From YouTube: Library Board of Trustees | April 4 2023
Description
Regular Meeting of the City of Palm Springs Library Board of Trustees, held April 4th, 2023
A
Or
at
miralon
in
Palm,
Springs
we're
having
a
kitchen
gal
is
going
to
do
the
gadget
gal
Jan
boydston
is
going
to
do
a
demonstration
of
different
gadgets
and
we're
also
going
to
have
a
olive
oil
tasting.
So
I
think
it'll
be
a
lot
of
fun,
so
I
hope
all
of
you
will
attend
and
we
we're
limiting
it
to
75
people.
So
if
you'd
like
to
come,
I
hope
you'll
sign
up
soon
and
then
let's
see
what
else
do
I
want
to
talk
about.
A
We
had
our
annual
book
sale,
which
netted
around
twenty
five
hundred
dollars,
so
that
was
very
successful
as
well
and
I.
Think
that's
about
it.
Now.
A
Yes,
yes,
it
is
oh
and
I
do
want
to
mention
one
other
thing.
Thank
you.
Thank
you
for
reminding
me
we
are
our
next
Palm
Springs
speaks
is
Dave
Berry.
You
know
he's
opposed
to
winning
columnists
he's
very
funny.
He
has
a
book
out
and
it
should
be
a
great
show
and
it's
on
Tuesday
May
9th
tickets
are
already
on
sale
so
and
it's
going
to
be
at
the
Cultural
Center
rather
than
at
the
high
school,
so
there's
a
lot
less
tickets
available.
A
Thirty
dollars
to
125.
Great.
B
Great
any
other
questions
from
Trustees
for
Nancy.
C
I'll
just
say
that
the
the
annual
meeting
event
isn't
quite
posted
on
their
website
yet
but
it'll
be
up
there
any
day.
I
think.
B
D
Okay,
we
participated
in
the
1ps
Community
Expo,
which
was
very
successful.
We
got
many
many
names
for
our
mailing
list
and
we
gave
away
a
hundred
dollar
gift
card
to
a
member
of
the
public
was
very
excited
to
receive
it.
D
D
As
you
all
know,
it
was
sold
out
and
it
was
awesome.
It
was
a
beautiful
day.
I
mean
the
weather
cooperated.
The
house
was
beautiful,
a
lot
of
really
happy
people
there
that
you
know
as
they
were,
leaving
I
was
stood
at
the
door
and
everyone
said
they
love
the
library
they're
so
excited
it
was.
It
was
a
really
great
event,
so
we
were
very
excited
that
our
kind
of
second
official
fundraiser
was
a
success.
D
B
Okay,
then,
let's
go
to
library,
staff
Genie.
C
Okay,
thank
you.
Yeah
I
was
so
happy
about
the
Al
Franken
event
it.
It
was
just
very
full
house.
We
we
sold
90
90
of
the
tickets,
so
it
was
a
you
know.
It
was
a
great
event.
Everybody
was
so
happy
to
be
back
and
and
the
VIPs
that
got
to
me
now,
Franken
that
the
photos
are
coming
on
the
website.
They
they
look
great
and
it
was
just
a
great
event.
We're
glad
to
be
back
and
and
looking
forward
to
the
Dave
Berry
event.
C
Like
Nancy
said:
Family
Fun
Fest
is
next
week.
9
A.M
to
noon
and
mix
100.5
radio
station
is
going
to
be
there
doing
a
live
broadcast.
It's
a
great
family
friendly
event.
It's
really
geared
to
Children
teens
are
also
invited
in
their
activities
for
teens
too.
C
Every
kid
that
comes
will
get
a
free
book
and
from
the
library,
courtesy
of
the
friends
and
we're
going
to
give
out
a
tote
bag,
and
then
they
can
visit
30
different
organizations
and
each
one
of
them
is
supposed
to
have
a
game
or
craft
geared
towards
children.
So
it's
just
a
fun
full
activity.
It
will
be
at
the
baseball
stadium
next
door,
Palm
Springs,
Stadium,
right
next
door
to
the
library
so
park
at
the
library
at
the
Leisure
Center
right
down
the
street.
