studio

right

edge
of
oldsmar
and
many
of
those
kids
that
were
performing
are
from
oldsmar
and
they're,
doing
theater
and
they're
singing
and
they're
dancing,
and
they
don't
have
a
theater
to
perform
in.
So
they
are
forced
to
go
to
tampa
and
perform
at
the
cuban
community
center.

for
so
many
of
them,
that's
who
they
are
and
how
they
express
themselves
and
in
the
world
it
is
so
challenging
and
as
they
were
singing
about
growing
up,
it
made
me
so
emotional,
because
we
owe
it
to
them
to
give
them
everything

they
need
to
be
the
best
performers,
because
they
will
carry
that
with
them.
Their
whole
lives.

For
the
past
three
years,
I
have
been
consistent
coming
here
in
my
quest
for
honest
and
transparent
government
so
many
times
what
people
want
is
different
from
what
government
workers
believe
is
in
their
best
interest,
and
I've
worked
for
government
and
I've
seen
this.
We
know
better
point
of
view
played
out
many
times.
The
struggle
is
real
for
the
people
and
the
citizens
of
oldsmar
have
been
speaking
up
and
asking
for
more
engagement.

city's
parks
and
recreation
department
is
the
only
government
function
that
is
tasked
with
the
job
of
building
community
and
programs
that
build
health.
We
are
not
doing
this
well
and
we
need
a
task
force
to
address
this
immediately,
but
we
did
have
millions
of
dollars
to
spend
on
a
bmx
track
that
has
limited
use
for
local
residents.
It
was
built
for
sports
tourism
not
to
solve
local
issues.

The
money
has
been
spent,
it's
officially
open,
so
I
look
forward
to
the
city
reporting
to
the
residents
an
actual
plan
for
this
resource,
including
how
we
will
engage
the
local
community
where
the
money
will
come
from
to
maintain
it,
and
will
the
city
commit
to
using
any
revenue
towards
building
programs
that
benefit
our
teams
who
live
here.
We
need
a
bmx
track
plan
and
we
need
it
now.

sure
that
residents
had
similar
questions
on
the
park
survey.
Those
results
haven't
been
made
public.
Yet
I
urge
each
of
you
to
ask
to
see
the
raw
data
and
not
rely
on
a
report
that
you
may
someday
see,
but
if
we
want
to
do
it
right,
it
should
be
repeated
with
a
stronger
effort
to
get
a
ten
percent
response
rate
in
a
city
of
fifteen
thousand.
Two
percent
is
too
small
of
a
sample
to
be
meaningful
and
as
a
council,
you
should
reject
it.
It's
not
acceptable.

need
to
repeat
the
survey,
so
this
brings
me
back
to
my
point.
How
serious
are
you
when
it
comes
to
working
with
citizens
to
solve
issues,
because
the
teen
focus
groups
from
over
a
year
ago,
haven't
resolved
resolved
anything
we
haven't
seen
any
solutions.
The
branding
focus
group
was
a
silly
road
to
nowhere.

park
survey
sample
was
too
small
and
recently
the
visioning
workshop
for
the
downtown
property
was
a
joke.
This
workshop
was
not
a
sincere
attempt
to
do
a
legitimate
exercise
envisioning
if
you've
ever
been
a
part
of
an
actual
creative
process.
You
know
this
to
be
true.
It
was
an
attempt
to
appease
the
citizens
who
disagree
with
the
vision
of
a
large
apartment.
Building.

One
workshop
in
a
few
weeks
to
create
a
vision
statement
is
not
the
right
way
to
do
this.
I
asked
to
keep
the
consultant
after
the
session
how
he
saw
the
theater
and
townhomes
playing
into
the
discussion,
and
he
didn't
even
know
about
those
things.
So
I
asked
him:
how
could
he
legitimately
create
a
vision
for
the
cra
when
he
only
was
writing
a
statement
for
that
one
piece
of
property?
He
couldn't
answer
well.

I've
since
discovered
that
pete,
the
paid
consultant
was
instructed
by
the
city
manager
to
place
priority
on
building
a
multi-family
housing
building
on
that
site.
His
slideshow
was
filled
with
objectives
that
showed
that
there
was
predetermined
bias
towards
a
large
building.
It
was
a
sales
job
and
it
appears
to
be
more
gaslighting
on
the
part
of
city
of
oldsmar.

family
center,
and
so
we
are
there
to
serve
safety,
harbor
oldsmar
in
eastern
clearwater.
So
I
just
wanted

moment

thank
all
of
you

your
support
williams
over
the
years
and
moving
forward.
I
cannot
compete
with
those
sweet
faces
or
up
here
doing
what
they
do,
but
it
it
fills
my
heart
to
know
that
the
kids
are
getting
what
they
need
out
here
and
with
the
enrichment.

wanted
to
kind
of
share
some
updates
with
what
we've
got
going
on
with
oldsmar,
specifically
to
know
where
your
resources
have
gone
forward.
We
have
a
book
bag
distribution
on
saturday
down
at
bayside
church
and
we've
got
101
children
from
the
city
of
oldsmar
registered
to
receive
book
bags
full
of
school
supplies,
including
their
headphones.

