Here
new
business
I'd
like
to
make
a
motion
to
temporarily
adjourn
the
council
meeting
to
consider
the
copy
or
official
as
defining
Ohio
Revised
Code,
subsection,
121.22,
G1
and
section
3.121
of
the
Norton
City
Charter
and
for
conferences
with
an
attorney
for
the
city,
considering
the
disputes
involving
the
city
that
are
subject
of
pending
or
imminent
Court
action,
as
defined
in
Ohio
Revised,
Code,
subsection,
121.22,
G3
and
section
3.123
of
the
Norton
City

Yes,
Miss
wimke,
yes,
I'd
like
to
invite
mayor
Zeta,
Mr,
Markey,
Mrs,
Keener
and
Mr
tursky
like
to
remind
the
public
that,
while
council
is
an
executive
session,
the
audio
and
video
will
continue
recording.
If
you
do
not
want
your
conversations
recorded.
Please
exit
the
council
chambers.

I,
talked
to
you
guys
last
week
about
the
MUD
district,
the
moratorium
and
all
of
that
and
I
kind
of
wanted
to
go
over
a
little
bit
of
that
again.
But
I
thought
I'd
start
out
with
some
stuff
that
I
found
on
different
websites
on
the
Norton
schools
web
page
they
described
Norton
as
a
Charming
mixture
of
both
Business
Development
and
well-preserved
Rural
residential
area.
If
you
Google
rural
rural,
it
defines
it
as
characteristic
of
the
countryside
rather
than
the
town.
J
It
also
said:
Norton
has
a
HomeTown
atmosphere
while
being
accessible
to
metropolitan
areas.
If
you
look
on
Ryan's
web
page
and
you
look
up
under
the
homes
they're
building
in
Norton,
they
describe
Norton
as
being
quaint.
The
definition
of
quaint
is
attractively
unusual
or
old-fashioned.
So
I
guess
the
people
that
are
trying
to
get
people
to
come
to
Norton
are
telling
people
that
Norton
is
a
well-preserved
rural
quaint
area.
J
And
if
you
look
at
the
the
school's
website
again,
they
had.
They
asked
people
a
bunch
of
questions
and
they
asked
them
like.
Why
did
you
choose
Norton?
Why
did
you
choose
Norton
schools
and
they
said
because
they
liked
the
atmosphere
that
Norton
had
you
know
and
I
look
at
the
city
of
Norton's
sign
and
Norton
a
growing
community,
and
you
show
yourself
as
having
this
giant
tree.
J
But
if
you
look
around
Norton
right
now
and
it's
funny,
there
are
a
lot
of
people
that
are
kind
of
frustrated
and
maybe
they're
not
up
here
voicing
their
opinions
to
you,
but
they
feel
that
way
all
the
people
that
live
at
the
on
the
back
end
of
Mount
Vernon.
You
know
they
were
like
shocked
when
phase
three
went
in
there
and
every
single
tree
got
torn
down,
and
you
know
it
looks
like
there's
some
kind
of
massive
erosion
problem
back
there.
J
J
it's
kind
of
kind
of
scary
like
we're
going
to
put
maybe
cluster
homes
in
the
middle
of
a
beautiful
residential
district,
a
district
that
people
say
they're
moving
here,
because
they
like
the
atmosphere,
you
know
and
then
you've
got.
Norton
acres
is
another
Community,
where
it's
being
threatened
by
the
businesses
along
the
freeway.
You
know
it
was
contemplated,
I'm,
not
sure
where
it
stands
now,
it's
probably
in
holding
somewhere
in
the
planning
commission,
but
they
were
contemplating.
You
know,
routing
their
commercial
trucks
through
Norton
Acres.
J
You
know
a
community
that
doesn't
even
have
sidewalks
and
you
know,
there's
rumor,
you
know,
get
The
Five-Year
Plan.
That
says:
there's
a
possible
Tiff
up
here
on
the
bulk,
the
ex
Baltic
property,
which
runs
back
behind
Millbrook.
