thank
council
member

coming

our
meetings
and
supporting
us
and,
of
course
Felicia
for
working
in
partnership
with
us.
Our
next
community
meeting

May
24th

have

lot

really
great
projects
happening
in
conjunction
in
conjunction
to
that.

have

really
excited
about
paint
the
pavement
tonight,
but
we
have
hurricane
buddies.

and
pollinator

that
we're
trying

we

it

out
and

friend
and

he's
really

friend

the
city
of

down
and

Watkins
and

asked
him.

contractors

buy

They

negative.

they

thought
the
world
was
coming
down
to
an
end,
but
surprisingly
they
went
along
with
it.
So
we
bought
that
piece
of
land
and
I
said
we
need
to
put
into
a
park,
and
my
vice
mayor
said
well
how
about
a
don
Boris
at
how
about
a
Veterans
Park?
That's
what
it'll
be
and
then
later
I
went
to
Tallahassee.

town

money

college

got
enough
water
and
just
make
make
it
more
of
a
neighborhood
feel
and
I
just
will
point

that
this

totally

we're
taking
this
person's
idea
and
trying
to
run
with
it
and
see
where
we
are.

quite

as
the
Palm
Harbor
Panthers

pop

youth
football

cheer

spent

first
roughly

or
so
years
at
Palm
Harbor
Middle,
and
then
we
moved
to
Oldsmar,
Sports,
Complex

our
sixth
year
my
resource
over
there.

be
our
sixth

that

of
Freedom
of
Information
Act
request
requesting
your
Communications
with
Mr
McDonald,
a
plaintiff
NSAID
lawsuit,
which
shows
showed
you
deleted
a
very
important
one.

can't
sum
it
up
better
than
to
quote
part
of
the
letter
that
you
received
on
May,
8th
from
Eric's
lawyer
quote,
while
the
irony
of
the
situation
is
not
lost
on
us
being
being
that
you
violated
Florida's
government
transparency
laws
while
attempting,
albeit
inadequately
to
assist
Mr
McDonald,
manufacture,
a
claim
that
the
city
had
previously
violated
Florida's
government
transparency
laws.
Surely
you
are
aware
that
deleting
Communications
related
to
your
official
actions
is
illegal,
violates
Florida
public
records,
act
and
subjects
you
to
significant
liability?
Unquote,
those
aren't
my
words.

the

and

he
told
me
he
was
born
in
1989,
I
realized
that
I
was
officially
old,

we're

Buggs
was
born
in
Miami
and
spent
time
in
foster
care
as
a
child.
He
had
admirations
of
becoming
a
police
officer.
I
see
you
over
there
Eddie

a
firefighter

see
you
back
there
guys,

was
not
his
fate,
not
because
he
wasn't
able
to
achieve
those
goals.

Rather,
it
was
because
he
realized
in
foster
care
that
he

not
being
taught

beliefs

discipline,

perseverance,
honesty,
communication
and
respect,
although
he
realized
that

police
officer

firefighter

not
the
route
he
was
going
to
take.

his

Youth

Oldsmar

after-school

moved
to
Oldsmar,
Loretta
Wyatt
took
me

her
wing
and
made
sure
I
became

ultimar
Civic
organizations.
She
impressed
me

her
dedication

the
city

Oldsmar.
If
you
asked
her
to
give
you
help
with
the
problem
you
were
having
with
the
city,
she
would
look
into
it
for
you
and
if
you
had
a
legitimate
complaint,
she
helped
get
it
resolved.

always
be
happy
with
her

but
she
was
a
straight
shooter
and
gave
you
the
truth

years

we're
celebrating
today
is
when
Loretta
became
president
and
this
particular
Oldsmar
historical
society
was
incorporated,

it
was
incorporated
in
2003
and
this
building
was
last
renovated
in
2011
and
we
moved
into

beaverland
family
room
downstairs,
and
so
we've
been
there
11
years
and
the
rest
is
history.

it's
a
great
organization
and
come
the
fall,

back
and

volunteer
with
us
and
we
promote
always
promote
oldsmar's

but

have

special
friend

small
presentation
about
how
the
city
of
Oldsmar
fire
rescue
fits
into
Pinellas
County
EMS
system,
we're
all
one
big
system
from
Saint
Pete
to
Tarpon
Springs.

