A
Welcome
to
the
January
17th
city
of
Oldsmar
city
council
meeting,
it
is
7
P.M
I'm
calling
this
meeting
to
order
good
evening.
Everyone
and
thank
you
for
joining
us
next
item
on
our
agenda,
is
the
invocation
and
pledge
allegiance
to
the
flag,
and
this
will
be
led
by
our
City
attorney
Tom
Trask.
Please
rise.
B
Your
heavenly
father
send
down
your
blessing
on
this
meeting
of
the
city
council
and
the
upon
the
individual
members
who
comprise
it,
give
the
council
members
a
clear
sense
of
Duty
and
lead
them
to
a
faithful
discharge
of
the
same
direct
them
in
their
deliberations
at
this
meeting,
so
that
all
things
may
be
done
for
the
health,
safety
and
Welfare
of
the
people
of
Oldsmar.
This
we
pray,
amen,
I,.
A
A
D
You
know
when
you
set
up
here
you're
sitting
in
the
seats
of
the
city
of
of
a
city
in
Pinellas
County,
that
is
one
of
the
richest
cities,
that
there
is
one
of
the
most
beautiful
cities.
It
is
that
it
is
when
I
was
first
elected
in
1970
we
were
a
poor
City
everybody.
Everybody
on
Council
wanted
to
know
when
the
cigarette
tax
was
coming
in,
because
we
needed
that
money.
D
D
D
I
thought
I
was
going
to
get
bald
I'm
going
to
go
as
fast
as
I
can
mayor
I
thought
I
was
going
to
get
balled
out
by
mayor
brunt,
mayor
second
Goss
and
Homer,
but
I
didn't
think
this
went
quiet
on
me
and
the
priests
out
in
the
audience
said:
Ward
and
Ward
turned.
He
said
Homer
and
Homer
turned
his
head
and
Ward.
The
mayor
finally
said
well,
I
guess:
you're
fired
I
was
amazed,
but
I
was
happy
because
he
was
a
jerk.
He
would
correct
the
council
from
out
here.
D
D
We're
at
a
city
clerk
her
office
was,
it
was
a
kingdom
Bruce
would
not
go
into
it,
and
I
would
tell
Bruce
her
her
employees
worked
for
you
get
rid
of
them.
He
wouldn't
do
it.
She
had
all
the
men
and
council
members
wrapped
around
her
little
finger.
You
know
what
I'm
talking
about
around
her
little
finger,
we've
had
them
all
Buffalo
and
she
she
thought
she
was
Madonna
really
and
she
found
out.
She
couldn't
Buffalo
me.
So
then
she
got
mad
at
me
and
she
planned
to
get
rid
of
me.
D
D
And
got
one
of
the
council
members
on
the
board.
He
didn't
like
exactly
what
I
did,
but
it
only
takes
three
of
you
now
to
fire
a
charter
official
back
then
he
said
I
was
wrong
on
that
one,
but
anyway
it
took
four
anybody
back
try
to
fire.
Somebody
with
four
finally
got
a
lady
on
Council
that
they
didn't
like
the
city
clerk
either
it
took
me
some
time
she
ruined
the
art
Department.
D
D
D
One
of
them
was
John
Hubbard
and
I
asked
John.
Do
you
want
to
come
back?
If
you
are
a
City
attorney,
because
I
got
rid
of
this
guy?
He
said
I'm
in
Tarpon
Springs.
Now
I
can't
do
it.
He
said
well,
I
got
a
young
guy
in
my
office
that
I
can
send
a
send
him.
Send
him
and
he's
been
here
for
26
27
years,
the
most
incredible
City
attorney
anybody
could
ever
have
and
I
would
defending
against
anybody.
D
D
Again
to
the
city
of
City
attorney
he's
been
in,
he
was
he
at
one
time
the
league
of
City
said
he
was
one
of
five
of
the
most
important
and
bested
eternities
in
the
state
of
Florida.
You
should
have
won
number
one
that
it
was
political
down.
South
city
managers,
you
had
big
shoes
to
fill
you're
filling
them.
D
D
And
I
was
on
Council
about
eight
or
nine
months
and
the
marijuana
to
fire
him
and
I
told
him.
I
said
you,
you
try
to
Fire
Bruce
I
said
I'll
bury
every
one
of
you
with
me.
I
said:
I'll
bury
us
all
so
the
night
that
he
won
the
firing
meet
his
he
didn't
open
his
mouth
and
Bruce.
Just
sat
there
and
I
said
I
told
you
they
wouldn't
fire
you.
If
there's
a
reason
to
fire.
D
E
A
F
Good
evening,
Dave
Barnard
1810
High
business
Courthouse
here
in
representation
of
Baltimore
Little
League
I,
want
to
formally
invite
all
of
you
Mr
Mayor
and
city
council
to
our
opening
day,
which
will
be
February
11th
at
9,
A.M
I'm
sure
it's
probably
been
done
through
email
or
some
other
process,
but
I
wanted
to
personally
invite
all
of
you
time.
You
can
come
too.
Thank.

