far
as
offloading
the
airplane,
we
will
retire
formally

The
airplane,

pens

october,
the

tarmac
lockheed,
will

representatives
of
the
air
force

we'll
have
an
f-117
pilot
here
as
well.

those

you
who
are
really
deep
airplane
geeks,
the
tail
number
on
this
airplane
is
833
for
you
to
look
it
up.
It
is
a
veteran
of
the
second
highest
combat
time
aircraft.
In
the
united
states
air
force
fleet,
there
are
four
stealth
fighters
being
retired
in
the
united
states,
three
of
them
are
going
to
national
museums
and
we
managed
to
snag
this
one.
The
other
highest
time.
Aircraft
in
the
fleet
went
to
the
reagan,
library
so
went
to
a
presidential
library.

to
give
you
an
idea
of
how
important
this
artifact
is
in
terms
of
aviation
world,
it's
fairly
important
and
the
skunk
works
folks
will
be
coming
down
for
that.
We
have
building
plans
to
palm
springs
for
the
5
000
foot
hangar
to
house
this
aircraft
on
july
1
and
the
city
has
been
backed
up.
So
we're
waiting
to
hear
back
on
the
plans,
the
company
that
will
be
doing
that
hangar
is
big
top
that
built
all
of
the
hangars
for
the
united
states
air
force
in
riyadh.

idea
is
to
try
to
pick
up
the
look
and
feel
of
that
for
that
and
then
essentially,
the
airplane
will
be
a
full
exhibit
here
at
the
museum
with
the
air
force's
support,
and
so
that's
kind
of
where
we
are.

moving

force
with

basically

kudos

scott
white

the
palm
springs
tourism
bureau,
for
their
unwavering
and
collaborative
leadership

working
together

southwest
for
the
past
two
plus
years,
as
well
as
with
other
airlines
to
either
add
to
the
routes
or
to
actually
come
into
the
airport.
I
have
to
say
the
coachella
valley-wide
community
response
to
the
southwest
airlines
announcement
as
well
as
to
the
announcement
of
other
destinations
to
be
served
has
is
is
unprecedented.

Quite
frankly,
I
personally
have
never
seen
as
many
social
media
posts
or
received
as
many
emails
and
phone
calls
in
my
role
as
chairman
of
the
airport
commission
about
this
announcement,
as
I
have
any
other
aspect
of
the
palm
springs
airport
during
the
six
years.
I've
been
on
the
airport
commission
for
the
last
two
years.

recall
at
other
airport
commission
meetings
as
well
that
when
we
received
updates
the
scott
reported
and
tom
reported
as
well,
that
it
wasn't
a
question
that
if
southwest
would
come
but
when
it
would
come
and
it
was
really
a
matter
of
their
business
model
and
some
other
events
and
of
course,
then
we
had
kovud
our
passenger
enlistment.
A
I
mean
our
passenger
clientele
went
down,
but
we're
excited
to
think
that
this
is
going
to
move
forward
and,
as
scott
had
noted
in
his
email
to
all
of
the
commissioners
and
will
likely
comment
today,
it's
going
to
depend
upon
the
ability
of
palm
springs
to
receive
approval
from
the
state
to
schedule,
conferences
and
events
once
coveted

is
under
control.
So
there's
a
lot
of
work
that
lies
ahead.
A
I
know
our
commissioners
and
our
community
leaders
and
our
friends
and
neighbors
are
going
to
do
everything
necessary
to
ensure
that
palm
springs
returns
to
its
glory
days.
That
supports
all
airlines
serving
the
coachella
valley.
So
in
a
moment
we'll
move
to
scott
white.
But
first
I
wanted
to
talk
about
the
agenda
a
little
bit
more
later
in
this
meeting.

You're
going
to
receive
a
report
from
gerald
adams,
who's,
chair
of
the
landscape
committee
and
the
landscape
committee
met
earlier
this
week
and
and
gerald
is
going
to
share
some
very
exciting
news
with
you
about
some
of
the
turf
plans,
as
well
as
a
painting
of
the
benches,
so
we'll
get
to
that
as
we
move
forward.

