the
man-made
drainage
issue
that
we
amplified
by
the
permit
that
the
city
granted

our
neighborhood-
which
I
don't
know
what's
going
on
at
this
point-
and
this
is
a
new
news-
new
era
new
new
folks
here,
but
exactly
what
we
asked
you
to
do
was
reconsider
what
was
going
on
with
this
backfilling
of
a
retention
pond
in
the
wetlands.

record
water
in

neighborhood
this
past
weekend
and
you
know
what
that
was
only
three
and
a
quarter
inches
rain.
You
know
why,
because
I'm
crazy
fishing
dude!
Okay,
I
pay
attention
to
the
weather.

know
the
flows
left
and
right
city
engineer
or
the
city
guys
want
to
tell
me
how
my
drainage
system
works.
I've
been
there

needs

rectified

brought

a
resolution.

expand

city

you
won't
fix
the
problems
that
we've
got
in
our
own
backyard,

there
is
ample
problems

city.
Shore
drive
doesn't

nature.
This
is
a
man-made
problem
in

swamp
and
I'm
going
to
say
it
again.
You
backfilled
a
retention
pond
in
a
wetland,
I'm
going
to
leave
that
right
there
and
soak,
because
that's
an
oxymoron
and
I
think
the
city
should
reconsider
and
reevaluate.

charter,
section
4.05
city
attorney
shall
advise
the
city
in
all
legal
matters
and
shall
perform

other
duties
prescribed
in
the
charter
by
general
law
or
by
the
city
council.
The
city
attorney
shall

attorney
submit,
admitted
and
living
authority
living
having
authority
and
practice
in
all
courts
in
this
state.
On
march
14
2002
to
two,
I
filed
a
case
against
four
council
members,
gannon
knapp
graber
and
former
mayor
cidel
and
the
city
of
baltimore
for
alleging
the
city
council
holding
two
meetings
outside
the
state
sunshine
law.

individuals
for
the
members
were
court
served
and
the
city
itself
was
served
by
through
mayor
saraki
on
420,
the
firm
of
trust
and
his
associates,
filed
defendants,
answers
and
defenses
to
the
plaintiff's
complaint,
mayor,
saraki
and
vice
mayor
buckman.
Did
the
city
attorney
advise
you
at
the
perimeters
of
the
case
at
any
time
and
or
responses
he
sent
to
the
court?
If
not,
then
these
questions
need
to
be
out
answered.

attorney
is
a
contractor
to
advise

city
council
as
a
whole
and
all
legal
monitors,
why
did
he
not
consult
two
council
members
on
the
council
about

merits

this
case
for
the
city

inform
them
of
these
council
members
of
the
answers
and
defense
before
filing
them?

defense

a
claim
be
filed
in
court
on
behalf

the

represented

they

getting

for

citizens

deserve
to
know

cases
are
against
them

secret

somebody
files
a
case
against
the
city,
it
should
be
brought
to
this
council

people
have
always
wanted
to
hear
it
on
this
screen.

is
the
sunshine

why

not
discuss

lawsuit

the
mayor

within
the
municipalities
boundaries

that
residents

opportunity

they've
changed

member
to

bypassing
two
people
who
are
on
this
council.

talked

consulted

the
answer
should
be

behalf

the
city.
That's
not
how
the
sunshine
law
works,

I
sure
hope

I
know
these
meetings
have
to
be

the
dark,

I
sure
hope,
somebody's
taking
some
notes
because
we're
going
to
ask
for
it
we're
going

what
happened.

needs

be
brought
out
to
the

the
voices

needs

federal

2023,

hernando

constituent

be

exceed

tell
you
a
little
bit
about
me
in
my
background
and
remind
you
to
please
mark
your
calendars
for
august
23rd,
that
is
the
primary.
This
year,
if
you're
a
republican,
you
can
vote
in
the
republican
primary.
If
you're
a
democrat,
you
can
vote
in
the
democrat
primary,
I
worked
in
congress
and
in
the
pentagon,
starting
in
2001.

In
fact,
right
after
9
11,
I
went
to
the
pentagon
to
work
there.
I
worked
in
congress
until
2014,
I'm
a
healthcare
lawyer
by
training,
but
my
passion
has
been
serving
patients
and
advocating
for
diabetes
prevention.
I
live
in
st
petersburg
and
I
love
to
fish.
I
love
to
golf,
and
especially,
we
love
to
ride
our
bikes
on
the
pinellas
trail
in
our
nation.