H
F
A
H
To
Diana's
cologne,
402
Arlington,
Avenue,
East,
Oldsmar,
Florida
I
am
here
on
behalf
of
Oldsmar
cultural
I'm,
sorry,
Oldsmar,
Friends
of
the
Arts
I,
still
go
back
to
the
old
name.
We
have
some
of
our
Super
Troopers
here,
Ms
Marin
who's
on
our
board,
Mr
jevin,
who
handles
all
of
our
set
construction,
Ms
Kelly,
who
is
on
our
board
and,
of
course
Miss
Fallon,
who
is
part
of
our
cast.
We
are
here
to
remind
you
about
our
upcoming
Mardi
Gras.
Let's
see
if
I
can
put
it
towards
the
camera
for
him.
H
Mardi
Gras
Gala
2023
happening
on
Tuesday
February
21st
from
6
to
9
00
p.m.
We
will
be
holding
it
on
the
beautiful
shores
of
Tampa
Bay
on
the
Veterans
Memorial
Park
property
this
year,
since
we
have
some
changes,
maybe
happening
with
the
property.
Next
to
the
library
that
we're
very
excited
about
dinner,
dancing,
auctions,
games,
prizes,
wear
your
Mardi
Gras
best.
We
do
arrive
award
prizes
for
all
of
the
those
in
costume
and
masks
or
those
that
win.
The
prizes
of
course,
supported
by
DJ
backbone.
Amici's
will
be
providing
few
food
along
with
Cuban
breezes.
H
Our
auction
site
is
live
and
we'll
have
QR
codes
available
for
everybody
on
almost
all
of
our
promotion,
as
well
as
links
to
our
site
for
ofota.org,
where
you
can
buy
tickets
online
right
now.
We
actually
I
put
a
new
ad
out
last
night
and
I
sold
four
tickets
today,
so
we
were
very
excited,
but
for
today
we
are
here
for
a
special
presentation
and
Miss
Fallon
is
going
to
assist
me
as
our
Super
Trooper
sponsors
of
Oldsmar
Friends
of
the
Arts
and
partners
with
us
in
producing
our
shows.
H
We
would
like
to
present
all
of
our
council
members
with
their
two
tickets.
Now
we
do
know
this
is
always
going
to
fall
on
a
council
evening,
so
we
hope
we
say
you
send
your
significant
others
over
to
the
party
and
come
join
them
after
the
meeting
is
over
Fallon's
doing
great
reading
everybody's
names
on
these,
so
that
takes
care
of
all
of
our
Council,
and
today
we
would
also
because
they
are
such
great
supporters.
We
are
also
including
tickets
for
staff
as
well
Andrew.
Did
you
get
yours?
Okay?
Thank
you.
H
There
isn't
for
miss
Ann.
Everybody
has
two
tickets.
In
your
thing,
you
will
also
see
that
we
have
what
we
call
know
before
you
go.
We
have
a
little
flyer
included
inside
that
allows
us
allows
you
guys
to
know
about
what's
happening
that
night
to
wear
your
masks
that
will
have
masks
available,
not
these
kind
of
masks,
but
these
kind
of
masks
this
one's
for
Mr,
Tom
Trask
up
there.
Thank
you
and
Alexis
is
not
here
tonight.
Okay
I'll
pass
that
on
to
give
that
to
Chip,
and
he
can
pass
that
on.
H
I
H
H
No,
not
me
tell
them
yes,
Jolly
Holiday,
one
of
our
opening
ones
and
castle
by
our
dancers,
a
great
musical
number,
which
is
actually
from
Snow
White
and
the
Huntsman
that's
by
our
Advanced
theater,
and
we
have
some
solos
like
by
Miss
Fallon
and
some
other
numbers
being
performed
as
well.
So
for
the
first
hour
we
allow
it
open
to
all
ages
at
seven
o'clock.
H
What
we
call
in
y
b
g,
which
is
no
before
you
go.
If
you
lose
that
or
anything
else,
you
can
see
that
on
our
site
as
well,
I
updated
everything
today
on
our
site.
Luckily,
I
have
the
talents
to
do
the
design,
work,
The,
Print,
Work
the
website
work
and
keep
everything.
Looking
beautiful
for
us
questions
the.
H
Yes,
it
is
yes,
so
you
can
do
early
bidding,
but
it
won't
be,
of
course,
closing
until
the
night
of
we
actually
have
from
Doc
fishing
trip
a
jet
flight.
We
have
a
from
Dr
Chipman.
Anybody
knows:
Atlantis
Clinic.
We
have
a
jet
fighter
jet
fighter
ride
available
in
our
auction
that
he
actually
trains
you
and
takes
you
up
in
his
jet
fighter,
jet
flighter
jet
fighter
plane.
We
have
a
fishing
trip
for
six.
We
have
some
other
types
of
trips.
H
We
got
a
lot
of
great
gift
baskets
and
the
students
actually
are
all
collecting
a
couple
items
a
piece.
So
it's
very
excited
to
get
the
kids
involved
with
it.
Have
them
perform
and
have
everybody
out
to
see
what
a
great
thing
we're
doing
for
our
kids
in
our
community
and
to
support
us
as
well,
because
we
support
the
Performing
Arts
of
Oldsmar
together.
Thank
you
any
other
questions.
Thank.

is
to

the

consideration.
K
After
the
City

prepares
a

the

will
be
presented
to
the
planning
board.
After
that
presentation,
the
city

will
hold
two
additional
public
hearings
before
final
approval.
Please
note
that
the
conceptual
plan
could
change
as
it
continues
to
be
reviewed
by
appropriate
stakeholders.
Staff

approval.
A
Thank
you
very
much,
I'm
looking
for
a
motion
to
approved
how
about
a
second.
Second,
all
right,
I
have
a
motion
and
a
second
do.
We
have
any
discussion
on
this.
Anyone
like
to
talk
you
think,
I
have
you
know.
I
have
one
comment:
I
just
want
to
thank
John
views,
I
attended
the
three
open
houses.
Thank
you
for
all
your
hard
work
that
you
did
on
that
project
and
coming
out
on
your
time
to
do
that
and
then
Jared
was
at
one
and
Katie.
You
attended
one
too
yeah.
A
A
L
Just
just
one
thing
to
point
out:
I
I
think
you
know
after
you
review
the
the
feedback
from
the
public
comment
that
there
was
actually,
if
you
factor
in
neutral
or
more
or
less
in
different
views,
then
those
percentages
go
up
higher,
like
basically
the
percent
of
of
the
25
granted,
not
a
large
sample
size
that
disagreed
or
strongly
disagreed,
was
not
zero
but
near
zero.
So
generally
it
was
I
like
it.

