Description
04-26-2022 Planning Commission Meeting
A
A
C
I'm
going
to
call
the
meeting
to
order
of
the
norton
city
planning
commission
at
602
and
shannon.
Would
you
do
a
roll
call?
Please?
Yes,
ralph
here,
john
here.
C
Okay,
see
don't
have
any
old
business
at
this
time.
In
a
new
business,
we
have
an
application
spr4
dash
2022,
and
this
is
for
a
phase
two
at
brookside
greens.
C
C
So
did
you
just
state
your
name
and
address
just
for
our
records?
Okay,.
E
My
name
is
dan,
engel
I'm
with
davey
resource
group,
the
sir
they're
representing
and
we're
just
presenting
the
brookside
garden
subdivision
phase
two.
C
Okay
is
that
is
that,
on
by
chance,
no
michael.
G
C
Okay,
so
so
I
can
clarify
a
couple
things
because
I'm
a
little
confused
on
whether
we're
doing
a
site
plan
or
a
sketch
plan,
because
we
received
like
three
drawings,
which
looks
like
a
site
plan,
but
then
I
got
a
full
set
of
drawings,
which
was
what
I
was
using,
except
I
think
these
are.
C
E
Yes,
we
were
submitting
the
preliminary
plan
site
plan
for
consideration.
C
Okay,
so
that's
different
than
because
that
doesn't
have
all
the
details
like
the
sewer
and
the
stuff
like
that.
This
is
just
a
concept
of
the
okay.
C
Okay,
okay,
so
that's
different
than
a
site
plan.
I
guess
that
I
was
trying
to
differentiate
that
so
because
the
drawings
that
were
submitted
with
the
application
that
that
I
have
are
these
ones
were
dated.
There
was
three
sheets
and
they
were
dated
2
3
22,
but
that's
not
really
a
sketch
plot.
I
don't
think
because
that
should
have
the
you
know
that
should
have
all
your
topography
if
it's
well.
I
don't.
I
always
review
a
preliminary
sketch
plan,
as
you
should,
since
you've
already
had
the
site
plan
agreed
upon.
G
G
G
Of
that
phase
is
80,
complete.
C
G
C
C
C
C
B
G
G
This
will
be
depicting
all
the
the
storm
drainage
in
the
rear
yards
right
away,
showing
general
widths
of
all
the
individual
lots
and
the
the
curvature
a.
G
B
C
Yeah,
I
think
when
I
was
trying
to
go
through
the
normal
process
like
when
I
looked
at
these
drawings
it
it's
like
there's.
No,
there
doesn't
seem
to
be
a
step
in
to
do
this
because
you've
already
had
the
drawings
approved
with
all
the
details.
So
I
don't
know
if
you've
run
into
this
before
bill
or
not.
C
I'm
not
sure
what
this
falls
under,
because
the
the
application
said
it's
a
well
first,
they
said
it
was
a
final
plot
and
then
somebody
crossed
out
and
put
preliminary
plot,
but
it's
not
really
a
plant,
because
I
assume
that's
what
this
is
here.
This
is
your
I
don't
know.
This
is
probably
your
preliminary
plant.
G
C
C
F
E
E
C
C
So
I
guess,
okay,
based
on
that,
does
anybody
have
any
comments
or
questions
to
what
we're
doing
here?
Considering
we've
already
approved
this,
I
don't
know
eight
ten
months
ago,
probably
even
further
back
than
that
and
it's
already
gone
through
council
have
been
approved,
the
only
thing
that's
stopping
you
from
putting
the
next
set
of
roads
in
is
just
you.
B
C
C
C
Well,
I
don't
know
because
when
I
look
at
the
code,
I
don't
see
this
as
a
natural
step
in
the
process,
but
the
fact
that
there
is
some
signatures
required
here.
I
think
we
need
to
send
this
to
council
for
their
their
approval.
I
would
think
because
I
think
it's
a
little
small
to
read
here,
but
I
think
this
requires,
like
the
sign
off
of
what
the
engineer
and
my
glasses
are
powerful
enough
to
see
this
so
planning
commission.
C
B
C
Probably
deal
with
this
all
the
time,
but
I
really
get
confused
when
we
get
applications,
because
sometimes
we
don't
get
a
site
plan.