Inflation
has
hit
tampa
bay,
the
hardest,
we're
over
10
percent,
where
the
national
average
is
about
eight
and
a
half
percent
from
the
price
of
food
to
fuel,
rent
and
housing
prices.
I
don't
need
to
tell
you:
we've
been
hearing
from
people
who
are
heavily
heavily
burdened
by
these
national
policies
that
have
set
this
in
motion.

As
someone
who
drives
a
diesel
car,
I
can
tell
you
that
my
jeep
has
never
seen
six
dollars
a
gallon
for
a
diesel
until
this
week.
That's
what
we're
paying
in
the
tampa
bay
area
and
the
reason
that
that's
so
frightening
is
because
that's
how
everything
is
delivered
to
the
stores
that
we
go
to
like
home
depot
and
publix
and
walmart
and
target,
and
that's
why
you're
paying
astronomically
higher
prices
for
all
the
goods
that
you're
buying.

As
someone
who
is
affected
by
diabetes,
I
have
worked
hard
to
lobby
congress
for
funding
for
diabetes
prevention
programs,
something
that
involves
lifestyle
change
and
medication
management
and
has
resulted
in
71
percent
of
those
with
pre-diabetes
not
advancing
to
full-blown
diabetes.
And,
if
you
don't
know,
50
percent
of
the
population
over
65
has
pre-diabetes.

We
have
12
sites
here
in
pinellas,
county
for
diabetes
prevention
programs
and
hopefully
we'll
work
together
to
get
one
here
at
the
va
in
palm
harbor.

more
interest
now

we've
been
able
to
get
past

vote

changing

language

ordinance

allow

the
density
incentive.
So
I
just
wanted
to
state
that
specifically
about
woodfield
before
proceeding.

potentially
pausing

negotiations
with
woodfield
now
and
having
at
least
one
workshop
served
several
purposes
initially.
Pausing
allows

development
community
to
see
hey
we're
open
to
listen
to
some
more

we
proceed
with
at
least
the
workshop,
the
residents
can
come.

those
conceptual
ideas,

I
mentioned,
crafting
the
vision
statement

their
assistance
and
using
the
third
party
facilitator

us

look

then
developers
if
we
proceed
that
way,

we're
looking

conceptually

allows
the
public

can't

bring

streets

have

understand
what
we
want
there

decide

whether
we
needed

or
not

so
I'm
in
complete
agreement,
I
think,
looking
at
outside
agencies
like
florida
main
streets,
I
know
I've
brought
them
up
before.

always
believed
that
we
should
be
listening
to
our
stakeholders,
citizens
and
businesses.
What
do
you
guys
want
them?
What's
the
vision
we've
got
to
be
careful,
we
can't
be
so
focused
that
we
eliminate
potential
bidders
by
narrowly
focusing
what
we
want,
but
a
broad
scope
of

that
may
be.

think
it's
a
good
first
step.

appreciate
it.

know
that
people
I've
spoken
to
recently
appreciated

support

path

forward

detailing,
getting
that
input

stakeholders

thinking

the
prior
sessions

prior
to
being
on
council.

most
recent
iteration
of
what
was
deemed
a
concept
plan
is
what
people
thought
they
liked,
but
really
it
was
just
a
2d
representation
of
what
it
could
be
right
and
we've
gone
through
several
iterations
prior
to
that
where
it
was
always
a
concept
plan,
but
it
was
kind
of
I
don't
know
what
the
right
word
is,
but
kind
of
delivered
or
presented
to
developers
is.
This
is
what
we
want
and
you've
already
taken
your
restriction
down
to
something
pretty
well
in
focus
right.

potentially,
as
as
vice
mayor
alluded
to
maybe
restricted
some
developers
from
even
being
interested
from
the
get
go
like.

that's,
that's
not
what
we
do

think
going
with
something
where
you're
able

develop

interactive
input

people
and
essentially,
first
instead
of
a
2d
or
drawing
representation
of
what
we
want
is
instead
creating

items

checklist.

boxes,
we
don't
have
those
boxes
yet

we've
had

concept
plan
that
essentially
creates
a
list,
but
the
list
never
existed
and
then
there
was
no
opportunity

kind

compare

contrast
plans

mean
when
we,
you
guys,
went
through
the
ranking
process
before,
but
it
was
very
high
level
and
based
on
kind
of
comparing
that
concept
plan
to
what
these
other
proposals
were.

