From YouTube: Historic Site Preservation Board | March 1, 2022
Description
The City of Palm Springs Historic Site Preservation Board meeting, held March 1st, 2022
A
C
A
B
A
Okay,
does
the
board
have
any
revisions
to
the
agenda
as
posted.
A
Okay,
have
a
motion
by
mr
rosenow
and
may
I
have
a
second
please.
D
A
Okay,
second,
by
miller,
is
there
any
discussion
about
the
agenda?
A
Okay,
any
opposed
okay
motion
passes
seven
to
zero,
so
this
time
has
been
set
aside
for
members
of
the
public
to
address
the
historic
site,
preservation
board
on
agenda
items
and
items
of
general
interest
within
the
subject
matter
and
jurisdiction
of
the
board.
Although
the
historic
site
preservation
board
values
your
comments
pursuant
to
the
brown
act,
it
generally
cannot
take
any
actions
on
items
not
listed
on
the
post
agenda.
A
There
will
be
three
minutes
assigned
for
each
speaker.
Testimony
for
public
hearings
will
be
taken
at
the
time
of
the
hearing,
so
staff
has
anyone
requested
to
comment
on
a
non-public
hearing,
item
or
item?
That's
not
on
today's
gender.
B
A
Okay,
seeing
no
speakers,
we
will
proceed
to
agenda
item
number
one.
There
is
none
on
the
consent
can
calendar
and
there
are
no
public
hearings
today.
So
let
us
proceed
to
unfinished
business
agenda
item
3a.
A
C
B
Chair
and
board
members,
the
as
you've
noted
the
matter
before
you
tonight
is
a
request
for
approval
to
demolish
the
single
family
dwelling
within
smoke
tree
ranch.
It
was
built
in
1957.
B
And
its
staff
reviewed
the
findings
necessary
in
chapter
8.05,
for
whether
or
not
this
property
should
be
elevated
to
a
higher
class
and
found
that
findings
were
could
not
make
staff
could
not
make
findings
affirmatively
to
elevate
the
property
to
a
higher
class,
as
required
by
chapter
8.05.
B
The
home
generally
has
a
good
design
integrity
but
does
not
have
any
distinguishable
features
that
would
further
necessitate
a
higher
elevation
and
staff.
As
you'll
know
note,
we
did
present
this
at
your
last
meeting
and
we
did
schedule
site
inspections
for
the
board
to
review
the
home,
and
so
with
that
I'll
conclude
my
presentation
and
I'm
happy
to
answer
any
questions
you
might
have.
A
D
Yes,
thank
you,
madam
chair,
not
so
much
a
question
of
maybe
a
request
or
a
comment
of
staff
that
this
report
didn't
really
mention,
or
talk
about
the
architects
and
or
builders
of
the
home,
and
I
would
think
for
any
demolition
class
that
we
consider
going
forward.
D
I
did
do
a
little
research
of
my
own,
so
I
do
have
the
name
of
the
builder,
but
was
unable
to
find
the
name
of
an
architect,
tracy
conrad
who
led
the
site
visit,
did
mention
that
she
found
the
architect
but
didn't
really
say
who
it
was
we'll
talk
about
that.
So
I
just
think
it's
something
for
us
to
make
an
order
going
forward
with
any
demolition
applications,
it's
kind
of
important
for
us
to
know
architect
and
builder
right
off
the
bat.
So
thank
you
for
that.
A
Certainly
agree
to
that.
Are
there
any
other
questions
for
staff
at
this
time?
Any
questions,
okay,
is,
is
the
applicant
present
or
someone
representing
the
applicant.
A
A
I
just
want
to
mention
a
comment
that
I
mean
it
would
be
good
to
have
some
some
new
contemporary.
You
know
ranch
style
architecture.
You
know
in
in
in
smoke
tree
ranch
and
I
underst.
