Thank

the
Commission
previously
heard
this
item
at
its
meeting
on
June
24
2020,
a
mushroom
was
made
to
deny
the
application
on
the
basis
that
the
project
does
not
meet
the
regulations,
and/or
guidelines
of
the
urban
design
overlay
district
in
summing
ordinance
as
referenced
in
the
staff
report.
The
motion
to
deny
was
approved
for
2/3.

After
the
meeting
the
applicants
contacted
staff
to
review
their
options,
which,
at
that
time,
staff
advised
included
one
to
appeal.
The
decision
to
the
Board
of
Adjustment
to
to
file
a
new
application
or
three
requests
that
the
Commission
consider
rescinding
their
previous
decision
and
consider
the
item
again.
The
applicants
chose
the
last
option.

article
10,
section
1
of
the
bylaws
for
the
oklahoma
city.
Urban
design.
Commission
states
that
robber's
rules
of
orders
revised
shall
govern
the
urban
design
commission
in
all
cases
to
which
they
are
applicable
and
which
are
not
inconsistent
with
the
bylaws
or
special
rules
of
order
of
the
Commission.

to
section
35
or
Robert,
Robert's
Rules
of
Order
revised
an
assembly
can
change
or
cancel
an
action
previously
taken
or
ordered
by
means
of
a
motion
to
rescind,
unless
something
has
been
done
as
a
result

that
vote,
that
is
impossible
to
undo
under
your
agenda
item
6a,
you
have
two
sub
items.
The
first
sub
item
is
to
consider
whether
the
Commission
wishes
to
rescind
their
previous
action
taken
on
this
matter.
At
this
time,

applicant

state

case
as

why

commission
should
rescind

previous

has
presented

UD
staff
about
an
hour-long
presentation
addressing
the
guidelines
are
concerned,
items

so
we
have
new
information
that
we
would
like
to
present
to
the
Commission.

you
make
a
motion
one
way

the

You
could
make
a
motion,
you

you
don't
want

rescind

somebody
wants
to

wouldn't
probably

Performing
product,
so
that

that
was
the
purpose
of
my
motion
was
not
so
much
that
the
materials
would
not
perform
the
way
that
they
were
being
presented.
But

That
paint
in
general
is
an
item
that
is
a
high
maintenance.

high
maintenance
material
that
can
perform
in
a
variety
of
ways
and
if
we
go
forward
with
allowing
items
to
be
painted
that
it
might
cause
others
to
believe
that
they
could
paint
structures
with
less
quality
materials,
not.

think

people
learning
about
this
or
seeing
it
and
you
know
going
ahead
and
just
painting
without
following
the
proper
procedures,
we
certainly
see
our
fair
share
of
those
types
of
cases
as
well,
and
those
are
those
were
unfortunate.
So
I
would
agree
with
the
points
that
Commissioner
Blatt
made
any
other
discussion.

a
question
if,
because
I
think
that
is
a
very
valid
point,
but
I
think
man
I,
like
some
understanding
here,
if
we
did
decide
to
rescind
our
previous
action
and
grant
permission
for
this
structure
to
be
painted.
Does
that
mean
that
we
lose
the
ability
to
not
only
enforce
someone
else,
adhere
to
the
guidelines
and
and
prohibit
them
from
painting?

this
is
sue
said
yeah.
You
certainly
could
make
a
condition.
You
know
that
it
be
a
certain
quality
or
something
like
that
in
the
CA,
and
you
know
and
make
it
you
know
I
guess
conditioned
upon
a
type
of
product.

as

not
harm,
pain
or
but
or
whatever
you
decided
that
you
could
condition
your
CA.

think
that
we've

similar
types
of
discussions
with
respect
to
artificial
turf
conversations,

regard,
there
were

believe

occur
and
in
the
event

rescind
and

listen
to
this
presentation,
I
do
believe
that
that
would
be
very,
very
valid
in
regards
to
how
the
motion
is.

others

view

you
feel

that

are
circumstances

lead
to

we
might
consider
it

long
as
it
has

necessarily
think
that
this
sets
a
precedent
per
se,
so
just

personally,
don't
have
any
objection
to
putting
forward
a
motion

reset

listening

new
information
and
see
if
there's
something
that

sway

previously

asked
why
we
should
reconsider
this
previously,
we
did
not
understand,
from
a
brick
experts
point
of
view
the
situation
that
we
have
on
our
project
with
regard
to
the
individual
bricks
and
the
destruction
of
the
fire
skin
that
has
taken
place
due
to
weathering.
So

brick
faces
the
last
time
we
focused
on
the
mortar,
which
is
repairable,
and
we
do
plan
to
repair
it
and
now
I
would
like
you
to
see
each
individual,
brick
and
the
remineralization,
the
lack
of
fire
skin,
the
weathering
that
has
occurred
and
the
reason
that
we
need
to
protect
it
with
a
new
skin
and
I'd
like
to
make
comments
to
after
mr.
Joe
Schroeder's
presentation.

We
wanted
to
talk
about
the
Roma
bio
solution
of
providing
eight
a
new
skin
of
protection
for
this
product
project,
to
not
only
uniform
it
in
color,
but
a
give
give
that
fire
skin
the
extra
protection
it
needs,
because
our
product
bonds
to
it
makes
it
stronger
with
allowing
water
to
penetrate
it
and
release.