In

K
A
A
E
Aesthetically,
it's
going
to
look
so
much
better
and
if
you've
ever
had
your
power
go
out
during
a
windstorm
or
a

putting
the
power

underground
can
help
substantially
with
that
not

You
know
moving
with

animals.
I
think
all
of
us
have
experienced
brownouts
and
Oldsmar,
but
this
is
really
great
because
we're
moving
forward
on
the

so
yeah.
A
A
K

I

This
ordinance,
that
was
the

and
final
reading
of
that
ordinance
2023-02
by
title.
B
A
I
Yeah,
thank
you,
Tatiana
Childress
city
of
Oldsmar
planning
and
Redevelopment
director.
So
this
is
code
amendment
to
section
5.7.1
to
the
Land
Development
code
decrease
in
fin
setbacks
from
five
feet
to
two
feet:
near
sidewalks
in
January
2022,
the
city
approved
ordinance
202205,
which
redefine
secondary
front
yard
and
included
additional
Provisions
for
fences
placement
required
in
a
five
foot
setback
from
the
back
of
the
sidewalk
to
the
new
fins.
I
I
It
also
will
be
effective
for
secondary
fronts,
where
you
have
the
secondary
facade
facing
the
sidewalk,
and
this
could
be
also
reduced
to
two
feet.
I
This
request
for
the
tax
amendment
was
reviewed
against
the
standards
of
approval
outline
in
section
3.13.2,
the
Land
Development
code.
The
amendment
complies
with
the
comprehensive
plan
and
advances
the
purpose
of
the
Land
Development
code.
The
comprehensive
plan
requires
orderly
and
concise
development
and
design
practices
that
are
in
line
with
the
goals
and
residentially
zoned
areas.
The
proposed
amendment
will
allow
residents
to
maximize
their
yard
area
and
enjoy
their
property
rights,
while
still
providing
adequate
offset
of
two
feet
for
sidewalk
repair
and
maintenance.
I
The
amendment
will
contribute
to
promote
the
community
welfare.
A
two-foot
setback
was
determined
to
be
sufficient
by
the
TRC
for
potential
sidewalk
maintenance
and
repair,
and
this
amendment
will
not
Grant
a
special
privilege
to
an
individual
property
owner.
This
code
provision
will
be
applied
uniformly
throughout
the
city
based
on
the
discussion,
suffer
commands
approval
of
the
text
amendment
to
decrease
defense
setback
to
the
back
of
the
sidewalk
from
five
feet
to
two
feet
in
the
residential
district.
Thank.
A
E
Just
had
one
quick
question
for
Tatiana:
can
you
go
back
to
the
slide
with
the
the
second
slide,
with
the
photograph?
What
the
photograph
sure
the
next
one,
the
next
one?
Yes,
that's
the
one
okay
I
just
wanted
to
make
sure
I
saw
that,
because
correctly
so
on
the
side,
that's
the
175
feet,
that's
the
six
foot
fence,
but
across
the
front
of
the
yard.
That's
the
145,
the
green
section.
There.
The
fence
could
only
be
three
and
a
half
feet.
J
E
I
Building
front,
the
building
front
is
defined
by
the
lens
development
coat
and
that's
your
primary
facade,
basically
a
line
of
the
building
and
that's
where
the
fence
was
always
allowed
to
be
three
and
a
half
feet
by
the
code
right.
It
was
just.
The
placement
was
never
specified
by
the
code
from
the
sidewalk,
so
we
decided
to
do
it
five
feet
in
January
and
then
we
change
it
to
two
feet
with
this
ordinance.
So
that's
basically
what
this
all
so.
I
Yes-
and
it
only
affects
a
few
Residential
Properties
in
the
older
plated
section
of
Oldsmar,
the
newer
one,
newer
subdivisions-
they
already
have
provisions
of
five
foot
between
the
property
line
and
the
public
sidewalk
so
and
hopefully,
as
we
go
through
the
sidewalk
program.
All
of
this
will
be
addressed
with
a
new
sidewalk
alignment
in
the
future
as
well.
Thank.

