not
feeling
well

I'll

him

We

the

start
with
the
invocation

City

we

meaningful

a

city

look

saved

by
buying
an

fire
truck
instead

a
Pierce
fire
truck,

think

want

thank
the
city
council
staff
for
the
generous
donation
to
the
the
not-for-profit
the
neighborhood
association
association,
that
twenty
five
hundred
dollars
is
a
means,
a
lot
more
than
a
dollar
for
dollar.
It's
symbolic
of
the
city's
commitment
to
getting
something
done,
and
we
intend
to
use
that
money
wisely
as
we
move
forward.

about
last
year's
results.
Just
for
a
second
there
were
focus
last
year
was
on
helping
small
business.
We
partnered
with
the
Chamber
of
Commerce
and
in
getting
economic
recovery
credits
back,
so
economic
recovery
credits
are
not
something
that
had
to
be
paid
back.
It
comes
as
a
tax
credit
to
small
business.
It
comes
in
as
a
tax
overpayment
without
any
qualifications,
so
without
naming
any
names,
I
just
I
want
a
134,

dollars.

look

out

back

charitable,

donation

the
neighborhood
association
is
matching,
certainly
what
the
city
did
and
other
things
that
we
are
doing
here
in
order
to
help
with
beautification
inside
the
city
and
other
projects
that
we
have
going.

this
is
a
what
I
had
called
last
year,
a
virtuous
circle
on
helping
small
business,
getting
that
that
money
flowing
back
in
and
pouring
that
bunny
back
into
the
community.
So
again,
thank

seed
money

you've

us

really
symbolic
of
the
city's
appreciation.

the

expand

thing,
I
want
to
break
up
is
oldsmars
tree
code,
it's
outdated
before
Al
retired
we
had
talked
I
met
with
him
and
I've
been
incredibly
incredible.
Incredibly
busy,
so
I
really
haven't
had
a
chance
to
follow
up.
So
it's
the
beginning
of
the
year.

So
it's
one
of
the
issues
I
just
want
to
bring
up
if
I
go,
speeding
down,
Tampa
Road
or
any
Road
in
Oldsmar
I
can
go
15
10
miles
over
and
get
a
speeding
ticket,
but
if
I
crank
up
a
chainsaw
and
go
cut
a
tree
down
in
anybody's
yard
without
a
permit,
the
only
thing
the
inspector
can
do
is
shut
me
down
in
this.
No
repercussion
I
do
own
a
business,
Tucker
Enterprise
I'm
a
certified
Arborist,
so
I
don't
have
those
issues
with
pulling
permits.

Writing
permits
is
what
I
do
I
can
go
to
City
of
Tampa
City
of
Clearwater
Safety
Harbor.
They
have
a
comprehensive
tree
code
and
if
you
go
into
one
of
those
cities
and
cut
a
tree
down
without
a
permit,
You're
Gonna
Fill
it
in
your
pocket
and
one
of
the
biggest
find
in
Tampa
History
was
I
think
is
a
neighborhood
of
280
000
for
cutting
down
trees
that
shouldn't
have
been
cut
down.
That
was
an
extremist
situation
because
they
cut
down
30.
without
a
permit.

So
that's
the
first
issue
with
the
pro
we
need
the
code
because,
as
a
business
owner
I've
been
doing
this
for
over
20
years
in
the
city
of
Osmar,
I'm
based
out
of
Oldsmar
I
follow
the
code
as
an
arborist.
I
have
a
code
that
I
have
to
follow,
but
because,
oh
smart
don't
have
a
code,
that's
comprehensive
to
the
tree
care
industry.
Then
it's
a
free-for-all
and
you
can
do
what
you
want.

The
other
issue
I
have
is,
and
I
talked
to
Al
before
he
retired
about
this
as
well
again,
I've
been
very
busy
myself,
so
I
haven't
had
a
chance
to
follow
up,
but
it's
been
on
my
list.
So
that's
why
I'm
here
at
the
first
of
the
year,
I
tried
to
come
at
the
end
of
the
year,
but
that
meeting
was
canceled.

