are

a
team

effort

saved
a
toddler
and

infant

further
victimization.

he
retired
and
then

took
a
vacation.

off
his
uniform
and

whole
city,

very
fond
of
you,
Chief
Volker
city,
so
we
are
very
grateful

we
get
this

honor

the

the
honor

2022
firefighter
of
the
year
and
to
learn
a
little
bit
more
about
that.

firefighters

and

Arts

something
that's
certainly
different
than
what
Maps
typically
does
as
far
as
just
building
buildings
doing
construction,

whole
lot
of
people
have
worked
on
this
very
hard
in
order
to
meet
the
the
resolution
of
intent.
The
requirements
in
that
that
being
that
we
have
a
government
agency
that
helps
us
with
this
project
and
with
that
in
well.

we've
been
working
on
an
operating
agreement
for
some
time
for
the
homelessness
project
for
from
Maps
four
and
so
I've
got
a
really
brief
presentation
with
with
us
here
this
morning.
So
I
think
it's
helpful
for
the
group
to
Simply
go
back
to
the
resolution.

I
know
it's
probably
been
a
while,
since
any
of
you
have
read
the
resolution,
it
seems
that
we
read
it
at
least
once
a
week,
but
I
think
it's
helpful
I
think
to
just
give
us
some
context
in
terms
of
what
we
had
to
guide
this
effort,
and
so
you
see
here
from
the
August
2019
resolution
a
lot
of
the
language
that
was
in
the
homelessness
project.
The
resolution
spoke
about
the
project
being
for
the
purpose
of
transforming
the
city's
approach
to
reducing
and
eventually
eliminating
homelessness.
It
talks
about
truly
affordable
housing.

Thereafter,
it
talks
about
the
the
goal
of
the
the
project
to
be
leveraged
the
maps
investment
and
generate
as
much
as
400
million
dollars
in
additional
financing
to
invest
into
homelessness,
and
so
I
just
want
to
bring
that
back
to
your
attention
and
then,
lastly,
it
talks
about
commencement
of
expenditures
being
conditional
on
an
approval
of
an
operating
agreement
with
a
governmental
agency,
and
so
that's
really.
The
reason
why
we're
here
today
is
to
present
that
operating
agreement
to
you.

One
thing
that
I
would
also
add
is
that
I
think
it's
helpful
to
turn
back
to
the
maps
for
implementation
plans
again,
just
to
remind
everybody
really
what
we've
had
to
inform
this
process
at
this
point,
and
so
you
can
see
here
from
this
screenshot
the
schedule
that
was
envisioned
for
the
homelessness
project.

Now
one
thing
that
that
occurred
after
the
implementation
plan
was
issued
was
we
realized
that
for
one
or
more
of
the
operators
that
they
really
needed,
the
they
needed
the
dependability
of
the
funding,
and
so
the
operating
agreement
that
we
brought
to
you
today
has
some
flexibility
and,
within
the
context
of
the
allocation
plans,
are,
can
all
be
handled
under
this
one
operating
agreement,
and
so
this
city,
as
I'll,
explain
in
just
a
minute,
had
really
has
the
there's
a
necessary
step
for
the
city
to
approve
each
one
of
those
allocations.

So
I've
also
included
here
in
this
presentation,
just
a
quick
snapshot
of
the
budgets.
If
you'll
remember,
the
original
homelessness
project
was
50
million
dollars.
We
had
the
budget
adjustments
that
occurred
in
the
fall
of
last
year,
and
so
you
can
see
that
we're
Slightly
North
of
50
million
around
55.7
million
dollars
in
total,
and
so
you
can
see
there
the
amount
of
each
one
of
the
allocations
at
the
bottom
left
of
the
slide.

So,
just
to
give
you
a
little
bit
of
an
understanding
of
how
we've
gotten
to
this
point
so
September
through
October
of
21,
we
were
really
preparing
the
RFQ
for
the
operator
in
November
of
21.
The
RFQ
for
homelessness
was
issued
by
the
City
of
Oklahoma
City
and
then
in
February.
The
city
received
one
response
from
the
Oklahoma
City,
Housing
Authority
and
so
really
from
April
through
May
so
spring
of
2022.

We
were
really
having
a
lot
of
meetings
with
Oklahoma
City
Housing
Authority,
to
really
start
to
flesh
out
what
this
operating
agreement
would
look
like
and
then,
in
the
latter
part
of
the
year
really
development
of
the
agreement
and
then
really
at
the
beginning
of
this
year
the
agreement
was
finalized,
and
so
it
appeared
in
front
of
the
Oklahoma
City
Housing
Authority
board
was
approved
by
their
board
in
January.
We
also
I
should
have
added
to
this
Slide.

The
agreement
was
brought
forward
to
the
community
subcommittee
and
the
citizens
Advisory
Board
in
February,
and
both
of
those
entities
recommended
approval
to
city
council,
and
so
that
really
gets
us
up
to
this
point
this
morning.

So,
a
little
bit
of
information,
the
Oklahoma
City
Housing
Authority
really
put
together
a
really
thorough
response
to
the
RFQ
I'm
I'm,
doing
my
best
to
hit
the
high
points
of
their
response
and
really
their
vision
for
this
program,
and
so
in
essence,
the
the
response
identified.
This
goal
of
constructing
permanent
city-controlled
housing
for
people
currently
experiencing
or
at
risk
of
being
homeless,
and
so
the
goal
was
really
and
I.
S
There
is
a
companion
presentation,
that's
going
to
appear
behind
this
one
from
the
Housing
Authority,
but
really
the
goal
being
to
create
fill
gaps
in
the
housing
ladder
that
are
not
currently
being
filled
by
the
private
sector
and
so
the
three
areas
that
the
Oklahoma
City
Housing
Authority
identified
that
really
needed.
Focus
Supportive
Housing
public
housing
recapitalization.
So
these
are
exist.