I've
also
asked
the
committee
chairs
to
meet
after
today's
commission
meeting,
but
before
the
october
commission
meeting,
so
the
marketing
committee,
that's
chaired
by
patricia
breslin
will
be
meeting
and
actually
the
new
deputy
director
of
aviation
and
marketing
should
be
able
to
join
her
and
that
committee
when
they
meet
once
that
person
comes
on
board
and
I
think
david
ready
is
going
to
speak
to
that
when
he
arrives,
and
then
the
budget
committee
with
rolf
as
chair
of
the
operations
committee
on
and
then
the
noise
committee,
if
there
is
any
business
to
discuss
they're
under
slightly
different
charter
than
the
other
committees.

what
I'd
like
to
do
now
is
to
move
on
to
the
introductions
and
the
presentation
of
the
agenda.
So
I'm
going
to
turn
to
ulysses
to
take
it
from
this
point.

think
everybody
probably
shares
the
same
excitement
and
an
interest
in
the
new
service
air
service
development
here
at
the
airport,
with
southwest
being
the
primary
sort
of
say
trophy
in
what
we're
gonna
talk
about,
we
put
together
a
a
chart
that
I'm
hoping
nadia
can
share
with
you
right
now
that
kind
of
summarizes
the
most
recent
announcements
of
air
service
at
the
at
the
airport,
and
that
said
after
that,
I'm
going
to
let
scott
kind
of
take
over
and
and
answer
some
questions
as
well.

So,
just
to
make
sure
everybody
is
operating
with
the
same
knowledge
and
so
forth
as
we
go
in
today,
there's
been
several
announcements
over
the
last.
What
seems
like
two
or
three
days,
but
it's
actually
been
over
the
last
about
two
weeks.
So
obviously
the
most
one,
the
biggest
one
of
interest,
is
southwest,
and
today
they
have
yet
not
announced
what
cities
they
will
be
flying
to
their
schedule.
Their
fares
or
their
launch
dates
everybody's
very
anxious
to
receive
that
information.
D
As
are
we,
we've
been
in
continuous
dialogue
with
southwest
since
they
announced
that
they
were
going
to
come
they've
been
here
one
time
to
look
over
the
facilities
recently.
Since
then
they
are
keeping
the
cities
very
close
to
their
to
their
vests
on
on
sharing
information,
but
they
are
very
excited
about
joining
palm
springs,
serving
the
community
and
moving
forward
with
that.
D
Jetblue
also
announced
their
service
to
fort
lauderdale
american
airlines
as
well
to
philadelphia
starting
in
december
on
a
saturday-only
flight
once
a
week.
Allegiant
has
also
identified
that
they're
going
to
be
serving
boise
and
eugene
respectively,
starting
november
19th
and
20th,
and
then
boutique
air,
which
is
a
small
airline.

They
fly
a
nine
seat,
aircraft
and
they're
going
to
be
flying
starting
october,
1st
they're
going
to
be
leaving
phoenix
for
palm
springs
head
over
to
lax
return
back
to
palm
springs
and
then
end
up
at
phoenix
every
evening,
so
that
will
be
a
daily
daily
flight.
So
hopefully.

This
information
and
we
try
to
get
that
information
out
to
to
all
of
you
as
quickly
as
possible
once
the
confidentiality
curtain
was
lifted
on
from
these
respective
airlines.
So
with
that,
allow
me
to
turn
it
over
to
scott
or
or
allow
the
commissioners
to
ask
any
questions.

If
you
wanna,

go
ahead
and

so
I'm
gonna,
I'm
gonna
back
up
just
a
little
bit.
The
cdb
is
a
joint
powers
authority,
we're
primarily
funded
by
the
hotels
85
of
our
funding
comes
from
what
we
call
a
tourism
business
improvement
district
and
historically,
when
the
district
was
set
up,
the
hotels
with
50
rooms
or
greater
were
assessed
two
percent
on
their
gross
revenues,
and
then
they
they
pass.
That
assessment
on
to
the
guests,
similar
to
a
tot.