So
that's
another
allotment,
that's
kind
of
like
in
whatever
all
these
people
came
here,
because
you
know
they
they
wanted
Norton.
They
wanted
this
preserved
rural
residential
area.
And
now,
if
you
look
around
there's
there
are
all
these
developers
that
are
accumulating
large
areas
of
land
and
I
think
we're
right
back
to
what
people
have
in
mind.
J
You
know-
and
it's
you
guys
were
all
elected
by
us-
to
represent
us
for
what
was
best
for
Norton,
and
so
we
valued
your
opinions.
You
know,
and-
and
we
understand
you
have
to
run
this
like
a
city
and
as
a
business,
and
you
need
income
to
do
this,
but
on
the
same
side,
every
single
one
of
these.
These
people
that
live
here
you
know
is
relying
on
you
to
make
decisions
for
them
and
where
they
live
now,
they're
the
ones
that
voted
you
in,
not
the
ones
who
might
might
be
moving
in.
J
And
although
you
know
people
need
housing,
I
understand
that
it's
what
you
do
to
the
community
that's
already
here
I
mean
you
can
make
room
for
new
people,
but
you
still
have
to
take
into
account
all
of
these
people
here.
You
know
and
and
most
people
are
not
going
to
come
up
here
and
say
a
word
and
you
know:
I
talked
to
Mr
Towson,
the
one
time
about
the
Planning
Commission
once
something
goes
in
front
of
the
Planning
Commission
and
they
hear
the
Planning
Commission
votes
to
approve
it.
Everybody
backs
down.
J
There
are
already
people
up
in
the
Mount
Vernon
area
that
are
going
well.
You
know
we
just
don't
have
a
chance,
it's
just
going
to
be
a
done
did
deal,
and
this
is
what
they're
going
to
throw
in
our
backyards.
You
know,
but
they
need
to
be
represented
in
the
you
know,
but
I
don't
know
that
they're
going
to
step
forward
people,
that's
not
what
not.
J
You
know
it's
hard
for
me
to
come
forward
all
the
time
and
keep
saying
this,
but
you
know
you
know
like
with
Brookside
greens
kind
of
forced
me
to
step
up
and
say
what
are
we
doing?
You
know
we
relied
on
the
Planning
Commission,
the
city
council,
and
you
guys
to
you
said
after
the
the
moratorium
was
put
down
for
the
MUD
district.
You
guys
would
get
together
and
you
would
make
sure
that
those
things
would
be
looked
into
now.
J
You're,
looking
at
all
these
different
properties
on
Clark
mill
on
261.,
you
know
the
the
robo
property
along
Norton
Acres.
You
know
everywhere,
there's
just
lots
of
open
Farmland
that
people
can
go
up
and
just
start
buying
five
properties
here,
five
properties
there
and
you
know
if
you
get
on
the
fiscal
website
for
some
accounting,
you
can
see
where
people
are
buying
up
these
things.
J
They
have
big
plans
for
Norton,
but
you
know
I,
don't
know:
if
do
the
developers
get
to
call
the
show
shots
here
or
do
the
citizens
and,
like
I
said
we
rely
on
you
guys
to
keep
us
informed
and
let
us
know
what's
going
on,
and
so
people
are
just
seeing
massive
amounts
of
trees
cut
down
here
and
massive
amounts
of
trees
cut
down
there.
You
know
and
as
much
as
I
want
Norton
to
be
a
growing
Community,
I'd
kind
of
like
to
still
live
in
the
community.
That
I
chose
to
move
into.
J
J
We
have
right
now,
you
know,
and
it's
well
I-
guess
that's
just
more
tax
money,
but
you
know
they're
not
going
to
come
here
and
say
that
to
you
some
people,
you
know
some
people
will,
but
mostly
you
know,
you
need
to
go
out
there
and
get
a
get
a
feel
for
how
everybody
you
know,
really
what
everybody
really
thinks
right
now.
You've
got
2500
kids
in
a
school
system
here
and
you
know
I,
don't
know
we
keep
putting
another
another
Development
A
big
one
off
of
261.
J
K
Sherry
Smith
3794
Eastern
Road
Norton
Ohio.