So,
to
just
give
you
a
really
brief
snapshot
of
what
these
housing
types,
how
they're
distributed
across
this,
these
55
some
odd
million
dollars.
You
can
see
here
those
three
housing
types
they
have.
They
provided
a
table
in
the
response
that
identified
in
some
cases
specific
project
locations,
but
also
identified
identified
the
anticipated
funding
for
each
project,
as
well
as
what
potential
leverage
they
anticipated
generating
for
each
project.
So
this
is
really
just
again
just
to
give
you
a
snapshot
of
the
information
that
was
provided
to
the
city.

A
few
of
the
agreement
highlights
so
I'll
I'll
tell
you
that
the
agreement
that
we
developed
in
partnership
with
Oklahoma
City
Housing
Authority,
it
is
a
little
bit
atypical
as
I'm
sure
you
can
appreciate
the
maps
office,
the
City
of
Oklahoma
City,
we've
handled
lots
of
operating
agreements
for
things
like
senior
health
and
wellness,
centers
and
and
Convention
centers
and
all
of
those
sorts
of
things.
But
this
operating
agreement
is
a
little
bit
different,
and
so
it
took
some
time
to
really
work
through
all
of
the
nuances
of
the
agreement
really
I.

There
is
some
language
in
the
operating
agreement
related
to
measurable
benchmarks,
it's
in
section
1.2
of
the
agreement,
and
then
it
also
speaks
about
a
plan
and
Reporting
System
that
the
housing
authorities
to
establish
prior
to
the
first
anniversary
day
of
the
agreement
and
as
I
said,
accountability,
was
a
really
important
thing
that
was

agreement
requires
a
quarter,
a
quarterly
report
to
the
city.

One
of
the
things
that's
really
interesting
about
this
agreement,
too,
is
that
in
terms
of
project
locations,
it's
a
little
bit
atypical
from
what
we've
done
with
some
of
the
Max
maps
projects,
and
so
the
project
locations
are
really.
They
will
include
a
mix
of
existing
properties
as
well
as
properties
that
will
be
acquired
after
the
allocation
plan
is
approved,
and
so
it
was
really
important
to
the
Housing
Authority
that
there
was
some
flexibility
in
that
regard.

There
are
two
exhibits
in
the
agreement
that
you
can
go
to
that
will
explain
where
the
projects
will
be
located
and,
in
particular
I'm
speaking
of
the
Supportive
Housing
projects
and
the
workforce,
housing
projects,
and
so
I
brought
with
us
this
morning.
Just
a
couple
of
quick
exhibits
that
explain
some
of
this.
The
areas
this
is
the
the
first
map
out
of
that
exhibit
explains
where
the
Supportive
Housing
projects
are
anticipated
to
be
located.

You
can
see
the
medium
intensity
area
there
in
the
urban
core
of
the
city
and
then
there's
also
another
map
behind
that
related
to
Workforce
housing
and
where
those
projects
might
potentially
be
located,
and
so
those
are
both
included
in
the
agreement.
The
one
thing
I
would
say
is
that,
as
it
relates
to
the
workforce
housing
map,
the
agreement
does
provide
some
really
specific
guidance
in
terms
of
the
fact
that
Workforce
housing,
in
essence
we're
trying
to
get
housing
into
areas
where
people
would
otherwise
be
priced
out
of
affordable
housing.

so,
as
you
might
anticipate
you
know,
economic
conditions,
development
patterns
employ.
You
know,
patterns
of
employment,
centers
and
things
like
that
can
really
impact.

Where
these
housing
projects
belong,
and
so
the
agreement
provides
some
flexibility
for
the
housing
authority
to
look
at
specific
metrics
and
adjust
that
exhibit
in
the
agreement
to
provide
them
some
flexibility
to
respond
to
what
the
current
market
conditions
are
at
the
time
that
they're
executing
the
projects,
as
I
said
really,
the
the
Milestone
that
will
be
important
as
it
relates
to
the
city
is
approval
of
those
allocation
plans.

One
thing
I've
known
is
that
in
the
way
that
we're
delivering
this
project,
you
know
a
lot
of
the
maps
projects
that
we
do
the
more
conventional
projects.
The
city
goes
through
a
process
to
secure
an
architect,
an
engineer,
design,
team
construction
company.
They,
you
know
it's
a
very
prescribed
public
bid
process.
The
way
that
the
agreement
has
been
developed
is
really
Oklahoma.

projects
are
completed,
the
the
housing
portfolio
as
you
might
anticipate
they
will
be
operated
and
maintained
by
the
housing
authority
and
their
operating
Partners.
The
Housing
Authority
is
going
to
present
here
in
just
a
little
bit
and

you
more
about
that
and
so
I
think
at
this
time,
I'm

maps
for
the
and
the
homelessness
program
and
how
we'll
improve
the
quality
of
life
for
thousands
of
Oklahomans
throughout
the
presentation.
I'll
refer
to
the
Oklahoma
City
Housing
Authority
as
its
abbreviated
name
Ocho,
and
just
a
quick
background.
Ocho
was
established
in
1965.
It
owns
approximately
2
700
public
housing
units
and
administers
47,
approximately
4
700
Section
8
vouchers.

Sorry
in
public
housing
and
the
that
has
left
public
housing
authorities
such
as
Ocha
with
the
inability
to
fund
required
maintenance
and
repairs,
while
ocha's
public
housing
portfolio
has
an
estimated
need
of
over
200
million
dollars
full
repairs.
It
only
receives
about
6
million
per
year
to
address
those
needs,
which
is
obviously
a
major
shortfall
in
response
to
the
declining
funding
and
aging
of
housing.

The
Authority
has
created
a
Strategic
investment
plan
that
you're
seeing
on
slide
one.

Let's
go
back
one
slide
and
the
plan
centers
primarily
around
Ocho's
ability
to
update
the
public
housing
properties
and
generate
new
and
additional,
affordable
housing
and
then
on
slide.
Two
here
which
you
you
were
on
is
perfect.
We
you'll
see
that
maps
for
homeless
program
uniquely
aligns
Ocho's
goals.
Just
go
back
one
more
please,
and
the
first
goal
is
to
create
a
sustainability
of
expanded
network
of
housing
for
people
experience
homelessness.