so
you
all
adopted
a
policy
last
month,
and
this
is
a
presentation
to
demonstrate
how
the
city
is
going
to
implement
that
policy.
I
I
hope
that
we're
that
this
is
a
model
guide
and
policy
for
the
State
of
Florida
I.
Don't
we
didn't
find
any
place
that
did
it
like
this?
So
I
am
I'm
pleased
to
present
and
announce
Tracy
Miller,
our
assistant
city
manager
and
she's,
going
to
give
the
presentation.
So
thank
you.
M
So,
let's
see
if
this
works
because
I'm
living
on
the
edge
here
so
at
in
terms
of
background,
we
started
with
your
Council
priority,
setting
back
in
April
of
this
past
year,
where
you
made
Community
engagement,
a
core
concept
of
of
your
Council
priorities.
Then
in
November
council
member
Knapp
brought
forward
the
iap2
public
participation
model,
which
is
actually
a
model
both
Felicia
and
I
have
been
familiar
with
and
and
there
was
wide
adoption
and
thought
process
that
we
should
go
ahead
and
move
ahead
with
that.
M
Your
city
manager
went
ahead
and
created
a
policy
based
on
that
for
us
to
to
then
go
ahead
and
create
a
resolution
which
was
adopted
earlier
in
January
this
this
month
from
there
we
went
ahead
and
we
developed
a
community
engagement
guide
which
we're
going
to
talk
through
a
little
bit
today.
It
has
a
lot
of
tools
and
techniques
for
our
staff
to
do
to
utilize
to
really
make
Community
engagement
move
forward.
As
a
city,
Community
engagement
is
baked
in
to
the
city
of
Oldsmar.
M
It's
an
expectation
of
our
citizens
and
of
our
Council
and
we're
very
lucky
to
to
have
that
kind
of
still
Hometown
feel
in
a
very
growing
community,
so
we're
committed
to
that
endeavor.
M
We
recognize
that
these
were
the
guiding
principles
that
were
outlined
in
the
policy
that
we
adopted
back
in
December,
and
we
know
that
that
good
Community
engagement
is
integral
to
decision
making
that
it.
We
want
actively
engaged
community
members
in
and
participating
in
our
activities,
it's
better
to
get
their
buy-in
early
in
the
process
than
to
hear
about
their
unhappiness
with
something
we're
trying
to
do
later.
M
We
want
to
make
sure
everyone
has
the
opportunity
to
participate.
This
is
really
important
to
us
that
we
hear
the
voices
of
of
our
community.
We're
also
really
dedicated
to
learning
from
the
experiences
that
we
have.
So
when
we
roll
one
out-
and
it's
done
we're
going
to
debrief
as
a
as
a
staff
and
learn
from
that
experience
and
hopefully
be
able
to
really
amp
that
up
in
the
next
round,
and
then
we
want
to
be
as
transparent
as
possible.
We've
heard
you.
M
So
good
Community
engagement
definitely
requires
a
participatory
culture.
Sometimes
it's
a
little
nerve-wracking
to
go
out
there
and
ask,
but
it's
important,
especially
on
the
big
projects
that
we
do
just
a
core
concept.
It
also
requires
really
careful
planning
and
preparation.
We
have
to
be
ready
on
the
front
end.
We
have
to
know
why
we're
doing
a
community
engagement
or
otherwise.
Why
do
it?
We
also
have
to
respond
to
what
we
hear.
We
have
to
bake
that
into
whatever
it
is
the
decision
making
comes
out
of
that
again.
M
So
what's
in
our
toolbox,
while
we
have
the
policy
and
resolution
for
sure
we
have
the
engagement
guide,
which
we
know
will
get
better
over
time,
but
is
a
really
good
first
go
one
thing
that
we've
done
is:
we've
adopted
city
council
agenda
items
telling
you
what
community
community
Community
engagement
level
we're
at
for
each
one?
That
includes
budget
items.
M
M
We
either
do
that
or
we
don't
so
so
every
level
here
on
out
has
this
baked
in,
because
it's
a
it's
a
kind
of
a
narrowing
of
of
tools
and
techniques.
As
you
go
through
the
model
consult
level.
Not
only
are
we
going
to
inform
you,
but
we're
also
going
to
ask
for
your
feedback
now
that
again,
that's
important
again.
The
budget
process
is
like
that
now,
you've
hired
us
to
give
you
our
best
advice,
and
so,
but
at
the
same
time
we
want
to
hear
what
the
public
thinks
is.
M
Is
that
a
good
decision
or
a
bad
decision
in
the
involved
level?
We
amp
that
up
one
more
step.
We
work
to
ensure
the
concerns
and
aspirations
are
heard
and,
and
it
requires
more
planning
on
the
front
end
in
order
to
get
to
the
involved
level.
That's
where
you'll
see
those
forums
and
round
tables
we
we
do
a
lot
of
this
work
already
at
the
collaborate
level.
This
is
where
Partners
get
involved.
Maybe
it's
the
chamber.
Maybe
it's
Oldsmar
care,
something
like
that,
but
it's
also
neighborhood
associations.
It's
it's.
M
A
different
level
of
Engagement
and
advisory
