closure

Street
railroad
highway
crossing,

improvements,
the
Forest,
Lakes,
Boulevard,
railroad,
highway
grade
crossing,
which
has
already
happened,
and
finally,
the
opening
of
bareback
Road
Mill
Road
highway
grade
crossing.
This
is
a
time
extension
for
the
completion
of
that
project.
Do
the
complex
negotiations
with
CX
cease
SXT
and
thorough
oversight
from
FDOT?
The
agreement
again
requires
a
time
extension
to
complete
the
project.

SLP

foundational
agreement
for
the
construction
of
the
Burbank
Road
extension
project
to
open

new
railroad
crossing
into
Cypress
Lakes
industrial
park.
In
accordance
with
the
agreement,
the
new
roadway
crossing

railroad
will
be
constructed
at
Burbank,
Road
exeter
roads,
rail
crossing,

been
closed
since
May

improvements
at
the
Forest
Lakes
Boulevard
Crossing

grant

for

utility
partner

matching

Oldsmar
contribution
of
matching
funds
is
2107
dollars.

the
olds
Motor
City
Council
at
the
November
19th
2019.

current
agreement

marketing
campaign
with
the

matching
funds

oldsmar,

revised

attached
letter

explanation
and
apology
from
Pinellas
County.
Essentially,

situation

that
they
didn't
get
the
t's
crossed
and
the

dated
from
all
the
other
municipalities.

by
the
rules
of
that
interlocal
agreement,
they
had
to
do
it
over
again
and
your
support
letter
essentially

apology
letter
from
the
county.

the
funding

segment

project

trail
on

side

from
Stephens
Avenue

racetrack
Road,
and
convert
the
existing
open,
ditch
drainage
system
on
the
north
side
to
a
closed
pipe
system.

third-party

we

proceed.

statement

net
position
and
it's
like
the
overall
balance
sheet
for

city
includes
all
the
long
term
assets
and
liabilities,
police
and
the
business
type
activities.

the
total
assets
increased
about
3.3
million
dollars
or
3%,
while
the
total
liabilities
decreased
around
900,000
or
6%,
leaving
the
net
position,
an
increase
of
for
about
4.2
million
dollars
or
4%.
The
net
position
is
in
three
components:
invested
in
capital
assets,
your
bricks
and
mortar
and
vehicles,
and
things
of
that
nature,
restricted
for
future
use
by
outside
sources
and
unrestricted
and
in
the
unrestricted
category.

during
the

so

as
a

House

with

counties

on

conference
call
together
at

cities
communicate

we've

White
House
to
the
local
level
in
one
day,
in
a
very
short
period
of
time
and

I
I
will
tell
you.
I
have
been
just
amazed
at
how
well
the
communications
and
how
many
people
are
working
on
this
collectively,
which
I
think
should
really
be
recognized.
So
let
me
talk
about
phase
one
prevention,
containment
and
essentials.

includes
the
executive
orders
that
have
been
issued
to
prevent
crowds,
gatherings
and
social
events.
In
addition,
the
city
is
enforcing
both
the
state
of
Florida
and
Pinellas
County
executive
orders,
I
bet,

come

Additional
executive
orders
might
be
issued
as
they're
needed
to
help
with
the
Prevention
of
gathering,
maybe
things
that
are
have
changed
or
so
we'll
see,
but
we
are
honoring
those
orders
that
come
down
from
the
state
as
well
as
the
county.
It
does
sound
like
they're,
going
to
discuss
another
executive
order
from
the
county
tomorrow.

closed
Cypress
Creek
excuse

recreation,
center,
State,
Street,
Center,
the
public
library
city
hall,
for
all
public
visitations.
The
city
has
suspended
all
water
shutoffs
for
non-payment,

is
council
ratified
to
ensure
that
services
are
maintained
for
every
customer,
both
residential
and
commercial.
Why
it's
an
essential
right!
So,
if
you're
in
an
uncertain
time,
you
know
that

could
feel
comfortable

to
get
shut

has
also
suspended
power
shut
offs
for

pickup

delivery

program
that

launched

markers
if
they
would
create
a
program
to
deliver
to
our
at-risk,

they
just
took
the
ball
and
ran
with
it.

quickly,

who

at-risk

stay

mechanism

the

Clerk's
office
stepped

the

partnership

feeding

Bay
is
working
to
ensure
children
in
our
community
to
not
go
hungry

out

started
yesterday
we're
providing
prepackaged
breakfast
and
lunch
to
students.
All
meals
are
free
for
children,
18
and
under
of
course,
the
child
and
team
must
be
present
to
receive
it.
We're
passing
an
out
right
here
in
State,
Street
I've
got
to
give
a
lot
of
credit
to
our
assistant
city
manager,
who
spent
a
lot
of
time
getting
this
partnership
put
together
quickly.

is
no
small
feat.