Well,
the
only
problem
that
I
have
with
that
everybody
don't
follow
that
code
I'm
not
going
to
put
addresses
out
there
I'm
not
going
to
name
names,
but
there
is
more
than
a
few
hundred
driveways
that
go
all
the
way
through
and
because
I
want
to
go
all
the
way
through.
But
the
code
says
I
can't
I've
been
waiting
for
over
two
years
to
put
pavers
in
my
driveway,
because
I
want
to
do
it
the
right
way.
I
don't
want
to
stop
at
the
apron
here
and
they
go
here.

That's
quite
expensive
to
take
the
sidewalk
off
to
re-put
it
back
in
it's
outdated,
cold
in
all
the
neighboring
cities.
Pavers
can
go
all
the
way
to
through
the
apron
of
the
sidewalk
and
it's
a
cold.
That's
on
the
books
and
it's
not
being
enforced.
I'm
I'm
not
I'm,
not
trying
to
enforce
anything.
My
objective
is
it's
outdated,
outdated
code
that
should
be
updated.
I
mean
we're
not
operating
the
same
way
that
we
operated
20
30
years
ago.

We're
not
driving
the
same
cars,
we're
not
driving
the
same
car,
we're
not
wearing
the
same
clothes,
and
you
know
somebody
somebody
might
have
a
classic
I
stand
corrected.
Somebody
might
have
a
classic
car
that
it
may
still
be
driving
from
20
or
30
years
ago,
but
sometimes
those
laws
have
to
change
for
the
investment
of
the
citizens,
because
there's
a
lot
if
you
look
at
the
brick
pavers
everybody's,
not
following
that
code
and
it's
not
being
enforced.

This
year
it

incorporated

2003,
so
we
have
of
20.
You

20
years
behind
us
and
we
hope
to
have
a
very
active
2023
to
start
off.
I
Usually
every
new
year
you
say,
get
out
there
and
exercise
right
or
walk
so
January
14th
is
a
Saturday
and
we're
going
to
have
a
historic,
walking,
tour
and
it'll,
be
at
11
o'clock,
11
to
12
30
and
one
of
our
volunteers.
Ken
sidorowicz
will
be
leading
it
so
I
hope
some
of
you
can
come
and
attend
and
I'll
be
telling
you
more
about
our
society
as
the
year
goes
on,
but.

The
Historical
Society
had
cookies
and
drinks
during
the
tree.
Lighting
and
I
do
want
to
complement
the
city
on
all
the
holiday
activities
for
the
family
and
kids,
but
we
were
outside
and
one
of
the
new
families
bought
a
1918
bungalow.

We've
been
in
that
house
before,
but
it
has.
It
has
unique
architecture
in
there,
and
so
she
agreed
so
we'll
be
visiting
that
house.
That
house,
in
particular,
was
also
in
the
Tampa
Tribune
in
1918
featured
as
one
of
Ariel's
Bungalows,
and
it
was
in
his
1918
brochure
that
he
would
send
up
north
to
try
to
get
people
to
come
to
Oldsmar
too,
invest
and
buy
and
live
so
I
just
sent
her
the
the
digitized
copy
of
The
Tampa
Tribune
with
her
house
in
it.
I
So
she
could
print
it
and
you
know
put
it
in
her
house
if
she
wants
and
we'll
digitize
the
the
brochure
from
1918.
but
she's
opening
our
house
and
then
the
Women's
Club
is
going
to
open,
be
open
as
well.
So
the
Women's
Club
House
is
what
our
eels
had
for
the
workers
who
came
to
build,
help
build
Oldsmar,
and
this
and
the
Women's
Club
House
was
donated
to
them.
But
it's
owned
by
the
city
now.

open
houses
coming
up.
The
city
of
Oldsmar
will
host
three
open
public
open
houses
to
present
a
revised
site
plan
for
the
property
adjacent
to
the
public
library.
All
residents
and
businesses
are
encouraged
to
attend

Saturday
January
7th
from
9
to
11
at
the
rec
center
Monday
January,
9th
1-3
at
guller
Village,
their
Clubhouse
and
then
Tuesday
January
10th
6
to
8
at
the
public
library
tree
recycling.