I
looked
at
the
plants
quite
carefully
and-
and
I
am
supportive
of
of
of
a
new
contemporary
ranch
style,
and
I
didn't
know
if
anybody
wanted
to
comment
about
that
or
discuss
that
if
you
had
a
chance
to
to
look
at
those
plans
and
and
offer
anything
at
this
time,
any
anyone.
D
Yeah,
thank
you,
madam
here
yeah.
I
did
look
at
the
plan
quite
extensively
and
the
house,
the
new
home
proposed,
doesn't
appear
all
that
much
different
from
the
existing
granted.
It
would
be
new
in
contemporary,
but
it
has
a
very
similar
type
of
layout
and,
as
tracy
conrad
said,
the
best
thing
about
this
site
is
the
view.
D
So
the
new
plan
certainly
appears
to
take
advantage
of
that,
and
I
did
want
to
mention
real
quick
that
the
original
builders
were
george
b
lundqvist
and
held
newton
out
of
pascadina,
and
they
had
a
partnership
in
san
marino
which
was
dissolved
in
1963..
D
D
So
just
important
to
note
that
for
the
record,
I
think
the
other
thing
that
I
think
is
worth
the
worst
bearing
mentioned.
Mercury
branch
is
obviously
a
place.
I
very
well
feed
owners
and
residents
and
it
is
kind
of
the
place
of
the
one
percentage
in
the
coachella
valley
or
in
some
things
specifically
so
to
speak,
and
I
just
have
to
say
that
there
should
be
somewhat
of
a
cause
for
concern
or
fight
worry
about
a
precedent
that
allowing
demolition
can
stop.
There
I
mean.
D
Obviously
there
have
been
maybe
a
couple
demos
or
a
few,
I'm
not
too
sure
in
mercury
ranch,
but
we
have
billionaires
who
live
there
and
granted
this
house
isn't
afraid
or
worked
for
williams
or
the
names
that
were
used
to.
D
But
there
were
a
lot
of
regional,
southern
california,
architects
who
were
well
known
in
other
cities
who
may
have
done
homes
for
clients
here
or
even
east
coast,
architects.
Perhaps
so
I
just
you
know,
I
just
worry
about-
perhaps
the
accumulative
impact
or
the
precedent
that
might
be
fact
in
allowing
the
demolition,
although
I
do
agree
that
we
should
follow
that
recommendation.
A
Thank
you.
Are
there
any
further
discussions,
questions
or
comments.
C
Yeah,
I
I
just
in
response
to
the
co-chair.
I
I
would
like
to
just
say
you
know:
one
percent
lives
matter
too,
and
I
don't
think
there's
any
precedent
danger
here.
I
think
that
we
do
a
damn
good
job
of
taking
each
situation
on
a
case-by-case
basis,
and
I
think
when
you
analyze
this
one,
it's
pretty
clear
and
I
support
staff's
recommendation.
A
Okay,
any
other
comments
or
or
questions
okay.
So
seeing
no
further
questions
or
comments,
may
I
please
have
a
motion.
A
A
Okay,
saying
none
I'll
call
for
the
question
all
in
favor
of
the
motion
to
that
the
hspb
take
no
action
and
allow
the
processing
of
the
demolition
permit
all
in
favor,
please
say:
aye.
A
Okay,
any
opposed
okay
motion
passes
seven
two
zero
moving
on
there
is
no
new
business.
So
let
us
proceed
to
discussions
beginning
with
agenda
item
5a.
A
The
2022
preservation
matters
symposium,
and
I
just
have
a
few
things
to
report
and
then
also
invite
nelson
and
kaiser
to
to
add
to
my
report.
A
A
We
we
have
received
a
quote
for
the
symposium
costs
at
the
convention
center.
That
is
consistent
with
what
we
have
spent
in
the
past.
A
Mr
flynn
has
approved,
signed
and
returned
the
agreement
to
the
convention
center
staff,
and
we
thank
staff
for
that.