again,
this
is
another
program
that
we
went
out
and
we
partnered
with
people
to
get
it
done.
Who
do
it
well
and
we
did
it
fast,
and
so,

kids
are
out
of
school

you

rely

schools
for
meals,

started
the
program
yesterday
was
the
first
day
today
was
the
second
day
and
we
did
like
50
meals

went
out

it's

we

make
progress
on
that
phase,

Walmart

their

multiple

weekend

comment

trucks
keep
coming,
people
keep
taking
it,
but
the
trucks

coming
okay
and
so
that's
really
kind
of
where
we're
at
with
phase
one
think
about
what
what's
accomplished
there.

elements

survival.

you
were
struck
by
the
worst
possible
scenarios,

covered
right,

so
I
mentioned
the
Walmart
part,
because
if
you're
an
at-risk
individual
Walmart
does

them

delivery

think
Walmart's
is
like
$13
a
month
for
all
the
deliveries
and
they
might
be
delayed.

issues
of
rent

mortgages,
those
are
real
issues

actions
that's
being
taken
from
our
elected
officials

suspend
foreclosures.

that
far
right
or
some

things

relates

evictions,

so
everyone
should
understand
that.
There's
a
lot
of
thought
being
put
into
what
happens
when
everything
slows
down
to
where
we're
at
right
now

we
start
the
social
distancing
as

method
and
contain
a
method
of
mitigation
of
the
spread
of
the
virus

plan

hear
all
these
programs
that
are
being

hear
what's
going
on

Washington

know

that
past
day

haven't
seen

with

I'd

thousand

crisis

plan

will
serve

blueprint

city

everybody's
been
working

mayor

City
buildings
are
operational
but
close
to
access
by
the
public.
Any
business
that
can
be
conducted
remotely
will
still
be
processed,
so
the
employees
have
been
briefed
and
essential
functions
are
identified
for
determining
who
needs
to
be
here
and
who
can
function.

Remotely
rotating
teams
have
been
established
in
each
department
where
possible,
keep
personnel
on-hand
to
a
minimum
depending
on
additional
directors
from
the
governor
or
possibly
the
county.
We
will
continue
to
deliver
essential
services,

required,

trimming

personnel,
if
needed,
the
evaluation
process

what
is
considered
essential
and
critical
will

operating
at

are

being

go
through
some
kind
of
crisis
in
this
country,
and
you
know
what
we
always
get
through
it
and
I
can
tell
you
as
mayor
what
I've
experienced
in
the
last
10
days.

It's
been
about
ten
days,
hasn't
it
it's
been
longer
or
shorter,
I,
don't
know,
we've
all
been
really
busy.
I
have
experienced.
I've
always
said
that
we
are
more
than
a
city
that
were
a
community
and
I
have
witnessed
it
firsthand
in
the
toughest
of
times.
Right
now
we
have
some
really
smart,
motivated
people
working
on
solutions
up
and
down
the
chain
aggressively
here
in
the
city
to
to
make
sure
whatever
this
takes,
we
get
through
we'll
get
through
it,
and
it's
not
like
we're
dealing
with
a
natural
event.
A
You
know
where
there's
some
kind
of
mother
nature,
where
we're
gonna
have
to
wait
for
the
recovery
extra-long,
because
we
got
away
from
the
power
poles
to
be
put
back
up
and
we've
got
away
for
self-service.
We
have
to
wait
for
the
buildings
to
be
rebuilt
in
grocery
stores
to
be
there.
That's
not
the
kind
of
crisis
we're
in.
What's
that
tell
you
it
means
we're
getting
through
it
faster
right.
Well,
we
will
recover
faster
I've
heard
a
lot
of
people
say,
get
used
to
the
new
normal
I'm.
A
Going
to
tell
your
mayor
disagrees
with
that
term.
This
is
not
the
new
normal.
This
is
a
temporary
normal.
It's
not
the
new
one
we'll
adjust
for
now
and
when
it's
over
we'll
take
some
best
practices
away,
but
I
assure
you.
This
is
not
the
new
normal.
The
way
it's
going
to
be
it's
just
not,
and
as
our
congressional
leaders
you
know,
they're
all
I,
don't
care
what
party
you're
from
it
doesn't
matter
to
me.
Who's
right,
who's,
wrong!
I
can
tell
you
as
a
local
mayor
and
I.

It
is
an
inconvenience
you
know
it
is,
is
a
temporary
you
know,
and
and
and
I
mean
it
when
I
say
there
isn't
one
person
that
I
have
gone
to
that
we
have
gone
to
and
asked
to
help
us
do
something
who
has
said
no,
it's
not
a
one,
not
a
one
everybody's
been
there,
that's
the
kind
of
community
we
live
in,
and
so
you
know
we'll
get
over
this
faster.
You
know
trying
I,
don't
know
if
I
believe
anything.
They
say
about
their
recovery.