This
would
include
a
major
expansion.
The
supply
of
permanent
housing,
permanent
Supportive,
Housing
and
Supportive
Housing
includes
wraparound
services
that
are
designed
to
build
independent
living
and
skills
in
the
and
connect
people
with
the
community-based
healthcare
treatment
and
employment
services.
The
second
goal
on
this
slide
is
the
public
housing
preservation.
Coaches,
housing
stock
plays
a
crucial
role
in
addressing
homelessness.

Since
2016
over
300
people
formally
experienced
homelessness
have
moved
into
into
public
housing.
It
provides
safety
that
provides
a
safety
net
that
prevents
households
from
falling
into
further
poverty,
as
I
previously
mentioned,
the
federal
funding
to
operate
public
housing
has
dropped
sharply
and
even
there,
and
there
even
have
been
proposals
to
cancel
it
altogether
without
substantial
renovation
and
replace
or
replacement.
These
housing
units
may
start
to
become
uninhabitable
within
a
decade
and
once
they're
lost
or
virtually
they're
a
virtually
impossible
to
replace,
and
the
third
goal
on
this
slide
is
the
inclusion
of
Workforce
housing.

All
three
of
these
goals
have
mentioned
are
aspects
of
the
real
estate
market
that
are
difficult
and
not
impossible
for
the
private
sector
to
implement
the
the
defining
feature
of
this
program
is
our
ability
to
leverage
additional
funding
to
achieve
skill
using
Maps
funds
alone.
We
would
only
be
able
to
produce
a
small
number
of
units.
However,
there
are
num.
There
are
numerous
resources
we
can
leverage
as
we
build
affordable
housing.

These
include
low-income
housing,
tax
credit,
the
affordable
housing
program,
just
to
name
two
with
the
maps
allocation
of
55.7
million.
We
estimate
the
ability
to
leverage
400
million
in
private
debt,
equity
and
other
grants
or
loans
to
stretch
these
Maps
funds
and
house.
More
people
Ocho's
map
fours
maps
for
strategy,
will
help
achieve
the
truly
transformative
program
and
accomplish
our
objectives
of
adding
a
supply
of
500
supply
of
500,
permanent,
supportive
and
traditional
housing
units,
preservation
of
1500,
public
housing
units
and
the
construction
of
150
Workforce
homes.

This
program
is
impossible
to
achieve
without
the
Coalition
of
our
partners.
It
will
involve
working
with
the
community
enhancing
corporation,
which
is
instrumentally
of
Ocha,
the
Mental
Health
Association
of
Oklahoma,
the
homeless,
Alliance
and
pivot.
Our
partners
are
represented
here
today
and
will
speak
following
this
presentation
Ocha,
as
the
operator
will
be
responsible
for
identifying
projects,
securing
funding
and
constructing
or
renovating
properties.

These
additional
units,
whether
built
separately
or
integrated
into
Redevelopment
initiatives,
will
complete
a
network
of
housing
that
will
be
used
to
reduce
homelessness
and
increase
self-sufficiency
self-sufficiency
for
our
residents.
The
advantage
of
this
program
is
that
we
do
not
we're
not
will
not
be
creating
from
this
from
scratch.
The
program
is
designed
around
results
achieved
by
our
partners
that
are
each
experts
in
their
area
of
Housing
and
services
and
are
able
to
continue
to
build
up
on
their
proven
success.

This
slide
you're
seeing
shows
how
the
funding
integrates
with
ocha's
current
structure,
the
graphic
on
the
top
left
shows
how
all
properties
will
be
directly
owned
or
controlled
by
Ocha
and
or
the
CEC
to
ensure
the
units
are
retained
as
affordable
for
projects
implemented
by
our
partners.
Ocho
will
require
the
partners
to
enter
a
ground
lease
and
agreement
for
Asset
Management
as
Illustrated
on
the
bottom
of
the
slide.

properties
will
be
set
up
in
a
way
to
ensure
that
they
are
financially
sustainable
with
operating
reserves
and
guarantees
to
place
in
place,
so
that
units
are
not
lost
due
to
foreclosure
or
other
hardships.

reference
to
rental
assistance.
Almost
all
permanent
Supportive,
Housing
and
public
housing
Redevelopment
require
project-based
rental
assistance,
for
example,
Section

vouchers.

auspicious
day
in
the
homeless
business.
It
was
10
years
ago
today,
Valentine's
Day
2013,
that
a
collaboration
of
five
entities,
the
City
of
Oklahoma
City,
the
Veterans
Administration,
the
homeless,
Alliance,
the
inasmuch
foundation
and
the
Oklahoma
City
Housing
Authority
brought
the
housing
first
model
to
Oklahoma
City,
with
a
campaign
that
we
called
14
by
the
14th,
and
we
moved
14
chronically
homeless,
unsheltered
individuals
straight
from
the
street
into
housing.

Thank

So
one
of
the
questions
that
came
up
when
this
we
made
this
presentation
to
the
citizens
Advisory
Board,
was
that
Maps
4
is
a
is
a
long-term
capital
project
and
and
Dr
Bruner's
question
was
you
know?
What
are
we
going
to
do
tomorrow
and
so
I
wanted
to
kind
of
bring
some
of
that
to
you,
so
the
City
of
Oklahoma
City
annually
receives
about
four
million
dollars
in
Continuum
of
Care
Grants,
two
and
a
half
million
in
a
new
Grant,
the
home
youth
homeless
demonstration
project.

We
have
a
two
and
a
half
million
dollar
Grant
from
the
day,
one
families
fund
a
million
dollars
from
the
hopwa
program
and
400
000
from
emergency
Solutions
grants
and
and
those
are
annual
allocations
and
they're
matched
by
significant
private
investment.
So
you
can
see
this
total
for
this
annual
allocation
is
about
what
we're
talking
about
for
the
maps
for
Capital.
First
allocation
and
private
investment
will
triple
that
over
the
course
of
the
Year,
from
in
as
much
Foundation
Arnold
Family
Foundation
United
Way
High
net
worth
individuals.