Okay,
thank

so
far
last
year,
these
are
our
last
year's
numbers.
We
ran
just
under
2
200
calls
and
80
of
our
calls
are
medical
anything
to
do
with
EMS.
That
includes
motor
vehicle
crashes.
X
X
Our
average
response
time
for
us
is
four
and
a
half
minutes
to
anywhere
within
our
city
limits.
The
county
wants
us
per
their
agreement,
seven
and
a
half
minutes
so
we're
well,
above
and
beyond
that.
The
average
response
time
for
units
coming
into
our
city
is
just
under
seven
minutes.
So
that's
when
we're
getting
help
or
assistance
on
those
bigger
calls
Ariel.
So
right
now
we
started
in
this
new
program
called
AVL
and
it's
all
GPS,
based
with
our
vehicles.

We
all
went
out
and
bought
a
new
GPS
modems
and
it
goes
by
closest
unit
response,
so
it
picks
where
our
truck
is,
and
it
sends
us
to
the
closest
call
it
could
be
anywhere
it
used
to
be
by
station
wherever
our
station
was.
But
now,
if
we're
at
Oldsmar
Sports
Complex,
we
could
end
up
in
a
call
in
Palm
Harbor
in
their
District,
because
we're
just
closer.
So
this
is
going
to
cut
down
greatly
on
response
times
and
in
the
end,
get
help
to
the
those
people
faster.

So
the
the
our
EMS
funding
comes
from
the
county
with
our
ALS
responder
agreement
through
EMS
resolutions,
our
current
funding.
It
covers
75
percent
of
my
salary
or
the
EMS
Captain
salary,
whoever's
standing
in
the
spot.
It
also
covers
75
percent
of
the
vehicle
that
I
use
and
we
cover-
or
they
cover
three
positions,
one
for
each
shift
and
it's
a
firefighter
paramedic,
some
of
the
stuff
that
they
cover
is
insurance
for
the
vehicle
salaries.
For
those
three
people
benefits
for
those
three
people
uniform
certifications
for
all
those
people.

We
usually
try
and
keep
our
truck
in
service,
but
it's
getting
some
maintenance
done
now.
The
other
unit
on
your
right
is
our
rescue
and
it's
Cindy
City
funded,
and
so
when
we
have
Staffing
available,
we
put
it
in
service
and
kind
of
alleviate
some
of
those
calls
from
the
engine.

at
their
business

surprising

our
crew
that
he
walked
out.

but

owner
she
stated
from
the
time
she
called
9-1-1
until
we
left
her
experience

everyone

together,

dispatch
to
us,
and
we
had
Safety
Harbor

there

Sunstar
was
there

we
worked
like
we
always
worked

kind

pandemic,

slowly
getting

those
guys

most
thriving

thriving

industry

we

able

do

work

closely

Felicia.

has
been
so

supportive
of
the
county
initiatives
when
I
took
over

director

pretty
bold
initiatives
to
try
to
change
the
way
that
we've
been
doing
business
and
I'm
proud
to
say
that
a
lot
of
good
work
has
gone
into
that,
but
it
has
been
some
good
efforts
and
some
good
results,
so

just
going
to
quickly
give
a
quick
little
update.

critical
Osmar
is

the
ecosystem.

fact,
I
have
really
tried

whereas
we
work
together

municipalities

this
community.
We
have
our
respective
communities
with
all
of
their
great
individual,
unique
personalities,
but
those
24
municipalities
and
the
unincorporated
areas
really
do
create
one
community
and
in
that
one
Community
We
Are
One
Pinellas.
So
this

demonstrates
how
we
come
together
as
one
Community
to
support
the
business
growth
here
in
Oldsmar.

