B
B
We
pray
Lord
that
you
would
continue
to
lift,
bless
and
Grant
that
wisdom,
that
is
necessary
to
conduct
your
business,
realizing
that
your
blessings
are
contingent
Upon,
Our
obedience,
and
we
ask
that
you
would
give
them
the
weight
of
responsibility
as
leaders
that
you
would
cause
him
to
recognize
the
conviction
as
committed
servants
in
their
accountability
as
wonderful
stewards
and
Lord.
We
also
ask
Lord
that
you
would
grant
them
the
wisdom
to
do
justly
that
you
would
grant
them
The
Compassion
to
love
mercy
and
also
Lord.
B
C
A
Right,
we'll
Now
call
this
meeting
to
order
item
three
on
the
agenda
is
from
the
office
of
the
mayor.
We
have
two
items:
the
appointment
of
Timothy
long
to
serve
as
a
member
of
the
traffic
and
Transportation
Commission
Item
B
is
the
appointment
of
Jeremy.
Meek
serves
a
member
of
the
Oklahoma
City
Planning
Commission.
We
can
take
both
items
with
one
motion.
A
D
A
E
Thank
you
mayor,
there's
a
couple
of
reports
on
today
and
we
don't
have
any
formal
presentations.
We've
got
the
final
sales
tax
report
from
June
from
FY
23.
The
we
finished
the
year
you'll
see
on
the
report.
It'll
show
that
it's
1.9
million
dollars
below
projections,
but
remember
we.
We
amended
the
budget
towards
the
end
of
the
year
about
by
about
30
million
dollars,
so
still
came
a
little
short,
but
still
well
above
what
our
original
projections
were,
and
we
had
amended
that
again.
Like
I
said
late
in
the
year
we
finished
the
year.
E
As
we
had
talked
about
the
first
part
of
the
year.
We
were
around
10
percent
growth.
In
the
first
half
of
the
year,
we
finished
the
year
with
lower
growth,
the
final
quarter
of
the
year
we
finished
at
about
2.7
percent
growth,
and
so
we
saw
that
slowing.
The
last
check
we
got
in
June
was
about
a
half
percent.
E
The
second
report
that's
on
is
the
impact
fee
report
and
that
just
that's
a
report
that
just
not
acknowledges
the
increase.
That's
provided
for
in
the
ordinance
for
impact
fees.
We
did
have
a
moratorium
or
a
delay
on
the
increase,
so
we
moved
the
FY
22
increase
to
this
fiscal
year
to
the
same
time
to
start
in
June,
so
the
increase
from
last
year
was
8.24
percent
I
mean
this
is
based
on
the
construction
cost
indexed.
The
increase
for
this
year
was
1.79.
E
A
E
A
E
E
item
G
is
1621
1629
Northwest
32nd
Street
to
we
need
to
strike
that
to
re-notify
the
owner
and
then
item
H
is
120
is
123.00
Northeast
50th
Street
to
own
the
owner
is
secured
and
then
on
page
17
continuing
with
abandoned
structures.
This
item
will
be
stricken
from
the
agenda.
It's
item
11q1
and
it's
item.
G12300
Northeast,
50th
Street,
the
owner
has
secured
that's
all
the
items
that
I
have.
A
Thank
you
brings
us
to
item
eight
on
the
agenda,
revocable
permits
and
events.
We
have
nothing
there
today,
so
we'll
recess
the
council
meeting
convenience
the
Oklahoma
City
Municipal
facilities.
Authority,
we
have
items
a
through
h,
there's
no
questions
or
comments.
We
can
take
these
with
one
motion.
A
A
A
Are
there
any
other
items
that
anyone
would
want
to?
Can
you
say
that
one
more
time?
Yes,
please
see
a
CB
is
in
boy
and
CC.
Thank
you
there
any
other
items
that
council
member
would
wish
to
pull
out
or
discuss.
E
F
Morning,
I
should
have
some
slides,
hopefully,
but
I'll
start
by
saying.
Thank
you.
I
want
to
thank
everybody
on
the
council
for
your
your
vision
and
your
support
in
creating
the
Oklahoma
City
film
and
creative
Industries
Office
we're
now
eight
months
in
and
the
work
is
going
really
well.
It's
been
eight
months
of
creating
new
Partnerships
working
with
other
film
commissions
around
the
state
on
legislative
agenda,
trying
to
connect
the
dots
in
the
industry
and
to
remind
you,
we're
not
just
the
incentive
program.
F
We
do
have
a
fully
functioning
website
with
locations,
crew,
support
services
and
we're
there
to
support
filmmakers
and
business
owners
as
they
start
up
their
businesses
and
attempt
to
grow
them
in
Oklahoma
City.
So,
with
that,
we
will
start.
We
have
two
our
program
for
the
incentive
launched
in
January.
F
F
Their
budget
was
roughly
650
000
and
of
that
they
are
anticipated
by
the
end
of
post-production
to
spend
roughly
518
thousand
dollars
here
in
Oklahoma
City,
two
of
the
three
filmmakers
they're,
a
writer
producer
director
team
to
or
from
diverse
backgrounds,
and
their
filming
dates
are
were
May
1st
through
June
2nd
of
this
year.
Actually
their
dates
changed
a
little
bit
and
they
just
finished
shooting
a
couple
of
weeks
ago.
F
The
next
slide.
This
is
breaking
it
down
by
the
numbers
to
give
you
an
idea
of
the
scope
of
the
project
they
hired
145
people
locally
here
in
Oklahoma,
City
estimated
number
of
working
days
or
Mand
days
for
the
production
were
785
area
resident
percentage.
A
whopping
93
percent,
which
we
like
to
see
qualifying.
Labor
income
was
roughly
280
thousand
dollars,
set
construction
and
filming
on
an
Oklahoma
City
soundstage
was
only
one
day
they
filmed
primarily
on
practical
locations
in
Oklahoma
City,
and
so
that
was
a
total
of
19
days
next
slide.
F
Just
a
little
bit
of
the
the
information
on
the
filmmakers,
the
writer
director
is
a
black
filmmaker
from
Oklahoma
City.
His
producer
is
also
black,
I
believe
they're
cousins
and
the
cast
75
percent
of
them
identifies
black
indigenous
or
people
of
color
and
50
of
the
production
crew
were
the
same
next
slide.
F
F
and
labor
income
of
a
little
over
five
hundred
thousand
dollars.
Qualified
expenditures
for
the
rebate
program
were
427,
804
and
taxable
expenditures,
little
over
seventy
thousand
below
the
line,
salary
and
per
diem
183
000,
and
what
below
the
line
means
is
there's
a
demarcation
line
in
a
budget
above
the
line.
Are
your
director
primary
cast
writer,
screenplay
and
producers?
Everything
else
the
working
crew
are
considered
below
the
line.
F
Next
slide
slide
this
project.
Not
only
did
they
qualify
with
the
basic
minimum
500
500
000
spend
they
were
they're
conducting
their
post-production
here,
which
is
something
we
love
to
see
the
recording
and
producing
their
music
here,
and
they
do
meet
the
500
000.
This
I'm
just
realizing.
This
is
the
old
PowerPoint.
A
F
F
This
is
exactly
the
kind
of
project
that
this
program,
I,
believe
was
created
for
it's
lifting
up
our
local
filmmakers,
giving
them
a
chance
to
get
started
in
their
careers
to
tell
their
own
personal
stories.
I
believe
that
these
three
gentlemen
that
are
behind
this
project
will
go
on
to
do
many
more
projects
and
there
I
went
to
the
set
just
a
couple
of
weeks
ago
and
saw
our
local
crew
working
and
in
every
capacity
on
on
the
production,
it's
helping
us
grow.
F
G
I
have
a
couple
As,
I,
Googled,
defiant,
vanity,
LLC
I'm,
actually
not
seeing
that
mixed
background.
So
I'm
just
curious
as
to
a
more
explanation
of
what
we're
talking
about
as
far
as
this
project
is
concerned,
because
Divine
defiant
vanity
or
the
LLC
is
actually
the
ones
that
will
be
managing
the
project
I
see,
but
also
it
sounds
like
they
may
be,
negotiating
this
project
for
the
project.
As
far
as
the
the
person,
who
is
the
creator
or
the
brain
behind
project
Urban,
so
I
am
concerned
and
have
questions
about.
F
It
yeah
the
director
is
Benjamin
tafara,
he
is
African-American,
he
wrote
the
script
and
his
producer
and
also
the
composer
on
the
film
is
slyrex.
That's
the
name.
He
goes
by
and
I
believe
his
last
name
is
tafara.
Also
their
producing
partner
is
been
still
well
white.
They
were
planning
to
be
here
today.
G
I
guess
my
concern
again,
as
I
said
to
the
prior
is
for
us
to
to
say
how
diverse
this
is,
but
at
the
Forefront
it
it
is
not
as
far
as
who
will
be
the
the
full
allocation
of
this
project.
As
far
as
the
front
person
for
this
when
I
look
up
defiant,
vanity
LLC.
So
again,
that
is
where
my
question
in
concern:
Still,
Remains,
I,
understand
the
director
I
understand
the
composer,
but
again
under
the
name
of
divine
vanity,
LLC
has
been
still
well.
F
Right,
they're
they're,
all
Partners
in
this
company,
the
three
of
them
when
I
met
initially
with
them,
they
were
all
three
there.
They
divide
up
duties
because
it
could
be
that
Ben
tafara
also
will
get
a
producer.