So
this
is
going
on
right
now,
as
we
speak
through
Friday
January
27th
at
Ariel's,
Park
bring
your
tree
to
the
designated
area
at
Ariel's,
Park,
107,
Shore,
Drive,
West
trees
will
be
ground
down
and
used
as
mulch
for
upcoming
City
projects.
We
don't
want
the
mulch
to
get
polluted
so
be
sure
to
remove
all
ornaments
glass,
wax
string,
lights
and
elves.

special

honoring,
an
Oldsmar
citizen
whom,
if
you
don't
know
yet
just
hang

hour

you

promise

will
miss
Peggy
Allison
is
here
tonight
with
some
of
her
family
and
all
friends
as
well,
and
I'll
tell
you
a
little
bit
about
them,
but
her
infectious
energy
and
charitable
nature
make
her
an
absolutely
Unforgettable
individual
here
in
Oldsmar
and
a
magnet
for
people
Peggy
and
her
husband
Paul
met
in
West
Virginia,
where
she
grew
up
and
they've
been
married
for
38
years.

and
Kevin
are

tonight

and
a
grandmother
of
four
she's
been
on
every
Youth
Sports
board
that
there
is
all
of
the
things
the
baseball
and
the
swimming
and
the
soccer
all
of
the
things
she's
a
cool
fact,
actually
she's,
actually
a
retired
postmaster
and
while
a
postmaster
in
West
Virginia,
she
actually
received
multiple
annual
awards
for
traveling
all
over
the
Appalachian
district
and
encouraging
people
to
charitably
donate
to
the
United
Way
from
their
payroll
checks
to
other.
So
so,
she's
always
been
a
very
charitable
kind
of
person.

You're
gonna
see
that
when
you
learn
more
about
her
so
lucky
for
Oldsmar
Peggy
and
her
husband
moved
down
to
Florida
to
quote
retire
and
I
use
that
term
very
lightly
in
2011
and
she
landed
in
galaire
with
her
husband
and
and
her
kids,
and
you
know
some
people
retire
like
her
good
friends.
The
cult
Randy
Collingsworth,
he's
retired
there
he
is,
he
retired
yesterday
turns
out
he
actually
relaxed
today,
but
apparently
Peggy
didn't
really
get
that
memo
on
retirement.
She
hasn't
really
done
that.

Yet
while
they
do
love
going
on
cruises,
Peggy
still
works
as
a
travel
agent
and
she's
now
doing
part-time
taxes
for
a
CPA
firm.
She
did
that
for
26
years
too,
in
addition
to
banking,
just
Hobbies,
just
a
couple
Hobbies,
not
surprisingly,
she's
involved
in
galaire.
In
many
ways,
she's
been
president
of
the
social
club
for
several
years,
creating
new
and
exciting
events
like
the
pig
roast
and
the
pool
float
party,
some
some
fun
and
cool
events
to
keep
the
costs
low
for
a
lot
of
their
social
dinners
and
just
to
create
more
Community.

She
also
serves
as
chair
of
the
architectural
committee.
She
started
the
veterans
Club
she
annually
submits
names
for
consideration
of
engraving
on
the
wall
at
Oldsmar
as
Veterans
Park.
She
submits
names
annually
for
quilts
of
Valor,
a
very
cool
comp.
It's
like
a
non-profit
organization.
They
literally
sew
and
create
these
beautiful
quilts
to
give
away
to
Veterans
the
most
intricate
designs.
You've
ever
seen,
I
had
the
opportunity
to
attend
one
of
the
ceremonies
where
they
hand
and
present
these
quilts
that
are
literally
stitched
with
love
with
these
notes
to
to
Veterans
and
they're
all
personalized.

It's
absolutely
beautiful.
She
met
with
oldsmar's
2022
citizen
of
the
Year
David
Wallace
and
had
this
tiny
idea
to
start
an
Oldsmar
cares
sort
of
subset
over
at
gallaire
Village
in
her
spare
time.
Of
course,
she's
actually
missing.
A
meeting

I
asked
her
when
I
walked
and
I
said
what
what
meeting
are
you
missing
to
be
here
tonight?
But
I
was
kind
of
kidding,
but
then
she
wasn't.

immediately
upon
graduation.

she

the
secret

keeps
her

Oldsmar
Florida

provide
for
reduction
of
setback
regarding
fence
placement
near
sidewalks,
and
also
providing
for
fence
and
wall
Heights
in
residential
districts.
In
section
5.1.7
of
Article
5
zoning
regulations
of
the
city
of
oldsmar's,
Land
Development
code,
providing
for
conflict
providing
for
severability
and
providing
for
an
effective
date
of
this
ordinance.
That
was
the
first
reading
of
ordinance
2023-02
by
title.