Here
we
just
weren't
able
to
compete
with
places
like
phoenix
as
you
can,
as
you
can
imagine,
tucson
south
florida,
san,
diego
and
so
forth,
and
then
in
2015
we
hired
a
company
called
inner
vistas
to
assist
us
with
air
service
development,
and
at
that
point
we
had
an
agreement
with
the
airport,
tom
nolan
and
the
team
that
they
would
work
on
the
operation
side.
They
would
have
an
incentive
in
place
to
help
with
joint
marketing.
E
You
know
the
waiver
of
fees
for
operations
and
landings
and
so
forth,
and
then
we
would
work
on
minimum
revenue,
guarantees,
joint
marketing
agreements
and
so
forth,
and
that's
when
we
started
attending
conferences
called
jumpstart
and
routes,
america-
and
I
think
I
saw
in
the
powerpoint-
I
think
on
the
next
one.
It
shows
where
that
kind
of
started.
So
if
you
can
go
to
the
next
one,
there
we
go
so
in
2016
we
went
with
inner
vistas
to
puerto
rico
and
attended
routes.
E
Americas,
but
also
america's
is
probably
leans
a
little
bit
more
international,
but
southwest
was
there.
We
had
our
first
meeting
with
them,
pitching
them
the
palm
springs
destination
and,
as
you
can
see,
this
continued
for
the
next
four
or
five
years
or
so,
making
presentations
at
the
various
conferences
jump
start,
and
then
we
had
emails
and
conversations
throughout
the
year.

And
what
you
don't
see
here
is
a
lot
of
data
is
requested
by
them
in
terms
of
they
would
ask
us
for
data
about
who,
where
are
the
second
homeowners,
where
they
live
credit
card
data,
and
as
a
result
of
that,
we
would
purchase
credit
card
data
from
visa.
We
hired
research
companies
to
show
them
where
the
second
homeowners
were
from,
and
so
we
would,
they
would
every
year
would
ask
us
for
new
kind
of
information
or
data
that
we
would
provide
to
them
and
we
purchased.

As
we
went
along
in
2017
three
of
the
network
planners
came
out
in
july
and
took
a
visit
to
the
destination.
We
hosted
them
for
a
dinner
at
the
jw
resort
in
their
private
kind
of
kitchen
chefs
table
area
that
they
had,
and
then
they
took
a
tour
of
the
airport
and
at
that
time
that's
when
they
made
the
comment
that
palm
springs
is
on
the
list.
It's
the
largest
airport
in
the
southwest,
especially
in
california,
that
we're
not
servicing.
At
this
time.
E
However,
they
did
indicate
to
us
that
they
were
negotiating
for
hawaii,
and
that
was
a
bit
of
a
disappointment
because
we
got
put
on
the
back
burner
as
they
were
going
through
the
hawaii
process
and
they
used
that
as
an
excuse
for
about
two
years
saying
we
need
to
get
hawaii
operational
and
we
need
to
get
that
solidified
before
we
can
look
at
your
destination
in
2018.

We
actually
went
and
visited
them
at
their
dallas
headquarters
and
I
have
to
say,
the
the
southwest
people
are
great
to
work
with
they're,
very,
very
professional,
but
they
hold
everything
tight
to
the
vest.
They
do
not
give
you
any
indication
what
they're
thinking
or
what
their
plans
are.
They're,
very,
very
secretive
about.
All
of
that,
I
think
there
might
be
one
more
slide
there.

So
we
continue
to
meet
with
them
at
jumpstart
and
then
in
january
of
2020.
We
let
me
back
up
one
second
in
2018,
we
hired
avion
pacific.
So
what
we
discovered
was
inner
vistas
was
a
fine
company,
but
they
were
very
much
data
driven
and
unfortunately
for
our
destination.
We
don't
always
when
you
put
everything
on
data
and
you
put
everything
on
paper
into
a
spreadsheet.
We
don't
also.
We
don't
always
necessarily
compete
that
well
with
some
other
destinations,
avion
pacific,
who
also
represents
las
vegas
as
an
example.