boards
fall
into
this
category
as
well,
and
then
you
have
the
final
level
as
in
power
which
you
recently
saw
played
out
in
Bravo.
It's
not
easy
to
give
away
all
decision
making
on
a
subject
area,
but
we
did
that
with
the
public
art
at
Oldsmar
sports
complex
and
it
came
out
really
super
well,
there
seems
to
be
I
can't
wait
to
see
that
that
product
built,
but
that's
a
demonstration
of
Empower
we
let
the
citizens
decide.
M
So
the
purpose
of
our
guide
specifically,
is
to
really
help
formulate
a
community
engagement
plan
for
our
staff
to
help
them
work
through
stakeholders
and
the
timeline.
The
techniques
and
the
the
resources
they
will
need
to
be
successful
at
carrying
out
their
engagement
to
continuously
learn
from
those
experiences
and
and
to
really
be
a
team
about
how
we
approach
that
and
then
streamline
the
process
of
community
engagement,
because
this
does
take
extra
time
and
that's
asking
takes
time
and
also
following
through
on
that.
M
So
what
you'll
find
in
the
in
the
guide
is
these
main
sections
about
the
principles
of
good
Community
engagement?
What
and
how
to
get
to
the
stakeholders
the
right
side
of
those?
What
does
it
take
to
really
be
a
good,
successful
facilitator
and
then
the
steps
to
developing
a
community
engagement
plan?
But
if
you
spend
time
in
the
appendix
that's
really
where
the
tools
sit,
that's
where
our
staff
is
going
to
spend
most
of
their
time
in
the
worksheets
and
spending
time
you
know
actually
doing
the
work.
M
Now,
if
Felicia's
idea
to
have
a
decision
tree,
it's
probably
a
little
hard
to
read,
but
we
wanted
to
be
sure
we
didn't
Overkill
community
outreach
either.
And
so,
if
you
have
a
project,
that's
sitting
in
the
inform
or
consult
area,
you
don't
need
to
go
all
the
way
through
a
community
engagement
plan.
But
our
expectation
is
that
if
you
have
something
involved,
collaborate
or
Empower
that
we're
actually
developing
a
plan
on
the
front
end
and
we're
working
that
plan
all
the
way
through
to
completion.
M
M
Is
a
very
key
part
of
developing
the
plan
for
us,
in
particular
on
the
planning
side,
we
have
to
really
understand.
Why
are
we
engaging
the
public,
we're
not
engaging
them
enough
in
in
just
you
know
any
kind
of
conversation,
but
specifically,
what
are
we
trying
to
get
from
them
so
that
their
feedback
can
be
used
in
a
manner?
We
want
to
be
good
stewards
of
that.
M
We
also
want
to
say
what
our
goals
are
with
that
and
and
line
up
the
resources.
The
timeline
that's
appropriate
to
do
it.
Well,
then,
we
get
to
work
in
the
implementation
phase
where
we
actually
build
all
the
collateral.
M
We
go
ahead
and
whatever
pictures
we
need
or
Graphics
or
things
of
that
sort,
we
also
adjust.
If
we're
not
getting
the
information,
we
we
want
back
or
enough,
we
we
make
adjustments
and
then
the
closeout
is
really,
where
also
sorry,
also
an
implementation,
we're
going
to
go
ahead
and
report
back
to
you
and
the
public
as
to
what
happened.
What
did
we
hear
and
then
the
closeout
is
an
opportunity
for
us
to
debrief
internally,
so
this
just
lit
line
lines
that
up
a
little
bit
more
our
planning
deliverables.
M
In
particular,
you
know
that
stakeholder
list
there's
a
there's,
a
cool
figure
in
there
that
Felicia
likes
a
lot.
That
kind
of
says:
where
are
you
in
the
stakeholder
list
and
we're
trying
all
the
tools
out
already
so
they're
working,
really
well
all
right
from
there
we're
going
to
coordinate
both
with
the
city,
manager's
office,
our
department,
directors
and
CMA
in
particular,
because
we
have
to
line
up
the
resources.
We
are
a
small
organization.
M
We
have
to
be
able
to
to
swiftly
nimbly
go
ahead
and
do
these
kinds
of
programs
developing
the
timeline,
the
techniques
and
the
resources.
Worksheet
is
a
big
part
of
that
and
then,
of
course,
we
also
want
to.
If
we're
doing
surveys,
we
want
to
have
our
hands
on
the
questions
the
how
the
when
what
mediums
those
things
you'll
notice,
our
our
satisfaction
survey
went
out
this
weekend,
so
we're
already
starting
to
get
responses
on
that,
and
that
takes
a
lot
of
thought.
M
Both
Felicia
and
I
have
experience
with
research
methodology,
so
we
want
to
make
sure
we're
baking
that
in
as
much
as
possible
as
we're
developing
those
surveys
implementation.
This
is
this.
This
is
kind
of
the
fun
part
for
me,
I,
like
I,
like
graphics
and
text,
and
writing,
and
all
that
creative
side.
It
gives
us
an
opportunity
to
take
it
to
a
new
level,
and
then
one
thing,
that's
really
important.
Is
that
we're
hearing?
