it's
a
pleasure
to
to
make
this
presentation
of
this
report.
It
has
been
a
long
time
coming
and
and
we're
just
excited
about
where
we
have
fallen
in
the
in
the
result
of
this
process,
so
slide
advance.
I
The
program
has
not
changed
since
day
one.
This
is
a
an
active
community,
senior
health
and
wellness
center,
and
it
will
provide
services
for
the
northeast
side
of
oklahoma
city.
Langston
university
will
be
the
operator
and
we
have
essentially
two
sides
to
this
center.
One
is
what
I
call
the
active
side
or
the
or
the
fitness
side,
and
the
other
is
the
passive
side
or
the
community
side.
The
fitness
side,
which
will
be
managed
by
the
ymca
as
a
managing
partner,
includes
a
gymnasium,
a
swimming
pool
and
natatorium.
I
It
includes
fitness
and
workout
areas,
it
includes
group
activity
and
exercise
areas,
and
it
includes
a
one-twelfth
mile,
elevated
track,
and
it
also
includes
the
expanded.
I

The
passive
side
is
more
community
focused
and
our
our
concentration
has
been
on
what
langston
and
the
constituents
around
this
facility
deem
as
the
most
important
and
that
is
truly
a
community
center
and
which
they
can
come
at
any
time,
even
on
the
weekends
that
will
include
multi-purpose
rooms
and
and
meeting
rooms,
and
those
multi-purpose
rooms
can
be
divided
and
are
serviced
by
a
kitchen.

That
kitchen
will
also
be
able
to
provide
daily
meals
and
there's
also
a
teaching
and
demonstration
kitchen
that
will
be
available
to
the
to
the
seniors
so
that
they
can
learn
to
better
cook
and
take
care
of
themselves.

Last
time
we
met
or
last
time
I
was
in
front
of
you
and
our
current
estimate
that
we're
going
to
show
you
breaks
out
the
furniture
and
the
equipment
and
even
some
of
the
pool
equipment
separately,
but
that,

estimate

building
is
right
now
is
under
the
total
amount
of
budget
that
has
been
approved
by
you
all
and
when
it
comes
up
you'll
be
able
to
see
those
numbers.

little
close

hundred
thousand
dollars
in
furniture,
fixtures
and
equipment
like
I
said
that
that
is
in
several
areas,
including
the
kitchen
equipment,
and
then

estimated
building
cost
is
a
little
over

million

our
total
estimated
cost
is
presented
is

and

and
our
budget
at
this
time

hundred
and

thousand
dollars
advance.

schedule

accept
the
preliminary
report,
this

go

the
city
council
in
august
and
if
they
approve
it,
then
we
will
begin
final
plans.
We
have
90
days
to
complete
the
final
plans
and
we'll
complete
those
in
november,
we'll
go
out
for
bidding
with
everyone's
approval
in
december,
and
we
anticipate
construction
beginning
in
march
of
2021
and
completing
in
july
of
2022.

a
little
bit
some

The
site
is
on
the
northeast
corner
of
northeast
36th
and
lincoln
exactly
one
mile
north
of
the
state
capitol
complex
advance,
please,
and
on
that
site
we
have
taken
the
northwest
corner
and
to
locate
the
wellness
center
advanced.

and
currently,
this
is
how
we
anticipate
the
development
of
the
site
to
go.
We
will
be
in
the
northwest
corner.

the

current
plan
is
that
that
we
have
come
up
with,
including
in
input
from
the

wellness
center
committee
at
our
last
meeting,
has
a
couple
of
changes
in
it,
but
with
our
with
our
increase,
we
were
able

incorporate
those

there,
as
you
can
see,
there's
the
gymnasium
and
the
act
active
side
on
the
west
or
the
left
side
of
the
slide
north
being
up
sheet.

pool
is
essentially
right
in
the
center
and
the
passive
side
is
the
east
side
or
the
right
wing
that
kind
of
reaches
out
and
south
towards
the
proposed
homeland
grocery
store.
This
wing
is
designed
so
that
it
can
be
locked
off
and
operated
on
weekends
and
after
hours
when
the
wellness
center
is
not
in
operation
and
we've
provided
for
its
own
separate
entry
and
even
toilet
facilities
for
those
functions
as
well.

the
upper
level
that
that
shows
the
track

the
exercise

exercise

the
track
overlooks
a
full
gymnasium
below
that
can
be
divided
into
three
paddle
tennis
courts.