Even
the
mizas.
C
The
parking
lot
will
probably
be
utilized
that
we
usually
have
between
500
to
800
people
attend
and
just
a
fun
fun,
it's
fun
for
the
whole
family.
This
is
what
it's
called
The
Family
Fun
Fest.
C
We
are
also
participating
in
this
Saturday
in
the
city
of
Palm,
Springs,
85th,
Anniversary
celebration
and
I'm
actually
on
the
planning
committee,
and
it's
just
coming
to
together
nicely
we're
going
to
have
the
car
show
with
a
a
car
from
every
year
that
the
city
was
incorporated
so
starting
in
1938.
Until
2023,
we
will
have
a
car
and
they're
going
to
do
a
little
parade
in
and
try
to
get
a
Guinness
Book
of
World
Records
record,
and
so
that's
kind
of
neat.
C
I
know
a
lot
of
people
are
gonna,
they're,
they're,
gonna,
put
people
in
the
cars
and
it's
gonna
be
fun.
We
are
doing
a
we're
partnering
with
the
lgbtq
plus
archive
to
have
our
exhibit
at
Wellwood
Murray
Memorial
Library,
and
so
you
could
go
over
to
the
Wellwood
and
take
a
look
at
the
exhibit
again
and
then
the
library
staff
will
have
a
booth
at
the
downtown
park.
Doing
actually
we're
doing
temporary
tattoos.
So
that
should
be
a
lot
of
fun
and
Lisa.
E
Just
that
we
kind
of
go
on
a
break
for
programming
this
month
until
after
Family
Fun,
Fest
and
then
we'll
be
celebrating
Earth
Day
for
adults.
We
have
a
film
screening,
we're
going
to
screen
the
need
to
grow
for
teens
we're
going
to
do
a
succulent
Planters
and
then
for
tweens.
We
are
going
to
do
air
plant
geraniums
all
for
Earth
Day.
B
Okay,
are
there
any
questions
from
the
trustees
for
the
administrative
staff?
Okay,
hearing?
None!
Thank
you.
So
much
for
the
information
item.
Roman
numerals,
six
Treasures
report.
Jenny.
Has
there
been
any
change
in
the
budget
that
we
need
to
spend
any
time
on.
C
So
the
the
bottom
line
of
the
cash
account
is
one
million
seven
hundred
eighty
three
thousand
nine
hundred
seventy
six
dollars
and
twenty
two
cents.
The
activity
that
we
had
is
one
item.
We
had
a
ten
thousand
dollar
expenditure,
so
we
you
will
authorize
twenty
thousand
dollars
to
come
out
of
the
trust
fund
books
and
so
we've
spent
we
sent
off
ten
thousand
dollars
and
Lisa
I'm,
not
sure
if
that
went
to
for
the
books
or
the
ebooks
I'm,
not
sure
which
direction
that
went
but
one
of
those
two
items.
C
So
nothing
really
to
nothing
really
to
report,
except
that
we
did
actually
spend
some
money
that
had
been
already
set
aside.
C
Also,
our
city
manager
has
requested
that
we
do
a
two-year
budget,
so
I
submitted
my
library
budget
with
pretty
much
just
a
three
and
a
three
percent
increase
across
the
board
for
the
trustees,
I
I,
didn't
I,
think
I,
don't
think
I
put
anything
in
I
might
have
put
the
ten
thousand
dollars
for
trust
fund
books,
because
that's
what
we've
been
doing
historically
but
we'll
have
a
we'll
have
a
chance
to
reevaluate
that,
and
especially
since
the
library
Renovations
coming,
we'll
know
really
where
our
funds
are
and
what,
if
what
of
the
million
has
been
spent
and
the
half
a
million
or
yeah
half
a
million
that
you
set
aside
so
just
know
that
we're
working
on
a
two-year
budget
plan
with
more
to
come.
B
Any
other
comments
we
have
down
here
that
we're
going
to
accept
this
so
I
need
a
motion
to
accept
the
oral
presentation
in
the
written
presentation.