So
we're
moving
right
along
symposium
presenters
are
asked
to
provide
their
power
points
to
deborah
hovel.
By
april
1st.
Mrs
hovel
is
heading
up
the
production
of
the
powerpoints
for
the
two-day
symposium
and
a
reminder
that
these
are
held
during
the
afternoons
of
april
23rd
and
24th.
A
A
Local
preservation
related
organizations
in
our
community
are
invited
to
have
tables
with
information
about
their
organizations
and
then
board.
Member
kaiser
is
securing
sites
for
the
tour
visits
on
april
23rd
and
we're
working
to
have
a
reception
on
the
24th
two
awards
are
given
to
individuals
by
this
board.
At
the
symposium,
who
have
demonstrated
outstanding
preservation
efforts
in
our
community,
I
have
received
nominations
from
individuals
on
this
board,
and
two
names
have
risen
to
the
top
of
the
list.
A
I'd
like
to
recommend
two
individuals
be
considered
to
receive
these
awards.
May
I
announce
those
two
names
is
that
okay,
with
everyone.
C
A
Drum
roll
drum
roll,
okay,
so
the
two,
the
two
names
that
we
would
like
to
present
awards
to
are
recommending
for
a
discussion
are
stephen
keylon
and
dick
burkett.
A
So
does
the
board
support
support?
These
nominations
would
have
any
discussion
about
them.
A
A
So
our
next
subcommittee
meeting
will
be
held
on
march
10th
when
we
will
focus
very
aggressively
on
marketing
and
pr
and
we've
talked
about
meeting
in
person
at
city
hall
this
time
and
not
on
zoom,
so
we
can
really
get
to
work,
so
I'm
hoping
that
we'll
be
able
to
do
that.
A
Are
there
any
other
reports
from
vice
chair,
nelson
or
member
kaiser
that
you
would
like
to
add?
We
we
have
a
lot
to
report.
I
just
summarized
it
anything.
I
forgot
at
this
point.
A
Oh
just
a
little
sample,
okay,
so
next
board
member
comments
that
completes
the
agenda
items.
So
are
there
any
comments
from
the
board?
I
I
do
want
to
oh
okay,
remember
kaiser!
I.
C
Just
want
to
bring
to
everybody's
attention
that
at
1
pm
on
march
19,
which
is
a
saturday
at
the
plaza
theater,
it's
a
team
frasier
reunites
to
save
the
plaza
theater
and
j.r
roberts
is
going
to
host
it.
Tickets
are
125
bucks
and
50
for
the
reception
I'm
going
to
attend
because
jr
is
giving
the
event.
You
know
art
the
speech
about
the
plaza
theater
and
also
to
two
tours
of
the
plaza
theater
on
saturday.
C
Ps.Com
and
that's
where
you
can
get
tickets,
it
was
on
the
front
of
the
desert
sun
yesterday,
and
I
think
that
it
would
be
nice
for
us
to
have
a
reasonable
representation
of
the
hspb
there
and
everybody
can
dig
out
their
old
name
tags
or
if
they
didn't
have
a
name
tag.
We
can
make
you
one
just
write
it
out,
and
I
think
that
this
is
important
to
support
the
plaza
and
jr,
because
indeed
it's
something
that
the
hspb
needs
to
do
and
he
is
supporting
us
in
this
symposium.
A
Absolutely
we
we
have
a
wonderful
program
on
on
on
the
theater.
You
know
the
history,
the
preservation
and
the
future,
so
I
do
encourage
board
members
to
attend
that
fundraiser
on
march
19th,
so
other
board
member
comments
at
this
time.
Anything
you
would
like
to
bring
up
or
talk
about
vice
chair
nelson.
D
Yes,
just
a
couple
of
things:
the
first
being,
I
didn't
see
a
copy
of
the
minutes
in
the
packet
from
the
last
meeting,
so
just
making
sure
yeah
intended
or
not.