really
believe
that
when
we
have

opportunity

speak

citizens
in
our
community

talk

what
economic
development

a
responsibility

all
of
the
citizens
of
this

what
we
have
tried

economic
development

the
county
is
really
take
a
very
intentional
approach
to
economic
development
in
a
holistic
fashion,
and
so
our
Three
core
areas
is
our
business
development
team.

is
the
team

works

Recruitment
and
Retention
and
works
with
our
corporate
entities.
We
also
do
International
Business
Development,
and
then
we
have
a
small
business
and
entrepreneurial
development
team
that
team
works
with
our
small
businesses,
help
vet
ideas
have
pitch
contests,
really
add
Aid
to
creating
new
and
and
strong
businesses
in
the
community,
and
then
we
have
our
real
estate
and
Redevelopment
division.

as
we
know,
Pinellas
County
is
a
community
of
opportunity.

the

really

love
the
parks,

husband

always

Memorial
Park,

our
business
retention
efforts.

where
we
really
do
the
attraction
and
I'm
going

look
at
my

very
hard

to
keep

guys

bringing

all

company

the
fact

the
matter

attest
to
it.
We
spend
more
time
working
with
existing
industry,
because
it's
critical
to
us
to
make
sure
that
who
we
have
here
in
our
community
is
strong
and
can
grow,
and
then
others
will
make
the
investment.

only

great
citizens
in
this

want

communities

we
did

whole
campaign
around
the
employment
sites
program
and
you're,
going
to
hear
a
little
bit
more.
You
know
a
little
further
into
the
presentation
of
how
fruitful
that
campaign
was,
and
next
we
have
our
small
business
division,
the
small
business
division.

have
four
certified
trained
Consultants
that
work
throughout
the
county.
Our
Consultants
don't
work
just
in
one
spot.
They
work
throughout
the
county.
They
work
with
all
of
our
city
Partners.
They
work
with
our
Chambers.
We
have
Kurt.
Forrester
is
the
consultant
that
works
here
in
Oldsmar
works
very
closely
with
Osmar,
but
not
only
does
Kurt
work
in
this
region.
We
also
have
Scott
Talcott,
who
I
know
many
of
you
know
Scott,
because
he
works
very
closely
with
the
manufacturing
industry
here
in
Oldsmar.

The
county
has
a
program
to
really
motivate
the
spend
with
small
businesses
and
I
created
that
program
some
years
ago
for
the
county
and
I
re-engineered
it
about
three
years
ago,
because
we
were
noticing
that
we
really
couldn't
account
for
the
lot
of
the
money
that
we
were
spending
with
small
businesses
and
when
I
did
the
math
budget.
Director
I
was
only
able
to
identify
based
on
our
records
about
seventy
thousand
dollars
that
we
could
say.

We
intentionally
spent
that
money
now
I
know
we
spent
more,
but
we
didn't
have
systems
in
place
to
really
accurately
account
for
that
and
I'm
proud
to
say
that
the
team
at
the
end
of
last
year
ended
that
program
year
with
28
million
dollars
awarded
to
small
businesses
for
procurement
opportunities
with
the
county,
and
that
does
represent
some
of
our
Oldsmar
businesses
in
that
in
that
situation.
So
I'd
share
that,
because
I
just
want
this
Council
to
know
that,
as
we
have
gone
through
these
changes
to
make
our
government
more
efficient.

cannot
reiterate
to
you
how
valuable
the
input
that
the
city
manager
has
given,
because
she
is
part
of
our
partner
team,
and
so
she
gives
a
lot
of
insight
and
she's,
not
shy
and-
and
she
really
does
make
the
case
for
the
community
and
what
the
needs
are
for
Oldsmar,
as
does
our
other
City
representatives
and
so
very
quickly.
I'll
go
through
the
other
two
couple
of
slides.