That's
in
the
agenda
so
moved.
Thank
you.
May
I
have
a.
C
B
B
C
So
in
your
packet,
you
have
the
the
mou
that
was
created
before
we
had
the
meeting
and
the
only
thing
that
is
different.
That
I
can
tell
that.
We
discuss
this,
but
we
just
removed
the
word
ongoing
right
under
ongoing
maintenance
in
the
two
places
that
it's
listed
and
then
we
changed
the
signature
to
the
city,
the
new
city
manager.
G
B
C
Correct
yeah,
so
you
they're
gonna,
send
it
to
me
and
I'm
going
to
send
it
to
the
City
attorney.
Who
is
the
risk
manager
for
the
city
to
confirm
that?
It's
that
it's
acceptable?
C
The
language
is
vague
in
this
document
that
they
should
have
proper
insurance.
But
the
question
was:
what's
considered
proper,
so,
okay,
we're
just
going
to
send
send
yours
in
and
see
if
it's
proper,
okay.
C
So
that's
right,
because
the
city
council
will
be
the
last
one
to
see
it.
You
all
need
to
make
sure
that
it's
all
good
on
both
sides
and
then
we
will
take
it
to
city
council,
okay,.
B
B
Okay,
the
next
one
is
Item
B,
which
is
review
of
the
flow
chart
for
donations,
Genie.
C
Sure
so
Craig
borba
asked
that
we
create
a
flow
chart
to
clarify
what
happens
when
a
donation
comes
into
the
various
groups,
because
we
it
we
get
a
question.
We
get
questioned
a
lot
about.
C
Well,
what's
the
difference
between
the
friends
and
the
foundation
and
the
library
Board
of
Trustees,
so
I
tried
to
come
up
with
something
that
was
hopefully
clear,
that
you
can
get
a
get
an
idea
of
just
generally
the
the
mission
of
the
organization
or
what
your
responsibilities
are
and
then
what
happens
when
a
donation
comes
in
whether
it's,
let's
see
I've
got
on
this
handout.
You'll
see
non-renovation
donations,
so
just
an
everyday
donation
that
comes
in
goes
to
the
different
groups.
It
also
includes
the
library.
C
So
when
we
get,
we
get
donations
here
at
the
library
and
they're
just
either
made
to
Palm
Springs
public
library
or
the
city
of
Palm
Springs.
Where
does
it
go
so
this
tells
you
where
it
goes
and
then
and
and
so
on,
so
we
have
the
non-renovation
donations.
C
C
C
So
just
the
day-to-day
donations
that
come
in
when
it
comes
into
the
library,
a
donation
goes
to
the
trust
fund.
We've
just
we've
determined
that
that
is
how
the
pathway
that
that
money
comes
in
that
way.
We
know
it's
specifically
held
in
trust
for
the
library
it
doesn't
get
mingled
with
the
general
fund
and
doesn't
go
to
another
department
on
accident
or
get
get
absorbed
at
the
end
of
the
fiscal
year.
C
It's
actually
it's
fund
151
and
it
has
its
own
special
category
and
then
it
goes
into
your
library,
Board
of
Trustees
money,
which
is
what
we
report
at
the
beginning
of
the
meeting.
1.7
million.
That's
where
those
go.
If
money
goes
to
the
Friends
of
the
library
it
just
goes
to
the
Friends.
The
friends
are
a
separate
501c3.
They
have
their
own
bank
accounts
their
own
investment
dollars.
It
goes
into
their
account
straight
to
them
for
them
to
decide
what
to
do.
C
But
all
of
the
missions
of
all
of
these
groups
is
to
support
the
library
when
it
goes
to
the
foundation
they
have
their
own
bank
accounts,
they're,
also
a
separate
501c
degree
and
the
money
goes
to
the
library
Foundation
into
their
accounts
and
again
they
they
all
support
the
library.
Now
the
difference
between
the
friends
and
the
foundation,
this
is
just
a
generalization.
I
would
say
that
the
friends
of
the
library
really
do
more
day
to
day
and
I
call
this
smaller
projects.
