Description
09-27-2022 Planning Commission Meeting
D
E
She's,
the
Food
Service
person
at
Norton
schools,
but
Judy
Johnson
that
lives
right
here,
but
I
delivered
flowers
and
I
went
back.
E
F
A
A
Okay,
everybody
ready
Marion
yeah,
ready,
I
called
over
to
the
planning
commissioning
meeting
for
the
city
of
Norton
at
six
o'clock
with
the
secretary
Reed
role.
Please,
yes,.
C
A
Is
no
old
business
to
discuss
as
far
as
I
know
for
new
business
there's
an
application
r10
2022!
This
is
for
rezoning
a
property.
It's
a
parcel
number
46-07
201!
It's
going
to
be
rezoned
from
R1
to
i1
and
with
the
applicant
like
to
come
forward
and
speak
and
tell
us
what
your
plan
is,
and
you
just
state
your
name
and
address.
I
My
name
is
Matt
Brinley
address
is
3441
Rhapsody
Lane,
New,
Franklin
44216.
I
And
I
would
like
to
purchase
this
property
to
expand
my
business
and
just
help.
It
grow
I'm
kind
of
kind
of
ran
out
of
room
where
I'm
at
here
and
want
to
get
a
little
bigger
if
we
can
in
the
future.
H
A
F
A
I
did
finally
figure
out
here
and
I.
Looked
up
the
I
looked
up
Mrs.
Is
it
any
in
hinger
and
she's
like
across
the
highway
I
guess
yeah.
A
A
I
I
am
also
working
with
Barberton.
They
did
Grant
me
an
easement
to
come
in
off
Worcester
Road
behind
Wagner
machine
there's
a
little
strip
of
I
mean
it's
all
Woods
right
now.
Obviously,
if
everything
goes
as
planned
and
I
do
purchase
a
property,
I
would
have
to
get
it
surveyed
to
make
sure
I
know
where
everything's
at,
but
that
would
be
the
access
into
your
paper
streets,
I,
guess
and
then
from
there.
If
I
could
use
those
just
access
the
property
that
would
be
the
only
access
to
the
property.
Okay,.
I
So
it
would
be
I
guess
it
would
be
just
to
the
west
of
their
building
and
it's
like
behind
it
between
their
building
and
Lucas
Landscaping
driveway,
okay,.
I
I
Ago,
I
I
don't
know,
I
am
not
sure
of
the
history
of
it
driving
by
it.
It
doesn't
look
like
it's
been
used
for
much
because
it's
all
Woods,
there's
nothing
as
far
as
I
can
see.
There's
nothing
there.
It's
just
strictly
Woods.
I
I
would
like
to
put
a
building
there.
Future
I
mean
I'm
talking,
probably
five
years
down
the
road.
Maybe
you
know
I'm
just
trying
to
find
the
property
right
now
and
then
slowly.
This
whole
process
of
my
business
has
been
slow.
So
as
long
as
we
just
keep
growing
a
little
bit,
I
feel
like
I'm,
making
progress
and
satisfied
with
that.
You.
H
I
G
I
caution
you
and
looking
at
this
I'm,
not
telling
you
what
to
do
I'm,
just
telling
you
what
I
see
when
I
look
at
this
plan
is
to
definitely
have
it
surveyed.
So
you
know
where
your
boundaries
are
be
mindful
that
there
are
our
ones
right
next
door
to.
H
G
You
know
where
you're
going
to
have
ions
in
a
skin
and
municipality
right
off
the
highway
is
probably
an
ideal
spot.
So
from
that
perspective
it
looks
good
being
right
along
21
and
they're
interchange
there,
okay,
the
R1
is
what's
complicating
it,
and
so
my
ask
is
to
be
mindful
of
that
when
you
are
laying
out
your
lot
sure.
I
I
G
I
I,
don't
plan
on
clearing
the
whole
property
whatsoever.
I
would
I
would
like
to
keep
as
as
much
as
the
woods
there
as
possible.
Yeah
I
just
want
to
put
a
building
in
the
back
corner.
I
drew
it
on
there
to
give
you
an
idea
of
my
future
plan
for
it
and
yeah
I
mean
as
many
trees
and
stuff
I
can
keep
up.
I
That's
that's
my
plan.
Yeah.
H
H
G
And
so
you
know
that's
basically
what
I
wanted
to
comment
on
is
just
basically
be
mindful
of
the
r1s
next
door.
