trying
to
get
a
second
opinion
of
what's
actually
going
on
before
we
proceed,
and
then
we're
also
having
the
solar
panels
investigated
as
well.
To
make
sure
it's
not
bad.
I
And
yeah
he
said
this
roof
actually
looks
like
in
pretty
good
shape,
I'm
not
sure
the
water's
coming
from
here.
So
as
we
talked
about
it,
it
made
sense
to
actually
sort
of
run
that
ground
to
figure
out,
because.
H
L
A
Roof:
okay,
now
that
almost
now
you
really
threw
me
off.
A
A
C
A
I
Well,
yeah
we'll
get
the
confirmation
on
that
I,
don't
believe,
there's
an
administrative
fee,
that's
charged
by
the
city,
but
I'll
get
confirmation.
It
didn't
see
it
in
the
ordinance,
but
I'll
still
in
confirm
that
all.
F
Right
and
the
charges
per
benefit
have
those
been
yeah.
I
Those
are
that
audience
has
been
passed
so
those
that
that
section
of
the
codifieds
has
each
of
the
then.
I
It
should
not
be
collection
fees,
I
mean
the
the
amounts
are
based
on.
You
know
the
number
of
users
divided
by
the
cost
divided.