C
C
The
foundation
they
also
have
given
us
some
gifts
for
smaller
projects,
but
their
real
mission
right
now
is
for
big,
the
renovation
honestly
and
I
think
you'll.
All
agree
to
that.
I
think
you
all
agree,
if
not
wave
your
hand
next
to
correctly.
C
So
then,
on
the
funding
Direction,
the
when
I
give
money
to
the
library
Board
of
Trustees.
When
we
get
a
donation,
it
goes
to
library,
Board
of
Trustees.
The
library
Board
of
Trustees
are
in
charge
of
that
money
and
they
can
authorize
projects
or
expenditures.
C
I
can't
just
go
in
and
pick
that
money
out
without
your
authorization.
In
fact,
when
I
do
request,
money
be
spent,
I
have
to
attach
your
board
minutes.
You
know
with
the
motion
and
the
second
and
the
vote
for
the
Auditors.
So
it's
part
of
your
your
bylaws.
It's
part
of
the
rules.
The
friends
can
either
buy
and
then-
and
let
me
go
back
the
library
Board
of
Trustees
have
the
money
gets
spent
by
the
city
through
the
city's
procurement
standards,
the
friends
of
the
library
they
can
either
make
a
gift
directly.
C
They
can
either
just
pay
for
something,
and
then
the
item
shows
up
or
we
get
a
subscription
or
whatnot
and
then
that
or
if
they
can
give
us
money
and
direct
it
through
our
regular
thing.
So
there
are
a
variety
of
ways
that
the
friends
can
do
that
the
foundation
same
thing.
They
can
either
buy
the
gift
directly
or
they
can
transfer
the
money
through
to
our
accounts,
and
then
we
we
pay
for
it
through
the
city
and
again
all
of
these
everybody
has
to
agree.
C
I
can't
just
can't
do
it,
and
also
the
friends
or
the
foundation
can't
just
surprise
me
with
the
gift
we
all
have
to
be
in
agreement,
so
renovation
specific
without
naming
rights,
it's
almost
identical
accept
that
there
is
going
to
be
a
special
account
and
I
I,
say:
building
fund
I
believe
it's
called
Library
renovation,
but
it's
it's
intended
to
be
the
building
fund.
C
So
any
of
those
donations
follow
the
same
path,
Okay
so
gift
to
the
library
that
goes
through
the
trust
fund
and
goes
into
the
building
fund
donation
to
The
Board
of
Trustees
gets
placed
in
the
building
fund,
the
friends
of
the
library
they
pass
them
through
to
the
city
to
be
held
with
a
building
fund.
The
foundation
also
passes
the
money
through
to
the
building
fund,
okay
and
then
renovate
renovation,
specific
naming
rights,
donations.
C
Here's
where
there's
a
little
thing
that
we
y'all
I
guess
need
to
note
so
again
with
the
library
that
money
gets
passed
through
to
the
building
fund
and
I
coordinate
Library
director
coordinates
with
the
donor
and
the
library
Foundation
to
ensure
that
there
are
no
duplication
of
Nami
rights,
and
this
is
the
pathway
where
it's.
C
This
is
what
the
mou
is
talking
about,
where,
if
it's
more
than
twenty
five
thousand
dollars,
then
the
city
manager
is
involved
and
if
it's
more
than
a
hundred
thousand,
then
the
city
council
is
involved.
But
this
is
I
coordinate
with
the
foundation
to
make
sure
that
there
are
no
duplication
of
naming
rights
on
the
library
Board
of
Trustees.
The
donations
are
placed
in
the
trust
fund
and
the
same
exact
thing
happens:
I
coordinate
with
the
foundation.
C
If
the
friends
get
someone
who
wants
to
do
a
naming
right,
they
want,
they
will
direct
that
donor
or
the
money
and
the
donor
to
the
foundation
to
coordinate
the
naming
rights
because
we're
going
to
keep
a
master
list
of
what's
been
named
and
what's
available,
and
so
it's
all
going
to
run
through
the
foundation
with
me.