We
just
get
the
final
because
they're
confident
that
they
can
go
through
and
you
know,
spend
whatever
400
000
dollars
to
put
a
complete
plan
together
with
nobody's
agreement,
hoping
it'll
be
approved.
So.
C
Bill,
do
you
think
this
is
a
final
site
plan,
or
do
you
think
this
is
a
final
sketch
plant
or.
G
C
E
C
C
H
C
No,
no,
so
I
think
in
this
case
here
because
it
still
requires
it.
I
think
what
we
would
probably
do
is
pass
this
along
to
council
for
their
their
approval
action.
So,
but
in
theory,
they
you've
already
everything's
been
approved,
you're
just
breaking
down
the
the
final
details
to
go
to
the
county.
That's.
G
C
C
Okay,
yeah
every
time
I
do
this,
I
keep
saying
we
need
a
flow
chart,
so
we
can
understand
this
because
there's
a
lot
of
confusing
things
and
I'm
sure
every
city
has
their
own
requirements
and
being
on
the
planning.
As
long
as
I
have,
I
always
have
to
sit
down
and
make
sure
the
sequence
makes
sense.
So.
C
Okay,
marion
any
questions
or
john
okay.
Well,
thank
you
and
I
think
I
will
give
a
chance
just
because
there
is
some
confusion
on
this.
Let
charlotte
and
maybe
some
other
people
may
have
some
questions
so
charlotte.
Would
you
like
to
stay
in.
H
And
when
say
council
approved,
I
was
not
one
of
the
councilmen
just
to
point
this
out,
so
you
know
where
I'm
coming
from
and
some
of
the
questions
I
had
probably
doesn't
have
to
do
anything
with
this,
but
when
you
said
it
was
80
completed.
What
do
you
mean
by
that?
I
know
eighty
percent
of
the
houses
haven't
been
put
out
and.
G
Baked
one,
no
man,
this
is
for
phase
two.
It's
the
next
26
laps,
which
means
that
site
rough
grading
has
been
almost
complete
and
eighty
percent
of
the
underground
is
in.
As
a
matter
of
fact,
as
mother
nature
lets
me,
I
will
pave
that
phase.
H
H
G
It's
presently
it
has
a
pool,
a
small
pool
house
and
a
top
lot
play
area
is
that
where
the
community
center
is
going
to
be
correct,.
H
C
And
I
think
the
difficult
part
here
is
that
the
entire
plot's
already
been
approved
as
far
as
all
the
details
with
you
know:
construction
and
roads
and
sores
and
retention
detention
basins.
So
everything
is
in
there
they're
just
kind
of
going
through
phase
by
phase
to
actually
allow
you
to
break
the
lots
down
for
recording
with
the
with
the
county
so
that
they
can
sell
the
lots.
Actually,
I
had
a
couple.
G
That's
actually
under
review
by
the
by
the
gpd,
the
city
engineer.
As
far
as
where
the
mounting
can
go.
There
are
a
variety
of
easements
held
by
a
couple
of
gas
companies,
electric
companies
and
storm
easements
that
will
allow
for
mounds
in
some
areas,
but
not
in.
C
C
C
Okay,
chardonnay
any
other
questions.
C
Okay,
I
did
have.
I
was
explaining
to
her
on
one
of
these.
I
assumed
that
your
your
initial
one
was
where
your
the
clubhouse
is
now
is
where
you
probably
put
your
your
clubhouse.
I
don't
know
whether
you're
gonna
tear
that
building
down.
I
would
think
you
would,
but
I.
G
That's
the
the
clubhouse
is
coming
down
with
the
the
next
phase.
There's
there's
no
community
center
associated
with
phase
two.
The
clubhouse
is
not
associated
with
phase
two
either.
Okay,.
C
G
C
I
I
My
question
to
you
is:
who
is
in
charge
of
overseeing
how
things
are
completed
in
the
area
and
the
reason
I
asked
that
I
know
that
you
guys
have
to
get
a
lot
of
trucks
up
and
down
that
road
with
heavy
equipment,
pipe
and
so
forth
and
the
roads
are
are
almost
impact.
Golf
course
drive
is
almost
impassable
now.
I
know
about
two
10
days
ago
I
had
sent
a
email
to
the
city
and
was
told
that
they
were
going
to
come
out
and
do
some
patchwork
which
they
did.