Credit
I
can't
speak
to
that
100,
but
they
are
a
company
with
the
three
people
working
together,
so
every
meeting
I
ever
had
was
with
Benjamin
tafara
slyrex
and
Ben
Stillwell
White,
how
they
divide
their
duties.
F
I
have
another
one:
okay,
okay,
the
second
project,
we're
calling
project
dirt
road
and
it
is
the
opposite
end
of
the
spectrum.
It's
a
major
Studio
film
slated
as
the
Studio's
tentpole
release
in
the
summer
of
2024,
and
that
means
that
is
their
biggest
project
of
the
year
that
they
are
putting
the
majority
of
the
resources
behind
I've
been
working
with
this
production
since
December,
and
at
that
point
our
rebate
program
was
not
even
available.
They
applied
in
January,
and
it's
taken
us
a
while
to
get
our
economic
impact.
F
Modeler
complete
get
all
the
rebate
forms
complete,
so
their
filming
dates
were
May
8th
and
they
continue
filming
right
now
on
that
team
are
an
oscar-nominated
director
from
2021
and
two
legendary
multi-oscar-winning
producers,
significant
opportunities
for
free
Global
Marketing
on
this
film,
once
it's
released,
our
name
will
be
out
there.
This
film
will
be
out
there
much
like
with
Tulsa,
King,
I,
believe
Tulsa's
free
media
from
that
production,
were
you
know,
tens
of
millions
of
dollars
and
his
anticipated
Oklahoma
City
expenditures.
F
This
is
direct,
spend
on
crew
lodging
food
goods
and
services
is
42.6
million
over
four
months.
Oh
okay.
There.
H
F
With
their
anticipated
spend
of
at
least
5
million,
they
are
qualified
for
the
rebate,
they're,
actually
spending
upwards
of
41
million
dollars,
but
we've
capped
our
program
at
a
million.
So
they're
not
going
to
be
entitled
to
get
the
full
10,
which
would
be
4.1
million.
Excuse
me,
or
even
full
five
percent,
which
would
be
2
million.
So
they're
capped
at
1
million
for
a
spin
much
greater
than
that
they're
filming
on
an
Oklahoma
City
Sound
Stage,
more
than
50
percent
of
their
crew
and
contracts
are
with
Oklahoma
City
vendors.
F
They
have
an
eye
toward
diversity
in
hiring,
although
they're
not
required
to
meet
a
threshold
there,
because
they're
not
getting
the
full
10
percent
they're
pre-qualified
for
the
state
rebate
program,
please
estimated
number
of
local
hires,
roughly
2300
mandates
on
the
project
over
forty
five
thousand
Oklahoma
City
metro
area,
resident
percentage,
crew,
67
percent
qualifying
income
close
to
20
million,
set
construction
and
filming
their
40
days
on
Prairie
surf
Studios,
which
is
really
helpful
to
that
local
business
and
50
Oklahoma
location
days.
50
of
filming
here.
F
Some
talking
points
about
this
movie:
they're
used
utilizing
10
hotels
for
lodging
to
put
up
the
crew
here.
So
that's
over
four
months
time.
That's
a
nice
economic
impact,
500
local
vendors,
a
hundred
percent
of
local
hires
for
film
extras-
and
this
next
point
I
was
really
happy
about
the
studio
worked
with
the
state,
film
commission
and
all
of
these
various
education
entities.
F
Oklahoma
City
Community,
College,
film,
Education,
Institute,
Cherokee,
Nation
and
Oklahoma
film
training
to
solicit
a
list
of
names
of
underserved,
diverse
Workforce
trainees,
and
they
asked
her
like
five
recommendations
from
each
facility.
They
chose
seven,
and
not
only
do
they
have
these
seven
Workforce
trainees.
Each
of
these
people
has
a
mentor
on
the
set
so
they're
not
standing
over
in
a
corner.
Drinking
coffee,
they're,
actually
learning
a
trade
and
they
are
positioned
with
set
decorating
production,
design,
accounting
construction.
F
So
that
is
really
helpful
to
us
as
we're
trying
to
grow
grow
jobs
in
industry
next
slide,
please.
These
are
the
numbers
from
the
economic
output
job
total
output
is
258
million,
so
for
the
42.6
million.
Once
you
put
that
through
our
economic
implant
modeler,
the
output
is
258
million
of
direct
and
indirect
jobs,
supported
roughly
2
800
labor
income,
40.6
million
qualified
expenditures
for
the
program
when
we
reduce
their
their
limited
to
25
percent
above
the
line
which
is
cast
director
producer.
F
D
I
know
that
the
piece
about
not
having
to
do
multiple
meetings
did
pass
whenever
that
was
a
month
ago
or
so,
but
I
was
under
the
impression
that
these
would
be
under
items
for
separate
vote
rather
than
the
consent
docket
if
they
weren't
just
being
introduced.
So
I'm
curious
kind
of
why
they're
under
the
consent,
docket
versus
that
items
for
separates.
E
Yeah,
this
is
how
we've
typically
done
these
when
we
brought
them
forward
and
we
hadn't
really
contemplated
bringing
it
back
his
items
for
individual
anytime.
We
have
allocations
like
that.
We
pull
them
out
to
have
a
presentation
on
them,
but
that's
something
we
can
certainly
look
at
going
forward.
Okay,.
I
I
know
you're
a
student
of
film
Jill
I
have
very
mixed
feelings
right
just
generally
about
voting
for
these
allocations
that
I'm
having
to
process
largely
because
of
that
film
student
background,
and
particularly
if
these
do
end
up
I,
don't
know
how
I
feel
about
them
a
being
under
the
consent.
Docket
b,
I
equally
have
reservations
about
them
being
pulled
out
for
separate
boats,
because
I
just
know
in
the
history
of
filmmaking
when
I
think
of
just
different
entities.
I
Thankfully,
I'm
not
hearing
anything
about
content
here,
so
that
allows
us
to
kind
of
have
a
little
bit
of
objective
approach
to
this
I
just
know.
Of
course.
Historically,
there
were
entities
that
did
review,
for
instance,
content
in
a
script
that
would
prevent
the
approval
or
even
make
changes
or
something
so
I,
don't
know.
I
just
feel
like
going
forward.
I
I
would
just
like
to
have
a
little
bit
more
conversation
with
you,
and
maybe
the
city
manager's
office,
just
about
like
I.
Don't
know
I
just
have
a
strange
discomfort
about
each
one
of
these
films
coming
to
council
for
our
approval,
because
I
I
worry
there's
going
to
come
a
moment
where,
for
whatever
reason,
some
of
the
criteria
in
front
of
us
might
make
one
of
the
council
members
say:
I,
don't
know
how
I
feel
about
that
and
then
suddenly
we've
opened
up
a
bag.
I
I
F
When
I
was
at
the
State
office-
and
this
program
is
structured
very
similarly
very
similarly
to
the
states-
and
there
are
the
same
Clauses
in
this-
that
there's
no
pornography,
no
no
obscenity,
there's
still
that
language
in
there
that
was
at
the
state
and
when
I
would
present
to
the
state.
It
was
very
much
the
same.
I
mean
it's
there.
There
was
a
separation,
it's
not
to
say
that
nobody's
looking
at
that,
because
we
are
looking
at
that
and
they
are
required
to
send
us
the
scripts.
F
So,
but
it's
a
matter
of
you
know,
are
we
content?
This
program
is
it's.
My
understanding
was
set
up
as
an
economic
impact,
jobs
creation
model,
so
I
think
when
we
set
up
the
guidelines,
it's
very
much
how
the
path
we
followed,
but
for
a
film
to
apply
they've
got
to
submit
the
script
they've
got
to
submit
all
you
know
a
lot
of
detail
and
I
feel
I
feel
pretty
good
about.
That
is
that
something
would
not
get
through
that
we
would
find
completely
offensive.
I
Maybe
I
should
clarify
and
I
appreciate
that
that's
not
my
concern.
I
I
mean
that
that's
not
I
mean
my
favorite
films
are
things
like
pink
flamingos.
You
know
I
I'm.
It's
going
to
take
a
lot
to
offend
me.
I
I
I,
the
content
is
literally
not
my
circus,
not
my
monkey
I,
don't
care.
I,
J,
I
know
that
I
know
some
people
in
the
crowd
probably
do
care,
or
maybe
in
Oklahoma
do
care.
That's
not
what
I'm
saying
I
am
saying:
I,
don't
know
how
come
and
the
reason
why
I
mentioned
the
history
of
film
and
the
production
code
so
I
understand
why
there
might
be
some
confusion.
There
is.
I
that's
part
of
my
discomfort.
I
Is
that
Hollywood,
just
as
an
example
right
has
created
bodies
in
its
past
wherein
projects
come
to
it
based
on
content
once
upon
a
time,
but
projects
come
to
that
body
and
it's
a
yay
or
nay,
you
know
and
there's
script
changes
and
whatever
I
just
I,
don't
know.
I
just
feel
strange
about
each
time
a
film
comes
to
ask
for
an
allocation
that
city
council
will
have
to
approve
or
disapprove
of
it.
E
Yeah
on
these
day,
we
come
to
the
economic
development
trust
first
sure,
and
the
idea
is
really
it's:
the
accountability
that
the
public
allocation
of
funds
that
we're
following
the
process
to
ensure
that
we've
got
this
authorization
to
bring
it
forward.
But
it
will
come
with.