That's
that's
what,
in
my
business,
we
call
rich
people,
so
those
are
those
are
some
of
the
the
Investments
that
we'll
be
making
in
operating
in
this
coming
year
and
and
years
to
come.
If
I
could
have
the
next

please

just

weeks
we'll
learn
more
about
a
new
landlord
tenant,
Resource
Center,
that's
being
led
by
Jenny
bass,
Carl
and
her
CCP
program,

then

March

task
force
plan
as
facilitated
by
the
clutch
Consulting
Group.
So
those
are
the
those
are
the
the
immediate
efforts
that
we're
making
to
reduce
homelessness
in
Oklahoma
City,
but
they
can
only
be
successful
with
the
long-term
investment
in
truly
affordable
housing
that
maps
for
represents
so
I
implore,
the
council
to
partner
with
the
housing
authorities
they
have
in
the
past
to
implement
this
program.

last
week
we

council
meeting
two
weeks
ago,
we
had
a
concern
raised
by
one
of
the
residents
of
the
Oklahoma
housing
authorities
facility,
which
yeah
yeah,
yes,
I,
understand
which
created
a
concern
on
my
part
and
so
that
concern
still
exists
and
maybe
it'll
increase.
Maybe
it'll
decrease
after
we
hear
from
other
citizens.

Today,
I
don't
know
at
this
point,
but
at
this
juncture
I
would
say.
I
would
like
to
defer
this
action
until
we
have
an
independent
survey
performed
of
the
current
residence
of
the
various
Oklahoma
housing
authorities
facilities
to
see
how
they
perceive
the
receptivism
and
responsiveness
of
the
Oklahoma
housing
authority
to
complaints
raised
by
the
current
residents.

I
think
it's
an
indication
of
how
well
they'll
manage
the
existing
properties
as
well
as
new
properties
and,
if
they're
not
managing
it
in
a
way
we're
comfortable
with
then
I
think
we
need
to
seek
another
partner
for
this
activity,
so
I'm
not
against
what
we're
proposing
I
do
have
a
concern
with
the
appropriateness
of
the
proposed
partner
in
this
endeavor.
So
that's
all
the
opening
comment
I
have
at
this
time.

that

My
concern
with
with
the
survey
there's
a
couple
of
things
because
I've
already
understood
from
a
lot
of
the
residents
that
I've
spoken
with
of
them
the
possibility
of
them
being
removed
from
such
housing.
If
they
speak
out
too
much
that
there
could
be
a
backlash
from
the
authority
to
remove
them.
So
that
is
also
a
concern.

But
we
have
housing
sitting
and
waiting
and
I
also
want
to
continue
to
speak
out
about
my
Creston
Park
area
that
has
been
intentionally
blighted
by
the
Oklahoma
City
Housing
Authority
for
the
past
two
years,
which
is
current
housing
that
we
could
be
housing
and
doing
some
rapid
housing.
For
regardless
of
how
we
say
it's
and
people
have
lived
there.
So
I
can't
say
it's
not
habitable,
because
people
have
lived
there.
Now
we're
to
the
point
where,
because
it's
been
sitting,
it's
probably
more
of
an
issue.
O
But
had
we
had
bodies
in
these
houses
or
these
duplexes,
we
would
have
been
able
to
secure
a
better
option
and
opportunity
for
folks
in
Residence,
within
our
community
and
I
will
continue
to
say
because
of
this
model
that
has
been
presented
as
far
as
their
new
structure,
of
what
red
and
other
other
forms
of
housing
looks
like
the
residents
that
I
have
had
in
Creston.
Park
may
not
be
able
to
come
back
regardless
of
what
we
call
Affordable
housing.

I

some

didn't

it

criminalizing
homelessness.

can
you
remind
everybody
how
many
people,
according
to
our
most
recent,
not
the
point
in
time
count
we
did
this
year,
but
the
most
recent
point
in
time
count
so
I'd
like
to
identify
what
is
the
problem
here?
How
many
people,
at
least
according
to
our
most
recent
data,
are
experiencing
homelessness
in
our
community?
I
just
want
to
hear
that
number,
because
we're
going
to
build
housing
for
volt.
Let's
talk
about
what
the
number
is
please
so.

The
total
number
was
1
339
of
whom
471
were
unsheltered
and
and
I
should
hasten
to
point
out,
because
I
heard
a
NPR
radio
story
this
morning,
that
is
Hud's
definition
of
homeless.
So
in
a
homeless,
shelter
or
in
a
place
not
meant
for
human
habitation,
it
does
not
count,
people
that
are
living
doubled
up
or
motel
homeless.
That
sort
of
thing.

Yeah
and
I
really
appreciate
that
I
can
tell
everybody
as
I've
been
reconnecting
with
residents
recently
at
their
doors.
I
met
a
woman
who,
when
homelessness
came
up,
she
told
me
she
was
homeless
and
it
was
a
very
jarring
experience
because
I
just
knocked
a
door
into
home
and
it
was
the
day
before
the
super
cold
of
Christmas
Eve
Etc
and
she
told
me
she
was
just
staying
with
her
parents
that
week
for
Christmas,
but
otherwise
sleeps
in
her
truck
with
her
dogs
in
parking
lots.

And
part
of
that
is
an
artifact
of
counting
methodologies
with
Partners
like
pivot
and
sisu.
We've
gotten
a
lot
better
at
finding
that
population
by
no
means
perfect,
but
that
does
not
account
for
all
of
that
increase
or
even.

Most
of
it,
okay,
so
I'm,
just
keeping
some
numbers
here,
1339
experiencing
homelessness
that
we've
counted
35
increase
in
youth
homelessness
in
Oklahoma
City.
Is
it
my
understanding?
There's
also
been.
This
is
my
third
question:
an
increase
in
the
number
of
evictions
in
Oklahoma
City?
Oh
yes,
yeah
I
believe
we're
number
20
in
terms
of
the
highest
City
with
eviction
rates.
Is
that
about
right
somewhere
in
there
yeah,
and
would
you
mind
reminding
everyone
how
that
leads
to
homelessness?