Last
year
from
christmas,
we
provided
christmas
gifts
to
88
children
out
of
oldsmar
as
well,
and
then
we
also
provide
support
to
homebound
seniors,
which
is
another
big
part,
and
I
think
it
speaks
so
what
the
last
woman
was
speaking
to
that
there
needs
to
be
more
support
for
our
seniors
in
the
area,
and
one
of
my
focuses
over
this
next
year
is
actually
to
increase
our
footprint
here
in
oldsmar.

There's
a
grant
that
comes
open
in
october,
which
then
will
actualize
in
january,
and
it's
around
support
services
for
seniors
directly,
and
so
we're
going
to
be
applying
for
that.
To
increase
the
level
of
service
that
we
can
provide
to
our
seniors
because
we're
seeing
the
same
thing,
mental
health
is
rising,
loneliness
and
the
shut-ins
are
rising.

We
actually
deliver
with
our
food
pantry
40
households
a
week
that
are
not
able
to
come
to
our
food
pantry,
we're
actually
bringing
it
to
them,
and
safety
harbor
and
oldsmar
specifically
to
make
sure
that
they're
getting
their
nutritional
needs
met
as
well.
So
these
are
some
of
the
things
that
we're
focusing
on
moving
forward,
and
I
know
that
we've
got
a
funding
request
for
the
next
budget
cycle
out
there.

did
reallocated
a
little
bit
more.
Our
food
pantry
has
actually
seen
astronomical
growth
last
year,
this
time
they're
serving
about
75
households
a
week
we
have
hit
a
high
of
163
households,
and
last
week
we
had
141
households
coming
through
some
of
it's
a
little
bit
cyclical
with
you
know
the
beginning
of
the
month
versus
the
end
of
the
month
end
of
the
month.

The
resources
are
thinner,
but
we
are
seeing
that
the
folks
are
coming
through
and
the
need
is
there
and
it's
single
households,
but
it's
also
multiple
participants,
households,
it's
also
a
multi-generational
householder
coming
through
to
see
us,
so
I've
asked
for
some
help
to
increase
the
demand
on
the
food
pantry.
I
already
blew
our
budget
for
the
year
with
the
food
pantry.

other
thing
that
we
do
is
rent
utility
assistance
directly
for
oldsmar,
and
we
we
only
have
400
left
for
the
rest
of
the
fiscal
year
and
we
have
58
days
left
of
the
fiscal
year.
So
we're
gonna
have
to
start
saying
no
again
until
the
next
funding
cycle
comes
around,
which
is
really
hard,
because
we
don't
have
any
more
resources
left,
because
the
citizens
in
the
community
needed
it
and
we've
been
judicious
and
sharing
that.

It

subject

road

overlay

architecture
requires
council
approval
per
section
3.3.8.

city
council,
review
and
action
of
any
site
development
plan
may
be
referred
to
the
city
council
for
its
review
and
action,
the
sole
discretion
of
the
city
manager.
It's
been
decided
in
the
past
that
any
development
within
tampa
road
quarter
has
to
be
presented
to
the
city
council
for
approval,
in
which
case
any
site
development
plan
referred
to
the
city
council
shall
be
noticed.

was
billed,
but

atm
was
never
installed
due
to
the
merger
between
the
suntrust
bank
and
the
bb
t
bank
and
the
owner
tried
several
other
options
and
he
marketed
the
site
for
other
atm
atms,
but
none
of
them

interested
in
this
location.
So
then,
in
2000,
in
2021
we
received
a
site
plan
for
a
drive-through
coffee
kiosk.

the
following
slides
will
cover
site
specifications.
First,
I
will
start
with
parking
for
section
7.8.2.9
restaurant
uses,
for
which
the
coffee
kiosk
would
fall
under
required
10
spaces
per
thousand
square
foot
of
leasable
area.
The
applicant
proposes
a
total
of
five
parking
spaces
and
one
of
them
will
be
accessible
parking
space.
The
applicant
is
also
requesting
two
variances
which
I'll
cover
in
detail
on
the
following:
slides,
accessibility
and
sidewalks.
This
property
has
an
existing
five-foot
sidewalk,
which
is
parallel
to
oakland
boulevard
and
an
existing
six-foot
sidewalk
that
runs
along
tampa
road.