So
this
is
a
a
change
order
for
the
convention
center.
What
we
would
consider
routine
construction
items.
However,
the
largest
part
of
this
is:
is
a
operator
requested
piece
of
equipment,
the
cleaning
solution
machine?

There
was
some
additional
power
and
plumbing
that
needed
to
be
done
in.
In
addition
to
buying
the
machine,
then
the
second
one
is
the
wall
sealant.
So
when
we
finally
get
to
go
in
and
tour
the
the
convention
center,
some
of
the
the
wall
material
meeting
rooms
is
a
looks
like
a
reclaimed,
barn
wood
and
it
was
a
little
rough
afraid.
It
might
snag
people's
clothes
or
give
splinters.

So
there's
a
we've
got
a
proposal
to
put
a
sealant
on
that
to
smooth
it
out
and
to
make
it
a
little
a
little
more
rugged.
So
then
there's
some
light,
fixture
modifications,
column,
modifications
and
some
geogrid.

We
found
some
more
as
far
as
the
amendment
with
much
more
concrete
as
they
were
doing.
The
parking
lot
over.
There
found
a
big
chunk
of
concrete
and
that's

and
then
on
4th
street
we
were
stabilizing
and
preparing
for
the
roadway
in
the
in
the
pavers.
There
was
a
section
of
dirt
that
we
could
not
get
stabilized.
It
was
just
bad
soil
so
that
that
has
already
been
removed
and
replaced.

there's

the

this
morning
with
this
preliminary
port
report
on
the
west
river
trail
that
will
hopefully
provide
results
to
be
able
to
reopen
that
trail
with
a
realignment,
and
so
today,
in
this
preliminary
report,
we
hope
to
outline
really
the
scope
of
the
work
that
will
be
required
to
do
that.
So
we
can
go
to
the
next
slide.

Obviously,
the
existing
conditions
of
the
trail
were
such
that
it
needed
to
be
closed.
We
can
see
here
in
this
photo
and
the
location
map
that
the
embankment
along
oklahoma
river,
south
of
lake
overholster,
has
eroded
and
degraded
as
such
to
where
it
was
threatening
the
existing
trail,
which
required.
You
know
the
city
to
reach
out
to
try
to
find
solutions
to
resolve
that
the
next
slide.

Initially,
a
report
was
done
early
or
late
in
2019,
actually
presented
in
january.
That
was
a
remediation
and
a
rebuild
of
that
embankment
along
the
oklahoma
river.
You
can
see
a
few,
a
couple
of
plan
sheets
that
indicated
what
our
recommendation
was
at
that
time.
As
we,
you
know,
research
that
and
put
a
cost
to
it.

So
that's
what
this
report
will
detail.
This
shows
the
north
section
of
the
trail
that
would
parallel
the
existing
I-40
oklahoma
department
of
transportation
right-of-way.
We
feel
like
through
a
shared
agreement
with
odot.
We
could
establish
a
alignment
that
brings
us
back
into
oklahoma
city
owned
road
right
away.
The
typical
section
on
this
sheet
does
show
improvements
to
the
trail
as
well
from
the
from
when
it
was
built.

We
show
the
alignment,
the
existing
roadway
alignment,
it's
actually
a
shared
alignment
with
ogne
utilities
and
oklahoma
city,
road
alignment,
where
we
would
back
the
trail
up
to
the
existing
curb
line
along
melvin,
young's
boulevard,
still
building
the
same
typical
section,
but
instead
of
on
one
side,
the
concrete
header
curb
would
actually
be
backing
it
up
to
the
roadway
curb
still
maintaining
that
12-foot
alignment
and
again
inside
of
oklahoma
city
road
right
away.