How
did
each
engagement
go?
Did
we
do
we
hit
the
mark
and
what
could
we
do
better?
M
So
there'll
be
like
these
short
check-ins
each
time
we
have
an
engagement
with
the
public
and
then
in
a
comprehensive
Community
engagement
report
at
the
end
that
goes
to
you,
as
well
as
to
the
stakeholders,
in
particular
the
stakeholders
that
participated,
and
then
this
closeout
is
that
okay,
the
closeout
is
really
for
debrief.
So
there's
a
typo
on
my
slide.
That's.
B
M
In
the
in
the
spirit
of
one
two
three
we
are
in
the
we've
completed
the
planning
phase
for
this
first
roll
out
of
our
enhanced
program
and
we're
in
into
implementation,
we're
already
starting
to
test
out
the
tools
and
make
them
work
and
we're
planning
on
providing
a
comprehensive
report
to
you
into
at
the
end
of
2023.
We're
still
determining
exactly
when,
but
as
we
do,
things
you'll
see
that
come
out
and
at
this
point
I
just
wanted
to.
A
E
A
quick
question:
thank
you
mayor.
This
is
fantastic.
I
love
this
and
I
love
that
you
laid
out
the
timeline
when
this
kind
of
came
to
be
and
that
we're
already
integrating
it
in
small
ways.
I
also
love
that
it's
super
flexible
I
like
how
you
express
that
some
of
it
might
not
work,
or
some
of
it
will
learn
that
you
know.
E
Perhaps
we
should
have
used
a
different
method
of
you
know,
engaging
the
public
or
perhaps
that
method
worked,
but
we
didn't
quite
reach
the
right
demographic
and
then
we
can
learn
from
it
and
adjust
and
and
I
know.
This
is
going
to
be
a
moving
Target,
but
I
love
that
you
acknowledged
right
off
the
bat
that
that's
the
whole
purpose
right
is
to
get
better
at
it.
E
I
just
want
to
find
out
if,
if
this
will
be
integrated
into
the
online
project
management
tracking
on
the
website,
for
like
the
Strategic
plan,
do
you
envision
that
happening?
It
already
has
yes,
wow.
E
M
A
M
G
Just
the
thank
you
Tracy,
the
fact
that
it's
a
living
document
as
councilmember
Gannon
was
saying
this
is
what
we're
starting
with,
but
in
order
to
this
is
our
framework,
and
so
the
fact
that
it's
a
living
document
that
changes
can
be
made
as
needed
or
something
else
we
hadn't
thought
of,
can
be
included
and
tried
out
and
also
removed.
If
it
doesn't
work,
that's
what
I
like
the
most
about
it,
but
to
Echo
what
councilmember
Knapp
had
said.
G
The
amount
of
work
is
evident
not
to
say
you
know,
I'm
sure
you
worked
I
spent
47
hours
on
it,
I
don't
know
if
that's
the
case
or
not.
I
wouldn't
be
surprised,
however,
but
just
when
it
comes
through
this
way
and
it's
and
it's
laid
out,
especially
in
your
presentation
versus
what
you
provided,
what
we
had
in
our
packet.
This
was
a
little
bit
different.
It
wasn't
just
recessed
yeah
reciting
everything
yeah.
Is
that
what
I
was
about
to
say
almost
said
resuscitating
it's
not
dead.
G
D
J
I
was
so
thrilled
when
I
saw
this.
You
know
20
years
working
in
patient
engagement
and
engaging
and
activating
patients.
It's
nice
to
see
that
we're
taking
a
step
to
do
that.
J
I'm
really
interested
on
these
reports
and
I'm
not
trying
to
get
to
In
The
Weeds
on
it,
but
the
measuring
success
where
we
at
now
from
participation
where
we
are
in
a
year
from
now
I'm
hoping
to
see
some
pretty
significant
gains
there.
Hopefully,
is
there
anything
that
we're
doing
and
maybe
I
missed
it
and
I
apologize
to
educate
the
public
on
this
and
how
they
can
read
it
on
the
website,
so
that.
M
Well,
I,
don't
think
we
have
actually
done
it
outside
of
our
your
Council
priority
and
those
updates
that
relate
to
that
I.
Don't
see,
there's
any
reason
why
we
couldn't
certainly
it's
city
manager,
Donnelly's.
J
Just
yeah,
just
as
a
starting
point
like
hey,
we
just
we
implemented
this.
Here's
how
you
can
look
at
this.
Here's
where
you'll
need
involvement,
here's
how
we're
putting
just
like
you
did
tonight.
I
thought
you
did
a
great
job,
but
now
getting
the
public
engaged.
They
say.
Okay,
now
I
understand
where
I
need
to
be
involved,
how
I
need
to
be
involved
and
when
I
need
to
be
involved.
M
A
All
right,
I
just
want
to
say
I'm
I'm,
really
excited
about
this.
This
project
I
believe
that
it's
it's
a
history,
making
event
for
our
city
of
Oldsmar,
for
not
only
our
city
but
I.
Think
for
the
state,
as
Felicia
just
mentioned,
very
humbled
that
you
guys
worked
so
many
hours
on
this
to
achieve
this
I'm
really
looking
forward
to
seeing
the
results
as
we
move
forward
as
it
improves
over
the
processes
through
time
and
just
see.
Like
Katie
mentioned
it's
going
to
be
on
the
web.
It's
it's
live.