You
know:
Jill
and
the
team,
all
working
together
going
through
the
modeling
and
following
the
policies
and
just
bringing
back
to
the
council
to
be
able
to
express
publicly
here's
what
benefit
it's
bringing
to
the
to
the
to
the
local
community.
I
And
I
understand
it's
following
the
model
of
just
like
similar
other.
You
know.
If
I
have
an
economics,
I
understand
that
I
just
I
don't
know
I'm
just
voicing
a
it's.
A
feeling.
I
have
a.
I
F
I
don't
know
if
this
will
make
any
difference,
but
at
the
end
of
the
pro
this
is
a
pre
they're,
pre-conditionally
pre-qualified.
Until
the
point
they
send
every
receipt,
every
document
to
a
third
party
CPA,
they
have
to
go
through
an
audit.
So
I
get
the
results
of
that
audit.
To
tell
me
if
they
have
met
this
to
the
letter
of
the
law,
so
they
they
still
have.
E
And
councilman
we're
glad
to
sit
down
with
you
and
have
further
conversation
about
the
process
and
what
we've
set
forward.
But
that's
this
was
a
way
to
help
pattern.
This
the
way
we
have
our
incentives
so
that
we're
bringing
forward
in
a
public
meeting.
You
know
we
took
out
the
previous
Hearing
in
order
to
be
able
to
expedite
these
to
move
them
along,
but
we're
glad
to
sit
down
and
visit
with
you
about
the
background
and
the
approach.
I.
I
Think
the
criteria
by
which
you
all
are
using,
of
course,
works
I,
just
I,
don't
know
I
I.
Think
I.
My
worry
is
that
there's
going
to
come
a
moment
where
one
of
these
is
going
to
come
up
for
us
like
pulled
out
of
the
consent
docket
for
whatever
reason,
and
then
there's
going
to
be
a
separate
vote,
and
then
we're
going
to
have
a
debate
over
whether
or
not
that
project
is
going
to
happen
and
that
I
think
that's
a
I'm,
not
normally
a
slippery
slope
kind
of
person.
I
I,
don't
normally
bring
up
slippery
slope
argument,
but
it
almost
just
happened
so
I
think
the
criteria
you're
using
is
great
I'm,
not
questioning
any
of
that.
This
has
nothing
to
do
with
content.
I
I'm,
saying
I
just
have
some
strange
feelings
right
now:
I.
G
Would
like
to
join
that
that
follow-up
as
well,
please,
especially
with
the
concerns
I,
have
base
specifically
on
different
films
in
the
content,
because
there
is
going
to
be
a
concern.
G
H
H
K
Dick
Tanenbaum
I'm
CEO
of
Gardner
Tannenbaum
Holdings
we're
a
real
estate
development
company
specializing
in
industrial
and
multi-family
Cindy
morillo,
our
CEO,
who
I
wouldn't
do
anything
without
is
going
to
present
the
Harlow
to
y'all,
which
we're
getting
ready
to
start
next
month.
August
1,
something
like
that
prior
to
that
I
just
wanted
to
make
you
aware
of
a
couple
of
things
about
how
Oklahoma
City
has
progressed
15
years
ago.
We
did
the
Montgomery
within
that
same
period
of
time
we
did
the
the
park
Harvey
and
then
we
did
the
Classen.
K
K
Back
then
we
paid
twenty
dollars
a
square
foot
for
the
building,
and
this
is
the
same
type
of
building
empty
office.
Building
downtown
we're
paying
sixty
dollars,
I
think
our
retrofit
cost
back.
Then
it
was
about
a
hundred
dollars,
a
foot.
Now
it's
350
a
foot
rents
have
increased,
but
certainly
not
to
that
extent
maybe
25,
maybe
30
percent,
but
we
are
excited
about
this
project.
Haven't
done
anything
downtown
in
quite
a
while.
We
we
own.
H
K
We're
getting
ready
to
make
them
happen,
they're
going
to
be
darn
expensive,
but
the
location
is
phenomenal
with
the
Skirvin
and
the
bank
first
building
and
continental
and
they're
building,
hopefully,
paycom
Center
will
be
down
the
street
the
Sheridan,
so
it's
going
to
be
a
very
exciting
Corridor
and
without
further
Ado
I'll
have
Miss
Murillo
present
the
Harlow.
Thank
you
doctor.
L
Good
morning,
members
members
of
the
council,
Mr
Tannenbaum,
has
distributed
packets
about
our
expertise
in
this
field
of
a
historic
Renovations,
and
we
are
very
excited
to
present
this
morning.
The
Harlow
during
this
past
12
months,
Mr
Tannenbaum,
has
purchased
two
buildings
and
I'll.
Take
you
through
that
presentation
here.
In
just
a
moment,
the
two
buildings
are
located
at
101
Broadway
and
100
Park
Avenue.
L
What
the
Tradesman
National
Building
is
a
little
over
a
hundred
thousand
square
foot
consisting
of
10
stories
and
the
Medical
Arts
Building
is
over
a
hundred
and
one
thousand
square
feet
just
to
orient
Orient
you
of
the
location
of
these
two
buildings,
so
100
Park
Avenue
is
just
North
of
First
National
Center
they
actually
flank
First
National
Center
and
they
connect
Underground
and
101.
Broadway
is
to
the
immediate
South
and
it
sits
on
Broadway
and
Park
Avenue
I'd
like
to
take
you
through
101
Broadway,
a
beautiful
historic
building,
10
stories.
L
L
The
building
amenities
will
consist
of
our
management
team
will
be
located
in
this
office.
This
is
where
what
I
like
to
say
where
the
magic
happens,
the
touring,
the
amenities
heavy
amenities-
will
occur
in
this
building
Etc,
some
of
them.
Those
amenities
will
include
a
Hospitality
area
featuring
free
Starbucks,
coffee
on
the
first
floor.
L
Next
slide,
please
co-working
booths
with
co-working
stations,
a
resident
movie,
theater
resident
Bar
and
Lounge
Conference,
Center,
equipped
with
Wi-Fi
and
conferencing
capability,
a
virtual
Training,
Fitness,
Studio
and
Resident
game
room
and
Lounge
featuring
shuffleboard,
foosball,
Golden
Tee
and
a
fantastic
Pet.
Spa
I
would
like
to
mention
that
these
services
are
free
to
our
residents.
We
have
completed
about
nine
of
these
projects
and
four
of
these
have
been
historic
projects
in
the
Oklahoma
City
area.
We
have
offer
a
robust
resident
services
program,
all
inclusive
of
the
rent.
L
This
is
an
image
of
the
second
floor,
mezzanine
that
sort
of
gives
you
a
bird's
eye
view
of
the
co-working
stations
Etc
and
some
Lounge
areas
again
free
of
charge.
Next
slide,
please,
since
the
building
was
built
in
1921,
we're
going
to
really
lean
in
to
that
Decor
of
that
era,
so
we'll
have
a
movie
theater,
we'll
have
movie
night
various
things
like
that
for
the
residents.
L
This
is
a
representative
floor
plan
so
and
I,
say,
representative,
it's
actual
floor
plans
are
completed.
We're
ready
to
go
with.
Permit
is
Mr
Tannenbaum
mentioned.
We
are
planning
for
a
demolition
of
to
get
ready
for
the
construction,
beginning
August,
one
so
floors
three
through
nine.
Those
units
will
be
stacked
next
slide.
Please
the
10th
floor
configured
a
little
bit
differently
with
some
of
those
units
offering
a
balcony
view
along
Broadway
Avenue
next
slide.
L
Please
we're
doing
something
a
little
bit
different,
we're
offering
lower
level
units
that
has
direct
connectivity
and
I'll
get
into
a
little
bit
more
of
that
in
a
few
minutes
to
the
underground.
We
think
that
this
provides
a
great
opportunity
to
connect
the
two
buildings
from
the
Broadway
building
on
Broadway
and
Maine,
and
on
Park
Avenue
and
Broadway.
They
all
connect
with
First
National
Center
underground
next
slide.
Please
100
Park
Avenue.
L
So
this
is
a
12-story
historic
building.
Dick
purchased
this
about
six
months
ago,
this
building
will
consist
of
34
studio
apartments,
63,
one
bedroom,
23
two-bedroom,
the
main
lobby.
We
have
one
tenant,
that's
there
and
they
will
remain
IBC
Bank
and
we
are
programming
a
restaurant
for
that
corner
and
then
to
the
east
of
the
space
of
IBC
Bank.
That
will
either
be
a
retail
store
or
some
type
of
restaurant.
Something
like
that.
We're
engaged
in
a
few
conversations
right
now
with
prospective
tenants
that
will
kind
of
bring
the
space
back
to
life.
L
It's
been
vacant
for
quite
some
time.
Over
the
past
year,
this
building
has
again,
with
over
a
hundred
thousand
square
feet
of
office
space
in
this
particular
building,
we're
wanting
to
bring
back
the
opportunity
for
housing
in
this
downtown
community,
so
the
past
six
months
that
has
been
basically
an
empty
building,
not
with
not
a
lot
of
Revenue
and
not
a
lot
of
housing
options
in
downtown
Oklahoma
the
city.
So
the
lower
level
will
also
feature,
as
I
mentioned,
before,
direct
connectivity
to
the
underground
and
an
indoor
sports
court
next
slide.
Please.
L
This
is
an
illustration
of
what
that
restaurant
might
look
like
the
existing
tenant,
IBC
Bank
and
the
Tenant
that
will
be
placed
to
the
west
of
IBC
Bank
next
slide,
please.