We
do
have
some
options
along
the
south
leg,
as
we
turn
west
to
go
back
to
make
connections
to
the
existing
trail,
and
that's
really
what
we're
presenting
is
some
options
to
completely
tie
this
trail
back
into
the
west
river
trail
option
one
showed
a
shared
or
multi-use
trail
facility
for
about
250
feet
along
southwest
8th
street.

You
know
the
existing
roadway
is
there,
but
there
are
commercial
properties
and
an
existing
business
along
this,
and,
as
we
know,
the
shared
trails
or
multi-use
trails
in
some
instance
do
provide
or
do
prove
to
have
safety
concerns
with
that.
So
we
we
provided
a
few
additional
options.
Option
two
shows
that
we
take
that
trail
off
of
southwest
8th
street
and
put
it
behind
the
existing
curb
that
is
on
the
the
concrete.
But
the
road
right
away
along
southwest
8th
street
is
very
limited.

It's
about
40
feet
along
this
section
and
then
narrows
the
30
feet,
but
with
the
existing
32
foot
roadway
we
would
have
to
acquire
additional,
permanent
or
temporary
and
or
temporary
easements
in
order
to
do
the
trail
to
construct
the
trail
behind
that
curb
plus
there's
drainage
improvements
that
would
have
to
be
accomplished,
and
so
there
would
be
additional
considerations
that
we
felt
like
were
a
concern.

We
looked
at
option
three,
which
would
allow
the
trail
to
come
across
the
street
and
put
it
on
the
south
side
and
go
along
the
south
curb
line,
but
we
also
have
some
concerns
with
that.
There's
existing
utility
structure
there
there's
an
oklahoma
city,
water
line,
there's
utility
poles.
There
are
also
the
property
owners
on
the
south
side.
We
would
again
have
to
look
at
temporary
and
or
permanent
easements
that
would
have
to
be
acquired.

We
went
to
an
option
four
to
look
at
how
we
could
stay
on
the
north
side
and
possibly
reconstruct
that
250
feet
of
of
roadway
now
understand
that
southwest
8th
street
does
terminate
about
250
feet
and,
as
we
can
see
in
this
plan
sheet
as
well
as
we
all
know,
it
doesn't
go
any
further
west
because
of
the
river,
it
would
go
to
a
dead
end
street,
and
so,
if
we
reconstructed
the
the
roadway
to
a
32
foot
width
by
using
the
south
easement
again,
we
would
have
to
look
at
relocations
of
utilities
existing
utilities.

We
would
still
have
to
deal
with
those
property
owners,
and
actually
this
option
was
the
most
expensive
of
all
the
options
that
were
presented.
So
we
looked
at
a
final
option:
option
five,
which
we'll
show
on
the
screen
now
and
considering
that
this
road
does
go.
I
definitely
don't
want
to
say
go
to
nowhere,
but
it
goes
to
two
properties.

We
feel
like
that.
We
could
modify
the
the
width
of
the
roadway
to
what
would
be
a
standard,
26
foot,
maybe
a
24
foot,
roadway
width
and
by
utilizing
that
extra
width
on
the
north
side.

If
we
go
to
the
next
slide,
we
can
go
through
a
summary
sheet
that
kind
of
breaks
down
the
cost
and
the
reason
and
the
different
you
know
points
to
each
option:
option
one
is
the
cheapest.
But
if
you
remember
that's
a
shared
path
trail
that
would
put
our
bicyclist
on
a
existing
roadway
option.
Two
requires
additional
right-of-way
and
has
drainage
issues.

Option
three
is
the
most
expensive
or
actually
the
second
most
expensive,
but
it
again
would
require
utility
relocations
and
easements
option
four
being
the
most
expensive
because
we're
rebuilding
a
roadway
option.
Five
again,
as
we
discussed
this
and
presented
the
interstate
to
the
subcommittee,
we
feel
like
that
with
a
slight
modification
of
existing
roadway.
We
can
fit
the
trail
inside
of
existing
oklahoma
city
easements,
preventing
us
from
having
to
seek
additional
easements
right
away,
and
it
still
provides
the
access
to
the
properties
as
well
as
protection
to
the
trail.