We
hired
them
in
2018..
They
understood
how
to
sell
and
how
to
present
a
tourism-based
destination.
They
completely
revamped
the
presentations
that
we
were
giving
to
the
airlines,
especially
the
southwest
and
really
kind
of
changed
the
narrative
of
how
you
promote
and
sell
the
destination.
So
I
really
have
to
give
them
a
lot
of
credit
plus
they
also
have
some
of
their
employees
that
are
ex-southwest
network
planners
which
helped
with
a
lot
of
insight
to
what
southwest
was
looking
for.
So
as
a
result
of
avion
pacific.
E
I
can
tell
you
that
the
conversations
with
southwest
really
started
to
move
in
them
in
a
even
greater
direction,
as
a
result
of
being
able
to
kind
of
sell
them
on
the
emotional
side
of
things
and
also
sell
them
on
the
fact
that
the
destination
was
growing
not
only
today,
but
in
the
future
as
well
and
trying
to
prove
to
them.
It
was
an
investment
as
an
example.
We
would
show
them
all
of
the
data
in
terms
of
how
things
were
doing
in
the
summertime.
E
So
that
was
very
appealing
to
them
and,
I
have
to
say,
avion
was
really
good
at
being
able
to
slice
and
dice
and
really
kind
of
show
the
data
to
the
airlines
from
a
different
perspective
than
from
the
traditional
perspective
as
well.
I
think
covet
obviously
has
has
benefited
us
greatly,
that
the
fact
that
all
the
airlines
are
losing
business
travel
and
looking
at
leisure
destinations
certainly
bode
well.

For
us
having
southwest
come
to
us
at
this
particular
time
and
place,
but
I
have
to
say
it
certainly
has
it
certainly
probably
didn't
hurt
having
all
of
those
conversations
with
southwest
over
the
years.
The
other
thing
I
have
to
say
as
well
is
that
what
we
notice
with
the
airlines
is
the
network
planners
jump
around
from
airline
to
airline,
but
we
don't
see
that
with
southwest.
E
Very
often
I
mean
the
people
that
are
there
even
four
five
six
years
ago
are
still
there
they're
in
different
capacities
they
get
promoted,
but
they
rarely
leave,
but
the
other
airlines
we
do
see
them
jump
around
a
little
bit.
Some
other
some
other
things.
To
think
about
that.
We
are
we're
currently
in
negotiations
with
another
airline
for
a
minimum
revenue
guarantee
contour,
which
had
sacramental
service.
Last
year
we
had
a
minimum
revenue
guarantee
with
them
as
well
jetblue.

When
we
did
that
deal,
we
had
literally
four
days
to
tell
them
yes
or
no,
and
they
wanted.
They
wanted
a
deal
that
basically
gave
them
money
and
cash
to
use
for
marketing
of
the
route
for
two
years,
and
so
we
had
to
really
decide
quickly
and
if
you
think
about
it,
trying
to
get
a
municipality,
let
alone
eight
or
anybody
to
agree
on
the
type
of
money
they
were
looking
for
within
four
days,
which
was
going
to
be
next
to
impossible.

So,
fortunately,
for
people
like
aftab
and
ralph
and
other
board
members,
we
had
they're
able
to
make
that
decision
quickly
and
ironically,
over
the
years
we've
been
saving
money
putting
money
away
for
southwest
to.
If
they
were
to
come
to
us
and
say
this
is
what
it's
going
to
take.

We
wanted
to
make
sure
we
were
prepared
for
that
day
and
fortunately
everything's
working
in
our
favor
and
then
moving
forward
with
that,
and
I
think
what
I
heard
from
avion
pacific
who's
at
their
airline
conference
in
louisville
right
now,
they
were
telling
us
that
philadelphia.

The
american
flight
on
saturday
is
already
performing
so
well
with
pre-bookings
that
they're
most
likely
going
to
move
that
to
five
times
a
week.
So
five
five
days
a
week,
starting
when
they
start
in
december,
so
we're
already
seeing
some
some
positives
and
I
think
we're
going
to
continue
to
see
more
with
that
I'll,
stop
and
answer
any
questions.
But
hopefully
that
helps
give
a
little
bit
of
context
about
the
longevity
and
the
time
and
the
investments
that
are
made
in
research
and
data
and
constantly
working
with
them.

for
ways
to
make
sure
that
we're
appealing
to
what
their
needs
are
and
every
airline,
what
I've
discovered
is
is
different
on
how
they
approach
and
look
at
the
information
and
the
data.
And
it's

can

single

anecdotal
comments.

email

somebody
recently
that
was
flying,

comes
here
for

winter
time

south
dakota
and
said
in
the
last
seven
years.

was
the
cheapest
fare
they've
ever
gotten
and
they
wondered
if
that
was
because
southwest
was
coming
into
the
market
or
not.