Your
neighbors.
H
E
Okay,
that's
I
mean
I,
don't
I
mean,
like
your
future.
Project
is
set
back
in
the
corner,
but
if
we
rezone
all
of
it
that
doesn't
protect
from
someone
else
coming
in
and
developing
right
next
to
those
residences.
E
I
G
A
I
didn't
think
about
that
when
I
was
looking
up
the
other
parcel,
because
it
actually
shows
that
it's
kind
of
an
L-shaped
lot
yeah,
but
it
doesn't
actually
show
the
paper
Street
in
there.
Interestingly.
Well.
G
I
H
I
I
E
A
J
Several
months
ago,
yeah
probably
correct
at
that
point
we
knew
that
he
had
some
light
work
to
do
through
the
city
of
Barberton
or
ODOT
if
he
chose
to
to
go
a
different
route.
So
when
it
came
as
far
as
the
paper
streets
kind
of
left
it
open-ended,
you
know,
you've
got
some
leg
work
to
do.
First,
before
you
get
to
there.
You
know.
A
J
G
Is
there
any
built?
Is
there
any
limits
to
what
the
city
of
Barberton
could
do
on
their
property
next
door
to
him?
This
proposed
land
that
he's
looking
for?
Are
there
any
restrictions,
not.
J
J
J
A
A
I
E
Is
this
something
that
you
want
to
move
forward?
I
you
know
I,
just
with
paper
streets
and
working
with
the
city
of
Barberton
and
I
mean
not
trying
to
dissuade
you
at
all,
but
I
know
we've
had
people
put
things
kind
of
you
know
until
they
got
some
of
the
other
things
cleared
up.
I
Right
well,
I've
already
I
have
the
easement
from
Barberton
I
have
their
permission,
I
have
that
via
email.
So
this
would
be
the
last
step
for
me
to
purchase
a
property.
A
C
A
J
I,
don't
know
that
vacating
paper
Street
or
granting
an
easement
on
a
paper
Street
would
be
a
Planning
Commission
action.
If
anything,
it
would
be
a
council
action
along
with
Administration
that.
A
Well,
in
the
past,
we
have
vacated
paper
streets
like
over
near
where
Charlotte
lives
for
some
people
over
there.
But
again
it
was
never
a
real
Street.
It
was
just
you
know,
on
paper,
but
never
developed
that
way
and
somebody
ended
up
I
think
they
ended
up
buying
it
and
using
it
as
part
of
their
property.
That's
what
happened.
It
was
supposed
to
be
a
Street
between
two
North
or
east
west
roads.
D
J
D
Accepted
by
ordinance
through
Council
action,
and
when
they
did
it
remember
last
year,
when
we
did
it
for
my
favorite
spot
at
the
kba.
A
A
But
I
would
say:
I
want
to
hear
from
anybody
else,
but
I
would
say
we
approve
this
I
think.
Maybe
we
and
you
go
proceed.
I
think
we
just
maybe
do
another
application,
a
street
vacation
and
just
you
know,
kind
of
couple
it
with
this.
One.
Ultimately
I
would
think
that's
a
social
showstopper,
for
you
know,
person
of
property
and
developing
it.
This
would
be
my
belief
so
I
don't
know
you're
the
representative
for
the
council
here,
but.
D
I
I
have
no
intentions
to
ever
become
Mulch
Makers.
Nowhere
near
that
big
I.
Couldn't
imagine
the
headache
from
that
I
just
strictly
want
to
use
it
for
Access
I
mean
I,
got
four
or
five
pickup
trucks
right
now,
wood
chipper
I
mean
I,
don't
own
a
bucket
truck.
We
got
nothing
really
big
I
mean
it's
just
your
everyday
Vehicles.
It's
just
trucks
and
trailers
strictly
to
access
the
property.
H
A
A
Okay,
well,
thank
you
very
much
for
answering
questions.
Sure
anybody
else
have
any
questions
or
comments.
You'd
like
to
come
up
just
state
your
name
and
address
my.
F
Name
is
Lynn
Inger
and
I
live
at
2836
Cleveland
Massillon
Road
here
in
North
I,
grew
up
in
Norton
the
the
property
that
he's
trying
to
buy
I
owned
and
the
Machine
Shop
out
there
I
had
that
zoned
Industrial,
Mrs,
McGuire
I,
don't
know
if
you
know
her,
she
helped
me
get
that
property
out
there
zoned
the
way
it
is
now.