o'clock
pm
to
encourage
public
engagement.
Participation
of
the
location
will
be
Council
chamber,
101,
State,
Street,
West
Oldsmar
and
the
date
that
seems
to
work
for
most
is
Tuesday
February
28th.
A
A
E
A
A
E
Thank
you
mayor.
You
know,
as
we
were
presented
the
the
agenda
last
week
and
when
I
was
looking
through
the
community
engagement
guide.
You
know
I
felt
so
proud
and
mayor
I
remember
when
you
brought
to
us
an
awards
packet,
basically
describing
different
projects
that
had
been
recognized
by
the
Florida
League
of
cities
as
Innovative
and
new
and
exciting,
collaborative
and
and
I
thought
of
this
and
I
was
like
you
know
what
we
should
submit
a
project
like
this
I
mean
this:
is
they
couldn't
find
anywhere
any
other
City?
E
They
had
implemented
something
like
this,
so
I
just
I
wanted
to
see
if
there
was
a
contact
that
you
could
share
with
me
or
with
with
City
staff
that
we
could
use
I.
Just
think
that
this
is
the
collaboration
that
happened.
You
know
over
the
past
year
or
so
to
to
bring
this
little
threat
of
an
idea
into
a
beautiful
living
document
that
it's
now
being
implemented
across
our
agendas
across
our
website
in
social
media
and
all
of
our
Communications,
and
now
staff
is
going
to
be
utilizing
it.
E
You
know,
in
planning
and
in
the
capital,
Improvement
budget
I,
think
it's
just
really
cool
and
I
remembered
that
booklet
that
you
brought
to
us
and
shared
with
us
and
from
when
you
went
to
the
awards.
Meeting
and
I
was
like
this
is
the
kind
of
innovation
that
we
always
do
and
and
I'm
just
really
proud
of
this
document.
So
I
wanted
to
ask
you
about
that.
Yeah.
E
City,
I
really
do
it's
incredible.
It's
incredible
I
thought
that
was
great
and
then
one
other
thing
that
I
wanted
to
bring
up
on
the
11th,
not
the
11th,
the
9th
on
February
9th
coming
up.
We
have
our
work
session
scheduled
currently
for
our
interview
process
for
the
city
clerk
position
right.
E
So
as
it's
set
right
now,
we
approved
like
the
one-on-one
meetings,
which
is
fine,
I'm
fine
with
it
we
we
approved
it
I
just
wanted
to
double
check
and
make
sure
that
everybody
was
still
okay
with
that
or
if
we
wanted
to
kind
of
do
just
one
work
session,
and
you
know,
as
you
know,
kind
of
like
a
you
know,
have
our
candidates
for
the
position
here
to
interview
in
front
of
the
public
I,
just
kind
of
wanted
to
bring
that
up,
throw
it
out
there
and
see
if
anybody
wanted
to
put
that
on
our
first
agenda
in
February
and
then
Implement
that
before
the
ninth,
if
there
is
any
appetite
great,
if
not
that's
fine
but
I
wanted
to
bring
it
up.
E
As
I
said,
I
am
fine
with
how
we
have
it
set
up.
I
just
wanted
to
you
know.
A
Why
don't
you
agenda
I?
Think
that's
a
good
actual
conversation
for
all
of
us
headed
for
next
meeting,
so
we
can
discuss
yeah.
E
E
E
L
G
D
E
If
I
was
just
thinking,
we
could
change
it
to
be
an
open
session
where
it
would
be
kind
of
like
a
q,
a
with
all
of
us
all
asking
the
candidates
like
a
round
tables
discussion.
Perhaps
the
mayor
could
have
a
list
of
questions
we
could
all
have
a
list
of
questions
in
the
mirror
could
call
on
me
first
then,
council,
member
Graber
or
vice
mayor
Buckman,
and
then
you
know,
ask
your
one
question
and
we
kind
of
go
round
robin
like
that.
It's
just
an
idea.
I
just
wanted
to
throw
it
out.
A
So
I
I
kind
of
like
that
idea,
yeah
any
other
personal
opinions
on
that
I
mean
we
have
to
add
it
to
the
agenda,
so
we
have
to
make
a
decision
on
it.
Anybody
else
have
any
comments.
If.
G
E
C
We
have
a
work
session
on
February
9th
that
is
scheduled
at
one
o'clock
for
the
final
interview
of
the
candidates
and
so
I
think
the
question
is:
should
we
skip
the
individual
interviews?
If
you
skip
the
individual
interviews
and
just
have
one
big
interview,
that's
fine
I
mean
I,
don't
see
why
that
would
have
to
come
to
council
necessarily
because
you're
not
going
to
have
enough
time
to
tell
the
candidates,
because
interviews
should
have
been
done
by
then.
G
B
We
cannot
do
it
during
Council
comments,
so
what
you
can
do
on
the
seventh
is,
you
say,
there'd,
be
a
motion
or
consider
canceling
the
one-on-ones.
G
B
So
I
mean
you
can
just
choose
not
to
do
the
the
interviews
and
the
city
manager.
Can
you
know
advise
them
that
you've
just
chosen
individually,
not
to
do
the
interviews
I.
G
L
E
G
A
J
Thank
you
mayor.
There's
a
fire
hose
I've
been
drinking
from
what
Ford
Pinellas,
so
I
was
able
to
attend.
My
first
meeting
there
last
week
really
excited
there's
some
interesting
things
that
have
been
happening
over
there
for
many
years,
mainly
the
teal
study
that
we
all
know
about,
because
there's
a
significant
impact
for
for
all
tomorrow.
We
they're
supposed
to
approved
on
the
last
session,
but
they
approved
it
on
this
session
because
they
ran
out
of
time.
J
So
we're
looking
to
see
what
the
impact
is
and
what
they're
going
to
move
forward
with
at
the
next
meeting.
So
it's
really
exciting
to
see.
What's
going
on
there
and
I'll
bring
some
more
information
back
next
time
to
you,
you,
like
it
I,
do
yeah
I,
do
it's
a
it's
a
very
it's
going
to
be
challenging,
but
I'm
always
up
for
a
challenge.
Wonderful.
J
Secondly,
a
happy
early
birthday
to
my
middle
daughter
Abby
as
much
of
a
challenge
as
you
are
I
still
love
you
to
death,
keep
it
up
and
that's
all
I
have
tonight.
Man.
L
Thank
you,
mayor
I,
just
found
that
methodology
that
we
were
referring
to
from
the
prior
meeting
so
yeah.
We
had
an
item
on
there.
That
said,
council
members
will
individually
interview