transportation
side,
so
the
projected
annual
daily
traffic
provided
by
the
applicant
included
396
daily
trips,
which,
with
37
peak
hours
and
according
to
our
land
development
code
regulation.
This
data
would
not
trigger
any
additional
traffic
studies.

our

development
code,
51
peak
hour,
trip
is
the
trigger
for
any
traffic
management
plan
and
301
is
the
trigger
for
the
traffic
and
it's
also
peak
hours
for
the
traffic
study.
The
proposed
site
does
not
exceed
required
daily
trips
for
a
traffic
management
plan
or
traffic
study.

applicant
provided
site
plan
that
can
accommodate
a
queue
line
of
five
to
seven
vehicles
for
on-site
stacking.
The
site
has
direct
vehicular
access
to
oakland
boulevard
and
secondary
access
to
pepper
tree
road.

applicant
will
maintain
existing
cross
axes,
as
shown
on
the
previous
plan
for
pepper
tree
road
and
oak
cliff
boulevard
to
ensure
vehicle
cue
and
does
not
impede
access
to
tamper
road,
an
additional
two
cars.
Two
three
cars
could
be
stacked
within
the
parking
area
here
or
the
drive
aisle,
and
they
will
be
contained
on
site.

architecture

facade,
although
it's
just

it

road
for
me
and

more
of
a
confusion,

it's
signage

access
issue?

rescue
needs
access
across
the

but
to

onus

study
on
a
site
plan
such
as

we
don't
have
that
basic
data

of
fails
to
recognize

as

in

grant

that

happen
naturally
we're

flat.

you
do
need
some
of
these
hardened
infrastructures,

we're
trying

figure
out
how
best

process

was

in
the

regional

2021
city
council
approved
a
revised
list
of
projects

be
potentially
funded

proceeds

forest
pinellas

The
fourth
current
penny
runs
from
2020
to
2030
and
is
intended
to
fund
long-term
capital
infrastructure
projects

our
local

funds

in
2021
circumstances
have
changed,
priorities
have
been
updated
and

few

we've
received
grant

for

constant
need
for
us
to
identify
flexible
sources
of
income
to
be
used

support

completing

are
crucial
to
our
economic

reprioritize
the

fourth
penny
for
cornell's
funds,
which
will
provide
the
state
much
greater
flexibility

achieving
council
priorities

emerged

underlying
the
services

The
project
titled
black
box
theater
build-out,
has
been
changed
to
community
theater
to
better
reflect
the
plans

the
development
of
the
city-owned
property
adjacent

wilderness
preserve

added
to
provide
funding
for
improvements
in
this

parking
and

from

gave

they
are
asking

six
months
of

costs

councilmember

although
that
might
be
a
one-time
thing,
what
I
don't
have
is
historical
financial
data

So,
if
we're
being
stewards
of
our
communities
taxpayer
dollars
and
their
intention
is
to
service
the
tampa
bay
area,
fantastic
mission-
I'm
not
certain
that
it's
solely
ours
in
a
way
that
puts
it

par

ten
thousand
dollar
request,
as
compared
with
the
request
for,
for
example,
oldsmar
friends
of
the
arts,
where
we
literally
see
them
come
in
the
meeting.

see
them
on
the
stage
and
it's
staying
here
or
similar
to
oldsmar
cares.
So
you
know
I
won't
go
into
the
numbers
you

Perhaps
I

talk
about
my

but
I
did
make
adjustments

the
requests

that
it
could

safe
routes

school
application
periods.

coming

webinar

august
24th

be
attending

talk

the
in-depth
things
that
our
staff
is
well
aware
of,
but
sort
of
some
of
the
ins

outs
and
where
we
can
really
engage
the
community,
because
that
application
process
does
require
that,
and
so
I
wanted
to
participate
and
get
some
ideas
on
things
that
we
could
do
either
as
a
council
or
what
we
could
do
as
a
city
to
to
kind
of
connect
for
community
engagement.

So,
for
example,
melissa
cuomo
shared
that
as
part
of
the
pta
they're
planning
a
walk
to
school
event
on
national
walk
to
school
day,
which
is
always
the
first
wednesday
in
october.
So
it's
october
5th
this
year
and
safe
routes
to
school
actually
has
forms
that
you
can
have
participants
fill
out
before
and
after
with
all
kinds
of
data
points
that
they
can
collect,
which
you
know
not
sure.

If
that's
something
that
we
can
do
can't
do,
how
helpful
is
it
I'm
hoping
this
webinar
will
tell
us,
along
with
other
things,
that
we
could
potentially
do
so
very
excited
about
that
we
had
some
pretty
big
losses

community