in
the
packet
you'll
see
that
the
in
the
background
in
January
2022,
the
city
approved
ordinance
2022-05,
which
redefined
secondary
front
yards
and
included
additional
Provisions
for
fence
placement
requiring
a
five
foot
setback
from
the
back
of
the
sidewalk
to
the
new
fence.
Since
then,
the
city
has
received
multiple
complaints
regarding
the
new
setback
requirements,
the
technical
Review
Committee
reevaluated,
the
original
code
Amendment
and
agreed
to
reduce
the
setback
from
five
to
two
feet.
That's
what
this
ordinance
is
trying
to
accomplish.

public
hearing.

plastic
fence.

sidewalk,

sidewalk
came
in.

course
they
were
going
to
consider
they
weren't
going
way
back
having
sidewalks
on
both
sides,
the
water
side
and
our
side.

don't
live
on
the
water
side,
so
I
live
across
the
street,
so
there
was
on
the
water
side
said
no.
No.
We
don't
want
sidewalks
on
our
side
because
we
have
this
and
that
you
know
so.
The
sidewalks
came
in
across
the
street.
Well,
the
sidewalks
are
not
straight
all
the
way
down,
so
they
go
in
and
you
know
so.
I
You
can
see
them
going
into
the
yard
a
little
bit
more
so
I
looked
at
mine
and
my
water
meters
would
be
outside
the
two
feet.
Whatever
you
all
are
considering,
but
my
reclaimed
water
I
looked
at
that
and
it's
at
least
four
or
five
feet
inside
it
would
be
inside
a
fence
if
I
decided
to
put
a
fence
and
I
just
didn't
know
with
Public
Works.

What
kind
of
you
said
the
technology
technical
committee
reviewed
it
so

don't
know
what
kind
of
problem
that
would
pose
for
city
workers
in
order
to
address
a
reclaimed.

if
you
start,
you
have
your
ring
cameras
and
then
you
start
closing
in
your
property.

just
my
opinion,
but
I
just
wanted
to
bring
that
up.

feet

modifying

language

principal
front
yard

in
relation
to
the

as

back

sidewalks

to
adopt
a
community
engagement
policy
I'm
going
to
go
ahead
and
read
that
resolution
by

won
a
resolution
of
the
city
council
of
the
city
of
Oldsmar
Florida,
adopting
a
community
engagement
policy
and
providing
for
an
effective
date.

approve
the
assignment
of
the
oldsmars
city
county
funds
for
the
opioid
litigation
to
Pinellas,
County
city
county
fund,
the
State
of
Florida
litigated
against
numerous
pharmaceutical
companies
engaged
in
the
manufacturer,
marketing
promotion
and
distribution
of
opioids.
The
state
reached
a
settlement
which
was
approved
by
the
city
council
via
resolution
2022-23
on
November
15
2022.,
the
settlement
included
a
state
fund,
Regional
fund
and
a
city
county
fund.
The
city
county
fund
includes
a
direct
distribution
to
all
cities
with
a
population
greater
than
ten
thousand.

This
assignment
would
combine
the
funds
the
city
receives
with
the
funds
the
county
receives
in
order
to
provide
the
greatest
benefit
to
the
citizens
of
Oldsmar
and
Pinellas
County.
By
transferring
These
funds
to
the
county,
the
county
will
be
responsible
for
any
activities
and
Associated
reporting
requirements
for
Approved
opioid
abatement.
Services
paid
using
these
funds
staff
recommends
approval
of
the
assignment
of
the
Oldsmar
City
County
funds
from
the
opioid
litigation
to
Pinellas
County
city
county
fund.

don't
have
the
infrastructure
in
place,
as
a
city
to
you
know,
really
expand
the
availability
of
treatment
for
opioid
use,
disorder,
co-occurring
substance
abuse
or
mental
health
disorders,

county
already
has
a
massive
system
in
place
for
that
for
juveniles.
For
folks
who
are
incarcerated,
so
you
know,
combining
the
funds
can
actually
Reach
people
who
might
be
located
in
our
area
and
as
opposed
to
Doling
out
tiny
amounts
to
the
individual
cities.

food
and
gifts
for
the
needy
and
homeless,
supporting
local
emergency
management
agencies,
providing
disaster
relief
and
supporting
local
youth
programs.

parents

seven-year-old

brother

brother

knocked

parents

move

have
to