the
applicants
on
the
short
list
in
person
by
phone
or
through
online
conferencing,
and
that
was
at
our
November
15th
meeting,
where
we
approved
a
methodology
so
kind
of
locked
into
that
and
yeah
can't
change
it
because
the
meeting
will
take
place
after
we're
scheduled
to
do
that.
So
all
right,
so
we're
done
with
that.
L
Just
a
couple
things
I
just
wanted
to
kind
of
comment
on
our
last
work
session
that
we
had
I
thought
that
we
did
a
great
deal
of
heavy
lifting
and
kind
of
setting
the
wheels
in
motion.
As
far
as
how
this
evaluation
process
is
to
take
place
for
the
downtown
project,
I'm
really
looking
forward
to
kind
of
kicking
off
some
some
evening
work
sessions,
I,
don't
know
how
the
rest
of
you
feel
about
that.
L
But
I
think
it
will
increase
odds
of
Greater
public
participation
for
those
that
typically
tend
to
work
full-time
during
the
day.
So,
really,
looking
forward
to
that,
you
know
getting
into
the
details
of
starting
to
look
at
that
Matrix
and
and
developing
our
scoring
system.
That
really
is
going
to
help
hone
Us
in
on
what
is
the
right
answer
for
our
property
over
there.
So
just
wanted
to
make
a
quick
comment
on
that.
L
I
I
was
going
to
save
this
or
say
this.
Maybe
when
you
made
your
presentation
Tracy,
but
I
figured
I'd,
save
it
for
comments.
It's
kind
of
a
shame
that
mayor
beaverland
was
not
here
for
your
presentation,
because
I
think
he
would
also
be
in
awe
of
of
just
as
you
are
maybe
not
a
charter
official
now,
but
maybe
sometime
down
the
road
in
the
future,
but
just
another
fantastic
addition
to
our
staff.
So
I
wanted
to
say
thank
you
again,
and
hopefully
he
gets
to
see
it
sometime
in
the
near
future.
L
G
Thank
you,
mayor,
I
think
we
all
are
kind
of
not
too
much
for
Council
comments.
Today,
I
did
want
to
I'm,
usually
short
to
the
point.
I
did
want
to
remind
everyone.
I
know.
Vice
mayor
Buckman
brought
it
up
last
meeting,
but
the
CPR
class
at
the
fire
station
and
apparently
there's
going
to
be
a
bathroom
repair
course
going
on
so
I'm
just
kidding
Jason
got
you
here.
We
go,
but
the
CPR
class
January
21st
on
Saturday
at
9
00
a.m.
At
the
fire
station.
G
G
Even
though
the
work
session
took
place
during
the
day
there
was
a
solid
turnout
for
I
mean
I've
been
to.
However
many
work
sessions
right
and
they're
generally
pretty,
not
as
well
populated.
As
you
know,
other
Council
meetings
but
I
do
think
moving
the
meetings
to
six
selfishly
and
candidly
I
can
just
say
yes
now,
I
don't
have
to
worry.
You
know
it's
like.
Oh,
it's
at
six
cool
I
can
go
I,
don't
have
to
worry
about
manipulating
dates
unless
there's
something
else.
G
That's
there
and
so
I
think
that's
not
only
good
for
all
of
us
and
not
having
to
you
know,
get
rides
home
from
Andrew
any
longer,
just
allowing
the
public
to
say.
Hey,
listen,
you
know
it's
not
a
two.
It's
at
six
you
can.
Everybody
can
show
up,
hopefully-
and
please
do
but
I
thought
the
turnout
was
great.
It
was
labor
intensive
for
all
of
us.
You
could
tell
it.
I
mean
having
to
take
the
break
in
the
middle
there
and
just
be
like
okay.
This
is
going.
G
A
All
ahead
all
right!
Well,
thank
you.
Yeah
all
right,
I
used
to
have
a
couple
things
phase
two.
They
finally
did
our
sidewalks
and
curbs
today
on
Oakleaf
Boulevard.
The
the
front
has
been
dug
up
for
three
weeks.
Those
guys
aren't
moving
too
fast,
but
I
am
so
happy
that
I
now
have
sidewalks,
because
for
the
last
three
weeks
I
had
to
go
to
the
post
office
to
get
my
mail,
because
my
sidewalk
was
dug
up
and
I
couldn't
get
mail
so
and
all
the
neighbors
couldn't
get
mailed.
A
So
we
ought
to
go
to
the
post
office.
So,
finally,
that's
done
so
yay.
Thank
you
to
Brian,
Smith
and
Tim
Jacobson
for
doing
a
wonderful
job.
You
guys
are
amazing.
The
open
houses
I
attended
the
three
for
the
Theater
District
and
again
John
bues.
Thank
you
so
much
and
Katie
for
showing
up
at
the
library
and
Jared
showing
up
at
Galleria
I
thought
that
was
a
great
event.
I
want
to
just
thank
City
staff
for
all
their
hard
work.
A
I
think
it's
really
important,
and
that
goes
right
back
to
councilmember
Knapp
with
the
6
PM
work
sessions.
I
think
that's
important
too,
for
all
of
our
citizens.
They
can
come
here
after
work
and
they
can
ask
questions
and
be
involved
in
the
compute,
the
community
processes.
So
we
can
move
forward.
A
G
A
Was
involved
and
we
we
did
the
walking
tour
with
her.
Some
of
the
residents
opened
up
their
homes.
It
was
great.
We
had
20,
we
had
a
record
of
28
attendees.
It
was
such
a
success.
We
got
donations
which
last
time
when
I
think
we
got
donations.
So
so
many
people
enjoyed
the
walking
tour
of
the
history
of
our
city
that
they
have
requested
another
one
because
they've
told
other
people
and
so
we're
going
to
try
to
plan
one
in
February.
A
A
E
A
B
G
A
Yeah,
maybe
yeah
well,
we'll
figure
it
out
yeah,
it's
gonna,
definitely
busy
day
for.
A
All
right
opening
day,
I
think
we're
good.
That's
it
for
that.
We're
gonna
go
to
item
number
20
approve
the
tentative
agenda
for
the
February
7th
2023
council
meeting.
Does
any
do
I
I
have
a
motion
to
approve,
or
has
anyone
wish
to
pull
or
add
anything
I'm?
Sorry,
anyone
wish
to
pull
her
anything
I
have
something
I'd
like
to
add.
A
Fourth,
the
Fourth
of
July
is
on
a
Tuesday
I'd
like
to
talk
to
that
to
the
agenda.
Maybe
canceling
that
meeting
on
July
4th
it's
a
Tuesday
we've
done
that
last
year,
I'd
like
to
discuss.
That
is
that,
okay,
if
we
had
that
sure
all
right,
then
I
need
a
motion
to
approve
motion.