So
this
is
really
actually
kind
of
a
very
nice
illustration.
This
slide
that
you're
looking
at
here
was
closed
during
the
construction
of
First
National
Center.
L
So
we
are
going
to
actually
reopen
that
area.
There's
another
area
just
to
the
west
of
this
that
will
encourage
engagement
between
activity
of
both
of
our
communities,
to
the
north
and
to
the
South,
and
also
allow
for
our
residents
to
participate
in
the
retail
shopping
and
activities
in
First,
National
Center
as
well
next
slide.
L
This
is
a
illustration
of
who
those
restaurants
and
retold
tenants
are
next
slide.
Please.
On
the
second
floor,
this
is
an
illustration
of
what
those
apartments
will
look
like
consisting
of
Studio
One
and
twos
3
through
12
are
stacked,
and
then
this
is
an
illustration
of
the
underground
that
shows
you
to
the
north
of
your
slide,
that
is,
the
Medical
Arts
Building
100
Park
Avenue
in
between
the
two
buildings
is
First.
National
Center
you'll
see
the
illustration
there.
L
L
Okay,
so
let's
get
into
the
unit
mix,
so
265
Apartments,
the
average
size
is
586
square
feet
with
the
average
rent
of
13.48..
You
also
see
here
what
the
programmed
retail
tenant
space
will
lease
for.
I
do
want
to
mention
that
we
do
have
87
units
that
are
just
over
eleven
hundred
dollars
and
our
starting
price
is
a
thousand.
Seventy
next
slide
please.
L
So
this
is
our
wheelhouse,
as
I
mentioned
to
you
before
we
have
completed
about
nine
of
these
projects.
Previously
four
of
them
have
been
historic,
so
we
take
the
approach
to
the
market
very
seriously.
We
do
Market
surveys,
we
look
at
what
is
missing
in
the
housing
market.
We
also
track
rents
and
what
those
rents
are
going
for
and
what
makes
sense
to
be
a
profitable
Venture
I
did
want
to
mention
that
we
thought
it
might
be
a
good
idea
as
well
to
include
two
projects
that
also
have
an
affordable
component.
L
Just
to
give
you
a
comparison
of
where
we
fall
in
that
and
I
will
say
that
the
Harlow
is
at
the
lower
end
of
the
spectrum.
Our
average
rents
are
at
thirteen
hundred
and
forty
eight
dollars
and
with
the
overall
average
rents
in
downtown
Oklahoma
City
you'll
see
that
average
rents
are
about
19.35.
Now
that
does
include
the
first
national
Center
and
they
aren't
the
higher
end
of
the
spectrum,
but
you
will
see
that
rents
are
continuing
to
climb,
as
I
mentioned
before,
we've
got
about
87
units
that
are
just
over
eleven
hundred
dollars.
L
All
inclusive
next
slide,
please
so
sources
and
uses
of
funds.
So,
to
the
left
hand,
side
of
your
slides
you'll
see
the
requested
loan
proceeds.
This
is
for
our.
You
know
banking
loan
Etc,
the
total
sources
in
uses
is
69.9
million
dollars
is
what
the
project
is,
and
then
the
use
of
funds
is
to
the
right
side
of
your
slide
next
slide.
L
The
allocation
of
the
requested
ad
valerum
taxes
of
12
years
for
eight
years
at
70
percent
and
four
years
at
50
percent
equals
housing
sustain
sustainability.
This
project
accomplishes
a
few
things.
It
accomplishes
the
immediate
housing
demand
in
downtown
Oklahoma
City
IT
addresses
our
high
occupancy
and
weightless
demands
by
bringing
265
units
to
Market
faster
Oklahoma
City's
growth
to
number
10
in
the
nation.
L
L
L
M
The
one
thing
you
mentioned
last
week
there
were
a
lot
of
press
releases.
Newspaper
articles,
social
media,
one
of
them
says
Oklahoma
City
makes
the
list
of
10
best
cities
for
Real
Estate
development.
The
Oklahoman
did
an
article
that
said
Oklahoma
City,
a
top
10
construction,
Powerhouse
Oklahoma
City
is
the
10th
most
active
real
estate
market
in
the
United
States,
with
a
mix
of
commercial
and
residential
projects,
including
single-family
multi-family
self-storage
office
retail
in
industrial
sectors.
We
have
been
aggressive
in
trying
to
clear
up

The
item
fails
three
to
five
all
right:
we'll
move
back
to
item
11
on
the
agenda.
These
are
items
requiring
separate
votes.
11A
is
the
ordinance

Final

recommended
for
approval
rezoning,

O
Good
morning,
I'm
Joe
Weaver,
the
attorney
for
the
applicants.
In
this
case,
getting
questions
I'd
be
happy
to
answer
them.
The
reason
we're
asking
for
this
rezoning.
O
You
guys
are
quick.
We.
A
J
A
J
J
Okay,
I've
received
some
correspondence
from
some
residents,
so
I
would
like
for
us
to
be
able
to
sit
and
talk
through
this
development
with
those
the
residents
to
address
the
concerns
about
this,
this
property,
as
well
as
the
potential
use
of
what
we're
rezoning
to
so
I'm,
going
to
ask
right
now
that
we
defer
this
for
a
couple
of
weeks.
Okay,.
P
P
J
Let
me
get
a
couple
weeks
to
get
caught
up
on
this,
if
you
don't
mind,
because
I
literally,
as
we
were
sitting
here
during
the
meeting
I
received
a
letter,
so
I
want
to
be
able
to
review
that
as
as
well
as
be
able
to
talk
with
you
all
as
the
applicant
and
the
intention
of
this
development.
Okay,.
R
During
the
past
17
years,
the
subdivision
has
undergone
several
ownership
changes,
name
changes,
engineering,
firm
changes,
the
notices
I
have
received
across
the
years
regarding
the
housing
density
in
this
subdivision
have
been
from
October
2006
of
1017
Lots
on
323.47
Acres,
being
a
density
of
3.14
dwelling
units
per
acre
to
April
2023.
The
Planning
Commission
noticed
to
approve
the
preliminary
plant
of
redstone
Ranch
north
proposed
400
Lots
on
60
Acres
being
a
density
of
6.66
dwelling
units
per
acre.
It
is
obvious
that
the
density
has
been
increasing.
R
However,
the
staff
report
of
April
2023
stated
that
the
developer
is
proposing
400
single-family
residential
lots
in
two
common
areas
on
85.44
Acres,
yielding
a
gross
residential
density
of
4.68
dwelling
units
per
acre.
Even
though
the
density
has
decreased
by
the
addition
of
20
acres
of
common
area,
the
reality
is
that
there
will
still
be
400
houses
on
60
Acres
of
dirt.
You
cannot
build
houses
on
water.
In
addition,
the
concern
with
the
housing
density,
the
main
arterial
Road
out
of
this
subdivision-
is
Britain
Road
onto
Piedmont
Road.
R
The
entry
to
Piedmont
Road
proposed
from
Redstone
Ranch
north
would
be
below
a
hill
and
will
create
a
very
treacherous
situation.
The
present
intersection
has
been
a
point
of
concern
for
many
years,
even
before
the
subdivision
was
created.
The
widening
of
Piedmont
Road
will
not
correct
this
because
it
will
not
change
the
hill
Master

to

the

count
in

and
a
half
months
this
spring
of
seven
accidents,
three
with
injury,
and
who
knows
how
many
not
reported
to
the
police.
R
There
are
Memorial
flowers,
remembering
fatalities
at
the
intersection
of
Britain
and
Piedmont.
Road
I
am
not
opposed
to
affordable
housing
or
senior
housing.
They
have
their
place.
However,
they
should
not
be
an
excuse
to
cram
people
together.
I
respectfully
request
that
this
zoning
remain
R1
in
order
to
enable
this
subdivision
to
develop
as
Urban
low
density
to
conform
with
the
Oklahoma
City
comprehensive
plan.
Thank
you.
S
Good
morning,
David
box
522
call
Court
Drive
here
on
behalf
of
the
applicant.
The
civil
engineer
is
also
here.
So
if
you
look
at
the
the
map,
oh
there
we
go.
What
you
see
is
this
entire
area
has
been
developing
for
quite
some
time.
It
is
worth
noting,
as
it
relates
to
Piedmont
Road.
There
is
I
believe
it's
a
joint
project
between
ODOT
and
the
city
to
widen
that
the
City
of
Oklahoma
City,
through
their
use
of
imminent
domain,
did
acquire
the
necessary
right-of-way
from
my
client
along
Piedmont
Road.
S
So
all
the
right-of-way
is
acquired
to
widen
that
to
four
lanes
to
accommodate,
presumably
all
of
the
development
that
has
been
going
on
here.
It
is
worth
noting
that
staff
does
recommend
approval
of
this
because
it
does
conform
to
the
comprehensive
plan.
The
density
proposed
is
4.68
units
per
acre
under
the
Luda
for
the
urban
low
intensity
area.
Four
to
eight
units.
An
acre
is
the
anticipated
development
range
and
again
we
are
on
the
low
side
of
that.
So
there
are
two
Tes.
The
staff
recommended,
both
of
which
we
did
agree
to
Planning.
Q
Thank
you,
David
ma'am,
just
so
you're
aware
too,
we
have
been
working
and
addressing
the
issues
that
we're
having
at
the
Britain
and
Piedmont
Road
area.