is
our
Redevelopment
division.
This
is
where
we
house
our
real
estate,
our
employment
sites
program,
and
this
is
where
I
wanted
to
just
take
a
point
of
privilege
to
kind
of
brag
on
the
city
of
Osmar
and
what
we
were
able
to
do
at
Booker.
Creek.
The
employment
sites
program
is
a
program
designed
as
a
result
of
the
penny
for
Pinellas.
First
time,
our
citizens
in
this
County
have
said:
hey
use
some
Penny
money
to
support
Economic,
Development
and
housing,
and
so
we
created
a
program
from
infancy.
Y
You
know
we
literally
had
to
create
the
program
and
we
created
the
program
we
took
a
year
to
make
sure
that
we
have
a
foundational
program.
In
my
other
life,
I
was
a
principal,
so
I'm
I'm,
really
pretty
strict
about
accountability
and
process,
and
things
like
that
so
I
like
to
you
know,
measure
10
times
and
cut
once
so
we
spend
a
lot
of
time
making
sure
we
had
a
solid
foundation
in
a
program.
So
the
employment
sites
program
allows
us
to
invest
some
of
our
Penny
funds
to
help
fill
the
financial
gap.

When
we
have
an
opportunity
to
create
investment
in
infrastructure,
that's
going
to
allow
us
to
attract
more
and
better
industry
to
our
areas.
We
did
that
with
the
Booker
Creek
project.
The
Booker
Creek
project
was
130,
000
square
foot
of
modern
industrial
space,
and
we
have
three
companies
that
are
there,
and
this
spans
over
11.20
I
think
is
11.27
acres
and
is
what
that
campus
is,
and
we
are
so
excited
because
last
week
was
National
Economic
Development
week
and
doing
National
Economic
Development
week.

That
particular
project
did
receive
the
deal
of
the
Year
award
from
the
Florida
Economic
Development
Council.
So
congratulations.

city
for
having
the
the
the
leadership
that
supported
such
a
critical
Venture
in
this
community
that
led
to
good
paying
jobs
for
our
citizens
and
if
we
didn't
have
enough
there,
we
went
to
the
Fort
Pinellas
resiliency
conference
and
the
employment
sites
program
won
the
award
for
economics
and
energy
and
resiliency
award,
because
the
whole
idea
of
the
employment
sites
program
is
to
make
for
a
more
resilient
Community
by
investing
in
the
infrastructure.
So
the
ESP
program
won
that
award
too
last
week.

we
were
just
like
hey
it's
our
week,

so
we
have
used
the

that
you
saw
in
the
front

all
of
our

Grant
applications.

turned
out
really
good
for
us
to
be
able

pour
promote

Innovation

willingness

collaborate

the
county
that

cities
have,
especially

the
city

Osmar,
so
the
employment
sites
program
there's

and
we
are
currently
actually
in

next
two

project
here
in
Oldsmar
for
ESP
that
will
go
before
the
board

then
I
just
wanted
to
talk
about
the
marketing
effort.

to
all

us
in

our
communities,
because
we
all
know

we
don't

some
you

been

community

mechanics

sure
that
the
right

safe
and

public

the

art

neighborhood's
identity

request.

technical
review
committee's
main
concerns
were
first

Safety.
How
can
we
do
this
safely?
So
the
first,
the
two
main
things
we
are
concerned
about
were
making
sure
that
there's
no
confusion
with
traffic
markings
because
we
don't
want
to
have
confusion
in
the
right-of-way
and,
second,
that
the
actual
event
where
people
are
painting
the
ground
is
done
safely.