Assisting
to
make
sure
there
that
we
we
don't
sell
something
twice
or
or
whatever
or
just
forget,
to
name
it
after
somebody,
the
foundation
follows
the
guidelines.
C
The
naming
rights
guidelines
set
forth
in
their
memorandum
of
understanding,
and
in
summary,
this
is
where
it's
clarified.
In
summary,
the
city
has
30
calendar
days
to
review
and
approve
or
deny
the
name
he
writes,
and
then
the
library
director
has
authorization
up
to
25
000
the
city
manager
approves
or
disapproves
twenty
five
thousand
and
one
dollar
up
to
a
hundred
thousand,
and
then
the
city
council
approves
or
disapproves
naming
rights
in
excess
of
a
hundred
thousand
dollars.
C
The
foundation
passes,
naming
rights,
renovation,
specific
donations
through
to
the
city
to
be
held
in
the
building
fund,
so
I
hope,
that's
clear.
It
it'll
be
there
for
us
to
figure
out
if
it's,
if
there's
any
question,
I
hope
I
didn't
miss
anything.
If
there's
something
that's
vague,
we
want
to
make
sure
it's
clear.
F
I
I
think
this
is
a
great
representation
of
summarizing
everything
and
even
though
I've
heard
it
over
and
over
again
I've
been
a
part
of
the
design.
It's
kind
of
nice
to
see
it
in
this
format.
I
think
I
think
it'll
be
a
handy
tool
whenever
we
need
to
pull
it
out
whenever
any
group
is
having
a
discussion
about.
Where
do
we
go?
If
we
have,
if
we
have,
you
know
a
donation
so
I?
Thank
you
Jenny
for
kind
of
putting
it
together
like
this.
F
It
it
ends.
It
doesn't
answer
questions
for
me,
but
it
really
does
give
me
a
cheat
sheet,
I
think,
on
on
how
to
to
go
and
find
what
we
you
know
how
we
disperse
these
funds
or
I'm
sorry
gather
these
funds.
H
I'm,
just
glad
that
there's
one
one
person
or
once
the
foundation
is
going
to
be
the
one
that
that
really
kind
of
controls,
the
naming
rights
and
and
is
able
to
you,
know
to
coordinate
with
Jamie
and
do
that
there
has
to
be
a
central
point.
I
I
know
that
I
said
it
last
time
when
we
did
our
our
Capital
fund
drive
for
our
church.
H
B
Trini
I
appreciate
you
doing
this.
It's
I
think
it's
really
going
to
be
extremely
helpful.
Are
there
any
other
questions
out
there?
Yeah
I.
G
You
thank
you
first
of
all,
I
agree
with
that
and
Craig
that
this
is
very
helpful
and
it
clarifies
the
relationships
and
and
how
we're
gonna
have
good
problems
to
have.
We
now
have
a
pathway
because
we
have
we
know
where
the
money
should
go
and
so
on.
I
think
the
thing
that
we're
missing
from
a
foundation
standpoint
and
not
to
get
out
ahead
of
ourselves
but
I
think
somewhere.
G
We
need
to
identify
that
the
foundation
is
also
long-term,
interested
in
an
endowment
and
I'm
just
wondering
in
the
course
of
our
feasibility
study
and
other
fundraising,
that
somebody
would
want
to
endow
or
put
funds
into
an
endowment
account
in
addition
to
or
to
prolong
their
contribution
to
the
library
instead
of
putting
it
into
the
building
fund.
G
So
I
don't
know
if
there's
not
a
huge
need
for
this
right
now.
But
if
we're
going
to
use
this
as
a
as
a
sort
of
a
reference
chart
for
several
years
going
forward,
we
might
want
to
figure
out
where
to
put
that
in
okay.
C
G
C
Yeah,
so
so
yeah,
if
you
had,
if
you
got
some
money,
you're
trying
to
build
an
endowment,
you
would
hold
your
own
money
in
with
your
bank
or
investment
accounts
and
then
use
that
money
to
support
any
and
all
activities
at
the
library
and
again,
I
just
said
that
your
primary
mission
was
larger
projects
like
the
renovation.