I
live
in
this
area,
myself
personally
and
I'm
very
aware
of
it,
and
it
is
something
that
is
very
concerning
to
me,
especially
during
School
season.
Q
A
M
T
T
Powers
was
very
involved
in
helping
us
write
this
Spud.
She
lives
in
that
area,
got
input
from
her
and
was
recommended
for
approval
unanimously
by
Planning
Commission.
This
changes,
an
old,
it's
it's
zoned
O2,
but
what's
been
going
on,
there
is
a
automotive
shop
and
I
think
the
neighbors
have
had
concerns
about
this,
but
this
will
be
a
grooming
shop.
Everything
will
be
internal,
there's
not
going
to
be
any
dogs
boarded
outside
or
left
outside.
T
I
Yes,
thank
you
for
the
back
story
for
Council.
Something
I
think
you
should
know
about
this
area,
and
specifically
this
this
site
is
those
complaints
were
fairly
ongoing
of
someone
operating
the
car,
auto
repair
stuff
and
something
that
wasn't
zoned
for
it.
H
I
So
I
really
appreciate
the
applicants
taking
time
to
work
with
commissioner
powers
to
have
a
neighborhood
meeting
with
crown
height,
because
there
was
concerns
about
what
this
rezone
was
going
to
allow
would
it
allow.
Would
it
make
permanent
than
the
idea
where
someone
could
do
this
sort
of
car
maintenance
and
repairs,
and
things
like
that
so
I
just
wanted
to
in
a
very
public
space,
a
firm
for
Crown
Heights
residents
that
this
will
be
a
place
where
little
pup
pups
can
get
grooming
needs
met.
That
is
what
I
am
hearing.
T
Exactly
they
have
an
existing
shop
on
Western,
which
is
about
it's
a
neighborhood
and
they
have
a
really
good
relationship
with
their
their
neighbors
and
have
really
improved
that
property,
but
they
don't
own
it,
and
so
they
can't
continue
to
put
money
into
a
property.
They
don't
own.
They've
outgrown
that
facility
and
they've,
been
in
that
area
for
a
number
of
years
and
they're
going
to
improve
this.
Like
I,
said
this
property
and
one
of
the
concerns
of
the
neighbors
there's
not
going
to
be
outdoor,
runs
or
anything.
T
They
do
a
system
where
the
people
drop
their
their
pets
off
at
a
certain
time
and
pick
them
up
in
a
certain
time.
They
don't
leave
them
there
all
day,
so
they
won't
have
dogs
running
around
all
day.
So
and
I
really
think
it's
going
to
improve.
You
know
they're
going
to
clean
up
the
lot.
There's
a
house-
that's
not
usable
right
now
in
front
whether
I
think
they're
going
to
try
to
donate
that,
as
this
is
a
plan
somebody
to
move
it,
but
they
are
going
to
improve
it.
T
I
Am
I,
is
it
my
understanding,
just
I
think
it's
important
to
say
this
in
a
public
space
as
well?
Is
it
my
understanding
that
until
this
zoning
moment
occurs,
it
is
going
to
hinder
the
ability
for
the
applicants
to
actually
move
forward
to
make.
I
Okay,
because
we
had
had
a
request
from
one
neighbor
who
said:
can
you
give
us
proof
of
the
the
cell
before
you
do
this
and
I
just.
I
I
just
wanted
to
make
sure
we
had
that
and
I
believe
legally.
We
can't
do
that
anyway,
so
one
more
thing
and
I'm
glad
our
planning
director
is
here.
You
mentioned
Pups
running
around
when
I
was
knocking
doors
in
this
area.
I
A
concern
I
have
heard,
and
if
you
look
at
Western
being
right
here
and
36th
Street,
of
course,
being
right
down
the
road
director
Butler
something
I'm
going
to
need
help
with.
Of
course,
we
know
Maps
four
is
putting
in
sidewalks
on
Western
in
this
area
to
better
connect
to
the
Western
Avenue
District.
I
So
this
this
is
from
door
knocking
and
with
the
applicants
the
number
of
pets
a
vehicle
hits
in
just
this
little
stretch
here
from
36
into
the
entrance
into
the
Western
Avenue
District
cats,
dogs.
These
are
children's
Companions
and
the
number
of
times
parents
have
had
to
go
on
to
Western
to
remove
that
The
Remains
before
their
child
sees
it.
It
is
very
common.
I
Not
it's,
it
I'm
ready
to
approve
this,
but
it
is
related.
No!
No,
it
is
because
this
we
need
to
make
sure
that
we're
doing
everything
we
can
to
make
sure
that
Western
is
a
safe
place
for
people
who
own
a
business
for
people
who
live
there
and
for
the
creatures
that
the
business
owners
are
going
to
be
doing
so.
No,
this
is
I
appreciate
wanting
to
say,
of
course,
this
will
be
safe.
I
I
just
need
everyone
to
understand
that
we
have
some
more
work
to
do
to
calm
the
traffic
there,
because
this
was
something
that
came
up
during
that
discussion
and
I
want
to
I
can't
promise
Utopia,
but
we
can
do
things
to
make
it
safer
for
creatures
and
children
to
cross
that
street.
So
it's
going
to
need
to
be
a
little
bit
more
than
than
just
sidewalks
I.
Think
so.
Just
wanted
to
say
that
in
public
here
and
with
that,
I
would
move
for
approval.
A
And
the
item
passes
brings
us
to
what
oh
brings
us
to
item
F
on
the
agenda,
which
was
previously
deferred
item
G
is
ordinance
on
Final
hearing
recommended
for
approval.
This
is
bud1525
rezoning,
one
two,
three,
two:
three
South
Pennsylvania
Avenue
from
R1
single
family
residential
spot,
one
five,
two
five:
this
is
Ward
five
councilman
Hinkle.
U
A
A
J
G
G
A
S
Good
morning,
David
box,
522
call
Cord
drive
here
on
behalf
the
applicant
who's,
also
with
us
this
morning
from
drove
up
from
Dallas
to
be
here.
So
this
is
a
really
a
strange
case.
I
recognize
that
it
comes
to
you
with
recommendation
for
denial.
That
was
at
my
request.
We
only
had
six
people
there
that
day
and
there
was
a
split
vote
and
it
was
clear
that
there
was
going
to
be
no
path
forward,
and
so
because
we
had
vacancies
on
the
Planning
Commission
because
of
now
councilman
Hinkle
and
the
ward
3
resigning.
S
Rather
than
have
my
client
enter
a
pattern
of
holding
forever
I
asked
them
to.
Please
just
recommend
denial,
so
we
can
move
on.
So
it's
worth
noting
that
the
the
current
PUD
PUD
1211
allows
everything
that
we're
seeking
to
do.
We
are
only
adding
one
additional
use
unit.
It
is
the
light
industrial
use
unit
and
that
use
unit
requires
all
activity
to
occur
within
the
building.
What
we
have
agreed
to
are
modified
fencing
and
Landscaping
requirements
along
the
west.
S
In
addition
to
what
excuse
me
greater
than
what
would
be
required
under
PUD
1211.,
the
at-large
Planning
Commission
member
decided
that
he
wanted
an
eight
foot
concrete
wall
along
the
entirety
of
the
western
boundary
that
would
be
cost
prohibitive.
I've,
never
been
a
part
of
any
development
that
had
an
eight
foot,
concrete
wall,
my
client
said
no
and
that
upset
some
and
so
their
desire
to
force
my
client
to
build
an
eight-foot
concrete
wall.
Ultimately,
is
why
we
had
the
split
vote.
We
do
require
an
eight
foot
site,
proof
fence.
S
S
Several
members
of
the
Planning
Commission
were
arguing
on
the
behalf
of
my
application
because
of
that
increased
landscaping,
and
because
of
that
increase
the
infants
being
better
than
what
could
be
done
now,
staff
it's
worth
noting
ucpuds
every
other
Tuesday
that
are
riddled
with
technical
evaluations.
Those
technical
valuations
are
staff's.
You
know,
requests
to
make
it
more
in
compliance.
It's
worth
noting
that
here
staff
recommends
approval
with
no
technical
evaluations.
S
N
N
All
right,
I,
don't
know
the
T's
or
something
we
generally
add
from
the
Horseshoe.
It's
regrettable
that
I
did
not
have
a
Planning
Commission
member
on
that
day,
as
the
David
mentioned,
mine
had
resigned
previously
and
we
just
reappointed
a
new
one
today,
but
I
would
like
to
get
that
added
to
it.
A
N
A
V
Good
morning,
good
morning,
mayor
and
city
council
Rick
quaking
camp
director
of
development
services
department.
So
the
changes
here
to
ordinance
14
relate
to
Child,
Care,
Centers
nursery
and
day
camps.
So
the
reason
that
we've
revised
this
ordinance
is
because
Oklahoma
City
County
Health
Department,
withdrew
from
our
agreement
to
do
inspections.
For
us,
they
also
withdrew
from
their
interactions
with
the
Board
of
Governors.
V
So
this
amendment
also
repeals
the
Board
of
Governors.
So
one
of
the
things
that
this
will
change
is
that,
if
there's
a
case
of
a
revocation
or
suspension
or
a
denial
of
a
license,
instead
of
that
determination
being
made
between
the
Board
of
Governors
and
the
health
department
and
then
bringing
a
recommendation
to
city
council,
that
will
be
hired
administratively
well,
where
the
city
will
make
that
determination
and
then,
if
the
license
applicant
disagrees,
they'll
be
afforded
an
appeals
board
like
with
our
other
licenses
and
then
ultimately
could
appeal
that
to
district
court.