Did
you
get
the
sound
system
fixed
yet
because
I'm
a
little
confused
when
I'm
at
home
I
can
hear
it
at
all.
K
I
turned
my
surround
sound
up
home
way
up
and
it's
it's
so
faint.
You
can't
even
hear
you
can
hear
this
person
up
here,
but
you
can't
hear
any
of
you
guys,
but
I
can
hear
the
Pledge
of
Allegiance
when
I
stay
home
and
watch
it
and
that's
really
loud.
But
then,
when
you
start
the
meeting,
somehow
the
sound
got
turned
down.
G
We've
we've
had
people
in
multiple
times
and
I've
listened
to
every
meeting
in
the
not
just
Council
meetings,
but
you
know,
commission
meetings
and
I
can
hear
him
real.
Well,
myself
will.
K
This
microphone
works,
but
you
guys
you
can
barely
hear
you
guys
at
home
when
I'm
at
home
on
my
surround
sound
I,
have
it
as
high
as
I
can
go,
and
it's
so
real
thing
and
there's
nothing
wrong
with
my
surround
sound
because
I
hook
it
up
to
my
TV
and
everything
and
it
works
just
fine.
But
when
I
hook
it
up
to
the
council
meeting
that
those
evenings
it
doesn't
work.
D
G
D
F
Thank
you,
Mr
President.
As
you
recall
this
we
discussed
last
week,
removal
of
the
trees
for
the
city,
water
tower
property.
F
We
discussed
a
couple
different
bids
there.
We
were
went
back
to
Barberton
Tree
Service
to
make
sure
that
we
were
comparing
Apples
to
Apples
and
timelines
being
what
they
are.
It's
my
understanding
that
barberton's
tree
service
said
that
they
would
not
be
able
to
meet
that
timeline.
For
us
is
that
correct.
F
Right
yeah,
they
were
looking
for
us
to
put
a
road
in
and
they
were
also
going
to
remove
the
tree
stumps
as
they
went
along
to
allow
their
equipment
to
get
back
in
there
without
the
tree
stumps
and
The
Roots,
then
it
creates
a
an
erosion
problem
for
when
it
rains.
So
anybody
have
any
questions
on
this.
D
Yeah
I
have
a
question
I
wish.
I'd
asked
it
last
week.
Mr
little
seems
to
be
a
pretty
good
job
at
cutting
down
the
trees
and
who's
he
used
and
that's
the
one
up
there
in
Clark
Mill
the
way
I
see
some
of
it
got
coming
down.
So
do
we
have
any
idea
as
to
who
does
the
work
there
if
it
is
Van.
L
D
Well,
maybe
maybe
you
can
reach
out
to
Mr
little
and
find
out
who
it
is
that
does
his
and
see
what
kind
of
proposal
you
can
get
there
as
well,
since
we're
going
to
have
another
at
least
another
week
to
go
before
we
do
this.
D
A
L
C
F
And
speaking
of
Mulch
Makers
has
anyone
reached
out
to
them
to
see
if
they
would
be
interested
in
the
the
chips,
because
I
believe
that
the
proposal
said
that
the
chips
would
remain
on
the
property.
G
So,
just
to
be
clear
with
the
administration
I
know,
the
Administration
has
told
me
that
they
will
they
will
do
whatever
Council
likes,
but
we,
if
we
do
want
to
it
to
get
done
before
we
don't
want
to
pause
until
November
we
are
under
a
pretty
tight
timeline,
was
was
that
next
Tuesday
is
the
timeline
when
van
Karen
would
need.
L
They
gave
us
a
verbal
last
week
that
if
we
would
approved
it
last
week
they
were
two
weeks
out
and
then
they
had
to
I
think
it's
going
to
take
about
two
three
days
to
take
the
trees
down
another
week
to
clean
up,
and
then
they
said
with
the
weather,
where
it
it's
pushing
it,
it's
pushing
it
far
into
lunch.
So
it.