A
long
time
ago,
yeah
I
actually
thought
more
of
that
property
out.
There
was
on
for
business,
but
I
guess
there
was
parts
of
it
that
didn't
get
zoned.
H
A
F
A
A
F
A
F
F
Bought
the
land
I
grew
up
on
dutt
Road
in
Norton
and
I
was
looking
for
a
place
and
I'm
kind
of
like
him.
I
was
real
small
in
a
residential
area
in
Mrs,
McGuire
was
my
neighbor,
so
she
helped
me
move
out
of
there.
It
used
to
be
Mon's,
lawnmower
shop,
I
moved
out
of
my
pole,
barn
and
moved
in
there
and
grew
my
business
and
then
Mr,
Hedrick
and
Hedrick.
Construction
is
in
that
little
building
where
Wagner's
at
and
Mr
Hedrick
built
a
bigger
building.
For
me,
where
I
wound
up
selling
it
to
Wagner.
A
F
Yep
but
anyway,
that's.
A
F
A
Yeah
I
was
trying
to
address
the
comment
in
the
barber
Herald
a
couple
weeks
ago,
where
they
said
that
they
couldn't
hear
people
talking
and
they
couldn't
see
Mr
Braman.
So
we.
D
Solved
one
of
the
problems
hiding
down
there,
where
Robert
likes
to
hide
I,
used
to
build
a
hide
down
there
until
they
moved
me
up
here.
H
E
J
You
could
attach
that
because
he's
any
building
that
he's
going
to
have
to
put
up
any
construction
he's
going
to
have
to
come
before
you,
because
it's
going
to
be
a
commercial
building
and
at
that
point,
if
there's
any
talk
of
vacating,
like
I,
said
I'm
leaning
more
towards
the
act,
just
the
access
on
the
paper
street.
That
is
vacating
it.
But
at
that
point
then
those
two
things
could
come
before
you
at
those
at
that
time.
Okay,.
A
J
E
E
J
D
D
A
Yeah
I
didn't
really
think
about
that
option,
but
I
would
say
just
based
on
business
descriptions
versus
industrial
I,
don't
think
what
he's
proposing
to
do
would
fall
within
a
business
district,
that's
more
service
and
sales,
and
things
like
that.
E
I
believe
before,
when
we
discussed
about
industrial
versus
Business,
Industrial
has
a
little
more
restrictions
of
what
can
be
under
that
umbrella
as
to
business.
D
D
J
We
have
a
capability
of
doing
an
I2,
which
is
heavier
industrial,
which
covers
more
manufacturing
with
noise.
The
I-1
District
covers
all
B1
b2b3.
J
Business
as
well
I,
don't
think
B3
may
he
may
be
able
to
follow
under,
although
it's
not
a
clear-cut
I,
think
the
i1
light
manufacturing
District
covers
more
of
a
construction
based
business
which
I
think
he
kind
of
falls
under
you
know.
With
some
bigger
trucks,
I
mean
he
may
only
have
pickup
trucks
now,
and
maybe
some
small
dump
trucks,
but
maybe
in
the
near
future
he
may
you
know,
need
a
bigger
truck
and
there's.
H
H
E
I'll
make
a
motion
to
approve
PC
application,
r10
2022
Julian
properties
to
rezone
from
R1
to
i1.
A
A
A
Thank
you
and
one
thing
I'm
going
to
do
here,
which
is
another
comment
that
came
up
after
one
of
the
things
is
rather
than
saying
the
planning
commissioning
approves
us
we're
going
to
say
we
recommend
approval
just
to
make
sure
nobody
questions
that
again,
okay.
Well,
thank
you
very
much
we'll
pass
this
on.
Let's
see,
does
this
require
approval,
Council,
okay,
so.
A
On
okay,
we'll
pass
this
on
this
week
to
to
council
they'll,
have
it
before
Friday
I
think
that's.
A
Gonna
I'm
gonna
put
a
note
here.
That
is
a
thing
that
says:
no,
don't
we.
A
On
the
stream
we
need
to
address
paper,
Street
versus.
What's
the
other
one
bill,
it's
a
dedicated
or.
J
J
Mr
ianger,
if
you
could
attend
that
as
well,
it'd
probably
help
things
as
well.
Yeah.