V
V
So
the
way
that
appears
in
this
amendment
is
you'll
see
large
areas
of
of
things
are
being
struck
and
that's
because
those
requirements
are
already
designated
in
the
state
requirements.
But
we
did
retain
an
updated
some
of
the
safety
codes
that
weren't
detailed
elsewhere
and
includes
fire
and
some
of
our
building
codes
so
that
they're
up
to
date
and
also
help
keep
the
participants
in
those
camps
safe.
V
M
V
Yeah,
so
this
ordinance
adopts
the
state
those
State
requirements.
Yes,
and
those
inspections
are
really
done
by
the
by
the
state
by
the
Department
of
Human
Services
sure
so
the
county,
which
is
no
longer
the
County
Health
Department,
that
no
longer
inspects
for
us
will
not
have
to
inspect
to
our
ordinance
because
the
state
requirements
are
adopted
in
our
ordinance
and
the
state
will
do
those
inspections,
I
understand
and.
M
Who
will
actually
do
the
inspections
for
us
now?
Are
we
going
to
have
to
hire
new
people?
Will
it
cause
our
amendments
to
budget
budgets
because
of
additional
costs?
No.
V
Really
those
requirements
and
nothing's
really
changed
there
and
those
requirements
in
terms
of
Staffing,
because
those
requirements
will
be
inspected
by
the
state
they
do
inspect.
The
only
involvement
in
my
understanding
from
Oklahoma
City
county
health
department
is
that
if
the
state
asks
them
to
inspect
Food
Services,
they
will
do
that,
but
otherwise
our
our
same
staff,
that's
been
involved
historically
be
involved
like,
for
example,
the
fire
department
or
our
staff
on
building
codes.
If
some
problem
arises
so.
V
I've
never
been
through
one
of
those
processes,
so
I
can't
I
can't
personally
say,
but
it
makes
it
I
think
it
makes
it
more
clear
and
simpler,
because
it's
it's
a
process
that
we
already
use
I,
think
it's
I
think
it
would
be
more
definitive
too
I,
don't
know
what
all
went
into
the
decision
making
before,
but
our
process
is
is
pretty
clear
and
we've
used
it
successfully.
Thank
you.
I
So
as
I'm
looking
at
the
memo
here,
I
just
want
to
make
sure
and
hearing
that
conversation
as
well,
so
Department
of
Human
Services
will
be
the
one
issuing
the
licenses
and
doing
the
inspections
is
that
right,
no.
H
V
So
if
the
state
finds
a
reason
to
suspend
or
revoke
or
not
to
allow
a
license,
then
that's
something
that
that
we
will
not
issue
a
license
in
Elsa
States
provided
for
it
and
also,
if
there's
a
problem.
If
the
state
revokes
a
license,
then
we're
going
to
look
at
that,
and
this
ordinance
still
gives
us
the
authority
to
to
do
whatever
investigation
we
need.
It
gives
us
access
to
the
premises.
V
I
V
Right
so
the
health
department
will
do
then
the
the
excuse
me,
the
Department
of
Human
Services,
will
do
the
routine
inspections,
but
then
they
can
request
inspections
from
Oklahoma
City
county
and
my
understanding
is.
That
applies
primarily
to
the
food.
You
know
the
kitchen
or
the
food
prep
or
food
storage
is
and
by
the
way,
this
this
ordinance.
These
changes
were
reviewed
by
Oklahoma
City,
County,
Health
Department,
as
well
as
fire,
or
our
plan
review
in
our
building
sections
as
well.
I
Might
as
well
go
ahead
and
ask
this
now,
since
this
has
come
to
the
to
the
council,
do
we
have
any
sort
of
research
as
a
city
in
terms
of
what
our
Workforce
needs
are
when
it
comes
to
child
care,
like
daycare
I,
remember,
during
the
height
of
the
pandemic
middle
class,
working
middle
and
upper
middle
class
people,
people
who
do
software,
engineering
and
Boeing
were
telling
me
the
struggle
they
were
facing
accessing
child
care
and,
if
that's
true
for
your
upper
middle
class,
we
know
that's
going
to
be
more
pronounced
in
a
working
class
working
middle
class
setting
and
as
again,
a
former
Middle
School
teacher,
who
you
know
had
to
help
create
a
college
prep
program
specifically
designed
because
kids
when
they
were
getting
home
after
school
and
we're
talking
middle
schoolers
did
not
have
you
know
the
support
system,
because
parents
were
working,
multiple
jobs.
E
I
What
fun
we
could
have
I'm
sure
city
manager
not
like
some
of
what
I
I've
been
thinking,
but
I
have
a
feeling.
This
is
a
need,
probably
on
par
with
what
our
senior
wellness
centers
have
have.
I
What
we're!
What
we're
utilizing
from
them
is
something
that
I
think
the
city
is
going
to
have
to
reckon
with,
and
probably
a
partnership
at
some
point
with
the
chamber
in
terms
of
our
child
care
needs.
So
so
you
want
a
good
Workforce.
You
got
to
make
sure
those
kiddos
are
taken
care
of
so
anyway,
just
thought
I'd
bring
that
up
at
this
point
Thank
you
any.
A
A
A
Q
I
Yes,
thanks:
I
will
have
to
find
some
photos
to
bring
to
share
with
you
all
of
the
Paseo.
Just
really
want
to
commend
every
staff
person
involved
right
now
in
the
streetscape
project
from
the
better
Street
safer
city
election.
It
is
remarkable,
I,
don't
even
know
a
word
it
is.
It
is
amazing
to
wake
up
every
single
day
and
walk
outside
my
apartment
and
see
progress
on
that
project
in
the
Paseo.
I
I
cannot
wait
till
a
year
from
now,
so
I
really
want
to
commend
City
staff
and
Rudy
construction
for
their
work
on
that
Mike
Clark,
especially
every
Tuesday
at
four
o'clock.
They
do
a
walk
through
of
the
work
that
they're
doing
with
City
crew
and
with
Rudy,
and
it's
just
it's
impressive.
It
is
very
impressive
and
I've
been
reflecting
on
it.
I
A
lot
and
I
really
want
to
thank
Ward
2
for
quite
frankly
believing
in
what
I
must
have
sounded
like
a
madman
for
the
last
four
years,
saying
words
like
Place,
making
and
streetscape
and
then
putting
some
of
those
funds
in
maps
for
for
additional
Place
making
and
streetscaping
projects,
because
I
say
like
a
madman
because
I
don't
think
we
hadn't
really
done
a
lot
of
that.
So
they
were
really
taking
me
on
faith
and
now
they're
getting
to
see
for
themselves.
I
So
I
think
that's
really
great,
but
from
Paseo
I
just
wanted
to
also
say
I
returned
recently
from
Copenhagen
Denmark.
I
Those
of
you
who
know
anything
about
Copenhagen
you'll
know
that
our
Myriad
Gardens
right
here
in
Oklahoma,
City
and
I,
know
this
because
of
Steve
blackmire
his
book
OKC.
Second
time
around
are
Myriad
Gardens.
We
as
a
city
based
on
copenhagen's
Tivoli
Gardens.
In
fact,
it's
one
of
the
very
few
projects
from
urban
renewal,
this
city
completed
and
when
you
read
lackmeyer's,
OKC
Second
Time
Around
book,
and
they
talk
about
the
origins
of
Tivoli
and
then
you
get
into
the
1980s,
then
Senator
Robert,
S
Kerr,
who
was
on
the
verge
of
passing
away?
I
He
he
got
to
experience
that
moment
and
it
is.
It
is
a
it
it's.
It
is
a
Triumph.
What
we
accomplished
here
so
I
got
to
see
the
Tivoli
Gardens
for
the
first
time.
The
reason
for
my
trip
to
Copenhagen
is
y'all.
Remember:
Blockbuster,
I'm,
guessing
for
the
kids
out
there.
It's
very
used
to
rent
something
called
a
video
cassette
or
a
DVD.
I
You
might
have
heard
a
DVD
in
the
news
recently
because
we
had
some
dvd-sized
hell
and
people
were
confused,
but
my
best
friend
Austin
Tackett,
who
lives
in
Ward
six
I,
don't
hold
that
against
them.
He
and
I
worked
together
at
Blockbuster
back
in
99
2000
2001..
Today
he
is
the
basis
for
a
band
called
chat,
pile
that
I
think
I've
mentioned
from
this
horseshoe.
I
Previously
they
were
last
year
this
month
on
pitchforks
album
of
the
the
month
the
same
day
that
Beyonce's
Renaissance
came
out
and
they
said
this
and
Beyonce
are
what
you
need
to
be
listening
to
an
8.4
out
of
10.
They
gave
chat,
piles
debut,
album,
God's
country,
8.4
Pitchfork
is
snobs,
that's
who
Pitchfork
is,
and
you
know,
but
they're
respected,
and
by
the
end
of
the
year
pitch
chat,
pile
appeared
on
multiple
album
of
the
year
list,
album
of
the
years.
That's
Oklahoma
City.
I
I
So
when
I
found
out,
they
would
be
playing
in
Copenhagen
Denmark,
knowing
the
history
of
the
Tivoli.