So,
every
month,
since
last
March
the
eviction
court
docket
in
Oklahoma
County,
has
exceeded
historical
averages.

Not
all
people
who
are
evicted
become
homeless.
Many,
you
know,
find
other
housing
before
they
leave,
but
some
percentage
do
and
to
the
cost
and
availability
of
housing
versus
the
level
of
poverty
in
the
community,
really
more
than
anything
else
consistently
drives.
Oklahoma
City's
home
every
big
cities,
homeless,
numbers,
okay,.

Reason,
yeah,
yeah
I
think
we
we
just
housed
a
guy
who,
who
had
been
relocated
from
Denver
for
his
business
and
then
literally
before
he
could
start
at
the
new
Oklahoma
city
office.
The
owner
sold
the
business
and
he
was
out
of
a
job
and
he
had
relocated
here
from
Denver
with
two
kids
and
we
were
able
to
use
Rapid
rehousing
funds
because
he
really
only
needed
very
temporary
assistance.

So
Redfin
the
real
real
estate
website
ranked
the
hundred
largest
cities
in
the
country
for
rise
in
rent
from
November
21
to
November,
22
and
Oklahoma.
City
was
number
one
out
of
a
hundred
number
one
in
the
whole
country.

concerns

those
concerns.

by

brought

City

partnership

authority
to
be
such
an
active
partner
and
and

know
I
pretty
much
just
had
to
say
it's
good.
It's
good
leadership.

experience
with
the
Housing
Authority
is:
they
are
always
open
to
discussion,
questions,
dialogue
with
any
Community
partner
and
and
largely
Marx
personal
commitment
to
Innovation
to
address
these
issues
has
been
kind
of
a
Guiding
Light
for
us.
That
said,.

I
just
feel
like
as
a
community.
We
we
just
can't
allow
the
perfect
to
be
the
enemy
of
the
good,
and
if
we
don't
get
busy
developing
housing
you
in
in
a
decade
long
after
I'm
retired,
we
will
find
ourselves
in
the
position
of
Portland
OR,
San,
Diego
or
Los
Angeles
or
Las
Vegas,
because
we
do
not
have
enough
truly
affordable
housing.
And
this
is
the
tool
to
start
that
Journey.

already

stretched
during
this
moment.

to
this

financial
literacy
programs
funded
through
HUD
and
I'd
like
to
have
regular
updates
about
what
we're
doing
to
increase
our
entire
population's
knowledge,
entire
city
populations,
knowledge
of
these
financial
literacy
classes,
because
if
you
have
19
400
people
in
need
of
one
to
two
bedroom,
housing
and
they're
renting
right
now,
it's
a
good
chance.
A
lot
of
those
folk
did
not
grow
up
with
knowledge
of
financial
literacy
down
payment
assistance
program.

I
want
to
know
how
many
people
were
connecting
to
the
down
payment
assistance
program,
so
they
can
get
into
this
housing
and
then,
finally,
as
I've
been
knocking
doors,
I've
heard
from
property
owners
who
are
the
opposite
of
sometimes
the
villains
who
and
I
I,
don't
know
what
else
to
say.

But
people
who,
just
you
know
not
I
I,
don't
want
someone
who
who's
poor
living
next
to
me
in
this
sort
of
stuff,
but
I
have
property
owners
in
Ward
2
who
own
multiple
rental
properties
who,
when
they
hear
about
our
City's
housing
list
housing.
This
excuse
me
housing,
crisis
and
homelessness
issues.

They
want
to
step
up
to
the
plate
and
they
would
be
happy
if
not
honored,
to
houseboat
and
so
I'd,
like
updates
on
what
we're
doing
to
do,
Outreach
to
property
owners
who
could
be
participating
with
you
all
to
help
make
sure
people
have
a
quality
place
to
live,
and
I'll
conclude
on
that
note.
I've
lived
in
the
same
place
for
11
years.

This
February
same
property
owner
he's
a
good
guy,
he's
a
good
guy,
because
anytime
I
call
him
he's
there
to
fix
it
himself,
and
it's
just
wonderful,
but
not
a
lot
of
people
have
that,
and
this
is
an
opportunity
for
us
to
do
it,
which
is
why
I
would
like
to
see
maps
branding
on
every
house
any
unit.
This
builds
as
a
reminder
to
The
Operators.
That
Max
is
an
international
brand,
and
stories
like
in
the
Oklahoman
are
unacceptable.

The
Chamber
of
Commerce,
the
city
council
and
our
residents,
when
they
travel,
do
not
put
egg
on
their
face
when
they
talk
about
the
legacy
of
maps
when
people
are
in
the
housing
and
it
ain't
good,
because
that
ain't
right,
that's
my
request
and
that's
a
lot
of
requests,
but
this
is
complicated
and
these
are
people.
These
are
not
just
numbers.

reiterate
that
this
agreement
does
require
the
reporting
that
councilman
Cooper
is
talking
about
and
the
the
subcommittee
and
The
Advisory
Board
will
be
watching
over
these
reports.

one

reasons
why
we
broke
the
50
million
into
five
allocations
is
so
that
we
could
judge
each
allocation
on
the
merits
of
the
previous
one
and
make
sure
that
they're
doing
what
they're
supposed
to
do
and
that
it's
all
acceptable

that's
why
we
have
the
different
allocation.

think
it's
worth
it
worth
noting
too,
that
some
of
the
concerns
that
are
there
with
housing
authority
in
some
of
the
facilities
is
the
challenges
they've
had
with
being
a
fund
caring
for
the
facilities
they
have
and

intent
is.

we
delay
this
and
we
move
this
off
the
intent
with
this,
and
with
the
with
the
agreement,
as
it
was
reviewed
and
designed,
was
that
we
can
move
forward
and
start
getting
housing
available.
The
longer
we
delay
this,
the
longer
it
takes
for
us
to
start
to
get
housing
available.