C
What
once
we
get
past
that
your
mission
will
change
right,
I,
think
and
right
now,
you're
all
focused
on
the
renovation,
and
so
this
is
just
a
generalization,
but
it
could
do
you
could
support
any
and
all
activities
that
you
wanted
to,
and
I
I
forgot
to
give
an
announcement
of
something
so
Craig
when
we
get
done
with
this
I
want
to
make
one
more
announcement.
I
don't
forget.
B
Okay,
then,
the
other
thing
I
think
our
next
step
would
be
as
we
get
information
about
cost
of
things
we
might
want
to
have
a
menu
that
people
would
be
able
to
look
out
and
say:
oh
geez
I
would
like
to
buy
the
tables
or
the
chairs,
but
we
we'd
have
some
information
for
that,
so
I'm
hoping
in
the
future,
we
would
have
a
menu
that
the
foundation
can
use
so
that
it
can
give
ideas
to
people
that
are
going
to
make
donations.
B
B
F
Always
said
too,
that
I
would
like
to
see
that
once
that
list
is
is
produced
and
it
will
with
with
the
price
sheet
and
and
what
goes
there,
that
this
group,
including
the
friends
I,
know
Nancy's
still
out
there.
You
may
wish
to
exercise
a
reservation
on
that
list
that
they
want
to
as
an
organization
personally
go
out
and
raise
the
money
around
and
I
think
that
would
be
another.
F
You
know
that
might
be
a
footnote
on
this
chart
somehow,
whereas
there
could
be
a
by
the
way,
reservation
doesn't
mean
that
if
someone
comes
behind
them
from
the
foundation
and
says
I
want
that
and
I'll
double
the
price,
we
wouldn't
all
say
hallelujah
praise,
you
know,
we'd
raise
our
hands,
but
I
mean
I.
Think
that
you
know
it
at
least
allows
the
groups.
I
can
imagine.
The
friends
would
probably
want
to
raise
money
around
their
their
facility
and
around
you
know
their
their
bookstore.
F
You
know,
trustees
may
want
to
name
something,
but
you
know,
and
the
city
may
we
talked
about
this
the
other
day.
Remember
the
City
attorney
City
Council
could
very
well
come
up
and
say
we
want
to
reserve
the
right
to
name
the
building.
After
you
know
an
influential
City
citizen
or
whatever
I'm
sorry
guys,
I'm,
not
really
thinking
here
tonight,
but
you
you
know,
I
I,
think
that
there
could
be
those
times
where
we
want
to
all
be
aware
that
there
will
be
some
reservations.
B
Okay,
does
the
trustees
comfortable
with
approving
the
flow
chart,
or
do
you
want
to
wait
till
we
have
a
full
board.
B
That
right,
but
it
was
listed
as
emotions.
C
B
C
Can
approve
it
if
you
want
but
I
think
you
just
you,
don't
you
don't
have
to.
C
I'm
not
really
sure
just
it's
in
it's
memorialized
in
your
board
packet.
But
if
you
have
a
place
you
want
it.
B
And
then
also
the
the
foundation
and
the
friends
should
also
receive
copies
of
this,
so
they
don't
have
a
chart
to
follow
okay.
So
let's
just
accept
it
as
an
information
item.
Let's
go
down
to
Roman
numeral
eight
trustees
and
staff
comments.
Jeannie.
You
had
a
comment.
C
C
Excuse
me
with
all
the
different
things
that
that
are
needed,
and
what
the
review
and
posting
and
all
those
things
so
go.
Take
a
look
at
that.
If
you
want.
C
B
Okay,
this
moves
us
to
Roman
numeral
nine,
the
adjournment
our
next
meeting
is
scheduled
for
May
3rd
and
then
we're
back
on
our
Wednesday
schedule
again
and
that
meeting
starts
at
5.
30.
I
will
adjourn
this
meeting.
Thank
you
for
your
attendance
and
Ed
I
appreciate
your
commitment
to
the
trustees
to
be
here
during
this
difficult
time.
Thank.
