the

charter

time
I

on
the
building
and
zoning
appeals
board.
For
I
don't
know
six
or
seven
years,
then
I
took
on
the
opportunity
to
be
the
ward
one
councilman
for
four
years,
but
then
my
my
real
day,
job
of
being
an
engineer
for
a
consulting
company,
got
to
be
too
busy
for
me
to
even
be
a
councilman.

decided

hang
that
hat
up
for
a
while
and
definitely
like
being
involved
with
with
the
city's
growth
and

opportunities
to
help
move
it
in
the
right
direction.

this
is
this
seems
to
be
a
perfect
time
to
get
back
involved
and
I
guess
that's
about
it.

members

is

we

means
we

conduct

What
I
really
wanted
to
do
today
was
just
have
this
introductory
mean

know
each

it's

informal

Unfortunately,
it's
easier

you're

a

everybody

explain

what
the
charter
review
commission
does
so
a
charter
under
state
law,
the
general
assembly
has
given
cities
the
power
to
adopt
their
own
rules
on
certain
issues.
So
a
lot
of
times
the

state
legislature
will
tell
you
how
you
have
to
do
things
and
a
charter
form
of
government
which
norton
is
the
voters
actually
can
elect
to
have
different
procedures
apply
to
their
city.

So
there's
things
that
change
over
time.
Sometimes,
charter
changes
are
political,
sometimes
they're,
not
sometimes
a
good
rule,
sometimes
they're
bad
rules.
Sometimes
they're
meant
to
open
up
the
and
let
the
city
do
more
than
they
could
do
under
state
law,
then
sometimes,
depending
on
depending
on
the
city.
It
can
be
used
to
constrain
how
the
council
and
the
administration
acts.
So
it's
really.

It's
really
just
electing
it's
like
a
separate
little
constitution
for
the
city.
The
charter
review
commission
is
appointed
every
five
years
to
take
a
look
from
the
citizens
perspective
and
say:
what's
working
what's
not
working
and
then
what
recommended
changes?
Can
we
make?
So
your
role
over
the
next
several
months
is
to
look
through
the
charter.
Try
probably
go
through
it
pretty
systematically
and
recommend
changes
to
council,
and
that
will
result
in
a
report
which
will
look
like
basically
a
red
line
document.

what
we
think
needs
to
change
and
then
council,
then
can
take
those
recommendations
and
if
they
agree
with
them,
place
them
on
the
ballot
for
voting
by
the
voters
of
the
city
of
norton.
That
will
be
looking
at
that
time
frame.

typically
want
to
wrap
up
at
the
end
of
july
first
week
of
august,
because
that
gives
council
enough
time
to
have
their
readings
and
then
anything
that
needs
to
go
to
the
november
ballot,
which
is
when
you
do
charter
changes.
That
will
be.

from
charter

that's
the
that's
the
basic
scope
of
it.

you