It

also
caused
for
people
to
be
removed,
depending
on
what
has
happened
as
far
as
other
rapid
re-housing
efforts
and
again,
those
scattered
sites
that
are
also
a
part
of
their
inventory
that
you
can
clearly
tell

public
housing
properties,

be,
which
should
not
be
in
the
fact
again,
that
we
continue
to
wait
and
it's
always
a
waiting
game
for
them
to
come
to
the

living

public
housing
developments
that
we
own
the
expressed
concern
from

resident

towers
is
that

are
those
folk
that

younger

senior
aged
individual
living
in
those
facilities.

Sometimes
those
individuals
formerly
were
homeless
and
they
come
to
us.
We
have
housed
300
people
in
public
housing
over
the
last
several
years
that
moved
from
homelessness
into
a
house
of
Their
Own,
sir,
it's
impossible
to
make

000
people
happy.
Every
day
we
work
with
each
of
our
residents.
We
worked
with
our
social
service
providers
from
the
homeless,
Alliance
from
all
of
the
other
agencies
that
the
homeless
Alliance
Works
through
through
their
Continuum,
to
provide
case
management
to
those
persons
oftentimes.

are
learning
to
live
in
a
home
again,
and
that
can
be
a
challenge.
We
admit
there's
a
challenge
and
that's
why
in
maps
4,
we
admit
that
we
need
dramatic,
Social
Service
dollars
from
the
private
foundations.
That
is
how
we
will
address
the
needs.
The
personal
needs
of
those
folk
after
they're,
given
a
place
to
live
a
place
to
call
home

We
we've
talked
a
lot
about
Creston
Park,
the
Northeast
duplexes
over
the
last
couple
of
years.

we
go
back
two
years
that
time
before
the
pandemic,
that
time

things
were
different,
the
Oklahoma
City
Housing
Authority,
applied
for
and
received
approval
from
the
United
States
Department
of
Housing
and
Urban
Development
to
dispose
of

properties
on
North,
East,
Martin,
Luther,
King
and
26th
through
28th
Street.
That
is
a
requirement
that
you
must
go
through
in
order
to
move
forward
with
public
housing
Redevelopment,
you
can't
just
walk
up
to
it
and
tear
it
down.
You
must
receive
approval
from
HUD.

above

beyond

our
efforts

work
with
the
residents

ensure

adequate

secondary

them

like

because
they
struggle
with
that
very
basic

believe
that

basic
human
right

we
do
every
day

try
to
be
able

fill

need.

dreams

other

just
have
more

experiences

wonder
why
people

partners

operating
agreement
and

proposal
that
you
had
before
you

support

operating
agreement

hope
that
you
all
approve
it.
So,
just
a
little
bit
of
background,
I've
been
working
in
the
field
of
homelessness
over
30
years.

point
out
that
housing
first
is
not
housing,
only
it's
housing
plus
services,
and
there
are
controls
that
are
built
in
to
this
plan
to
make
sure
that
the
beneficiaries,
the
intended
beneficiaries
of
this
of
this
plan
and
this
program
are
not
displaced.
We
have
a.
We
have
a
non-displacement
policy
we
have
been.

They
cried
when
we
gave
them
the
keys
and
they
received
brand
new
rehabilitated
apartments.
And
then
we
took
referrals
from
the
Salvation
Army
families
that
were
experiencing
homelessness,
and
we
set
aside
units
for
the
homeless
Alliance
for
their
yhdp
program
that
so
we're
guaranteeing
access
with
the
public
dollars
in
the
private
investment
that
we're
going
to
have
housing
plus
Services
we're
going
to
do
housing
first
to
Fidelity
the
people
that
will
be
living
there
and
benefiting
from
all
of
these
programs.
The
rehabilitation
acquisition,
the
upgrades
that
are
so
badly
needed
to
the
infrastructure
there.

There
are
controls
in
place
and
there
is
accountability
in
place.
So
I
would
like
you
to
keep
that
in
mind.
As
you
take
a
look
at
this
operating
agreement,
nobody
will
be
negatively
impacted.
This
will
be
a
shining
star
for
the
City
of
Oklahoma
City,
who
will
be
leading
the
way
in
the
country
of
how
to
use
public
taxpayer
dollars
and
create
access
to
reduce
or
even
eliminate
homelessness,
which
is
a
major
crisis.
That's
why
everybody
is
so
passionate
on
all
sides
of
this
issue
here
today.

let's
get

input

current
residents

see
what
concerns

you
have
what
could
be

these

created

deferred
and
maintenance.

medium

So
when
the
staff
performed
their
analysis

report,
they
looked
at
the

We
proposed
against
the
comprehensive
plans
provision

medium

to
do
is
limit,

Spud
that
the
driveway
actually

22
feet
in
width,
which
is
a
double
stalled
driveway.
What
that
will
allow
is
two
separate
cars

by
side

parked

of
the
homes
in
this
neighborhood
are
single
Lane
drives.

on
the

see
three
cars
parked

is
a
public
street,
so
street
parking
is
something
that
occurs.

requiring
this
to
be
double
lane,
we
are
providing
for
more
opportunity

be
within
the
driveway.
So,
even
though
it
says

feet,
we
can
add
language
that
would
require
the
driveway
at
that
Frontage
to
be
double
stalled
so
that
two
cars
could
fit.

trees,

believe
the
tree

client's
property,

we
can
add
language
that
would
require
the
tree
to
remain
within
the
Spud.

was

concern
about
cars.

down
new
Banks,

get
with
Public
Works
figure
out.
What
type
of
perhaps
on-street
paint
could
be
provided
to
ensure
that
the
in
addition
to
the
signs
that
exist,
some
paint
on
the
street
could
be
provided.
That
would
alert
the
traveling
public
that
you
can't
there
is
no
Thruway
through
Eubanks.