B
Staff
was
unfortunately
unable
to
get
those
minutes
prepared
in
time
for
the
meeting
this
month,
so
we
anticipate
we'd
have
the
previous
meeting
minutes
at
your
next
meeting
in
april.
Okay,.
D
Perfect,
I
just
wanted
to
clarify
that
and
then
a
general
question
for
staff
pertaining
to
some
recent
changes
that
the
hspb
made
to
the
los
palmas
business
historic
district.
D
D
So
there
have
been
some
questions
from
myself
and
members
of
the
community
about
what
protection
could
possibly
be
afforded
to
a
building
that
has
been
deemed
a
non-contributing
structure.
D
That
was
previously
a
contributing
structure,
and
can
you
give
us
details
if
it's
considered
non-contributing
now
does
not
mean
it
can
be
altered
or
demolished,
and
if
requires
for
alterations
or
demolition
or
a
non-contributing
building
come
forward.
D
Would
they
require
a
review,
even
though
it's
a
non-contributor,
but
it
is
part
of
a
historic
district.
Do
you
can
you
answer
that
both.
B
I
can
certainly
look
into
that
in
more
depth.
I'm
my
understanding-
and
I
could
be
you
know
a
little
bit
author
just
from
what
I
my
understanding
of
the
district
is,
is
that
contributing
structures
would
have
to
come
to
the
hspb
for
the
certificate
of
appropriateness.
In
the
event
they
were
proposing.
Changes
to
that
building
non-contributing
buildings
would
not
be
able
to
be
demolished.
If
they
were,
you
know
they
would
have
to
come
to
the
hsbb
before
they
would
be
demolished,
just
like
any
other
structure
built
before
the
cut-off
date.
B
So
for
those
cases
we
would
bring
those
to
the
hsbb
any
item
that
was
deemed
contributing
in
the
more
recent
amendments.
Would
you
know
that
still
needs
to
be
finalized
with
the
council?
So
that
is
something
that
mr
lyon
has
identified
to
me
that
we
need
to
make.
B
And
move
that
forward,
I
do
understand
we
do
need
to
do
some
outreach
to
the
owners
of
the
property
before
we
can
finalize
that
for
adoption,
but
at
least
in
the
interim
staff
would
not
process
any
demolition
permits
any
other
way
than
what
was
already
what
has
already
been
established
in
the
ordinance
and
especially
if
one
was
identified
in
a
recent
in
the
recent
amendments
that
were
considered
by
the
board.
D
Okay,
so
the
other
part
of
that
question
is
from
what
I'm
hearing
is
that
if
something
that
was
a
non-contributor
in
that
district
would
have
come
forward
with
alteration,
would
it
be
at
the
discretion
of
the
historical
preservation
officer
or
the
staff
member
to
decide
whether
or
not
to
approve
those
alterations?.
A
Or
would
they
require
hspb
review
for
alterations
or
are
they
approved
over
the
counter.
B
B
So
that
is
something
we
would
take
a
look
at
until
we
have
the
final
amendments
approved
by
council.
We
have
to
follow
the
current
process
in
place
under
the
ordinance,
but
again
with
the
information
that
the
board
has
received
and
recommended.
Staff
would
obviously
take
that
into
consideration
before
taking
action,
and
it
could
be
referred
to
the
to
the
board
as
well,
just
because
of
what
what
has
taken
place
with
the
recommended
changes
and
amendments
to
the
to
the
district.
D
Okay,
thank
you
and
one
more
question
on
that.
If
the
board
or
somebody
wanted
to.
D
D
So
it
seems
to
me,
like
someone
would
have
to
provide
the
justifications
to
why
it
should
become
a
contributor
or
or
and
or
a
class.
One
nomination
would
have
to
be
submitted
correct,
okay.
So
what
would
you
recommend
the
classical
nomination
or
just
providing
facts
to
staff
to
help
substantiate
a
return
to
contributing
status?.