A
So
when
we
talked
to
Barberton
tree
again,
Barberton
tree
said
we
can't
do
what
you
need
us
to
do
so
then
we
come
here
this
week
and
then
we
say
well:
did
anybody
talk
with
Mr
little
who
he
uses
to
cut
his
trees
down,
and
we
say
no,
we
didn't
do
that
and
so
now
we're
going
to
put
it
off
till
next
week
and
then
we're
not
going
to
like
that
and
then
we're
going
to
say
well.
Did
anybody
talk
to
such
and
so
and
and
get
a
bid
from
that
person?
I
mean
my
goodness.
F
I
mean
I'm
good,
with
moving
this
on
to
tonight's
agenda,
to
go
with
van
curen
and
the
amount
of
was
49.9.
D
L
When
you
do
a
public
bid,
if
it's
over
50
000,
when
you
do
a
public
bid,
you
have
to
advertise
for
a
number
of
weeks.
Two
weeks
have
a
formal
bid
opening.
Then
you
have
to
bring
in
a
big
Bond
and
everything
it
takes
longer.
So
the
fact
that
this
was
under
fifty
thousand,
we
have
the
ability
to
solicit
proposals
which
is
called
getting
quotes.
So.
We
want
that
route
in
a
way
to
expedite
the
trying
to
get
this
done
before
March
31st.
So
that's
why
it
went.
You
know
we
solicited
quotes.
F
I
would
agree
with
getting
more
bids
in
the
future,
but
for
this
project
here,
I
mean
I
I,
see
the
need
and
urgency
to
to
move
forward
with
it
to
make
the
timeline
that
we're
trying
to
to
meet
because
of
Indiana
bat,
the
bats,
some
of
the
bats.
F
So
with
that
being
said,
I
will
make
a
motion
to
add
this
to
tonight's
agenda.
I'll
second.
D
But
I
have
another
question
sure.
Okay,
last
week
it
was
said
that
we
have
an
easement
now
with
redwood
to
be
able
to
get
back
there
to
work
on
the
trees.
That's
going
to
be
permanent
after
that
to
still
be
able
to
access
the
water
tower.
D
N
I
N
N
D
Okay,
maybe
I
try
this
again
Golf
Course
Drive.
We
have
an
easement
with
the
HOA
Addison,
whoever
Friedman,
whoever
happens
to
be
in
control
of
actually
owning
the
drive
at
now
and
in
the
future
that
we
get
the
easement
to
the
water
tower
and
then
we're
basically
going
to
plow
the
road
and
stuff
later
after
it's
taken
care
of
correct,
correct.
D
N
G
M

G
Letter
b
resolution
recognizing
March's
National
developmental
disabilities,
Awareness
Month,
I,
guess
I'll
turn
this
over
to
you,
Mr
Mayor.
M
Basically,
we
were
asked
to
do
a
resolution
on
behalf
of
the
the
national
development
disabilities
group
and
they
sent
us
some
a
email
last
week
and
she
said,
as
you
may
know,
March
is
recognized
nationally
as
developmental
disabilities
awareness
month
as
the
levy-funded
agency
that
supports
more
than
4
700
adults
and
children
with
developmental
disabilities
in
Summit,
County,
The,
Summit,
County
DD
uses
this
month
to
recognize
and
celebrate
the
many
individuals,
families,
agencies
and
Community
Partners
that
contribute
to
those
who
serve
enjoying
the
full
benefits
of
citizenship.
M
M
There's
a
couple
other
things:
basically,
it
says
more
details
are
available
on
our
website.
There's
inclusion
day
at
the
zoo.
If
anybody's
interested
you
wear
orange
and
get
in
free
March
4th
through
the
6th
there's
inclusion
day,
it
says
order
your
free
inclusion
day,
kit
here
and
celebrate
by
wearing
orange
March
30th.
Well,
there's
a
breakfast
a
community
appreciation
and
awards
ceremony
breakfast,
but
there's
a
couple
of
things
that
she
they've
added
to
that
email
that
she
sent
as
well.
But
that's.
M
G
I
am
going
to
add
a
couple
things
to
the
committee
of
the
hole
that
our
agenda.
One
is
a
result
of
our
executive
session.