I
I
C
C
And
that's
probably
something
right
now
to
deal
with
with
the
city
with
mr
fowler
and
it's
probably
not
your
error,
because
you're
zoning
but.
I
And
thank
you
for
that,
but
I'm
just
trying
to
let
you
know
that
that
best
effort
isn't
working.
Okay,
it's
the
patch,
isn't
staying
in
there.
It's
already
out
of
the
holes
and
we're
back
we're
back
to
a
problem.
Again.
All
of
us
have
to
go
in
and
out
of
that
road.
I'm
sorry
giving
my
back
in
and
out
of
that
road
all
the
time
and
I'm
I'm
sure
somebody
has
to
be
responsible
to
monitor
that
situation,
so
we
can
get
in
and
out
to
our
homes.
I
That's
what
I'm
concerned
about.
I
I
understand
you're
under
construction
and
I'm
not
trying
to
give
you
a
problem.
I
just
want
to
be
able
to
get
in
and
out
to
my
house
without
tearing
my
vehicle
up
all
the
time.
If
you
could
please
talk
to
somebody
and
do
something
about
that.
For
us,
it
would
be
greatly
appreciated.
G
We
will
certainly
look
into
it.
I'm
I'm
out
here
on
a
regular
basis,
so
I
will
look
in
to
see
if
a
plating
is
an
option
we
do
have
an
agreement
in
place
to
resurface
to
a
certain
depth
on
golf
course
drive
like
I
said,
which
will
be
completed
later
this
year.
I
Okay,
like
we
have
those
semis
coming
up,
it's
got:
they're
pairing
up
the
track
hose
and
the
53
feet,
long
trailers
and
there's
they're,
going
in
and
out
all
the
time,
so
the
best
effort
that
you're
doing
they're
coming
in
and
bouncing
that
stuff
and
breaking
it
right
out
of
the
holes
you've
got
to
find
a
way
to
do
something
that
will
alleviate
the
cost
for
you
of
having
these
people
come
out
and
putting
stuff
in
the
holes
that
aren't
staying
here.
That's
why
I'm
saying
please
try
to
find
a
better
mousetrap
for
us.
D
D
D
D
D
G
D
G
C
C
C
D
C
D
G
C
C
D
F
C
Okay,
so
that
motion
passed
3-2
and
that
will
go
to
council
for
their
approval
and
at
that
stage
you
know
you
do
have
public
comment
at
that
stage.
I
would
assume
so,
okay,
so
okay,
well,
based
on
that
I'll
pass
that
along
to
to
shannon
to
go
back
for
council's
approval
or
action.
Okay,
I
don't
think
there's
any
new
business
on
the
agenda
bill,
you're,
aware
of
anything
coming
up,
no
okay,
and
then
we
we
got
a
set
of
meeting
minutes.
However,
I
I
was.
H
C
I
was
looking
at
about
five
o'clock
and
I
didn't
see
them
so
can
we
hold
on
okay,
so
we'll
hold
on
he's
off
to
the
next
meeting
but
charlotte
since
you?
I
know
you'd
like
to
see
the
meeting,
but
it's
will
we'll
get
you
a
copy
of
these.
Just
so
you're
aware
I
haven't
been
getting
them
in
the
package.
They
haven't.
C
Okay,
you're
always
friendly
when
you're
talking
about
we'll
tell
you
what
I
I'll
mark
draft
on
here.
If
you'd
like
to
see
a
copy
I'll
mark
draft
on
your
last
set
of
meeting
minutes,
that's
okay
with
you!
So.
C
Okay
and
I'll
give
you
charlotte,
so
you
can
at
least
read
them
and
be
aware
what
was
going
on.
Fortunately,
in
the
last
set
of
meeting
minutes,
we
didn't
you
know
we
passed
on
five
or
six
comments
to
them
and
they're
gonna
have
to
decide
what
to
do
so
and
I'd
heard
one
of
their
options
would
be
to
come
back
and
ask
for
mud.
H
C
Other
than
that,
there's
no
other
comments
or
actions
required.
I'm
gonna
adjourn
the
meeting
at
was
it
7
or
6
36.
Thank
you
for
all
attending
john.
Let
me
find
the
right
one.