Second,
we
were
worried
about
having
an
unfunded
maintenance
burden
that
oh
cool,
we're
going
to
paint
the
side
the
road,
but
is
it
going
to
create
a
bunch
of
new
work
for
our
people
and
then
third,
what
is

mechanism
to
approve
this?
You
know
it's
a
it's
kind
of
a
right
away
permit.
So
we
we
came
up
with
a
system
I'm
going
to
walk
through
the
system,
I'm
going
to
obviously
emphasize
the
approval
process
more
than
the
painting
and
the
maintenance,
because
the
painting
is
is
pretty
obvious.

location,

it
must
be
under

city's
jurisdiction

meaning
we
have
it's
a
city

You
may
be
able
to
convince
the
state
to
let
you
paint

middle

tampa

authority
to
grant
that
second,
we
don't
want
to
have
it
in
anywhere,
where
there's
more
than
two
lanes
of
two
travel

anything
the
roads
that
would
qualify
would
need
to
be

miles

hour

the
intersection
can't
already
be
painted.

there's
a
project
coming,

wouldn't

design

we
can
look
at
it
and
determine
if
it's
appropriate.

shall

contain
advertisements,
logos,
words,
nudity,
anything
overtly
political
or
anything
which
imitates
traffic
signage.

last
one

the
most
important
thing

me
because
again
we
don't
want
confusion
in
the
right

way

the
design
we're
not
going
to
allow
any
painting
in
the
crosswalks
themselves.

you'd
apply
for
a
permit.
So
the
way
the
permitting
mechanism
we
decided
to
use
was
a
right-of-way
permit
and
a
special
event
permit.
It's
kind
of
two
things
in
one.
We
would
Shepherd
the
process,

we
will
require
a
maintenance
of
traffic
plan
which
will
help
develop
if
we
need
help,
and
we
would
require,
in
your
application,
a
letter
of
support
from
the
homeowners
or
homeowners
association,
an
artist
rendering
with
the
submission
the
fee.

calculate
the
fee
based
on
the
staff,
time
and
resources
needed
to
maintain
and
remove
the
paint
at
the

Applications
should
be
received
at
least
three
weeks
prior

the
proposed

forward

one
very
fun
thing
I
was
out
of
town
for
work
last
week
and
I
had
a
title
examiner
along
with
me,
we're
visiting
agents
in
Southwest
Florida,
and
she
asked
me
where
I
was
from
and
I
said
Oldsmar
and
she
said.
Oh,
she
said
my
son
was
just
there,
he
races
and
BMX,
and
he
was
raving
about
ultimar,
and
so
they
those
agent
meetings.
O
You
keep
repeating
the
same
thing
over
and
over
again,
so
they
started
teasing
me
like
this
Oldsmar
like
as
Nielsen
there
do,
you
guys
have
a
BMX
track
and
it
just
kept
happening
happening
happening
anyway
fast
forward.
Last
weekend
she
was
with
her
family
in
Orlando
for
a
bmx
event
and
took
a
picture
of
the
Jumbotron
in
oldsmar's.
Bmx
track
was
being
showcased
during
that
tournament.
So
awesome
I
just
want
to.
Let
you
it's
it's
in
the
title
examiner.
She
lives
in
Martin
County,
it's
right
near
St,
Lucie,.
O
So
over
in
South
Florida,
but
our
little
town
known
for
the
BMX
track,
but
it
was
the
first
thing
jumped
right
off
and
she
said
that
not
only
her
son
races
but
her
husband,
also
races
and
so
they've
been
waiting
and
waiting
and
waiting
for
the
track
to
get
rebuilt.
So
I
just
thought
that
was
some
good
news
to
pass
along.

because
they
couldn't

a
pair
that
fit
me
and
those
boots
were
perfect.

great
job
in
taking
care
of
the
equipment
and
making
sure
I
had
enough
air,
so
I
didn't
die
in
that
smoked
room.
We
walked
to
a
room
and
we
got
lost
in
that
room
and
we
ran
into
the
smoke
machine
and
it
was
like
blowing
in
my
face
and
I
started
hyperventilating,
but
I
really
thought
it
was
a
great
learning
experience
and
thank
you
to

team
and
yourself
for
a

day
for
fire.