think

creating

boxes
that
then,
hopefully,
by
going
through
that
second
phase
of
of
putting
out
requests
for
development
proposals,
then
you
can
sit
there
and
because
we've
got
this
buy-in
and
what
that
prioritize
order

boxes
are
what
do
we
value
the
most
right?

it
a
lot
of
retail
or
is
it
a
park?
You
know
what's
top
dog,
not
unlike
what
we
did
with
our
council
priority.

hearing

lot

the
same
words

vision,
statement

community
input,
council
member
knapp
actually
mentioned

one
of
our
previous
meetings,
the
need
for
increased
community
involvement,

I
think
this

as
councilmember
graber
said.
The
perfect
time
to
you
know
get
that
information
from
our
community.

know
they
have
been
negotiating
in
good
faith
and
certainly
they
provided
a
concept
plan
that
incorporates
many
of
the
components
that
previous
councils,
previous
developers
residents,
other
stakeholders,
our
you
know,
mini
group,

buse,

wallace,
you
know
they
all
helped
us
kind
of
create
that,
but
I
think
a
written
statement
incorporating
the
feeling
and
the
vibe
of
what
our
residents
you
know
are
looking
to
see
is
incredibly
important.

owe
it
to
our
community
to
see
what
else
might
be
out
there
and
to
hear
their
vision
before
we
issue
an
actual
request
for
development
proposals.

think
it
is
quite
prudent
to
employ
a
services
of
a
third
party
consultant
to

it.

know
that
there's
you
know,
I'm
sure,
there's
a
few
out
there
that
we
could
utilize
to
accomplish
this.

think,
having
a
meeting
you
know
with
some
kind
of
way
that
we
could
get
a
direct
input.

mentioned
with
the
library
project,
we
had
actual
feedback
from
residents
in
the
forms
of
the
you

smiley
faces
and
the
written
comments.

could
get
some
of
that
information
back

it

a
request
for
development
proposals
and
incorporate
all
of
that
and
see
what
we
get
and
then
we
can
have
a
fuller
picture.

wait
mayor
for

your
comments

make
a

to
authorize
the
city
manager
to
suspend
negotiations
with
woodfield
and
engage
the
public
and
a
professional
consultant

create

request

downtown
development
proposals.

has

nothing

professional,

been

they're

back

listen
to
what
we
have
to
say
that
the
residents
want
for
this
plan
for
our
for
this
land,
that
they
own
and
they're
welcome
to
come
back
with
a
different
proposal
if
they
would
like.

But
second
of
all,
I
think
that
as
a
council
today,
right
now,
we
are
moving
forward
in
the
right
direction
and
all
I
can
say
is
I'm
very
honored
and
humbled
to
to
be
a
part
of
this
downtown
development
plan
and
to
see
what's
going
to
happen
in
the
future
and
the
workshop
for
us
and
the
plans,
and
I
want
to
listen
to
each
and
every
one
of
you.

want
to
hear
your
voices
and
hear
your
you
know
what
you
planned
for
that
city.

bit
more
discussion
because
I
think
what's
important
is
you
know,
we've
kind
of
because
of
the
pandemic
and
stuff
is
this
process
got
way
further
drawn
out
than
what
was
originally
anticipated
and,
as
several
people
have
brought
up,

that,
because
of
that
duration
of
what's
happened
since
then,
not
just
from
getting
that
proposal
in
from
the
dynamics
of
how.

has
changed,
but
the
the
appraisal
for
the
land
is
fairly
outdated
and
we
know
what's
going
on
with
real
estate.

where
they
may
have
been
at
based
on

a
pretty
ancient
appraisal,
given
the
current
state
of
the
market,
I
think,
is
something
else
to
take
into
consideration
why
we
will

considering

against
woodfield
or
their
proposal

anything
it's
just
personally.

after
this
has
gotten

publicized,

there
are
interested
parties
out
there,

they
feel,

street

vision,
zero
effort
to
eliminate
traffic
fatalities
and
serious
injuries
on
the
pinellas
transportation
network.
Council.
Member
gannon
requested
this
item
to
be
on
the
agenda
and
I
think
it's
wonderful
and
I'm
going
to
need
a
motion
to
approve.

vision,

strategic

was
only
about

quarter
of
the
room
that
raised
their

eye-opening

conference
went
really
well.

wanted

commend
felicia
for
employing
collaborative
labs.