Knowing
that
one
of
my
consist
constituents
Ashley
had
given
me
a
book
called
Copenhagen
eyes
about
how
Copenhagen
is
the
world's
leading
City
on
bike
infrastructure,
something
by
the
way
they
did
not
begin
until
the
1970s.
So
anytime
we
ever
hear
someone
in
Oklahoma
City
say
you
know.
Oh,
we
could
never,
possibly
they
did
they
did
it
during
the
the.
What
do
you
call
it?
The
oil
crisis
of
the
1970s?
I
They
had
no
choice,
they're
like
well.
What
do
we
do,
and
so
they
literally
rebuilt
their
City's
infrastructure
to
put
in
what
are
called
cycle
tracks
if
you've
gone
where
Homeland
is
at
18th
and
Western
you'll
see
an
example
of
it.
They
don't
do
them
bi-directional
by
the
way
they're
on
each
side
of
the
street.
I
am
a
convert
and
I'm
here
to
preach
the
gospel
of
them.
I
Now,
I
I
rented
a
bike
while
I
was
there
I
much
prefer
them
to,
and
I
ran
into
councilman
stonecipher
when
I
returned
to
the
country
he
was
in
Paseo.
We
were
talking
about
the
streetscape
and
I
mentioned
him.
I'm,
not
a
fan
of
the
delineators
I've
said
this
to
public
works.
I've
said
this
to
planning
I
I,
understand
their
protection
and
I.
Think
that's
wonderful,
but
I
worry
about
the
maintenance
cost
of
those
plastic,
delineators
and
aesthetically
I.
I
Don't
think
they
bring
you
the
beauty
that
the
city
deserves
and
I
will
die
on
that
Hill,
especially
now
that
I've
been
to
Copenhagen
y'all
I
will
bring
you
video.
It
is
beautiful,
the
the
all
it
is
imagine
you
have
a
sidewalk
and
along
the
sidewalk.
Are
your
your
buildings
where
you
go
shopping
and
then
right
next
to
the
sidewalk?
Is
the
cycle
track?
That's
just
a
little
bit
at
gradation,
just
a
little
bit
lower
than
the
sidewalk
just
a
little
bit,
and
it's
wide
enough
for
a
bike.
I
Multiple
bikes
I
mentioned
Boeing
Tony
carfang.
You
know
how
he
bikes
from
Shepherd
out
to
Boeing.
He
bikes
here
in
our
city,
with
this,
like
cart
attached
to
it,
you've
probably
seen
it's
a
city
of
Tony
carfings
over
there
y'all.
There
are
a
whole
bunch
of
people
I
understand
where
he
got
it
from
now.
There
are
you
see
seniors,
you
see,
families
they
have
these
carts
attached
to
their
bikes,
it's
incredible
and
so
the
sidewalk
the
cycle
track,
and
then
you
have
the
traffic.
So
it's
just
this
little
bit
of
a
curve.
I
That's
a
step
up
from
the
road
y'all
I.
We
have
got
to
head
this
direction.
It
it
I,
I,
hope
we're
putting
in
those
plastic.
Delineators
are
preparing
us
for
where
we
need
to
go
next
that
at
some
point
that's
going
to
have
to
become
an
actual
cycle
track.
It's
aesthetically
pleasing
it's
safe.
It
is
truly
the
gold
standard.
I
I
was
reading
this
book,
that
I
said
Copenhagen
eyes
and
it
to
find
it
as
the
gold
standard.
So
yeah
it
was.
It
was
great,
but
seeing
chat,
pile
perform
at
Ross,
killed,
Music
Festival
to
a
crowd
of
around
1200
people
who
knew
their
lyrics
is
something
I'll,
never
forget
as
long
as
I
live
I'm
so
proud
that
someone
I
have
known
since
Blockbuster
video
made
it
to
to
that
stage.
I
It's
just
so
cool
and
to
see
other
people
who
call
Ward,
2
and
Ward
6
home
play
on
that
stage
as
well.
Their
lead
song
is
called
why
it's
the
one
that
if
you
go,
if
you
Google
Chat
pile,
why
and
guardian
you'll
see
that
they
called
it?
The
protest
song
of
2022
Simple
lyrics
but
devastating
lyrics.
Why
are
people
living
outside
and
it
just
goes
on
from?
There
protest
song
of
2022
the
guardian
called
it.
It's.
A
I
Music,
so
I'm
guessing
for
some
of
us.
It
might
not
be
the
the
taste
that
you
got,
but
that
song
is
probably
a
good
entrance
point.
You
could
take
it
from
there.
Okay,
while
I
was
there,
I
saw
the
grave
of
Soren
Kierkegaard
and
Hans
Christian
Anderson,
and
that
was
really
neat.
I
What
was
not
neat
was
my
delayed
flight
home,
where
I
hung
out
in
the
Toronto
Airport
from
4
P.M
to
midnight,
not
cool
but
also
not
cool,
was
I
had
a
lot
of
time
to
read
the
news
and
bear
with
me
because
going
back
to
the
guardian,
I'll
quote
and
I'm
sure
many
of
you
read
it
by
now,
but
the
United
States
Supreme
Court
dealt
a
major
blow
to
lesbian,
gay,
bisexual,
transgender
and
queer
rights
on
Friday
by
ruling
a
Colorado
civil
rights
law,
which
compels
businesses
and
organizations
to
treat
same-sex
couples
equally,
is
in
violation
of
the
right
to
free
speech.
I
The
guardian
goes
on
to
say
it
could
open
the
door
for
businesses
to
refuse
service
to
some
couples
based
on
their
sexuality,
but
it
could
have
the
same
effect
on
willingness
of
service
based
on
a
customer's
race
or
religion.
Gender
or
disability
turns
out
the
woman
Lori
Smith,
who
brought
this
case
to
our
United
States
Supreme
Court.
I
When
you
do
just
another
little
Google
there,
you
will
learn
that
another
Guardian
article
key
document
may
be
fake
in
lgbtq
rights
case
before
the
United
States
Supreme
Court.
As
it
turns
out,
she
had
cited
this
gentleman
saying
he
had
requested
a
service
website
Services
the
new
Republic
reached
out
to
that
gentleman.
I
I
They
literally
thought
that
God
I'm
reading
the
Bible
for
Dummies
right
now
so
I'm
I'm,
I'm
learning
a
whole
lot
about
the
good
book.
They
believed
the
descendants
of
Cain
were
marked
and
less
than
okay.
Well,
that
sounds
kind
of
familiar
when
you
start
thinking
about
Liz
being
gay,
bisexual,
transgender
people,
I,
don't
know
what
to
tell
you
all.
That
is
some
wild
decision
making.
That
is
some
truly
wild
decision.
Making
and
I
worry
about
its
consequences.
I
believe
it's
tearing
at
the
very
fabric
of
our
society,
and
we
don't
know.
I
What's
next,
we
don't
know
what's
next
and
anyone
going
that
sounds
pretty
alarmist.
I'll
tell
you
what
you
might
also
Google
since
we're
in
a
Googling
mood
today,
Jim
Roth,
and
when
someone
attacked
him
verbally
on
23rd
Street
barely
10
years
ago,
simply
for
going
into
a
bar
in
uptown
district
and
called
him
every
anti-gay
name
you
could
it
made
the
news
he's
one
of
the
first
openly
lgbtq
elected
officials
now
is
revered
as
the
departing
dean
of
the
Oklahoma
City
law
school,
but
that
status
didn't
protect
him
from
bigots
and
I
am
really
worried.
I
I
I
I
am
really
worried.
Council
Chamber
of
Commerce
City
Manager.
It
is
a
horror.
This
is
not
about
same-sex
couples.
This
is
about
same-sex
people
as
individuals.
How
safe
are
they
now
walking
into
a
business?
Will
someone
turn
them
away
because
they?
What
if
they're
not
gay
people,
used
to
make
fun
of
Austin
the
basis
of
chat,
pile
who's
quite
straight
and
married
to
a
woman
when
he
was
at
Carl
Albert
people
used
to
make
fun
of
him
and
call
him
gay.
I
So
what
or
is
this?
Is
he
understand
what
I'm
saying
a
straight
person
who
isn't
gay
is
also
subject
to
this
as
well.
I
know,
there's
nothing.
This
body
can
do
to
undo
the
Supreme
Court
decision.
I
I,
understand
that
and
I
understand
that
about
the
Chamber
of
Commerce
as
well,
but
I
need
you
all
to
understand
that
you
have
people
in
your
city
who
are
very
angry
and
hurt
and
scared
right
now
about
where
they
can
grab
a
hamburger.
I
And
if
you
don't
understand
that,
if
that
sounds
hyperbolic
to
you,
I'll
tell
you
what
go
to
lunch
with
me
sometime,
we'll
hold
hands
together.
If
we're
of
the
same
sets
and
let's
see
how
long
you
feel
safe,
let's
see
how
long
you
feel
safe.
If
you
feel
safe
that
entire
time
then
I'll
take
it
all
back
I'll,
take
it
all
back
and
I'll.
I
Tell
you
what
we'll
go
business
by
business
by
business
hand,
holding
and
we'll
see
how
safe
you
feel
that
that's
really
worrying,
but
as
your
council
person
word
two,
let
me
just
say
this
in
conclusion:
I
said
it
during
that
campaign.
I
will
say
it
till
the
end
of
time.
Word
two
is
for
everyone,
you
come.
Let
us
know.
If
someone
does
that
to
you,
you
come.