As
we
look
at
the
project
schedule,
you
can
see
that
if,
if
the
advisory
board
goes
with
the
subcommittee
and
and
approves
option
five,
we
can
get
our
notice
to
proceed
approximately
august
5th.
We
will
require
survey
along
that
we'd
like
to
get
that
started
as
soon
as
possible.

The
right
way
acquisition
dates
that
are
in
here
are
really
provided
as
a
conservative
number,
where
we
felt
like
if
we
had
to
deal
with
property
owners,
but
with
the
option
presented,
we
think
we
have
all
the
easements
that
are
required.
We
have
reached
out
to
both
the
department
of
transportation
and
og
e
for
areas
that
we
feel
like
would
need
to
be
shared,
and
both
of
them
are
very
positive.
About
being
able
to
accomplish
that,
so
that
time
frame
will
be
shortened
considerably.

where
the
final
plan
review
and
some
middle
would
be
bidding
process,
contractor
notice,
proceed
and
construction
would
begin
towards
the
first
year
and
be
completed
by
middle
of
april,
and
so
that's
what
we're
presenting
today
to
the
advisory
board.

you
have
any

I'll,
be
glad
to
answer

very
involved
with
the
map
staff
with
mr
todd

his
staff
have
reviewed
each
one
of
our
steps
and
through
discussion
of
tried

identify

best
option

believe
and
I'll
let
david
speak,
but
I
believe
that
that
option
five
is
a
a
shared
opinion
that
that
would
be
the
the
best
direction
to
go
with
this
project.

vehicular
traffic

had
to

interact
with
that
traffic

then

utility
costs
would
extend
the
length
out.

are

in
agreement
with
this.

bring

area

don't
know
how
much
sam
was
really
mind
off.
Of
that.
I
don't
know
if
you
knew
the
coffee
construction
company
is
at

end
of
that.
So
there
is
a
business,
but
those
are
the
only
two
properties
there.

it
serves
a
undeveloped
commercial
site
that
is
up
for
sale
and
then
it
serves
as
an
entrance
more
like
a
driveway
into
that
construction
company.

excess
capacity
charge
that
the
boathouse

reports

report

beyond

we've
already
heard.

Starting
off
with
convention
center,
things
are
going
really
well
down
there.
I
know
that
all
of
you
be
pleased
with
the
way
it's
looking
it's
on
schedule.
Everything
is
is
going
good.
I
wish
we
could
give
some
tours,
but
the
current
situation
just
makes
that
difficult,
lower
park
plans
are
are
in
the
office
and
we're
reviewing
those
and
hope
to
be
bringing
those
as
final
plans
and
out
to
bid
next
month
to
you.

that's
going
well.
We
talked
about
wellness
centers,
the
the
locker
rooms
that
wellness
center
2
is
in
final
design.
Wellness
one
is
indesign
and
wellness.
Four
is
also
coming
quickly
with
the
preliminary
report,
maybe

next
month

two
we'll
be
bringing
you
for
that.
One
work
at
the
river
continues
surf
machine
is
nearing
completion,
doing
really
well
on
that
and
the
other
other
project.
The
second
floor
built
out
in
the
zip
line
bids
next
wednesday,
so
we'll
be
bringing
that
to
you
next
month,
trails
and
sidewalks.

As
far
as
the
sidewalks
we've
have
asked,
public
works
to
help
us
find
a
an
engineer
to
design
that
final
bit
of
additional
sidewalks
that
we
have
in
there
and
we're
working
on
some
trail
issues
with
the
subcommittee
on
that.
Streetcar
continues
to
work.
Only
thing
that
we
have
left
on
streetcar
work
is
the
leaning
rails,
the
panels
that
are
going
in
the
leaning
rails
and
those
may
start.

we've
had
some
some
issues
with
materials
because
of
the
covet
situation
getting
getting
those
in,
but
it
looks
like
they
should
start
next
week
and
that
should
go
fairly
quickly.