B
And
this
is
where
I'm
not
as
familiar
as
mr
lyon
is,
with
the
background
on
the
the
proposed
amendment
to
the
district
okay,
we
might
look
at
it
in
further
detail
if
it
was
a
if
it
was
a
building
that
we
didn't
determine
by
the
board
that
it
should
be
added
to
the
contributing
list,
then
it
would.
We
might
have
to
come
back
to
the
board
if
it's
part
of
that
amendment,
otherwise
it
might
be
easier
to
do
it
as
a
new
class.
One
nomination.
A
Are
there
any
other
board
comments,
any
any
board.
B
Just
an
update
on
as
many
of
you
know,
mr
lyon
has
been
our
hbo
for
a
few
years
now
and
he
was
promoted,
as
I'm
sure
you
all
are
all
aware
and
we've
been
working
to
fill
his
previous
position
and
we
do
have
a
couple
of
promising
candidates
and
we
wanted.
I
just
wanted
to
thank
chair
huff
for
all
of
her
support
and
our
efforts
with
the
recruitment.
B
So
we
have
submitted
our
our
request
to
hr
to
submit
an
offer
to
the
candidate.
So
hopefully
we
will
have
that
position
filled
soon.
B
So
I
just
wanted
to
give
the
board
up
an
update
on
that
and,
of
course,
mr
line
would
still
be
training
and
advising
the
the
new
employee
and
his
work
as
the
hbo.
So
I
just
want
to
give
the
board
the
update
about
that.
A
C
A
Yeah
we
we,
they
were
all
really
good
candidates
really
good,
and
so
we
interviewed
every
four
or
five
four
or
five
and
and
they
they
were
all
really
excited
to
to
have
the
position.
So
we
we
chose
the
best
one,
of
course,
vice
very
nelson.
D
D
North
palm
canyon
drive,
and
I
would
like
to
request
a
possible
stop
report
on
the
property
and
a
discussion
in
that
job
report
of
why
stuff
believed
in
in
detail
that
it
should
go
from
contributing
to
non-contributing
and
why
with
justification-
and
I
would
like
it
to
be
agenda
for
the
next
meeting-
please.
D
I
do
have
some
information
on
the
building
property
that
I'm
happy
to
share
and
historic
photos
which
I
can
send
to
mr
newell
or
mr
lion
or
both.
If
that's
uncle.
A
And-
and
I
might
mention
I
I
do
know
this-
building
850
north
palm
canyon-
it
was
the
arthur,
arthur
elrod
office,
where
I
had
my
first
job
in
in
palm
springs
a
long
long
time
ago,
and
we
did
have
this
on
a
potential
list
when
we
were
viewing
our
work
plan
and
and
identifying.
A
You
know
buildings
that
we
wanted.
You
know
to
research
a
little
bit
more
and
get
more
information,
and-
and
we
did
have
the
elrod
office
on
on
that
list-
other
members
might
recall.
So
I
think
we
just
need
a
a
a
a
little
bit
more
thorough
review
about
that.
So
it's
it's
so
it
if
it's
danger
we're
prepared
in
advance.
A
Anyone
wow,
I
think
we
have
a
record
meeting
so
seeing
no
further
discussion.
This
meeting
of
the
hspb
is
adjourned
to
the
meeting
of
tuesday
april
1st
2022
at
5
30
pm.
A
B
We
might
we're
still
working
through
some
of
the
logistics
from
what
it
sounds
like.
We
want
to
still
have
the
option
for
the
hybrid
format
where
people
can
participate
in
person
if
they're
comfortable
and
then,
if
they're,
not
comfortable,
still
have
the
option
to
do
hybrid.
So
it
just
really
comes
down
to
us
making
sure
we
have
the
logistics.
B
A
C
A
Yes,
so
record
meeting
30
minutes,
I
think
that's
record.
So
thanks
everyone
for
your
participation
and
we'll
be
seeing
you
again
soon.
All.