They
were
a
fantastic
addition
and
I
think
I
agree
with
what
council
member
knapp
just
said
about
utilizing
their
services
in
the
future
in
different
contexts
that
might
be
appropriate,
because
the
way
that
the
the
end
game
was
reached,
it
wasn't
an
adversarial
kind
of
environment,
it
was
collaborative,
it
was
literally
collaborative,
so
it
wasn't.
You
know
somebody
saying
oh,
I
think
this
might
be
a
good
priority
and
then
an
up-down
vote.
It
was,
let's
list
them
all
out,
and
then
everybody
rank
their
importance
right,
because
that's
what
that's?

The
key
is
figuring
out.
What
is
most
important,
the
overarching
goals
for
our
community,
and
I
think
they
did
that
in
a
very
effective
way,
utilizing
technology
in
real
time.
It
was
very,
very
cool,
very
different
than
past
council
planning
conferences,
and
I
hope
that
we
continue
to
do
it
like
that
in
the
future.
I
think
that
was
a
great
idea,
and
I
just
wanted
to
thank
everybody
who
participated
in
the
oldsmar,
connects
the
puzzle,
mural
the
puzzle,
piece
mural.

know
our
arts
coordinator,
alicia,
lisa
schmeed,
put
in
a
lot
of
work,
cutting
out
all
of
those
puzzle
pieces
on
her
cut
the
I
think
she
did
about
400
of
them
and
we
actually
got
around
300
back.
As
the
mayor
pointed
out
at
the
arts
reception
before
the
meeting
here
and
watching
the
kids
run
around
city
hall
to
find
where
their
piece
was
and
taking
their
picture
with.
It
was
really
satisfying.
I
look
forward
to
more
art,
exhibits
at
city
hall
that
incorporate
you
know
a
community
component
and
involvement.

think
that
was
a
really
fantastic
event
and
we
will
absolutely
miss
alicia
as
she
you
know,
ventures
into
the
the
period
of
life
of
enjoyment
and
retirement
and
travel.

know
she's
quite
well
traveled
and
she
has
done

lot
of
arts
projects,
both
pop-up
and
very
intense
arts
projects
like
the
wings.
We
have
right
outside
here
and
she's,
really
brought
public
art
to
a
new
level
in
oldsmar
than
it
had
ever
been
at
before,
and
I'm
I'm
so
grateful
for
it
because
public
art
didn't,
you
know,
have
a
proper
place.

didn't
have
the
prominence
that
she
really
brought
it
and
she
actually
helped
us
incorporate
it
into.
You
know
the
parks.
I
mean
the
different
buildings
and
infrastructure
that
we
have.
You
know
she
made
it
art
and
I
just
think
that
that's
really
cool,
so
I'm
looking
forward
to
filling
those
big
shoes,
but
I
will
miss
her
dearly.

planning
conference.

municipalities

them

workshops
and

it

really

stuff

street
center.
They
had.
We
had
a
resiliency
ready,
supporium
the
tampa
bay
regional
planning
council.
They
were
there
for
three
days.

was
no
way
I
could
commit

days.

could
do
that,
so
they
sent
out
a
thing.
They
had
a
like
a
just
a
recap
of
what
they
accomplished
for
three
days
for
the
city
of
oldsmar.
So
I
went
over
to
that.

asking

to
attend
this
because
the
items
that
they
came
up
with
and
felicia
shared
some
pictures
with
you,
the
friday
that
her
update,
but
some
of
the
stuff
they
came
up
with
you
zoom
in
look
at
some
of
the
detail
of
what
they
did
for
park
street
and
lafayette.
Just
the
ideas
they
came
up
with
was
making
the
roads
smaller
to
slow
down
the
traffic
and
to
to
have
more.
You
know
just
it
was
just
really
a
really
well
done
presentation.

people-
they
were
amazing,
so
I
was
just
just
really
blown
away
and
I
got
to
do
a
short
speech
and
I
was
just
so
honored
to
be
there.

good
presentation

can't

all
of
them
for
what
they
did
for
our
city,
because
I
can
actually
see.

see
that
stuff
happening
in
our
city.