Let
us
know
I
believe
we
have
a
Human
Rights,
Commission
Now.
Who
would
love
to
hear
your
story?
I
Would
love
to
hear
your
story
word
two
is
for
everybody
and
I
was
honored
to
take
those
words
one
step
further
into
the
Oklahoman
the
day
I
left
for
Copenhagen
to
say,
Oklahoma
City
is
for
everyone
as
well.
So
that's
lengthy,
but
sometimes
you
gotta
say
the
thing,
because
it's
super
super
important.
So
thank
you.
A
N
N
Just
real,
quick,
Personal
Privilege
today
would
have
been
my
sister's
62nd
birthday
after
surviving
what
today
would
be
described
as
an
off
the
charts
Aces
score
for
childhood
trauma
after
surviving
Hurricane
Katrina
on
the
Gulf
Coast
in
our
childhood
home
after
surviving
many
things,
it
went
on
in
her
life
and
she
took
her
own
life
in
November
of
2014,
and
so
she
is
not
here
today,
so
Mental
Health
and
being
engaged
with
your
family
and
interactive
with
your
friends
and
checking
on
them
and
asking
them.
N
The
hard
questions
is
something
that
we
should
all
do
and
I
encourage
you
to
do
that
today.
So,
with
the
hard
part
behind
me
and
I
miss
my
sister
every
day,
so
I
hope
everybody
had
a
Fourth
of
July,
a
great
Fourth
of
July.
It's
really
hard
to
transition
from
the
really
tough
to
the
to
the
fluffy,
but
she
would
want
us
to
do
that.
It
was
her
favorite
holiday.
N
We
watched
fireworks
from
the
parking
lot
of
the
AMC
theater
out
near
Yukon.
It
was
a
great
show.
I
encourage
everybody
to
go
for
my
neighbors
down
the
street
in
the
cul-de-sac
that
were
shooting
off
fireworks
until
1am
in
the
City
of
Oklahoma
City
city
limits.
It
was
a
great
show
also,
but
if
we
could
stop
at
like
11
that'd
be
super
I
hope
everybody
has
a
great
week
thanks.
J
First
I
want
to
share
my
empathy
to
councilwoman
Peck,
for
the
loss
of
your
sister,
but
I
I
have
you
beat?
Mine
was
130
in
my
neighborhood,
so
I.
Also,
please
y'all,
please
let
us
rest.
J
My
dogs
are
very,
very
tired,
as
well
as
I
and
and
to
the
point
of
what
council
person
Cooper
said
as
far
as
OKC
second
time,
around
I
literally
just
got
that
book
at
a
thrift
store
last
week,
I'm
very
glad,
I
got
it,
went
and
found
it,
because
if
you
go
online,
it
costs
way
more
than
what
I
purchased
it
for
so
that
that
little
tidbit
of
History
I
I
plan
to
continue
to
comb
through
just
so
I
can
have
a
better
knowledge
and
understanding
of
of
what
our
city
was
built
upon.
J
As
far
as
how
we
move
forward
into
the
to
the
to
the
sentiment
that
you
gave
is,
okay
is
OKC.
Okc
is
for
everyone
I
question
that,
especially
today,
I
questioned
that
I
question
how
OKC
can
be
inclusive
and
I
also
think
about
the
point
of
the
the
hand-holding,
because,
as
culturally
in
different
cultures,
there
are
people
men
who
hold
hands
intentionally
as
friendship,
and
so
now
those
freedoms
are
at
stake,
just
because
of
their
culture,
not
to
say
they
are
enjoying
each
other
as
a
couple,
but
enjoying
each
other.
J
As
friends
is
now
going
to
be
contested
as
far
as
how
we
move
forward
in
our
communities,
in
our
cities
and
in
our
country.
So
I'm
very
concerned
about
that
and
I
learned
that
cultural
aspect
when
I
studied
abroad
in
West
Africa,
because
it
I
was
curious.
I
was
like
why.
Why
are
these
people
doing
that
and
when
you
go
to
different
places,
you
understand
certain
things
and
you
have
to
respect
those
ideals
and
those
views
as
well
and
and
so
I
I
also
question
the.
J
Justification
of
us
not
only
undoing
that
particular
part
of
what
the
Supreme
Court
did
on
Friday,
but
on
Thursday,
as
we
question
affirmative
action
based
on
race
and
I
can
say
personally
being
in
this
space.
As
a
council
person,
race
has
been
an
intricate
factor
of
serving
in
this
capacity
and
that's
the
unfortunate
part.
That's
been
the
challenging
part
and
that's
been
the
sadness
of
parts
of
how
I
get
to
serve,
because
that
has
been
a
factor
and
it's
a
major
factor
in
our
city,
government
and
I.
J
That
is
needed
for
our
cities
to
be
better
because
of
that
diversity
piece
when
dealing
with
different
cultures,
backgrounds
and
the
sensitiveness
of
where
we
are
I
do,
as
I
said,
is
OKC
for
everyone.
It
seems
similar
that
our
Supreme
Court
also
looks
like
our
city
council
and
and
in
in
the
decisions
that
we
make
and
I
want
to
bring
to
our
attention.
J
While
we
voted
for
5'3
for
the
rejection
of
councilwoman,
Hammond
and
I
to
go
to
local
progress,
one
of
the
things
that
I
did
ask
for
was
a
legal
opinion
and
understanding
the
travel
expense.
It
does
appear
to
be
related
to
analyzing
local
public
policy
ideas
for
consideration
and
possible
use
by
Municipal
officials.
So
I
want
us
to
be
very
careful
and
understand
what
we
had
just
said.
J
J
J
Not
one
expense
to
this
city,
so
I
think
it's
very
important
for
us
to
continue
to
to
be
free
thinkers
and
and
not
to
fear.
Monger
allow
the
fear-mongering
to
exist
when
we
have
these
types
of
conversations
for
folks
to
be
able
to
also
bring
policy
that
can
benefit
all
of
Oklahoma
City,
not
just
one
particular
Ward.
J
I
also
wanted
to
mention
with
Eid
Mubarak
happened.
They
had
an
inaugural
event
at
scissortail
Park
on
this
Friday,
and
it
was
a
beautiful
celebration
to
see
all
of
our
Muslim
Community
in
this
sphere,
celebrating
Eid,
Mubarak
and
under
in
in
being
able
for
me
to
understand
the
importance
and
significance
of
what
Eid
Mubarak
means
and
and
how
it's
important
for
our
Muslim
Community
to
come
together
and
for
us
to
experience
different
cultures
from
how
we
can
better
serve
our
city.
J
Another
group
I
want
to
mention
is
Boba
USA,
and
this
is
a
delegation
of
graduates
from
Bali,
college
and
Cameroon,
and
they
have
an
alumni
group
that
meets
that
are
all
in
the
America
and
they
all
meet
from
different
areas
of
the
United
States
from
where
they
where
they
are,
and
they
talk
about
things
that
are
happening
within
their
cities
and
within
their
communities.
And
we
do
have
a
boba,
USA,
OKC
Oklahoma
chapter.
J
If
you
will
so,
it
was
interesting
to
be
able
to
just
meet
the
folks
that
came
from
all
across
our
country
at
the
Omni
this
past
weekend
and
for
me
to
to
see
something
of
that
initiative
being
celebrated
in
our
city
as
well.
With
the
folks
from
Cameroon,
if
you
have
not
been
to
scrambled
yet
it
opened
officially
on
July
the
second.
This
is
our
initial
breakfast
and
brunch
spot
for
Northeast
Oklahoma
City.
J
So
that
was
a
very
interesting
conversation
as
far
as
how
we
move
forward
for
our
state
and
the
things
that
even
our
state
legislature
has
moved
forward
with
Willie
D
Johnson.
If
you
had
not
heard
the
grand
opening
is
July,
the
15th
and
I
can't
wait
to
slide
down
that
slide.
So
please
make
sure
you
come
and
if
you
want
to
see
it,
it's
fine
but
I'm
sure
somebody
will
have
that
on
video
too.
J
J
Open
to
that
conversation
every
single
day,
because
it's
clear
that
there
is
a
disconnect
in
what
we
are
trying
to
do
in
comparison
to
what
initiatives
have
been
brought
forward,
or
else
we
wouldn't
have
these
types
of
conversations.
My
last
one
is
the
conversation
about
our
developer.
That's
seeking
3.8
million
facing
litigation,
and
this
is
for
something
that
we've
approved
in
the
fact
that
we
have
a
developer.
J
That
is
asking
for
all
kind
of
money,
and
we
have
this
same
person
who
has
admitted
under
a
deposition
that
he
had
three
other
unpaged
judgments
with
a
certain
Association
and
the
fact
again
that
when
it
comes
to
tips
for
communities
that
need
assistance
and
help,
we
seem
to
over
scrutinize
and
or
deny
so.
There
has
to
be
some
type
something
better
in
place
when
it
comes
to
how
we
look
at
our
Tiff
allocations
and
also
when
we
look
at
the
approvals
of
said
developments
and
I
also
want
to
make
mention
again.
J
This
is
the
same
development
that
I
asked
for
us
to
comb.
As
far
as
that
entertainment
aspect,
that
I
was
denied,
but
we
still
reaffirmed
at
the
at
the
ask
of
someone
else.
So
these
are
are
very
valid
concerns,
especially
for
the
community
that
I
serve
because
we're
allowing
people
that
have
these
types
of
litigations
to
to
move
these
types
of
developments
forward.