Then
it
goes
on
in
the
same
paragraph
and
says:
allowing
homeowners
to
build
accessory
living
units
on
their
property
can
increase

supply
of
affordable
housing.

increase
in
density
can
be
accomplished
by
building
more
homes
on
less
land

doing

fair
and

and

policies

not
we
denied

proposal

legal

hear
right

assessment,

least
at

this
proposed
ordinance.
Amendment
specifically,
the
amendment
deals
with
chapter
38
of
the
Oklahoma
City
Municipal
Code,
section
38-610,
which
is
the
definition
of
the
curfew
in
the
Bricktown
Entertainment
District.
And
what
we're
asking
Council
to
consider
in
this
amendment
is
simply
changing
the
definition
of
the
curfew
so
that
the
curfew
in
Bricktown
begins
at
9,
00
PM,
rather
than
the
current
11
pm.

share
with

where
we'll
get
into
a
few
details,
about,
for
example,
exceptions
to
the
ordinance
or
I
should
say
curfew
how
the
the
curfew
we

plan

enforce

Council
this
morning

before
I
get
to
that
I
also
thought
Council
might
benefit
from
just
a
little
bit

background
in
terms
of
like
you

are
we
here?
How
did
we
get
to
this
discussion
about
the
curfew?

are
is
Staff
recommending
this
ordinance
change
and
really
I
think
it
just
goes
back
to
thinking
about
Bricktown
and
the
fact
that
it's
an
Entertainment,
District
I
think
we
would
all
recognize
that
vibrant
entertainment
districts,
kind
of
by
their
nature,
when
they're
successful,
provide
opportunities
for
large
groups
of
people
to
gather
right,
whether
it
be
the
events,
popular
venues
and
so
anytime.
We
have
large
Gatherings
of
of
people.

Some
of
those
discussions
with
business
owners-
we've
talked
about
things
like
you
know.
How
can
we
enhance
just
the
the
management,
if
you
will,
of
of
large
groups,
of
people
that
that
come
out
of
businesses,
perhaps
at
one
time
or
very
close
to
the
same
time
as
those
establishments
close
down
late
in
the
evening
early
in
the
morning,
we've
talked
about
things
like
Lighting.

In
fact,
we've
done
some
additional
Lighting
in
Bricktown,
attaching
lights
to
all
of
the
overhead
catenary
poles
that
support
the
streetcar
system.
We're
working
with
OG
e
for
a
lighting
study.
There's
been
enhancements
to
the
lighting
on
the
upper
part
of
the
canal,
we're
in
discussions
about
how
to
maybe
take
some
of
those
enhancements
to
the
lower
part
of
the
canal
and
then
of
course,
curfew.
So
curfew
is
another
thing
that
has
been
brought
up,
so
this
is
just
one
of
those
tools
that
we
as
staff.

The
business
owners
are
looking
at
again
just
to
try
to
ensure
the
safety
and
security
of
everybody
that
enjoys
Bricktown.
So
that's
really
kind
of
the
background.
I
guess
the
last
piece
of
the
background
that
I
would
want
to
mention
to
you
is
that
this
proposed
amendment
changing
the
curfew
also
has
the
support
of
the
Bricktown
board,
so
they
actually
voted
if
you
will
and
are
approving
this
curfews
as
well
or
this
proposed
curfew.

with
that,
the
ordinance
that
we're
looking
to
change
currently
applies
to
unsupervised
juveniles,
so
this
would
be
basically
individuals
under
the
age
of
18.
Currently,
as
I
mentioned,
curfew
hours
are
defined
as
being
anytime
after
11
until
6
6
a.m.
The
next
day,
our
proposed
amendment
again
just
simply
changes
the
definition
of
that
curfew
so
that
the
curfew
begins
at
9,
00,
PM,
again
continuing
until
6
a.m,
the
next
day
and
again
applies
to
unsupervised
juveniles
or
individuals
under
the
age
of
18..

as
we
were
talking
through
this

various
stakeholders,
even
among
staff
we're
like

How
do
we
handle?
You

kids,
that
you

come
out
of
a
movie
after

pm

they're,

game

it's
out
after

p.m,
and
so
I've

a
list

exceptions
here

this

certainly

really

gist

it
is

place

for

Safety

Security

district

curfew

intended

enjoying
Bricktown
right,

movie
theaters,
there's

kinds

do,

brickopolis
whatever,

point
is
once
they
once
that
event
or
that
activity
has
concluded.

then
an
unattended
juvenile
should
be
going
home
or
going
to
another
youth
type
event,
not
just
staying
congregating
gathering
in
Bricktown.
So
that's
really
the

intent
of
the
curfew.

citation
unless,

some
reason
the
juvenile
doesn't
meet
one
of
those
exceptions,
if
you
will
and
quite
frankly
simply
refuses
to
leave
right.
So
again,
it's
all
about
voluntary
compliance.

know
we
probably
get
some
questions
about.
Well,
what
happens
if
somebody
actually
is
cited
for
curfew
violation?
What
are
those
penalties?

Violation
of
of
the
curfew
is
a
class
A
offense
with
it
being
a
Class,
A
offense.
It
does
require
a
mandatory
Oklahoma,
City
Municipal
juvenile
court
appearance
youth
that
are
referred
to
Oklahoma
City
juvenile
court
are
given
the
option.
Typically
given
the
option
for
probation
or
to
pay
a
fine.
If
probation
is
involved,
it
can
involve
like
some
community
service
and
then
again
there
is
also
the
possibility
of
a
fine
just
looking
at
some
history
and
working
with
our
court
administrator.

the
fine
amount
is
fifty
dollars,
plus
court
costs,
but
again
typically
the
probation
includes
some
kind
of
community
service,
but
again
I
think.
The
key
here
is
just
voluntary
compliance.
It's
an
opportunity

approach

to
leave
now
that
they
would
officially
be

breaking
a
rule
or

not
complying
with
the
ordinance,

again
in
response
to
what
we've
heard
from
some
Bricktown
business
owners
as
well.

the

department
about

to
the
youth.

they
have

line
is
the

approach

let
them
know

they're
in
violation,
you

ask
what
they're
doing

them
know
about

violation

there's

just

ask
them
to
move
along,
so
it
won't
be
going
first
to
a
class,
a
citation
yeah.