Other
than
I
have
seen
the
pictures
from
where
everything
started
at
and
there's
people
back
out
on
the
streets
now
right,
and
so
they
did
that
what
it
took
them
three
months,
maybe
a
little
bit
longer
we'll
do
it
heck
of
a
lot
less
time
because
of
the
way
we're
going
after
this.
So,
kids,
you
know
try
to
get
your
mind
right.
You
know
be
that
that
Swan
on
the
water
that
just
like
majestic
going
through
the
water
and
keep
paddling
below
you
know
we
will
get
through
it.
You
know
I,
believe
this
sincerely.

in
good
times
everybody
takes
out
and
shows
their
personalities
right,
but
in
hard
times
everybody's
character
is
tested
and
that's
when
we
see
character
and
I
just
have
to
tell
you,
as
mayor
I've,
had
to
make
some
horrible
calls
and
ask
people
to
close
their
business,
knowing
that
they
might
lose
their
business,
because
that,
and
and
you
know
when
you're
talking
to
somebody
and
people
can't
help
it.
It's
natural
I
think
there's
that
that
urge
to
be
selfish.

Sometimes
what
I
see
happening
more
often
than
not,
even
though
they
know
how
painful
it's
going
to
be.
Is
that
that
urge
to
do
right
comes
out
because
they're
concerned
about
the
safety
of
our
citizens
and
their
employees,
their
customers,
and
so
you
know
we'll
get
through
this.

lot
quicker,
I
think
than
most
do
probably,
but
I
just
see
it
firsthand
and
I
felt
compelled
to
share
it
with
our
citizens.
I
just
say
thank
you
to
everybody
to
this
council
who
is
just
supportive,
as
can
be
trusting.

is
a
collaborative
effort.
As
you
may
know,
I
have
the
authority
under
executive
to
sign
executive
orders.
I
will
tell
you
I'm
self
opposed
a
process
where
I
send
that
order
out
when
it's
in
draft
form,
since
we're
not
allowed
to
talk
about
it
because
of
the
sunshine
laws
and
gives
everybody
an
opportunity
to
see
it
before
it's
executed,
and
if
they
have
a
concern
there's
something
to
see,
they
certainly
can
call
the
city
manager.
If
there's
something
we
missed,
you
know
every
every
business
we've
shut
down
by
executive
order.

personally
talked
to
him
first
ask
them
what
their
mitigation
plan
was,
and
so
you
know
there's
new
orders
coming
in
from
the
governor
in
error,
and
it
sounds
like
the
county
which
will
trump
any
any.

know
preamps
anything
that
that
the
city
comes
out
with,
but
keep
your
heads
up
and
we'll
get
through
all
right
with
that.

citizens

visitors

weekend,

good
job
at
there.
Distancing

minimizing
the
sizes
of
their
groups
even
went
down
by
the
beach,
and
things
seemed
to
be
rules
being
followed
there,
given
what
the
county
came
down
with
in
terms

Beach
use.

kind

to
echo
what
the
mayor
said
about
people
helping
each
other
I
think
the
the
number
of
requests
that
I've
seen
in
different
forms
of
social
media
requests
for
help
have
been
far
surpassed
by
the
number
of
offers
for
help.

just
insane
to
see
how
many
people
are
quickly
jumping
on
us.
If
somebody
needs
toilet
paper
or
hand
sanitizer,
it's
just
it's
really
exciting
to
see
that
the
next
thing
is
just

kind
of
keeping
me

League

Cities

he's
an
advocate

Rule,
home

hero,
I'm,
real
hero,
so
that
you
know
briefly,
it
entails
we're
all
members
of
the
Florida
League,
but
it
really
entails
putting
a
lot
of
effort
a
lot
of
time,
a
lot
of
travel
into
going
to
Tallahassee
and
promoting
protecting
Home,
Rule
and
there's
different
legislation.

That's
proposed
and
under
consideration
that
preempts
the
local
level
from
being
able
to
govern
themselves,
and
that's
probably
the
best
way
to
say
it
and
so
I
know
he
puts
a
lot
of
work
into
that,
and
so
I'm
excited
for
you
and
thank
you
for
all
your
good
hard
works
and
it
also
helps
keep
the
the
city
in
the
loop
on
a
lot
of
different
things.

at

people

parks

trails
and
so
I've

asked

couple
people
do
we
intend
to
close
them
because
I
think,
as
most
of
you
know,
the
state
of
Florida
closed
all
state
parks.
They
did
that
either
today
or
yesterday,
I
can't
remember
which
day
it
was,
and
you
know
I
do
want
to
say
this
to
our
citizens,
because
this
is
important
right.
You
know.
The
whole
purpose
of
the
mitigation
plan
is
to
slow
exposure
and
spread
right.

I
mean
that's
really
the
the
whole
purpose
behind
it,
and
we
had
a
lot
of
discussion
on
the
county
conference
calls
about
the
number
of
boaters
who
are
out
and
while
there's
nothing
wrong
with
boating.
There
is
something
wrong.
You've
got.
You
know
a
couple
of
hundred
boats
tied
up
at
three
Brooker
key
or
a
bar,
and
it's
not
a
bar.
It's
a
sandbar
for
those
who
have
not
been,
but
you
know
in
the
other
island
pit
stops
it's
the
same
thing.
It
totally
defeats
the
purpose.
So
don't
put
yourself
at
that
risk.

a

figured
it

I'm