So
at
this
point
we
won't
know
until
we
know
what
what
cities
they're
going
to
be
going
into,
but
certainly
if
they
go
into
hubs
like
denver,
you're,
going
to
see
a
lot
of
movement
on
those
flights
on
united
coming
into
denver
and
connecting
through.
So
it's
a
good
thing.
We
need
that.
You
know
we're
one
of
the
and
in
a
weird
way,
that's
been.

Our
selling
factor
to
the
airlines
for
service
in
the
past
is
that
avion
pacific
would
use
the
fact
that
we,
our
rates
our
fares,
are
typically
a
little
bit
higher,
which
I
know
as
a
consumer.
We
don't
want
to
hear
that,
but
when
you're
pitching
the
airlines,
it
helps
them
and
has
confidence
for
them
to
maybe
take
a
risk
and
look
at
our
destination
for
it,
because
they
realize
that
they
can
generate
a
little
bit
more
money
to
the
bottom
line.
So
it
will
be
interesting.
They
will
definitely
be
a
disrupter.

represented
all

projects
that
we
are
excited
to

move
forward
at

airport.

first
is
a
demonstration
garden
project
where
we
are
getting
funding
from
the
state
partially
and
also
from
desert
water
agency
to
help
us
implement
and
then
also
wanted
to
present
to
you
some
phasing
ideas
and
concept
designs
for
turf
conversion,
more
broadly
at
the
airport,
and
so
I'm
gonna
share
my
screen
here
for
for
a
couple
of
minutes,
just
to
show
you
so
again
here
to
talk
about
just
two
projects,
so
the
demonstration
garden
and
then
some
turf
conversion
ideas
for
later
on
down
the
road
for
the
airport
in
general.

is
largely
turf,
as
well
as
some
annuals
that
are
planted
there
along
the
edges,
and
so
the
goal
of
this
effort
as
a
demonstration
garden,
is
to
show
off
certain
plants
that
people
could
plant
that
are
both
drought,
tolerant
and
conducive
or
adaptive
here
in
the
desert,
and
so
we've
identified
things
like
pollinators
and
pollinator
plants,
wildflowers
some
sort
of
edible
plants
like
herbs
that
could
be
planted
all
as
well
as
the
things
you
typically
see
like
succulents
and
cactuses,
and
things
like
that.

Our
idea
here
was
to
keep
the
the
landscape
fairly
low.
So
no
big
trees
are
planned
for
this
area
and
we
try
to
also
preserve
that
view
shed
from
the
airport
out
through
to
the
fountain
and
up
to
the
mountains.

We
know
a
lot
of
people
who
come
in
kind
of
seek
that
view
out
when
they
land,
and
so
we
wanted
to
make
sure
there
was
still
a
corridor
and
a
view
shed
for
them
to
take
pictures
and
that
kind
of
thing,
and
so
most
of
the
plantings
are
kind
of
along
the
sides
of
the
demonstration
area
and
people
could
walk
through
the
paths
and
there
will
be
signage
kind
of
pointing
out
different
plantings
so
that,
if
they're
interested
in
in
pursuing
them,
they
could
take
note
of
those
we'll
also
plan
to
use
some
technology
around
that
maybe
scanning
barcodes,
so
that
they
could
get
information
on
more
information
on
plants.

So
the
idea
here
again
is
to
get
water
efficient
and
drought,
tolerant,
landscape
and
plants,
and
one
of
the
things
that
we're
working
on
trying
to
identify
is
some
sort
of
climate
adaptive
turf
in
the
middle.
So
we
really
want
to
kind
of
preserve
the
the
essence
of
the
look
that
is
there
now
and
so
we're
working
on
trying
to
find
something
like
a
buffalo
grass
or
there's
another
plant
that
I
can't
remember.

The
name
of
that's
sort
of
low
to
the
ground
looks
like
looks
like
turf,
but
isn't
really
turf
and
doesn't
require
as
much
water,
and
so
anyway,
the
this
is
really
just
the
concept
design
phase
and
so
where
we
would
assuming
there's
no
objections
or
changes
from
the
airport
commission.
We
would
take
this
forward
to
the
full
city
council
for
their
approval
and
then
the
next
phase
would
be
to
identify
specific
plants,
and
so
we
would
work
with
our
landscape
architect
to
to
figure
those
kinds
of
things
out.

that's
really
the
the
concept
behind
the
demonstration
garden
just
to
give
you
to
address
some
of
the
questions
that
came
up
in
the
landscape
committee.
Discussion
first
of
all,
is
the
funding.
As
I
mentioned,
we
are
doing
this
through
grants
from
the
state,
as
well
as
some
funding
from
dwa
and
then
funding
from
the
sustained
sustainability
budget.