appreciate
that

actually
councilman
Carter
made
a
good
note,
like
you
know
the
ball
games
ending.
This
is
the
sort
of
stuff
that
can
be
flashing
up
on
that
screen,
informing
the
people
who
are
attending
this

also

but
it
can
also
be
something
that
at
Harkins
talking
with
them
as
a
movie
theater,
putting
some
language
some
flyers
up
for
the
the
kids,
it's
as
they're,
buying
their
tickets
and
as
they're
exiting
that
they
see
this

I'm
gonna
tell
y'all

I
know
you
just
raised.

concern

encounters
with
law
enforcement.

doing

escalate

purely
it's

as
old
as
time.
That's
why
I
think
it
is
critical

law
enforcement
officer
interacts
with
this
again
a
child
that
we
give
them.

can't
just
be
a
stated
thing.

taking

like
a
multi-prong
approach
of
how
we

breakdown

be

that's
the
ultimate

goal
in
all

these
things
that
we're
doing

important

this

what
the
business
owners
asked
for.

something

and

were
very
careful

ensure

we

conversations

business
owners

expressed

was
happening
and

people

Prior,

I've

Bricktown
a

times,

I

certain

There
are
some
that
go
more
than
I,

experience
Bricktown
in
a
different
way

our
business
owners
are
there

time.

these
things

to
get
us
to
a
place

want
as
far

Bricktown
is
concerned,

that's

of
Bricktown
is
such

important
District
in
the

district

it's

still
trying

areas

young

gone
through
two
summers
and
one
of
the
things
we
really
try
to
do
is
build
relationships.
I'm
convinced
that
that's
how
we
move
forward
is
by
having
relationships
with
the
stakeholders
there
and
the
topic
of
curfew
has
honestly
been
coming
up
almost
every
meeting
and
we
talk
about
it
a
lot.
So
we
evaluated
it.
We
looked
at
it
from
a
police
department
standpoint.
AS
We
looked
at
kind
of
the
numbers
and
our
position
was
we
we
didn't
feel
like.
The
police
department
should
be
the
driving
force
for
this,
but
what
we
communicated
was
that
at
the
stakeholders
supported
this,
and
this
is
something
they
want.
Then
we
would
support
that
and
that's
where
we
are
today
and
so
it
keeps
coming
up.
It
keeps
coming
up
and
then
to
your
point,
the
one
of
the
most
recent
shootings.
We
had
involved
two
juveniles.
AS
They
were
down
there,
they
were
unsupervised,
a
gun,
got
involved
and
and
then
it
turned
South
and
then
that
was
kind
of
the
Catalyst
of
okay.
So
I,
you
know
we
made
contact
with
the
Chief
and
then
we
were.
We
were
the
instigator,
the
Catalyst
for
starting
this
process,
but
it
was
with
the
desire
of
the
stakeholders.

So
one
of
the
things
that
I'd
like
to
point
out
is
that
we
have
become
very
strategic
in
how
we
do
things,
so
we've
always
paid
really
close
attention
to
what
what
happens
when
the
clubs
close
and
where
we
place
our
officers.
We
run
a
supplemental
lighting.
There
are
things
that
we've
done
so
we've
we've
moved
that
now
and
we've
become
very
strategic
on
how
we
deal
with
the
juveniles,
and
so
what
we
do
is
we
almost
transition?

It's
like
two
parts
so
early
in
the
evening
we
go
to
where
the
juveniles
congregate
and
we
we
stay
in
that
area
and
we
have
a
presence
we
really
want.
We
don't
want
our
officers
to
congregate.
We
want
our
officers
in
twos,
we
want
them
spread
out.
We
want
our
vehicles
kind
of
in
strategic
places
so
that
people
that
come
to
visit
and
the
juveniles
know
that
we're
present
prior
to
the
current
curfew
at
11.
We
make
announcements,
we
let
them
know
hey.
The
curfew
is
coming.

We
usually
start
that
about
10
30
and
then
we
give
them
every
opportunity
to
leave,
and
so
what's
interesting
when
we
start
looking
at
like
some
numbers,
we
pulled
some
numbers.
Last
year
we
wrote
22
curfew,
citations
and
in
2021
we
wrote
zero.
So
our
our
goal
is
not
to
just
go
out
and
Hammer
the
curfew.
Our
goal
is
to
educate
it's
an
opportunity
to
engage
it's
an
opportunity
to
talk
to
the
kids
and
say:
hey
it's.

curfew,
we'll
start
that
at

strategic

we

that

particular
piece

property
has
gone
through
issues
whereby

vacant
for
a
while
and

was
not
always
boarded
up.

windows
in
this
particular
residence.

it's
a
different
way

Aesthetics
as
far

the
house
is
designed
and
everything.
However,
it
had
windows
and

was

good
looking
house
at
some
point

time

here

Oklahoma

house

vacant,
then
individuals
started
breaking
into
the
house
and
damaging
the
house,

so
from
the
advice
of
from
what
my
client
tells
me.

represent

James
is
that
code
enforcement
told
him
to
to
secure
the
property
by
boarding
it
up.

as
a
result
of
that
the
property
being
vacant,
he
boarded
the
windows
up,
and
so,
but
just
we're
not
conceding

fact
that
that
the
windows
have
been
boarded
up
for
18
consecutive
months
and
then
part
of
those

then
also
there
you
all
they
alleged.
As
far
as
code
enforcement
that
there's
damage
to
the
porch
and
I
think
that's
the
picture
there
of
the
porch.
Now
there
have
been
changes.
There
have
been
damages
to
the
porch
as
a
result
of
weather
and
wind
and
things
of
that
nature.

However,
those
things
can
be
repaired,
it's
not
as
if
the
porch
is
not
in
the
way
that
it
cannot
be
repaired,
along

the
fact
that
they
allege
that
the
porch
support
is
damaged.

don't
agree

is
damaged.
It's
holding
up
the
house
to
a
point
as

the
porch
to
where
there's
no
issues
there's
also
the
issue
of
the
premises
being
unsanitary
well.

haven't

depicted

show
that
the
house
is
unsanitary

way

times
where
graffiti
has
been

the

with

time