This
product
has
a
chemical
reaction
on
it
that
that
that
provides
that
bond
roma
bile
mineral
Robo
vials
of
mineral
paint
manufacturer
based
in
Atlanta
Georgia
we
marketed
in
the
paint
family,
but
it's
basically
a
mineral
based.
You
know
product
with
no
VOCs
and
no
chemicals
in
it
all
natural
material,
mineral
bonding
to
a
mineral,
minerals,
love
minerals
and
this
product
bonds
to
it
all
the
products
are
made
in
Florence
Italy
by
fourth-generation
paint
maker.
Again,
these
products
have
been
made
for
hundreds
of
years.
It
isn't
new
technology,
but
is
new
to
the
American
market.

We
launched
it
in
2009
and
still
using
these
old
techniques,
we
make
colorful
vibrant
products
that
are
non-toxic,
sustainable
and
eco-friendly
next
slide.
Please
again,
this
just
talks
about
the
history
of
mineral
paints.
We
offer
we
have
two
solutions
for
this
project.
We
have
a
lime
wash
that
was
perfected
by
the
2,000
years
ago,
and
then
we
also
have
a
a
solid
masonry
flat
textured
with
an
extra.

It's
got
an
extra
for
stronger
climates,
the
Germans
needed
a
stronger
climate
or
a
stronger
product
for
their
climate,
and
they
with
the
potassium
silicon
atom,
along
with
an
aggregate
made.
The
products
create
a
stronger
shell
for
their
for
their
homes.
In
that
climate,
again,
not
new
technology.
The
the.

That
the
is
potassium
silicate,
it's
the
main
ingredient,
which
again
was
perfected
by
the
Germans,
not
new
technology,
there's
buildings
over
there
that
were
painted
with
mineral
paints
a
hundred
years
ago
that
are
still
in
good
condition.
Today
it
is
a
product
that
brick
gets
old
and
tired
and
needs
a
fresh
skin
on
it.
This
is
a
product
that
they
use,
that
spec
for
it
for
masonry,
that
is
the
product
that
they
use
to
bring
brick
back
to
life.

use
the
word,
silicon
paints,
or
you
know,
paints
that
we
are
customed
to
hear
over
there,
they
they're
they're
all
banned.
They
do
not
use
them.
This
is
the
product
that
they
use
for
for
rehabbing
old,
stone,
brick
moving
to
the
next

again,
Roma
biles
mineral
line
paints
stains
that
are
natural
products,
are
kind
of
going
over
a
lot
of
things.

already

tell
you
is

I
just

We
have
many
like
it
aging
old
brick,
this
one
you
can
tell
by
the
front
in
his
aged
discolored,
and
they
get
an
addition
on
it
to
make
more
room
for
their
family.
However,
the
two
towns
bothered
them.
They
wanted
to
provide
us.
You
know
a
new
look
new
color
while
improving
the
performance
you
know
enhancing
their
brick.
Next

the
after
of
what
our
products
did
for
their
for
their
home.

we
want
to
do

We
want

We
understand
that
this
is
it
for
every
brick,
we're
not
trying
to
sell
it
as
every
brick,

as
a
case-by-case
understanding
what
the
project
needs.

the
bricks
needs

bring
it
back

life

that's
what
we're
here
not
only
selling
our
product
on
but
to
help
bring
this
this
home.

keep

it

wire
cut
masonry
that
has
seen
weathering
and
it's
starting

show
the
signs
of
free
stock
through
the
face,
so
I
don't
take
any
exception
to
what
you're
presenting
I'm
curious.
If
you
can
tell
me,
how
does
your
product
perform
relative
to
a
high
solids,
high,
siloxane
flat,
clear
application
that
would
be
used?

would
not
change
the
color
of
the
of
the
existing
brick
and
I
realized.

comes
in
the
clear
base,

quite

lot

conversation

potassium
silicates
versus

lime
wash
the
potassium
silicate
is
what
Joe
has
recommended
to
us.
It's
more
expensive.
It
has
a
20-year
warranty
on
it
after
the
new
skin
is
a,
and
so
that
is
our
preference.
However,
the
lime
wash
is
removable
and
I.
Remember
Commissioner
Blatt!
You
are
very
concerned
about
once
painted
you
could
never
go
back.
You
wouldn't
want
to
remove
the
lime
wash.
It
lasts
more
like
seven
years,
but
if
you
wanted
to
remove
it,
you
could
remove
it.
I

would
be
stripping
the
protective
skin
off
this,
so
we
would
wouldn't
want
to.
We
prefer
the
potassium
silicon
and
Joe
was
explaining
in
Germany's
climate.
The
potassium
silicon
is,
preference
is
preferred
because
of

harsh
weather
there,
and
so
certainly,
if
the
potassium
silica
is
denied,
we
would
ask
that
you
please
do
approve
the
lime
wash,
which
is
more
of
a
7
year
solution,
but
it
is
removable
if,
in
the
future,
somebody
comes
up
with
some
technology
that
can
restore
this
brick
and
then
you
would
want
to
take
off
the
new
protective

sheets

obtain

sheets
could
occur.

see
the

about

this
product
apart
and

we
have

is
in
the
event

be

the
protective
skin

brick

ability

it's
extremely
difficult
and
if
you
can
do
it,

I've
done
in
historic
projects,
it's
extremely
expensive,
so
I
think
from
my
vantage
point,
I
wouldn't
want
something
that
wears
off.