G
G
So
in
the
council's
discussions
we
the.
G
Has
been
doing
them
and
we're
requesting
that
she
do
them
moving
forward,
but
we
feel
we
need
to
compensate
her
because
that's
not
part
of
her
typical
job
description,
so
the
the
former
Administrative
Assistant
was
paid
a
salary
but
then
also
paid
for
the
boards
and
commissions
a
total
of
313.73
cents
a
month
for
doing
that.
So
what
I
would
like
to
ask
Mr
Marky
is
to
draw
up
legislation
to
starting
we.
G
We
won't
be
able
to
pass
it
tonight,
but
it
will
start
immediately
that
the
council
Court
received
that
compensation
until
that
that
Administrative
Assistant
seat
is
filled.
E
Wanted
to
add
Mr
Tousley
also
that
we
did
have
a
new
Administrative
Assistant
hired
in
two
days
and
then
sounds
like
they
decided
to
go
back
to
their
old
job,
so
we're
doing
our
due
diligence
to
get
somebody
hired.
It's
just
we're
in
a
little
bit
of
a
situation
right
now,
but
we
don't
have
the
Personnel
to
do
it.
G
G
L
Just
a
couple
updates:
the
radar
sign
on
261
is
fully
operational.
Did
a
drive-by
on
Friday
myself.
So
the
question
about
the
Brookside
greens,
Landscaping
phase
two
will
be
bet
out
by
the
contractor
and
will
be
completed
this
spring.
They
expect
phase
four
to
occur
in
the
fall
once
that
portion
of
development
is
fully
complete.
L
There
was
a
question
raised
by
Miss
whipkey
about
the
cemetery
fence.
We
were
not
able
to
start
the
signing
of
the
agreement
until
February
9th
anyways
because
of
the
30
days
past
the
ordinance
passing
but
I
reached
out
to
the
Gentleman
Just.
Today
we
are
working
on
getting
them
set
up
as
a
vendor
officially
and
we
will
have
a
contract
signed
and
get
that
on
the
schedule
as
soon
as
possible.
There's
a
down
payment
that
is
needed
schedule
so
working
through
that.
G
M
M
G
N
N
E
E
So
this
is
just
the
update
update
to
our
codified
ordinances,
which
is
like
we
said
before,
an
annual
formality,
updating
and
revising
it.
Excuse
me
of
the
codified
ordinances,
any
any
questions,
any
comments.
A
H
A
H
F
G
G
E
D
H
H
C
F
Thank
you,
Mr
President
like
to
offer
ordinance
8
2023
for
its
first
reading,
Nest
clerk
to
read
it.
Please.
G
E
I
had
one
quick
thing:
I
got
some
good
feedback
from
one
of
my
constituents.
I
had
twice
brought
up
about
the
speeding
issue
there
off
of
between
Barry
on
Barry,
between
like
Amazon,
all
that
and
my
same
constituent
called
said.
It's
gotten
a
lot
better,
so
hopefully
we
can
keep
it
going
in
that
right
direction,
but
just
wanted
to
give
you
guys
some
some
good
news.
Thank
you.
Well,.
D
D
D
We
actually
had
the
flock
people
here
last
June,
and
then
there
wasn't
any
kind
of
regulations
as
far
as
state
laws
and
many
things
I've
been
looking
at
this
and
tried
they
had
like
1500
1500
cities
throughout
the
United
States.
Now
as
looking
on
their
website
they're
over
2
000
now,
and
then
also
they
had
this
little
picture
up
and
I
believe
it's
on
I
thought
I
had
to
I
should
have
that
picture
back
here.
D
As
a
matter
of
fact
where
they're
talking
about
screeching
tires,
one
of
the
issues
I
have
with
this
is
this
is
a
learning
AI
that
it
develops
as
we
go,
and
we
discussed
this
all
last
year
as
well,
and
that's
one
of
the
issues
that
I
have
with
it
that
it's
going
to
be
learning
and
adding
these
things
in
and
yeah,
we
might
have
to
say
search
it
for
this
or
search
it
for
that.