Our
hope
is
that
the
project
will
be
about
a
hundred
and
fifty
thousand
dollars.
Sixty
thousand
dollars
of
that
would
come
from
the
state
and
then
desert
water
agency
is
also
providing
us
reimbursement
of
three
dollars
per
square
foot
for
the
conversion
area.
So
so
again
that
that
about
cuts
our
price
in
about
in
half.
So
we
would
be
looking
at
spending
about
fifty
thousand
dollars
or
so
and
getting
about
a
hundred
and
fifty
thousand
dollars
worth
of
turf
conversion
from
this.

so
that's
that's
really
the
plan
behind
the
demonstration
garden.
So
let
me
just
pause
there
and
see
if
you
guys

demonstration

costs
were
fairly
large
to

the
entire
airport
at
one
time,
and

what
we

trying
to
do
is
identify

out

various
areas
in
kind
of
a
logical
fashion

that
we
could
do
it
in
phases
as
as
we
got
money,
and
so
this
is
an
area
where
we
would
be
looking
eventually
for
airport
funding
to
help
out
with
this

again,
this

sort
of
down
the
road.

things

maybe

bit

sort

converted

to
continue

variety
of
plants,
low

growing

trees
and

some
rocks

gravel

runs
off

identified

sort

desert

things
low

large
trees
at
the

of

kind
of
keep

theme

different
colored
rock
and
some
different
plantings,
a
variety

different
types

things
and
the
goal
here
with
these
planting,
unlike
the
demonstration
garden
where
we

very
different
sorts
of
plantings-
and
maybe
things
that
people
aren't
used
to
is,
is
really
to
go
with
things
that
are
going
to
look
good
and
to
be
low
maintenance
and
to
be
very
require
very
little
water,
so
again,
sort
of
keeping
consistent
with
generally
with
the
kinds
of
things
you
might
see
in
other
desert
escaped
areas,
and
so
from
a
bigger
picture
perspective.

start
with
these
couple
of
kind
of
entry
places
and
then
look
at
especially
along
lclo.
That's
an
area
that
we
really
wanted
to
target
with
some
conversion
efforts,
and
we
just
tried

identify
areas
that

that
ends
up
being
about

dollars

we're
trying

keep

our

slow
time
period

tsa

checkpoint
area.
That
will
definitely
help
with
the
throughput
and
the
efficiency
of
the
tsa
agents.
Three
things
of
note
is
the
tsa
earlier
in
the
summer,
replaced
one

machine
with
a
ct
machine.

the
throughput

gives
the
agents
a
better
image
and
resolution
to
allow
them

identify

prohibited
items
and
be
able
to
clear

second
part

that
is
the
machine

replaced

upgrade

x-ray
machine.

approached

airport
commission

have

the
city
council
approved
for
the
arts
commission

commission

benches

town

painted,
and
they
have
done
that
in
several
cases.
It's
actually
a
way
of
helping
to
support
the
artists.
They
have
done
a
number
of
those
throughout
town
and
they
wanted
to
see
about
painting
some
of
the
benches
here
at
the
airport.

as
well
and
there's
a
small
number
just
they
did
a
survey
by
the
way
which
you
might
find
interesting
or
boring.
There
are
actually
70
benches
at
the
airport.
They
counted
them,
but
there's
eight
at
the
front
entrance

has
that
number
changed

in
terms
of
painting
eight
inches.

think
they

wanted
to
do
a
couple
as
a
pilot,
but
what
I
suggested
since
they
want
to
do
a
full
program,

the
arts
with
arts
commission
before

appropriate
dollars
to
do
such
a
program,
then
we
would
send
it
to
the
airport
commission
for

to
review
it
and

citizen
who
made
a
suggestion
about
considering

shade
structure
near
the
rideshare
area

I

dropped

that
whatever
consideration
we're
making
is
being
done.

think

responded
affirmatively
in
terms
of
at
least
wanting
to
consider
that.

little
bit

one

primary
challenges
is
just

straights,

shade
structure,

at