But
that
doesn't
mean
that
somebody
cannot
do
that.
D
I,
don't
know
how
they're
going
to
search
for
screeching
tires
on
a
camera,
but
that's
exactly
what
it
says
on
their
website.
So
it
must
have
some
kind
of
a
sound
effect.
As
well-
and
there
has
been
issues
with
law
departments
in
other
states,
I
believe
it
was
in
California,
California,
California
and
Vermont
I
believe
it
was
to
where
they
had
actually
had
the
reports
out
on
it
through
their.
D
Through
the
attorney
generals
there,
the
laws
there
is
no
laws
governing
that
they
get
rid
of
it
in
30
days.
It's
just
because
they
say
they
can
do
it
well
again.
Last
year,
I
brought
up
the
DNA
and
how
that
was
all
supposed
to
be
private
and
kept
out
of
the
government
eye
and
stuff,
but
we
see
how
that
worked
out.
D
So
there
is
no
guarantee
that
this
won't
be
flaunted
in
some
manner
or
abused
in
some
Manner
and
I'm,
not
just
saying
from
our
Police
Department
I'm
saying
from
government
in
general,
I
I'll
be
voting
no
for
this
in
case,
you
haven't
figured
that
out.
I'm,
not
don't
like
cameras,
I,
don't
care
if
they're
everywhere
I'm
not
about
to
sit
here
and
be
a
proponent
to
push
it
any
further
than
what
it
does.
It's
already
went
now,
I,
don't
think
it's
right
that
people
have
cameras
in
their
yards.
D
That
is
actually
looking
in
my
backyard,
while
it's
supposedly
watching
their
yard
I.
Think
if
you
want
a
Camry
in
your
backyard
in
the
front
of
your
house,
finding
Dandy
have
it,
but
it
ought
to
be
staying
in
your
yard
and
not
mine
or
the
next
door
neighbors.
Unless
you
have
an
agreement
with
your
next
door.
D
Neighbors
I
got
a
lot
more,
but
since
this
was
on
agenda
I'm
just
going
to
skip
over
it,
we
can
come
back
when
I
have
more
time
to
cover
that
just
to
address
Mrs
Pfeiffer's
comments
from
last
week:
the
moratorium
for
you,
you
said
it
was
put
on
hold
I,
don't
know
if
she's
still
here
it
actually
wasn't.
The
moratorium
for
my
districts
wasn't
put
on
hold.
D
So
just
so
everybody's
aware
of
that,
and
do
we
get
a
final
say
on
Niagara,
we
got
agreement
for
the
benefit
charges
for
the
collection
agreement.
As
far
as
the
utilities
of
sewer
and
water
going
on
your
water
bill
through
Norton,
ours,
Council
going
to
get
a
say
in
that
or
we
you've
just
reached
it
and
that's
the
way
it
is.
Do
we
get
to
look
it
over
and
say
yeah
we
like
it.
E
D
I
F
D
D
I
think
that's
the
only
that's
the
only
vehicle
we
were
getting
from
Fred
Martin.
That
was
actually
going
to
be
a
a
police
vehicle
yeah.
So
it
would
have
to
go
for
a
police
vehicle
right.
We
just
couldn't
take
it
and
trade
it
off
to
Ganley
or
whoever
with
it
being
not
in
their
Department.
I,
would
just
worrying
about
that,
because
I
thought
we
were
going
to
sell
it
to
him
outright.
D
It's
what
we'd
talked
about
before
I
already
asked
you
about
the
easement
on
Redwood
and
do
we
have
a
bid
in
yet
for
driftwood
and
Cherrywood
and
I've?
Just
it's
went
through
my
little
peep
rain
here
or
what
they.
L
Were
due
today,
they
did
come
in
over
the
engineers
estimate,
so
the
engineers
evaluating
everything
and
trying
to
give
us
a
course
of
action
to
take
for
that.
So
it's
in
now
yeah
they
were
due
today.
They
came
in
today.
C
N
D
L
D
D
D
D
E
Right,
you're
fast
about
that,
it's
the
best
time
of
night.
